The 2003 Rapid Excavation and Tunneling Conference (RETC) was held at the New Orleans Marriott, New Orleans, LA, June 15-18. The New Orleans conference was the 16th since the RETC was formed in 1971. This year’s conference was sponsored by the Society for Mining, Metallurgy, and Exploration, Inc.(SME), with co-sponsorship of the Construction Institute of ASCE. Attendance at the meeting was 1,178, a conference record. This was up significantly from the771 attendees at the 2001 meeting in San Diego, CA. The RETC was formed to “advance the engineering and scientific knowledge of rapid underground excavation and tunneling through interdisciplinary meetings, publications, technical-educational exhibitions and encouragement of research.” The RETC conferences are now held every other year. They provide an opportunity for individuals to meet with designers, contractors and manufacturers associated with the tunneling industry to share experiences in all phases of tunnel design and construction.

Introduction The intent of this paper is to present the general strategy and method of implementation to achieve a "fast-track" mine development. The major objectives of a "fast-track" or rapid development schedule are to minimize front-end development expenditures and to realize an early cash flow from operations. The Borealis project of Houston International Minerals Corp. (HIMCO) is used as the working example to illustrate the development schedule. Borealis is a 2.3 kt/d (2,500 stpd) gold-silver heap leach operation near Hawthorne, NV, Pre-Feasibility Planning Proper early planning and identification of priority items were necessary to expedite project progress. On April 1, 1978, HIMCO leased the rights to the Borealis prospect and initiated exploration activities almost immediately. Since Borealis was showing excellent potential for mine development, an effort to clear the way environmentally was initiated during the summer of 1979. With the Borealis properties located within the Toiyabe National Forest, the US Forest Service (USFS) was recognized as the "lead" or respon¬sible agency for addressing the environmental issues. Early scoping of the environmental issues by both HIMCO and the USFS allowed HIMCO to take the initiative and address two potentially critical issues-archaeological and biological. Third party consultants, agreed upon by HIMCO and the USFS, were contracted to conduct archaeological and biological surveys. Desert Research Institute of Reno, NV, provided archaeological services, and JFL & Associates of Boulder, CO, provided biological services. These efforts began in the fall of 1979 and continued through the summer of 1980. Conservative Design Criteria By adoption of conservation design criteria, flowsheets and processing data required for detail engineering were firmly established with a minimum of impact on schedule. On Oct. 21, 1980, HIMCO formally initiated a feasibility study to evaluate the Borealis project. Four organizations were contracted for particular scopes of work: • John T. Boyd Co.: Ore reserve estimation, preliminary mine plan, and mine capital and operating cost estimation. • Bechtel Civil and Minerals: Conceptual engineering, processing capital and operating cost estimation. • Hazen Research Inc.: Metallurgical testing. • Sierra Pacific Power: Cost estimation for power supply. Metallurgical testing and conceptual engineering of both heap and agitation leach flowsheets were investigated concurrently. Numerous economic evaluations were conducted for both heap and agitation leaching at varying production capacities. The results indicated a heap leaching flowsheet treating 454 kt/y (500,000 stpy) yielded the best economics and was compatible with the "fast-track" development goal. Conservative design criteria was established to provide operating flexibility and ensure plant productivities. A summary of major design criteria is presented in Table 1. HIMCO assembled the results of the studies of the various consultants along with internally generated studies to produce the feasibility document. The decision to supply 100% equity by HIMCO rather than arrange project financing help to expedite the project. Cooperation Between HIMCO and Regulatory Agencies With cooperation and mutual trust established between HIMCO and regulatory agencies, the time required for environmental permitting was streamlined as much as practical. To expedite the required construction permits, HIMCO proposed to the USFS that HIMCO fund the total cost of an Environmental Assessment Report (EAR) and that issues be addressed at the technical level of an Environmental Impact Statement (EIS). The previous studies on the critical issues of archaeology and biology provided HIMCO with the information to satisfy the proposed approach. Houston International Minerals and the USFS agreed to have Environmental Research and Technology (ERT) of Fort Collins, CO, prepare a draft EAR for the USFS.

The Florida Department of Transportation District 6 (FDOT D6) began a study in 1987 for a master plan to improve the traffic circulation and congestions between the Port of Miami (POM) and downtown Miami, FL. This study included a tunnel connection between two man-made islands, the Watson and the Dodge islands. Though a finding of no significant impact (FONSI) was completed in 1992, the project remained on hold for about 10 years. In 2002, Florida Turnpike took over this project, re-evaluated its benefits to the lo-cal communities, determined its feasibility (specifically the tunnel options) and established a probable cost. In 2005, the FDOT D6 regained its charge over the project and concluded that a bored tunnel under Biscayne Bay is feasible. Its primary components are: ? Widening of the MacArthur Causeway Bridge, to accommodate truck traffic to the Port of Miami. ? A tunnel connection between Watson Island and Dodge Island, where the POM is located. ? Connections to the POM roadway system, either for the traffic from the city of Miami or for the truck traffic from I-395 to the POM. The project will improve access to and from the POM and provide a dedicated roadway connector linking the POM with the MacArthur Causeway (State Route 41/1) and I-395, specifically for the trucks in and out of the POM without going through downtown Miami. As identified in the project information memorandum (PIM), its primary objectives are to: ? Improve access to the POM, helping to keep it competitive and ensuring its ability to handle projected growth in its cruise and cargo operations. [ ] ? Improve traffic safety in downtown Miami by removing POM traffic, trucks and buses from the congested downtown street network and, in doing so, facilitate ongoing and future development plans in and around downtown Miami.

In 2006 McNally International Inc. in a Joint Venture partnership with Aecon Constructors was the successful bidder on two York Region Tunnel Projects: Bathurst Collector/Langstaff Trunk Sewers; and YDSS Interceptor Sewer 19th Avenue Project. These projects comprise a total of 13 kilometres of 2.74 meter finished diameter tunnels and are both part of the York Durham Sewer System (YDSS). Both contracts require the use of EPB tunnel boring machines with a precast concrete segmental liner. The following provides an overview the two projects.

A discussion of frequently asked questions may help individuals trying to interpret subsidence regulations or prepare permit applications. The subsidence permitting process involves just one part of the mass of Surface Mining Control and Reclamation Act regulations. But of the 18 main SMCRA sections, subsidence is critical to the permitting process for coal operators. It's an area in which applicants have had problems interpreting regulations and preparing permit applications. Of 22 western states, only Wyoming, Montana, Colorado, and Utah heave thus far received approval for their mining and reclamation plans. The other states are now involved in the permit application process and will be dealing with SMCRA regulations for the next year or so. Some state programs, when approved, may differ substantially from the federal SMCRA program. But, to be approved, the state programs must be deemed equal to or more stringent than the federal regulations. SMCRA regulations apply to any coal operation "that exhibits surface effects." Thus they apply to surface strip mines as well as underground coal operations. The regulations do not apply to hardrock mining operations. Since August 3, 1977, the government, industry, and the public have wrestled with SMCRA. They have struggled through an initial program with the US Geological Survey; a new agency, the Office of Surface Mining Reclamation and Enforcement (OSM); an interim program; and a "final" permanent regulatory program. Even now, OSM is reluctant to publish formal program guidelines because: •The regulations are still in the process of judicial review. • Some approvable state programs will supersede the federal regula¬tions. • The flexible regulations are open to interpretation, which is desir¬able to maintain. •Guidelines could be misleading until regulations and interpretations are revised and finalized.

Development of improved transportation networks in major urban centers has led more and more to underground construction, the only reasonable solution for decreasing surface traffic congestion. Excavations required by these projects usually cause decompression of the surrounding soil mass which results in subsidence of several centimeters. While these magnitudes of subsidence have no consequences in undeveloped areas, they are often unacceptable in urban areas where existing buildings, structures and utilities are endangered. Recent tunneling projects for the extension of the Paris Metropolitan Transit System (R.A.T.P.) underground network were carried out with this in view and gave rise to the development of a number of innovative techniques for minimizing ground decompression and subsidence. As shown in Figure 1, the recent R.A.T.P. expansion program includes a new express metro, 46 km long, crossing Paris from East to West, and the extension of many existing metro lines in the suburbs. From the start, R.A.T.P. was faced with many unique technical problems for which there was little precedent experience. The structures to be built have large dimensions, with cross-sections typically ranging from 40 to 300 m2, and exceptionally to 600 m2. The new lines are often very deep because the shallow profile is already congested by the existing metro, interceptors, sewers and a very large number of utilities. As a result, new construction is often below ground water level by as much as 20 m. Moreover, the geology varies widely from hard limestone with compressive strength over 1500 kg/cm2 to inconsistent water bearing sand. Finally, curves in the East-West line must have a minimum radius of 500 m which frequently forces the alignment to pass below existing structures, buildings and monuments.

Many mining operations generate seismic signals. They come from blasting and from underground mine failures such as rockbursts, longwall first caves, coal bumps and pillar collapses. Traditionally, seismic motions have been of concern on a local scale because they could create damage to structures at the mine site or at neighboring locations. Recently, there has been much interest in the Comprehensive Nu-clear-Test-Ban Treaty (CTBT). It prohibits any kind of nuclear explosion, anywhere. So distinguishing signals of mining operations from a possible nuclear explosion becomes important. An international monitoring system (IMS) is being implemented to verify the Treaty when it is ratified. It includes a large number of seismic stations capable of recording signals at regional (200 to 2,000 km or 124 to 1,240miles) and teleseismic (more than 2,000 km or 1,240 miles) distances.

The Uetliberg Tunnel in Switzerland is the longest tunnel in Zurich?s new Western Bypass Expressway, connecting the Birmensdorf bypass in the west with the existing Zurich-Chur national motorway in the east. Thus the tunnel links the Zurich-West motorway interchange with the Zurich-South interchange (shown in Figure 1). The Uetliberg Tunnel project comprises two parallel tubes, each about 4.4 km long. The two tunnel tubes are connected every 300 m by a transverse walkway and every 900 m by a transverse roadway (Figure 2). The SOS niches are spaced 150 m apart. Portal stations with machinery rooms are located at the west and east portals. The tunnel falls with a gradient of 1.6% from the west portal at Wannenboden to the east portal at Gänziloo. The Project costs are about CHF 1.12 billion. The carcass construction started in March 2001. The Opening of the Uetliberg Tunnel is planed in spring 2009.

PT Kaltim Prima Coal?s 13.1 km overland conveyor (OLC) was commissioned in 1991. It is of conventional 3 roller 350 trough belt type. Cost and performance optimization during initial design ended up with 5.4 mps belt speed, 1000 mm belt width to convey 1350tph, and 7 mtpa of coal. Despite high initial figure, the belt speed was lifted to 6.5 mps in 1996 to accommodate mine throughput increase. In 2002, new low loss ST2100 1100mm wide belt replaced the old ST2250 due for change-out. An upgrade project was initiated at the end of 2003 to further increase the belt speed to 8.5 mps, hence to increase the OLC capacity to 30 mtpa (million ton per annum). Performance data, experience of site personnel, site observation and tests, benchmarking, and information from equipment manufacturers were major inputs to the design review. The project fast track was another challenge in addition to executing modifications on a production lifeline. The project was completed within fifteen months and the OLC was successfully commissioned at 8.5 mps belt speed in February 2005. The OLC has been to date conveying 4 200 tph satisfactorily.

The formation of the gas emission zone in longwall mining and the potential amount of gas in this zone are factors of local geology and spatial variability within this geology. Therefore, geostatistical methods can be used for modeling and prediction of gas amounts and for assessing its uncertainty in the gas emission zone of longwall mines. This study used core data obtained from 64 exploration boreholes drilled from the surface to the bottom of the Pittsburgh coal seam in a mining district in the Northern Appalachian basin. After identifying important coal layers for the gas emission zone, semivariogram modeling was conducted for different coal seams to define the distribution and continuity of various attributes. Sequential simulations were performed for stochastic assessment of these attributes to calculate gas-in-place (GIP) in each coal seam. GIP calculations for coals of various gas emissions zones were combined and ranked for their cumulative distribution function to find GIP in the caved zone and in the fractured zone at the 5%, 50%, and 95% quantiles. Fifty percent quantile results were later used to isolate a panel from the whole area and create a mosaic representation corresponding to the daily advance rate of the longwall face. This approach helped to estimate the daily emissions of this panel from the caved zone and from the fractured zone. Results showed that gas-in-place in the Pittsburgh coal seam, in the caved zone, and in the fractured zone showed spatial correlations that could be modeled and estimated using geostatistical methods. This study showed that gas-in- place volumes in the study area may be as high as 12.3 Bscf and as much as 3.5 MMscf per acre of mining.

More than 220,000 diamonds have been found in the United States that range from microdiamonds to 40.42 carats in weight (Table 1). Some reports suggest diamonds weighing more than 100 carats have also been found in this country, although these reports have not been verified. The source of most of the diamonds in the United States is a group of kimberlite pipes, dikes and blows in the Colorado-Wyoming State Line district and a group of lamproite pipes in the Murfreesburo, AR area. Other areas where diamonds have been found include the Great Lakes region, the Pacific Coast and the southern Appalachian Mountains. The latter two regions are generally not considered favorable for diamond deposits. This is based on exploration models. They suggest commercial diamond deposits will be restricted to kimberlites emplaced in Archean cratons and to lamproites emplaced in Proterozoic mobile belts accreted to the cratons.

The project is located in the northern region of the People’s Republic of China and was awarded to Impregilo, as sponsor of the Wan Long Joint Venture, in September1997. The project consists of four tunnels for a total length of 88,700 m, with an excavation diameter of about 4.9 m. The lining is made of honeycomb pre-cast segments, connected by PVC dowels and the joints are sealed with elastomeric gaskets. The geology is mainly Limestone, Dolomite and Sandstone. Karst cavities are abundant and are often in-filled with plastic red clay. This has adversely affected the TBM’s progress. Four double shield telescopic TBMs were mobilized to cope with the very tight construction schedule and, at the end of November 2000, more than 80% of the tunnel has been bored. The article analyses the TBMs’ productions in the various geological conditions and the results of different technical solutions adopted at the project.

Introduction Most high purity silica is produced from crystalline quartz, generally from sand. However, there is a small area of southern Illinois where a porous, friable white chert rock is found that is very different in physical form from quartz sand. This microcrystalline material, commonly referred to as tripoli, is more easily ground to micron sizes than sand. Although of similar Moh's hardness, microcrystalline tripoli is less abrasive than either ground quartz sand or many synthetic abrasives. Location The southwestern corner of Illinois is underlain by extensive deposits of very porous chert; in some places the material is quite white. Two companies, Illinois Minerals Co. and Tammsco Inc., mine and process this white material. The Illinois Minerals plant is located at Elco, and the Tammsco plant is in Tamms, IL. Both companies mine from various locations within a 10-mile truck haul of their plants. Production from this district has been continuous since at least 1915. Malvern Minerals Co. mines and processes a generally similar microcrystalline, friable novaculite near Hot Springs, AR. Geology The southern Illinois white tripoli area is on the southern flank of the Illinois Basin. The commercial silica zone is a facies of the Clear Creek chert of Lower Devonian Age. To the north, where it occurs deep in the basin, the Clear Creek is a siliceous limestone. In the mining area, thin overburden has allowed access by surface ground water, which has leached away the carbonate content and left a quite pure silica residue. Fossils characteristic of sea bottom deposition, such as brachiopods and trilobites, are occasionally encountered in mining. The structure of the mining area is poorly known, due to infrequent outcrops. Strata in most mines are inclined at dips of 5° to 20°. There appear to be occasional high angle normal and reverse faults, but these are seldom of any significance in mining. The friable white silica zone mined in the Clear Creek chert is overlain by dark brownish-red chert and siliceous shale. Exploration drilling to date has not encountered the base of the microcrystalline tripolitic zone. Chemical content Leaching by ground water solution has removed virtually all the carbonate from the original siliceous limestone. Impurities encountered are red to yellow iron oxides, aluminous clays, and occasional black manganese oxides. The silica has no detectable formula water. A typical chemical analysis and physical properties are listed in Tables 1 and 2. Mineralogy and crystallinity Southern Illinois friable tripoli appears amorphous under the polarizing microscope. No crystal structure and only occasional, vague, patchy anisotropism is evident. However, the material gives an excellent quartz X-ray diffraction pattern. This study presents the results of synthesizing monolithic siliconoxynitride, Si2N2O, ceramic from a mixture composed of reclaimed silicon and natural desert sand by using the nitriding combustion synthesis method. Single-phase Si2N2O powder was prepared by the combustion of a mixture composed of silicon and pulverized sand in 3 MPa nitrogen gas. The combustion reaction completed in 2 min and the combustion temperature reached 1577°C.The as-synthesized Si2N2O powder is agglomerate of fine particles with sizes < 5 µm and has various morphologies; rod-like and irregular crystals, irregular kinking, hollow crystals and grown pseudo-hexagonal prismatic crystals. Porous Si2N2O compacts (24.5–47.1% porosities) were fabricated from the synthesized Si2N2O powder at different calcia-alumina additives (5–20 wt%) by normal sintering at 1500°C for 1 hr in N2atmosphere.They showed superior oxidation-resistance at high temperatures up to 1500°C in an oxidizing atmosphere of Ar/O2/H2O(70/20/10 kPa).Near-full dense Si2N2O compacts were also successfully fabricated from the synthesized Si2N2O powder with 5 wt% oxide additives by using the spark plasma sintering at 1600°C.DenseSi2N2O had good mechanical properties (18.7 GPa Vickers hardness, 3.3 MPa.m1/2fracture toughness and 363 MPa strength) and excellent chemical and oxidation resistance.

CERN, the European Laboratory for Particle Physics, is, at present, constructing an underground tunnel and cavern network to house a Large Electron Positron (LEP) colliding beam machine. This paper describes the techniques adopted to permit the excavation and temporary support of the access shafts through a series of glacial moraines, at depths of up to 80 m, to reach the bed-rock. Owing to the presence of superficial and deep water-tables, the variable nature of the moraine deposits and, above all, the tight work schedule, a combination of diaphragm walling and ground freezing was employed.

A Discrete Elements Method (DEM) study of load movement within a SAG mill 12,192 × 7620 (40′ × 25′) in normal operating conditions is performed. The purpose is to determine how the geometry of the lifters affects the kinetics of the load inside the mill. Specifically, the changes produced by the incorporation of inclined lifters and spiral or helicoidal pulp lifters to the kinetics are evaluated. Four study cases are identified: first, the base case corresponds to a conventional geometry; the second case corresponds to inclined lifters incorporation; third case corresponds to a mill with helicoidal discharge; and the fourth case corresponds to a mill with inclined lifters and helicoidal pulp lifters. To save computational resources, the water that enters the mill has been modeled by varying the coefficient of restitution. The results of a series of experiments are presented to determine how this coefficient varies when having impacts on surfaces with different liquid levels. A comparative analysis is made of the following variables: mean transport speed and material flow, for normal operating conditions. Taking as reference the mill with straight lifters and radial pulp lifters (case 1), the case with the inclined lifters and radial pulp lifters increases the material discharge flow less to 76 mm of size by 5.1%, and this value increases even more when the helicoidal pulp lifters are incorporated reaching a 58.6%. The most significant change is seen in the flow through the grates and the pulp lifters discharge, which can increase substantially improving the operation.

Multidisciplinary investigations were completed to prove the availability of water resources for the proposed San Cristóbal silver-lead-zinc mine in the arid Altiplano of Bolivia. Surface water resources are scarce, of poor quality, and unsuitable for development. Therefore, hydrogeological reconnaissance targeted alluvial aquifers for development. Follow-up resistivity, refraction, and water quality assessments were used to prioritize areas with prolific production potential. Pumping tests and regional water balance analysis indicate an alluvial aquifer can sustain the required approximately 40 000 m3 per day production for the life of the mine and predict no significant negative environmental effects on local groundwater users and the environment.

The pollution of our water supply, Lake Michigan, is a continuing threat so long as our overflows from combined sewers exist. The problems have become even more acute during recent years, due to the increase of paved area- which accelerates and enlarges the flows of storm water. After each storm, mixtures of raw sewage and storm water spill into our waterways. If the storm is too large for the drainage systems, the mixture backs up into our streets and basements. Under severe conditions, it may even become necessary to open the locks, and discharge the polluted water into Lake Michigan. Consider the scope of the problem, as shown in Figure 1. The area in which combined sewers exist is 375 square miles, located in the central parts of Chicago and 49 suburbs. There are an estimated 640 overflow outlets to the waterways, each requiring attention. The capacity of outlets tributary to the waterways has increased dramatically over the years. Each time a pocket of upstream flooding is drained into the channels, the problem of its rapid disposition increases. Another difficulty is that the bottom of our waterways is covered with a blanket of accumulated sludge, ranging in depth up to 3-feet. The low-grade nickel laterite ore used in this study was successfully upgraded through selective reduction by industrialized rotary kilns followed by magnetic separation. The results indicated that both iron metallization extent and nickel metallization extent showed obvious linear correlation. In addition, rational roasting temperature and prolonged grinding time could enhance the overall fineness level of reduced laterite nickel ore. The moderate roasting temperature at a range of 1100–1150 °C should be suitable enough to a conversion of total nickel to metallic nickel and partly inhibited the conversion of total iron. Ultimately, the obtained ferronickel alloy with a nickel content of 7.32% and an iron content of 84.15% was prepared successfully from the lowgrade nickel laterite ore containing a nickel content of 1.92%. Nickel and iron recoveries were 96.72 and 89.08% respectively, which achieved the highly efficient recovery and utilization of iron and nickel from low-grade laterite nickel ore
