THE industrial development of the United States has been stimulated by the presence of high-grade iron ore in the Lake Superior district. These great deposits have been susceptible to economical extraction and are conveniently located for cheap lake vessel transportation to the great consuming centers. The district furnishes from 80 to 85 per cent of the iron ore annually consumed in the United States, and a full understanding of the available supply of this great commodity is so important that it is well to consider whether or not the industrial supremacy and national independence attained as a result of the abundance of cheap ore are permanent. The enormous deposits of high-grade ore available in the Lake Superior district have been the foundation upon which the vast industrial structure of the steel and allied industries has been built. It is extremely important to the country as a whole, and especially to those States and communities now dependent on Lake Superior ore for their prosperity, that their industries shall retain the particular advantages with which they are now endowed, and that a generous supply of high-grade raw material be available for their consumption at a satisfactory cost. The steel industry is so basic and fundamental that any fluctuation in the cost of its finished products as determined by the supply and cost of the raw materials involved in its manufacture will necessarily affect the business of a wide variety of industries which are dependent on it.

THE best meeting ever held, was the opinion expressed by a number of those who attended the annual meeting of the Institute in New York, Feb. 18 to 21, and there was an atmosphere of friendliness and good fellowship about it that fully justified the feeling. In numbers it was not quite so large as last year and unless the Engineering Societies should build for themselves a new building it is probable that no meeting can be larger, in respect to numbers, than that held in 1928, which was only made possible by the circumstance that the eighth floor of the building happened to be, temporarily vacant at the time. The number of rooms available for -sessions that were provided when the building was built long ago proved inadequate, and it is only by the expedient of obtaining the temporary use of the board and committee rooms of other societies that it is possible to arrange for the over 40 sessions that must be spread over the four days of the meeting. The-fifth floor, where. a buffet lunch is served each-day, has reached its full capacity and it seems quite evident that any future development of Institute meetings must be along the lines of quality, not size.

These problems have generally involved the question of increasing capacity without sacrifice of economies and quality developed in the less active previous years. THE Tennessee Copper Co.'s mines are in the southeast corner of the state of Tennessee, Polk Co., in the well-known Ducktown copper basin. Their new circular production shaft will eventually be the only ore hoisting shaft, and is located for handling ore from Boyd, Calloway, Mary, and Cherokee mines. A circular, rather than a rectangular, shaft was decided upon because: 1-The circular shaft section is stronger when lined with concrete. Reinforcing steel was not required, thus reducing lining cost by one- quarter. 2-Water sealing was desired; it was thought it could best be done with a concrete lining followed by pressure grouting to eliminate water seeps. 3-The shaft labor saving equipment could best be used in a large opening, so the round section was made for economy, sinking, mucking, concreting and water sealing. Less shaft steel is used than could have been possible with steel sets. There are no posts required; center beams and Tee plate assembly placed at 10 ft hold the 100 lb steel guide rails.

THE following paragraphs, constituting the concluding portion of the Annual Report of the Council for 1903, have been withheld from publication until now, in order to make them as accurate and complete as possible. They will be published in Volume XXXV. of the Transactions in their proper place at the end of the said Annual Report. Franklin Ballou was born in Pittsburg, Pa., May 29, 1845. He was the son of an old resident, Arthur Ballou, a manufacturer and wholesale dealer in vinegar. In early youth Franklin attended the Western University of Pittsburg, but left school at the age of 16 to become book-keeper for his father, upon whose retirement from business, in 1868, he associated himself with Walter C. Childs, of Pittsburg, in the manufac¬ture of furnace-grates and asbestos-cement for blast-furnaces. This firm was known as W. C. Childs & Co., and did a success¬ful business for several years. In 1869 Mr. Ballou married Miss May S. Wilson, daughter of Judge Wilson, of Lewistown, Pa. In 1876 he spent several months traveling in the West and studying the mining industry, which greatly interested him. In consequence of this journey, he wound up his business in Pittsburg and removed in 1877 to Georgetown, Colo., where for several years he conducted a sampling-works, and built up an extensive business as an agent for the sale of ores, besides engaging to some extent in mining enterprises. , It is said that he controlled at one time about one-eighth of the output of the Leadville mines. In the early 80's, he became Vice-President and General Manager of the Bimetallic Smelter at Leadville, of which Mr. David H. Moflat was the principal owner. This was practically the first successful demonstration of pyritic smelting in Colorado. Upon the sale of the works in 1897 to the American Smelting and Refining Co., Mr. Ballou retired

A QUARTER of a century ago, a pessimistic Belgian financier in conversation with the founder of the Belgian Congo, that great ruler, Leopold II, emphasized the danger to the colony should the synthesis of rubber be discovered. The king replied, "I do not worry. The Congo has had its ivory period; it now has its rubber period. Tomorrow it will have that of its mineral wealth; eventually that of agricultural products." That "tomorrow" arrived some twenty years ago. Through her mines the Belgian Congo has survived the present depression, and her mines for the next decade will safeguard her. The Congo, in turn. is the surest foundation industrially and financially of Belgium itself. In few, if any, political units is mining as dominant as in the Belgian Congo. In 1930, 1931 and 1932 mineral products represented respectively 67.9 per cent. 70.5 per cent and 59.3 per cent, of the total exports. In 1933 for each white person in the colony, there was produced about $1,675 worth of gold, diamonds, copper, tin ore and minor mineral products and in 1930 the per capita production, notwithstanding the larger population, was almost $2,000.

IT will be recalled that when educational instruction for the mineral industry began at Freiberg, at the beginning of the eighteenth century, the original aim was to organize and systematize the procedures previously followed by young men in gaining -familiarity with the technology then in use. There must have been many other ideas current, even then, as to just what a young man needed to learn in order to become capable of assuming 'responsibility for the supervision and direction of such technical work. The problem in Europe was decidedly different .from that in nineteenth-century America, because some of the European mines were actually owned and operated by the governing authority and the others were supervised, regulated, and taxed by it. The American problem was the e5cient performance of technical operations; the European one was regulatory supervision. It was natural, therefore, that in the development of educational processes in Europe stress was laid on those factors which conserved and protected the interests of the state. The study of mineralogy and geology, leading to correct judgments as to the workability and value of mineral deposits; assaying, which gave the means of quantitative measurements, as did surveying; chemistry, which furnished a better basis of understanding for assaying, mineralogy, and geology; and physics and mathematics, which are the bases for the understanding and efficient use of mechanical appliances, became the core of systematic instruction, for the mineral industry. It was early recognized that men could learn more than was already known about all of these subjects and education took on that dichotomy which still characterizes it; the teaching of established knowledge to the unlearned, and that of extending of the bounds of knowledge, now loosely termed research, which after two and a half centuries of work still shows

I. INTRODUCTION The object of this paper is to enlarge the field of settling velocities treated by me in my former papers, Close Sizing Before Jigging, and Sorting Before Sizing.' There seemed need of work both on coarser and on finer sizes. Messrs. A. Sidney Warren and M. L. Nagel undertook the investigation for the coarser sizes, from 12.85 mm. down to 2.05 mm. diameter. Their work, because of the closer spacing and because of the increased number of observations and consequent stronger averages, called for a revision of the former work. Messrs. G., A. Barnaby and Ralph Hayden undertook this part of the work, from 2.49 mm. down to 0.28 mm., which is near the limit of sifting. Their work covers the ground much more minutely and comprehensively than the former papers. There remained to be covered the portion of the field too fine for investigation with the sieves. This part, covering the range of grains from 0.48 to 0.03 mm., was undertaken by Mr. E. S. Bardwell. For it he used the elutriation method. II. THE FIRST, OR COARSEST, SECTION OF THE FIELD. The first desideratum in this investigation was a series of sieves for sizing the sands preparatory to making the tests. It became necessary, therefore, to decide on a sieve-scale for this purpose. A sieve-scale is a series of sieves in which the dimensions of the holes of the successive members form a series increasing by a. definite ratio. FiRst I must express my deep appreciation for the honor of being privileged to give the Howe Memorial Lecture this year and at the same time my feeling of inadequacy to do justice to the subject. The first Howe lecturer was most fittingly, Professor Sauveur, his contemporary and friend, and the subject was beta iron. Last year the second Howe lecture was delivered by Dr. Mathews, one of his most distinguished pupils, who spoke on austenite. This year, the Howe Professor of Metallurgy was chosen to deliver the third annual lecture, and the subject ought to be martensite. No one but Professor Sauveur could have brought to life what was considered by many to have been dead and buried, and he so persuasively and convincingly proved to us by his experiments the existence of something that the followers of that new cult "X-Ray and Crystal Structure " would have us believe is simply alpha iron. And Dr. Mathews from his wide practical experience was so easily able to convince us that austenite was not only the most wonderful of the iron-carbon series, but that it was the wonder alloy of the future. If I were to follow in the footsteps of my distinguished predecessors, I would talk to you about martensite. But when I had planned this lecture, I found that I was writing about Professor Howe and his work and his influence on the science of metals of today, and that martensite had become the secondary theme. And when finally I was obliged to choose a title, I remembered that it was in 1901 I came from Roberts-Austen with a letter of introduction to his very dear friend, Henry Marion Howe, at the Columbia School of Mines, to continue my work at the next bench to Dr. Mathews. Since then a quarter of a century has gone by, and during that time all branches of science seem to have been remade, so great has been our advancement in knowledge and discovery. And now that Metallography has finally established its place as an important branch of science, with its own textbooks and literature, I would like to review what seem to me to be the most important advances we have made in the last 25 years. To do this, I would start with Howe's "Iron, Steel and Other Alloys," and end with Jeffries and Archer's " Science of Metals." ATHOUGH turquoise mining was, so far as we know, the first large, well-organized mining operation,' gem mining, from the Roman con-quest of Egypt until the opening of the South African pipe diamond mines some 50 years ago, was largely carried on' by individuals 01' small companies in a relatively primitive way. Now" however" gem mining does not yield in efficiency or in scale of operations to the mining of other mineral products. In 1926 the diamond mines of the world milled some 9,000,000 cu. yd. and produced 0,43 cu. yd. diamonds, a remarkable example of concentration. The Premier Diamond Mining Co. up to Oct. 31, 1927, had milled 116,455,550 loads (each of 16 cu. ft.) from which 26,-217,144 carats of diamonds" worth £29,897,971 2s, 9d., were recovered. The Burma Ruby Mines, Ltd., operating sever-al alluvial mines in Burma in 1911-12, mined and milled 1,479,845 truckloads of gemmiferous earth for 15c. per load. We of the industry can there-fore, with good grace, disclose some of the myths and also describe some of the primitive mining methods of the, dark ages of our industry. The methods, so far as I know, were not patented, and if they were, the patents have expired, so that engineers in other branches of the art are free to use them if they see fit.

THE best estimate on reserves of iron ore in the Lake Superior district is that made, in 1920, by Mr. R. C. Allen, amounting to 2,947,225,000 tons of assured and probable ore. This includes direct- shipping or so-called merchantable ores, and those capable of beneficiation by demonstrated processes. De- ducting from this the 287,000,000 tons shipped since 1920, leaves a present reserve of approximately 2,500,- 000,000 tons, or; about 50 years' supply. The assured ore in this estimate is given as 1,560,500,000 tons, which checks Mr. Lake's estimate of 1,528,948,000 tons, or about 30 years' supply. This is not a long time in the life of the steel industry, and it can be readily appreciated that the matter is important enough to war- rant the attention it is beginning to receive. The first question that engages our attention is, What is merchantable ore? In 1902 the average of all Mesabi shipments was 56.07 per cent iron and 4.35 per cent silica. Twenty-five years later it had dropped to 51.99 per cent iron, with silica up to 7.92 per cent. It has remained around these figures for' ten or twelve years and, except for a probable rise in silica, can stay there for an indefinite period. Most of these figures I am giving cover the Mesabi Range. Including the other ranges does not change the figures greatly, and the Mesabi Range commands the situation, since it produces about 65 per cent of the total annual tonnage and, according to Mr. Allen, contains 81 per cent of the assured reserves, 50 per cent of the probable reserves, and 66 per cent of both the assured and the probable reserves.

I have been requested to present a paper on the slag from the basic Bessemer process, as prepared for fertilizing. Since Professor W. B. Phillips presented at the Birmingham meeting, in May, 1888, an able paper* on this subject, as it had been developed up to that time, there is little for me to add. Perhaps later practice may be best expressed by the homely proverb, " The proof of the pudding is in the eating." As the Pottstown Iron Company is the only concern manufacturing basic Bessemer slag in this country, the writer's personal experience in the use of it may be interesting. Our slag averages: P2O5, 21.37; SiO2,, 5.10; MgO, 5.90; Al2O3, 4.01; MnO, 5.56 ; FeO, 12.00; Na2O and K2O, 0.80; CaO, 45.26; total, 100.00. This gives over 76 per cent. of phosphoric acid and lime. In using this material for several years past on my lawn and garden, I have found it better than anything else I have ever tried ; and I am sure that any of you who had seen my green grass last month (January), wherever the ground was bare from snow, as bright as in early fall, would be forced to acknowledge the advantages of this soil-enricher. The grass on my private lawn, and around the company's office, is green the whole winter; and we have raised very good sod, by the use of this phosphate, where, without it, we were unable to get the grass to grow either from seed or by repeatedly sodding. The same statement applies to garden-truck; when the soil was first broken up, a good crop of vegetables was easily raised. My own gardener has had several premiums from Philadelphia seedsmen (notably, last year, the first premium for sugarcorn raised in the first part of July, being the first sample sent them). Our method of applying this material is to grind the slag very finely, so that at least 60 per cent. of it will go through a 150-mesh screen (i.e., say, 22,500 meshes to the square inch), and 90 per cent. through a 100-mesh screen (i.e., 10,000 meshes to the square inch). This fine grinding seems to be the main condition of success.

This is the Centennial year of AIME and many of us reading this issue of ' will be getting ready to attend the Centennial Celebration in New York from February 26 through March 4. The officers of the Division sincerely hope that a large number of our members will attend the fine technical sessions and social functions arranged for this really big meeting. The year 1971 will be a crucial one for MBD. This SME Division is a working group organized "to furnish a medium of cooperation among those interested in the basic unit processes and unit operations of minerals beneficiation; and to promote the advancement of this branch of mineral technology through meetings for professional intercourse, and to stimulate the preparation, reading discussion and circulation of papers connected therewith." No one can deny the worthiness of these objectives or minimize the efforts that Division officers and members have made to attain them. Much has been done over the past several years to achieve a smooth-running and effective MBD organization. However, there is still room for improvement and much more needs to be done in order to provide the best possible services for the membership and the profession.

(Presented at a Meeting of the Spokane Local Section of the Institute, Feb. 17, 1912, and accepted for publication in the Bulletin. ) WHILE I am not at the present time engaged in active mine-management, my duties permit of extensive study and examination of many mines, mills, and reduction-works in various places throughout the United States. Being much interested in efficiency-work in general, and an ardent reader of writings on this subject by Frederick W. Taylor and others, as applied to manufacturing-plants, and having served my apprenticeship from mucking to the engineering design of ore-dressing and underground plants, I hope that this paper will lead others to investigate the field more fully, to the improvement of general mine- and mill-operations, as well as the advancement, intellectually, physically, and financially, of the employee and his relations with the employer. If a man who is prepared to look closely and observe broadly starts in Canada and zig-zags from camp to camp to southern Mexico, taking time casually to inspect mines, mills, and smelters, he will be pitifully impressed by the great difference in customs, and the general waste of labor, time, and money throughout the country. He will so seldom observe a dollar's worth of results given in exchange for a dollar spent that he will form a poor opinion of operating-efficiency and management. This highly-scientific department, requiring an amount of skill and executive ability equaled in few, if any, of the professions, certainly falls short of the standard established in our greater manufacturing industries. It is easily said that this is due to the diversity of conditions in mining, milling, and smelting. But on second view it must be admitted that there is room for tremendous improvements in nearly every mining-organization. INCREASING variety of interests among mining geologists is becoming more and more marked, as the frontier of their science and of its applications continues to expand. Each of the traditional lines of inquiry provides its crop of new and better defined problems, and answers to them are being found in far more precise terms than in the past as older uncertainties .are swept away with the sharper techniques and the even sharper ideas of modern geology. A glance over the assemblage of projects and publications in 1939 reveals conspicuous activity in many different parts of the front, such as the attack on the controversial question of the acid or alkaline character of ore-forming solutions, the place of mineral districts in the larger structural framework of continents, and the place of ore shoots in the local patterns of districts.
