The historical development of materials engineering in the mining industry Is briefly reviewed, and some of the factors currently influencing the industry in South Africa are discussed. Material usages in various parts of the mining operation are surveyed. The predominant mechanisms in the degradation of materials in mines are wear, corrosion, and fatigue. The issue of corrosion-abrasion Is considered, but it Is concluded that abrasive wear predominates in most rock-handling and comminution applications and that, in general, little economic benefit Is to be gained in those applications by the use of existing corrosion-resistant alloys. However, alloys with a measure of corrosion resistance find profitable application elsewhere in the mining environment. The use of other engineering materials such as polymers, ceramics, al1l1inium, and various ferrous alloys may be economically viable in a variety of niche situations. Identification of the most cost-effective material in each case calls for a systematic approach and some patience.

"Slope stability analyses have traditionally been undertaken in two dimensions assuming plane strain conditions. Although three-dimensional analysis techniques are widely available and used routinely for open pits, two-dimensional analyses are still more common due to the relative ease of model construction and the relatively rapid simulation times.Two-dimensional analyses will often produce different results to three-dimensional analyses for the same slope. It is generally thought that two-dimensional analyses will produce more conservative results. The main reason for the differences is the ability of three-dimensional analyses to account for the three-dimensional nature of the various model inputs, including the slope geometry, the distribution of soil and rock mass domains, the orientation of geological structures with respect to the excavation face, the orientation of the in situ stresses, and the distribution of pore pressure. In some cases, for a long, straight slope in basic geological conditions, two-dimensional analyses can provide a reasonable representation of the problem. However, in many cases, the inability of a two-dimensional analysis to represent the true three-dimensional nature of the problem will lead to unrealistic analysis results.This paper discusses the reasons, as detailed above, for the differences in two-dimensional and three-dimensional analysis results. Work by others is summarized, and additional numerical analyses are performed to provide an improved understanding of the effects of slope geometry, structural orientations, and in situ stresses on predicted stability. Case studies are presented for both stable and unstable slopes, and the behaviour of these slopes is related to the three-dimensional nature of the slope geometry and geology.The previous work, the new analyses performed here, and the case studies show that it is often important to provide a realistic representation of the slope in three dimensions in order to obtain reasonable stability analysis results. This is particularly true for hard rock environments where structurally controlled failure mechanisms are most likely. The paper also highlights the fact that back-analysed properties obtained from one analysis technique are not necessarily applicable to forward analyses using another technique."

The Southern African Development Community (SADC) aims to harmonize mineral policies and regulatory regimes in the minerals sector. This paper provides a review of the progress made towards harmonization of mineral regimes in the region. It singles out only the mining fiscal environment, as this is normally one of the key issues of interest to potential investors as well as the host state. Indications are that the region is slowly progressing towards a more harmonized approach, and there is evidence that the ?race to the bottom? has been prevented, which is the basis for an integrated mineral sector that the region aspires to.

The relationship between population growth and steel consumption since the beginning of the twentieth century is indicated, reference being made to the increasing capacity of production units and the resultant increased pollution in the same area. The need for the control of fugitive emissions with its associated high cost is pointed out. There is a direct relationship between energy and pollution, and examples are given of several improvements that have been made to achieve better energy usage and reduced pollution. Several practical examples of air-pollution control systems are described as applicable to the main metallurgical steel processes of today. In conclusion, reference is made to the fact that, with the improvements attained in reducing pollution, the public will not tolerate a decline in the standards already attained. Environmental control and better energy utilization will continue to be important aspects of steel-plant design and operation.

Zircon (ZrSiO4) is the most frequently found zirconium ore occurring in heavy mineral sands, from which it is extracted as a co-product in the production of ilmenite and rutile. Estimated world reserves of zircon are 124 million tonnes, highest in Australia (around 56 million tonnes), followed by Mozambique (15 million tonnes), India (12.6 million tonnes) and South Africa (12million tonnes). Zircon finds its application in ceramics (54%) and refractory industries (14%), which account for 68% of zircon?s total world consumption of 1.20 million tonnes. The rest (32%) is consumed in foundry, TV glass, zirconia chemicals and other applications. It is a long recognized feature of the zircon industry that supply is totally dependent upon the concurrent production of titanium minerals. But in recent years, several new developments such as the discovery of zircon-rich mineral sands in Australia, the continuing trend of higher prices of zircon and increase in trade of lower quality zircon have changed the scenario. These factors have prompted more intensive efforts to increase the recovery of zircon, particularly in the process for separating zircon from alumino-silicate minerals. Tata Steel?s proposed heavy mineral sands deposit contains on an average 10% heavy mineral content and 15% slimes of the size below 63 micron. Mineral assemblages of the resource contain65?70% ilmenite, 4?6% rutile, 4% zircon, 16% sillimanite and other minor minerals. Wide size range and tenacious iron oxide coating are the inherent characteristics of this deposit. High concentration of sillimanite among the non-magnetic heavy minerals and heavy surface coatings on the minerals are challenges for high recoveries and production of premium grade zircon. This paper outlines various process steps that were taken at pilot plant stage to produce zircon of premium grade and subsequently develop the appropriate flow-sheet.

An often overlooked factor in the analysis of mine layouts and schedules is technical operating flexibility, mainly due to its nebulous nature. If one glosses over technical operating flexibility the resultant mine layouts and schedules tend to be sub-optimal. The need to incorporate technical operating flexibility into the analysis and comparison of mine layouts and schedules is increasing in importance. This paper illustrates the nature of technical operating flexibility, reviews previous work on valuing operating flexibility and proposes how technical operating flexibility can be quantified for tabular reef mines by using a platinum reef deposit as a case study. Once technical operating flexibility is quantified it becomes possible to explore its incorporation into the analysis of mine layouts and schedules and subsequent optimization processes. "South Africa is well endowed with a plethora of valuable minerals, as well as being of world renown for its significant ecological and cultural resources. The unfortunate reality is that these two important attributes often come into collision when developmental decisions are made. Robust environmental planning tools are required to guide such development in areas of heightened sensitivity. Environmental management frameworks are one of the tools that can attempt to achieve the desired developmental and ecological balance by utilizing early identification and mapping of sensitive ecosystems and resources to assist in pre-empting potential future land use conflicts. This paper unpacks the characteristics of environmental management frameworks and further investigates their potential, as well as its current design and implementation challenges. The findings show that environmental management frameworks have the potential to provide meaningful resource information to decision-makers on the opportunities and risks of developments in sensitive areas. They further provide a platform and process through which local stakeholders can voice their opinions and collectively drive the developmental priorities of the identified area.IntroductionAt the core of a harmonious and prosperous society is the balancing of a broad spectrum of needs, rights, and imperatives. As South Africa’s resource and energy needs expand, it becomes increasingly important to safeguard environmental rights and ensure sustainable development through creative measures. The State’s drive for accelerated development to meet the targets in the National Development Plan 2030 is contributing to the growth of invasive developments in previously undeveloped areas. The unfortunate reality is that the heightened tensions between rapid economic growth and environmental sustainability are threatening sensitive areas."

The following notes have been compiled to assist authors in the preparation of papers for presentation to the Institute and for publication in the Journal. STANDARDS FOR ACCEPTANCE To merit consideration papers should be of sufficient high standard and contain matter that is new, interpretations that are novel or of new significance and conclusions that cast a fresh light on old ideas. Their publication should be of real interest to technical men and of benefit to mining and industry. Authors must realize that because a mine shaft is new or the mine itself is newly established, this in itself does not justify a paper unless significantly new techniques or processes were involved in the opening-up procedure. A few well selected diagrams and illustrations are often more pertinent than an amorphous mass of less well chosen material. Over-statement and dogmatism are jarring and have no place in technical writing. The amount of textbook material included in a contribution should be the minimum essential to the argument. The length of a paper is not the criterion of its worth and it should be as brief and concise as possible, consistent with the lucid presentation of the subject. Avoid the use of the first person, be objective and do not include irrelevant or extraneous matter. Papers should be submitted at least three months prior to the intended date of presentation. The text should be typewritten, double-spaced, on one side only of foolscap paper, leaving a left-hand margin of 11/2 inches, and should be submitted in duplicate to facilitate the work of the referees and editors. Galley proofs are sent to the authors for the correction of printers' errors and not for the purpose of making alterations and additions which may be expensive. Should an author make alterations which are considered excessive, he may be required to pay for them. Quotation marks should be of the 'single' type for quotations and "double" for quoted matter within quotations. Interpretations in the text should be marked off by parenthesis ( ), whereas brackets [ ] are employed to enclose explanatory matter in the text. Words to be printed in italics should be underlined singly. For small capitals they are to be underlined DOUBLY and for large capitals TREBLY. Abbreviations and symbols are laid down in British Standard 1991 and proof correction symbols in British Standard 1219c. Likewise ft and in. should be used, x' y" only being permissible in diagrams and plans. Drawings and diagrams are to be in black India ink and should be about 6 in. wide. Numbering of tables should be in Roman numerals: 1, 11, etc. and figures in Arabic numerals: Fig. 1, Fig. 2, etc. Photographs should be black and white glossy prints. As a guide to the printer the author should indicate by means of notes in the margin of the typescript where drawings and diagrams, etc. are to appear in the text. When submitting graphical representations avoid a fine grid if possible. Curves should be in heavy line to stand out. Lettering too should be bold as a reduction in size is often involved in the printing process. SUMMARY ABSTRACT OR SYNOPSIS It is most important that the summary should provide a clear outline of the contents of the paper, the results obtained and the author's conclusions. It should be written concisely and in normal rather than abbreviated English and should not exceed 250 words. While the emphasis is on brevity this should not be laboured to the extent of leaving out important matter or impairing intelligibility. Summaries simplify the task of abstractors and therefore should present a balanced and complete picture. It is preferable to use standard rather than proprietary terms. Uranium in the tetravalent state has very low solubility in acid and alkaline solutions and needs to be oxidized to the hexavalent state to become soluble. In acid leaching of uranium the uranium is oxidized by ferric iron, which in turn is reduced to ferrous iron. The reduced iron needs to be oxidized to the ferric form to allow the uranium dissolution reaction to proceed. This paper considers the known and proven oxidants used in acid leaching of uranium. These include manganese dioxide, sodium chlorate, hydrogen peroxide, ferric iron, oxygen and sulphur dioxide/air (oxygen). The reaction chemistry of each oxidant as well as the practical applications are considered and discussed. All the oxidants discussed work adequately in acid leaching of uranium and it is possible to engineer solutions for the use of the oxidants in acid leaching on plant scale. The availability and supply of the oxidant as well as the cost and environmental impact of the oxidant plays a major role in the selection of a suitable oxidant. The location of the plant will also have an impact on these issues.

S. J. Venning (Member): The authors should be congratulated on producing such concise data from the plethora of experimental report results. Their observations on the cost of liners calls for some comment however, as the really unique feature about liners in South Africa is that they can be obtained so cheaply. Attention has been focussed on the 1961 cost of white iron at R50 per ton for chill cast block liners while manganese steel liners are reported as costing as much as R250 per ton. The former are however, a relatively heavy, simple casting with a low labour content and reasonably high percentage productivity, made from metal melted in a cupola. The capital investment to produce this type of casting is low compared with that required to produce manganese or other alloy steels. The chill cast liner block is always a production item and is cast in a permanent mould. Almost all manganese mill liners, except perhaps small aperture screens, are sold for considerably less than the R250 per ton quoted by the authors. Where a price of this nature is asked it would be because the design of the casting demanded is complicated or leaves little metal to carry the labour and other costs of production. White iron in Canada was then quoted at about R150 per ton, but as Ni-Hard gave a life of at least two to twoand-a-half times that of white iron, it was a much more attractive proposition particularly when relining and down time costs were taken into consideration. There is little doubt that most foundries would welcome clear and complete specifications of the customers requirements and systematic checks to ensure that these specifications are being met. B.S.S. or other accepted standards should form the basis of these, and periodic inspections should be undertaken to ensure that only those foundries capable of complying should be included as suppliers. The authors have referred to new designs, but can the industry really call the grid and plate new when the patents were taken out during the second world war and the sawtooth block has been used for at least 35 years. Unfortunately, far too little thought and consideration are normally given to the ultimate mill liner design while the mills themselves are on the drawing boards. CONTRIBUTION BYH. WAGNER AND T.T. OZAN The paper by Dr J.N. van der Merwe makes an important contribution to the design of bord-and-pillar workings in the Vaal basin. It has been recognised for some time that the strength of coal seams in the Vaal basin is markedly lower than that of coal seams in other coal-mining districts in South Africa. However, there was insufficient data to quantify how much weaker the extensively jointed coal the Vaal basin is. A number of recent pillar collapses that occurred at Sigma colliery, the only remaining underground colliery in the Vaal basin, provided Dr Van der Merwe with an opportunity to make this assessment.

INTRODUCTION The shovelling of rock in stopes is still a basic and important operation in many gold mines in the removal of gold-bearing rock from the stopes. There is, however, little factual knowledge of the factors which influence the the rates of energy expenditure and work output, and of the way in which variations in these factors, individually or in combination, affect the mechanical efficiency of the mine workers. What for example is the influence of different rates of shovelling, shovel loads and distances of throw? How does stope width and dip of the stope affect the mechanical efficiency of men shovelling rock? Recently a simple physiological test was introduced into the gold mining industry for classifying Bantu recruits into those capable of hard, moderate and light work. If this test is used to select only those Bantu mine workers who are capable of hard work for the task of shovelling rock in stopes then the rate of energy expenditure which could be expected from these men is 1.5 litres/min for the entire period of the shift. With an adequate knowledge of the influence of the various factors which affect the rate of energy expenditure of men shovelling rock in stopes it would be possible to set work standards for Bantu mine workers in stopes. This should be done in terms of the rate of shovelling, the shovel load and the distance of throw for any combination of width of stope, dip of stope, condition of foot wall and grade of rock in such a way that the resultant energy expenditure would be the 'optimum' that could be expected from the men but would be within their capacities for physical work of an endurance nature (that is, 1. 5 litres/min from the 'average' Bantu mine worker). Work standards could thereby be determined for the different stopes of a mine on a sound and systematic basis. In order to supply the information required a study was carried out by the Human Sciences Laboratory in which the work output and energy expenditures (in terms of oxygen consumption in litres/min) were measured on six highly trained Bantu mine workers under the following conditions: (a) rates of shovelling of 3, 4, 5, 6, and 10 shovels per minute. (b) loads of from 9 to 18 lb on the shovel. (c) distances of throw from 8 to 20 ft. (d) stope width of 28 in., 42 in. and 72 in. (e) dip of stopes of 0°, 15° and 30°. (f) rough and smooth footwalls and various grades of rock size. This paper gives the main results of practical importance of this study. Method The experiments were designed and conducted in conjunction with the Work Study Department of one certain underground conditions such as variable stope widths, stope angle, etc., were made available in a mine Surface Training School and suitable subjects were selected from the large number of labourers being put through the training school. Subjects Bantu recruits who had returned to the mine for a new contract and who had previous underground experience on shovelling were considered to be suitable as subjects for the experiments. The particulars of the subjects are given in Table I. After the technique was mastered, the men started shovelling rock and were trained for at least four hours per day to work at the higher shovelling rates. Training was continued for three weeks to enable the subjects to achieve a reasonable degree of physical training and conditioning. Shovelling method In both the kneeling and standing positions the subjects faced the pile of rock, grasped the shovel in the accepted manner and pushed the blade of the shovel into the base of the pile of rock, sliding the blade between the rock and the concrete floor. In the standing position (72 in. wide stope) the back leg assisted in the movement by pushing the knee against the back of the hand holding the shovel handle. The Bushveld platinum group metal deposits in South Africa are the largest in the world. These deposits occur as two distinct stratiform tabular ore bodies and strike for many hundreds of kilometres. Mining is extensive, with depths ranging from close-to-surface to 2300 m. The mining method is a variation of planar open stoping. Crush pillars are widely used to support the open stopes. These pillars are designed to fail and the residual strength provides the required support resistance to stabilize the stoping excavations. This paper describes the in situ measurement, of stress within a Merensky pillar from Impala Platinum. These measurements were used to derive a stress-strain curve that includes pre and post failure behaviour. 2D FLAC modelling, with strain softening, was done to investigate how damage expands into the hanging- and/or footwall. Although the so-called ?squat? effect is always present, the modelling suggests that it does not dominate the pillar system behaviour at larger width to height ratios. Punching of the pillar into the hanging- and/or footwall increasingly controls the pillar system behaviour with larger width to height ratios. The paper investigates the behaviour of a system that incorporates the immediate hanging- and footwall, as well as the pillar itself.

This note considers the most fundamental concepts of support design for deep underground openings and discusses them briefly in the context of tabular stoping and deep hard-rock tunnelling. It concludes that the conventional re-bar, mesh, and lacing methods that have been widely used in deep gold mines are quite inappropriate for the support of highly stressed tunnels. The following is suggested as the criterion for adequate dynamic support: the energy absorbed by a support unit (yielding through some acceptable limited displacement) should exceed the kinetic energy generated by the mass of rock that is intended to be retained by that unit.

When coal properties are estimated geostatistically for mine planning in the hardcoal industry, there is one important supposition which influences the reliability of prediction of economically profitable parts of the deposit. This is the fact that activities in hardcoal exploration and mine planning are characterized by distinct levels of information and knowledge upon which decisions of economic import must be based, for example, whether exploration should proceed or not, or which methods and strategies should be used to maximize search efficiency. To get more reliable results for mine planning, in particular, advanced kriging methods (e.g. conditional simulation) have to be introduced and checked for their reliability in historical analyses (post-mortem studies). By using this feedback, kriging results from underground samples or production data can be compared with results gained by advanced geostatistical methods from exploration boreholes.

The improved design of support systems and stoping strategies when changes in depth, stratigraphy, or mine layouts are considered must rely on the designer's fundamental understanding of the deformation mechanisms adjacent to underground openings so that he can extrapolate and predict expected mining conditions. This paper presents a numerical approach to the modeling of the growth and interaction of mining-induced fractures near the edges of deep tabular excavations in brittle rock. Fractures are represented by displacement-discontinuity elements that are allowed to propagate according to prescribed growth rules. This procedure is justified by the reproduction of several features observed in laboratory simulations of fracturing around openings in blocks of rock subjected to uniaxial and biaxial compression. An attempt is then made to explain some of the attributes of the fracture zone surrounding tabular stopes. Particular questions of interest are the sequence in which fractures form and are mobilized in front of the mining face, the effect of parting planes parallel to the plane of the excavation, and the distribution of stress parallel to the hangingwall and footwall.

The techniques used in this study of the non-oxidative dissolution rates of high- and Iow-grade nickel mattes in hydrochloric acid involved leaching and the use of a rotating ring-disc electrode. It was found that the rate of metal dissolution depends on the potential at which the matte dissolves, a maximum rate of dissolution being observed at -0,2 V to 0,3 V (relative to a saturated calomel electrode). The results are comparable with those obtained in work on the dissolution of synthetic nickel and iron sulphides. The adverse effect of excess sulphur on the rate of nonoxidative dissolution is explained in terms of the mixed potential of the reaction. The leaching studies showed the feasibility of processing a high-grade nickel matte by non-oxidative dissolution, and indicate that maximum rates can be obtained in the presence of fairly Iow concentrations of oxidant. A relative selective dissolution of iron can be obtained from the Iow-grade matte under reducing conditions, thus resulting in a significant upgrading of this material. The discovery of the gold-rich Main Reef Group of reefs on the farm Langlaagte in 1886 marked the opening of the richest and most extensive goldfield in history. Mining of the narrow reefs progressed from the outcrops to more than 3,5 km, and has made South Africa the foremost mining country in the world. Changes in the political and socio-economic climate create a new challenge to the gold-mining industry. The most significant of these is the emergence of Black trade unions, with their demands for higher wages, improved safety, job advancement, and abolition of discriminatory legislation. Industrial conflicts on gold mines have risen significantly in the past ten years, and are likely to continue in the future, although the causes of these conflicts may change. Events largely outside the control of the gold-mining industry, such as the improved dollar price for gold and the depreciation of the value of the rand relative to major currencies, have enabled the industry to meet the demands for higher wages and to narrow the wage gap. However, labour productivities have improved insignificantly and are a cause of major concern for the future development of the industry. Continued pressure in the industrial-relations area, the inflation of working costs, and the extension of mining operations to greater depths and more difficult areas create major challenges to mine managements and mining engineers. Significant improvements in mining technology, environmental control, and safety will have to be made to ensure the long-term survival of the industry. The unavoidable introduction in deep gold mines of mechanization on a larger scale to meet the requirements of higher labour productivities and a better and safer underground environment will have a major impact on the cost and management structure of these mines. Engineering will assume a more important role on deep gold mil1es, and management styles and structures will have to be adapted to accommodate these changes. The supply of suitably qualified engineers, technicians, and artisans will be a crucial factor controlling the rate of technological change. The industry is well-geared through its Group system to meet these challenges, and to benefit from the experience gained in the operation of highly mechanized mines. However, changes take time to implement and there is very little time left.
