FOR a number of years, the Department of Petroleum Economics of The Chase National Bank has been conducting a study of the capital employed in the petroleum industry. The technique followed is that of combining and summarizing the available financial and operating data for a group of thirty representative oil companies, doing about two thirds of the domestic business of the entire industry. This paper presents the results of the findings for the year 1943, and supplements the survey, "Sources, Disposition, and Characteristics of the Capital Employed by Thirty Oil Companies During the Nine-Year Period, 1934-1942," presented before the Petroleum Division of the American Institute of Mining and Metallurgical Engineers on Feb. 24, 1944, and also published as a pamphlet by The Chase National Bank.

CHARACTERIZING the annual meeting as the biggest and best one yet has happened so repeatedly that some may suspect it has become a conventional phrase, like "good morning," and yet, what else can be said when not only one but all the many who express an, opinion use exactly those words, while the first of the two adjectives refers to a physical fact that is established by count. Perhaps there were hose who thought it not the best, but if so they were too tactful to say it out loud. So without further ado . let us admit that the one hundred and thirty-ninth general meeting of the A. I. M. E. held; as our By-laws provide, in New York during the third week of February, was the biggest and best of them all. Perhaps it is because we appreciate friendliness more as we grow older, but somehow the friendly atmosphere seems to rise slowly in temperature with the passing of the years. The actual atmosphere on the opening morning was quite the contrary, Feb. 17 being the coldest clay, so far, of this winter, and the suburbanites claimed that their thermometers had registered 5" below zero when they got up, though the official records of the weather man did not go that low. From that time the temperature steadily rose until Thursday afternoon, when the official record of 66" constituted a record high for Feb. 20 at New York. The weather man explained it by learned discussion of highs and lows, but we suspect the A.I. M. E. members must have had something to do with it.

Tungsten has the highest melting point of all the known metals, namely 3350 C.; it is one of the hardest of the metals; it has the highest equiaxing or recrystallization temperature after strain hardening, of any pure metal known. It is particularly distinguished because, when composed of small equiaxed grains, it is extremely brittle and fragile at room temperature, and when possessing a fibrous structure it may be ductile and pliable at room temperature. The common ductile metals act in exactly the opposite manner in this respect. The present paper will include a brief note regarding the manufacture of wrought and ductile tungsten. The metallography of wrought and ductile tungsten in the various stages of manufacture will be considered more or less in detail. The general relationships between the properties of tungsten and other metals will also be considered. A discussion will be given explaining why fibrous tungsten is ductile at room temperature, even though past experience with other metals would indicate that it should be brittle. Finally, a brief note regarding some new fundamental metallographic propositions relating to all metals will be given. Manufacture of Wrought and Ductile Tungsten Up to about 10 years ago, it had not been possible to work tungsten mechanically. About the year 1908, Dr. William D. Coolidge, of the General Electrie Go., produced ductile tungsten from what was then supposed to be an inherently brittle metal and which, in fact, was inherently brittle in its normal state, that is, when composed of equiaxed grains. Since that time many products, chief among which are the filaments for electric incandescent lamps, have been made from wrought and ductile tungsten. Tungsten is produced chiefly from the minerals wolframite and scheelite.1-8 The ores may be reduced in many ways. MOST mining engineers and geologists realize the value of photographs in their professional work. Members of each group use photographs to illustrate their reports, and articles and photographs, when available, will often save many words of written text in explaining some point or in proving some pet theory. No one hesitates to take aboveground pictures but many rarely take their cameras underground. However, underground photography, too, is really simple. I do not believe that anything new is offered here and the procedures given are merely a compilation of various methods I have tried and used, with some success, over the past six or seven years. The article will deal with photographs to be taken in metal mines, but only in those where no gas hazard exists, with resultant danger of explosions and fire. Some mining company geologists consider the camera a necessary part of their equipment and carry one on their daily trips to the various parts of the mine under their observation. The regulatory process by which governmental authorities acknowledge and, in turn, permit the location, construction, and operation of large scale energy-related facilities has become extremely detailed in recent years. One example of the detail that is entailed in the regulatory process is the number of permits that must be acquired by operators prior to the construction and operation of energy-related facilities. It has been estimated, for example, that 75 permits are required prior to the opening of a new coal mine in Pennsylvania while 50 are required in Kentucky. From the perspective of facility owners and operators the regulatory process often appears overly complex and may be perceived as a constraint to the corporate decision making process. From the perspective of those responsible for administering regulations, the process is perceived as a means by which public desires-pursuant to social objectives such as environmental protection and occupational safety-can be achieved. As a result of conflicting organizational interests, the clash between energy facility owners and operators and their regulators appears to be inevitable. Furthermore, the resolution of this conflict lies in the trade-off between objectives and the costs of regulation. The balance of objectives and costs is a subject of the political process and not a topic of consideration in this paper. This paper is concerned with the actual administration of regulations, that is, the implementation of that which arises from the interplay of organizational interests. The paper assumes that environmental control laws will not likely be repealed, that regulations to implement the intent of these laws are here to stay and thus the paper seeks to assess how regulations are administered at various levels of government pursuant to objectives. The paper hypothesizes that the administration of objectives (or policy) has an impact on decision making which affects energy facility decision making. While recognizing the fact that regulatory policy cannot be totally divorced from administration, this paper proceeds under the assumption that elements of the regulatory process may be examined individually. The subject of this study is limited to the interplay between regulatory agencies and their clientele.

Twenty-four new fields were found in Louisiana during 1945. Of this number 15 were oil fields, eight were gas condensate, and one a dry gas field. None of these fields, with the exception of West Delhi, is as yet of any great consequence. The Weeks Island field in Iberia Parish may eventually develop into a considerable reserve.

THE Croton water-shed furnishes the source and storage of watersupply to both the old and the new aqueduct. The Croton river rises in the southern part of Dutchess county, about 68 miles from the lower end of New York city. Its three main branches, called the East, Middle and West branches, flow southward across Putnam county, joining, near its southern boundary, to form the Croton, which continues thence in a general southwest direction across Westchester county to the Hudson river at Croton Point, about 35 miles north of the city. The water-shed above the proposed site of the Quaker Bridge dam extends about 33 miles north and south, with an average width of 11 miles, making in all about 362 square miles, from which, by complete storage, an average daily supply of 250,000,000 gallons may be collected—sufficient for the needs of the city, probably, for the next fifteen years. The water-shed above the Croton dam is 23 square miles smaller, and furnishes the present daily supply of 100,000,000 gallons. The Bureau of Mines developed a detector for controlling sorting devices to separate the copper-bearing fragments from the barren portion of Michigan native copper and western prophyry copper ores. A successful sorter could be used to preconcentrate the ore and eliminate costly hoisting or hauling of waste. An induction balance unit was developed and used in sorting tests on crushed sized - 2.5 + 1. 3-cm (- 1 + 1/2- in.) ores from the Kingston (0.9% Cu) and Centennial (1.6% Cu) mines of Upper Michigan. SULPHUR is a very well known mineral and apparently is produced in many places. It is engendered from an unctuous earthy and powerfully hot substance so that it is considered among experienced workers to bear a resemblance to the element of fire. This is called by these same men the masculine seed and the prime agent of Nature in the composition of metals. Because of its great dryness and heat it has, as experience shows, affinity with fire, which is easily introduced in it when brought near. And once introduced the fire is quenched only with difficulty before its unctuousness is wholly consumed. Although it shows itself to us of such a hot and dry nature, we must not think that sulphur is a substance so pure that it can stand by itself or that in order to attain its form it has no need of its portion and part of moisture like every other mixture. This is shown to us by its easy fusion, in which it resembles the metals. This thing is found in many places and in many varieties of color; some are white, others yellow and orange, and some others between gray and black. They also say that some red is found. It does not occur in that arrangement of veins like other minerals, but most liberal Nature makes whole mountains of it as is seen in the Aeolian islands, [26] near Sicily, in Etna or Moncibello which is the island of Sicily, at Pozzuoli, in the territory of Rome, in the Sienese domain at San Filippo, and in many other similar places. It is a substance that has a very strong odor and is most unpleasant to smell. It is very fixed in its substance so that it is never corrupted by time, by boiling, or by the moisture of water. For although it may stand in water a long time it never becomes soft nor does it ever decrease or increase in weight. It is brittle and easily crushed very fine. It is said that a trace of garlic rubbed on the mortar helps anyone who wishes to reduce it to impalpability. Its ores have a form more like earth than like stone although they some¬times have the color of a certain soft rock. The places where it is found are easily recognized by the great odor that they give out and by the very hot baths that often spring forth near it. THE over-all picture of safety in mining has been encouraging during the past few years, and in mining activities as a whole the trend in accident occurrence is downward. This is the more noteworthy when the type of labor used in mines during the war period is taken into consideration. The drafting of young mining employees into the armed services and the departure of others for work in other war industries took a heavy toll of young, husky, active men. Their places were taken in large part by older men who returned to the mines, or by inexperienced men with little if any knowledge of mining. Despite the lack of labor and especially of skilled labor, and the difficulty of obtaining new equipment as well as maintaining and replacing worn or broken equipment, and numerous other difficulties the mining industry not only reached and maintained maximum production but made the increase with little if any sacrifice of safety. Published tables of jaw crusher capacities are compiled for the most part from field performance data, interspersed with interpolations, extrapolations, various safety factors, and other modifications. Such a table attempts to balance and equalize field data from widely different materials, with differences of crushability, efficiency of feeding, sizing of the feed, and so on. The tests described in this paper were undertaken with the objectives of checking previously reported capacities; of studying the effects of various factors upon the capacity, including jaw plate curvature; and, if possible, of deriving a general capacity equation. Such an equation has been derived from the data obtained in these tests. It is given together with factors for its use. While more accuracy than is usually required may be obtained by careful application of the equation, it is of simple form and provides a convenient reference plane upon which the potential capacity of various crushers may be compared, and with which operating adjustments may be made on existing installations. (communication to the Secretary*):—Doubtless all engineers who have paid more than a casual visit to Russia have come into contact with that formidable document, the " smieta," or estimate of the Russian manager. It is an institution which seems to be inseparable from Russian mining-methods. As Mr. Shockley points out, the year's costs a agree very closely" with the figures of the smieta made at the beginning of the year. In cases which have come under my notice, I have been satisfied that there had been a good deal of " rigging" of accounts to this end. The sum spent by the manager was carefully kept down to the total of the estimate, because it was well known that no more money would be forthcoming, and when this is done it is not a difficult matter to see that the right amounts come under the right heads in the final accounts. I do not say that this is always the case, but I have come across notable instances. Looking at it from the Russian owner's point of view, I think that the balance of the argument is usually in favor of the smieta as limiting " impulsive indiscretion" on the part of managers. The Russian Mining Code of to-day leaves much to be desired, but this is thoroughly appreciated by the official world there, and great changes are spoken of for the future. In many, if not in most, cases the laws are interpreted liberally, and a great deal is left to the discretion of the district mining engineer or inspector, with whom it is necessary to keep in close touch. As Mr. Shockley points out, the officials of a mine, who are always Russians, are held personally responsible for accidents resulting to employees, quite independently of any compensation which may be made to the sufferer. Westman-Besides decreasing the diamond size, there appear to be two other approaches open to overcome excessive diamond loss and, more particularly, the rapid diamond polish that took place in this quartz-feldspar rock. First, however, a short discussion of the diamond characteristics should be made in order to discuss the situation more clearly. The West African diamonds which we can assume were used. for this drilling have two disadvantages when drilling hard, exceptionally fine-grained rocks. These are rapid polishing and, if .the bit isn't "drilled in" carefully, a tendency to damage, resulting in excessive diamond loss. The normal wear resistance of any diamond is inversely proportional to the compressive strength of the diamond, therefore only the highest grade, of diamonds free from insipient fractures should be employed. Using upwards of 90 diamonds per carat instead of the20 to 30 per carat not only decreases the total projected area of the cutting points but increases the stress per point which, in turn, causes greater depth of penetration into the rock. Considering this depth of penetration, therefore, suggests an approach other than increasing the, number of diamonds per carat and that is to decrease the actual number of diamond points (also the carat weight per bit) so that the penetrating force on an individual diamond is increased. This penetration increases the chipping or rock shearing action.

The spectral reflectivity of zirconium in light of 441 to 668 nanometers (nm) wavelengths and air immersion has been determined. Bireflectance and apparent-angle -of-rotation measurements show zirconium to be optically isotropic when examined in light of approximately 484 nm wavelength. There is a direct relationship between bireflectance and the tilt of the basal pole of zirconium from the surface normal. This relationship allows the determination of the spatial orientation of the basal pole of an individual single crystal within a coarse-grained poly crystalline section to within± 2 to 3 deg for angles of basal pole tilt from 0 to 90 deg. In recent years considerable attention has been given to the quantitative determination of optical properties of opaque minerals by use of vertically incident, plane-polarized light. In particular, Cameron' and Cameron et a1.2 have developed criteria for the identification of a large number of anisotropic ore minerals based upon measurement of the apparent angle of rotation and the ellipticity or phase difference of the reflected light. It was shown by Larson and Pickle-simer3 that apparent-angle-of-rotation measurements may also be used to determine crystallographic orientations of grains of noncubic metals. In particular, it was shown that the basa.1 pole orientation in space of zirconium grains can be determined to ±3 deg for those grains with basal pole tilts of 10 to 90 deg from the plane of the section. Another, even more widely studied, optical property is reflectivity. cameron4 has commented upon measurement of the reflectance of plane-polarized, vertically incident light and Bowie and Taylor5 have made such measurements an integral part of their system of ore-mineral identification. Leow6 has reported on the spectral reflectivity of molybdenite and has used reflectivity values to calculate refractive indices and absorption coefficients. Cameron7 has made use of reflectivity values to ascertain aniso-tropic ore mineral symmetry and Piller and v. Gehlen8 have evaluated sources and importance of errors in reflectivity measurements as applied to calculation of optical constants. cambon9 has shown that reflectivity measurements using vertically incident, plane-polarized light are useful in the investigation of metals and in the identification of phases present in alloys. Bronson10 has made preliminary measurements on the optical anisotropy of beryIlium and Mott and Haines11 have published qualitative data on the intensity of light reflected from sections of bismuth, tin, and aluminum when these metals are microscopically examined under crossed polarizing plates. Koritnig12 has correlated the reflectivity of homogeneous solid solutions with their chemical compositions. From the above work and investigations in progress by this author, it is apparent that accurately determined values for the reflectance of vertically incident, plane-polarized monochromatic light from carefully polished surfaces of noncubic metals can prove useful in identification, composition determinations, and crystallographic orientation applications. Finally, reflectivity values, when measured in two media of differing refraction index and related to standards whose spectral reflectivities in these media are known, can be used to calculate optical constants such as refractive index and absorption coefficient. These constants may prove of use to those concerned with problems of electron band configuration. This paper reports the spectral reflectivity of zirconium measured in light of 441 to 668 nanometers (nm) wavelengths and air immersion. It also gives maximum bireflectance values for a prism section of zirconium in these wavelengths and shows how bire-flectance may be used to determine the crystallographic orientation of zirconium single crystals. Because of the lack of information on the reflectivities of the standards in oil immersion, no attempt is made to calculate the refractive indices or absorption coefficients although it is recognized that such values may be of fundamental importance. METHOD Single crystals of zirconium were cut by electro-discharge machining from a single-crystal rod grown from iodide bar by an electron-beam zone-melting process.13 The crystal sections were mounted in cold-setting epoxy resin and mechanically polished to a plane, uniform, bright surface. Each crystal was then chemically polished in a 26/26/43/5 mixture (by vol) of water, nitric, lactic, and hydrofluoric acids to remove the mechanically damaged and smeared surface layer. Final polish was obtained by electropolishing at 30 v in a bath of methyl alcohol and perchloric acid (98/2 by vol) at -70oc.14 Reflectivity measurements were made using a photometer system designed and developed at Oak Ridge National Laboratory and described in detail by Larson.15 Briefly, the reflectivity measuring system consists of a reflecting microscope; a double-beam, null-balancing photometer array; a mechanically driven microscope stage; and a direct X-Y readout of the reflectivity of the specimen relative to its orientation on the microscope stage. The measuring photometer receives its signal from the specimen through a slotted Wright occular placed on top of the photovisual head of the microscope. The reference photometer receives light through a flexible glass "light pipe" from a mirror in the reflecting system of the microscope. Monochromatic light is attained through use of interference filters (15-nm half-peak width pass bands) placed in front of a stabilized Vickers 12 v, 100 w, tungsten-filament, quartz-iodide lamp.

THE scope of this paper is the description of two districts in Peru in which deposits of vanadium have been found, and the consideration of much laboratory-work that I and others have done to determine the nature of these deposits. It is with regret that I present some of the data in a state of evident incompletion, particularly the analyses of a few of the minerals, which leaves some doubt as to whether the true nature of the minerals is understood. I make no apology, however, since in this case, as in many others referring to ore-deposits, conclusive opinions cannot be stated until a great amount of work has been done, and the deposit has been thoroughly exploited. I believe that the data and the tentative conclusions here presented indicate a unique and interesting condition which may assist others in work along similar lines; and further, what is of more practical importance, stimulate a search for a metal which, though long considered rare, is probably so merely because proper care has not been taken to recognize it. An excellent bibliography on the occurrence of vanadium in nature is given by F. W. Clarke in his paper, Data of Geo-chemistry;1 and in the preparation of this paper I have consulted many of the references contained in the Bibliography of the Chemistry of Vanadium, by M. Moissan.2 A brief review of the subject having special reference to the metallurgy of vanadium is contained in the small book by P.. The plans for the activities of the Petroleum Division for the coming year do not differ materially from those of the past several years. The fall meeting is scheduled for Oct. 12 and 13 and is to be held at Tulsa, Oklahoma. The Division, of course, will take part in the annual meeting of the Institute at New York. A fall meeting will also be held in California at approximately the same time as the meeting at Tulsa. A number of papers are to be presented at the two meetings simultaneously. The various committees are at work arranging the programs. The Division will continue to be active in its various fields of endeavor, such as stabilization, production reviews, and economics, but special stress is to be laid on the engineering and research fields. In the past the Division has served as a forum for open and frank discussion of problems confronting the engineers in the oil industry. It is hoped that it will continue to function in this capacity. Papers presenting original ideas and extending the boundaries of knowledge and understanding in the field of petroleum production will be welcomed. Members who have interesting information to contribute should not wait until called upon by one of the Committees, but should offer a paper at the earliest opportunity. The past year has seen a decided strengthening of the control over production, with prospects of even more rigid control in the future. It is essential that production programs under such control be carefully planned and it is highly desirable that petroleum engineers take an active part in the planning, to insure efficient production of oil and minimize the waste of this natural resource. At a time like this, when it is difficult to keep the production of oil within reasonable limits, it may seem unnecessary to improve the efficiency of production methods, but, as has been aptly said, the trouble is not that we have too great a reserve of oil but that we are producing tomorrow's oil today. Therefore it behooves those who are entrusted with the engineering and scientific phases of production to learn how to get the greatest yield economically possible from the present and future fields in order that we may enjoy the advantages of petroleum products for a long time to come.
