Duty on Lead Reduced. -On December 28, the President signed H.R. 5047 which reduces the duty on unwrought lead from 3.5% ad valorem to 3% ad valorem, with a floor level of 1.0625 cents per pound, effective retroactively from January 1, 1980, through June 30, 1983. Pacific Northwest Power Bill Passed. -On December 5, the President signed S. 885 which will enable the Bonneville Power Administration to guarantee 20-year contracts to its 15 major industrial customers in exchange for higher rates. In effect, the bill will have industrial customers pay some of the costs of building additional generating facilities in the Northwest, of which thermal units are expected to be a major part. BPA supplies power to six primary aluminum producers which operate eleven plants having over 30% of the primary aluminum capacity in the United States.

Anglo Coal South Africa mines coal for both the domestic and export market using open cast and strip mining methods. To establish a mine, a process is set in place to gather ever increasing amounts of geological and metallurgical data to confirm a proven reserve. Increasingly, geotechnical data are also included in this process to confirm that reserve is easily and safely mineable. The mine design process is an iterative one using a combination of numerical modelling and empirical data to arrive at a mining layout that is both, practical, productive and safe. In South Africa it is a legal requirement to compile a code of practice to combat rock fall and slope instability accidents and these have to be revised annually, reinforcing the iterative process of continual improvement. To ensure best practise occurs, all Anglo Coal operations are subjected to annual 2nd party audits and ad hoc 3rd party audit by independent consultants. This paper attempts to explain the process described above in a concise, but understandable manner. 1.0 GEOLOGICAL SETTING The Ecca sediments date from the Permian period and the coal deposits were formed in glaciated valleys on a basement of Dolomite, Ryolite or Granophyre rock types. The sediments overlying the coal deposits are typically flat lying and multiple bedded. The sediments consist of mudstones, shales and sandstones and are generally capable of forming stable highwalls given the time that they must stand up for. Anglo Coal extracts coal from the Witbank, Highveld and Vereeniging coalfields. The Witbank coalfields contain five seams numbered from the base upwards, 1 to 5 Seam; Highveld coalfield the 2 and 4 Seam and the Vereening area the seams are described as Top, Middle and Bottom seams. Coal deposited over the basement Dolomite formation display very erratic dips, as contemporaneous subsidence occurred in some instances over sinkholes that were forming, resulting in local thickening of the coal deposit and resulting in strata that dips toward the centre of the sinkhole.

Fiji is a developing nation that relies on economic opportunities and recently experienced increased interest in mining and mineral exploration that could potentially benefit the country. In order to understand the lack of, or failure of, past rehabilitation activity, this study applied risk-based approaches to identify the significance of activities or actions applicable to rehabilitation of post-mined land in Fiji. This involved the use of qualitative, semi-quantitative and quantitative risk methodologies, which allow assessment and evaluation of mechanisms of mining administration and practices, as well as rehabilitation methods and approaches that have been applied successfully to post-mined land in other countries with similar environmental and climatic conditions and social and regulatory environments to Fiji. The semi-quantitative risk-based technique followed an earlier approach applied for mine closure by Laurence (2006) and provided a systematic way to assess and evaluate rehabilitation issues that were identified on-site by assessors, who were able to estimate through expert judgement the likelihood and consequences based on conditions, situations observed and circumstances on-site. It demonstrated that experienced professionals could reproducibly score likelihood and consequence of selected items relevant to mine site rehabilitation, despite the wide-ranging issues identified during post mined land rehabilitation. The quantitative risk-based approach was adopted as a method to determine environmental bonds for mining projects using the assessment of consequences and likelihood results from the semi-quantitative approach, then incorporating unit cost of materials or activities for local conditions required to fully rehabilitate each issue at net present value. Application to both an abandoned mine site and a newly opened mine site in Fiji showed that this approach could provide a risk-based estimate for rehabilitation cost and demonstrated potential applicable in the Fijian context.CITATION:Soro, A T, Mulligan, D R, McIlveen, G, Franks, D M, Robinson, J J and Noller, B N, ?2014. "Deposits of gray hematite occur in two districts in Talladega County, Ala., the Emauhee-Tallasochatchee and Weewoka, both in the vicinity of Winterboro, 50 miles east of Birmingham.The deposits were investigated by the Bureau of Mines in 1943 and 1944. Approximately 13,000 feet of diamond drilling was done and 6,000 linear feet of trenches excavated and sampled.A total of 13,000,000 tons of ore averaging 36 percent iron was indicated in all areas.A detailed discussion of each property investigated, drill logs, and sampling results are given in this report.In the work done in the Talladega County iron investigation, special acknowledgement is due to Paul M. Tyler, formerly regional engineer, Eastern Region, and Richard W. Smith, formerly district engineer, for aid and direction of the project; also to J. B. Clemmor, metallurgist, for diligent research work in the Southern Experiment station laboratory. All were members of the Bureau of Mines Staff.The project was conducted in cooperation with the Federal Geological Survey, whose field work was in charge of T.G. Andrews assisted by Brewster Baldwin. This document is a users manual intended as a reference for personnel interested in the analysis of coal-mine-electrical-power systems under either normal operating conditions or fault situations. The interactive procedures developed for this purpose are described and implementation considerations are discussed with respect to the mine-power system. Considerations for choosing a solution technique and a number of examples are included. Procedures available include Gauss-Seidel and Newton-Raphson iterative techniques for the analysis of normal operation or balanced faults as well as a non-iterative Z-bus technique for analysis of unbalanced or balanced faults.

The theory of sampling (TOS), and therefore representative sampling, is based on three fundamental principles: sample correctness, which handles the search for non-bias; segregation, the effects of which must be eliminated or minimised; and variance control to help achieve the desired reproducibility. After briefly reviewing these very few, albeit essential first principles of Gy’s TOS, the state-of-the-art in TOS is examined through the prism of these principles and the prospects for the future are explored, with suggestions for further research where relevant. Regarding segregation, which is currently the focus of much research, new orientations are proposed. For correctness, which takes on a major importance when it comes to sampling devices, some new, important principles that have been put forth by recent research, are described in details.CITATION:François-Bongarçon, D, 2014. The location and shape of potential failure surfaces in soil slopes were directly determined based on the stresses induced in the soil mass and the strength of the soil itself. Stress calculations were carried out by the finite element method with the Drucker-Prager nonlinear material model. The Mohr-Coulomb failure criterion and Mohr's circle stress analysis were then applied to the calculated stresses to determine the characteristics of the failure surface.

I. INTRODUCTION. THE purpose of this paper is, first, to give a general account of a little-known coal-district of SE. Kentucky, its topography, drainage, and mineral resources, for those who may be interested in its economic development; and secondly, so to describe the geologic features of the field as to furnish available data to those engaged on the broader problems of Appalachian coal-geology. The data from which the major portion of the paper has been prepared were obtained, in professional investigations for private individuals and corporations, within the last decade. The area under review, defined by a heavy line on the map, Fig. 1, lies between Little Black and Pine mountains, and extends from Harlan on the west to a N-S. line crossing Looney creek 3 miles from its mouth on the east. This area can be divided for description into a Western and an Eastern Division. The character of investigation pursued in the Western Division, below Fugitt creek, was very different from that employed in the Eastern. In the former, only a rapid reconnoissance was attempted : such coal-openings as had been made by prospectors or by citizens in obtaining fuel were visited, their sections measured and, in many instances, sampled. Elevations were obtained barometrically and approximate locations sketched on a small-scale map. In a field where the coals are so well opened, the reconnoissance method gives a very fair idea of the number and character of the principal beds and their relative positions, and affords much evidence for their correlation over wide areas, without permitting the more refined work required to discover all the seams of the measures and to determine the details of geologic structure.

Cleveland-Cliffs lron Co., which operates Marquette lron Mining Co.'s Republic mine, conducted a test whereby 35,000 tons of self-fluxed pellets were produced in the grate-kiln system from specular hematite flotation concentrates. A brief description of the pelletizing plant is presented along with pertinent operating details. Date is included which compare operating conditions and the chemical and physical properties of the green and fired pellets for the self-fluxing pelletizing test with the normal acid pelletizing operation. The success of self-fluxed sinter in enhancing the operation of the blast furnace during the past few years has reasonably led to the assumption that the use of self-fluxed pellets might result in even greater furnace efficiencies. A great share of development work in agglomeration has been directed towards techniques related to the production of self-fluxed pellets, but only a limited tonnage of self-fluxed pellets had been produced on a commercial scale until this past year when The Cleveland-Cliffs Iron Co. produced 35,000 tons of such pellets by the grate kiln system at the Republic mine during the period May 21-June 5, 1962. REPUBLIC'S GRATE-KILN PLANT The grate-kiln pelletizing process consists of four stages, namely: feed or balling circuit, traveling grate, rotary kiln and annular cooler (Fig. 1). The balling section is conventional and utilizes four 9x30-ft balling drums in closed circuit with 5x14-ft vibrating screens having 3/8-in. rod decks. The traveling grate is 12 ft wide by 126 ft long and has 14 windboxes — six in the drying section and eight in the preheat section. The rotary kiln is 15 ft ID shell and 114 ft long. The annular cooler is 40 ft in diameter and has 12 windboxes. The cooler is divided into two zones by a moveable curtain wall. The high temperature air from the first zone is used as secondary combustion air in the kiln. Normally the only heat supplied is through the burning of No. 6 oil in the single kiln burner. Hot gases pass counter to the pellet flow through the system. The exit gases from the kiln pass down draft through the preheat section through cyclones and are drawn through the drying bed prior to exiting via the stack. The temperatures are normally held within the following ranges: Kiln 2400-2445 °F Preheat 1850-1950°F Drying 480-520°F Exit gas 200°F Pellets 120°F The design capacity of the Republic mine grate-kiln system was 2500 Itpd. Sustained production in excess of 35% over design capacity has been achieved. No screening of the cooler product is practiced. PELLETIZING TEST CONDITIONS When a decision was made to proceed with a test at the Republic mine pelletizing plant to produce 35,000 tons of self-fluxed pellets, several potential failure factors had to be carefully considered. Research work on a batch and pilot plant scale indicated that the grate-kiln system at Republic would require some major changes in order to obtain optimum conditions. In many cases compromises were agreed upon as major equipment changes and revisions were not feasible. The pelletizing conditions which laboratory development tests revealed were required in order to insure successful production of self-fluxed pellets were: 1) Good mixing of limestone and concentrate and proper moisture control; 2) Higher gas flow rates in the preheat section than are normally used; 3) Higher preheat temperatures than normal; 4) Maximum kiln temperature 2350°F. There was just cause for concern about balling problems that might occur. Approximately 10% of dry pulverized limestone was to be added to the specular hematite concentrate just ahead of the Pekay mixers on the belt feeding the balling drum. Large scale

Mine waste and mine reclamation are topics of major interest to the mining industry, the government and the general public. This publication and its companion volume are the proceedings of a conference held in Pittsburgh, April 19-21, 1988. There were nine sessions (50 papers) that dealt with the geochemistry, hydrology and problems of mine waste and mine water, especially acid mine drainage. These comprise Volume 1. The nine sessions (43 papers) that dealt with reclamation and restoration of disturbed lands, as well as related policy issues, are included in volume 2. Volume 2 also contains the ten papers that pertained to control of subsidence and mine fires at abandoned mines. Poster session presentations are, in general, represented by abstracts; these have been placed in the back of both volumes.

"This paper argues that, although specialist mineral engineering expertise is essential for the efficient design and operation of mineral processing plants, the environment in which these skills are supplied to the industry has changed forever, and not for the better. Most of the mineral engineering programmes in western universities have died or are dying. The long-service mine site mentors have gone, operations are run on a staffing shoestring so that there is no longer the time (or inclination) for considered decision-making, and the FIFO model has discouraged continuity of optimisation projects and communication between professionals. At the same time the technical challenges of designing and operating effective process plants are increasing. These trends are not going to be reversed any time soon, if ever. The ability to run efficient mineral processing operations has been materially compromised as a consequence. We propose that well-designed professional development can help to recover this situation, and it can be done easily and cheaply. The workplace is the best environment for such skills development. Professional development training should be integrated with normal duties throughout the early years of a graduate’s service (and probably beyond), and the cost should be regarded as non-discretionary expenditure for the business. If such programmes are properly resourced and managed and extended over longer time periods, there will be a measureable rise in the level of technical understanding and competence within companies and a resulting beneficial impact on resource utilisation and thus shareholder value. The paper outlines some of the approaches that we believe will work, and the benefits that we expect will accrue."

With the ever increasing consumption of mineral commodities, the vital question is not whether sufficient mineral quantities will be available, but rather can the known existing low grade resources be mined economically. Conventional conveyor systems are being used in some open pit mines to decrease haulage costs. n an effort, to take this concept one stop further, this contract study examines the use of a high angle conveying system in an open pit mine. It identifies available high angle conveying equipment and examines the haulage and crushing costs associated with both a conventional truck and shovel mining operation and a high angle conveyor operation. These costs analyses were performed on a hypothetical copper, taconite and phosphate mine. Information was gathered from a series of high angle conveying equipment and open pit mining operations in the U.S. Volume I includes a detailed review of the state-of-the-art in high angle conveying concepts, the, hypothetical mine development, and the cost analyses. No sector of the mining industry is more closely tied to local communities than aggregates. Noise, dust, traffic, visuals aesthetics and environmental impacts all fall under the purview of neighbours, local governments and nongovernment organizations. It is no surprise that aggregate operations may not be welcome neighbors in many communities. In British Columbia (BC), the regulatory environment for aggregate operations includes a local component of municipal bylaws and land use-planning in addition to the usual suite of federal and provincial statutes that apply to its sister mining sectors. Additionally, under common law aggregate extraction is not considered to be a land use subject to land use zoning, and some aggregate processing activities can be regulated by zoning. Often traversing multiple local government jurisdictions, aggregate producers find themselves negotiating not only local traffic, but also a mosaic of regulatory environments. There is an opportunity in this present situation to facilitate the application of current technology and practices in the mitigation of many community and environmental concerns associated with aggregate operations. Moving a bulk commodity is a volume-based business, and operators often don?t have time for matters that don?t directly or obviously affect the bottom line. Regulatory agencies often play multiple and complex roles with respect to their industry, not the least of which is the fiduciary role. Balancing how and when to assist an industry is often a difficult decision. For the aggregate industry in BC, the Ministry of Energy and Mines saw an opportunity to assist not only aggregate operators, but also regulatory agencies, local governments, and the general public. Through investing in the Aggregate Operators Best Management Practices Handbook (handbook) project, the Ministry of Energy and Mines (MEM) believes that it will realize a return of upheld community values, enhanced environmental protection, improved regulatory compliance, reduce disputes and a stronger provincial aggregate industry. It is the intent to publish the handbook electronically through the MEM website later this year.

(San Francisco Meeting, UCtober, 1911.) THE refinery at the San Francisco Mint takes the bullion purchased by the receiving department, and carrying more than 200 parts of precious metals in 1000, or, in mint parlance; over 200 fine, and separates and refines the various metals contained therein, using electrolytic processes exclusively. Bullion containing silver is treated in cells charged with a nitric electrolyte. These cells produce fine silver and leave a residue rich in gold. The residue from the silver-cells, together with crude gold-bullion, is treated in cells having a chloride electrolyte. These produce fine gold and leave a residue containing silver chloride. The latter is reduced to the metallic state with zinc and is then treated in the silver-cells. The various waste solutions and the wash-waters, after being freed from the bulk of their precious metals, still contain copper and other metals. These are removed by scrap-iron, and are then treated in the copper-cells, having a sulphate electrolyte. These cells produce pure copper, and collect a residue containing lead, some gold and silver, and all the metals of the platinum group that were in the bullion. This residue is relatively small, and is melted into bars and stored until sufficient accumulates to warrant treating it for platinum, etc. The refinery occupies three large and three small rooms. The large ones are, a melting-room, 30 by 34 ft.; a cell-room, 39 by 46 ft.; and a wash-room, 30 by 33 ft. The small rooms are used as foreman's office, laboratory, and generator-room, respectively. The methods here described are those in use in December, 1909, when notes for the present paper were taken.

Rio Tinto Coal Australia (RTCA) developed the Meandu Mine in Queensland, Australia in 1983 to supply thermal coal to the adjacent and newly constructed Tarong Power Station (TPS). In designing the mine, RTCA selected Meandu?s best economic reserves for a 27-year life based on station owner Tarong Energy Corp.?s (TECs) estimated life for TPS. That 27-year plan changed dramatically in the early 2000s when TEC approved life extensions to TPS?s four existing units plus construction of a fifth unit. After reviewing Meandu?s remaining reserves, RTCA decided the nearby Kunioon reserve offered the more economic option for maintaining deliveries beyond 2010. Those plans changed again in 2007 when TEC chose to purchase the Meandu Mine and nearby reserves. TEC then selected Thiess Pty Ltd. (Thiess) to continue operating Meandu until the new mine at Kunioon could be developed. After assuming operation of the mine in 2008, Thiess began a review of Meandu?s remaining reserves and found considerable coal available with economic potential. Working jointly with TEC, Thiess performed several analyses on Meandu and subsequently the Kunioon coal reserves. The results changed TEC?s decision from expediting Kunioon?s construction to instead continuing Meandu?s operation for up to 15 additional years.

The purpose of any steel-making process is to convert the two raw materials iron and scrap into steel. The chemical analysis of the steel is set within certain limits which involve the physical proper- ties desired by the consumer. In addition to tensile properties a large number of other properties are at the present time desired, such as impact resistance, grain size regulation, specific degrees of hardenability, resistance to creep at high temperatures, resistance to expansion on heat treatment, the ability of the product to undergo extreme amounts of cold deformation without failure, and many other properties which are not directly related to the specified chemical analysis. Variations in many of the properties of plain-carbon steels are due to elements and compounds not included in the ordinary "five element"§ composition. Such variations result primarily from variations in oxidation of the metal in the furnace and from the deoxidation method employed. The steel-making problem therefore resolves itself into two distinct sections: (I) the elimination of certain elements from the charge (the iron and scrap entering the furnace) and the addition of materials to meet the chemical specifications for the heat; (2) the manipulation of the slag and metal and the process of deoxidation to give certain desired properties in the steel entirely apart from the chemical analysis specified. This paper covers the salient features of the occurrence and mining of sheet mica in the United States and the preparation of mica for market; presents the results of a study of the physical properties of domestic and foreign micas, which the author hopes may he of interest to every mica user, as it definitely answers many questions as to the suitability of various minas for particular purposes; and discusses mica-trade conditions and the future outlook for the domestic mica industry. The study considered all the institutional, resource reserve, technological, and economic factors relevant to the industry's present and future status, such as markets and marketing techniques, competition from other producers both domestic and foreign, federal and state regulations affecting the industry, quarrying and processing technologies, slate reserves and resources, and industry structure and economics. Constraints to the growth of the industry were assessed and scenarios proposed to solve some of the problems.

The conditions under which the researches of the Bureau of Mines on petroleum and natural gas were conducted in 1952 were little changed from those indicated in the last report,2/ which dealt with activities during 1951, immediately after crossing of the 38th Parallel by the North Korean Army. Although only a small part of the program was classified in the military sense, there was a feeling of the clash of world forces which called for even cheer scrutiny of the research problems so that the emphasis could be placed without delay where the greatest needs for na¬tional defense seemed to be. The reports of the work accomplished were so directed as to have the greatest immediate value to persons charged with supply planning for the military forces and included information on the availability and characteristics of a wide variety of crude oils, fuels, and other petroleum products. Actually, the approach, direction, and conduct of the work do not differ greatly under the two circumstances, as has been pointed out in earlier reports; only the tempo changes.
