Precious metal mineralization at Mt. Hamilton, NV is associated with a polymetallic, garnet-pyroxene skarn system developed in middle to upper Cambrian calcareous shale, limestone, and dolomite. The skarn is developed around the Cretaceous Seligman and Monte Cristo calc-alkaline stocks. Gold is associated with intense retrograde alteration. Later epithermal quartz veins contain gold, silver, base-metal sulfides, and sulfosalts cross-cut skarn alteration. Westmont Mining Inc. is currently developing two mineralized zones containing a geologic resource of about 7 Mt (7.7 million st) that averages 1.7 g/t (0.05 oz per st) gold and 17.2 g/t (0.5 oz per st) silver. The project will have an estimated mine life of seven years, with a planned annual production rate of I t (35,000 oz) of gold and 9.3 t (300,000 oz) of silver.

2.1 INTRODUCTION This chapter provides the reader with a sense of how a heap leach project may make an orderly, and hopefully non-traumatic, transition from discovery or acquisition to project construction. In making this transition a project can pass through several project development phases (i.e. ore definition and delineation, conceptual engineering, detailed engineering, and ultimately on to project construction and operation). "Go" or "no go" decisions may occur at any point in each of these phases. The transition from ore definition to detailed engineering should be accomplished via a well thought out program of interdisciplinary studies and an integrated, interdisciplinary project team. This chapter also describes, in general terms, a "roadmap" approach to the project evaluation process that must occur as project planning and development progress. It is the experience of the authors, as well as a myriad of companies who have been through the heap leach project development process, that a systematic approach will save many headaches, and many dollars. In fact, it is safe to say that a project with no formalized system of "objectives setting" and "milestone charting" may well flounder along the way, even if an economic ore body exists. Many papers and technical articles have been written about various aspects of mineral resource appraisal, economic evaluation, and mine development. Most of these invoke the same general philosophy of a systematic approach to project evaluation and development, although methods cited for attaining goals are quite variable. This is undoubtedly appropriate, given the fact that there is great variation in approach to project development (e.g., climatic considerations, ore body size and physical ore characteristics, permitting constraints, etc.). For the purposes of this chapter, two primary sources of information have been used to highlight the "road map" approach previously alluded to. These sources are cited throughout the text as Mackenzie (1980) and Snow and Michel s (1986). A brief summary of each of these sources is provided below: Brian GJ. Previous research developed guide- lines to restrict the placement of air velocity sensors to areas of Low turbulence in underground nines. Even though these guidelines are theoretically correct, and may be easy to follow in underground coal mines, their application in small underground metal mines is difficult. As a result, study was undertaken at the Colorado School of Mines Experimental Mine to determine if an air velocity sensor could be placed in other locations with acceptable results. It was found chat by applying a variable calibration function to correct for changes in amounts of turbulence, instead of the previously used calibration factor multiplication, the sensor could be used successfully in areas of moderate turbulence.

"INTRODUCTIONEdilmac dei F.lli Maccabelli (hereinafter referred to as Edilmac) has recently developed a special civil engineering application using the Raise Boring technology with the assistance of Inrock MGS (Magnetic Guidance System). Applying the Paratrack Magnetic Guidance System coupled with a directional mud motor to the drill string allows a better accuracy compared to standard drilling, as showed in our tests. This is the first time the Paratrack System has been applied to the Raise Boring technology. RAISE BORING METHOD STATEMENT The Raise Boring technology was born in North America during the Sixties. In 1962, Ingersoll and Robbins were the first companies to produce Raise Boring Machines (RBM). The technology was first used in the underground mine industry, in order to bore ventilation shafts and passes through different levels, thus reducing the cost of haulage. The Raise Boring method is only feasible in stable rock conditions. The Raise Boring method consists of drilling a small diameter pilot hole that reaches a tunnel located at the bottom of the drilled hole. Once the pilot hole reaches the tunnel, a reamer head is installed at the end of the drill string and pulled up, creating the hole with the designed diameter (Figures 1 and 2). The main equipment, which is required to perform Raise Boring activities, is the following: •,An RBM; •,A tricone bit; •,Drilling rods; •,A reaming head; The standard mucking of the pilot hole is done with water or bentonite mud. For the last 30 years, Edilmac has developed a mucking process, which uses compressed air with the addition of foam or a small amount of water for dust control.Pilot hole tricone. The drilling of the pilot hole is usually performed with a tricone bit having a diameter between 11” (27.61 cm) and 15” (38.10 cm) (Figure 3). High strength rods. They generally have a diameter ranging from 10” (25.40 cm) to 12 ?” (32.70 cm) (Figure 4), depending on the length and the final diameter of the shaft."

In Toyoha mine near Sapporo, the ground temperature is very high, perhaps due to inflow of hot mineral water, the origin of which may be rock masses intruded by the igneous activity in the Tertiary period. The rock masses are found about 2 km east of the mine, their temperature being estimated at from 770 to 870 K at a depth of 3 km. In this mine several veins bearing zinc and lead ores have been mined down to the depth of 300 m from the level of the main entry, of which altitude is 551 m above the sea level. Formerly no attempt was made at development of the deeper part of the mine than the 350 m level from the main entry. Let us indicate hereafter the levels in this mine in such a way that the level 300 m deep from the main entry is denoted as 300 mL. Since 1974, however, the 450 mL of Tajima vein has been developed by deepening No. 5 Shaft to, and by driving drifts in the level. Much hot mineral water has been flowing into the drifts from rock. After twenty-eight months from the beginning of development, the total length of excavation amounted to about 1300 m. The success in development so far may be attributed to cooling rock and air with chilled water and to adopting heat-resisting explosives and detonators. This cooling costed very much and for further development in this level a more effective and economical cooling is desired if possible. To obtain fundamental data for designing an economical cooling, the authors investigated, as a preliminary study, the heat balance in the main drift of 450 mL, by measuring the temperatures of air, rock, hot mineral water, the rates of flow of air and water and so on, in August 1976. They are now carrying out continual measurements of the variations in rock temperature, air temperature and humidity with time. The present paper describes the details of the preliminary study.

INTRODUCTION On November 15, 1990, President Bush signed the Clean Air Act Amendments of 1990. These Amendments cover many aspects of air pollution control. The provisions which seek to control emissions of "air toxics" may, however, be the most far-reaching and will potentially have the greatest effect on American industry. The Administration has estimated that by the year 2005 industry will be spending $6.7 billion per year on air toxics control. Meanwhile, the Business Round Table has estimated that the price will be far higher, up to $62 billion per year, depending on how EPA and the States implement the program. BASIC REQUIREMENTS Any "major" source of emissions of 189 air toxics will be required to install "MACT." The translation of this statement requires some definitions: •MAJOR SOURCE - A facility (a contiguous property under single ownership and control) which has actual emissions of 10 tons or more per year of any single one of the air toxics or 25 tons per year of any combination of air toxics. •AIR TOXICS - Congress has provided a list of the 189 chemicals on this list. Those that may be important to the mining industry are shown on Table 1. This list can be changed by petition or by EPA. •MACT - Maximum Achievable Control Technology is to be defined by EPA for each industrial source category. EPA says there are about 400 categories. The Act defines MACT as: "the average emission limit achieved by the best performing 12% of the existing sources ... for categories with 30 sources or more" or, "the average emission limitation achieved by the best performing 5 sources in the category." Modern coal processing plants utilize multiple cleaning circuits to efficiently beneficiate different size coal fractions of run-of-mine coal. An older plant optimization approach is to maintain average product quality from individual cleaning circuits at the same level as the given product specifications for the overall plant. However, many past studies indicate that the equalization of product quality approach fails to produce the maximum plant-yield. A newer approach, known as equalization of incremental product quality, requires that the incremental product quality obtained from each circuit be maintained at the same level to satisfy the overall plant product quality. This approach ensures the maximization of plant yield while satisfying a single product quality constraint. However, while dealing with multiple product quality constraints, this approach by itself may not be sufficient to obtain the desired maximum yield. For the simple reason that the dirtiest particle (or group of particles) with respect to one quality constraint may not be the same particle (or group of particles) with respect to another quality constraint, the mass yield versus product quality relationship generated by equalizing different incremental product quality may not be exactly the same. Therefore, an additional search technique has to be utilized to determine the global-maximum value of plant yield. Thus, the main objective of this study was to utilize an emerging optimization technique, known as genetic algorithms (GA) to maximize plant yield while satisfying multiple product quality constraints. The maximum plant yield obtained from this approach was nearly same as the maximum yield obtained by the incremental product quality approach while satisfying one specific product quality constraint. The GA was applied on a coal preparation plant that utilizes four circuit operations - heavy medium bath, heavy medium cyclone, spiral and froth flotation. The results showed that using GA as an optimization process gives 2.56% higher yield that will result in additional revenue generation of $5,120,000 per annum than average product quality approach.

INTRODUCTION The project described in this paper is designed to provide a standard and flexible method by which data can be exchanged among different systems and packages in common use for geo- logical modelling and mine planning, with substantial savings in ad hoc programming which is expensive and produces interface software that is difficult to maintain. Such packages include specialised applications such as Vulcan, Surpac, Datamine, and Gemcom software, and the Whittle pit optimisation programs, and more general products such as AutoCad, Microstation, and Maplnfo, and database management systems through a generic SQL interface. The data translator is built around the CSIRO Data Model and GeoEditor, and will make widely available the benefits of the Data Model by adding functionality to its implementation in an industry- standard language and style, with interfaces to important geological and mining software products used by the industry, while including also the visualisation and editing capabilities of the GeoEditor which provides the functional framework within which the Data Translator is developed. The Data Translator is intelligent in the sense that it is not a black-box solution but allows visualisation and validation of data during transfer; furthermore it provides a means for changing abstraction levels during the transfer operation. There have been few similar efforts to address this problem. It is not a problem which is likely to be solved in any general or long- term way by any individual commercial software vendor. THE CSIRO DATA MODEL A wide variety of software tools have entered the exploration and mining industries via different pathways. Examination of these pathways and the origins of the software illuminates the types of data transfer problems and difficulties which might occur in the day to day life of exploration and mining operations. In exploration, the focus is normally on a large area (>5000km2) which is explored primarily in two dimensions. For 20 exploration purposes, geographical information systems (GIs) software, image processing software, and, in some cases, 20 computer aided design (CAD) software have been employed. Typically, GIs soft- ware is used the most by lands and tenements personnel and government geological survey organisations, image processing software is used the most by geophysicists, and 20 CAD software is used the most by drafting and geology personnel. In contrast, within the mining environment, almost all activities have 3D character. In this realm, 3D CAD software and specialised mine planning and design software are important. Specialised mine planning and design software is similar to 30 CAD software, but typically has additional capabilities such as specialised modules for surveying, drill hole data operations, open pit design and optimisation, underground mine design, mining block model creation, and/or ore reserve calculations. Unfortunately, the different origins of the software in exploration and mining lead directly to problems in data exchange and the design of seamless software systems. These problems result from the different data management strategies employed by the different classes of software. In order to address these problems, CSIRO Exploration and Mining and CSIRO Division of Information Technology have been investigating the structure, character, and syntax of data and soft- ware present in computer-aided exploration and mining activities since early 1993. The goal of this effort is to 1) systematically ex- amine the breadth and depth of the data in use within exploration and mining, and to 2) promote a data organisation strategy which is broad enough and comprehensive enough to enable wiser soft- ware design and easier data transfer. In the short term a data model can be used to improve data transfer; in the longer term it is hoped that a data model framework will help object-oriented concepts to enter the next generation of geoscientific software. The data model is described in more detail by Power et al., 1995. THE DATA TRANSLATOR PROJECT The CSIRO Data Model provides a basis for a very wide range of applications in geology and mining. It has been developed over the past two years by a joint team from the Division of Exploration and Mining and the Division of Information Technology, and its principal purpose is to provide a comprehensive and self consistent model of the geometric and topological properties of geological and mining data. The project is being carried out by CSIRO with the support of Australian mining companies through AMIRA (the Australian Mining Industries Research Association). INTRODUCTION The development during 1979 of a relatively small, but high grade (10,000 tonnes uranium at an average grade of 2 per cent), uranium ore body at Nabarlek in the Northern Territory, Australia offered an excellent opportunity to obtain detailed radiation data for an open cut mine operating during the dry season. The ore body (Queensland Mines Limited-1979), which was completely extracted in a period of four and a half months, consisted of a vein type deposit dipping at 30 to 45 degrees and contained a central core of pitchblende in massive and irregular pods, surrounded by lower grade fine grained disseminated pitchblende. Mineralisation extended from the surface to a depth of 72 metres over a length of 230 metres with an average but variable thickness of 1D metres. Ore near the surface had been heavily weathered and complex secondary minerals were formed which had dispersed from the main vein. Mining was carried out with large earth moving equipment. Overburden and weathered surface ore were removed initially with scrapers. At greater depths bulldozers were used to rip and assemble ore and rock at each level, and these were removed by large trucks to the ore and waste rock stockpiles. Where necessary, blasting took place during shift changes each evening. Mining was essentially continuous with two ten hour alternating shifts working for thirteen days out of fourteen. At the completion of mining a relatively small excavation (335m x 185m x 70m) remained, and this will serve as a tailings repository during the milling phase. FIELD MEASUREMENTS The inhalation of radon daughters, arising from the radioactive decay of radon gas is well established (Archer et. al. 1973) as a potential hazard in the uranium mining industry. Control over radon and its daughters to ensure that recommended exposure limits are not exceeded is achieved by providing adequate ventilation, and under normal circumstances natural ventilation from an open pit should be sufficient. However, during the dry season it is not uncommon for stable atmospheric conditions, with little horizontal air movement, to develop - particularly at night - and significant radon daughter concentrations may accumulate. Throughout the entire mining period measurements were therefore made of radon and radon daughter levels at representative locations within the pit and on the ore stockpile as it developed. Initially these measurements were carried out manually, using the Rolle method for radon daughters, (Rolle 1972) and .scintillation cells (Lucas 1964) or a two filter tube for the determination of radon (Thomas 1970). For the latter half of the period however, a continuous recording instrument, developed within the Laboratory was used to provide a detailed record of radon daughter levels within the pit. At the same time, continuous readings of wind speed and direction, and vertical temperature gradient between 10 and 3D metres were recorded on a 30 metre meteorological tower, situated 800 metres from the pit. Radon Emanation Rates It is evident that radon and radon daughter concentrations depend on the grade, or more particularly, on the surface radon emanation rate of the ore which is exposed. Accordingly, as the mine progressed, detailed measurements were made of both of these quantities. The surface emanation rate of radon was determined for each ore bench as it was exposed by placing an extended array of canisters, filled with freshly degassed activated charcoal, face down on the ore for a known time. These canisters, which had previously been calibrated in the Laboratory, adsorb radon with high efficiency, and the total radon adsorbed is measured after retrieval by detecting the gamma rays from the trapped radon daughters (Countess 1977). At the same time, as each canister was placed in position, a measurement of the local ore grade was made for each location. This was achieved with a calibrated sodium iodide scintillation detector, adjusted to detect the 609 keV gamma ray from the isotope 2148i, a decay product of radium. Finally, measurements were made of the radiation field 1 metre above the surface, with a gamma ray survey meter, which was calibrated in the Laboratory. The relationship between the scintillator count rate and ore grade was determined by comparing the scintillator output with the gamma monitor, and relating the latter measurements to ore grade (Thomson and Wilson 1980). It was observed that while emanation rates and ore grades varied widely, the ratio of emanation rate to ore grade was in general fairly stable. A plot of this ratio is presented as a function of depth below the original surface in Figure 1. For most observations the ratio is constant at a value of 80 Bq m-2 s -1 per unit ore grade, where ore grade is expressed as percentage of U308. At the surface however, where the ore was weathered, the ratio was about a factor of three higher, and at two particular depths, where high grade pitchblende was being removed, it was very much lower. This was not unexpected as earlier Laboratory studies of drill core samples from Nabarlek had indicated that the emanation coefficient (the fraction of radon produced within the ore which escapes from the mineral particles) decreases with increasing ore grade.

Introduction In October 1983, Rio Algom Ltd. decided to develop the East Kemptville tin deposit. This decision was the result of intensive geological and metallurgical evaluation work, as well as careful studies of environmental and marketing aspects. The property is located about 54 km (34 miles) northeast of Yarmouth, Nova Scotia, near the village of East Kemptville. Geology The geological setting is a granitic intrusive at the contact with metasediment. The tin mineralization is in the form of cassiterite (SnO2), which is about 80% tin. Sulfides are associated with the deposit containing silver, copper, and zinc, which are recoverable as byproducts. The mineralization is associated with quartz veins and greisen alteration. In the center of the deposit, the zones are so close together they have the appearance of a massive or porphyry type deposit. Ore Reserves The mine plan is based on 56 Mt (62 million st) at 0.165% tin. Up to the ninth year, mill feed will average about 0.2% and lower grade material will be stockpiled. In later years, the average grade will be 0.16% tin. A 0.08% cutoff grade is planned for the entire 17 years of production. East Kemptville is a relatively low grade tin deposit, and only a combination of favorable circumstances has made it economic. • The ore body is situated at, or very close to the surface, permitting mining by open-pit methods at a very low stripping ratio. • The tin occurs in relatively large crystals that allow for good recovery by gravity techniques. • It is ideally located in a well-settled area, with all essential infrastructural requirements already in place. • The positive and cooperative response from various governmental agencies involved are encouraging. Mine Plan The mine plan incorporates an initial pit, followed by three expansions to the ultimate pit. Mining will be at 14 kt/d (15,000 stpd) and will include 9 kt (10,000 st) of ore plus 5 kt (5,500 st) of waste and low grade. After five years, the mining rate will increase to 21 kt/d (27,500 stpd). It is planned to drill vertical 165-mm (6.5-in.) blast holes on a 6-x 6-m (20- x 20-ft) pattern. Bulk slurry explosives will be used to break the rock. Loading will be with hydraulic shovels into 70 t (77 st) haulage trucks. The trucks will deliver the ore to a 13 x 20 m (42 x 65 ft) gyratory crusher, where it will be crushed to 150 mm (6 in.). Secondary and tertiary cone crushers will be used to further crush the ore to 13 mm (0.5 in.). Process Design Tin extraction technology is practically unknown in North America, but Rio Tinto Zinc, which has a 53% ownership in Rio Algom, is involved in tin production in the UK. Rio Algom has used this experience and expertise in metallurgical evaluation work and in tin-related aspects of plant design. Mineralogical and metallurgical test work have been performed, both on laboratory and pilot plant scales. Mineralogical work was done largely in the UK, the laboratory test program was carried out at the Lakefield research facility in Ontario, and pilot plant work was conducted in Australia. This program has resulted in significant improvements in recovery and concentrate grades, over best projections that could be made before this work was carried out. Concentrating Process The concentrator is being designed to process about 9 kt/d (10,000 stpd). The first step is to reduce the size of the ore to -700 µm (-24 mesh) in a rod mill/ball mill grinding circuit. The ball mill will operate in closed circuit with high capacity banana-type screens. The screened product will be deslimed to 30 µm (560 mesh) with cyclones, then passed over the pri-

Gentlemen, the title of my paper is Surface Mining An Interim Land Use. Surface mining has become one of the major controversies of our time. This has happened in spite of the fact that all surface mining to date has involved only 6 million acres out of a total of 2300 million or approximately one-fourth of one percent of the total land area in the United States. I'm not going to dwell on whether peoples' perspectives are out of focus in light of the area involved, the energy crisis, national security, or the international balance of payments problem. While these things are all critically important, it is not the function of this paper to relate to them. Maybe the amount of attention attracted to surface mining is out of proportion to a lot of other things, but I don't feel that we should use that as a basis for procrastination. However, let me categorically state that anything that affects the surface of the earth is a form of land use --- be it an interstate highway, a power plant site, a golf course, a corn field, a strip mine, or the plot of ground on which your house is located.

After accepting the invitation to make this appearance today, it occurred to me that the subject matter which had been assigned to me, namely, the purpose and role of an advisor, was, contrary to what; some people might think, a controversial subject. In my brief lifetime, I have discovered that the world is full of advisors; that is to say, there are many people who undertake to render advice concerning subject matters upon which they may, or may not be qualified to speak. It shall be my purpose today to set forth what now appears to be the function of the members of the Advisory Council to the U. S. Public Land Law Review Commission; and, in so doing, I hope that I do not offend the Commission or any other-member of the Advisory Council with whom I serve. It has always been my personal conception of the role of an advisor that he should tender advice when it is requested, and then only if he has prepared himself concerning the matter upon which the advice is being given. I am sure it was the Congressional intent at the time the Public Land Law Review Commission was established indeed it was the hope. of Congress--that those of us who were to become members of the Advisory Council were informed upon certain particular subjects and then at the proper time express our opinions upon these subjects-and, by the same token, not attempt to enter opinions upon problems with which we have no experience in theory or in actuality. Some wag once said that if Columbus had had an advisory council, he would still be waiting at the dock in Spain, and there is more truth than fiction in that statement. With this problem in mind, let us examine the purpose of the Advisory Council itself.

Introduction The disposal of spent ore from cyanide heap-leach processing facilities is of concern to the mining industry, the regulatory agencies and the general public. The disposal of an additional several hundred million tons of spent ore from heap-leaching operations is planned in the western United States during the next decade, and this amount could increase if gold prices rise. In the past decade, more than fifteen million tons of spent ore have been disposed of in the Black Hills of South Dakota. The criterion for offloading spent ore was set by the South Dakota Department of Environment and Natural Resources at 0.5 ppm weak acid dissociable (WAD) cyanide. South Dakota's nitrate offloading limits vary for each mine, depending on ore type and other factors. Concentrations of nitrate in the leachate from spent ore depositories could be the result of conversion from other nitrogen-containing species. One likely source of nitrate is residual explosives from the blasting of ore. Previous work on the combustion products of nitrogen explosives has shown incomplete oxidation (Johansson and Persson, 1970). Another likely nitrate source is the degradation of cyanide to ammonia, followed by oxidation to nitrite and nitrate. A third possibility may be leaching of background nitrate from soil or rock. Objective The primary objective of this research was to investigate laboratory procedures for predicting nitrate concentrations in effluent after the disposal of spent ore at heap-leach gold processing operations. Laboratory tests were performed to define the concentrations of nitrate and nitrite in leachate as a function of time. Sources and species conversions were examined by investigating the nitrogen contributions from cyanide neutralization and from blasting with ammonium nitrate/fuel-oil (ANFO) explosives. Ore processing at cyanide heap-leach facilities Gold mines in the northern Black Hills of South Dakota normally use the following steps in their heap-leach cyanidation processing: Blasting. Surface gold mines in the Black Hills use ANFO explosives (approximately 95% ammonium nitrate and 5% fuel oil). Field evidence and studies show that explosives often fail to ignite or burn completely in shot holes. One reason is that ammonium nitrate absorbs moisture readily, which reduces blast efficiency. Ferguson and Leask (1988) cited a study conducted at the Fording coal mine in southeastern British Columbia. In that study, the total nitrogen released to surface and ground water was estimated to be about 6% of the slurry explosives. However, Ferguson and Leask (1988), in a later analysis of water quality near coal mines in the Kootenay coal fields, indicated that this is likely an overestimate of the nitrogen release. Mines that used ANFO explosives in dry conditions released 0.2% of the nitrogen from blasting. Cyanidation. At surface gold mines in the northern Black Hills, cyanide species from heap leaching can be classified into free cyanides and simple ions, weak complexes, moderately strong complexes and strong complexes (Scott and Ingles, 1981). Degradation of cyanide and disposal of spent ore. Methods of destroying cyanides include hydrogen peroxide oxidation, natural degradation and evaporation, water leaching and alkaline chlorination. Hydrogen peroxide is used to oxidize cyanides in the northern Black Hills mining area. The hydrogen peroxide oxidation reaction forms cyanate, which can hydrolyze to form ammonium and carbonate ions. After formation of ammonia or ammonium ion, further oxidation to nitrite (NO2-) and nitrate (NO3-) can occur. Spent tailings from gold processing in the Black Hills normally are disposed of in tailings facilities constructed in nearby drainages. Infiltrating rainwater with a typical pH of about 5.6 is an additional component introduced into the spent ore after disposal. Methods Field sample collection. Spent ore samples were collected from conveyor belts (or other convenient points) at heap-leach mines by personnel from the South Dakota Department of Environment and Natural Resources. The samples were placed in black plastic bags that were contained within 5-gal buckets and sealed to prevent exposure to ultraviolet light. Introduction Soda ash is known chemically as sodium carbonate, an important inorganic chemical. It has been produced for several centuries by processing certain vegetation and minerals. The US soda ash industry has evolved from several small sodium carbonate mining operations in the West. Now, a nucleus of six companies produce about one-fourth of the world's annual soda ash output US producers currently dominate the world market. But certain international events are occurring that will reshape the domestic soda ash industry in the next decade. Historical perspective Soda ash is used mainly in the manufacture of glass, soap, dyes and pigments, textiles, and other chemical preparations. All of these are the first basic consumer products produced by developing societies. About 3500 BC, the Egyptians became the first society to use crude soda ash. The soda ash was used to make glass containers. It was most likely obtained from dried mineral incrustations around alkaline lakes. Soda deposits were virtually nonexistent in western Europe. So people resorted to burning seaweed to obtain the ashes. The ashes were then leached with hot water and the solute was recovered after evaporating the solution to dryness. The solute, a crude "soda ash" was impure. But, it could be used to make glass and soap. These two products and industries were important to the population and economic growth of the region. About 11.5 t (13 st) of seaweed ash was required to produce about 0.9 t (1 st) of soda ash. Along the coasts of England, France, and Spain, seaweeds with varying alkali contents became important items of commerce and sources of soda ash before the 18th century. The LeBlanc process used salt, sulfuric acid, coal, and limestone. It became the major method of production from about 1823 to 1885. In the early 1860s, Ernest and Alfred Solvay, two Belgian brothers, successfully commercialized an ammonia-soda process to synthesize soda ash. It used salt, coke, limestone, and ammonia. The Solvay process produced a better quality product than the LeBlanc method. In 1879, Oswald J. Heinrich presented to the Baltimore meeting of AIME, a paper entitled "The manufacture of soda by the ammonia process." The paper compared the two processes and foretold the demise of the LeBlanc technique. World production of soda ash in 1880 was 680 kt (750,000 st). Of that, 544 kt (600,000 st) was produced by the LeBlanc process. Of the 2.8 Mt (3.1 million st) of soda ash produced worldwide in 1913, only about 50 kt (55,000 st) was by the LeBlanc method. The LeBlanc process was never used successfully in the US, except for a brief period from July 1884 to January 1885 in Laramie, WY. Previously, soda ash had been produced by burning certain plants, as exemplified by the early Jamestown colonists, or by recovering small quantities of natural sodium carbonate found in alkaline lakes, such as those found near Fallon, NV, and Independence Rock, WY. Before the 1884 startup of the first synthetic soda ash plant in the US at Syracuse, NY, most of the domestic soda ash demand in the East was met by imports, primarily from England. Large-scale commercial production of natural soda ash began in California in 1887 from surface crystalline material at Owens Lake. Production from sodium carbonate-bearing brines at Searles Lake began in 1927 (Fig. 1). In 1938, during exploration for oil and gas in southwestern Wyoming, a massive buried trona deposit, presumably the world's largest, was accidentally discovered. Recent mineral resource evaluation by the US Geological Survey and the US Bureau of Mines indicates that the Wyoming trona deposit contains 86 Gt (93 billion st) of identified trona resource in beds 1.2 m (4 ft) thick or greater. Additionally, there is about 61 Gt (67 billion st) of reserve base trona. Of this 36 Gt (40 billion st) is in halite-free trona beds and 24 Gt (27 billion st) is in mixed trona and halite beds. In 1953, the Food Machinery and Chemical Corp. (later shortened to FMC Corp.) became the first company to mine trona in Wyoming. Soda ash demand increased.

Phosphate is one of the most important minerals in our world today. It contains the life-giving element of phosphorus, which is essential to the growth of every living cell in plant, animal, and man. This vital mineral is found in twenty-three states of the United States; however, for more than 70 years, Florida has led the nation in phosphate-production and now produces 70% of the requirements of this country. Since the early 1880% when rich phosphate deposits were accidentally discovered in a river-bed in Central Florida, the industry has developed into a multi-million-dollar operation. Phosphate mining began in Florida in 1887 with very crude methods and equipment. The original process was necessarily slow and tedious, resulting in total production of 3000 tons in 1888. Progress was made in improved mining operations, and by 1894. Florida had grabbed the lead as the nation?s largest phosphate-producing area, and is still in the top position.

This paper makes five major points which may be contributions to the art of limestone sinkhole engineering. First, solution cavity development in limestones is dependent in great measure on pyrite contained within the limestone. Second, rock failure is rarely involved in sinkhole problems, while soil failures are almost always the mode of occurrence. Third, draw down, depression of the water table, is a primary causative factor in sinkhole development. Fourth, lateral movement of vadose water along the soil-rock interface, sub-soil erosion, is the mechanism by which soil is stoped, raveled, piped, or removed from the soil cavern. Fifth, the ultimate or triggering factor in localizing a sinkhole collapse is any superposed mechanism which disrupts the continuity of an impermeable clay soil overburden. The above theses are presented as extensions of our observation and of published literature, with the suggestion that additional study of these mechanisms is warranted.

INTRODUCTION During the normal course of a mining project, a feasibility study will be prepared that addresses all the aspects of the project including geology and mineral inventories, mining and geo- technical, metallurgical processing, infrastructure, environmental considerations and economic analyses. These studies are prepared for various reasons. Occasionally, a feasibility study will be prepared solely for use within a company as justification for development expenditures, however, these documents are frequently submitted outside the company either to raise funds from financial institutions or from public financing on one of the various securities exchanges. Mineral industry consultants are often called upon to participate in the preparation of feasibility studies or to conduct an independent audit and review of an internally prepared study. As the recoverable mineral resources form the foundation upon which the balance of a feasibility study is based, including the economic analysis of the project, the resource aspect of the study is examined very carefully by financial and securities organizations. The balance of this discussion is directed toward the various geological and resource estimation aspects of feasibility studies that experience has shown to be of particular importance. Much of this discussion will be directed toward open pit gold operations, although the principles are applicable to any type of deposit. 2.0 GEOLOGIC RESPONSIBILITIES IN FEASIBILITY STUDIES The principal geological effort in the preparation of a feasibility study is generally dedicated to the following areas: - Preparation of Geologic Reserve/Resource Estimates - Condemnation of Sites for Facilities, Access Roads, Leach Pads, Waste Dumps and Tailings Disposal - Collection of Geotechnical Data - Provision of Mineralogical and Petrological Data Pertinent to Metallurgical Processing - Selection of Appropriate Bulk Sampling Sites for Collection of Metallurgical Samples Each of these items will be addressed in detail in the following sections. 3.0 RESERVE/RESOURCE ESTIMATION An ore reserve estimate consists of the determination of a volume, or tonnage, and a grade for the deposit. There are numerous cases in the mining industry of projects that have experienced severe difficulties when operational ore grade, tonnage or metallurgical amenability have proven to be deficient compared to predicted estimates. An error in estimation of tonnage generally leads to more long term problems affecting mine life and production schedules. However, a significant error in the estimation of grade, particularly if mined grade is lower than anticipated, can have an immediate, and often disastrous, effect upon a project. According to relatively recent estimates by the US Geological Survey and the US Bureau of Mines, there are more than 0.9 Tt (one trillion tons) of remaining identified coal resources in the seven major western US coal-producing states and about 200 Gt (220 billion tons) in the demonstrated reserve base. Considering coal's current national production level of 0.7 Gt/a (0.8 billion tpy), these US reserve and resource figures are reassuring. Given here is a preliminary analysis of geologic constraints and an estimate of their effects on mining and recoverability of western coal. Mining Constraints USGS and USBM coal figures incorporate only thickness and depth, and are "blind" to many other major geologic constraints on mining and recoverability. The most important of these geologic constraints include: • coal seams too thin or too thick for conventional mining methods; • coal seams that cannot be mined due to insufficient separation from underlying or overlying previously-mined beds; • unstable or otherwise unfavorable roof strata; • soft or heaving floor strata; • coal seams that are too lenticular or discontinuous for conventional mining methods; • coal seams in intensely faulted areas; • coal seams having high angles of dip precluding the use of conventional coal mining methods; • coal seams that cannot be mined due to proximity of water-bearing strata; and • coal quality problems such as excessive ash, sulfur, chlorine, or sodium. Coal Thickness Present USGS-USBM classification for reserve base includes bituminous coal beds more than 0.7 m (28 in.) thick and subbituminous beds more than 5 m (60 in.) thick to depths of 305 m (1,000 ft). Both of these thicknesses are less than the thicknesses now considered mineable in the western US. The lower limit for bituminous steam coal in deep mines is about 1.5 m (5 ft). For subbituminous coal, a thickness of at least 2.4 m (8 ft) is generally required. Accordingly, the Bureau of Mines reserve base includes many thinner coal seams that will not be mined in the foreseeable future. Within the Powder River Basin of Wyoming and Montana many seams-Wall, Upper Pawnee, Lower Pawnee, Cache, Manning-range in thickness from 7.6 m (25 ft) to more than 30 m (100 ft) and occur at depths to 305 m (1,000 ft). These have been included in the Bureau of Mines reserve base. However, the mining technology required to mine these thick seams does not now exist. It will require many years for development. The ultimate recoverability from these thick seams is unknown, but could be as low as 25%.

This paper offers a comprehensive solution to the problem of dust emissions at belt conveyor transfer points. It discusses details of enclosure design and presents a straightforward procedure for calculating required dust control exhaust volumes. Many design variables are taken into account which heretofore have been commonly ignored or inadequately considered. These include belt widths, belt speeds, enclosure openings, material flow rates, material bulk densities, material lump sizes, height of material fall, material temperature, and ambient air temperature. All of these quantities are handled by means of a "fill-in-the-blanks" type of calculation form which permits quick, reliable solutions by relative "non- experts".

The Lornex mine is located on the Southern slope of the Highland Valley in South Central British Columbia. The large low grade deposit was discovered in 1964; stripping began in 1970, and the mill started commercial production in October of 1972. The orebody is classified as a complex porphyry type having as major constituent quartz diorite, with varying amounts of quartz, grano diorite, and porphyry. A substantial degree of alteration is evident in the host rock, and this became the key factor in major equipment selection for the grinding section. A pilot plant was constructed on the property capable of treating 100 TPD of ore. The ore was mined to be as representative as possible of the entire orebody by sinking a shaft and cross cutting the deposit underground.
