One of the Northwest Mining Association's guide-lines is: "If you always do what you've always done, you'll always get what you've always gotten." Another way of saying this is, simply, "when the road curves, don't refuse to turn." Our industry has been roundly criticized for living in the old political world, and, I believe, justifiably so. Until about 20 years ago, members of both houses of Congress deferred to specialists among their members for mining legislation. This was true for all public lands and natural resource issues, and were referred to as the mining bloc, or the timber bloc, or the ranching bloc. We felt safe, and to a large degree, were safe in the sense that western members of the US House of Representatives and of the US Senate understood the need for multiple use of public lands, and the need for the natural resources they supply. They also knew what it takes to stay in business and how to create the economic atmosphere that encourages private industry to find and provide the natural resources. Almost daily, members of our industry bemoan the destructive effects that current regulations, let alone new proposals, are having on American industry. And, there are some intriguing aspects for us to ponder. First, the specific complaint about the government is not regulation per se, but rather that the rules or policies don't make sense. We recognize that few understand our industry, but we have assumed that the government will rely on people experienced and knowledgeable in the area being brought under government controls. There was a time that this assumption was valid, but it is no longer true since we have entered the era of the professional regulator. Much like the MBA who believes that a professional manager can manage anywhere, the new breed of regulator sincerely believes that process is the key to developing effective regulations or programs. They reason the process virtually assures that all the pertinent facts will inevitably come to light and, after receiving appropriate considerations, will result in the proper decision being reached and implemented. Unfortunately, following the process also allows politics to play a new and greater role than ever before, since information based on what can only be called weird-science can now be presented to the professional regulator and accepted as fact. Regulators do not have the background to question the basic tenets of the conclusion being presented to them. To add insult to injury, testimony from people in the industry involved, intended to set the record straight, is too easily discounted as being merely self-serving. A second aspect is that the question of why the associations aren't doing more to stop poorly conceived legislative and regulatory proposals, or to counter the ever-increasing influence of the selfappointed public interest groups is being increasingly discussed. This is occurring despite the fact that there is a higher level of involvement and closer cooperation between the various associations than ever before. This raises a most important question: where are we going wrong? In the last 20 years or so, major changes have taken place. A new philosophy, taking advantage of the public's recognition of need to protect our environment, has swept through the nation, resulting in a whole new body of law enacted to assure environmental protection. We all acknowledge the need to prevent undue degradation during the course of mineral development, and we all consider ourselves to be responsible stewards of the land, because we live and work in the outdoors and know the importance of environmental protection. The changes in the federal statutes apply now to every aspect of mineral discovery, development, and production, and assure adequate reclamation of lands when we are done. Along with the positive changes, are a constant barrage of attempts to stop public land use, or stop mining, or stop any new economic development, ostensibly to "protect the environment," but often reflecting a hidden agenda of social reform. These types of extreme, irrational, and just plain impossible proposals are everyday occurrences, but we have not geared up to challenge all the proposals which could end mining. Instead, we did what we always had done. The road turned, but we didn't. And we wondered why those who had always protected mining weren't doing their job, and why we were having such limited success in reining in the regulators. Introduction It is generally accepted as dogma that sampling contributes most of the error in gold fire assays. Differences in assay results on pulps from the same sample interval are frequently regarded as evidence of the presence of the so called "nugget effect" of relatively coarse gold particles. It is true that coarse gold particles can contribute to substantial sampling fluctuations. But, while the process of sampling is probably the major source of error, the analytical process cannot be completely ignored as a possible contributor to erratic assay results. To maintain a stable assay process, the analytic part of the system must also be kept in control. One method of monitoring the performance of the analytic system is to systematically assay standard materials, whose sampling characteristics are carefully controlled. Gold assay standards are not prepared, nor can they be prepared, to account for both sampling and analytical errors. It is not possible to send coarse material to a lab for both preparation (i.e., comminution and splitting) and fire assaying and then come to conclusions only about the fire-assay process. Because most gold ores are very heterogeneous, sampling errors would, in most cases, completely mask the contribution of the analytical errors. Assay-standard material is prepared only to assess the accuracy and variability in the fire assay process. Because the objective of the assay standard is to provide information about the fire assaying, it is necessary to control the sampling error of the standard material, so that it is only a minor constituent of the discrepancies observed in any assay results. To do this requires that the particle size of the standard material be reduced to a point where the relative standard deviation of the sampling error (i.e... the standard deviation of the errors divided by the average gold content of the material) is 2% or less. For all but very homogeneous mineralization, this means that the material must be reduced to 100% -150 mesh before the sampling errors are adequately controlled. However, even reducing the particle size can contribute to sampling problems. The liberation of gold may cause segregation that can cause large sampling fluctuations that are not easily controlled while maintaining the desired grade. Because, in most cases, the standard material would already be in the "pulp" state when it is submitted to a lab for assay, it is not possible to entirely conceal the nature of the sample from the lab. This is a problem inherent in using assay standard material. Because of the contribution of sampling to error generation in the assay process, the use of "coarse" material does not solve the problem of submitting a totally "blind" standard to the lab. In the sections that follow, the selection, preparation, testing and use of gold fire assay standard material is discussed. While some may dismiss the production of standard material as folly, it is possible to produce and utilize standard material to stabilize and improve the fire-assay process to produce more reliable assay results. Material selection It is desirable to use material that has as nearly the same metallurgical characteristics as the samples with which the standards will be included. However, this is usually difficult. For many reasons, including the particle size at which a significant amount of the gold mineral is liberated, the sampling characteristics of even -150-mesh material may preclude the use of geologically and metallurgically similar ore as a standard. It is usually easier to get material having desirable grade characteristics with the necessary sampling properties than it is to find geologically and metallurgically similar material with the required sampling characteristics. High-grade standards are especially difficult to find and prepare. This is because, as grade increases, the size of the gold particles usually increases. Larger gold particles are liberated and tend to segregate during comminution, and the homogeneity of the material cannot be maintained. For grades much above 3 g/t (0.088 oz/ton), it is very difficult to find material that has the proper sampling properties. Old mill tailings are likely candidates for assay standards. Some of these have sufficiently homogeneous mineral contents, so that the sampling errors can be effectively controlled. Where mill tailings are either not available or are not acceptable, mineralization that has exhibited homogeneous results in reassays of the pulp material is also a good candidate for the standard. Finally, the mineralized rock being sampled may (and should) be used if adequate homogeneity in the -150mesh material exists. "Adequate" ("acceptable") homogeneity is defined below.) "During the past decade, column flotation cells have become widely accepted for upgrading ultrafine sulfide ores. However, the use of columns has been widely relegated to cleaner circuits due to their comparatively high selectivity derived from the use of wash water dispersed over a deep froth. High tonnage rates and low feed grades make using column technology in roughing and scavenger stages challenging due to the resulting size of the needed equipment. To specifically address this challenge, a new high-intensity flotation system known as the StackCell™ was developed. This technology makes use of a novel pre-aeration method coupled with froth washing to simultaneously provide improved flotation kinetics and selectivity. The novel aeration system provides efficient bubble-particle contacting thereby shortening the residence time required for particle collection. This article reviews the technical design features of this new flotation technology and presents recent data from in-plant pilot testing in a copper-sulfide application. INTRODUCTION Column flotation cells have become very popular in the minerals processing industry for cleaner circuits due to their ability to produce a high-grade froth concentrate via the use of froth washing (Luttrell et al., 1999; Kohmuench et al., 2004). The use of wash water minimizes the nonselective recovery of ultrafine impurities that are normally entrained into the froth product from conventional flotation machines. On the other hand, the unique design of a column cell typically requires a large tank volume. Column cells must be tall to ensure that the pulp residence time is long enough to offset their inherently slow flotation kinetics and to minimize internal mixing that is detrimental to overall cell performance. The tall design minimizes the total floor space required for the column installation, but substantially increases the foundation load. The large size of the column tank can also create issues during fabrication, transportation and installation. To address these concerns, the engineering team at Eriez Manufacturing developed a next-generation flotation technology called the StackCell?. This high-intensity flotation machine was designed to provide column-like separation performance within a very compact volumetric footprint. This article describes the key working features of this new technology and provides data from recent pilot-scale tests conducted in gold and copper-sulfide applications"

The Activity Distribution Diagrams (ADD) developed by the authors are computed for Cu-S-H2O and Mo-S-H2O systems. The distributions of metal and sulfur between all species are estimated against pH at different potential levels. Both M-H2O and S-H2O distributions are compared to the M-S-H2O distributions to estimate the changes occurring due to the presence of sulfur. The method of computation follows the Activity Term Criterion, taking into consideration the multi-equilibrium interrelations and conservation of mass. Results are analyzed in terms of dividing a distribution curve into three basic segments. These segments are formation, stability, and dissolution.

The depressing effects of different inorganic chemicals on the flotation of pyrite have been investigated in this study. The results of the flotation tests indicate that pyrite can be depressed by oxidizing as well as reducing agents under controlled conditions of pH and reagent dosage. Oxidizing reagents such as potassium chromate and potassium dichromate were found to cause complete depression of pyrite in the acidic pH range. These effects are similar to those obtained in the pyrite-cyanide system. A less stable oxidant, potassium permanganate, inhibited the flotation of pyrite at a concentration as low as 0.1 mol/L at all pH values, Addition of reducing chemicals such as ferrous chloride or manganous sulphate to the flotation of pyrite were found to produce depressing effects depending on the additive concentration and pH of the solution.

Field criteria are needed to help the prospector recognize a potentially expansible shale, clay, or slate. Certain criteria have proven useful in California even though the physical-chemical mechanisms of expansion are not thoroughly understood. Three conditions must be satisfied before expansion can take place, The raw material must partially fuse at a low temperature (1800-2000°F.), Concurrently a gas must form. The raw material must be sufficiently impermeable to trap the gas within the particle. Low temperature melting, which is controlled by bulk chemical composition, is difficult to assess in the field but most common shale, clay, and slate is suitable in this respect, The presence of organic carbon, the most common source of an expanding gas, is indicated by dark color of the rock, A large proportion of clay-sized particles promotes impermeability; fine grain-size is indicated by conchoidal fracture, The shape of the expanded particle is commonly indicated by the texture of the raw material. Rocks with well-developed slatey cleavage produce accordion-shaped particles; massive rocks tend to form rounded particles. Undesirable materials commonly present with expansible shale include: weathered shale; sandstone and other coarse-grained sediments; and limestone, Weathering, which is indicated by color, reduces or eliminates expansion; therefore, surface samples seldom are representative of the shale found at depth. Sandstone does not expand and will increase the average weight of the finished product, Limestone or particles of carbonate minerals can be actively harmful because they are converted to free lime (CaO) during the firing process, If free lime is present in concrete, hydration will cause expansion of the lime particles which result in surficial ?popouts.?

The critical surface tension of wetting values (Ye) of realgar (AsS), talc [Mg3si401o (OH) 2]' stibnite (Sb2S3), and sulfur (S) were determined by flotation in the absence of conventional flotation collectors as 38.7, 38.0, 35.5, and 30.0 dyne/cm, respectively. The surface tensions of flotation media were arranged by methanol. Separation of binary mixtures of these minerals was performed exploiting their Ye differences-which form the basis of the "ganuna flotation process". One step flotation test showed that sulfur floats preferentially from its mixtures with realgar and stibnite at recoveries of 73.6 and 70.7 % and grades of 81.7 and 91.2 %, respectively. The separation of stibnite from realgar gave a recovery of 4.1 % and a grade of 41.2 % for stibnite, indicate that a minimal Ye difference of 3.6±0.2 dyne/cm is essential for such separation when conventional flotation reagents are not used. This paper presents data and describes the approach employed in these separations.

Vancouver-based War Eagle Mining Co. is an advanced-stage Canadian junior mining company that is focused on becoming one of the world?s leading germanium producers. War Eagle?s primary focus is on the Tres Marias high-grade germanium mine near Chihuahua, Mexico. The Tres Marias Mine has high-grade zinc mineralization as well. War Eagle acquired the 28-km2 (17.4-sq mile) property in 2001 from Tombstone Exploration and is currently working to put the mine into production. Current exploration is focused on supporting a resource report and prefeasibility study that is expected to be completed in early 2008. War Eagle expects to have completed an estimated 80 underground diamond drill holes, 40 surface diamond drillholes, 31 percussion holes and 1,296 1.5-m (5-ft) channel samples. Eighty-seven additional exploration targets have been identified within the mining concession. Recent drill results have significantly expanded the known mineralized body at the Tres Marias Mine. The exploration and development program is expected to be completed during 2008. War Eagle owns both the drills currently in operation at Tres Marias. An advanced exploration and development program has confirmed historical grades and is producing encouraging new results from diamond and percussion drilling, channel sampling and high-resolution resistivity geophysics. Glenn R. O?Gorman, an independent geologist and consultant to War Eagle, conducted a study on the reporter. He stated that the Tres Marias concession area has the potential to host 5 to 10 Mt (5.5 to 11 million st) of minable ore.

The Janet Annenberg Hooker Hall of Geology, Gems and Minerals, located in the National Museum of Natural History, Smithsonian Institution, in Washington DC, opened in September, nine years after initial fundraising efforts were begun. The 1,858-m2 (20,000-sq ft), $16-million hall was mostly funded by private groups and individuals, including $1.7 million from 43 National Mining Associa¬tion (NMA) member companies. Companies that contributed more than $100,000 included Cyprus Amax, Phelps Dodge, Asarco, Homestake Mining, BHP, Caterpillar, Cleveland Cliffs, Exxon Coal and Minerals, Freeport-McMoRan, Newmont Mining and Peabody Holdings. The mining industry's contributions funded a walk-through Mine Gallery. It. features diora¬mas of four mines, as well as numerous specimens associated with the mines. The Mine Gal¬lery demonstrates to the public the importance of mining. The hall was named in honor of Hooker. She contributed $5 million in cash plus the Hooker Yellow Starburst Diamonds to the project. The hall is touted by the Smithsonian as the "most comprehensive earth science complex of its kind." It consists of seven galleries, each devoted to different aspects of gems, minerals and rocks. In addition to the Mine Gal¬lery, the hall contains a collection of gemstones and jewelry pieces, an extensive collection of minerals, a gallery devoted to plate tectonics and a gallery devoted to the moon, meteorites and the solar system. The new hall is a complete makeover of the old and outdated Geology Hall. It was built in the 1960s and finally closed to the public in 1995.

INTRODUCTION The environmental requirements of the next section of Washington, D.C. METRO subway tunnels present unique challenges to the Contractor. The 14th Street Tunnels contract includes twin 975 m (3200 linear ft) soft ground tunnels. A stringent environmental soil and groundwater monitoring and free product recovery program was specified by the owner. A project-wide dewatering program hinges on satisfactory completion of the environmental requirements. Implementation of the Contractor's environmental program is discussed, including the pros and cons of the program, as they relate to progress of the project. Environmental issues on tunneling projects have become an important part of the urban tunnel construction process. Delays associated with environmental issues can have a major cost impact on tunneling projects. This paper will discuss the first of five Washington Metropolitan Area Transit Authority (WMATA) tunnel and station contracts awarded in 1994. These contracts are part of WMATA's Fast Track Plan to complete the original 166 km (103 mile) system by 2001. As such, stringent environmental requirements have been specified as a part of these contracts to limit delays associated with local regulators in order that the tunnels may be constructed on schedule.

Placer mining in Alaska had a desultory inception at Sumdum in 1869 and, during the years 1880 to 1896, received thin nourishment from the readily exhausted gold placers at Juneau and the longer- lived deposits in the Circle, Fortymile, and Rampart Districts. Finally, in 1897, the great Klondike discovery in Canada's Yukon Territory brought thousands of gold seekers to the Far North. These men, in successive, far-reaching gold rushes, found the large, rich gold deposits at Nome, Fairbanks, and Iditarod, as well as many smaller placers. The hectic rushes during the years from 1898 to 19 10 were comprised of hundreds, sometimes thousands, of "stampeders," as they were called. Since very many Alaskan creeks, from the crest of the Brooks Range in the north to the Pacific Ocean in the south, carry at least a few flakes of gold, there was ample seed to start a new stampede. Of the 100s of reported "strikes," nearly 50 became more or less important placer mining districts; by 1910 they had produced about 184.2 fine Mg (6.5 million fine oz) of gold; the all- time peak production year was 1906. A few of the miners and prospectors prospered, but the total value of all gold produced failed, by a wide margin, to cover the aggregate costs incurred by them in the undeveloped Territory of Alaska. On the other hand, the traders with their readily salable supplies of food, tools, and hardware and the freighters with their teams of dogs or horses and boats of all kinds profited throughout the era of stampede.

The use of diesel equipment in underground coal mines is controversial because the National Institute for Occupational Safety and Health (NIOSH) regards "whole diesel exhaust" as "a potential occupational carcinogen." Threshold limit values (TLVs) are recommended for the gaseous pollutants CO, CO2, NO, N02, SO2 and some hydrocarbons emitted in diesel exhaust. There is, however, no TLV recommended for diesel exhaust aerosols (DEA) nor is there a standard method for sampling these aerosols. The University of Minnesota and the USBM have collaborated to develop a personal diesel exhaust aerosol sampler (PDEAS) that utilizes size selective, inertial impaction and gravimetric analysis. During the field tests of this sampler, numerous air quality measurements were conducted in underground coal mines that used diesel equipment. The objective of this report is to present these data and to assess the impact of diesel face haulage equipment on mine air quality. Air quality data were collected in four underground coal mines. The mines used continuous miners and diesel haulage equipment. Daily samples were collected at the section intake, haulageway and on haulage vehicles. Both full-and partial-shift samples were collected using a variety of aerosol instruments. These included the PDEAS and the micro-orifice uniform deposit impactor (MOUDI) that sample the mine aerosol diesel exhaust fraction. Two of the mines were also monitored for the major gaseous constituents found in diesel exhaust CO, CO2, NO, NO2 and SO2. These measurements were made by either collecting bag samples for subsequent gas analysis or by Palmes dosimeters. Concentrations of CO, C02, NO, NO2 and SO2 were well below regulated levels. The mine average DEA concentration determined by the PDEAS in the haulageway for the three mines surveyed was 0.79 mg/m3, with a standard deviation of 0.19 mg/m3. DEA contributed 65% of the respirable aerosol, at this location. These results were the same as the mean DEA concentrations calculated from size distribution measurements obtained using the MOUDI. This was 0.78 mg/m3, with a standard deviation of 0.22 mg/m3.

"In current tunneling practice, finite element simulations have become an integral element of the planning and design process. These models are most often manually generated using 2D CAD drawings, which is a laborious and time consuming process. In this paper, we propose a BIM based approach, in which the 3D FE-model is automatically generated through a set of compatible geometries of individual components, i.e. the geology, alignment, lining and the TBM. The BIM model also includes all relevant model parameters of the tunneling project that can then be incorporated into subsequent analysis to be performed during the tunnel drive. The setup and the execution of the FE-analysis are performed automatically utilizing all required data from BIM. The applicability and efficiency of the proposed strategies is demonstrated by means of project data from the Wehrhahn-line metro project in Düsseldorf, Germany. Both the design as well as the construction stage is considered. INTRODUCTIONIt is recommend to employ Finite Element (FE) simulations in order to ensure a high degree of safety and quality for any given project (Guglielmetti et al. 2012). As such, FE models form an integral part in the design and planning stages of modern tunneling projects. These models are often time consuming to construct and require data from many different sources. This data is most often not centrally stored and therefore not easily accessible. Additionally, the formats in which project data are stored are typically not compatible with the formats required by an FE program. This is especially true in the case of geometrical data, such as CAD drawings. Although existing design drawings are most often used as the basis for a FE model, a direct import into a FE program is most often not successful as the imported data generates a geometry that does not fulfill the requirements of a FEM model, such as model connectivity. Even if a geometry is successfully imported, other necessary aspects of an FE model, such as boundary conditions and material properties, must be applied manually. These incompatibilities inevitably result in the creation of a new model, which, especially in the case of complex 3D models, is a time consuming process."

Sand-and-gravel aggregates have become the number-one, nonmetallic-mineral resource in the world. Surficial aggregate deposits of economic size are becoming increasingly rare in most parts of Canada. In southern Saskatchewan, this is especially true, and detection and delineation of intertill sand-and-gravel deposits with airborne electromagnetic (EM) surveys have proven very successful. Airborne and ground geophysical surveys detect such deposits by their resistivity contrast relative to the surrounding clay-rich soils. Dighem helicopter-borne electromagnetic surveys map soil variations over a large area quickly and cost effectively, greatly reducing the cost of detecting and mapping deposits compared with traditional methods (air-photo interpretation, ground EM, and drilling.). The multiple-frequency EM system used by Dighem can map variations both horizontally and vertically. Magnetic data collected simultaneously are useful in mapping bedrock geology. Both resistivity and bedrock maps aid in the important task of reducing drilling costs and person-hours in the field. The results of the survey are presented as maps of ground resistivity, which are relatively easy to interpret. These maps are produced in the field at the time of the survey, making quick follow-up of the survey possible. Airborne EM surveys can map the extent and depth of aggregate deposits more effectively than is practical from the ground. Since aggregate deposits can vary tremendously in a very short distance (<300 m) large-area EM maps can show both local area variability and also help develop intertill trends. A test survey for the Saskatchewan Highways and Transportation Department over a 3-km by 5-km area mapped all the known deposits as well as some unknown deposits, subsequently proven by drilling. The test-survey data show that the method not only detected the deposits, but also gave an estimate of the shape (volume) of each of the deposits. Comparison of the data to drill sections shows excellent correlation. Theoretical modelling demonstrates that the multifrequency system can discriminate sand and gravel from bedrock ridges. Since the successful test work, about 725 km2 of ground have been surveyed, resulting in the discovery of four new deposits, which can be used immediately, resulting in significant savings for the Saskatchewan government and taxpayer.

INTRODUCTION Jack Spalding in Deep Mining, Chapter 3, states: "In deep mining, to start stoping an orebody without a definite plan of operations covering the whole extraction from beginning to end is to invite serious trouble. Any stoping without plan is bound to leave, toward the end, a number of pillars, remnants, or promontories, which, as they are reduced in size, are liable to fail and cause a general collapse. The object of stope planning is so to mine an orebody that at no stage in the operation is a remnant left. Definition: `When a block of ore is stoped in such a way that eventually a small piece is left entirely surrounded by stoping, that piece is termed an island remnant.&apos; The design of and adherence to a plan of stoping is of greater importance in preventing rock bursts than the type of ground control adopted." This, of course, is just an example of the old axiom that an ounce of prevention is worth a pound of cure. And in this context, mining does not have to be very deep before poor ground conditions, made worse by lack of good planning, force a mining company to resort to more expensive methods of ore recovery. At all times when rock pressures become excessive, stoping plans must be devised to avoid the creation of pillars or promontories. This is most readily recognized when mining deep narrow ore veins by open methods. It would be a little more general to say that stoping systems should seek to avoid or minimize localized concentrations of rock stress. Ore bodies, and particularly those at Falcon¬bridge, can reach large widths and leaving pillars for extraction at a later time cannot be avoided. However, good planning can reduce the effect of factors which create bad ground conditions. The necessary ingredients of planning are time and information: time to formulate and revise ideas; information, gained in exploration and early development, to provide the fullest knowledge of the ore body. In this way, plans become meaningful. It must always be kept in mind that the long-term results of good planning often require decisions not compatible with reaching earliest full production. PLANNING FOR DEEP MINING At Falconbridge Nickel Mines ore bodies presently being found and prepared for production lie at depths in excess of 610 m (2000 ft) below surface. Current un¬derground exploration is being directed towards favor¬able locations below 914.4 and 1219.2-m (3000 and 4000-ft) depths, at most mines. The Onaping Deep ore body has been traced to a depth of 1508.8 m (4950 ft) and at Falconbridge mine the ore body is under develop¬ment below the 5000 level. Planning for more efficient ground control has therefore become an important con¬sideration of future mining. HYDRAULIC BACK FILLING AND CUT-AND-FILL STOPING The advent of hydraulic back filling has led to the increasing use of flat-back cut-and-fill stoping methods during the last ten years, until it has probably become the commonest method of mining deep ore deposits in Canada. These methods account for almost all the pro¬duction from Falconbridge Mines at this time. The ad¬vantages claimed are: safety-a minimum of open ground; very little supplementary ground support (except rockbolted backs and walls); greater selectivity and flexibility in extraction (horizontal extension of the vein, high grade ore stringers going out into the walls); and high productivity and increased mechanization in larger ore widths. There is some difference of opinion as to whether hydraulic classified tailing back fill provides any great resistance to initial closure of the stope walls. The evi¬dence available suggests that it does not. Addition of portland cement to the back fill just prior to placement has produced a material having the properties of a weak concrete. It is confidently expected that this material will assist greatly in the efficient mining of pillars and generally in giving increased ground support to oppose closure. PRINCIPLES OF STOPE PLANNING BY LONGITUDINAL FLAT-BACK CUT-AND-FILL Again quoting from Spalding: "The practice of con¬trolling output by stopping and starting stopes is bad¬stopes once started should proceed without interruption, and control must therefore be obtained by altering the rate of stoping. It is therefore necessary that faces should normally advance at a medium rate which can be boosted, if required, to give temporarily a greater output. Modern high productivity stoping methods, however, generally aim to achieve and maintain the maximum output possible from a stope. Control of tonnage and grade, therefore, becomes a more complex problem requiring very careful scheduling and organiza¬tion. With the basic method of flat-back overhand stoping using hydraulic fill, it is not usually possible to mine in such a way as to avoid creating pillars." Consider an ore body as illustrated in Fig. 1. It is 274.3 m (900 ft) high by 228.6 m (750 ft) long on strike and averages 4.6 m (15 ft) in ore width. It rep¬resents approximately 907 000 t (1,000,000 st). The ore body could be mined by advancing one long single face through all the levels from bottom to top. A total face length of 228.6 m (750 ft) would accommo¬date five 45.7-m (150-ft) stopes. See Fig. la. Each of these stopes would produce approximately 1814 t/m (2000 stpm) and the ore body would require a period of ten years for complete extraction. A possible im¬provement to this scheme might be to stagger the indi¬vidual stope faces. See Fig. 1b. Problems of hanging wall failure can be reduced by this arrangement. From the point of view of reducing travelway maintenance, it is good practice to employ a stoping system of retreat. This paper describes the process used at three mines to devel­op safety and training programs. The mines are located in Australia, New Zealand and the United States of America. The aims of the programs were to promote and reinforce safe and healthy behaviour, increase productivity and efficiency and to provide a fair and objective basis for the payment of wages. There were common aspects to each of the projects: • mandatory legislation required employers to provide employ­ee training in work performance • employees had little previous involvement in the design and development of the training provided • training had been unstructured with employees relying on the "buddy system" to acquire new skills; the degree of skill acquired by an employee depended on the knowledge and teach­ing capacity of the worker to whom the novice was assigned • appointments and promotions had been based on judgements by supervisors and these were not generally understood by employees • employment conditions for employees were covered by an industrial agreement between management, unions and employ­ees. The degree of sophistication of the industrial agreements varied however none provided a description of work performed in each classification, nor the career or promotional path for an individual • supervisors with the responsibility to train, develop, motivate and reward employees expressed concern that there were no structured processes ( eg work standards or wage progression cri­teria) to support their role.

Iron ore pellets made from concentrates produced from low grade iron ores are the primary iron bearing feedstock for iron making in North American blast furnaces. Steelmakers are demanding increasingly higher quality to provide for improved blast furnace productivity, efficiency, product quality and environmental compliance. Unfortunately, this higher quality iron ore product must be produced from the vast deposits of low grade iron ores that are becoming increasingly poorer in quality with regard to mineral liberation and ease of concentration. Since some of these low grade iron ores require grinding to as fine as 90% -500 mesh (25 microns) for liberation and since more of the silicious gangue and other minor undesirable constituents must be removed to provide the higher quality, we have come to depend on flotation to do the added work. Flotation technology and other preflotation unit operations must improve to meet these increasing demands. In many cases, flotation equipment, reagents and circuit operating performance have improved little during the last two to three decades. Mechanical flotation cells have grown from 14 cubic meters (500 cubic feet) to over 84 cubic meters (3000 cubic feet) to help reduce capital and operating costs; however, flotation metallurgical performance has not improved, Column flotation has only recently shown promise in improving metallurgical performance for iron ore rougher flotation. Previous column flotation success was mainly in scavenger and cleaner flotation steps for treating minerals other than iron ore. Although some new flotation chemicals have been developed for removal of silica and other minor constituents under widely varying mineralogical scenarios, recovery of iron mineral has not improved. The operation and control of flotation circuits have become more challenging because of the increasing workload on flotation. Better sensing, process control and operation of flotation circuits are essential as we go forward. Iron ore upgrading by flotation can be classified into either anionic or cationic methods. Anionic flotation of either iron oxide or silicious gangue is accomplished by collector type, pH control and selective chemical activation . Similarly, cationic flotation of silica or iron oxides is accomplished by collector type, activation and/or pH control. Removal of other minor constituents is achieved by using specialty chemicals under controlled conditions for preflotation, co-flotation or post flotation steps. Generally, anionic flotation is used for floating cleanly liberating crystalline oxidized iron ores such as hematite, specularite and martite. Earthy and hydrated oxides such as hematite and geothite can be upgraded with either anionic or cationic collectors after controlled dispersion of slimes or prior removal of slimes. Anionic flotation of silicious waste can be achieved by calcium activation of silica. For magnetic iron ores small amounts of locked silica particles (middlings) can be removed by cationic silica flotation, which is the only method in commercial use in North America today. Historically the efficiency of these iron ore flotation processes has been restricted by the loss of fine iron particles (minus 500 mesh) to the tailings product. New technology is required to overcome this loss and improve overall flotation performance. Development of technology for more selective separation of silica and other minor undesirable constituents from iron ore will provide both quality and cost benefits to the iron and steel producers. Development of future iron ore production in North America will face stiffer technical challenges. These new and undeveloped iron ore deposits are largely oxidized (non-magnetic) and by nature contain more slimes and other undesirable constituents. Unless other new technology evolves, flotation will be the major treatment process required to upgrade these difficult low grade iron ores.

"INTRODUCTION The 2014 SME Guide for Reporting Exploration Results, Mineral Resources, and Mineral Reserves (the SME Guide) has been adopted by the Society for Mining, Metallurgy, and Exploration, Inc. (SME). The SME Guide is recommended as a minimum standard and a basis for developing industry best practices in the classification of Mineral Resources and Mineral Reserves for public and private purposes. The Guide is therefore strongly recommended to be used by members of this organization. The SME Guide was updated in 2014 to include CRIRSCO (Committee for Mineral Reserve International Standards) core definitions, and it is envisioned that the U. S. Securities and Exchange Commission (SEC) will adopt the SME Guide in 2016. However, as of the end of 2015, the SEC Industry Guide 7 remains the standard for the U.S. reporting of Mineral Reserves. This paper will cover the classification of Mineral Resources and Reserves, a discussion of Modifying Factors, and the classification definitions and guidelines. The definitions and guidelines contained in this report are from the SME Guide. FRAMEWORK FOR MINERAL RESOURCE AND MINERAL RESERVE CLASSIFICATION Figure 1 illustrates the classification of Mineral Resources and Mineral Reserves using the Guide. Mineral Resources are divided into three classifications of Inferred, Indicated, or Measured while Mineral Reserves include Probable and Proven classifications. These classifications reflect improved knowledge and confidence of the deposit from the top of the figure to the bottom. In other terms, the deposit risk also decreases from top to bottom.The relationships in Figure 1 reflect different levels of geoscientific knowledge and different degrees of technical and economic evaluation. Mineral Resources can be estimated on the basis of geoscientific information with input from other disciplines to establish reasonable prospects for eventual economic extraction. It was not too many years ago that the classification of a Mineral Resource was based on the evaluation of a limited set of factors that included spatial drill hole and grade distribution (kriging variance, as example), distance to the closest hole, and number of samples used to estimate a block grade. These are still important considerations, but classification following the Guide must also take into account sample integrity, sample QAQC, database integrity and completeness, geological understanding, and geological and grade or quality continuity. In addition, a general consideration of the Modifying Factors, to establish reasonable prospects for eventual economic extraction, adds complexity to the classification."

Introduction Heap and dump leaching are low-cost metal production techniques that are gaining in popularity among gold and copper producers. However, the flow of solution in heaps and dumps has received little attention in the literature. This is unfortunate since solution flow is one of the few parameters subject to operator control. Thus, solution management may well influence both operating costs and plant performance. Costs aside, there are two important aspects of solution flow to be considered -the metallurgical and the hydrological. Some of the metallurgical factors have recently been discussed (Jackson and Ream, 1980; Schlitt, 1984; Schlitt and Nicolai, 1987). These cover solution application rates and methods, irrigation rates, leach-rest cycles, and nonvertical solution flow. According to Caldwell and Moss (1985), however, the hydrological aspects may be more significant than the metallurgical ones. In particular, a phreatic surface will form when excessive flow leads to an accumulation of water and the associated buildup of pore pressure within the rock pile. Such internal flooding can either originate at the foundation or at some other zone of very low permeability. The latter condition gives rise to an impounded volume of solution, i.e., a perched water table (see Whiting, 1985). Caldwell and Moss point out that a rising zone of saturation is probably the most common cause of dump failures. Of course, such failures have even occurred in heaps that were carefully prepared for leaching (Milligan and Engelhardt, 1984). Thus, flooded conditions and perched water tables represent an important safety consideration as well as having an impact on metallurgical performance. The following sections describe a case history in which a perched water table developed within a copper leach dump. The description includes background information, solution flow rates, and metallurgical data. Then this situation is compared to one involving normal drainage. Description of the leach system The leach dump in the case history is located at a shutdown open pit copper mine. It was built in two lifts, with the second added some 20 years after the first. There is little detailed information available on the initial lift. It was built with rail¬hauled waste and was generally less than 30 m (100 ft) high at the crest. The area available for leaching was about 120 m (400 ft) wide and more than 380 m (1250 ft) long. The dump surface was prepared for leaching by dozing ponds approximately 12 m by 12 m by 2.5 to 3.0 m deep (40 ft by 40 ft by 8 to 10 ft). The ponds were leached by flooding with barren leach solution returned from a scrap iron cementation plant. Based on mill feed at the time, the average waste grade was probably close to 0.4% Cu. The first lift leached well. It accepted high flows, which together with the waste grade, produced a rich pregnant leach solution (PLS). Old records indicate a PLS of "50 lb Cu/ 1000 gal," or about 6 g/L. As later drilling would indicate, such a high tenor led to dissolution of considerable scrap iron that was returned to the dump. The iron then hydrolyzed and settled out on the pond bottoms. In addition, the waste settled substantially so that the unleached crest was 3.0 to 4.5 m (10 to 15 ft) above the ponded area. Eventually, the leachable copper was extracted and the dump became less permeable. Thus, the PLS tenor dropped until it became uneconomical. About ten years later, mining resumed and the decision was made to add another lift to the dump. This was done without giving much thought to a subsequent leach operation. Hence a 24-m (80-ft) lift was built on top of the original dump. The surface of the latter was not prepared in any way, e.g., by leveling and/or deep ripping, prior to over-dumping. Examination of subsequent drill cuttings indicated that the new lift contained about 0.2% Cu, with chalcopyrite and chalcocite (50:50) being the predominant copper minerals. Most of the chalcocite occurred as rimming on the abundant pyrite, with the pyrite to chalcopyrite ratio estimated at 10 to 1. The use of 100- and 120-ton trucks for haulage caused some waste compaction during emplacement. In addition, the host rock itself was relatively soft, being a porphyry intrusive material that was partially altered to clay. As a result of the initial compaction and clay swelling, the rate of water percolation from the new leach ponds was slow and the ponds often contained considerable standing water. Even frequent ripping failed to provide a sustained improvement in the percolation rate. The poor surface permeability was exacerbated by hydrolysis of iron salts which settled as a layer on the pond bottoms. Partly as a result of the permeability problems, metallurgical performance was not up to expectations. These had been based on laboratory tests which showed about 20% copper solubilization in two weeks. Continued copper extraction in the tests also suggested that a substantial percentage of the copper would eventually be recovered. However, the PLS grade in the actual operation peaked briefly at about 0.48 g/L Cu (4 lb Cu/1000 gal), then declined to a range of only 0.24 to 0.36 g/L Cu (2 to 3 lb Cu/1000 gal). The poor leaching was traced to a lack of oxidation of the sulfides. There were two principal observations supporting this conclusion. First, there was no evidence of any heat being generated within the dump. As discussed elsewhere (Schlitt and Jackson, 1981; Hiskey and Schlitt, 1982), pyrite oxidation is quite exothermic and the high pyrite content of the waste should have led to an increase in the temperature of the leach solution as it percolated through the rock pile. Second, there was no sign of any natural convective air flow through the dump.

A two-step approach has been developed for surface mine short term planning by the authors. The first step is mid term control and planning by the use of Goal Programming. This step gives optimal results for mid term planning (i. e. yearly or quarterly mine plan) as well as a macro control for short term planning (i. e. monthly or weekly plan.) The second step of the approach deals with short term production scheduling by the application of CAD technique and Systems Simulation. An interactive color character graphic design system has been developed with a software package. The menu-driven and module- structured package provides sufficient functions for surface mine short term planning and makes the model very flexible and user-friendly. This model has been applied to a large surface coal mine for short term planning optimization. Satisfactory results have been obtained. It is concluded that for complicated mining conditions this two-step combined approach gives an optimal control of mid term planning, makes the short term planning easier to avoid blindness; it has been proven that the Goal Programming is a powerful tool for solving multi-objective decision-making problems; guided by GP mid term planning, the CAD technique and simulation software package for short term planning are able to be concentrated on their practicality and flexibility.
