In an effort to increase recovery in thick and closely spaced coal seams, the Bureau of Hines, U.S. Department of the Interior, is studying the feasibility of introducing three mining methods-high-face longwall, multi-slice longwall, and longwall caving-in western coal operations. Geology plays a significant role in determining the success of such methods. Some of the factors that will affect development are as follows: (1) thickness and three-dimensional configuration of the seam, (2) cleats, joints, and fractures in the coal and roof rock, (3) roof composition and variability, and (4) coal quality and changes in quality within the seam. Through geologic mapping, the presence of many of these factors is predictable prior to development.

Metallurgical processing of gold ores in positive water balance environments has been facing decreasing discharge concentrations in permits and additional requirements to pass acute toxicity testing before discharges will be allowed to native fisheries. In response to the challenge to meet 0.005 mg/L free cyanide guidance for discharges to fresh water fisheries, the American Society of Testing and Materials (ASTM) International Cyanide Task Group has undertaken an interlaboratory study for the free cyanide method in the metallurgical processing cyanide detoxified reverse osmosis effluent to determine if the quantitation limit for the method could be lowered from the current 0.009 mg/L free cyanide (1) to less than the 0.005 mg/L guidance concentration. Results of the testing are presented below.

The molybdenum industry has been in a depression since the beginning of the decade. Real molybdenum prices are significantly reduced from 1979-1980 levels when there was a perceived capacity shortage and continued expectations of burgeoning demand. Primary capacity brought on stream since then has been unable to operate profitably and indeed, in light of high inventories and reduced demand, has been largely unnecessary. Structural changes in the molybdenum industry will be needed in the future to weed out superfluous capacity and to expand demand through new product applications.

The Outokumpu Skim-Air Flash Flotation machine was developed to separate valuable mineral from gangue as early as practical by floating it with specially designed flotation equipment installed in the grinding circuit. Machines already in service have shown the ability to produce final grade concentrate with an increase in overall recovery and flotation rate while decreasing filter cake moisture and reducing fluctuating feed grades to conventional flotation circuits. The first US production test was carried out in a southwestern copper concentrator with successful results. This report describes the results of the test along with an explanation of the process and the benefits obtainable.

Approximately six billion gallons of combined sewage are discharged annually into Willamette River and Columbia Slough through Portland’s combined sewer system. The Columbia Slough Consolidation Conduit (CSCC) is an important element of mandated Combined Sewer Overflow (CSO) abatement. It includes2,548m (8,361 ft.) of 3.7 m. (12 ft.) internal diameter tunnel. The CSCC alignment traverses the UP railroad, Columbia Boulevard and parallels an old sewer. Geologic conditions include river alluvium and fine to coarse-grained flood deposits containing cobbles and boulders. This paper describes design and construction of a tunnel in soft-ground, with shallow cover and close to an old concrete sewer.

The Greenwich Collieries Co. is a subsidiary of the Pennsylvania Mines Corporation, and a wholly owned subsidiary of the PP&L Co. which serves the northeastern portion of Pa. PP&L annually consumes about 11 million tons of coal per year and is the largest consumer of both bituminous and anthracite coal on the eastern seaboard. Development work for Greenwich started in 1969. The coarse coal plant was constructed in 1970, with the raw fines bypassed. This worked very well for our requirements at that time; however, the Greenwich mining plans were extensively changed, longwall mining units were installed and low coal was encountered, resulting in dirtier coal, a finer coal and an ever increasing ash in the shipped product. All this demanded a more efficient ash removal process for the fine coal fraction. In 1971, the Pennsylvania Department of Environmental Resources and the Federal Environmental Protection Agency were pushing for the now stringent sulphur emission limits at our power plants. The Greenwich Mine coal reserves contained large quantities of 3.5 to 4% sulphur along with some low sulphur reserves. It was, therefore, essential that any new plant have the capability of efficient sulphur removal to meet the Pennsylvania Department of Environmental Resources and the Federal Environmental Protection Agency required limits. To meet these limits our design would have to be capable of producing a product of 2.0% sulphur or less.

Phosphate mining and beneficiation in the State of Florida are presently being carried on by 12 different mining companies with a total of 21 mining and flotation plant locations. Their combined production of both washer rock and flotation concentrate was approximately 28,000,000 long tons in 1968. This accounted for 70-72% of the total U. S. production and close to 30% of the world's output of this mineral. From this extensive activity in the Florida phosphate field, one basic flow sheet for beneficiation of the ore has developed over the years as the most commonly employed. In fact, all of these plants with the exception of two beneficiate Florida pebble phosphate using a basic operation as illustrated in Figure I. The two plants which differ from this general approach are not using raw matrix as feed. In one instance, +14 mesh pebble is ground in a rod mill to release free silica which is subsequently removed in a cationic froth flotation circuit using an amine acetate blend and kerosene. This technique generally results in a 4-7 BPL unit upgrading of the feed pebble. The other exception to the standard flow sheet illustrated in Figure I is an operation which is beneficiating tailing piles. In this case, the material is first subjected to cationic froth flotation in order to upgrade the feed to a point comparable to normal matrix. Thereafter, after, the phosphate is floated in an anionic rougher circuit followed by cationic flotation of the silica in a cleaner circuit.

Canada is a major producer of chrysotile asbestos. In fact, Canada accounts for approximately one third of the world chrysotile asbestos production. Deposits are mined and the fiber processed in Québec, in British Columbia on the West Coast and in Newfoundland in the Atlantic region. Foremost among the Canadian provinces is obviously Québec. Some 85% of Canadian deliveries come from mines located in the Eastern Townships, a region which lies along the southshore of the St. Lawrence River, between Montreal and Québec City. At the heart of this vast territory, five (5) mining towns make up what is called the Québec asbestos region. Total capacity of the five (5) mining producers of Québec is about 1 366 000 tonnes.

Introduction Minerals exploration is one step in the mining industry's task of providing raw materials to basic industries. The industry's provision of raw materials involves identifying and evaluating resources, converting them to reserves, and intelligent, economic exploitation of these reserves. The mineral process focuses on identification and evaluation. Reserves are ore bodies and ore bodies are, by definition, wasting assets. Therefore, if an adequate provision of raw materials to basic industry is to continue, these wasting assets (ore bodies) must be replaced with new or different reserves as current reserves are depleted. Minerals exploration is a geologic problem and is fundamentally deductive, flowing from the general to the specific. Past exploration methods and philosophy have amply supplied the resources to meet the demands of an industrial society. During the past decade, however, the framework where mineral resources were identified, defined, and evaluated has changed. Mineral explorationists no longer can rely solely on the successful past methods to provide the necessary resources for our complex society. Productive explorationists must effectively and efficiently use tools and procedures that will maximize exploration efforts. Past tools need not be abandoned, but should be critically reviewed and revised in light of current scientific knowledge and technical advances. Future explorationists will view their craft not as a single discipline, but as a thoughtful integration of geophysics, geochemistry, and geostatistics for solving interrelated problems. This integration of the geosciences will lead to successful mineral exploration. Not only will the productive explorationist generate new information, he will master the use of existing data for identifying and evaluating a mineral resource. The mineral exploration process consists of incentives, ideas, finance, area, staff, time, and luck. The exploration process that stems from the interaction of these elements has three stages, each bound by a major decision point. They are selection, reconnaissance, and definition. Subsequent evaluation and exploitation phases are considered more the function of mining engineers than the exploration geologist. Mineral exploration endeavors that have been productive have three attributes fundamental to success: commitment, competence, and persistence. Commitment Commitment is believing that exploring for mineral resources is worth performing. While the mining industry is the focus of this commitment, government and society must also be committed to the concept of mineral reserve identification through exploration activity. Government demonstrates its commitment by providing access to land for exploration and, if it is successful, exploitation can take place. Realistic legislation relating to taxation, land use, reclamation, and environmental constraints is indicative of government commitment to intelligent resource use. The public must come to terms with mineral resource evaluation and extraction. Without some form of commitment from the public, availability of mineral resources vital to basic industry will be largely in the control of a foreign and potentially unstable mining industry. Commitment to a mineral resource identification-evaluation-extraction system must be shared equally by government, society, and the minerals industry. The scope and direction of this commitment varies, with the industry's commitment to explore for mineral resources being the most apparent. Industry commitment is the belief at all levels of exploration (from senior corporate executives to individual field and support staff) that exploration is worth performing, that exploration goals can be met, and that their particular organization is the best and the only group that can successfully accomplish the project. ThunderBasin Coal Co. has two mines located in the southern portion of Wyoming's Powder River Basin - the Black Thunder Mine and the Coal Creek Mine. Both are located 60 to 90 kin (37 to 55 miles) southeast of Gillette. The mines are principally located on federal coal leases acquired in the late-1960s. Development plans for the Black Thunder Mine focused on dragline stripping. Environmental considerations, however, made truck-shovel stripping the method of choice when the mine opened in 1976. In 1981, the Coal Creek Mine opened as the first dragline mine in the Gillette area of the Powder River Basin. The regional terrain is flat-lyimg with occasional clinker-capped hills. The mines are located on the Wasatch and Fort Union Formation contact. The coals are Paleocene in age. The deposits are structurally simple, dipping gently to the west. The seams are thick and are classified as sub-bituminous-C. The Black Thunder Mine, with its 21-m (70-ft) 'hick seam, is strategically located in the center of the highest heat value mining area of the southern Powder River Basin.

Gold was discovered at the Haile mine in Lancaster County, South Carolina in 1827 or 1828, and since that time the mine has been worked intermittently by both open pit and underground methods until its forced closure in 1942 by World War II. Production figures are incomplete, especially for the early years, but the total gold produced is estimated to have been greater than 200,000 ounces. Thus, the Haile mine has been the most productive gold mine in the eastern United States. The upper, residually enriched ores were relatively rich, but the bulk of the production has come from the mining of lower grade ores.

The rapid evolution of computer and field sensor technology is now providing the ability to integrate mine and office opera­tions. Digital maps and mine plans as well as CAD and GIS can be transferred to ruggcdized field computers for development of real-time mine surveys and real-time GPS machine navigation and monitoring. Surveyors can insure that their surveys arc accu­rate before returning to the office. Engineers and surveyors are also able to upload field computer-based surveys to mine plan­ning software and directly to mine equipment including shovels, drills, and dozers providing the operator of the equipment with a real-time view of their work space. Production information can be transmitted through dispatch and/or centralized mine servers to update mine plans with mining progress and production data. Static mine models then become a dynamic element of opera­tions, providing greater use of information that emphasizes the spatial aspects of the mine by providing real-time maps, produc­tivity charts, and graphs. This information can be disseminated through various mine communication systems to provide opera­tors and management with real-time feedback as well as daily and weekly reports. Integrated systems now being used in exten­sive trials arc reporting productivity increases of 4 - 7% or more thereby providing rapid payback to the mine.

Project scheduling is a deterministic technique utilizing single estimates of activity durations. In reality, activity durations are stochastic and can be better represented by probability distributions. This paper describes the development and utilization of a project scheduling simulation which combines analytical scheduling with stochastic activity durations. The purpose is to provide a method to analyze the sequencing of mining production processes and predict the effect of any planned changes. The simulation is demonstrated through realistic examples, such as longwall face-to-face transfer sequencing and the effect of varying advance rates on longwall development sections. Statistical data, to make more informed production decisions, are generated in the form of project activity/path criticality and project duration distributions.

All technologies move through a cycle from infancy to maturity. Thickened tailings have moved into the young adulthood phase of its development. Many mining companies like the idea of reducing their water-taking and water disposal issues. This limits the risks associated with traditional surface water-covered tailings facilities and the reduced dilution possible through underground disposal of thickened or paste tailings. Just as home theater systems advertised as ?plug and play? are rarely quite that straightforward, implementing and improving a thickened-tailings system has its challenges. However, the technology has also developed in recent years so it is more accessible. Some success factors have emerged because of the new technologies. Is thickened tailings the right solution? The first step in success with thickened tailings should be whether it is, in fact, the right solution for a particular mine. And, if so, what type of thickening is best. The answer depends on several factors, including: ? Grain size: The grain size that is optimal for maximizing mill recovery is some-times not suitable for thickening. Other mineralogical factors, such as mica content, may also influence whether the tailings are suitable. ? Water issues: Available water does not always have the purity necessary for the process. Another issue to consider is that if water is in short supply, as is increasingly often the case, thickening may be a way to reduce the need to both take and dispose of water.

Over the past decade, numerous factors have led US copper firms to face increasingly severe competition from low cost foreign producers. As a result, greater attention is being devoted to developing and implementing new technology that can reduce costs and maintain the competitive position of domestic firms while simultaneously meeting environmental requirements. To obtain a better understanding of the likelihood of the development, adoption, and use of innovative copper technologies in the future, the Bureau of Mines contracted with Mineral Systems Inc. of Stamford, CT, to undertake a systematic survey of technological experts in industry, government, and the academic community. According to the survey, major developments in exploration over the next 25 years are likely to be in technologies that facilitate analysis and interpretation of deposit data rather than those that enable the collection of additional data. Most new copper mining and beneficiation technologies are likely to represent evolutionary extensions of existing systems with a notable increase expected in the application of information systems technologies and computer control methods. A possible movement towards increased usage of continuous mining systems in copper was also noted. Experts indicated that several copper smelters are under consideration for extensive renovation and, as a result, flash smelting technology is expected to become much more widely used in the US. A gradual movement toward continuous smelting methods was also forecast. In copper refining, the major technological change expected is the gradual automation of various refinery operations. Finally, though increased usage is expected, in situ solution mining and hydrometallurgical processing of sulfide ores are not expected to become widespread over the forecast time horizon. This first article in a two-part series describes the survey method chosen and the technological innovations selected for eval¬uation. Also discussed are the assessment panels, background scenarios, critical events, and diffusion forecasts. Next month, part two will address technology forecasts resulting from the study. Featured are discussions on future copper exploration, mining, beneficiation, smelting, refining, and recycling. A cost/benefit analysis will also be included. Methodology Selection of Assessment Method To develop a consensus forecast of technological change in the copper industry, a technique for systematically polling subjective opinions of experts was required. After conducting a literature survey and some preliminary testing, the direct probability assessment method was selected. With this assessment method experts are asked to express in quantitative terms their judgment of the probability that a specified event will occur, usually over a series of time frames. The method was chosen because the experts were observed to be more comfortable with this approach during the testing period, and the results of this process effectively satisfied the assessment objective. The experts generally could provide more precise estimates of the timing of future events using this technique because it was the least cumbersome of the assessment methods tested. Identification, Selection, and Description of the Technologies The initial list (Table 1) of innovative copper technologies assessed in the study was developed from two principal sources: knowledge and expertise of the study team and a review of relevant technical literature. From this list of 47 potential technologies, 10 were selected for detailed assessment. Table 2 lists 35 technologies that were subsequently identified in the first series of assessments. Twelve technologies from this list were also selected for detailed evaluation in a second assessment round. As part of the Bureau of Mines research on identification of asbestos fibers, a method was discovered for removing asbestos fibers from water. This report describes this process and its theory of operation. The surface charge of amphibole minerals in potable water was found to be negative, and in common with most other silicate minerals, the isoelectric point of amphibole asbestos fibers lies in the pH range 4 to 6. Magnesia is one of the rare oxides with a high isoelectric point of about 11. The surface of magnesium oxide will, therefore, be positively charged in water at pH 6 to 6, while the electric charge an. amphibole asbestos fibers is negative. Because of the electrical attraction of these oppositely charged solids, it was possible to remove negatively charged asbestos fibers from water by percolating water that contained suspended-asbestos through a porous bed of magnesium oxide particles. A bed of 100/200-mesh MgO was added to a glass tube with a cotton plug. Aqusous suspensions of 1 to 10 ppm cummingtonite asbestos (amosite), crocidolite, and chrysotile were percolated through this porous plug of MgO. Even though chrysotile is positively charged below pH 11, MgO is an effective filter medium for removing it. The highly basic MgO appears to cause the chrysotile to flocculate and attach to particles within the bed. Scanning electron photomicrographs indicated that essentially complete removal of the fibers from water was accomplished. Other materials tested as contact filter media and found to be ineffective or only partially effective were sand, calcite, carbon, diatomaceous earth, and cellulose. Acidic alumina collected amphibole fibers but not chrysotile fibers.

INTRODUCTION Under certain circumstances the closure of former mines which are located above a certain flood level can result in problems such as the emanation of detrimental substances after having completed filling and reclamation operations. This especially applies to uranium mines in which the radiation dose could far exceed the dose of natural background radiation. By means of an example of the uranium mining in Germany in the following it will be demonstrated how to cope with this problem. On the basis of comparative investigations in various vein deposits and using ventilation scheme calculations proposals for the optimization of the necessary forced ventilation can be submitted. REPORT ON SITUATION In the period 1946 - 1989 the former Soviet-German joint- stock company "Wismut" developed into the biggest European uranium producer with a total output of about 220.000 t of uranium. A major mineraldeposit district was the deposit of Schlemaf Alberoda in the Saxon Ore Mountains, in which 80.000 t of uranium were produced. Thus it is among the biggest uranium de- posits of the world, from which various other metals were at- tracted for many centuries. The exploitation of the Schlemal Alberoda deposit involved steep veins in regions near the surface as well as depths of 1.800 m. Until 1991 a total excavation space of 40 million m3, which is flooded at present, was produced. With the average increase in the water level of 80 cm per week the final flood level is expected to be reached in the year 2003. The shaft 373 at present still being used for ventilation will be no longer available since the second quarter of 1998 after flooding the -540 m level because it is not connected with the excavation system near the surface. As a study shows, a radiation dose far above the natural back- ground radiation has to be expected for the town of Schlema due to the extensive mining activities near the surface and due to the subsequent displacement with missing depression fo the main mine ventilating fan. An uncontrolled air flow containing radon leaves the open mine excavation due to the effect of the natural ventilating pressure and emanation caused by the barometric pressure drop with atmospheric pressure fluctuations. This mine air with its high-level radioactive equilibrium results in a high radiation dose in buildings (see Figure l). After having switched off the main ventilating fan in order to investigate the effect of the missing depression the increase in radon concentrations amounted up to 700% in various buildings of Schlema. This was partially due to the inversion state of the weather at that time. The high radon concentration has detrimental effects on the health of the population and of the miners working on the further reclamation in regions above the flood level. ANALYSIS OF THE RADON EMANATION RATE EXPECTED Considering the composition of the radon inflow from the mine workings it becomes evident that 80 % of the radon inflow originates from abandoned excavations and only 20 %from open ventilated mine excavations. This fact has to be taken into account for the ventilation after having reached the final state of flooding. After completing ventilation the radiation dose on the surface is mainly due to the radon emanation from excavations close to the surface. Investigations of the Wismut GmbH showed the in- crease in the specific radon emanation rate by a factor of 100 for abandoned excavations as compared to new drivings. One reason is the larger specific surface of abandoned galleries caused by displacements due to mining activities as well as by fall of hanging. Furthermore the radon can enter the gallery through joints, which have subsequently opened by convergences. All these effects result in a larger free surface available for radon diffusion. The large number of drivings in the deposit sections near the surface and the fact that the highest uranium contents are found near the surface as well as the high fracturing are further reasons for higher emanation rates. Considering these facts it can be expected that the radon inflow of 10.000 kBq/s, which refers to an open mine excavation of about 1.4 million m3, represents a minimum. Only by increasing the specific surface, for which a numerical value has still to be determined, this value will increase with certainty. An extensive radon emanation from the residual excavation, which cannot be flooded, can only be prevented by maintaining the ventilation system. The low pressure produced by the fan in the mine openings prevents the emanation of air containing radon due to the effect of the natural ventilating pressure. Without the controlled withdrawal of the radon the population as well as the miners working on the further reclamation in areas above the flood level would be endangered. Therefore the follow-

There has been a surge of exploration activity and interest in mineral properties located in cold Northern climates, with gold and copper properties as the two most attractive targets. There are already a number of mining operations located in the Arctic, for example, Red Dog, Polaris, and Lupin, all located in the Canadian Arctic. The logistics of sustaining operations, the engineering design and construction methods for such inhospitable regions are now relatively well understood. However, at least three of the proposed new mines in the Yukon Territory, Canada are designed to be heap leach operations. Rescan Engineering has recently completed Feasibility studies for two heap leach operations in the Yukon, one of which, the Brewery Creek Mine, is now in operation. The purpose of this paper is to explore some of the engineering and operating concepts that have been developed to make heap leaching an appropriate process method for gold recovery in a cold climate. Many of the readers will be familiar with the general and specific details of heap leaching, and it is not the intention of the authors to deal with any of the established "do's" and "don'ts" that have been addressed in numerous previous papers, but only with those pertaining to cold weather operations. This paper also examines these design concepts in specific relation to the results of the first winter's operation at Brewery Creek Mine, the first "far" North heap leach operation.

The Negociacion Minera Santa Maria De La Paz mining operations are located at La Paz (some eight miles West of Matehuala), State of San Luis Potosi, Mexico. These operations consist of a single copper-silver property, called the Dolores mine and a number of silver-low base metal properties. The ores from these several mines are transported by rail, or truck, to the central milling unit. The milling unit has two separate sections to treat the two types of ore. The ores from the several silver-base metal mines are mixed at the mill as they arrive. Up to the present time the silver-base metal ores have been milled to produce a bulk concentrate which carries valued in gold, silver, copper, lead, zinc, cadmium and considerable arsenic. In such concentration the zinc and cadmium values are lost to the operations in their liquidations as they are shipped as lead concentrates. Since these ores have exceptional quantities of arsenic which is concentrated in the milling process, these bulk concentrates have to be sent to a smelter for pre-smelting operations to remove the arsenic.
