THE briquet plant of the Lehigh Coal and Navigation Co., at Lansford, Pa., has previously been referred to.1 It has passed. the stage of experiment and now rests,, on a foundation practically and financially sound. The purpose of this paper is to explain how success has been attained, and to set standards for the development of hard-coal briquetting which may eliminate future failures. All the conclusions are based on actual results, avoiding speculation and theory. Up to three years ago, the L. C. & N. Co. used coal-tar pitch as a binder in making hard-coal briquets. The plant operated with a monthly output of 300 to 600 tons and was unable to meet its own expenses. Naturally, no one was satisfied, especially as the ideals of a smokeless briquet were still unrealized. Then came the Dutch oil process, introduced in this country by the General Briquetting Co. of New York. This process uses as binder a small percentage of heavy residue of petroleum, which, being liquid, permits great economy of handling; it also did away with the most objectionable fumes of the former briquets. This oil2 is not absolutely smokeless; heating the fresh fuel to red heat liberates some low-volatile hydrocarbons, yielding a white smoke which is not objectionable. On the other hand, this oil adds to the briquet about 7 per cent. of volatile matter, giving the product a heating capacity equal to that of the best free-burning anthracite coal. The average silt used in the manufacture of these boulets averages 16.5 per cent. chemical ash, corresponding to 12,000 B.t.u. per pound of coal. The Hydrolene used as binder runs about 17,500 B.t.u. per pound, and approximately 7 per cent. of it enters into the mixture, hence 12,000 X 0.93 11,160 B.t.u. 17,500 X 0.07 1,125 B.t.u. YEARS ago, when metal mining was more an adventure than a well-organized business, it was often said (with some color of truth) that unless a mine could stand bad management or mismanagement, it was not much good. Today, the natural excellencies of an ore deposit are merely a challenge to the engineers to exploit it as skillfully, as efficiently, and as profit- ably as possible. A vast amount of competent and imaginative engineering management (which includes economic analysis no less than the technologic arts of mining ore and treating it) has been required to make New Cornelia the smooth-running and successful operation that can be seen at Ajo today. New Cornelia was acquired by the Phelps Dodge Corporation when it absorbed the Calumet and Arizona Mining Company in 1931. Next to Morenci, it doubtless is the corporation's biggest asset. It in no way detracts from the achievement of Phelps Dodge engineers to say that they had an admirable ore deposit to work on. New Cornelia ore, as mined, is relatively low in grade and the deposit is by no means the largest of the Porphyries; but it has these attractive features : (1) It is peculiarly suitable for opencut mining because: (a) The overburden of waste rock lying above the ore deposit was (it has long since disappeared) almost negligible. (b) The deposit is roughly circular in horizontal section, with the horizontal dimensions four to five times as great as the maximum thickness. (Nevertheless, eventually some underground mining may be desirable.)

Problems related to strip and auger coal mining have grown with the development of the industry and the economy. New technology has produced equipment that has made mining by surface methods not only highly productive, but potentially highly destructive of water resources and natural environments. On the other hand, growth of the economy has produced an increased demand for clean water and created new demands for amenity values that natural environments provide. Thus, opposing forces have created conflicts in resource use. And these conflicts have made surface mining highly controversial. Resolving the controversy will require the solving of complex economic and social problems. The essence of the economic problem created by surface mining is that, in the absence of proper regulation, substantial costs resulting from the process are borne by the public rather than the mine operator. The major goal for the regulation of the surface mining industry is to provide controls which will promote the attainment of maximum social welfare. Deciding upon the type of controls required, and how to apply them to attain a social optimum, however, poses some very difficult problems. In a comprehensive article on this subject, David B. Brooks defined the problem and suggested that benefit- cost analysis might be helpful in providing guidelines for making decisions about surface mining regulations.1

This paper presents and discusses the results of thirty-one fracture toughness tests on Pennsylvanian Age Clay Shale. Two different orientations for this anisotropic material were studied and two series of tests were conducted, namely, 1. a test series to determine the effect of moisture content on fracture toughness, and 2. a test series to study mixed mode fracture. Increased absorbed moisture is found to reduce fracture toughness. Several analyses of mixed mode failure are found to give varying non-conservative predictions of failure stress intensity level.

The total crude oil production of these islands, which in 1928 amounted to nearly 5,000,000 metric tons—about 36,500,000 bb1.—has again increased in 1929. This production, as far as the Dutch Islands are concerned, is owned partly by the Bataafsche Petroleum Maatschappij, the producing subsidiary of the Royal Dutch Petroleum Concern, and partly by the Kolon-isle Petroleum Maatschappij (Standard Oil Co. of N. J.), while that of the British Protectorate Sarawak belongs to the Anglo-Saxon Petroleum Co., Ltd., of London. The increase in 1929 is due partly to more intensive drilling; the rotary system, which enables drilling to be done more quickly and to greater depths than was possible with the percussion system, has come into more general use. Further, considerable extensions have been made to some of the existing fields and several new pools have been discovered, which contributed in no small degree to the increase in production. Of particular interest is the fact that the ('Niam" (Nederlandsche Indische Aardolie Maatschappij), in which the Dutch Government has a large share and which company in 1928 was producing from only two fields in South Sumatra, has discovered a pool in North Sumatra and, moreover, has struck oil on the island of Poeloe Boenjoe near Tarakan (Eastern Borneo). The deepest well still drilling is in one of the fields of the "Niam" and has reached a depth of 2269 meters (7445 feet). Notwithstanding the tropical c1imate and the dense jungle in which most of the fields are situated, the most modern scientific methods are applied in exploration, in drilling, producing and refining.

IN connection with some of the experiments carried out by the writer on the behavior of gas and oil in a sand reservoir,1 an interesting phenomenon was observed which may throw some new light on the problem of recovery of oil from a natural reservoir. The experiments are intended to show the effect of the surface area of the occluded gas masses, originally present in a reservoir, on the further evolution of gas from the oil and its consequent effect upon the rate of production of oil. The apparatus used in the experimental work is shown in Fig. 1. It consists primarily of a sand reservoir R and a displacement chamber D, which is used to induce small variations in volume. The reservoir and displacement chamber form a unit, and a lowering of the plunger D is equivalent to increasing the volume occupied by the oil and gas in the reservoir. The reservoir was first filled with dead oil and maintained under pressure until it was ascertained that most of the free gas had gone into solution. The volume of free gas present in the reservoir was computed from the coefficient of compressibility of the fluids by means of the dis-placement chamber D, reading to 0.005 c.c. and a special gage J reading to 0.02 lb. per sq. in. The oil was saturated with gas under pressure in reservoir S by circulating the oil for a long period of time through the gear pump B. Subsequently, the saturated oil was circulated through the sand reservoir following the circuit S6, B, S5, R4, the sand reservoir R, R1, R2, F4, F1, back to reservoir S. In the following experiments the sand reservoir R was filled with gas-saturated oil at a pressure of 415 lb. per sq. in. with no free gas present. This was ascertained by. closing off all the outlet valves, and determining the coefficient of compressibility of the system by means of the dis-placement chamber D.

THE investigation of the hot-working properties of metals and alloys furnishes a problem which has been attacked in many ways. Tensile, impact and hardness tests on heated specimens have furnished interesting data, but in most cases either the tests are difficult to make or the results hard to translate into terms of practical value. Some investigators have used the drop hammer to advantage. It furnishes a rapid and simple method of comparing the plasticity of metals at elevated temperatures. The indications obtained by its use are of value only in so far as their significance is understood and they can be intelligently used to predict the behavior of a given metal under given hot-working conditions. The work reported here was undertaken not only to add-something to the existing volume of such data but also to contribute to our understanding of the results. Doerinckel and Trockels1 used cylindrical specimens and determined the work required to reduce the specimen to one-half the original height. Ellis2 studied the effect of constitution on the malleability of steel at high temperature. His method and that of Kent3 were similar to the one used in the present work. The tests described by Kent were made on samples of tin, zinc, aluminum, copper, lead, 70:30 and 60:40 brasses, with and without a small quantity of lead. He concluded that the test would "indicate whether a material can be forged at a given temperature without cracking." This interpretation must be used with caution. While it is probably true within limits, one must consider the severity of the forging operation. Again, it will not apply strictly to forms of hot working other than forging. For instance, an alloy running 61.0 per cent. copper, 3.25 per cent. lead, remainder zinc, will crack badly in the test, yet it is extruded commercially. It is the purpose of this article to present the results of an investigation of certain clay and shale suspensions having viscosities that are materially influenced by fluid motion, and to discuss the bearing of these results upon the choice of policy in the control of drilling fluids. A previous article described the design and the characteristics of an instrument adapted to measure the viscosity of plastic suspensions during continuous uniform motion and at a variety of speeds.' It has long been recognized that the viscosity of a clay suspension depends on the past history of the fluid motion. Since an abundance of literature is available on this phenomenon,2 it is not necessary to describe it in more than general terms. It is usually observed that rapid motion reduces the viscosity of a clay suspension, and that some time is required for the viscosity to fall to its equilibrium value after the steady motion is started. On reducing the speed of motion to some lower value, the viscosity again rises, but it also requires some time to attain a steady viscosity value at the slower rate of motion. Thus clay suspensions are usually observed to be increasing in viscosity as time passes when the measurement has been immediately preceded by fluid motion that was more rapid than that employed in the measurement. And it is usually observed that the viscosity falls as time passes when the measurement has been preceded by more quiescent conditions. Reed,3 and Broughton and Hand4 have reported a condition of observation of clay suspensions in which the viscosity was observed to fall during the first few moments of steady motion, and rise thereafter. The characteristics of the new instrument are particularly well adapted to studies of this kind. With it we have been able to observe all of the phenomena described above, and it is important to understand their nature because they all occur at some time during normal drill-

THE most important event in the history of mining in the United States was the discovery of gold in California, which led to the rapid development, not only of a new industry, but of a new empire. The settlement of the Pacific slope was making but slow progress under the inducements of a scanty commerce in furs and hides. The liberal grants offered by the government to agricultural pioneers in Oregon had attracted to the Willamette valley and other favored points in that territory a limited population; but the government of the Mexicans in California was positively unfavorable to enterprise. It is true that gold was known to exist in the country. Rumors of it were current among the trappers, and placers had actually been worked in what is now Los Angeles County ; but the padres of the neighboring mission of San Fernando had discouraged the business as demoralizing to their flocks ; and the existence of the precious metal was not widely known; still less was its distribution north¬ward suspected. The discovery of gold, January 19th, 1848, at Sutter's saw-mill, on the south fork of the American River, afterward famous as Coloma, in Eldorado County, was the beginning of the new epoch. This discovery was made by James Wilson Marshall, a partner in the mill, who observed in the debris washed down by the tail-race a glittering fragment of a mineral unknown to him. (written discussion *).-Ad-vantage will be taken of this occasion to mention briefly a form of double potentiometer which has been used at the Bureau of Standards for about 2 1/2 yr. in calibrating thermocouples. The calibrations referred to are those made by comparison to standard couples. In order to insure equality of temperature between the couples, the junctions are fused together; consideration of fundamental principles will show that this introduces no error. Two separate potentiometers are used, one connected to each thermocouple, and each potentiometer is provided with a reflecting galvanometer. The two spots of light are reflected on to a single scale, the galvanometers being set in such a position that the spots coincide on the scale at a point marked zero when the circuits are open or when the potentiometers are balanced. By setting one potentiometer to a desired value and adjusting the other so that both spots pass across the scale together as the temperature rises or falls, simultaneous readings are obtained. By making observations first with a rising temperature and then with a falling temperature, the rates of rise and fall being approximately equal, and taking the means of the results found, several minor errors such as those clue to differences in the time lags of the two systems, etc., are eliminated or greatly reduced. IN the early stages of a titanium brazing investigation, binary titanium systems partially or completely known and fundamental metallurgical data were surveyed to select the pure metal most likely to be satisfactory for producing a ductile high strength joint. The phase diagrams for the purpose of this survey were classified into two groups: 1—systems with large solubility in ß titanium, but negligible solubility in a titanium, and 2—systems with large solubility in a titanium. Those metals with melting points believed to be too high or too low for titanium brazing (Tim = 1730°C) were eliminated from consideration. The melting points of vanadium, tungsten, tantalum, hafnium, zirconium, and the platinum group are too high and those of zinc, lead, cadmium, and tin are too low. The remaining metals were grouped as follows: 1—large ß solubility: Cr,¹ Mn,² Fe;³ CO,4 Ni,5 Cu,6 Be,' Si." —large a solubility: Al.9

PALEOLITHIC MAN, laboriously shaping a stone implement in his cave, discovered that the dust irritated his eyes and nostrils and hindered his labors, whereupon, muttering a few incantations, forerunners of modern profanity, he removed himself and his work outside. There, ignoring the jeers of the hairy ?old-timers,? he turned his back to the wind and resumed operations in comparative comfort. Thus originated the dust problem in the mineral industries, and its solution. Despite long familiarity with the annoyance, danger, and loss occasioned by dust, little progress was made in the engineering solution of its problems until recent years. Some advance can now be reported but too many traces of ancient tradition and practice still remain. Considerable published information is available but only a part of this is of proved accuracy and utility. The greater portion is either misleading, being derived from too few cases to be of general application, or entirely erroneous, originating in guesswork, legend, or individual inspiration, divine or otherwise. The engineer, confronted with a dust problem, has neither the time nor the special training required to extract the values from this mass of low-grade. It is, therefore, desirable that we attempt to correlate the known values and to put them into a form upon which actual progress can be based. This discussion is, then, for the benefit of that engineer, particularly the engineer in the mineral industries and more particularly in ore-dressing plants, and is merely a gathering of facts already known but difficult to segregate.

THE war effort has furnished the necessary impetus for better magnesium foundry practice. Four or five years ago, there were but a few formulas in general use for cores and mixtures for magnesium castings. Certain sands, binders, and inhibitors were specified and the proportions of these materials in each mixture were maintained between very narrow limits. As more and more war industries entered the field, much research was carried out and methods and practices were improved. Magnesium founding is still in a state of flux; therefore it is not uncommon to find one foundry spraying inhibitors on its cores, and another foundry using sand mixtures with incorporated protective agents. The basic core or dry-sand mold mixture for magnesium in use today is compounded with sand, core oil or resin binder, cereal, and moisture. Core oil or resin binder are added for baked strength while the cereal binder and moisture are for green strength. The normal mixtures (based on the weight of the sand) contain from 0.5 to 1.5 per cent of both cereal binder and core oil, and the moisture content varies between 1.5 and 5 per cent. The ratio of core oil to cereal binder varies from 60:40 to 40:60, while the correct amount of moisture depends upon the method of coremaking. PROTECTIVE AGENTS In all magnesium practice, protective agents are used in conjunction with the core and molding sands to prevent oxidation of the metal. The use of these inhibitors is not novel, but publications covering this field are not entirely adequate. Beck1 says Magnesium alloys decompose water to form magnesium oxide, hydrogen being liberated in the process (Mg + H20 -+ H21 + MgO). This reaction results in the blackening of the skin and the appearance of areas of porosity on the casting surface, the cavities of which are filled with a grey oxide powder (these are termed `burns'). Although sand cores for magnesium castings are thoroughly dried during the baking cycle, burning will take place on the castings unless the metal is protected properly. This type of burning is more difficult to define than the "water-magnesium" reaction cited by Beck. A possible explanation may lie in the following equation: 2Mg + 02 -s 2MgO Here, the source of the oxygen is not water, but the air in the mold cavity, together with the chemically combined oxygen in the core-binding media. Generally, two methods are used to prevent this reaction from taking place.

The most important decline in drilling activities during the past three years was in the Boryslaw-Tustanowice-Mraznica fields and at Bitkow in Eastern Poland. A small drilling increase in some fields of the Jaslo and Drohobycz districts, notably Wankowa, Ropienka and Rypne, cannot compensate in new production for the decline in the large fields.

INTRODUCTION Health physics as a profession really got a significant start during the Manhattan Project of World War 11. The Health Physics Society has recently published its 25th anniversary issue of the journal (June 1980). There was concern over radiation exposures during and after uranium production, especially about radium and its daughter products [Jackson 19401 and, as evidenced by the frequency of articles in the literature, there still is. The reason for this concern was expressed by Harley as "Workers engaged in the mining and pro- cessing of radium-bearing materials are exposed to dusts of the parent, to radon, and to the radon daughter products. In- haled radioactive particulates may be retained in the lung or redistributed to other organs of the body. Relatively minute de- posits of radioactive substances, particularly alpha emitters, have been clearly shown to be the etiological factor in a variety of injuries to industrial and re- search workers. " [Harley 1953] Emphasis in measurements has been placed on radium in water and radon in air, since these are the principal mobilized phases; however, it should be kept in mind that radium-containing particles do become suspended in air as aerosols and radon absorbs in liquids. Much of the uranium mining and production is being carried out aboveground. The principal difference between underground and surface (pit or leach) mining of uranium is the reversal in the relative importance of roles for the types of radiation dose. For aboveground the major radiation exposure is external gamma ray, whereas for underground it is internal alpha; for aboveground, the whole body penetrating is of greater importance than the lung alpha dose. AS a result of the politics involved and the law- suits for any and all diseases as being occupationally- caused, today , more than ever before, the successful performance of the activities connected with uranium production--before-, during-, and after-the-fact-- must include the provision of first class radiation protection. Such protection can be achieved by good measurements, thorough risk evaluations, and adequate controls. Meeting the ALARA (As Low As Reasonably Achievable) philosophy necessarily entails the determination of what is reasonable exposure. The necessary and sufficient elements of radiation safety under the ALARA dictum require a hard look at the dose versus effects data. There are times when the health physicist needs to make decisions of judgement rather than compliance with a well-defined regulation value. In order to facilitate such decisions, the real world must be separated from opinions that are merely artifacts of statistical variation and from the unprovable "what ifs" that are slanted to question the morality of any non-Luddite. UNITS VOCABULARY FOR DOSIMETRY There have been many radiation quantifying and dosimetric units introduced in the past. Fortunately, most of them did not catch on enough to become required knowledge for reading the health physics literature. The unit definitions necessary for our purposes here are the following: -curie (Ci)--unit of radioactivity equal to 3.7 x 10 10 disintegrations per second Webster&apos;s 19711 or the quantity of radionuclide that undergoes 3.7 x 10 nuclear transformations per second. Environmental levels of radioactivity are usually measured in picocuries (10-l2 Ci) per cubic meter for air and in picocuries per liter (pCi/~) for water and sometimes for air. .roentgen (R)--exposure dose of x or gamma rays that gives 1 esu of charge (either sign) to 1 cc of dry air @ STP. The roentgen is equivalent to an energy absorption of 86.7 ergs/g of air [Gloyna and Ledbetter 19691. .rad--radiation absorbed dose of 100 ergs per gram of absorber. The SI unit for absorbed radiation dose is the Gray; 1 Gy = 100 rads. orem--radiation absorbed dose of 1 rad times the quality factor (QF) for that radiation. The QF is 1 for x rays, gamma rays, beta rays, and posi- trons. For heavy ionizing particulate radiation, QF is a function of the amount of energy trans- ferred per unit length of travel, i.e. , the linear energy transfer (LET); the values of QF:LET in keV/um are as follows: 1:<3.5; 1-2:3.5-7; 2-5:7-23; 5-10:23-53; and 10-20:53-175 [Morgan and Turner 19 671 . For radiobiology, relative biological effectiveness (RBE) is recommended for use instead of the quality factor above that is for radiation protection: the RBE is the ratio of the dose of 200 kVp x rays to the dose of radia- tion in question (both in rads) to cause the same

In many years&apos; experience as a maker and purchaser of cast-iron coated pipe, I have never met with any standard form of specifications for such. Each water-works company, employing a hydraulic engineer, has, under his direction, prepared complete specifications for the particular conditions required; but I cannot find that any two are alike; and each foundry, in bidding for the supply of such pipe, makes the price to cover the conditions&apos; required. I, therefore, have the honor of offering to the Institute a form of specifications for cast-iron coated water-pipe, that may be found useful to water-works companies and others requiring pipe of this kind. The conditions are all reasonable, and can be carried out by makers without additional cost, and with advantage to the purchaser. Section 1 gives the kind of pipe, with its general characteristics. Section 2 specifies that neutral pig-iron shall be used, since such iron possesses the strength required, and is uniform in its shrinkage. If one holds up a prism, or wedge of glass, with narrow angle, say l° to 2O, and compares the transmitted image with the image seen above or below the prism, the former will be found to be thrown to one side by an amount varying with the angle of the wedge. Speaking of the two rays as the direct ray and the bent ray, we may say, that when the bisecting plane of the prism is at right angles to the line of sight, the angle between the direct ray and the bent ray will be constant for any given prism. If now we place a prism or wedge of glass in such a position that it half-covers the objective of a telescope, we shall obtain on looking through it two images of every object seen—one image by the direct ray, which comes through the unaovered half of the objective, the other which comes through the prism, and is the image by the bent ray. The angle of divergence of these two raps will be constant and unalterable, whether the telescope is directed to a near object, with its eye-piece at increased distance from its objective, or upon a &apos; distant object, with eye-piece nearer to the objective. That is to say, if the " throw " or apparent dislocation of the image is one foot in one hundred feet it will be two feet in two hundred, ten feet in a thousand, and so on. The usual form of stadia-telescope has at the focal point of the objective two spider-lines, placed at a definite distance apart and intended, let us say, to represent a throw of one foot in one hundred feet. But as the distance between lines remains the same, while the distance from the objective to the webs diflers with every variation in the distance of observed objects, it follows that the angle between the lines of sight which these two spider-lines define cannot be con stant, but must vary with every increase or decrease of distance be tween the instrument and the object viewed. If in Fig. 1 we represent three positions of the spider-lines by W1, W2, W3, and three objects corresponding to those positions by 01, O2, 0, at near, medium and distant positions, we see at
