Mr. B. Neilly: A week or so ago the Secretary was good enough to forward me an advance copy of this paper by Mr. Logan and it was suggested that I comment on it at this meeting. At that time I was not very certain that I would be here, so I committed my thoughts to paper. As a matter of courtesy to Mr. Logan, I sent him a copy of my proposed remarks and I would like to give you just what I sent to him. Appreciating fully Mr. Logan's ability and many sources of information, one naturally hesitates to question anything seriously set forth as his considered opinion. Neither does one of my political stripe like to accuse him of being too 'conservative.? However, in places his paper reminds me of another general manager of a Canadian bank. While I was still Secretary of the Ontario Mining Association, this general manager wrote asking for our forecast on the current year's mineral production, stating that he proposed to refer to such production figures in his annual address to his shareholders. The request was considered very complimentary to the Ontario Mining Association and, in my opinion, justified a great deal of serious study and effort. Finally, the estimate was prepared and forwarded, showing a modest increase over the previous year's total. Picture our surprise and chagrin on reading his address to find that he predicted not an increase but, if you please, a decline of over $10,000,000. Before I cooled off I wrote asking the basis of such a prediction and got a reply to the effect that men in his position had to be ultra conservative in picturing the future.

Oil sands petroleum coke (OSPC) is a by-product of coking - a high-temperature process that converts the mined bitumen to the synthetic crude oil (SCO). For every barrel of the SCO produced, about 20 kg of OSPC are generated. Over 70 million metric tons of OSPC have been produced and stockpiled as a result of the development of oil sands industry in the past few decades. Unlike conventional petroleum coke, OSPC has uniquely high impurity contents, particularly sulphur (~ 7 wt%) and metals (e.g. vanadium at ~0.15 wt%), which has hindered its large-scale applications as a solid fuel. Vanadium is a valuable metal that is widely used as an alloy for strengthening steels. The stockpiled OSPC contains about 100,000 tons of vanadium, while the world’s production in 2013 was only 75,600 tons. At the current price of $25US/kg, the OSPC-bound vanadium represents a total value of $2.5 billion US dollars. In this work, we investigate the technical feasibility of extracting vanadium from OSPC. The work focuses on the characterization of vanadium in OSPC and the conditions for effective extraction of vanadium from the OSPC.

During the last decade Antofagasta Minerals? Los Pelambres Mine has dramatically increased its ore throughput following the fast initial phase ramp up through a series of planned incremental expansions. The original 85,000 mtpd, two SAG line plant was commissioned in 1999 and rapidly exceeded nameplate tonnage in only a few months. Following this, the inclusion of a pebble crushing circuit resulted in throughputs in excess of 114,000 mtpd and a recent, final third line SAG and ball mill addition have taken the plant to over 175,000 mtpd even with increasing ore hardness and changing ore feed characteristics. The progressive changes are described in this paper together with how the technical challenges have been met.

The Wallaroo smelter on the Yorke Peninsula, South Australia commenced smelting operations in 1861 treating ores from the nearby Moonta and Kadina mines. The plant expanded and modernized on several occasions and was a leader in the successful introduction of new technology to improve operations. It operated continuously until 1923 when local mines became exhausted; in the closing stages of the 19th century it was the largest copper smelter in the world outside of those in Swansea, Wales. In 1892 a small electrolytic refinery was established at Wallaroo, the first in Australia, based on principles developed by Elkington at Pembrey, Wales in 1869. The Wallaroo refinery was specifically built to recover gold and silver from copper produced by smelting gold-containing feed materials shipped from Western Australia. This first venture into electrolytic refining was replaced in 1903 by a somewhat larger refinery which, although modest in size for its time, with a capacity of about 1000 tonnes of cathode copper per year, was very productive in precious metals. Anode copper was produced by an updated version of the reverberatory-based Welsh process until 1910 when barrel-type pneumatic converters were introduced based on American practice; subsequently, anodes were cast by tapping the precious-metals rich "bottoms" portion of converter copper as produced at about one-fifth into the copper blow. The present paper describes the Wallaroo refinery, its anode supply and products, supported by initial observations on a sample of a Wallaroo cathode held in the collection of the South Australia Museum, Adelaide SA, Australia. INTRODUCTION Australia ranked 6th in the world for copper mine production in 2018, with an output of 918,000 tonnes of mined copper, after Chile, Peru, Congo, China and the USA; about 40% of Australian mined copper was smelted in the country. Interestingly, the world ranking of Australia in mined copper has, with a few variations, remained about the same for more than 100 years – of interest, it was also the 6th largest country for copper production at 21,089 tonnes in 1899. At that time, all or most of the copper was smelted in the country (Mackey, 2016). Copper was first discovered in Australia in 1842 in South Australia not far from Adelaide; additional copper discoveries in the region soon followed. At first, copper ore was shipped to Swansea, Wales for smelting (Bampton, 2003). However, in addition to the long, 150 day one-way sea passage, it seems Welsh smelters preferred higher grade of ores – these aspects and likely a mood in the new colony to be independent of Swansea (Evans, 2014) evidently encouraged local smelting at the mine sites using small, Welsh-type reverberatory furnaces fired with hardwood as fuel and operated by Welsh and Cornish migrants. The first large copper smelter in Australia commenced in 1848 at Bremer, near Callington some 60 km east of Adelaide. With larger discoveries on Yorke Peninsula, the Wallaroo copper smelter at Wallaroo Bay on the west coast of the peninsula commenced operations in 1861 (Bell & McCarthy, 2008). Thus began one of the most successful, and in its day, one of the most advanced and innovative plants in Australia if not the world. IN REGENT YEARS, blast furnace operators have found it necessary to improve their technology in order to handle increasingly low-grade feed and yet satisfy the demands for greater tonnages of metal. Studies have been made covering several aspects of the problem, and in this connection the slags produced in the iron-making process have been critically examined with a view to discovering the slag with the optimum properties for a given operation. A good slag should combine, as far as possible, the properties listed in Table I. Unfortunately, some of these desirable properties are incompatible. For example, the advantage of the small ?bulk of a low-flux slag is offset by its low desulphurization potential and high viscosity. Similarly, a very fluid slag increases refractory wear. It will be seen, then, that a balance must he struck between these conflicting requirements. In the .present paper only the melting relationships of blast furnace slag ?compositions will be considered in detail. In interpreting the data herein presented, the optimum property requirements listed in Table 1 must strictly be borne in mind. It should also be noted that the discussion presented here always relates to calcined fluxes, since this facilitates reference to the final slag composition. Thus, in making calculations pertaining to the ?burdening of the furnace, due allowance should ?be made for the fact that the fluxes are added as carbonates.

"THE Mindamar zinc-lead-copper mine, owned by Mindamar Metals Corporation Limited, is at Stirling in Richmond County, near the south-eastern shore of Cape Breton Island, Nova Scotia (Figure I). It is connected by several roads with the Canadian National railway at Sydney and St. Peters.The deposit is said to have been discovered around 1895 as an outcrop in the bed of Copper brook, but the details are obscure. Not until 1925, when it was optioned by American Cyanamid Company, was it developed underground. Between 1927 and 1938, the 1-nine was operated intermittently by The British Metal Corporation (Canada) Limited, and yielded approximately 200,000 tons of ore averaging about IO per cent zinc, 2 per cent lead, I per cent copper, and small quantities of silver and gold. In December 1950, Dome Exploration (Canada) Limited made an agreement with Mindamar Metaî Corporation Limited, which was exploring the old mine, to assume management and prepare the property for production. Production started in April 1952 with a new mill and a new four-compartment shaft, and between that time and the end of 1954 it has totalled 545,347 tons of ore averaging 5·89 per cent zinc, 1·35 per cent lead, 0·66 per cent copper, 0·032 oz. gold, and 2 151 oz. silver.The Mindamar orebodies are irregular lenses and large veins lying within a wide, almost vertical shear zone of remarkable persistency. The shear zone consists mainly of well-foliated sericite schist derived from siliceous siltstone, and it contains a vast amount of dolomite and magne-site of hydrothermal origin. Most of the ore is extremely fine-grained and some of the high-grade material has a conspicuous thinly layered structure. The metallic minerals, in order of decreasing abundance, are pyrite, sphalerite, chalcopyrite, galena, and tennantite; the gangue minerals, in the same order, are dolomite and magnesite, quartz, sericite, talc, chlorite, barite, albite, and alunite.The geological setting of the deposit is shown in Figure 2. Except along streams and lake shores, almost all of the bedrock is concealed by glacial drift. The group of rocks in which the deposit occurs consists principally of greywacke, siltstone, tuff, brecoia, and Javas, and has been correlated lithologically with the Bourinot group of Middle Cambrian age. A short distance west of the mine, these rocks are in contact along the Stirling fault with conglomerate, arkosic sandstone, and quartzite belonging to the Middle River group of Silurian or Devonian (?) age, which elsewhere in the area overlies the Bourinot group unconformably. The large bodies of granitic rocks in the region, and the large lenticular masses of diorite and quartz diorite associated with them, have been assigned by Weeks (5, pp. 68-69) to the Devonian."

"The high rock pressures at the deeper levels of the Tsumeb Mine have necessitated the changing of the mining methods and the introduction of cable bolts. After two rockfalls in the cable-bolted stopes, the mechanics of cable bolting were investigated. Practical methods were developed to find the best grout mixtures, the bond stresses between cables and cement, the bond stresses between rock and cement and the load on the cable bolts, which was mathematically calculated from data observed underground. The design of the cable bolt support system as used at the Tsumeb Mine is explained. GeneralThe Tsumeb Mine is in northern South West Africa/Namibia, approximately 400 km by road from the capital city, Windhoek, at an elevation of 1300 m above sea level. Mining operations in Tsumeb were started in 1905 by the Otavi Minen und Eisenbahn Gesellschaft and continued, with an interruption during the Depre ssion, until 1940, when the mine was closed and taken over by the Custodian of Enemy Property. The present owner, Tsumeb Corporation Limited, obtained the mine in 1947 and restarted the underground mining operations in 1949 after the mine was dewatered. Currently, the stoping operations are between 26 Level (840 m below surface) and 38 Level (1260 m below surface). In addition, the mine is an important silver producer and has produced 670,100 kg of silver since 1947."

"Dialkyl dithiophosphinates are a unique class of collectors used in the flotation processing of Cu- Au, complex polymetallic, and precious metal ores. They are known to exhibit higher selectivity and flotation rates for Cu sulfides, galena, and precious metal values in the presence of other gangue sulfides, than the traditionally used collectors such as dialkyl dithiophosphates and xanthates. They also have an attractive HSE profile. Historically, for most reagents used in flotation, practical methods of chemical usage have preceded detailed scientific understanding of how they work; this applies also to dithiophosphinates. Recently, however, the research community has shown significant interest in this chemistry, and numerous studies have been conducted to understand the fundamentals of interactions of dithiophosphinates with several base metal sulfides and precious metals. A critical overview of fundamental studies, laboratory ore flotation, and plant practice of dithiophosphinates is given in this paper. The findings from these studies are rationalized by drawing on concepts and insights from coordination chemistry. A comparison between the interactions of dithiophosphinates and dithiophosphate analogues with various minerals and metals is also made throughout. We believe that such a critical analysis/overview will be invaluable in identifying gaps in knowledge regarding this important set of compounds, which in turn may provide a basis for the design of studies that can advance understanding of their flotation performance. INTRODUCTIONDialkyl dithiophosphinates are an important member of the class of thiophosphorus compounds that are widely used in flotation beneficiation of base metal sulfide and precious metals ores. Ore flotation studies and plant practice experience have demonstrated their unique properties compared to the traditionally used sulfide collectors such as dialkyl dithiophosphates (their closest analogues) and xanthates. The predominant dialkyl dithiophosphinate used in the industry today is sodium diisobutyl dithiophosphinate (a.k.a. DIBDTPi; AEROPHINE® 3418A1 introduced by American Cyanamid in the late 1970s; Figure 1). The widest application of AEROPHINE 3418A is found in complex polymetallic ores of Cu-Pb-Zn-Ag, Pb-Zn-Ag, and Cu-Zn where it has demonstrated improved recoveries (and flotation rates) of sulfide minerals of Cu, Pb and Ag and selectivity against sphalerite, iron sulfides, and penalty elements (Mingione, 1991). More recently, it has also been used as a collector in the processing of Cu, Cu-Ni, and Ni ores (Guitard et al., 2015) and Cu-Au ores (Dunne, 2005). In general, it is considered to possess the collecting power of xanthates together with the selectivity (against pyrite) of dithiophosphates (Hope et al., 2003a, 2003b), while requiring lower dosages than those reagents (Guitard et al., 2015). AEROPHINE® 3418A has also found an important place in several targeted formulations to improve flotation performance. Other benefits of this reagent include higher flotation rates, having a better HSE (health, safety and environmental) profile2 compared to xanthate, and exhibiting resistance to hydrolysis and oxidation (Guitard et al., 2015). Compared to diisobutyl dithiophosphate (DIBDTP), which is known to contribute significantly to frothing (often leading to over-frothing), AEROPHINE® 3418A is observed to be froth neutral (i.e. it does not alter the existing froth characteristics). As is the case for other flotation reagents, the design and application of AEROPHINE® 3418A has preceded understanding of its behavior at a fundamental level. Recently, there have been numerous fundamental and application studies designed to develop a better understanding of its interaction with sulfide minerals and precious metals. The primary purpose of ore hauling model studies is to capture the variability of the ore delivery ? stockpiling process in order to improve the estimation of equipment capacities and achievable throughputs. The operation of a mine-to-site ore delivery system is the subject of a number of challenges. Typically, ore is hauled by a given combination of trucks, conveyors and trains. In addition, ore loading, ore transferring to another means of delivery, stockpiling, reclaiming, and further deliveries involve many other types of equipment. The concurrent operation of all these units is scheduled; nevertheless, they are subject to planned maintenance and random breakdowns. To support our engineering design work on ore hauling operation, discrete event type models were built for each specific task. Then, due to recurring demands, an ore hauling library was gradually compiled. The now available model library allows fast and efficient simulation of various mine-to-site hauling arrangement, adaptable to various mining and mine construction operations (e.g. bauxite, iron ore, copper ore and coal).

"A joint federal/provincial/industry subcommittee of the Intergovernmental Working Group on the Mineral Industry (IOWG) has published an informative and readable report on taxation matters concerning Canada's mining industry. The report, which was presented to the federal and provincial mines ministers in September 1986, identifies and discusses key tax issues relating to this industry. The report is mandatory reading for anybody with an interest in mineral exploration or production in Canada.IntroductionIn 1986, Canada's federal and provincial mines ministers were presented with an important report concerning the taxation of this country's mining industry. This document is important for a number of reasons, two of the reasons being: first, the report contains an objective analysis of the key mineral taxation issues of the day; and, second, the report is the product of a cooperative exercise involving representatives of various facets of the industry and government. The report should be regarded as compulsory reading for anybody who has an interest in fiscal matters affecting mineral exploration and production.The ""Report on Fiscal Proposals"" was prepared by a subcommittee of the Intergovernmental Working Group on the Mineral Industry (IOWO). The steadily increasing interest in high pressure grinding rolls (HPGR) as a legitimate alternative comminution technology for hard rock applications has led to a proportional increase in the demand for trade-off studies comparing HPGR with more established approaches, typically SAG-based but including AG and stage-crushing designs. The primary trade-off is between a) the higher capital cost typically incurred with HPGR-based designs and b) the higher operating costs of the more traditional technologies. However, if, through circuit design innovation, the capital cost penalty of HPGR circuits could be eliminated or reversed, then the need for trade-off studies would diminish.

Abstract-The Amazon region is characterized by the development of deep chemical weathering represented by widespread lateritic covers and soils. Two distinct periods of laterite formation can be distinguished: mature laterites from the Eocene-Oligocene (and locally from the end of the Cretaceous), and immature laterites from the Pleistocene. The older laterites occur on plateau landscapes, and the younger ones on widespread hilly to flat lowlands. Both types show complete or truncated profiles, generally covered by deep yellow to brown topsoils. The mature laterite profiles contain high concentrations of gibbsite and/or aluminum phosphate, whereas the immature ones are poor in these minerals. The Amazon region is rich in mineral deposits related to lateritic profiles. Some mineral deposits are of primary origin but were concentrated to economic grades by lateritic processes. The most important ore deposits are of iron, aluminum (bauxite), kaolin, manganese, gold, nickel, copper and phosphate. These are mainly related to mature profiles. The wide spectrum of ore deposits and mineralogical and geochemical complexity of the Amazon laterites has been promoted by: (1) the prevalence of ideal conditions for laterite formation throughout much of the Tertiary; (2) the presence of varied basement lithologies due to contrasting geological environments; and (3) a variety of epigenetic alteration types. The lateritic profiles show a well-developed ore zonation which is related to specific lateritic horizons. Iron and gold deposits occur in the ferruginous horizon, which is nearest the surface; the central aluminous horizon hosts bauxites, aluminum phosphate, strontium and gold; and the lower clayey horizon contains deposits of manganese, nickel, copper and kaolin. Resistate phases which residually accumulate throughout entire profiles include titanium (as ilmenite and anatase), chromium (as chromite), tin (as cassiterite), yttrium (as xenotime), and niobium (mainly as ilmenorutile). Epigenetic alteration, caused by swamp environments developed above truncated lateritic profiles, has led to the formation of high-grade kaolin and refractory bauxites. The laterites in the Amazon region contain most of all known kinds of ore mineralization related to laterite processes.

Originally developed as a step change in ultrafine grinding efficiency, the IsaMill? has made inroads into conventional ball mill and tower mill mainstream grinding duties during the last 5 years - beginning with the Anglo Platinum mainstream grinding projects in South Africa. At the 2006 SAG Conference, plant testwork on the incorporation of IsaMill? technology into the McArthur River (Northern Territory, Australia) Pb/Zn primary grinding circuit was reported. The IsaMill? has now become an integral component of that circuit, treating up to 1mm top size feed and directly producing P80 45 µm rougher flotation feed. Two 1.1 MW IsaMills? are now used in this duty contributing to a 27% increase in overall plant throughput and a reduction in rougher feed size distribution. In this paper, we report on the current state of development and performance of the IsaMill? in the primary grinding duty at McArthur River and also consider future directions.

In the planning phase of every construction project, layout of temporary facilities is a crucial task; site layout can affect safety, travel cost and time, construction productivity, and space utilization. However, site layout planning can be a complicated problem, due to the interdependency of influencing factors. Although interaction among activities is one of the major drivers of site layout planning, it has not been properly addressed in past research. In this study, simulation is presented as a promising tool to address this gap. The capability of simulation technology to model complex processes in construction projects makes use of simulation tools in site layout optimization problems effective, while existing methods are unable to perfectly model these problems, in some cases. Additionally, the advantages and challenges of implementing simulation are assessed and a generic framework for simulation application in site layout planning is proposed.

"Besshi-type Cu-Zn (-Ag-A u ± Co) deposits are tabular, stratiform volcanogenic sulphide bodies which are usually associated with mafic volcanic rocks of oceanic or intra-plate geochemistry, but which can also be found locally with ultramafic volcanics or subvolcanic mafic intrusions. A thick sequence of continentally-derived clastic sediment usually encloses both the mafic volcanics and the ore. Besshi-type deposits form subaqueously, in epicratonic rifting environments, more-or-less proximally, and as a result of hydrothermal convection in their subjacent mafic volcanic - clastic sedimentary piles. They belong to a rift -related metallogenic spectrum that includes sediment-hosted and Cyprus-type base metal deposits, and may diller genetically from these mainly with respect to rate and degree of crustal extension. Modern analogues to these deposits are f ound in the submarine volcanogenic sinters of the Gulf of California rift system.The associated lithologies and tectonic selling of Besshi-type deposits clearly distinguish them from Kuroko-type ores. This difference also seems to be reflected in their lead isotopic character. For example, leads from Besshi-type deposits in the Sanbagawa belt of Japan and from the Blue Ridge belt of southeastern U.S.A. lie on extended anomalous lead lines and have lowslopes in 207Pb/204 Pb - 206Pb/ 204 Pbspace (Sato and Sasaki, 1980; Leriuray, 1982), wheras those from most Kurokotype mining districts exhibit only narrow isotopic ranges and lie near or on the orogene growth curve (e.g. , Franklin et a I., 1981). More over, where Besshi- and Kuroko-type deposits are found in the same orogene, the former often occur earlier in the tectonic cycle than the tatter (e.g., Japan, the Norwegian Caledonides, the southern Appalachians and south-central Finland).Besshi-type deposits are not confined to any particular part of the world, or to any geological epoch. Moreover, in many mineralized belts, Besshi-type deposits are the predominant volcanogenic ore type. On a world-wide scale, deposits of this type therefore constitute an important base metal resource."

"Installation of a 3.6 km long raw coal conveyor in the Balmer open pit was undertaken to improve over-all haulage efficiency. This paper covers the rationale behind this project, system design and construction aspects and initial operating experiences. Where feasible, used equipment was installed to reduce capital cost and facilitate a tight construction schedule.BackgroundWestar Mining Ltd's Balmer Mine is located in the British Columbia Rockies, just outside of the town of Sparwood in the southeastern corner of British Columbia. The open pit mine, which has been in operation since 1969, currently produces about 6 million clean tonnes of coal per year, mostly for the metallurgical coal export market. Run-of-mine coal tonnages total between 9 and 9.5 million annually and waste removal volumes exceed 30 million bank cubic metres.The mine is a truck/shovel operation; loading equipment includes nine electric shovels, five front-end loaders and a hydraulic backhoe. The truck fleet consists of 40 units of 154-tonne, 181-tonne and 315-tonne capacity. The newer 154-tonne trucks are used for coal haulage for which they have been equipped , with tailgates to maximize their coal carrying capacity."

The history of the lighting of mine workings dates back to the early part of the 18th century, when small candles known as tallow dips, were used. These were set or held in a lump of wet clay. When looking for gas the flame of. the candle was reduced to a mere glimmer by surrounding the wick below the flame with clay. The candle was then very cautiously raised from the floor toward the roof, the observer screening the brighter portion of the flame with his hand and watching for the first appearance of the pale blue cap above the flame, even at that time, known to indicate the presence of gas. When this appeared the candle was lowered quietly and its flame extinguished before attempting to drive out the gas. A very common and dangerous practice adopted at that time was to get rid of the gas by firing it. This was done by a person selected for his nerve rather than for his caution. Dressed in a? suit of dampened sackcloth or leather, this man well termed a "fireman", would lie prone on the floor of the roadway and light the gas above him by raising his candle fastened to the end of a long stick. If he survived, which was not always the case, he would withdraw promptly to fresh air after the flame had passed over him.
