Mine planning is a complex function and also a vital one. The quality of the planning has a profound effect on the efficiency and the economics of every mining operation. It is therefore important that the function should not be reliant upon only a few techniques but should have command of an orchestra of them. Then the most appropriate can be selected for each application or, if it is advantageous, a group can be employed in concert. This paper introduces peripheral algebra as a set of techniques which should be included in the mine planning orchestra. Its objective is primarily to stimulate more development not only of these techniques but also others of a similar kind which will increase the effectiveness of mine planning.

Stochastic methods are normally invoked / used to assist with the understanding of risks, when there is uncertainty around a particular outcome. Uncertainty implies that there is a risk that the desired outcome will not be realized. Stochastics and probability theory has long held out the promise to answering this need, but has often been maligned because of its misuse. This paper takes a critical look need for Monte Carlo simulation to project risk evaluation and highlights what is considered to be the fundamental issues that should be thoughtfully considered to avoid the abuse of this technique. The upside of avoiding the abuse of this technique will be the wider acceptance by practitioners that it is a credible technique to quantify this important aspect of valuation.

The determination of the optimum cutoff grade for a surface mine may be very different from that of an underground mine because a selectable mining method may be used in the latter case. A review of research into the theory of cutoff grade is made and then a new method, based on Optimal Control Theory, is presented. This method uses a Hamiltonian function to assist in obtaining the solution. It is shown that the life of a mine can be divided into three parts: a beginning period bf planning before mining; an intermediate period when both an average price and market information are used continually to adjust the cutoff grade; and, a final period when the main consideration is the current market situation.

(Fellow) The influence of energy-recovery systems on the rise in temperature of water going down mines is examined. It is concluded that the, cost benefit of such systems, deriving partially from the reduced temperature rise in situations where cold water IS sent underground from surface, would more than justify the installation cost.

"A new approach is proposed to perform relativistic comparisons between alternative operational risk management solutions by taking into account the impact of each operational activity on overall system performance. A specific case study, to which this new approach is applied, involves the deployment of safety systems in underground mining operations. Conflicting objectives to be satisfied are the minimization of risk to human lives and the minimization of production losses. As the focus in this case is primarily on the mitigation of risk, the approach that was applied is referred to as activity-based risk (ABR) analysis. Existing development process and risk management methods used in the South African mining environment were analysed by means of observations, a case study, technical documentation, and literature review. It was evident from this analysis that a discontinuity existed between the acquisition and operational phases in terms of the management of safety risk in the acquisition of electronic safety equipment when viewed from a full lifecycle perspective. This discontinuity could be addressed by defining a risk perspective in the system development phase by employing ABR in the preliminary design phase of a system’s engineering life-cycle. The focus of the ABR system development process is to find the functional definition and configuration of safety equipment that addresses both safety and productivity when taking into account human performance variability. In doing so, a balance between productivity and safety is found in a relativistic sense. IntroductionIn any system life-cycle, two major phases exist, namely system acquisition and operation (including maintenance). A distinction is made between acquisition and procurement, where acquisition includes system development and integration as specific engineering activities. In the development phase of a new system, conceptual design, preliminary design, and detail design phases follow in this order to define a complete system, after which the system is put into production and implemented in an operational environment—these activities chronologically define system acquisition in the context of this paper. It is not uncommon that differences exist between the risk management perspective during acquisition of a system and risk management perspective during operation, where nontechnical aspects are often ignored during acquisition, but are then encountered and found to be problematic during operation (Leveson, 2012). These differences also exist in the mining industry."

Long blast hole drilling has been successfully implemented since the 1950s in caving operations, steeply dipping wide reefs and boxhole/raise developments worldwide. However, when applying long hole drilling to narrow tabular reefs, the challenges of achieving high economic drilling rates, combined with acceptable accuracy and appropriate powder factors have yet to be overcome. The focus in this paper is the selection, application and optimization of long hole drilling equipment at mining operations shallower than 2 000 meters. The drilling, blasting and cleaning operations have to be optimized as a process if maximum production at minimum per unit cost is to be achieved. For this to be possible, it is essential that the mine design and layout match the mining process being implemented. The critical parameters affecting the sustainable implementation of long hole drilling in stoping applications for platinum mines are improved safety and higher production rates compared to conventional methods. In terms of drilling, both top hammer and down-the hole hammer configurations have been considered. For economic drilling, the benefits of monitoring and optimizing performance (i.e. drill bit rotation, thrust, and percussive power) for specific rock types are discussed. While the drive is for longer, more accurate, smaller diameter holes to reduce drilling costs, the design of appropriate blast hole patterns and the corresponding charging and initiation systems is crucial for success. The effect of hole diameter and pattern on the powder factor, when comparing small diameter, shorter holes versus large diameter, longer holes, is a major factor in achieving good blasting results. Once appropriate drilling and blasting have been implemented, the cleaning process becomes a potentially critical operation to ensure the production, cost and safety goals are met. Hence, the blast hole pattern and charge have to be integrated for optimal fragmentation to suit the cleaning cycle for maximum production output. Providing that long blast hole drilling is applied as a process in a planned, committed and well-managed manner, the benefits in safety, production and cost over conventional methods should be achievable. However, if the implementation process is not planned and supported by all parties concerned, it will not be possible to succeed in the new operation. Hence, an implementation or roll-out plan of new technology is crucial for success.

"Understanding the influence of feed material mineral assemblage on spiral separation is paramount for the successful and consistent operation of a spiral plant. Plant stability is required to maintain high recovery of valuable heavy minerals (VHM). Standard material analysis methods used in the heavy mineral industry to evaluate spiral separation behaviour are unable to quantify performance differences in the case of large variations in feed assemblage. This study illustrates a systematic approach to evaluate spiral separation performance. This technique was applied on a four-stage spiral plant. The performance information was used in a circuit simulation to clearly illustrate the importance of correct setting of the spiral splitter position and resulting spiral mass loading to ensure optimal circuit stability and maximum VHM recovery.IntroductionHeavy mineral sands deposits generally consist of naturally fine-grained, free-flowing sand due to the way in which the deposit was formed. The size of the heavy minerals market is roughly 8 Mt/a of zircon and titanium combined (Iluka, 2013). If an average combined feed grade of 5% zircon and titanium and an average combined overall product recovery of 80% are assumed, the resulting run-of-mine feed tons that would require primary spiral beneficiation is 200 Mt/a. The number of spirals required for the processing of this material, assuming 6500 operating hours per annum, an average of 2 t/h per start, and the same number of rougher spirals as other duty spirals, is over 30 000 spirals for the heavy mineral sands business alone. These numbers clearly illustrate the importance of the spiral in the heavy mineral industry.The aim of a spiral plant in the primary processing value chain of a heavy mineral process is to reject non-valuable quartz (a light mineral) from various valuable heavy minerals (VHM). The product from the spiral plant is a heavy mineral concentrate that has a reasonable grade (more than 90% heavy minerals) at a reasonable heavy mineral recovery (greater than 90%). This benchmark is fairly easy to achieve if all the mineral particles are well liberated (as in the case free-flowing sand), the feed is properly deslimed (-45 µm fraction removed to less than 5% of the solids mass), and the spirals are fed within design solids concentration (water to solids ratio) and design spiral load (dry tons per hour per start)."

The Tati Activox® Project will be the first full-scale implementation of the patented Activox® process (The Tati Activox® project was deferred in 2008. Please refer to the Norilsk Nickel press issue on the topic for more info). The process was developed by Norilsk Process Technology and has been tested on Tati mine sulphide concentrates in laboratory, pilot and demonstration plant scales and demonstrated its viability. There are inherent risks to the final scale-up of the process from the demo plant and one of them will be investigated in this paper. Compartment 1 is designed to leach approximately 77% of the total nickel leached. For this reason agitation requirements in the first compartment of the autoclave are reviewed. An attempt is made to minimize the process and mechanical risks associated in achieving oxygen mass transfer into the slurry solution. The agitator powers for oxygen mass transfer are calculated using empirical correlations and compared to demonstration plant testwork. The resulting gassed power per unit volume (P/V) is higher than most commercial autoclaves and raises uncertainty on the viability of using such high unit power inputs. Additionally, there is concern about the ability of the autoclave shell to withstand and support the higher loading of large agitators. An alternative solution to designing for the increased P/V is assessed in which the number of compartments within the autoclave is reduced from 5 to 4 by removing the compartment wall separating compartments 1 and 2. This results in an enlarged first compartment containing 3 agitators instead of 2. Therefore the compartment 1 oxygen demand is supplied through 3 agitators, which lowers the P/V per agitator. The reduction in the number of autoclave compartments raises the potential for short-circuiting the mean flow pattern by slurry particles. Short-circuiting and low velocity zones could result in a lower recovery of metal and localized hot spots, respectively. A computational fluid dynamic (CFD) analysis was conducted to quantify these concerns and also to evaluate further design considerations. The results indicate that the proposed design change to 4 compartments affects short-circuiting. The impact of increased short-circuiting on the overall autoclave recoveries is not quantified, however; it is expected to be negligible based on testwork done in the Tati Demonstration Plant and similar modifications made to another operating autoclave. The CFD analysis also suggests that there will be no low velocity zones within the compartment.

The contribution made to the economy of South Africa by the-minerals industry is discussed according to four of its aspects. Firstly, the industry supports both students and lecturers in technical and academic institutions. This support covers virtually the whole range of courses available at the universities and technikons, although most is obviously devoted to the engineering and science faculties. Secondly, the industry makes a direct financial contribution to the State in that it contributes about40 per cent of the State's receipts from direct tax paid on incomes and 30 per cent of the contributions to the total State revenue. It provides employment for 28 per cent of the total active labour force, and contributes 24 per cent directly to the gross domestic product. Thirdly, the industry is responsible for over 65 per cent of the country's foreign earnings in spite of the significant rise in exports from the manufacturing sector. South African minerals are of crucial importance to the word, since the country has the world's largest reserves of seven minerals and features very prominently in many others. Finally, the industry makes an indirect contribution, referred to as the multiplier effect. This is the ripple effect on the economy made by a large injection of momey by which that money acquires an added effective value. A study made of the total production of the mining industry in 1978, for instance, showed this multiplier to havea value of 1,5. Thus, if this effect is included, the industry's contribution to the gross domestic product is 44,S per cent. Similarly, the industry is responsible for the creation of jobs both within itself and in other industries, which could amount to 100000 for the period 1981 to 1935.

In a first for the diamond industry, Koffiefontein Mine in the Free State, South Africa, opted for the front cave mining method to extract a 90 metre high block of kimberlite ore. Block caving, because of its high initial capital requirements, resulting in a negative internal rate of return (IRR),was ruled out as a feasible mining method for Koffiefontein Mine. Front caving is essentially a combination of the traditional block cave and sub-level cave mining methods, but uses two or more levels of retreating drawpoints. Two extraction levels, in the case of Koffiefontein Mine, are spaced 12 m apart vertically, with the upper 478 m level (48Level) acting as the undercut/extraction level, and the lower 490 m level (49 Level) as the extraction level. Caving is achieved by undercutting a small column of ore, which is then drawn, on both the 48 and 49 Levels, until the planned extraction percentage is achieved. The next column of ore is then mined by advancing the undercut (48 Level), and the process is repeated until the entire ore block is depleted to the contact. Caving-by-gravity techniques of mining rely on closely controlled draw of the caved ore to ensure proper caving action and to minimize the dilution of ore with waste material from the open pit. This paper discusses the need for, and implementation of, a draw control system at Koffiefontein Mine — a computerized production management system, and a draw control system based on linear programming, to allow control over the draw rate and mining sequence — a major factor in all production planning to optimize production efficiency, ore recovery and cave management. Palabora Mining Company is operating a copper block cave mine in the Limpopo Province of South Africa. The mine was developed in the late nineties with a target ore reserve of 220 million tonnes of carbonatite at 0.69% copper. At 30,000 tonnes per day the operation had an estimated life of mine of approximately 23 years. Cave induced open pit side wall failure occurred in late 2004 with 130 million tonnes of waste reporting to the bottom of the open pit. This failure resulted in potential sterilization and dilution of the ore reserve and subsequent reduction in life of mine. Physical and numerical modelling indicated potential losses of up to 30% of the original ore reserves. Cave Management tools based on throughput principles are utilized to manage the failed waste ingress and ensure an optimum life of mine. Extracting the maximum rate possible, as soon as draw points are commissioned, with the view of achieving the highest production in the short term, is any mining operation?s goal as more money is required sooner. This approach, of course, improves the cash flow but presents a risk in the cave propagation profile as overall draw control is compromised. At Palabora it is evident from a Mineral Resource Throughput Management (MRTM) point of view that maximum production in the short term is not the solution. If high production rates are achieved and the profile of the cave is not manage correctly, this results in failed waste reporting to draw points earlier with adverse effects on grade. This would effectively and significantly shorten Palabora?s Life of Mine. The applications of good MRTM principles are required to assist the value chain for sustained profitability. The process commenced with change management paving the way for a better understanding and a holistic view for all role players.

The main purpose of this paper is to introduce the main strategic restructuring aspects of companies that are directly (coalmines) or indirectly (companies that depend on coalmines) linked to coalmining. An attempt is also made to determine the principal factors required for the successful execution of a restructuring process in companies focused on the basic activities of coalmining, such as companies that provide supporting activities. The restructuring process exerts an influence on the whole area that relies on coalmining. So coordination of activities among the government, the local community, and the coalmine is very important. This is the major premise of this paper. The first section of the paper focuses on identifying and analysing the key factors in restructuring and a selection of key methods, drawing on past and present practice. The key factors to be considered in a model of enterprise restructuring in the coalmining sector are considered. The second section is dedicated to the actual design of the model of enterprise restructuring in the coal industry. The proposed model is based on positive experiences in the restructuring of coalmining companies in Europe, with an emphasis on Slovenia, successful approaches to crisis management in corporations, and identifying key areas in bringing about a strategic turnarounds in company operation. To support the argument for the key business areas, a brief summary of empiric findings has been included to demonstrate the applicability of the proposed model and the restructuring process. The summary is based on the survey done in both Slovenian coalmining companies (especially in Velenje Coal Mine) and their subsidiaries. Geologists in some underground gold mines collect grab samples from broken ore piles or trucks as a method of grade control. It is often known as muck sampling. Generally, the goal of grab sampling is to try and reconcile the mined grade at the ore source to the predicted grade and/or predict the mill feed grade. The mass of the sample collected is limited by health and safety issues, as well as the capacity of the laboratory to process the samples within a given timeframe. In general terms, grab sampling is known to be problematic because samplers tend to over sample the fines, and/or pick out high-grade fragments; surface sampling of piles does not test material within the pile; muck piles in development drives/faces are likely to be zoned due to the blasting sequence; high or low-grade material may preferentially segregate in the pile during mucking; the five percent mass reject size of the material in muck piles is very large from underground blasting; some correlation usually exists whereby the larger fragments are enriched or depleted in the critical component of value; and the average error made in estimating the true stockpile grade is likely to be high. The method is prone to chronic fundamental sampling, grouping and segregation, delimitation, and extraction errors. Substantial warnings must be given with respect to the use of grab sampling for grade control in gold mines. The method may appear to work sometimes, which can be attributed to a fine gold particle sizing and more disseminated distribution. As with all sampling methods, its appropriateness must be determined by ore characterization and heterogeneity testing to ensure the method suits the ore type.

"In this paper a discussion is presented of a program designed to produce a 40-day production forecast for an underground stoping system.The program is intended to be a tool for the operations department in an underground mine, and is designed to utilize data readily available from production reports. Brevity of data input, ability to revise slope conditions easily and the accuracy of starting stope status are stressed. Applicability of the program to a wide variety of sloping methods makes the program potentially useful in a large number of mines.The general functions of the program subroutines, and input and output lists are discussed. An example is also given of a stope in operation for a three-day period, which shows how the program can handle production irregularities as they arise."

I have given my talk the title 'The Quest For Competitive Edge', because the net effect of the changes taking place is that competition is increasing. This paper outlines the tax provisions that became defective in January 1992, which allow a working mine to make tax-deductible contributions to a dedicated environmental body that is itself not subject to tax. Such a body will then provide a source of funding for the mine's future environmental expenditures. It is concluded that the establishment of such environmental bodies is a financially sound, tax-effective route, allowing mines, prospectors, and quarry operators to provide for future environmental rehabilitation.

There is an ample supply of all the raw materials required for the future development of the industry, with the possible exception of coking coal. Improved methods of coke production are being developed. It is anticipated that steel production will reach eight million tons per annum by 1980. New techniques and equipment for refining steel will be installed, together with new processing equipment. The most serious problem now facing the industry is the acute shortage of labour.

The above paper gives a fair amount of information and is a useful addition to the literature on a subject of growing importance. I believe that more experimental results could have been given, together with more details of the modifications made to the plant that enabled it to operate with the success mentioned in the paper. One important omission is a definition of the word fines. As pointed out elsewhere!, this word is used very loosely.

A description is given of the design of the continuous ion-exchange demonstration plant at Blyvooruitzicht Gold Mine, including details of the process design, the column construction, and the control system. The operating and process results gathered over a period of seventeen months are summarized, and development work and modifications to the process are discussed. It is concluded that the system comprising continuous loading and continuous elution is technically feasible and can be scaled up with confidence.

The ?Poisson effect? is defined and characterized. It takes place even when the material to sample is not liberated. Gy, Pitard, Ingamells, and others, including the author, recommend that a minimum average number of particles of mineral of interest characterize the recommended sample size. How many? Recommended numbers range from 6 to 40 particles depending on authors, corresponding to standard deviations of 41% to 16%. Some guidelines are proposed, and the often alleged ?double-Poisson? effect is examined.
