Conventional underground mapping methods and diamond drilling are being applied in a study to determine the nature of the copper ore occurrences near the footwall of the Osceola lava flow top, commonly referred to as the Osceola Amygdaloid. Our work to date suggests that structures formed by relatively impermeable barriers, created by flowage and injection of still-molten lava from the interior of the flow into the solidified, brecciated crust, acted as the ore receptacles. Ascending hydrothermal fluids traveling near the footwall contact were trapped and confined in these barriers which retarded the direct upward movement of the ore fluids and caused deposition of copper. Oreshoots located near the footwall appear to have been formed spatially' independently from the hanging-wall oreshoots by fluids traveling simultaneously, but along different channelways. The barrier concept as advanced by earlier writers to explain the concentration of the ore-bearing, fluids into broad shoots con¬stituting entire ore bodies is found to be equally as applicable for the localization of smaller oreshoots within the Osceola ore body.

Electrochemical oxidation of arsenopyrite (FeAsS) has been investigated as an attempt to gain a better understanding of its dissolution chemistry. Rest potential measurements, cyclic voltammetry and constant potential experiments were conducted in the pH range from 8 to 12 in the absence and the in the presence of cyanide. A two-step reaction sequence is suggested by the electrochemical measurements. The initial step is described by: [FeAsS+6H20=Fe(OH)3+H2AsO3- +S°+7H++6e] The second step involves the oxidation of the arsenite and sulfur according to the following reactions: [H2As03-+H20=HAsO24-+3H++2e and S° +4 H2O=SO4-+3H++6e] Stoichiometric determinations confirm that 14 electrons are involved in the overall reaction.

Most of those involved in the mining industry are aware of the negative feelings that the well-informed citizens of this country, also known as the American public, have for the industry. As noted in an issue of Mining World News, “The general public perceives mining as dirty, noisy, destructive and belonging somewhere else.” The same theme was raised at a conference in Scotland in July 1991. It was noted there that mining has an unattractive public image around the world “as dirty, dangerous work that pollutes and degrades the environment.” Why is this? Why does mining have such a bad rap? I’m afraid that some of the blame rests with the mining industry itself - both in the past and in the present. Hopefully, we can do something about this in the future. And hopefully, the information here will help the reader to spread the word to offset the negative messages being issued almost daily by industry foes. I hope this will become more than just the words of another miner talking to miners and their friends. In the past, belching smokestacks and polluted streams and waterways were common sights. Today, the negative results of mining operations can also be seen in the form of waste dumps, leaked acid mine waste water and dust blowing from tailings piles. Some will argue that mining did nothing illegal in the past, and that all the regulations in force at that time were carried out to the letter. That may be so. The fact remains, however, that mining did these things, and the evidence is very clear in many parts of the country. It is visible to the well-informed citizens, in spite of the fact that many mine sites have been cleaned up and new technologies, such as flash smelting, dump leaching, pressure leaching and bioleaching, have greatly overcome many of the pollution problems. What is not so visible is the importance of the mining industry in our daily lives. Not long ago, knowledge about our non-renewable mineral resources ranked low on the list of qualifications for being a well-informed citizen. Events during the past two decades have changed this scenario. Politicians, writers, newscasters, economists and administrators, as well as the ‘public,’ are expressing opinions and forming judgments on oil company profits, desecration of landscapes, waste disposal sites and pollution by the extractive industries.

Conditions affecting minerals investments are continuing to change at an increasing rate, and in this paper we will attempt to predict the course of mine financing in the future. We will first review the situation historically and then examine the problems and constraints that are now making the financing task more difficult. Suggested solutions are discussed, and a new method of financing a group of mining projects is hypothesized.

Introduction Pebble mill grinding can be defined as wet or dry grinding in a tumbling mill with pebbles used as grinding media instead of metal balls. To clarify the terminology, which may differ in the various mineral industries, it is essential to point out the differences between grinding with partially sized and carefully sized grinding media. When grinding with partially sized media (limited top size only), sizing is usually the setting of the primary crusher and there is no bottom sizing-all fines, chips, sand, and small sizes are included. This is often called run-of-mine or primary autogenous grinding. In this case the entire crusher discharge is fed into the mill and part of it becomes "charge" and the rest is "sand feed." When grinding with carefully sized media (i.e., media that is sized both at the top and bottom of the size range), no fines or chips should be present in the charge to the mill. This is pebble milling and the grinding media consists of ore, rock, Danish pebbles, gravel pebbles, or ceramic pebbles-media that is appreciably lighter than steel balls. The grind¬ing charge is fed to the mill to maintain a load and it does the grinding usually on a classified sand product of suitable size. If the grinding media is the same as the raw material being ground, this type of grinding is also called secondary autogenous grinding. Pebble milling was in common use in the gold mines of South Africa in the early 1900s. It is by far the oldest form of autogenous grinding. It may be used to grind crushed ores from a maximum size of about -% in. to all -10 µm. Pebble milling differs from "run of mine" grinding in many ways, but two big differences are: I) The ore itself is crushed to approximately t/4 in., or it may be further reduced to 8 or 10 mesh in a rod mill or fine crusher. 2) Then carefully screened ore of the correct size is placed in one or more stages of pebble mills to grind the ore to its desired final size. The media size is carefully selected to be the most efficient for the particular size reduction required in each stage. This is a precise practice, and pebble mills can be designed as easily and accu¬rately as can rod mills or ball mills by those skilled in the art. A pebble mill is a rotating cylinder in which the grinding media has been carefully sized for the job in hand. If the mill is doing coarse grinding, the media will be correspondingly large and the mill might be called a primary (or intermediate) pebble mill or a lump mill. If it is to do fine grinding, the media selected is proportionately smaller and the mill would be called a secondary or tertiary pebble mill. The media itself is normally rounded pebbles made from screened ore from the primary-crusher discharge. The charge could be rounded pebbles of the correct size removed from a primary autogenous mill, or the pebbles could be carefully sized gravel, sized beach pebbles, or sized flint pebbles. Usually the specific gravity of a pebble is from 35 to 55% of that of steel balls. It commonly varies from 2.66 to 4.2, depending on the specific gravity of the ore. Primary pebble mills, or lump mills, would be charged with pieces of rock up to 10 in. maximum and 5 in. minimum and would grind crusher discharge with a maximum size of 1/4 in. on hard ores and 3/8 in. on softer ores. Secondary pebble mills could be charged with pieces of rock screened on 4 x 4-in. square mesh and retained on 1 1/2 x 1 1/2 in. These mills would grind material with a top size of 8 to 10 mesh. Tertiary pebble mills could be charged with screened rock that would pass 3 x 3 in. and be retained on 1 x 1 in. and grind 35 to 48 mesh sands. Principles of Operation Media Size To operate a pebble mill efficiently it is imperative that great care be taken in screening the rock feed that is fed into the mill to round up into a range of pebble sizes that are suitable for grinding of the sands that are also being fed into the mill, having regard to the top size and the average size of such sands. Since most mill operators know from experience the correct size of steel balls to be used in a mill to handle different sizes of sand feed, it is convenient to relate the pebble size to a ball size. If the correct ball size is not known, it is relatively simple to conduct batch laboratory tests in 12- to 18-in. laboratory mills to determine the optimum size of steel ball. Also, Bond and others have published formulas for calculating the optimum ball size. When the correct size of the individual steel ball is known, then a pebble of the same weight will perform the same grinding if used in the proper size of mill and under the proper conditions, which will be defined later. This media size, as defined by the average weight of the individual pieces, is most important. The following tests will serve to clarify this point. Laboratory Tests Using Steel Balls or Pebbles. Several labora¬tory grinds were made to compare a given size and weight of steel ball with a pebble of the same weight but larger size, and of the same size but lighter weight. The following loads were used in the 12-in. laboratory mill: All 1 1/4-in. steel balls weighing 122 ± 10 g. All 1 3/4-in. pebbles weighing 123 ± 5 g. All 1 1/4-in. pebbles weighing 45 ± 3 g. To equalize capacity, the test with the steel balls was run only 34% as long as the tests with pebbles. In each case, 2,500 g of primary sands were ground at the optimum gravity for the media being tested at a speed 78 1/2 % of critical speed, and for 170, 340, and 680 revolu¬tions for the steel balls, and 500, 1,000, and 2,000 revolutions for the pebbles. The first test is summarized in Table 74 by showing the 80% passing size in microns for the feed and for each of the grinds. Two other tests are summarized in Table 75 showing the screen analyses

Introduction Responding to Congressional inquiries regarding the purchase of a number of major domestic mining and metals companies by foreign firms, the US Bureau of Mines examined trends in foreign direct investment in the US. mining and mineral processing industries1. "Foreign Direct Investment in the US Minerals Industry" analyzes the extent of foreign investment in several major mineral commodity industries. It identified the countries of origin of foreign investment in US mineral assets. The study also described several reasons for the growth of foreign investment in US minerals and discussed some potential implications of this activity. Foreign investment trends in the economy and minerals For the economy as a whole, between 1977 and 1985 the number of US affiliates of foreign investors more than doubled - from 4046 to 9824 - as did employment at these affiliates - from 1.2 million workers to 2.9 million (Table 1)2. During this same time period, the total value of assets of all US affiliates throughout the economy rose from $239 billion to $736 billion (1985 constant dollars). In the domestic minerals industry, foreign investment also grew substantially during that same time as the number of US minerals-related affiliates increased by 74% - from 125 to 217 - between 1977 and 19853. During the same period, employment at all foreign-owned affiliate mineral operations in this country increased by 78% and totaled 198,000 workers at the end of 1985. Parallelling the growth in the number of and employment at foreign-owned US mineral and metal operations, the total value of US mineral assets owned by foreign firms (or individuals) has nearly doubled since 1977 and amounted to $30.9 billion at the end of 1985. The rate of increase in foreign investment in US mineral assets was slightly higher in the metals industries than in the nonmetallic groups. Foreign investment more prevalent in minerals Perhaps a more useful way of evaluating the growth in foreign investment is to analyze growth in the "intensity" of foreign investment - the proportion of total US industry assets held by foreign investors. Although insufficient data on total industry assets prevented the development of such a measure, employment data provide an indication of relative differences in the intensity of foreign investment among the mineral industries and other industries. For example, as noted in Fig. 1, the 198,000 minerals industry workers employed at US-affiliate companies in 1985 represented 12.7% of total employment in this sector of the economy. In comparison, for the mining and manufacturing sectors of the economy as a whole, 7.8% of all workers were employed at US-affiliate firms in 1985. For the total economy, 2.7% of the entire civilian employed workforce worked at US-affiliate firms that year. Using employment as an indicator, foreign investment has been more prevalent in the minerals industry than in most other industries. About one worker in eight in the minerals sector was employed at a US-affiliate firm in 1985. I. INTRODUCTION The Massachusetts Water Resources Authority (MWRA) is a regional water and sewerage authority which provides wholesale water and sewer services to the Metropolitan Boston area. The MWRA was created by the Massachusetts Legislature as an independent authority in 1985 following the filing of a lawsuit in federal court to correct the pollution of Boston Harbor resulting from inadequate and inadequately maintained sewerage facilities. Immediately upon its creation, the MWRA began to tackle treatment plant issues, including addressing the need for a secondary treatment plant, planning for ceasing ocean discharging of sludge, and making interim repairs to the existing, antiquated treatment plants. The MWRA's initial activities led to a court-ordered schedule for construction of a single new primary and secondary treatment facility, for development of sludge management plan focussed principally on reuse, and for completion of a short term program of repairs to existing facilities. Once a schedule for completing these activities had been negotiated, the U.S. Environmental Protection Agency (EPA), a plaintiff in the federal court case, asked that the MWRA take "responsibility" for controlling discharges from combined sewer overflows (CSOs) within its service area. Combined sewers (sewers in which both sanitary sewage and storm water runoff are carried in a single pipe) presently discharge over 10 billion gallons of untreated wastewater into Boston Harbor and its [ ]

An optimized counting scheme for a mixture of radon daughters and thoron daughters typical of Ontario mines, developed in a previous study, was experimentally examined under mine conditions. The counting scheme requires a 10 minute sample and 5 1/2 hours counting instead of a 60 minute sample and more than 40 hours counting as required by a previous method. Taking into account the uncertainties associated with concentrations, flowrate and radioactive decay, the precision of the counting scheme was analyzed and found to be on average better than the 40 hour method.

I appreciate this opportunity to discuss with you OPIC's new policies designed to assist U.S. minerals companies in developing new sources of minerals overseas. A comparison of recent figures on U.S. investment in mineral exploration, development and production gives results which are remarkable --and disturbing. Through the 1960's the flow of U.S. foreign direct investment in mining and smelting in the developed and less developed countries were nearly equal. However, by 1973, roughly 80% of all exploration expenditures by mining companies was taking place in the developed countries and principally in the U.S., Canada and Australia. Clearly it is to the interests of both the developing countries and the United States to put these figures back in better balance. As you may be aware, the administration as a whole is examining systematically what can be done by government to reduce the disincentives and increase the incentives to mineral investment in the less developed countries --the LDCs. A subgroup of the National Advisory Council chaired by the Treasury Department has been formed to coordinate U. S. Government policy and program efforts relating to mineral and energy development in these countries. Among other matters, this subgroup will examine how public policies could positively influence the private investment decision-making process in the minerals industry.

In recent years the hue and cry of American industry concerning the pressure of foreign competition on the domestic marketplace has become all too familiar to most of us, as we are all well aware, the steel industry has not been exempted from this pressure, reduced production levels, work force cutbacks, and in some extreme cases, plant closings and company liquidations have resulted, new regulations governing imports and quotas have been enacted, foreign trade agreements reached, and more strict regulation enforcement practices undertaken, despite these, and other measures, the impact of aggressive foreign competition has not lessened, the concensus of numerous management consultants is that in order to successfully cope with these problems we must draw on all available technology to provide the tools which will enable us to enhance our management effectiveness, one area requiring particularly close attention in any mining operation is that of managing critical resources - namely time, energy and equipment in a fast and efficient manner, In mining, with critical resources deployed over a large geographical area, any degree of success involved with resource management is dependent upon knowing the current status of all work related activities, if we, as mine operators, are to be more successful in this area, additional tools are a necessity and modern technology has provided a multitude of new options from which to choose.

Column flotation is emerging as one of the most important new separation technologies of the decade. Attendant to this development is the need for a quantitative understanding of the dynamic characteristics of columns. An understanding of the many important sub-processes occurring in the cell makes possible the development of dynamic simulators for flotation columns which will aid in the design of control systems for dynamic and steady state optimization. This paper presents a dynamic model for the column flotation cell developed from a population balance point of view similar to that which has been successfully applied to conventional flotation cells. In particular, the mixing that occurs within the pulp is modeled with a distributed-volume, mixer-in-series model as an approximation to the axially dispersed plug flow transport that occurs in the cell. This simpler approach avoids the distributed transport model which often leads to mathematical intractability. Other phenomena dealt with are the attachment and detachment of particles from bubbles in the froth and pulp, the transport of water and the bubble volumes with the froth and pulp phases. Simulation of the flotation of an Illinois No. 6 coal in a pilot plant flotation column were performed to test control strategies.

The primary purpose of the Prototype Installation Facility (PIF) for the Superconducting Super Collider (SSC) in this conceptual design was to test the magnets and other physics equipment. PIF was located in the northwest quadrant of the SSC 54 mile (87 km) main ring and consists of the first segment of tunnels, approximately 17,060 lineal feet (5.2 km) of 12 foot inner-diameter (ID) (3.7 m) tunnel, three 250 ± foot (60 m) deep shafts, connecting tunnels, and associated niches and alcoves. PIF would be the first portion of the main ring collider tunnel to be constructed. The geology, underground excavation conditions, underground facilities, and contractual considerations are discussed.

Before and in the early stages of industrialization, mining was the undisputed leader in technology. It represented the high-tech of the time. Early mechanization bears witness to that. Hoisting and rock breaking driven by waterpower are such examples. The mines' use of the steam engine was a major incentive to its development. By these means new mines could be opened and more metal supplied. Understanding of systems was essential for miners when shaping the infrastructure of the mines for the transportation of ore, material and men and for the evacuation of water and for ventilation. The irrigation systems of ancient mines are such examples. However, with the industrial revolution other more specialized branches of industry advanced further, and the mines became users of other industrial branches technologies. The mining industry had, however, always been quick to recognize a good thing and use it, when time was right. But, compared with other branches of industry, the mining industry has the disadvantage of working in a rugged environment with (and actually inside) a raw material which is abrasive and highly variable with respect to mechanical properties. This determines the rather high unpredictability of mining machines' performances and their low availabilities and explains a part of the delays in introducing technological advances.

The Expert Scheduling is a new, exciting method for scheduling underground and open-cut coal mines. A key feature of the Expert Scheduler is the adoption of an expert or artificial intelligence system. The expert system makes decisions regarding the schedule, such as which area should be mined. With existing scheduling systems these choices are made by the scheduling engineer. Developing one area may be better than another if it offers better quality or lower costs. Information the engineer considers in these decisions could be; • coal tonnage and quality targets, • equipment utilisation, • mining cost, • and other practical constraints. In expert scheduling a number of experts are appointed to make these decisions. A number of mining strategies are examined for each period. Information for each strategy is evaluated by "experts" and the "best" solution adopted. The method is based on the Blackboard Techniques. With this technique information is presented to "knowledge sources” or "experts" by the Blackboard Controller for their "opinions". These "opinions" are examined by the Blackboard Controller to select the best strategy. Engineers can readily add experts to the system, and modify the weighting of experts to suit mining conditions. Using an Expert Scheduler means that many schedule op- tions can be analysed quickly with full repeatability.

Attendance exceeded 4,500 minerals professionals from all over the world at SME's March 9-11 Annual Meeting and Exhibit in Orlando, FL. The exhibit, of more than 600 booths, featured 398 of the mining industry's premier suppliers. The keynote session, "Change makers in the industry," opened the meeting. The session featured Jeffrey Clevenger, president of Cyprus Climax Metals; Mark Baker, senior vice president of Modular Mining Systems, a division of Komatsu; and John Correnti, vice chairman, president and chief executive officer of Nucor. The SME meeting also featured four specialty programs: Bulk materials handling by conveyor belt, Latin American perspectives, plant operators' symposium and waste characterization and treatment. Also open to attendees were more than 60 technical sessions encom¬passing coal, the environment, industrial minerals, mining and exploration, minerals and metallurgical processing and minerals resource management. Ed Dowling was the chair of the 1998 SME technical programming committee. And Dowling, director of process management and engineering for Cyprus Minerals, acted as the host of the SME keynote session. Dowling said the mining industry has undergone incredible change over the last decade. And the forces of change continue to accelerate. These changes include globalization, regulatory pressures, technology, labor, competition, pricing and other market influences, he said. With that in mind, the SME program committee selected as the theme of this year's SME Annual Meeting, "The changing world of mining ... our role." Given some of the current commodity prices, Dowling said, the theme is timely. He also noted that a large percentage of the 60 technical sessions spoke to the evolving operational and business aspects of the mining industry as the industry crossed international boundaries. The keynote session mirrored the meeting theme by focusing on the increasing challenges and required changes the minerals industry faces. Dowling reminded keynote attendees that change is not a new idea. He said Benjamin Franklin described three types of people: Those who are immovable, those who can be moved and those who are movers. And so it was appropriate that three of the most forward-thinking movers in the business - Clevenger, Baker and Correnti - address the keynote session, Dowling said. John Callaway moderated the keynote session. He is senior correspondent for WTTW TV, the public broadcast station in Chicago. For the past 13 years, Callaway has served as host of WTTW's award-winning, primetime news analysis program, Chicago Tonight. Callaway said that the keynote changemakers are recognized as industry leaders whose vision has led to significant business transformation and results. INTRODUCTION Interest in the recovery of methane from coalbeds has increased rapidly over recent years, because of its potential as an energy resource and to alleviate pollution and safety problems. The resource base of coalbed methane in the United States has been estimated at 11.2 Gm3, roughly equivalent to 20 years consumption (Mroz et al., 1983; Kuuskraa and Brandenburg, 1989). Methane contributes to the adverse environmental impacts of global warming, tropospheric ozone formation (smog), and potentially stratospheric ozone destruction. Association of methane with coal has always presented a safety problem in mines due to the potential for explosions. The rate of release of methane depends on the amount adsorbed by the coal, the adsorption isotherm for the coal, and the size of the coal particles. Mining operations can affect the particle size distribution and the production of fines and therefore the rate of release. The time the mined coal remains in the mine may also be important in determining total emissions. The methane content of some Utah coals was determined in this study. The methane content of the coals is compared with the chemical and physical properties of the coals and the properties of the seam and neighboring strata. Correlations are developed to better understand the formation and retention of methane by these coal seams. METHANE FORMATION IN COALBEDS Three mechanisms for methane formation may be considered: (1) nonbiogenic formation, (2) formation by anaerobic bacteria during plant material deposition and the early stages of diagenesis, and (3) formation from pyrolysis of coal material during coal maturation. Nonbiogenic formation by thermal processes involving carbon- and hydrogen-containing compounds has been proposed as a mechanism for methane formation in the earth. It is not likely to be of importance where other fossil fuel materials are present. Coal would not survive the temperatures required and hence the methane would need to migrate and be trapped by the coal seam. This mechanism is unlikely for coalbed methane. Formation of methane by anaerobic bacteria undoubtedly occurs during coalification, but the methane may not be trapped until the pore system of the coal is developed, and would likely be displaced by methane formed during further coalification. Methane formed by maturation of the coal material as it progresses from peat to coals of various rank is the most probable mechanism for the formation of coalbed methane. Most of the methane is adsorbed onto the walls of microvoids in coal. It has been estimated that the surface area of one kilogram of coal is between 20,000 m2 to 200,000 m2. Surface area measurements depend on the coal and also on the method of measurement. At 20 atmospheres, in some coals, the adsorbed methane is 10 times greater than methane as a free gas. At 100 atmospheres the adsorbed gas can be as densely packed as a liquid. The volume of methane gas held in coal depends on the volume of gas that exists as a free gas and the adsorbed gas capacity. The volume of free gas in the coal can be calculated from the kinetic theory of gases (methane can be assumed to be an ideal gas because errors would not be greater than 1 % for normal mining pressures). Langmuir (1916) derived an equation for the adsorption of gases on uniform surfaces and this is applied to the adsorption of methane on coal:

Introduction Samarco Mineracao S.A. is a Brazilian corporation jointly owned by S.A. Mineracao da Trindade (SAMITRI) and Utah International Inc., with 51% and 49% interests respectively. Headquartered in Belo Horizonte in the state of Minas Gerais, Samarco owns and operates an open-pit mine capable of producing 10 Mt/a (11 million stpy) of iron ore; a concentrator rated at 7 Mt (7.7 million st); a 12-Mt (13.2-million st) capacity pipeline transportation system; a 7 Mt (7.7 million st) filtering and pelletizing plant; and a harbor facility. The mine, concentrator, and initial pipeline pump station are located at Germano, near the town of Mariana, about 300 km (186 mi) north of Rio de Janeiro by air. The pipeline terminal, pellet plant, and harbor are at Point Ubu, 70 km (43 mi) south of Vitória the capital city of Espirito Santo State, and about 300 km (186 mi) by air east of the mine. The 396-km (246-mi) pipeline uses 508-mm (20-in.) pipe except for a 53-km (33-mi) section where 457-mm (18-in.) pipe is used to absorb and control slack flow through increased velocity in one of the areas along the route. Iron Ore Slurry The hematite iron ore concentrate produced at the Germano plant is processed by grinding the average 53% run-of-mine itabirite iron ore to -150 µm (100 mesh) for gangue liberation. It is treated further by cyclones to remove the 10 µm (1250 mesh) slimes to prepare the ore for flotation. During the multistage cationic flotation operation, the silica is reduced to make low silica (-0.9%) concentrate for the direct reduction (DR) iron-making process or to make normal silica (-3.5% +2.5%) concentrate for the blast furnace (BF) iron-making process. The concentrate then is reground further to meet the particle size requirements for pelletizing. The reground hematite concentrate is screened in closed circuit with the regrind mills for close control of the maximum particle size, not to exceed 3.5% +75 µm (200 mesh) for pipeline wear protection. Thickened concentrates at 70% solids are pumped to four 5-kt (5,510-st)(dry) agitated slurry storage tanks that hold the feed before it goes to the first pipeline system pumping station. Pipeline Capacity The pipeline system was designed to transport 12 Mt/a (13.2 million stpy) at 65% solids with an average minimum safe operating velocity of 1.5 m/s (5 fps). The pipeline will transport 5 Mt (5.5 million st) in 1982. The system, therefore, is moving the slurry in 13-kt (14,330-st) batches, dispatched at intervals to move 20 kt/d (22,050 stpd). In operation, the pipeline has exceeded its 93% availability design factor. Pipeline Facilities Pump station No. 1 is located at the Germano minesite 1 km (3,330 ft) above sea level. It has the following principal equipment: • four 5 kt (5,510-st) (dry) agitate slurry storage tanks; • two centrifugal charge pumps (one stand-by); • a 217-m (712-ft) safety loop; • seven mainline positive displacement triplex plunger pumps (189 m3/h, or 832 gpm, at 14.9 MPa, or 2,162 psi, maximum output pressure); • four corrosion-erosion spools; • a control and command center. "Risk management in tunneling is more important today than it was a few years ago, considering increasing demands for safety and environmental and socio-economic sustainability, which are now required by citizens, owners, lenders, and insurers. Moreover, our current risk management philosophy should not only address risk avoidance and mitigation, but should also be used as a means of value creation, benefiting the overall project. Given the strategic implications of risk management, the authors intend to present, in this paper, a comprehensive overview of references and experiences from current practice—e.g., what is missing or weak, as well as possible or necessary developments that can have a key role in implementing effective risk management, particularly for a project’s design and construction phases. Therefore, as God has set some things in broad daylight; as he has given us some certain knowledge, though limited to a few things so, in the greatest part of our concernments, he has afforded us only the twilight, as I may so say, of probability (John Locke) PREFACE Many large-scale engineering and construction projects suffer millions of dollars in cost overruns, delays in design and construction, and operability troubles once finally completed (Edward W. Merrow, 2011). The undesired effects of these problems can become disastrous for large-scale megaprojects (those that typically cost US$1 billion or more), particularly considering that these are increasingly used as the preferred delivery model for infrastructure (Bent Flyvbjerg, 2014), often in public-private partnerships (PPPs). McKinsey G.I. (2015) has estimated that bridges and tunnels average 35% in cost overruns, and roads 20%. Some of the values published by Flyvbjerg (ibidem, 2014) for projects with relevant underground elements are the highest, with cost overruns from 60% to 300%. The analysis of 32 other case histories (from 1994 to 2010) given by Hartmut, R. (2011, IMIA Annual Conference, Amsterdam) indicates an average increase of costs around $55 million, with a 20-month average delay."

"INTRODUCTION Cyanide heap leaching of gold ores in areas with extremely low winter temperatures requires special considerations to prevent freezing of the leach solution. Factors that impact the solution temperature include ore temperature at the time of stacking and during operation, burial of drip irrigation lines, use of geomembrane covers, and heating of the leach solution. Thermodynamic modeling was performed to simulate expected ore and solution temperatures under different operating strategies for Kaminak Gold’s Coffee Gold project in the Yukon Territory. Mean monthly temperatures at the site ranged from a low of -22.5oC to a high of 13.6oC, while in situ ore temperatures ranged from -0.5 to about -1.5oC. The modeling results were used to optimize the operational parameters and indicated that a combination of drip line burial and heating of the leach solution during the winter months was required to maintain solution temperatures above freezing during the initial years of stacking, although as the size of the heap increased, heating was no longer necessary. MODELING OBJECTIVES The successful operation of a cyanide heap leach under extremely cold winter temperatures requires the implementation of operational strategies to prevent freezing of the leach solution and the ore within the heap. Thermodynamic modeling of the heap provides the means to quantify the effectiveness of these different operational parameters on maintaining the required operating temperatures to avoid freezing within the heap. The operational parameters that were evaluated with the model included: • Burial depth of irrigation lines to prevent freezing during the winter months; • Variation in the temperature of the applied leach solution (to simulate heating of recirculated solution); • Variation in the rate of irrigation including seasonal variations between winter and summer months; • Seasonal versus year-round stacking of ore (to simulate the impact of the initial temperature of each ore layer as it is stacked); • Seasonal versus year-round crushing and stockpiling of ore, including the option to stockpile ore on the leach pad in the winter (i.e. stack but not leach fresh ore in winter); • Start date for seasonal stacking; • Variation of the heap geometry over time (both vertical and lateral expansion) and the associated heat storage within the heap; • Use of thermal covers (gravel or geomembrane) over the ore during the winter months; and • Effect of crush size on heat loss during crushing, stockpiling and stacking."
