"During the period June 2007 to March 2007, John Starkey of Starkey & Associates (Starkey) worked in Russia for High River Gold, supervising the engineering design work that was being done at the IRGIREDMET Research Institute, in Irkutsk Russia. The work entailed moving the Newmont No. 4 mill from Elko, Nevada to Berezitovy, a mine site north and west of the city of Skovorodino, in the Amur Region of Siberia. This was a grass roots project and required construction of all phases of the infrastructure and process facilities that are associated with a 5000 t/d open pit mine and CIP mill.During the course of this engineering design exercise, many aspects of doing business in Russia were encountered, with regard to laws, norms, and business practices. This paper discusses many of these findings. Also by living in Irkutsk, many observations on Russian life and social customs were made and these merit discussion from a general interest point of view.Prior to going to Russia, another engineering and ore testing firm (TOMS) had approached Starkey to find out if Starkey could assist them in upgrading their SAG ore testing procedures to Western standards in order to offer their clients turnkey projects, that included reliable SAG and AG grinding. TOMS was aware that Starkey had invented the SPI test but did not know that the SAGDesign test had by then been fully developed and was being offered commercially as the most accurate way in the world to design new grinding mills. They were also unaware that this new testing method had been patented by Outokumpu (now Outotec) and that this method allowed them access to a design method, through Starkey, that would lead to a manufacturer’s guarantee (by Outotec) of throughput and grind for any new semi-autogenous or autogenous grinding circuit, with or without ball mills.When Starkey started working at IRGIREDMET in June 2005, they also made a request to add a design method for SAG mills that would be considered acceptable to Western clients. From these requests, presentations were made in Russian to both institutes and each decided to join the SAGDesign Consulting Group as satellite members and buy a SAGDesign test mill to use with their Bond Ball Mill Work Index mills, to provide SAGDesign testing services. To complete the service, contracts have been put in place for Starkey to use these results to design new grinding equipment and to train engineers at TOMS and IRGIREDMET how to do this work.Starkey also undertook to train engineers at both labs to go into the field and to take the samples for SAGDesign testing programs. It is here where the SAGDesign testing service upgrades other grinding test programs because the samples to be used for design are professionally chosen, and the results will be much more likely to produce a satisfactory design. Starkey is a mining engineer and is uniquely qualified to do this task. This and the SAGDesign test are the key components that lead Outotec to offer a performance guarantee for mills designed by Starkey."

In the Bendigo district, with its large number of comparitively small leases worked by separate companies, we might naturally expect to find many different arrangements of winding machinery and, as a matter of fact, there are steam winches, old portable engines, single and duplex geared engines, twin engines on the first motion, and in one instance a single engine on the first motion, all employed for hauling purposes from depths of 1000 feet and over.It would be impossible in the compass of this paper to discuss at all fully the various arrangements of winding gear employed on the field the writer can simply refer to some of the more prominent features, in the hope that the information may prove of interest and benefit to the mining community. In criticising our machinery it must be remembered that when many of the plants in use at the present time were erected, they were not intended to wind from more than one third of the depths now common on the field; but so long as the machine could be made to haul a tank of water from the bottom of the shaft it has remained, the greater power required being obtained by increasing the piston speed and altering the gear wheels to suit. The consequence is, of course, that in some of our mines the speed of winding is painfully slow this feature, however, though certainly not consistent with modern ideas of economical mining, does not so seriously affect Bendigo as it would other fields, for the comparatively small quantity of stone to be raised from a given reef by some...

The first International Conference on Ground Control in Mining opened with the topic of pillar design. Two classic papers were presented, one by Bieniwski and the other by Wilson. Unfortunately, the two methods were so radically different from each other that it was nearly impossible to reconcile them. Adding to the confusion were the many other pillar strength formulas (such as the Salamon-Munro, the Holland-Gaddy, and the Obert-Duvall, just to name a few) that were also available. Little wonder that discussions of pillar design in those days often ended with anguished cries of ?but which formula is the right one?? The past 25 years have seen substantial progress in the science of coal pillar design. Indeed, one testament to the improvement is the relative scarcity of papers on the topic at recent Conferences. Two factors have been largely responsible for the progress that has been made. The first has been the collection of large data bases of actual case histories of pillar performance in a variety of settings, from shallow room-and-pillar mines through deep cover longwalls. These have made possible the development of empirical design procedures that are closely linked to real world experience. The second important factor is the development of sophisticated computer models that can accurately simulate pillar behavior and roof/pillar/floor interactions. Together, these two lines of research have led to a new understanding of pillar mechanics that identifies three modes of pillar failure: ? Sudden, massive collapse, accompanied by airblast, for slender pillars (width/height<4) ? Squeezing, or slow, non-violent failure, for most room and pillar applications (4<w/h<10) ? Entry failure or bumps for deep cover and longwall applications (w/h>10) It is particularly satisfying that the insights gained from numerical models broadly support those obtained from the empirical studies. While far less controversial than in the past, pillar design problems continue to arise. One recent example is pillar design for highwall mining. NIOSH has just released a software package, called ARMPS-HWM, which employs a number of modern pillar design concepts. Since highwall mining web pillars are long and slender, the greatest danger is that of a sudden collapse. ARMPS-HWM suggests two possible prevention strategies, one which concentrates on the SF of the webs, and the other which creates a ?pressure arch? using properly sized barrier pillars. The paper will close with a discussion of some current needs in coal pillar design, including: ? Updating older empirical methods, such as ALPS, where changes in technology (new types of roof support, more demanding ventilation requirements, faster retreat rates) may have made some of the original case histories obsolete. ? Methods for determining site-specific coal strengths, focusing on bedding plane strength and other factors that may effect confinement, as input for both empirical and numerical design. ? Improved methods for evaluating coal pillar performance for environmental issues, such as surface subsidence and hydrologic impacts, which consider such factors as depth, w/h ratio, water immersion/drainage, and time dependent seam strength.

The evolution of the American Petroleum Institute (API) design method for axial capacity of driven piles in siliceous sands is explored, and complemented with an overview of how changes in offshore site investigation practice have increased the level of knowledge with respect to vertical variability of soil characteristics. Increased use of the cone penetration test (CPT) provides near continuous profiles of soil type and strength which can be used in calculation methods that address variation in local shaft friction rather than the API method which seems to have initially been based on observations of average shaft friction in relatively uniform sand deposits. Development of a formulation for CPT correlations to axial pile capacity in sand is discussed, along with implications to existing factors of safety used in routine design.

"Pitting corrosion inhibition of 304 stainless steel (SS) in groundwater with a ternary inhibitor mixture (phosphonic acid + bivalent cation + various surfactants) was studied with different environmental variables such as temperature, pH, dissolved oxygen and chloride ions. Critical pitting potential and corrosion potential were calculated for these test media using electrochemical techniques. Under the tested condition, the localized corrosion resistance of 304 SS was determined and the results are discussed. IntroductionPitting corrosion of metals and alloys is a major cause of failure in chemical processing desalination plants, scrubber for flue gas desulphurization (FGD) plants, water storage tanks and pipelines, petroleum refineries, etc.Heat exchangers and condensers in inland thermal and nuclear powerplants utilize groundwater as a coolant, but materials of construction are generally prone to localized corrosion.Localized corrosion attack can be initiated when the passive film on the metal is disrupted. The presence of certain aggressive anions such as chlorides (Cl-) can migrate to the actively corroding area and stabilize pitting corrosion. Attention has been focussed on improving the resistance of stainless steel against localizedcorrosion in aqueous environments.One of the most accepted methods of avoiding corrosion is by the addition of chemicals (inhibitors). Over the past two decades, some phosphonic acids have been explored due to their good corrosion inhibition efficiency and low toxicity (Fang et al., 1993; Karman et al., 1998; Rajendran et al., 1998; Gopi and Rajeswari, 2000a). Bivalent cations like Zn2+ are often applied as additives to inhibit the metal dissolution (Sekine and Hirakawa, 1986; Aruna Bahadur, 1998)."

The history of foundation engineering in Chicago is a tale of innovation, made necessary in order to keep pace with structural technology which allowed taller buildings with heavier bearing loads, to accommodate a non-conducive geologic setting. The geology as it relates to foundation construction and underground construction in general is briefly described. A chronology of important events from the birth of Chicago to the present is presented. The impact of various construction techniques which were either initiated or refined to allow the growth of Chicago are discussed. Introduction The growth of Chicago resulting in today&apos;s high-rise high-density population center can be looked upon as a history of modern underground construction. The two major reasons which explain this are 1) It grew up during a period of rapid development in the Industrial Revolution and 2) Its natural geological setting needed a great deal of innovation for continuing growth.

The notes from which this paper has been prepared were set down at the time of the author&apos;s departure from Australia in 1935. Mr. Frank Forman, Government Geologist of Western Australia, who has very kindly read the paper in manuscript, affirms that the views here set forth are now accepted by most geologists. Thus, Forman&apos;s recent presidential address before the Royal Society of Western Australia (1937) mentions sediments in the Kalgoorlie Series &quot;including banded jaspers and jaspilites.&quot;While it may, therefore, be superfluous to belabour the question further at this time, Mr. Forman has encouraged the author to publish this paper as a summary or both past and present views.To those specially interested in the subject of the paper, a study of pertinent Plates attached to Western Australian Geological Survey Bulletin No. 71, 1917, is suggested.The type of rock which is variously called &quot;jasper bar,&quot; jaspilite, or &quot;ferruginous quartzite&quot; is familiar to all mining men who have worked in the West Australian goldfields.In its typical form it is a &quot;striped&quot; rock consisting of alternate layers of white or pinkish silica with red to brown bands of iron-bearing silica.In the course of geological work in many parts of Western Australia I studied exposures of jasper bar and was repeatedly impressed with the similarity of much of the material to the sedimentary &quot;banded iron formation&quot; of Canada. It was, therefore, a surprise to learn that the jasper bars were not generally regarded in Australia as sedimentary horizons. Analysis of seed numbers present in topsoils (a grazed area, an ungrazed area, and two stockpiles) indicated that seeds of the most prevalent colonizers (e.g., Kochia scoparla, Setaria virdis, and Salsolo collins) were not present in the topsoil upon respreading but rather appeared by immigration from the surrounding areas. The grazed site had a seed density of over 7,700 seeds m-2 (of which 43% were from weedy species) and the ungrazed site had 3,900 seeds m-2 (of which 7% were weeds); the stockpiled topsoils had very low seed densities (255 and 520 seeds m-2). Seed densities and diversity decreased with depth on both the grazed and ungrazed sites; this was especially true on the grazed site where 94% of the seeds were found in the surface 7.5 cm. Several species were present in the seed bank (e.g., Hedeoma hispida, Artemesia ludoviciana, A. frigida, and A, abslnthlum) which were also found on the three and four year old mined sites in the aboveground vegetation survey. Seeds from these species may germinate after several years of dormancy, thereby starting populations on mined sites and enhancing plant diversity. Seed bank analysis was also undertaken on mined sites ranging in age of 2 to 6 years (plus an unmined site). Mined site seed densities ranged from 1630 to 3980 seeds m-2, with the four year old site having the greatest density (largely because of high Melilotus spp. populations); unmined site and stockpiled topsoil sample had lower seed densities. A significant positive correlation between total viable seed content and soil-water saturation percentage indicated that soil texture may influence seed viability/ dormancy (the. finer the material, the higher the seed population). As with the previous part of this study (and other studies), there was a poor correlation between the aboveground flora and the belowground seed composition.

One phase of Bureau of lines work in health and safety is promotion of the use of safe, satisfactory, and reliable respiratory protective devices. To insure that devices embodying these features will be available the Bureau has established schedules of minimum requirements for oxygen breathing apparatus, gas masks4/, supplied-air respirators (hose mask, air-line respirators, and abrasive blasting helmet hoods, or masks)5/, and dispersoid (dust, fume and mist) respirators6/. Approval test, of oxygen¬-breathing apparatus are conducted by the Safety Division; approval tests of other types of respiratory protective equipment are conducted by the Health Division. These divisions comprise the Health and Safety Branch.

An assessment of U.S. western hard-rock miners? noise exposures was conducted as part of a multi-year National Institute for Occupational Safety and Health (NIOSH) survey of noise exposures in each sector of the mining industry. Noise from selected mining equipment and operator noise exposures were measured, analyzed, and tabulated for dissemination to the participating sites and are being used to direct NIOSH research and interventions to address the greatest noise hazards. Eighty-two noise dosimeter measurements were obtained, along with time-motion studies as the miners operated hard-rock mining machines. Ninety-six percent of the operators had daily noise doses that exceeded the Mine Safety and Health Administration?s permissible exposure level. The average gold miner dosages while operating the following equipment were: haul trucks - 261%, load-haul-dumps (LHDs) - 235%, single boom drills - 221%, bolters - 214%, and dual boom drills - 163%. The worst exposure level was a silver miner with a daily dose of 873%. Time-motion data showed that this miner?s exposure accumulated most rapidly while operating a jack-leg drill. These results will be used to help prioritize noise control development by NIOSH and other partners. A research program to aid development of better and more efficient methods for producing petroleum and increasing its ultimate recovery from underground formations is an integral part of the work of the Bureau of Mines on conservation of the Nation&apos;s natural resources. Economic, efficient production of recoverable oil and gas from a reservoir depends to a great extent upon the best and most accurate information that can be obtained from a study of the reservoir rock and its fluid contents. Information on oil and water saturation is pertinent and essential in wildcat, extension, and pool wells for good reservoir operations and prediction of performance. This report presents results of an investigation by the Bureau of Mines of core recovery and degree of drilling-fluid contamination occurring during cable-tool coring operations using oil-base mud. Representative core samples were obtained from 6 major oil-producing sands in 8 fields of West Virginia, Pennsylvania, and New York. Field-mixed, oil-base drilling mud was used for the first coring test, and lightweight, premixed oil-base mud, with an organic chloride tracer added, was used in coring eight other wells. Tracer analyses were made to determine contamination of core by drilling-fluid filtrate. Core analyses, including oil and water content and minimum interstitial water-saturation tests, were made on selected core samples to compare and evaluate water saturations determined by the two methods.

The blasting industry has changed more in the last five years than in any period to date. The equipment utilized to load boreholes has changed in response to more precise blasting products and programs, and the need to maintain tighter control over product formulations produced by bulk loading equipment. Over the past 25 years, the present author has written with several co-authors a series of papers beginning with the landmark paper in the 1st International Conference on Ground Control in Mining in 1981, in turn, based upon U. S. Bureau of Mines (USBM) funded contract research managed by the author with a final report issued in 1979, all concerning this paper?s title subject, Effect of Full-Extraction Underground Mining on Ground and Surface Waters. Initially the work was a summary of British, Russian, and Hungarian experience tailored to United States strata conditions, but has evolved into a consistent and well-documented model of the behavior of strata influenced by full-extraction underground mining such as longwall coal mining. The several strata zones recognized in these works, Surface Fracture Zone, Constrained or Aquiclude Zone, Dilated Zone, Fractured Zone, and Caved Zone, have been observed by several workers in the field. The concepts presented initially 25 years ago have been adopted, rightly or wrongly, by state regulators, ground and surface water researchers, and mining practitioners. The development and utility of these concepts and recent findings will be summarized.

Professor H.R. Philips was born in South Wales. After graduating with a B.Sc. degree in electrical engineering from the University of Bristol, he joined the National Coal Board&apos;s management training programme. Mr B. Moore was born in Coventry, England. He matriculated at Bablake School and then atended Birmingham University, obtaining a B.Sc. Mining Engineering degree in 1953. Professor J .S.J. (J annie) van Deventer matriculated at Swelendam High School. He studied chemical engineering at the University of Stelenbosch, and obtained the degrees of Hons. B. Ing. in 1978 and Ph.D. (Ing.) in 1985. Professor M.D. Brayshaw received most of his education in England but obtained his Ph.D. (Eng.) at the University of Natal. Rock fragmentation by blasting The Third International Symposium of Rock Fragmentation by Blasting will be held in Brisbane, Australia, from 26th to 31st August, 1990. The Third International Symposium of Rock Fragmentation by Blasting is designed to inform delegates on the state of the art in explosives and blasting technology, and to build on the standards of excellence set by the previous symposia in Lulea, Sweden (1983) and Keystone, Colorado (1987). Centrifugal model embankments with varying geometries and materials were constructed of- coal waste material, accelerated From 100 to 120 times earth&apos;s gravity, and subjected to various throughflow rates until failure occurred. Complementary laboratory tests were performed on the waste materials to obtain strength and permeability parameters for analytical calculations to predict observed centrifugal model behavior. Failures in the form of deep.-seated failure, or erosion and sediment transport or a combination of both, occurred in model embankments with 1V:1-1/2H and 1V:2H slopes when the phreatic surface due to seepage exited on the downstream slope: Positive seepage control, i.e., a toe drain successfully prevented sloughing and failures. Slope stability analyses agreed well, albeit conservatively, with observed model performance. Factors of safety ranged from 0.7 to 1.02 at the instant of failure for models with retrogressing slips as compared with 1.05 to 1.7 for stable embankments, These models verified existing criteria of a minimum safety factor of 1 3 and the necessity of positive seepage control.

In contrast to pyrometallurgy&apos;s 6000year history in metals production, hydrometallurgy is of relatively recent origin. The earliest reference to it was in the 16th century, with the first applications to copper in the 17th and 18th centuries. In the 19th century, increased demands for pure metal resulted in the development of electrolytic refining, and early in this century electrowinning. The rapid growth in copper production in the 20th century, particularly in the United States and Chile, stimulated the development of new technology for leaching and for the recovery of copper from leach solutions. In the past 25 years, solvent extraction has become a major factor by permitting novel leaching technology that produces dilute or complex solutions. In addition, solvents other than sulfuric acid, and chemical methods for precipitating copper metal are now of increasing interest. These are trends that should grow in importance with the need to process lower grade and more complex materials. The evolution of copper hydrometallurgy is reviewed. Key factors in recent major developments are presented with details of specific operations and with trends for the future indicated. The relative importance of copper hydrometallurgy is compared with that of pyrometallurgy in the light of probable changes in ore supplies and character.

The objective of this study is twofold, The first is to present the composition of the offshore petroleum industry in terms of lease bonuses and the value of hydrocarbons produced from Federal offshore tracts. The second is to present costs of producing petroleum (oil and condensate) in the Gulf of Mexico with a financial analysis of an offshore operation. To prepare a financial analysis of an offshore operation, a model was derived to show the costs necessary to explore, acquire, develop, produce, and abandon a 5,000-acre block and the estimated income from the sale of the hydrocarbons produced. To establish cost and income guidelines for the model, a group of seven oilfields in the Gulf of Mexico ranging from 7 to 75 miles from shore and in water 20 to 130 feet deep was selected for study. A net profit or loss statement was prepared for each field and a discounted cash flow rate of return was calculated. Discounted cash flow rates of return for the seven fields range from 1.1 to 19.5 percent. Under the two specified conditions set up for the model (a 20-year and a 30-year oil depletion model), the rates of return are 17.2 and 13.7 percent, respectively. To January 1, 1959, the top four operators in the Federal offshore areas had paid approximately 40 percent of the amount spent on all lease bonuses and produced about 56 percent of the total hydrocarbons.
