What decision making tools and methods are available to a project owner when there is no clear differentiator between construction alternatives? A team led by a joint venture of Parsons Brinckerhoff and PGH Wong Engineering (PB/Wong) has been providing preliminary engineering services to the San Francisco Municipal Transportation Agency (SFMTA). The SFMTA and PB/Wong team developed several alternative construction methods for the tunnels and stations of the San Francisco Central Subway Project, none of which could be judged clearly better than another using traditional approaches and metrics. The team employed a risk assessment and analysis frame-works as a means of comparative analysis, drawing upon the knowledge of industry experts in the geotechnical, tunneling and construction fields to assist in the effort. This paper presents the approach and results of a cost and schedule risk analysis for two such analyses designed to answer two different questions regarding the advisability of different construction approaches. These assessments paved the way for key decision making in the preliminary engineering phase of the project and formed the foundation for continuing risk management efforts on the project. The focus of this paper is primarily the first two stages of risk management?identification and assessment?and some of the organizational dynamic issues that arise in such efforts.

In 1995 I was asked to participate in a litigation matter between a corporation and its insurance carriers concerning insurance coverage for remedial costs at a large, environmentally contaminated closed-down former industrial facility. One of the buildings on this site became known to the lawyers representing the company as “the infamous Building 8”. This building housed millions of documents retrieved from various locations at the facility while it was being shut down. It became apparent that the facility management had no document destruction policy, and thus Building 8 contained internal memoranda, notes, copies of correspondence, permits, operating records, inventory records, and the like from fifty years of operation. Needless to say, some of these documents, all of which were subject to discovery by the insurance companies in the litigation, contained material that was less than helpful to the company’s case. Of course, there were also a few helpful documents, but the overall usefulness of these records was outweighed by the negative impact they had on the conduct of the litigation. A second example involves e-mail. Several years ago, acting on an anonymous complaint that we later discovered was made by a disgruntled former employee who had been fired, a small army of federal environmental investigators descended on a client’s operating facility and, armed with a search warrant, literally commandeered the facility’s EH&S department. The investigators impounded the computers of the EH&S personnel and extracted all of the data from the hard drives of those PCs, as well as all EH&S related files from the hard drives of several servers used by the facility. These computers contained many years’ worth of stored e-mails, draft letters and memoranda, and other documents that provided grist for a four and one-half year criminal grand jury investigation of the facility and its EH&S staff. Both of these companies would have benefited from following a rigorous, enforceable, corporate records policy. Here is a third problem. My client had, during the 1960s, made a brief, and unprofitable foray into the nuclear fuel processing business. It ultimately sold the subsidiary, and was forced to give the purchasing company a broad indemnity against future liability. As might be expected, years later the facility was found to have considerable soil and ground water contamination both by chlorinated solvents and low-level radioactive material. Several years into the remediation program, my client discovered a tractor-trailer load of files, apparently removed from the subject facility, sitting in a parked trailer in a company-owned lot 300 miles away from the facility, where they had been for nearly thirty years. These documents were not helpful to the client, but had to be reviewed, at considerable cost, by paralegals. Moreover, several of the boxes turned out to have been mildly radioactive, setting off a chain of health and safety issues that consumed tens of thousands of dollars of legal expenses before they were resolved. Today, formal, enforceable corporate records management programs have become an extremely important element of overall corporate management. What was for most of the last century little more than a low level warehousing function is now a critical, actively managed, operating function that affects every level of corporate management. The rapid assimilation into corporate culture of electronic document management and the prevalence of e-email as the primary means of internal communication have created records management complexities the likes of which were not even conceived of fifteen years ago. Record preservation and destruction are no longer matters that can be handled on an ad-hoc decision making basis. Because of regulatory requirements affecting various classes of documents and the litigation consequences of ad hoc retention and destruction of corporate business records, and the need to have the ability to quickly retrieve documents in either a litigation or business negotiation context, a set of records management norms have evolved over time that have become the core elements of virtually every corporate records program. Nautilus Minerals and Neptune Minerals are betting that the next great metals rush will take place more than 1,500 m (5,000 ft) below the sea. Nautilus is the first company to commercially explore the ocean floor for gold and copper seafloor massive sulfide (SMS) deposits. Its main focus is the Solwara 1 Project, a polymetallic copper, gold, zinc, silver deposit that is under 1,600 m (5,200 ft) of water off the coast of Papua New Guinea in the western Pacific Oceans? Rim of Fire. Nautilus Minerals, in a joint venture with Placer Dome (now Barrick Gold), began its exploration of what would become the Solwara 1 area in 2005 with side scan sonar and dredge sampling. The dredge and grab sampling confirmed the grade tenor of earlier sampling by scientific research programs. The 45 dredge samples aver-aged 10.8 percent copper, 3.7 percent zinc, 224 g/t (6.5 oz/st) silver and 13.7 g/t (0.4 oz/st) gold. Nautilus has since staked out more than 300,000 km2 (115,800 sq miles) of tenement licenses and exploration applications in the waters off Papua New Guinea, Fiji, New Zealand, Tonga and the Solomon Islands. That is an area about the same size of the United Kingdom. Interest in Nautilus and its projects has grown tremendously since its inception. The company is now listed on the Toronto Stock Exchange. It has raised more than $300 million and spent more than $23 million on exploration. The company has gained the backing of mining majors such as Teck Cominco, Epion, Anglo American and Barrick Gold. It is positioned to become an emerging producer in 2010. Teck Cominco recently agreed to exercise share purchase warrants to acquire three million additional common shares of Nautilus at a price of US$15 million. This will take Teck Cominco?s shareholding to approximately 7.2 percent of the issued shares. Teck Cominco will conduct and manage a ship-based exploration program that will run in addition to the exploration that was already planned for 2008.

This summary of international mineral exploration activities for the year 2007 draws upon available information from industry, literature and U.S. Geological Survey (USGS) specialists. The summary provides data on exploration budgets by region and mineral commodity, identifies significant mineral discoveries and areas of mineral exploration, discusses government programs affecting the mineral exploration industry and presents analysis of the mineral industry based upon these data. Two types of information are reported and analyzed in this annual review of international exploration for the year 2007: 1) budgetary statistics expressed in U.S. nominal dollars provided by Metals Economics Group (MEG) of Halifax, Nova Scotia, and 2) information on regional and site-specific exploration activities that took place in 2007 and compiled by the USGS.

Heavy media cyclones (HMCs) are efficient, high-tonnage devices suitable for upgrading run-of-mine coal in the 50 to 0.5 mm size range. Unfortunately, industrial HMC circuits are often not optimized due to problems such as incorrect operating pressures, poor feed distribution, excessive media contamination, mismatched components, and improper density control. To avoid these problems, operating guidelines have been provided in this article that are useful for optimizing the performance of HMC circuits. The validity of these guidelines has been assessed by means of density tracer tests carried out at several coal preparation plants.

Introduction The South African Witwatersrand is the world's largest gold-bearing province and gold producing district. But the production capacity of the very big mines (Vaal Reef, Driefontein Cons., Western Holdings, Western Deep Levels, and others) is not as large as that of the Soviet Union's Muruntau gold mine. The Muruntau gold-bearing ore body was discovered in 1956-57, and has been in operation since that time. In the early 1970s, this mine produced 70 to 80 t/a (2.3 to 2.6 million oz per year) of gold. Within the last few years it has become the world's largest producing gold mine. Russian authors do not publish ore reserve or rate of production data. But it is very likely that the Muruntau mining complex, which involves several ore bodies, is currently producing about 143 t/a (4.6 million oz per year) of gold. While tunneling in Europe has been a tradition for centuries, many companies and countries have embraced tunnel innovation with considerable vigor and creativity. Indeed, local needs and site conditions have provided the initiative for improved means, methods, materials and equipment to complete progressively more challenging projects. Many recently completed tunnels have expanded tunneling technology and contributed to the development of highly specialized and productive equipment ? such as the mixed-mode tunnel boring ma-chine (TBM) presently in operation at the SOCATOP A- [ ] 86 road tunnel and the high-pressure slurry TBMs for the Westerschelde Tunnel in the Netherlands and Hollandsas near Malmo, Sweden. This paper describes some of the key technologies employed by European tunnel builders and designers including the New Austrian Tunneling Method (NATM), advanced earth pressure-balanced (EPB) machines, pres-sure-faced (slurry) tunneling machines as well as ?hybrid? or mixed-mode TBMs. While these tunneling methods and equipment generally involve significant equipment investment, they may also involve highly trained, experienced and specialized tunneling and support crews as well as materials and tools specifically developed to supplement or complement tunneling performance. For example, mechanized pipe arch placement substantially improves ground support measures and NATM advance and on larger tunnel cross-sections.

The formation of copper thio-complexes in sulfide solutions has been recognized for many years and the measured solubilities of certain copper sulfide minerals attributed to these complexes. Attempts to model this system have proposed either copper(I) or copper(II) thio-complexes, and these have been incorporated into computer programs for generating stability diagrams for the copper-sulfur-water system in order to delineate the region where the reductive dissolution of copper sulfide minerals is likely. In this paper it is proposed that the dissolution of copper from both ore bodies and sulfide tailings can be explained by the formation of the cupro-thio-complexes under anaerobic conditions. Stability diagrams are presented to depict the region and extent of the solubility.

During late 2010, a scientifically founded water spray system was developed for continuous miners (CM) (Patent Pending) that reduces respirable dust exposure for miner operator by about 30%. It includes engineered sprays around the cutting drum, outer bit-ring sprays, chassis sprays and side cutter boom sprays. About 3.6 ? 4.5m (12-15 ft) behind these sprays is additional sprays that spatially cover the area between the CM chassis and the mine roof and ribs. The spray system uses approximately the same volume of water as currently used on CMs with similar operating pressures. An Illinois mine decided to implement these concepts on a CM during rebuild stage. Dust control performance of the rebuilt CM was evaluated using gravimetric sampling and real-time monitoring using multiple personal dust monitors (PDMs). The average results based on about 105 cuts show about 30% and 20% reduction in dust exposure for the miner operator, and the haulage unit operator. Visibility in the mining areas was also significantly improved. The coal company has already decided to implement the system on all their CMs.

Just prior to the close of the century, the Federal Mine Safety and Health Review Commission issued its long-awaited decision in Berwind Natural Resources, et al v. Secretary of Labor, to usher in the new millennium. The case arose as a result of a mine explosion in Eastern Kentucky resulting in MSHA’s issuance of 225 citations, not only to the contractor, but to four affiliated entities of Berwind Corporation. While an Administrative Law Judge dismissed those citations as to three of the Berwind entities, both MSHA and the remaining Berwind entity appealed the case to the Commission. Although the Commission effectively left intact the Administrative Law Judge’s decision, it announced a new theory of liability that would apparently be applied in the future, namely the Unitary Operator Theory. This presentation will provide an in-depth look into the Berwind decision and explore the means under which MSHA might impose liability for contractor violations upon other entities in the future.

Ilmenite smelting furnaces must be operated with a freeze lining of frozen slag to protect sidewall refractories from chemical attack by liquid slag. The process has two main control objectives: Firstly the slag TiO2 content must be controlled according to specification, and secondly a safe freeze lining thickness must be maintained. This text only concerns itself with the second objective. Freeze lining thickness cannot be measured directly due to conditions inside the furnace. It is therefore inferred from signals of thermocouples installed into the furnace sidewall. These signals are used as the 'controlled variables' in the freeze lining thickness control loop. The dynamic characteristics of these signals are the focus of this text. During this study a model of the process was constructed to study interactions between the slag bath and the freeze lining. This model was used to conduct simulation-type experiments to study the influence of various parameters (temperature, slag composition, ilmenite feed rate, reductant feed rate, power input, etc.) on the slag bath, freeze lining, metal bath, furnace wall and other parts of the process. In the case of the furnace wall, the modelling results were first plotted in the form of time-dependent isotherms. The dynamic thermal behavior of the furnace wall became evident from these results. To illustrate the dynamics of sidewall thermocouple signals, the results were also plotted as time lags between events occurring in the slag bath, and the time when a thermocouple registered a temperature change. The events studied included sudden changes in slag bath state (composition and temperature), changes in operating setpoints (ilmenite feed rate, reductant feed rate, power input), and operational errors (complete loss of reductant or of all feed). All of the result sets showed significant lags between occurrences in the slag bath and temperature changes in the refractory wall. The delays are such that it appears impractical to rely on sidewall thermocouple signals for warning of impending damage to the refractory wall, or for purposes of actively controlling freeze lining thickness. Some measures are suggested to improve the usefulness of these signals during furnace operation.

The Dos Pobres Mine is a copper oxide heap-leach mine located near Safford, Arizona. Mine production is 180,000 tons (163,293 tonnes) per day with a stripping ratio of 2:1. During the startup phase of the mine, the required fragmentation size was easy to achieve as the ore was highly weathered and fractured near the surface. As the mine depth increased, the proper fragmentation size became harder to achieve due to less weathering and different rock types. Because copper recovery increases as crusher product size decreases, achieving the appropriate product size at the crusher is the operating priority. The Engineering Department started a project to improve fragmentation through blasting and thus increase throughput in the crushing system. It soon became clear that input from other departments was going to be required to make this a safe and economical project. Therefore the Crush and Convey and Ore Control departments worked together to evaluate all available data on blast patterns and explosive loads and tracked performance and results. Using image analysis, Drill Energy Index and databases, we have been able to improve fragmentation size and verify the results while controlling costs.

The state of the tunneling and underground construction industry and the advancements of the industry?s biggest machines were the main topics at the 2008 edition of the UCA of SME?s annual George A. Fox Conference. This year SME hosted more than 250 tunneling and under-ground construction professionals at the Graduate Center, City University of New York. During the morning session of the long-running one-day conference, attendees heard a state of the industry through the annual Home-town Update where it was evident that the industry is doing well. Michael McHugh of Moretrench cruised through the many projects that are under way along the Eastern seaboard of the United States and said he could have gone longer if time allowed. An example of how well things are going for the industry is a look at New York, where the industry is flourishing. The New York City Water Tunnel # 3 project is a $668 million project that was awarded to Schiavone/Shea/Frontier Kemper joint venture in 2004. McHugh said that mining on the project was completed in August 2006 and that all con-tract work is expected to be completed by August 2009. The Second Ave. Subway is a $337-million twin tunnel project that will connect upper Manhattan with the financial district. This is a four-phase project. McHugh said the Metropolitan Transit Authority obtained full funding in 2007 and construction awards will be awarded during the next two years. The No. 7 Line Flushing extension, a five-year, $1.15- billion project that will redevelop the Hudson Yards area of Midtown West and the New York City Water Tunnel No. 3 project is the largest capital construction project in New York City?s history. McHugh said the project was given notice to proceed on Dec. 13, 2007. The project includes three large shafts, two parallel 6.7 m (22 ft) tunnels at 2,000 liner m (6,500 liner ft), one large cross adit, one large underground rock cavern station with two interlocks and eight penetrations. These were just a few of projects mentioned in the Hometown Projects update.

Introduction The Cove gold-silver deposit is located in Lander County, NV about 50 km (30 miles) southwest of Battle Mountain, NV (Fig. 1). The deposit is in the north-central part of the Fish Creek Mountains within the McCoy mining district. Gold was first discovered in the McCoy district in 1914 by Joseph H. McCoy (Vanderburg, 1939). From 1928 to the early 1930s, minor production occurred from shallow underground workings. Total gold production was less than 311 kg (10,000 oz; Stager, 1977). The district was inactive until the mid-1960s when it was explored by Bear Creek Mining, Summa Corp., Houston Oil and Minerals Corp., Gold Fields, and Tenneco Minerals. Tenneco began a detailed reevaluation of the McCoy deposit in the fall of 1984. Tenneco's decision to place the deposit into production was based on a geological reserve of 8.7 t (280,000 oz) of gold (Kuyper, 1987). Subsequent exploration and development drilling of the McCoy skarn deposit has more than doubled the mineable skarn reserves to 19 t (615,000 oz) of gold. In September 1985, Tenneco began development work on the McCoy gold-skarn deposit. The project is an open-pit, heap leach mine. The first gold was poured in April 1986. Echo Bay Mines acquired Tenneco's precious metals properties in October 1986. The mining operation and district exploration started by Tenneco is continuing under the Echo Bay's ownership. The Cove deposit was discovered in January 1987 and production began in February 1988. The deposit will begin as an open-pit, heap leach operation. It will be converted into an open-pit and underground mine with a 9-kt (10,000-stpd) mill. Geologic setting The Cove gold-silver deposit is situated on the east flank of the Fish Creek Range. Surface elevations range from 1460 to 1680 m (4800 to 5500 ft). The deposit is 1.6 km (1 mile) northeast of the McCoy gold-skarn deposit. The Cove deposit is hosted by the Augusta Sequence of Triassic age. Three formations of the sequence are mineralized at the Cove. In ascending order they are the Favret, Panther Canyon, and Augusta Mountain formations. The Favret formation is a gray, locally silty limestone that is commonly fossiliferous. The base of the formation is not exposed. Exposed and drilled intervals are more than 60 m (200 ft) thick. Conformably overlying the Favret formation is the Panther Canyon formation. This formation is 215 m (700 ft) thick and consists of a siliclastic and carbonate sequence of conglomerate, quartzite (sandstone), mudstone, limestone, and dolomite. The upswing in prices for base and precious metals, industrial minerals and coal has allowed the global mining industry to ramp up production at existing mines and begin construction of proposed projects. In addition to satisfying shareholders, the industry is also providing good paying jobs and creating needed infra-structure in places that previously did not have either. However, the industry has learned that the prospect of jobs and infrastructure is not necessarily a guarantee that communities will allow mines to be built. The industry must maintain even higher environmental and reclamation standards. And mining companies must help communities plan for life after a mine is closed and the company moves out.

The Deep Underground Science and Engineering Laboratory (DUSEL) is to be constructed at the defunct Homestake Mine, in South Dakota. As a cornerstone of DUSEL?s research program, it is intended to conduct experiments into the fundamental nature of neutrino and proton particles. The experimental apparatus required to con-duct these experiments will be housed in large rock cavern(s) sited at depths of over a kilometer. As conceived, these cavern(s) are planned to have mined volumes of up to half a million cubic meters, and spans of approximately 50 meters. The paper will describe key end-user requirements, and outline the in situ rock conditions and mine site constraints that are likely to play determinant roles in identifying candidate sites and developing cost-effective design options(s).

To preserve Washington Group International's quality of service in the mine operations area, the company has established a Supervisor Training Program to provide all levels of supervision with the required skills to meet objectives and guarantee consistent, excellent performance for each of our projects. A need developed to establish this training program internationally. The first international training session was held at the APEX San Cristóbal Mine in Bolivia. This paper discusses the program’s development, execution, results, and lessons learned with an emphasis on multicultural environments.

The paper will describe Virtual Design and Construction (VDC) as a tool which will enable us to build a project ?virtually? on a computer before constructing and operating it in the real world. VDC computer models are built, using information from various sources including survey, 3D laser scanning, CAD and GIS to represent the project and its components in a coordinated and consolidated infrastructure model. This model is reviewed and evaluated by, and shared among project teams including owners, con-tractors, designers, engineers, construction managers, stakeholders and operators. "Any economic calculation with respect to potential submarine mining activities requires reliable analytical data on the contents of valuable metals in these ores, including trace metals such as rare earth elements as well as Ti, Mo, V, Zr and Li. Due to the very special matrix of ferromanganese nodules (30% manganese oxides, 10-20% iron oxides, silicates; see Kuhn et al., this volume), their geochemical analyses pose a real challenge. Available ferromanganese nodules reference materials, e.g., NOD-P1 and A1, JMn-1, GBW07249, SDO-4 to -7 and NM2388, generally have only a few certified values for trace elements. Published data for these reference materials, collected in the GeoReM database (http://georem.mpch-mainz.gwdg.de/) are either rare for high technology metals or widely scattered for certain elements, especially the PGEs. Since most of these materials were released in the 1990s, many analytical procedures have seen significant advancement.In order to facilitate analytical quality assurance during exploration and potential future mining activities, the German Federal Institute of Geosciences and Mineral Resources (BGR) has contracted the Central Geological Laboratory of Mongolia (CGL) to produce a certified reference material for nodule analytics. Certified reference materials provide the highest level of reliability in geo-analytical measurements currently available and the CGL has a long-term experience in producing geological reference materials. Recently, the CGL was accredited as a reference material producer according to ISO Guide 34 by the American organization ACLASS (Assured Calibration and Laboratory Accreditation Select Services). Furthermore, it has been accredited as a testing laboratory according to ISO 17025."
