North Louisiana (including all townships north of the Louisiana base line) had a year of normal development in 1940, marked by the discovery of two shallow oil fields producing from the Wilcox formation in La Salle Parish and a large increase in drilling in the old Caddo shallow field. This renewal of shallow drilling activity led to a somewhat unexpected increase in the number of wells drilled, although the total footage and average depth continued to decline, as in several preceding years. Well completions and depth statistics for 1940, with previous years for coinparison, are as follows: Wildcat producers in 1940 include the discovery oil wells in the Olla and Nebo fields; also three gas wells in the vicinity oi the Olla field and a shallow gas well, which opened a new field or extension in the Greenwood area of Caddo Parish. This table illustrates the lack of important deep discoveries since 1937, in which year the Rodessa, Lisbon and Cotton Valley fields were being actively developed. Operators have been forced to return to the old type of shallow drilling, which necessarily means smaller producing wells. Oil production in 1940 was 24,381,760 bbl., a decrease of 867,880 bbl. from 1939, or 3.44 per cent. The newly discovered fields of La Salle Parish produced over a million barrels, and other increases worthy of note were at Cotton Valley, Caddo, Sligo and Sugar Creek. The greatest decrease was again at Rodessa, although this remains the principal producing field. Geological Names Revised Deep drilling during 1940 did not provide a great deal of new geological information. However, by agreement of a majority of the members of the Shreveport Geolog- ical Society, the names of some of the Lower Cretaceous formations have been revised in the interest of greater clarity and in order to make the descriptions agree better with the facts discovered in recent years. The geological section is discussed in detail and reasons for changes in nomenclature are stated in a recent publication by Ralph W. Imlay. In discussion of Dr. Fitterer's paper on electrolytic separation of slag inclusions, some results from experiments on electrolyzing high-carbon steels at the SKF Research Laboratory were given. l We had been working for a number of years on chemical methods of separating the inclusions but could not find any solvent that would dissolve the steel without attacking some of the inclusions, particularly the sulfides in which we were mostly interested at the time, nor any that would dissolve all sulfide or silica in filings as fine as 300 mesh without attacking the iron. Electrolytic methods had also been tried without any real progress until we learned from the Bureau of Mines about the use of the collodion membrane around the anode. Our early difficulties were to some extent different from those of the Bureau of Mines, perhaps because of experimenting on steels of higher carbon content, but most of our difficulties were of the same nature as those of the Bureau. Formation of large quantities of basic hydroxides was traced to the use of impure and oxidized ferrous sulfate. To protect from oxidation from the atmosphere during electrolysis, after purer chemicals were obtained, a thin layer, 54 in. or less, of molten paraffin was poured over the surface of the cathode liquid, where it solidified. It was found desirable also to hold the cathode chamber slightly acid by initial addition of 0.1 per cent acid (sulfuric or hydrochloric) to prevent precipitation of the hydroxide. This acidity would decrease gradually and the cathode chamber would become neutral before the end of the electrolyzing. The increase in acidity in the anode chamber during our early experiments had appeared to cause attack of the precipitated sulfides in the residue, which originally was analyzed by volumetric method for sulfur, and for this reason a 10 per cent sodium citrate solution was substituted for the sulfate in the anode chamber. With the use of the more reliable Eschka method for sulfur determination (as in coke), there was however no serious attack on the sulfides in the anode chamber with a variety of different liquids, as shown in Tables 2 and 4. The history and efficiency of 40-ton capacity dump trucks for surface waste removal at the New Cornelia opencut copper mine, at Ajo, Ariz., are summed up in this paper. Tabulations of truck performance, together with detailed cost figures, prove the value of truck transportation for certain special operations at a large mine. Emphasis is given to the fact that truck transportation not only reduces the haulage costs but also reduces the breaking ground and shovel-loading costs per ton. The New Cornelia opencut copper mine is in the desert. The climate is ideal for seven months of the year, but the five summer months are uncomfortably hot. 'She elevation is 1820 ft. above sea level and the annual rainfall is approximately 6 inches. The ore body is a monzonite-porphyry deposit. The waste-rock capping consists of hard rhyolite, conglomerate and porphyry. All the material is hard and cannot be excavated without blasting. The rhyolite and conglomerate waste is very blocky. The weight of the rock in place is 2.16 tons per cubic yard. The average mine production per day is 22,090 tons of 012 and 18,000 tons Of waste rock, the latter consisting of surface rock and material within the ore body too low in grade to send to the concentrator. The rock is loaded by electric shovels with 4½-cu. yd. dippers. The primary transportation of ore to the concentrator and waste to the dumps is by 30-yd. dump cars and oil-burning steam locomotives; therefore truck haulage of waste is a minor factor of the New Cornelia operation. However, as New Cornelia was one of the first mines to use large-capacity dump trucks for haulage, the results obtained are of interest. Equipment On the south side of the New Cornelia is a hill rising about 500 ft. above the normal surface elevation, roughly 1000 ft. in diameter at its base, called locally Arkansas Mountain peak. Exploratory drilling in this area developed additional ore that could be made accessible for open pit operation only by moving the mountain face a maximum distance of 400 ft. to the south. The slope of the mountain adjacent to the pit averaged 35°, and the small area involved precluded the use of train haulage for the removal of the 4,000,000 tons of waste estimated above the normal pit elevation. A study of dump-truck haulage at Boulder Dam and San Gabriel Dam led to the decision to use large-capacity end-diii~lp trucks rather than smaller trucks, for the following reasons: I. The truck would have to withstand the impact of hard, heavy chunks, some of them weighing as much as 10 tons, which would be dumped from the 4½-cu. yd. dipper. 2. The coarse, rocky, abrasive material would soon damage a light truck body. 3. The body of a small truck could not be efficiently loaded with coarse rock.

INTRODUCTION Austro-American Magnesite Co. of Radenthein, Carinthia, Austria, is a wholly owned subsidiary of General Refractories Company, Bala Cynwyd, USA, and has been incorporated since 1908. The raw material basis is the magnesite mine on Millstatt Alp, located in the mountains near Radenthein at an altitude of 1500 m above sea level. The mined crude magnesite is crushed in a surface crushing plant to minus 35 mm and consequently hauled to the processing plant in the valley by means of a cable conveyor of 7.5 km length. The annual production of 350,000 mt is accomplished with 20 supervisors and 122 workers (of those 60 are in the mine). The labor requirement for block caving is 0.2 man hr/mt, corresponding to an output of 40 mt/man/ shift. GEOLOGY The rock in this area mainly consists of crystalline type schist. There are mostly coarse crystalline garnet mica schists with varying mineral concentrations, and to a lesser degree, some deposits of amphibolite and marble. This petrographically rather homogeneous rock is divided into numerous different tectonic units (covers and scales). The magnesite deposit itself is a foreign body that also has been tectonically inserted. The ore body has a length of 600 m, is 450 m deep, and has a thickness of 60 m on average, varying substantially however, The contact with the accessory rock is very precise. The deposit 1 = ore body, 2 = previous open pit, 3 = caved in area, 4 = block under excavation, 5 = land slide consists of coarse crystalline magnesite in excess of 90 per cent. The few impurities consist of dolomite and talc. The lower part of the deposit is inclined parallel with the schists at approx. 40 degrees. In profile it can be seen, however, that the upper part of the deposit has been tilted over. This is a result of a post-glacial land slide reaching from the bottom of the valley at 1400 m above sea level to the peak of the mountain at 2100 m above sea level. Due to this land slide, with horizontal movements of up to 100 meters, as well as older tectonic events, the rock was crushed to a vast extent. Through mining, the land slide was reactivated; about 40 million cubic meters of rock slowly flow downhill almost like a plasticized mass. Near the surface, the rock is completely crushed and resembles a glacier rupture zone. This renders the originally impermeable rock completely water permeable so that practically all of the annual quantity of 1000 to 1100 mm of precipitation permeates the rock and flows down into the mine. The carbonate rock turns into the preferred aquifer. From 1700 to 2600 cubic meters of water have to be pumped from the mine daily. On one hand, additional problems are caused by the water in the mine, on the other hand we have learned to make use of the down- hill pressure forces to improve the crushing process during block caving. The boundary of the downhill shearing zone moves downward as mining goes deeper.

Certain types of macromolecules added to water and salt solutions flowing in turbulent motion can reduce the pressure gradient. Alternatively, the volumetric capacity of a pipe for these fluids is increased by the presence of these materials. Examples presented show that the drag reduction can become significant. Thus, the presence of 0.28 per cent of a gum derivative in a solution of sodium chloride flowing at 200 gal/min in a 1.89-in. pipe yields a pressure drop which is 0.44 of the single-phase drop measured under the same conditions of turbulent flow; the addition of 0.1 per cent of a vinyl derivative to a I-in. water line yields a throughput capacity which is 1.78 of the single-phase capacity at the same pressure drop. It is further shown that these phenomena are distinctly different from previous observations with other classes of non-Newtonian systems. There a simple lowering of friction factors below the levels predicted from the resistance laws for Newtonian fluids is associated with a suppression of turbulent motion. A rational physical explanation for drag reduction is advanced. Briefly, the proposed mechanism is a storage by the molecular elastic elements of the macromolecules in solution of the kinetic energy of the turbulent motion. INTRODUCTION This study was inspired by a recent review of some paradoxical drag reduction phenomena in turbulent pipe f1ow.I Under very moderate conditions of turbulent flow, the pressure gradient necessary to pump solutions containing certain specific kinds of polymers, fibers and metallic soaps may become appreciably lower than that required* to pump the solvent, i.e., water or a low-viscosity hydrocarbon, under identical flow rates in the same conduit. As shown by our review, this phenomenon of drag reduction in turbulent duct flow was first noted during the second world war, apparently arising in connection with the development of flame warfare weapons. Since that time several papers illustrating this phenomenon have appeared: Toms, Oldroyd,3 Agoston et al., Bundrant and Matthews, Robertson and Mason,6 Ousterhout and Hall,7 Daily and Bugliarello~ Lummus, Anderson, and Fox. 9 That there are practical applications for techniques which increase discharge or decrease the pressure necessary to transport a liquid through a pipeline is illustrated in the patents which have issued which take advantage of this peculiar phenomenon, e.g., Mysels,l0 Dever, Harbour, and Seifert.11 One also finds fragmentary evidence of this effect in the data pertaining to a few of the polymeric solutions studied by Shaver12 and Dodge.13 However, these investigators were concerned with the development of friction factor vs Reynolds number correlations for a variety of non-Newtonian solutions and suspensions, rather than in a study of drag reduction-. A similar kind of drag reduction effect has been observed in gases. Sproull, for example, reports that adding dust to air flowing in turbulent motion through a pipe results in a lowering of the pressure gradient at identical flow rates. There are also military applications for reducing the drag on hydrodynamic vehicles. For example, the possibility of injecting a rheologically complex fluid into the boundary layers of bodies to reduce the skin friction has been investigated by Fabulal5 and Granville.16 Along somewhat different lines are the drag reduction studies of Kramer.17118 He has shown that skin friction can be reduced by covering the surface of a vehicle with a flexible skin. The effect is apparently due to the boundary layer being stabilized by the presence of the skin. Drag reduction by means of coexisting gas and liquid boundary layers, e.g., film boiling and continuous gas injection, has been proposed by Bradfield, Barkdoll, and Byrne,19 Cess and Sparrow,20'21 Sparrow, Jonsson, and Eckert.22 Here the skin friction occurs between a vapor and a surface rather than between a liquid and a surface. There are several references in the literature to friction-factor correlations for non-Newtonian solutions and suspensions: Shaver and Merri11,23 Dodge and Metzner, Clapp,25 and Thomas.26

Binary alloys of titanium with silver, lead, tin, nickel, copper, beryllium, boron, silicon, chromium, molybdenum, manganese, vanadium, iron, and cobalt were studied. One-half-pound ingots of the alloys were prepared in an arc furnace, employing a water-cooled copper crucible, an argon atmosphere, and a water-cooled tungsten electrode. The half-pound ingots were fabricated by forging at 1700°F in air to 1/4-in. slab, followed by hot rolling at 1450°F to 0.060-in. sheet. Tensile properties, minimum bend radii, hardnesses, response to heat treatment and aging treatment, and phase relationships were determined for these alloys. EARLY in 1947, as one phase of the evaluation of materials for Air Force Project RAND, Battelle successfully arc melted Bureau of Mines titanium and obtained a few basic properties of unalloyed titanium and several titanium-base alloys. The low density, excellent resistance to corrosion, and high tensile properties of these materials stimulated a great deal of interest among metallurgists and designers seeking better materials of construction. As a result of this early work, Battelle, under contract with the Air Materiel Command, Wright-Patterson Air Force Base, has continued extensive studies of titanium alloys. The result of the first year's work is described in three papers. The present one deals with binary alloys, the second with ternary alloys, and the third paper with quaternary alloys. Melting Method The arc furnace for melting titanium and other refractory metals was developed at Battelle Institute under Air Force Project RAND. During the present work, considerable improvement has been made in the design and operation of this furnace for making small ingots of titanium and titanium alloys. The improved furnace design is illustrated by fig. 1, which shows a cross-sectional view with the dimensions of various parts and their relationship to one another. The essential features of the furnace are the inert argon atmosphere, the water-cooled copper crucible, and the water-cooled tungsten elec- trode. The melting crucible is formed by spinning 0.064-in. annealed copper sheet. A groove for an O-ring seal is spun into the flange of the crucible. A fiber gasket between the crucible flange and the water-cooled brass cover provides electrical insulation. The brass cover is fitted with a sight glass, an opening for the water-cooled electrode, and a tube through which the material is charged. Direct current is used for melting, with the positive electrical terminal connected to the water jacket and the negative terminal to the electrode. A typical heat is made in the new furnace as follows: Approximately, 0.20 lb of titanium under 2 mesh per in. and the alloy addition, if any is to be used, are placed in the bottom of the crucible. The cover is clamped on the crucible so that the O-rings make a tight seal. The remainder of the charge is placed in a glass bottle, and this is connected by a rubber hose to the charging tube of the furnace. The crucible and the charge are evacuated with a mechanical pump to a pressure below 50 mm of mercury, or less if desired, and held at this reduced pressure for 5 min. Hot water is circulated through the jacket during the evacuation period to assist in outgassing the crucible. Following the evacuation, tank argon of 99.92+ pct purity is flushed through the crucible for 5 min and then adjusted to give a positive pressure of 1 to 2 psi. During subsequent operation, an argon pressure regulator introduces only enough argon to compensate for the small leakage which occurs through a mercury trap. Re-evacuation and reflushing the melting chamber with argon produced a negligible reduction in contamination. Two 550-amp generators, connected in parallel, constitute the power source. Normally, about 800 amp are used for melting alloys which are not extremely refractory. The generators are set for 90 v open circuit and 200 amp. The arc is struck and the electrode is withdrawn to produce an arc of 23 to 26 v. This fact indicates that the average length of path in the flow of electric current is not independent of saturation, but rather that the tortuosity of the path depends upon the average saturation to the conducting fluid as well as upon the characteristics of the rock. itself. Inasmuch as the flow of fluid and the flow of electric current in many respects are analogous, it may be indicated further that the length of path for fluid also may not be independent of saturation. The correction factor may be obtained from the resistivity-saturation relationship. THe elements silver, cadmium, tin, antimony and tellurium either are found as impurities in commercial coppers or are intentionally added to produce coppers for special uses. When present in small quantities, each of these metals exerts a significant effect on the properties of copper, but despite considerable experience and investigation much remains to be learned about their specific behavior. The presence of extraneous elements, particularly oxygen, complicates the study of individual additions of impurities in the range o to 0.05 per cent, and the use of high-purity copper has been found extremely helpful in circumventing these difficulties. It has also been found that individual behavior can be satisfactorilv determined from measurements of two commercially important properties, conductivity and softening temperature, according to methods that have been described previously.1,2 Data of this type, obtained in the course of a general investigation of the effects of impurities on the properties of both oxygen-bearing 2nd oxygen-free copper are presented herewith. All samples except those containing cadmium were prepared as 3/8-in. continuously cast oxygen-free rod from pure copper and weighed amounts of a similarly synthesized master alloy. Composition was checked by chemical methods, which in every case verified the calculated analyses. Test wires were cold-drawn one B, and S. number per pass on a string-up machine using four 30-min. 600°C. anneals at 0.3125, 0.257, 0.204 and 0.162 in. and a final cold reduction of 75 per cent to 0.081 in. Some oxygen-bearing samples were produced directly from the 3/8-in. oxygen-free rods by diffusion from a surface scale at 850°C. and drawn to size as listed above, but most of the alloys were remelted in pure graphite and cast through air into a I-in. round mold. The slugs were then hot-rolled to 5/16 in., drawn to 0.162 in., annealed as listed above, and drawn to 0.081 inch. Conductivity wires were annealed for I hr. at 100°C. intervals between 300' and 800°F., using a hydrogen atmosphere for oxygen-free samples and purified nitrogen for the oxygen-bearing type. All samples were quenched from the annealing temperature in 10 per cent H²S04 and conductivity was measured on a Hoopes bridge that had been checked against a Kelvin bridge. The softening temperatures represent the half-hard stage of the annealing curve as determined by a standard procedure.' The: mysterious Lake Erie price for iron ore, established each spring, determines the maximum price that will be paid during the following season for ore of Mesabi Non-Bessemer base grade. This price is important to the ore producers, hut since most of the ore in the Lake Superior district is owned or controlled by consuming interests, the really important question to them is not the price of ore but how much it will cost them to mine and transport their season's requirements to their furnace plants. However, a few million tons are actually sold each year, and considerable quantities are traded for mixing purposes, and the negotiations lor these sales and trades usually begin with some reference to the Lake Erie price. There is no difficulty with the Lake Erie price itself or with the manner in which it is established, but the system prescribed for determining the values of ores that are not exactly base grade is incomplete. The Lake Erie price takes into consideration only the iron and phosphorus contained in the ore, but when the ore producer is negotiating a sale or trade, he is confronted by the fact that his ore must he studied and the price adjusted, not only on the basis of the iron and phosphorus analyses, as specified by the Lake Erie price, but also on the basis of silica! alumina, manganese, structure, etc. The vague and unsatisfactory methods used in making these adjustments bear some relation to the manner in which the ore is supposed to act in the blast furnace. The ore producer may not understand all of the idiosyncrasies of the blast furnace, but if the smelting-plant operators have a system more accurate than the Lake Erie price method for determining the relative values of different ores, why not pass this information on to the ore producers, so that they can make use of it and perhaps modify their practice in such a manner as to benefit both themselves and their customers? There is a lack of understanding and appreciation between these two groups that may, to some extent, be unavoidable, but in the interests of efficiency and conservation rules that are more accurate and complete than the Lake Erie price method in use at the present time should be established for the guidance of the ore producers. Recently a paper was read before the Eastern States Blast Furnace and Coke Oven Association, by Mr. G. W. THE Tri-State Zinc, Inc., Galena, Ill., was confronted with the problem of securing ore from a deposit because the hoisting shaft was several thousand feet from the mill. The orebody is several thousand feet long, averaging 200 ft in width and 60 ft in height and opened up by vertical shafts some 300 ft deep. Mining is by the room-and-pillar method. During the initial operation the ore was loaded by conventional electric 1/2-yd boom-and-dipper shovels and hauled to the shaft by 8-ton diesel trucks. This underground ore loading and hauling was well adapted to the conditions and productive of low costs per ton. However, with the mill situated as mentioned, a triple handling of all broken rock was necessary: l—from the stope to the shaft by truck, 2—up the shaft by skip br can into the surface hopper, and 3—by truck from the surface hopper to the crushing plant at the mill. In addition to the repeated handling, serious troubles were encountered during the winter because of freezing in the shaft hopper. Consideration was given to either moving the mill to the new orebody or to the construction of a second mill. The presence of other orebodies to be mined at a later date made the first alternative impractical while the capital outlay for a second mill, when the present plant of approximately 850 tons per day was deemed sufficiently large for the total reserves, made the second alternative also unwise. It was decided to retain the mill in the originals location and continue to move the ore to it. The idea of driving an inclined adit from the surface to the bottom of the orebody suitable for truck haulage and big enough to allow the passage of all mechanical equipment was conceived. Among the apparent advantages of such an incline were: 1— Direct haulage from the stope to the mill without rehandling. 2—Elimination of virtually all grizzlies. Trucking from underground to the mill would do away with all hoppers, chutes, gates, and skips and make the maximum rock size dependent solely on the size of the shovel dipper at the mine and the crusher opening at the mill. 3—Less secondary blasting would be needed. 4—Ease of transporting equipment and supplies underground. Shovels and trucks could be taken through the incline intact. 5—Equipment could be brought to the surface for repairs and servicing without loss of time. The same advantages of ease in moving would be present in the handling of men, steel, powder, and supplies. 6—There would be far less difficulty in increasing the amount of tonnage that could be moved by truck up an incline than would be found in attempting to increase the capacity of a shaft. 7—All the broken ore in the stopes would serve as bin capacity, as it would take the breakdown of all of the loading and hauling equipment to have the same effect as a delay in shaft hoisting. 8—All danger of men being trapped in the mine as a result of shaft fire or power stoppage would be eliminated. 9— Virtually all trouble from severe winter conditions would be eliminated by the direct haul underground to the mill. The decision was made to proceed with the driving of an inclined adit. The topography of the surface between the orebody and the mill was such that it was possible to locate the portal at a point 170 ft above the mine floor and 1800 ft horizontally from the central point of the orebody to the south and 2500 ft from the mill to the north. A grade of 10 pct was found to be optimum for continuous truck haulage when the various factors of speed, safety, and truck maintenance were all considered. The incline as driven was consequently 1700 ft long on 10 pct grade and 12 ft high by 17 ft wide in cross section. The tunnel-driving equipment was chosen so that it could be used in mining after the completion of the tunnel. Drilling was done with a jumbo with two Joy jibs mounting 3-in. drills, loading with an Allis-Chalmers diesel-powered, front-end loader of approximately 11/4-yd capacity, and hauling by Koehring Dumptor trucks of 8-ton capacity, diesel-powered. The width of the tunnel allowed the end loader and Dumptor to be placed abreast. Since the Dumptors can be driven either forward or backward with equal facility, loading was accomplished without turning around either machine throughout the loading operation. The crew in addition to the tunnel foreman was comprised of three men per shift at the start and in the later work, four men. Each crew could perform any part of the working cycle. If the drilling was completed and the round blasted in the middle of a shift, the same men would proceed with the loading and hauling. Since the mine already had been drained to the bottom levels, no water was encountered. At the halfway point the tunnel was widened for approximately 100 ft to permit trucks to pass. The total cost of the tunnel excluding the capital outlay for equipment, which was all continued in use in the subsequent mine operation, was $60,363.00 or $35.50 per ft. The tunnel was completed at the end of June, 1949 and has been in continuous use since that time. In the five months from July to November inclusive, 106,049 tons have been transported to the mill or an average of 835 tons per day. No unforeseen disadvantages have been encountered and the advantages which had been predicated before the adit's construction have been more than realized. As previously mentioned, the deposit is worked by the room-and-pillar system with occasional faces up to 125 ft high. Except in driving development drifts when diesel-powered, front-end loaders such as were used in the tunnel are employed, all shoveling is done by Yz-yd boom-dipper type shovels electrically driven. These units need a width of 25 ft and a height of 14 ft in which to operate. All hauling is by diesel trucks, mainly Koehring Dump-tors. PAPERS by D. B. Scott, E. G. Deane, and J. H. Hensley, Jr.1 describe the succession of mining methods used in the Miami mine—squarelset system, shrinkage stoping, top-slicing method, and the undercut caving system which was then being used, and which embraced the use of finger raises. The last-named system worked well but when the rich ore was exhausted it became necessary to reduce costs so as to make available a low-grade ore containing an average of less than 0.9 per cent. total copper with less than 0.8 per cent. in sulfide form and with no precious-metal values. There was then developed for this low-grade ore the system of separate large block-caving stopes, in lateral dimensions 150 by 300 ft., or 150 by 150 ft., with intervals between stopes of the same size so that subsequently these pillars may be similarly mined. The results have been most favorable. Under the previous system the production of ore per man-shift for all underground labor was 8 tons. The present production per man-shift underground is 28 tons. In starting this work the problems were: 1. How the ground would cave above the stopes. 2. Whether in the first stopes caving would encroach on the pillars as laid out. 3. Whether in subsequent mining of the pillars waste filling would be drawn from the previously caved adjacent stopes. If internal commotion can be called life, the Mexicans have certainly lived more in the last seventy-five years than any other people. To the oppression of the Spanish viceroys succeeded the sanguinary tumults of the Revolution of Independence, after which the Supreme Congress bequeathed its heritage of uncertain power to the empire of Iturbide, the only one ever established by Americans upon American soil, with an American at its head. That shortlived reign mas followed by years of ceaseless, bloody, and, to the superficial observer, meaningless revolutions—the deeper political and ecclesiastical significance of which it is beyond the scope of this paper to discuss. Then came foreign intervention, the ill-fated Austrian's brief supremacy, and the final triumph of the patriot cause under rugged old Benito Juarez, who crowned the victory of arms by a series of reforms breaking forever the temporal power of the Church and ushering in the calmer era which has lasted from the first accession of Diaz to the present day. During all those troublous times, the revolutionary ocean, that rolled so deeply over all other relics of Spanish dominion, had left almost unaltered the ancient laws of Spain, still lifting themselves above the tide, like landmarks of a flooded world.
