How the Australasian and Canadian Codes (VALMIN and CIMVal) approach mineral property valuation is described. Brief comment is also made on the International Valuation Standards CommitteeÆs interest in a global valuation standard for Mineral (Extractive) Industries and the South African SAMREC initiatives to adopt a VALMIN-like Code. The conventional tripartite classification of valuation approaches into those that are Market-based, Income-based and Cost-based is outlined. It is best practice to use as many of these approaches as possible (and as many methods as reasonable in the particular circumstances), given the quantity and quality of the data available on the Mineral Asset (which depends upon the state of development of the mineral property). The use of specific methods must satisfy the basic considerations of logic and reasonableness and the purpose of the valuation. The competence, judgement and repute of the valuer are critical factors, since all valuations are time and circumstance specific. What constitutes æMarket ValueÆ in the different jurisdictions is discussed and definitions are given. Challenges facing the globalisation of a VALMIN-type Code for the international Minerals Industry are the influence of real estate valuers and the US jurisdictional idiosyncrasies. This is mainly due to a fixation on real property rights with a preference for using real estate-like comparative sales techniques (Market Approach) to the exclusion of Income-based approaches; a regulatory reluctance in the US to accept that Resources have considerable value; and the International Accounting Standards BoardÆs preference for Historical, rather than Current Value, accounting.

This paper describes the results of VLF-EM test surveys, using the Ronka EM-16 equipment, over a selection of environments in Australia and Papua.Using comparisons with known geology, drilling information and other geophysical work it is shown that the maximum depth of penetration of the method is about 100 ft but is considerably less than this in most areas.The author believes the method could aid in geological mapping and provide a useful adjunct to aeromagnetic surveying in some areas.

"The Stockman base metals project is situated in State Forest in the alpine area of East Gippsland, Victoria, adjacent to a National Park and within the headwaters of a major Ramsar-listed wetland catchment and the Murray-Darling River system. Site topography is steep, and elevated (650 m – 1200 m above sea level), and subject to circa 1 m annual rainfall, with occasional winter snowfall. The project consists of two volcanogenic massive sulfide (VMS) deposits to be mined by underground methods and treated in a 1.0 Mt/a central concentrator to produce copper and zinc concentrates for export over a ten year operational life. New resource projects are rare in Victoria. Recognising the sensitive setting, planning for the Stockman Project, which is now in the advanced permitting stage, has focused on balancing economic, environmental and social outcomes to ensure social licence to operate is secured and can be maintained. This has involved close attention to triple bottom line (TBL) risks and outcomes. Stockman has successfully gained State and Federal approvals via the Environmental Effects Statement process. The process of obtaining these approvals has required close attention to effective stakeholder involvement, and management of a lengthy and difficult approvals process, which is still to be finally concluded. This paper is a case study of the process of that permitting and the issues encountered to date. Key learnings from the experience have included: successful approvals require close attention to much more than just the project and its technical aspects and physical setting – effective stakeholder involvement and endorsement is critical the differing consultation requirements for local, regional and government stakeholders, to design and plan implementation of a project to meet TBL objectives, and to gain social licence to operate within the Victorian approvals process, the need for an effective lead government agency with policy authority dealing with material policy change requiring post-closure financial sureties estimating realistic permitting time and cost during the project evaluation phase. Certain copper ores from the Nchanga Copper Mine in the northern Zambia Copperbelt are refractory with respect to conventional beneficiation techniques. This paper reviews recent study of those ores to determine their mineralogy, textures and nature of copper occurrence. Two suites of refractory ores were selected for study: 1.  samples of stockpiled ores from an open pit, and 2.  drill core samples from copper ores. Both sample suites are from the upper orebody at Nchanga and contain about 0.3 - 1.4 per cent copper as determined by atomic absorption, but they represent separate stratigraphic, mineralogical and beneficiation problems. Ore microscopic examination showed that fine-grained copper sulfides are totally lacking from both suites of refractory ores. Petrographic study found malachite in the refractory ores from the open pit, but that malachite probably is post-mine. The opaque mineralogy of the open pit refractory ores is dominated by goethite that occurs mostly as pseudomorphic grains after pyritohedral pyrite crystals that average 200 - 250 ¦m across. Haematite occurs as bands within or as outer shells of the goethite grains. Additional goethite occurs locally as finer-grained areas of exotic goethite. The opaque minerals in the drill core refractory ores are dominated by euhedral ilmenite crystals about 50 - 175 ¦m long. Anatase is the dominant opaque mineral in some drill core samples where it is largely pseudomorphic after ilmenite crystals. Goethite accompanies malachite in unusual drill core refractory ores that have experienced intense hydrothermal alteration. Thus, ore microscopy and petrography showed that fine-grained chalcopyrite and bornite and pre-mine malachite were not the causes of the refractory nature of the ores studied. Electron microprobe revealed that most of the copper occurred in solid solution within micas. Application of automated SEM techniques has provided a detailed understanding of the distribution of copper in these refractory ores.

Anglo Coal Australia (ACA) takes a proactive position with regards to attracting and retaining employees at a graduate level. Currently, ACA has graduates in its program across all disciplines: Mining Engineering, Mechanical Engineering, Electrical Engineering, Commercial, Occupational Health and Safety, Environmental Engineering, Human Resources, Safety Engineering and Processing Engineering. The current program is three years in duration and involves two (generally) equal periods at different ACA mine sites or Brisbane Corporate Office. ACA takes an active role in promoting its status at the university level by maintaining a scholarship program. Six undergraduate scholarships are offered each year across all disciplines. Associated Vacation Employment is offered to each scholarship holder during the period of his or her university study. This commitment to education is regarded highly by future graduates. ACAÆs active role in sponsoring student bodies is also known and appreciated amongst the university population. ACAÆs graduate program has been a successful training program for future leaders of the coal mining industry. The company is committed to making the program more suited to the needs of the graduates across all disciplines and as a result the program is not stagnant but is constantly changing and evolving. Recently the æGraduate PassportÆ has been drafted with an aim to keep each graduateÆs needs in relation to experience and training firmly in focus for the duration of the three-year program. Appropriate training for each graduateÆs position is supported by the company; for instance, support through funding and time for a commercial graduateÆs CPA qualifications is provided.

Traditionally comminution optimisation has been focused on energy minimisation, whereas flotation optimisation has been focused on recovery improvement. One of the largest, if not the largest, operating cost over the life of a flotation circuit is electrical energy. With increasing pressure on operators to lower production costs and the cost of energy increasing, reducing the energy consumption of the flotation circuit can be beneficial to site economics. This paper reviews the use of energy by mechanically agitated flotation machines and discusses the measurement and benchmarking of energy consumption in modern flotation concentrators. ZINC concentrate, produced at Zeehan by flotation from Read Rosebery ore, is also dried and roasted at the same place for the production of a calcine suitable for use in the electrolytic zinc process at Risdon, Tasmania.DRYINGThe concentrate, dewatered to 12% moisture by an American filter, is fed into a dryer, the type of construction of which is similar to that of a duplex Edwards furnace. The dryer is 45 ft. long and 14 ft. wide, and has two rows of nine rabbles each, the two pairs nearest the firebox being watercooled.The longitudinal distance between rabble-centres is 4 ft. The rabbles are rotated at a speed of 3 r.p.m. by a I5-h.p. motor. Zinc concentrate is introduced by a screw feeder, consisting of two parallel-blade conveyors, revolving in opposite directions at aspeed of 31 r.p.m.Draft is supplied by a Sirocco fan, 15 in. intake, operated at 1340 r.p.m. by a 10-h.p. motor. The dust carried by the exit gases is removed in a wooden scrubbing tower, 3 ft. 6 in. x 4 ft. 6 in. x 27 ft. high, to which the fan delivers, and down which water issprayed.Wood (eucalyptus timber) is used as fuel, the consumption per ton of water evaporated being 0.55 :ton. Zinc concentrate from the dryer passed either to trucks for shipment or to Herreshoff furnaces. The portion for shipment is withdrawn at a point half-way down the furnace, being loaded on to a belt conveyor for transfer to railway trucks. The moisture at this point is 7% to 8%.

Laboratory and field work on the use of wetting agents for suppression of colliery dust is described. Although the results were inconclusive they were not discouraging and further investigation is required. The use of certain wetting agents may constitute a healthhazard.INTRODUCTIONCoal dust presents explosion and health hazards to the coal mining industry. The problem of dust suppression is particularly acute where water alone is unsatisfactory for this purpose. Neutralization with lime is a simple, cheap, and effective means of treating acid raffinates from uranium processing to' raise the pH, reduce the concentrations of dissolved salts (including heavy metal impurities), and remove amine by adsorption. Two-stage neutralization, using limestone in the first stage at approximately pH 4 and lime in the second, lIlay be advantageous.Lime neutralization of mffinates in the pH range 7 to 8· 5 generally reduced the radium ·concentration to 10 to 200 pCi 1-1, but ·there was considerable scatter in the experimental data. The radium concentration was further reduced to less than 3 pCi 1-1 by co-precipitation of barium (radium) sulphate with 10 mg Ba (as barium chloride) per litre of raffinate. Adsorption of radium on barytes was -also effective in reducing the radium concentration in neutralized raffinate to less than 3 pCi 1-1.The radium concentration of pit water was readily reduced to less than 3 pCi 1-1 when pit water containing 0·01 M sulphate as ammonium, calcium, or sodium sulphate was treated with 20 mg Ba per litre of pit water.Adsorption on barytes was also effective in removing radium from pit water containing 0·03 M sulphate.

Project delivery strategies are determined by project context, business case requirements, scale of project, market conditions, ownerÆs capability and preference, contractorÆs experience, resource and skill availability, project location and type of project or facility.Successful project management requires the setting of coherent, effective and realistic business objectives and success criteria. The management team needs to lead, prioritise, resource, align, plan, track and communicate the processes that enable the realisation of these business objectives and success criteria.For any given project there is a unique balance between selection of a simple project delivery strategy that minimises interfaces and a complex strategy that necessarily engages the use of expertise and experience from numerous parties. The right balance for a project between these "book-end cases" is a function of how the project owner or managing contractor defines its objectives and chooses to manage risk, cost, schedule and project quality, in the context of the conditions affecting the project.Selection of an effective project delivery strategy requires a detailed appreciation of the range of external and internal environmental / shaping factors which influence the project. These factors include the project constraints imposed by the business, market or operational environments and the selection of an effective mix of primary (head contract), secondary (mix of vertical and horizontal packages) and tertiary (type of individual contract) strategies. The selection of the primary, secondary and tertiary strategies also shapes the project, the size and responsibilities of the ownerÆs team and the framework for delivery of outcomes.How does an owner or prime contractor decide? What is the optimum for a given project? Those with operations management backgrounds will have different views to those with project and construction management backgrounds.Is the simplest practical approach the best approach? Each and every interface needs to be managed.The owner will want a very experienced team that is engaged directly with the owner. The team will have a track record of successfully performing projects using contractors skilled in their respective disciplines and selected using competitive tendering on brilliantly designed scopes of work and good contract terms, with a fully defined project scope and appropriate schedule, for which all significant risks have been addressed and no scope changes are outstanding. Budget and schedule will be expected to have been developed with a full understanding of the scope, situation, risk management requirements etc.The problem is that these conditions rarely exist. The challenge in selection of a project delivery strategy is to resolve how best to address the inadequacies between the ideal case and the present reality. Every automatic citizen is an automatic recipient of a miner's right under the present Mining Act (Chapter 195), but this alone does not entitle any automatic citizen to mine for minerals on any land, even his customary group's land. Without complying with requirements of the Mining Act, any automatic citizen who engages in mining solely on the basis of a miner's right would be mining illegally. He would also be engaged in illegal mining if he mines on customary or other non-government land. Even if mining is legally pursued by an automatic citizen, he does not acquire ownership of minerals without first making the required royalty payments to the State.

A process for the recovery of cobalt from a speiss produced at Sulphide Corporation is presented. The speiss is leached in oxygenated sulphuric acid to dissolve the metallic iron at a pH of around 4. The resultant iron (11) is subsequently oxidized in the leaching vessel and precipitates as goethite. Acid is regenerated in the precipitation allowing dissolution of further speiss. Subsequent to the conversion of most of the iron in the speiss to goethite, conditions become sufficiently oxidizing to dissolve cobalt. Cobalt is not co-precipitated under the leaching conditions, yielding a pregnant solution containing the cobalt and some iron (11). The principal advantage of such a process is the significantly lower acid consumption over that obtained by complete dissolution followed by selective precipitation. An impure product of cobalt hydroxide can be obtained from the pregnant solution by neutralization.

The development of a resource project inevitably requires the investigation of a vast range of issues across most engineering disciplines û mining, metallurgical, chemical, civil, electrical, mechanical and environmental û as well as the geosciences. It is also a characteristic feature of the resource industry that no two orebodies û and hence no two development projects û are the same. So these technical issues have to be addressed to a greater or lesser extent in evaluating any resource projectÆs development potential. Not surprisingly then, technical issues tend to predominate when assessing the development potential of a project in the process typically referred to as ædoing a feasibility studyÆ. But the principal purpose of a æfeasibility studyÆ is to determine whether a development opportunity makes good business sense, not just whether it is technically possible. Resolution of technical issues is often seen as the primary focus of a feasibility study, whereas in reality, these technical issues are the basis upon which an asset delivery and business plan is built. This is not to say that technical issues are unimportant û they are a prerequisite to the demonstration of a projectÆs viability. The feasibility study process must therefore demonstrate that not only have the technical issues been satisfactorily addressed, but also that the broader commercial, economic and social issues have been considered in the development of a comprehensive business plan, which includes an assessment of the risk-reward profile of the proposed development. This paper will present a framework for the conduct of æfeasibility studiesÆ and provide guidance to minimum standards and best practice.

The past 10 years has seen use of computers become widespread in the mining/exploration industry (including coal, precious and base metals, oil/gas and industrial minerals). This paper will concentrate on the use of computers as a tool to provide technical solutions (including data management, mine planning and operational support) to this industry rather than the use of computers to aid accounting, maintenance and inventory (æcommercialÆ) applications. This paper will review the processes and benefits of the use of computers in mining. We then review the use of technical computing locally here in New Zealand and see what business benefits local users have found from using computers in mining. We have, in research for this paper, spoken with mining software vendors from around the world to find out what is currently the æbest practiceÆ in the industry. The paper will then list what those vendors see as the ultimate improvement on the cards for the future of mining software.

Measurement of densities, susceptibilities, permanent magnetization, and calculation of demagnetization factors has allowed computer modelling of gravity and magnetic data over the Middleback Range iron formations of South Australia. As well as providing structural information, the study emphasizes the effects of weathering on the interpretation of magnetic data.

A method for the detection and analysis of tin in cassiterite ores is discussed. An empirical relationship was established between the tin content of an ore sample and the percentage absorption that this sample produced in a Mossbauer experiment. The time taken to complete an assay with this method is much less than with any of the methods currently in use. The equipment can be adapted readily for use in the field.

The phosphorus content of the banded iron formation (BIF) and of the associated iron ore deposits in the north west of Western Australia is known to vary widely, a fact which has considerable econ~mic significance. Trendall and Blockley (1970) have described the variety of textural appearances of apatite in the Hamersley Group BlF, and suggest that apatite may account for the entire phosphorus content of the unaltered BIF.A preliminary investigation using an M.A.C. electron microprobe analyser has shown that, at least in some iron ores and in partially enriched BIF and associated shales, the phosphorus occurrence is more complicated than this. A suite of samples was examined from one location which covered the entire Dales Gorge Member and some adjoining macrobands in the Mt. McRae shale, together with samples selected for their high phosphorus content, degree of ore enrichment, and position relative to the enrichment zone. Calcium apatite was not observed in any sample of ore from this sequence, despite its ubiquitous occurrence in the BIF. Silicate mineralogy in the enriched regions also differs from that in the BIF, but this change has not yet been studied in detail.The phosphorus content of goethite in one orebody is often high and appears to be in solid solution in the goethite structure. It shows little or no variability on a micro-scale within a grain, except where theremay be a zoned enrichment near boundaries and solution channels. There is also a limited solubility of phosphorus in hematite (the maximum observed by the author is 0·1 per cent P); but where the hematite is martitic (after magnetite) its phosphorus content is always low or zero. In some bands, martitic hematite has been hydrated to goethite, and this also has a very low phosphorus content. Phosphorus was not found in the silica or silicates in the ore, and even when iron enrichment is just beginning, a limited suite of samples from the BIF suggests that the phosphorus content of the chert microbands is almost entirely in the microscopic goethite nuclei (after riebeckite) scattered throughout the chert. Stream sediment geochemical analyses were collated from open-file mining company reports and assembled in the REGCHEM computerised database at the Institute of Geological and Nuclear Sciences Limited. The database operates on an IBM-compatible PC microcomputer using an application programmed in dBASE IV and termed GEOEXPL. By August 1992, data for 6383 stream sediment samples from 6335 different sites in the Coromandel Peninsula region (Hauraki Goldfield) were entered, giving a total of 29 292 separate elemental analyses. Preliminary statistical analysis using PROBPLOT on a set of data collected by AMOCO from the Mahakirau-Whangapoua area shows that these data are a complex mix of subpopulations related to mineralisation and different source rock types. Thresholds of 37 ppm copper, 31 ppm lead, 112 ppm zinc, and 2.3 ppm molybdenum, defmed by arithmetic models for the combined data set, separate the individual element sets into 'first order anomalous/lesser anomalous and background' subpopulations as follows: copper five per cent/95 per cent, lead five per cent/95 per cent, zinc one per cent/99 per cent, and molybdenum 15 per cent/85 per cent.

A method for the determination of microgram quantities of uranium in leachates from low grade uranium ores is described. Solubilized manium is purified by transfer to an organic solvent by a selective solvent extractionprocedure using tributyl phosphate, iso-octane, and aluminium nitrate. The organic phase is mixed with scintillation fiuors in toluene and the radioactive decay determined in a liquid scintillation counter. The method is sensitive and reproducible in the range 3-30 µg uranium.

Three computerised sets of minerals information are being developed by New Zealand Geological Survey in co-operation with the Resource Management and Mining group of the Ministry of Energy: 1. Geological Resource Map: a file of information on the location, geology, geochemistry, production, and potential use of individual occurrences of aggregate, mineral, geothermal, coal, oil, and gas resources. The computer program can be used for search and retrieval of information and the production of maps and tables. The data is being published as a series of 1:250 000 maps with accompanying text and tables. 2.
