A vital aspect of environmental impact assessment for surface mining operations is the determination of potential effects on water resources. This topic has been the subject of much recent concern, controversy and legislation. As increasing data become available regarding the types of hydrologic effects that may be anticipated, methods for safe guarding our water resources can be refined. In view of our current energy situation, the need to develop coal re- sources in a timely and economic manner is apparent. The challenge to the mining industry is to develop these resources in a manner that is also compatible with the beneficial use of water resources in mining regions. For this reason, thorough evaluation of the hydrology of potential mining areas in consideration of proposed mining processes and relevant legal criteria is essential. While pre-mining hydrologic investigations often suggest generalized potential effects, a more reliable method for evaluating specific potential effects is to establish and maintain a hydrologic monitoring program. Such a program must be carefully designed to suit the specific project and its location. This paper describes an approach for selection of criteria for designing a monitoring program for a proposed coal surface mining operation and gasification plant in southwest North Dakota. Woodward-Clyde Consultants (WCC), recently prepared an environ- mental impact report for the ANG Coal Gasification Company (ANG), a subsidiary of the American Natural Gas Company. The mining will be carried out by The North American Coal Corporation (NACCO). Preparation of the report provided the opportunity for the development of a sensitive and economical monitoring program which would function as a baseline hydrological data gathering network as well as act an an early detection system for hydrologic effects of the proposed mining.

This paper aims at the application of quantitative criteria for evaluating the mineral potential of square cells representing areas in terrains being explored at a reconnaissance level. The assumption is made here that the evaluation methods used by an expert economic geologist can be organized into geological models for establishing associations within imaged areas, that correspond to pixels with similar characteristics. UTM-registered multiple data sets have been constructed which include seasonal LANDSAT 2 and 4 images, SEASAT scenes, selected airborne radar images, digitized aeromagnetic, gravity, bedrock geology and topographic elevation maps. The area of interest is located in the Bathurst Inlet, District of MacKenzie, N.W.T., where a preliminary mineral potential evaluation was performed by the Geological Survey of Canada to assess its suitability for a national park. The multiple data sets described in this paper can be used for many studies at different resolutions, for comparing processing methods in remote sensing and, most importantly, for evaluating the physical and spatial relationships between the different images in registered data sets.

INTRODUCTION The Tunnel and Reservoir Plan (TARP), commonly known as the Deep Tunnel Project, is the daring and unique concept developed by the Metropolitan Water Reclamation District of Greater Chicago (MWRDGC) as a two-phase solution to the problem of waterway pollution and basement flooding due to sewer system backups created by the combined sewer over-flows (CSOs). Phase I, primarily for pollution control, includes the tunnels, shafts, connecting sewers and structures. These Phase I facilities intercept, during wet weather events, the CSOs within the MWRDGC TARP service area. The tunnels and shafts provide temporary storage of the CSOs for subsequent treatment at Water Reclamation Plants (WRP) before discharging into waterways. Ultimately, upon completion of Phase II, the tunnels, located from 45 m(150 ft) to 100 m (330 ft) below ground, will convey the CSOs to reservoirs for storage until WRP capacity is available. Phase II, which includes the reservoirs, pumping facilities, additional tunnels and shafts, has been planned to serve a dual purpose. The reservoirs provide storage of excess flows during wet weather events, those beyond the WRP capacity. Following the wet weather events, the stored flows can be conveyed, at controlled rates, to the WRPs for full treatment. These excess flows previously would have resulted in both overflows into the waterways and eventually backups in the local sewer systems. The storage capacity of the reservoirs also will promote the full utilization of the conveyance capacity of the tunnels and shafts, which in turn results in optimizing the conveyance capacity of the existing sewer systems. Therefore pollution control is further enhanced by allowing for capture of a greater volume of CSOs and greatly minimizing backups in the local sewer systems. The TARP project consists of four systems: O’Hare, Mainstream, Des Plaines, and Calumet, covering a total area of 971 km2 (375 mi2) and serving the City of Chicago and 51neighboring communities as shown in Figure1. With only two contracts left before completion of the Phase I tunnels, the 12.7km (7.9mi) Torrence Avenue leg, to be awarded in 1997, and the 12.4km (7.7mi) Little Calumet leg unfunded as of yet, both part of the Calumet System, the pollution control phase of the project is now 86% complete (Table 1).

The U. S. Bureau of Mines has been investigating the application of thiosulfate to recover gold directly from low grade refractory carbonaceous ores for the past four years. Statistical experimental methods were used to determine the effects of various leaching parameters on both gold extraction and thiosulfate consumption. Seven variables were investigated, including thiosulfate, copper, ammonia, sulfite, and sulfate concentrations, leaching time, and leaching atmosphere. This information was used in face-centered cubic (FCC) surface response experiments to define the optimum leaching conditions for a low grade ore. Two models were generated from the data to predict gold extraction and thiosulfate consumption as a function of the leaching parameters. The models predicted a gold extraction of 67 pct and reagent consumption of 2 kg [S2032/mt ore at 0.25 M S2032-, 0.0014 M Cu2+, 0.27 M NH,OH, 0.00625 M SO;-,] and leaching for 16 h. Actual tests resulted in 62 pct gold extraction with 0.93 kg S2032- consumed/mt ore. Subsequent column leaching tests have further demonstrated the viability of applying this technology to recover gold from carbonaceous ores without first pretreating the material. Gold extractions in the column tests ranged from 69 to 78 pct with thiosulfate consumption ranging from 0.4 to 5.4 kg/mt ore. These results compare to <5 pct gold extraction using standard cyanide leaching conditions.

"The world’s largest tunnel boring machine (TBM), at the time of her launch in 2012, the TBM locally referred to as “Bertha,” is incapacitated due to mechanical failure. Bertha’s stoppage places her 25m below the surface between the aged Alaskan Way Viaduct and the failing Seattle Seawall. Accessing Bertha with a vertical shaft provides the best approach to access all facets needed for repairs and will allow the full removal of Bertha’s cutter head and related inner workings. Due to the limited area above the tunnel alignment and physical constraints created by existing infrastructure, the dimensions of the otherwise symmetrical shaft are heavily impacted, thereby requiring special attention to design and layout. Consequently, the shaft design required a combination of 3m, 2.5m, 2.2m, 1.5m and 1m diameter unreinforced drilled secant piles coupled with various ground improvement techniques and dewatering, to fully satisfy the shoring design requirements. This paper will describe the shaft installation procedures, equipment used and pitfalls encountered while undertaking access shaft construction of this magnitude. INTRODUCTION Mining on Seattle’s SR99 tunnel began in July of 2013. Initial mining progressed slowly through a 4.5 m thick fiber-reinforced concrete headwall before immediately entering the first of three planned safe havens. Once through the headwall and safe haven the machine would move through roughly 122 lineal meters of jet grout improved soil at a rate of slightly over 1.6 m per day. It was anticipated that once mining has passed through the improved area, “Bertha” – now the world’s 2nd largest tunnel boring machine (TBM), would be moving at a rate of almost 11 m per day. By the end of October 2013, Bertha had mined roughly 131 m, averaging 1.4 m per day, and had begun mining within native soils. By the start of December 2013, tunneling had reached the 244 m mark and Bertha was now averaging 3.6 m per day, achieving as much as 12.8 m of progress on given days. Unfortunately, on December 6th, 2013, Bertha began to stumble and all progress quickly came to a halt. Initial reports stated an obstruction had stopped Bertha in her tracks. The preliminary investigation involved installation of 10 deep dewatering wells to reduce the hydrostatic pressure within the ground around the TBM, to allow the contractor’s personnel to inspect the cutter head from within and also to investigate for the presence of obstructions at the face of the cutter head. During inspection, the contractor’s crews found fragments of steel pipe entangled in the cutter head. The steel was apparently from an abandoned 254 mm diameter monitoring well casing, previously installed by WSDOT to monitor ground water conditions for the design and planning of this tunnel project. After the steel was removed from the cutter head and cleared from Bertha’s path, she attempted to move forward but was only able to generate a slow crawl."

In 1988, the US Department of Energy&apos;s (DOE) Pittsburgh Energy Technology Center identified three coal cleaning options for achieving flexible environmental control strategies aimed at reducing energy-related SO2 emissions. These are selective agglomeration, advanced froth flotation and advanced cycloning. Each relies on maximum liberation of pyrite and other mineral matter through feed coal comminution to fine and ultrafine sizes. The National Energy Strategy (NES) and the Clean Air Act Amendments (CAA) of 1990 are examples of the nation&apos;s commitment to a clean environment. The need to use the nation&apos;s energy resources in an environmentally sound manner presents critical challenges and opportunities for coal preparation during the next decade, particularly regarding the control of SO2 emissions. The principal challenge is the development of cost-effective coal preparation approaches for sulfur removal beyond currently achievable levels. Opportunities are provided in the form of incentives associated with a novel system of SO, allowances and a policy environment based on the proper functioning of familiar market forces. An allowance, as defined in Section 402(3) of the Amendments, is "an authorization ... to emit ... one ton of sulfur dioxide." To achieve the objective of the Clean Air Act Amendments, SO, emissions will be eventually capped at 8.12 Mt (8.95 million st) annually by controlling the number of allowances issued nationally. By permitting allowances to be bought and sold once issued, the law encourages "overcompliance" as a source of profit for owners of excess allowances. Many details concerning the administration of allowance trading are not yet written.

Since the 1975 International Mine Ventilation Congress in Johannesburg there has been a trend in South Africa towards making the mine ventilation departments responsible for monitoring the total environment. This includes the taking of noise and illumination measurements and there is in fact a debate taking place as to whether the departmental title should be changed to &apos;Environmental Control Department&apos;. The organisers of the 2nd international Mine Ventilation Congress have decided that noise and illumination will not be included as Congress subjects and &apos;Total Environment&apos; includes only those facets which are open to debate at the Congress. The choice of mine is significant in that while most Congress papers from South Africa will be devoted either to coal mining or to the somewhat unique deep level gold mines, Prieska Copper Mine is a mine which can easily be identified with similar mines in many other parts of the world. The mine is situated some 750 km south west of Johannesburg and about 600 km north east of Cape Town. Current production (ore and waste) is about 340 000 tons per month and the total underground labour force is just over 2 000. The ore body is a massive sulphide, the main minerals being copper and zinc and the method of mining is sub-level open stoping. Daily average surface temperature conditions range from 85°F (29.5°C) dry bulb and 69.8°F (21°C) wet bulb in mid-summer to 42°F (5.5°C) dry bulb and 36.5°F (2.5°C) wet bulb in mid winter. The information presented in-this paper is limited to what can be gathered by mine ventilation staff as part of an on-going exercise and is obviously not as comprehensive as would be the case if a fully equipped research establishment were to become involved. The paper will be divided into three sections 1) Gases 2) Dust 3) Heat In each section statutory and/or other standards will be set down followed by a discussion of assessment and in some cases control methods.

In 1991, LTV Steel Mining Company decided to close an open pit taconite mine in northeastern Minnesota, using a passive treatment approach consisting of limiting infiltration into the stockpiles and wetland treatment to remove metals. Over 50 million metric tons of sulfide-containing waste had been stockpiled adjacent to the mine during its 30 years of operation. Drainage from the stockpiles contained elevated levels of copper, nickel, cobalt and zinc. Nickel is the major trace metal in the drainages, and prior to closure annual median concentrations ranged from 1.5-50 mg/L. Copper, cobalt and zinc are also present but are generally less than 5% of the nickel values. Median pH ranges from 5.0 to 7.5, but most of the stockpile drainages have pH greater than 6.5. Based on the chemical composition of each stockpile, a cover material was selected. The higher the potential a stockpile had to produce acid drainage, the lower the permeability of the capping material required. Covers ranged from overburden soil removed at the mine to a flexible plastic liner. Predictions of the reduction in infiltration ranged from 40% for the native soil to over 90% for the plastic liner. Five constructed wetlands have been installed since 1992, and have removed 60-90% of the nickel in the drainages. Total capital costs for all the infiltration reduction and wetlands exceeded $6.5 million, but maintenance costs are less than 1 % of those for an active treatment plant. Since mine drainage problems can continue for over a hundred years, the lower annual operating costs should pay for the construction of the wetland treatment systems within seven years.

The problem of defining the optimum final limits of an open pit mine has challenged the mining industry for the last three decades, mainly due to the great number of variables involved and the sheer computational effort required in real life applications. An actual lignite deposit is used in this study in order to introduce and apply a methodology to be used as a basis for surface mine design optimization. A geologic reserves model of the deposit is first developed with the use of an integrated geostatistical modeling package. The model is transformed into an economic one through the use of flexible objective function formulation(s). The optimization of the final open pit limits is then enabled with the use of a competent, commercial optimizer, and comparative sensitivity analyses are performed in order to study the effect of some basic mining and economic parameters on the optimal pit design. The conclusions drawn can develop useful guidelines for decision making by the mine operator.

The intelligent selection of wire cloth and perforated plate for screening surfaces seems a rather confusing subject to the newcomer in aggregate processing. The proper application of various screening surfaces is a complicated one and one could consider himself an expert only after many years of working with all applications. However, part of the subject matter could be simplified considerably for, the average screen user. In this paper an attempt will be made to do this, by presenting some comparative specification data along with cost figures Unfortunately, it is impossible in the limited scope of this paper to give actual service comparison records between different cloths or cloth and plate. Anyone who has considered making actual service comparisons for competing screening media is well aware of the almost insurmountable problems Their solution would form the basis for a separate paper on that subject alone. Therefore, this paper will be limited to comparative data up to the point of installation.

"INTRODUCTION Lundin Mining’s Eagle Operation, located in Marquette County, upper Michigan consists of a mine and concentrator that process a Ni-Cu-(PGE) ore. The mine itself is an underground operation and the ore is trucked from the Eagle mine site 66 miles to the Humboldt mill where both nickel and copper concentrates are produced. Operations began in 2014 and continued with an average production of approximately 23,000 tonnes of Ni and 20,000 tonnes of Cu per year for the first three years of operation. The Humboldt Mill, currently operated by Lundin Mining, processes the nickel/copper ore from Eagle Mine and performs the concentration through several stages of flotation. Originally built in 1954, the Humboldt Mill began operations as an Iron Ore processing facility, and was converted to a gold processing plant during the 1980s. Various groups owned the site after closure of the gold operation. Eagle purchased the Mill in 2008 and invested more than $280 million to clean up historic mine waste and refurbish the plant (see flowsheet in APPENDIX). This paper will overview the ramp-up of the operation, and discuss some specific areas that went well and some that could have gone better during the design phase. HIGH LEVEL DESIGN CRITERIA Coarse ore arrives from the mine and is stored in a building with a capacity of 10,000 tonnes. Ore is crushed in three stages to a final product size of 100% Passing 12mm. Crushed ore is conveyed to the mass flow fine ore bins, which have a live capacity of 3000 tonnes. Crushed ore is fed to two parallel 900 HP ball mills, charged with 3” high chrome grinding media, and ground, in closed circuit with hydrocyclones, to a p80 of 110 microns in the flotation feed. Soda ash is added to the mills based on process water hardness. Cyclone overflow passes to the bulk conditioner where Sodium Isopropyl Xanthate (SIPX) and Methyl Isobutyl Carbinol (MIBC) are added. The slurry is pumped to the rougher bank for bulk flotation. Rougher concentrate is fed to a 500HP vertically stirred regrind mill and is ground to a p80 of 50 microns, using 5/8” high chrome balls. Rougher tailings report to the tailings thickener. The regrind cyclone overflow is sent to the single stage cleaner bank followed by two scavenger banks. The cleaner concentrate is pumped to the copper-nickel separation circuit. Cleaner tailings report to the tailings thickener. In the copper-nickel separation circuit, the pH is raised to 11.5 and a copper concentrate is recovered from the bulk cleaner concentrate in two stages, namely the copper roughers and the copper cleaner columns. The concentrate from the copper flotation columns is the final copper concentrate. The tailings from the columns return to the head of the copper-nickel separation. The nickel concentrate is the copper rougher tailings stream."

INTRODUCTION In 1979 the Committee on Radiological Protection and Public Health of the Nuclear Energy Agency (OECD) defined a programme of work needed to improve radon dosimetry and monitoring. A Group of Experts in this field was established by the NEA and at the first meeting of the Group the authors were designated an initial task with the following terms of reference:- To review dosimetry of radon, thoron and their daughters, and in particular:- - to examine analytical models for the assessment of dose to individuals who are exposed to aerosol mixtures of these nuclides; - to examine the state of knowledge of the characteristics of aerosol mixtures of these nuclides and other factors that influence the dose to the lung, and identify those parameters which should be measured for dosimetric purposes in radiological surveillance programmes; - to identify areas where further study or research are needed. In this presentation we attempt to examine, with these objectives, the relationship between exposure to radon and thoron daughter aerosols expressed in terms of the working level month l (WLM), or its SI equivalent, and dose accumulated by sensitive tissues of the lower respiratory tract. Over the past two decades many attempts have been made to calculate the lung dose equivalent to l WLM exposure in mine atmospheres, usually in terms of the maximum dose to basal cells in a small part of the bronchial tree. The calculations have employed variously detailed models of airway anatomy, aerosol deposition, ciliary clearance and dosimetry of tissue at the bronchial surface, and are well reviewed elsewhere (Walsh, 1970; UNSCEAR, 1977; Jacobi, 1977; Fry, 1977). They agree in the conclusion that basal cells in segmental bronchi (between about the third and fifth bronchial generations) receive the highest dose, although estimates of this dose differ by more than an order of magnitude, ranging from about 0.2 to 12 rads per WLM (2 mGy to 120 mGy). The most critical parameters of these models are the assumed depths of basal cells below the bronchial surface and the fraction of the WL carried by free ions. When more realistic values of these parameters are substituted (Jacobi, 1977), the dispersion in calculated maximum doses to basal cells is reduced to give a much smaller range from about 0.3 to 1 rad/WLM (3 to 10 mGy/WLM). The parameters and methods employed in these various models, however, remain too diverse to infer the sensitivity of the dose conversion to practical variations in aerosol characteristics and the additional factors determining lung deposition and clearance. We have therefore taken the approach of developing newer models (Jacobi and Eisfeld, 1980; James et al, 1980) that can encompass the range of available experimental data on the physical and biological behaviour of radon and thoron daughters and also accommodate the different interpretations that can be put upon them. "MOTIVATION The storage of nuclear waste gives rise to a lot of innovative issues for underground space technologies. The nuclear activity of waste generates temperature effects on both the lining and the surrounding rock mass. In order to avoid these unfavorable effects, the number of waste containers is controlled in the gallery section. The galleries section has consequently ranged from a diameter of 4 to 6 meters. However, in the case of intermediate-level nuclear waste, due to the lower temperature, the number of containers in a cross section of a gallery is assumed to be safely increased. Despite technical difficulties, a large diameter gallery (typically 12m excavated) seems to be more cost effective. This paper demonstrate the feasibility of such a gallery in the specific context of CIGEO (French Geological Repository Project for nuclear waste), located in the Bure area in the north-eastern of France. The geology of Bure at the project’s depth (about 520 meters) consists in a quite homogeneous layer of Callovo-Oxfordian argillites (COx argillites). With such an overburden, this rock is known to have a high plastic behavior with significant time-dependent effects. These mechanical properties require complex behavior laws in computational modeling used for the design of underground facilities.EXPERIENCE OF LARGE DIAMETER GALLERIES In order to identify some specificities in the design of such openings, a research has been run on existing galleries of large diameter (more than 10 meters), like the tunnel of Chamoise, Lötschberg, Tartaiguille or Saint-Martin-La-Porte. Two of these representative examples are detailed hereafter. Tunnel of Chamoise (French Jura) In spite of a lighter overburden (400m versus 520m), an anisotropic initial stress state and a variable rate of carbonates, the highway tunnel of Chamoise is quite similar to the planned gallery for intermediate-level nuclear waste, with a geology very close to the CIGEO’s one in some sections. Because the northern tube encountered difficulties during the excavation a few years before (several over-excavations and spalling, especially in the bench), the excavation of the southern tube has been carried out in two steps, but with a high bench and a small curved invert (Figure 1). The design of the immediate support consists in long bolts and a shotcrete layer. The concrete lining is about 50cm thick."

Lead alloys function effectively as oxygen evolving anodes in copper SX-EW operations and are highly resistant to corrosion. The presence of organic from solvent extraction in the electrolyte seemed to enhance solution line attack. Laboratory tests showed that lead is soluble in D2EHPA, Acorga and LIX 984 to a limited, yet measurable degree. Lead alloys and various lead phases formed on the anode were tested to evaluate their effect on the corrosion process in organic media. Possible causes for anode corrosion and mechanisms responsible for their initiation will be discussed.

Thompson and Adler (1988) present a new simulator for use in designing conveyor belt systems for underground mines. Their model uses a large Fortran program to do a Monte Carlo simulation. Their approach is similar to that done by other researchers, such as Stanford (1965) and Newhart (1977). All Fortran based simulation models use an imaginary clock that is advanced a time increment. At each advance of time increment the program has to determine what is to take place in the system. Since many things can take place at different places in the system, this approach requires that a large amount of logic is needed at each step of the program. This, then, necessitates a great amount of jumping between different portions of the program. In fact, the Fortran program, CMBCS, takes up to 15 to 20 minutes to run on the mainframe and several hours for the PC. Such execution times are typical of Fortran based simulation studies. There have been other examples of Fortran based simulation studies in mining. Cross and Williamson (1969) presented a model of a working open-pit copper mine. Fosinato (1982) presented a model of the bucketwheel excavators for the large open-pit mines in Southern Victoria in Australia. These excavators discharge into a complex conveyor system, which can be thought of as being similar, but more complicated than the one modeled by CMBCS. All previous simulation studies using Fortran as the source code have several things in common: they all are very lengthy, often being of the order of 10,000 lines of code and take a great deal of CPU time to execute. The program of Fosinato takes more than 4.5 hours to run on a large mainframe. Also not mentioned by Thompson and Adler is the actual time it took to write the Fortran code. This, too, can be considerable, as Fosinato&apos;s program took several man years to write and de-bug. In order to change it, as the parameters change or as the mine increases, further large amount of time is needed. An alternate to such Fortran based programs is provided by using a special computer language known as General Purpose Simulation System (GPSS). This language is designed to solve a wide variety of discrete event simulation problems and appears to be particularly suited for mining situations as shown by Sturgul and Yi (1 987). Although GPSS was introduced as far back as 1961, it has not been used in mining to any great extent. However, the original form was quite crude and inefficient compared to modem versions. Perhaps with the increasing popularity and availability of these recent versions, this will change. Two such versions are GPSS/H for the mainframe and GPSS/PC for the personal computer. GPSS/H allows for interactive usage, such as allowing input data to be entered via a menu. GPSS/PC has excellent graphical capabilities and one can actually view the simulation in progress. In addition, one can halt the simulation and change values of various parameters. If a particular portion of the simulation is in progress via a concept known as "microwindows." These new versions have greatly increased the potential for using the language for mining situations. Large open pit mines in desert climates, such as the Phelps Dodge Morenci copper mine in Arizona, can create groundwater cones-of-depression of considerable size and :ability. The hydraulic containment provided by the groundwater depression prevents migration of process solutions into the surrounding regional aquifer. Copper leach operations that fall within the groundwater depression may not require costly lining if passive containment can be demonstrated. An approach is presented in this paper that was successfully used to demonstrate passive containment. The approach includes a combination of groundwater modeling and a water balance analysis of leaching operations failing within or immediately near the open pit.

The conversion to the use of commercial grade ammonium nitrate (CGAN) for use in blasting at the Utah Copper Pit of the Kennecott Copper Corporation has presented unique problems for the Drilling and Blasting Department, In order to better understand these problems, a&apos; picture of the Bingham Pit might be helpful. Some quarter of a million tons of ore and waste must be blasted daily in order to keep thirty-eight electric shovels operating. All material is blasted by "toe holes" of 24 to 28 feet in depth, drilled from prepared drill grades and sloped so as to bottom approximately 5 feet below the bench level. Horizontal spacing of these holes averages 22 feet, with exceptions being made where faults occur in the bank. These "toe holes" are drilled by 4-inch drifter machines, mounted on self-contained mobile drill units using .3-inch starter bits and bottoming at a minimum of 2 1/2 inches in diameter, "Toe-hole" drilling amounts to about two-thirds of the total drilling. In the higher bank sections of the Mine and wherever necessary, single rows of "down holes" are drilled to 28 feet in depth and spaced, on the average 23 feet apart. These holes are also drilled by a mobile drill. "Down hole" drilling amounts to about one-third of the total drilling.

INTRODUCTION Safety must be a primary consideration in the design and construction of tunnels. Tunnel construction has historically been considered a high-risk business. During the construction of the 14.8 kilometer (9.25) mile St. Gotthard Tunnel in the Swiss Alps in the 1870s, 310 lives were lost and another 877 workers permanently disabled. In more recent days, two tunnel construction accidents in 1971, one in Michigan and one in California, claimed the lives of 38 workers. Prior to 1971, most regulations governing safety in tunnel construction were developed by the U.S. Bureau of Mines. These included a 1941 Bulletin 439, "Some Essential Safety Factors for Tunneling" and a 1968 Bulletin 644 which updated Bulletin 439. In 1970, the United States passed the Occupational Health and Safety Act (OSHA) which became effective in early 1971. That act covered all sorts of workplace activities including Tunnels and Shafts in 29 CFR 1926.800. In 1989, a revised and renamed 29 CFR 1926.800 was issued for Underground Construction. Some of the changes introduced in this rule were the outgrowth of improvements made in the California and Michigan codes after the 1971 accidents. These new regulations are the "Rules to Live By" for tunnel construction in the United States and are generally accepted as appropriate for tunnel construction throughout the world.
