Human-caused global warming has become the environmental cause celebre of the early 21st century. The strong warming alarmist camp currently includes the United Nations, most Western governments, most of the free press, many large corporations (including Enron, before it failed), the major churches, most scientific organisations and a large portion of general public opinion. This phalanx of support notwithstanding there is no scientific consensus as to the danger of human-induced climate change. There is, therefore, a strong conflict between the level of public alarm and its scientific justification. How can this be? In a democracy, the media serve to convey to the public the facts and hypotheses of climate change as provided by individual scientists, governmental and international research agencies, and NGO and other lobby groups. In general, the media have promulgated an alarmist cause for climate change; they have certainly failed to convey the degree of uncertainty that is characteristic of climate science, or a balanced summary of the many essential facts that are relevant to human causation. Climate change is as much a geological as it is a meteorological issue. Natural climate changes, both warmings and coolings, are indeed a societal hazard. We usually deal with geological hazards by providing civil defence authorities and the public with accurate, evidence-based, general information about events like earthquakes, volcanic eruptions, tsunamis and floods, and then by adapting to the effects when a damaging event occurs. As for other major natural disasters, the appropriate preparation for extreme climate events is to mitigate and manage the negative effects when they occur, and especially so for dangerous coolings. Attempting instead to æstop climate changeÆ by reducing human carbon dioxide emissions is a costly exercise of utter futility. Rational climate policies must be based on adaptation to dangerous change as and when it occurs, and irrespective of its sign or causation. The issue now is no longer climate change as such, the reality of which will always be with us. Rather, the issues are, first, the failure of the free press to inform the public about the true facts of human-caused climate change and of the dangers posed by natural climate change. And, second, the vested interests held by many of the groups of warming alarmists. These interests include not only the obvious commercial ones, but also the many scientists and science managers who have discounted or remained silent about the huge uncertainties of the human-caused global warming hypothesis because it suited them to do so. Public opinion will soon demand an explanation as to why experienced editors and hardened investigative journalists, worldwide, have melted before the blowtorch of self-induced guilt, political correctness and special interest expediency that marks the sophisms of global warming alarmists.

The first International Conference on Ground Control in Mining opened with the topic of pillar design. Two classic papers were presented, one by Bieniwski and the other by Wilson. Unfortunately, the two methods were so radically different from each other that it was nearly impossible to reconcile them. Adding to the confusion were the many other pillar strength formulas (such as the Salamon-Munro, the Holland-Gaddy, and the Obert-Duvall, just to name a few) that were also available. Little wonder that discussions of pillar design in those days often ended with anguished cries of “but which formula is the right one?” The past 25 years have seen substantial progress in the science of coal pillar design. Indeed, one testament to the improvement is the relative scarcity of papers on the topic at recent Conferences. Two factors have been largely responsible for the progress that has been made. The first has been the collection of large data bases of actual case histories of pillar performance in a variety of settings, from shallow room-and-pillar mines through deep cover longwalls. These have made possible the development of empirical design procedures that are closely linked to real world experience. The second important factor is the development of sophisticated computer models that can accurately simulate pillar behavior and roof/pillar/floor interactions. Together, these two lines of research have led to a new understanding of pillar mechanics that identifies three modes of pillar failure: • Sudden, massive collapse, accompanied by airblast, for slender pillars (width/height<4) • Squeezing, or slow, non-violent failure, for most room and pillar applications (4<w/h<10) • Entry failure or bumps for deep cover and longwall applications (w/h>10) It is particularly satisfying that the insights gained from numerical models broadly support those obtained from the empirical studies. While far less controversial than in the past, pillar design problems continue to arise. One recent example is pillar design for highwall mining. NIOSH has just released a software package, called ARMPS-HWM, which employs a number of modern pillar design concepts. AFTER all the chronology that has been given, what is the present status of chromium steels? For the purpose of this discussion the different types of chromium steels can be divided into three classifications-those containing relatively low , percentages of chromium, say 5 per cent or less; the medium-chromium steels containing up to about 18 or 19 per cent chromium; and the steels containing still higher percentages of chromium, and some of the special alloys. Chromium has some unique effects in steel, so it is well to make a few generalizations. The affinity of chromium for carbon is great and the metal is unique in the manger in which it supplements and enhances the effects of carbon. Chromium retards -considerably the thermal transformations on cooling and exerts an opposing influence both on the absorption and precipitation of the carbides in steel. These statements make it easy to understand the fact that chromium .steels are capable of producing a hardened product at a much slower rate of cooling than is, true of plain carbon steel, and that chromium carbide or -the mixed carbides of iron and chromium do not contribute to brittleness to as great a degree as does iron carbide.

Small diameter cast-in-place bored piles (pinpiles) have been installed throughout the world since 1952, but only more recently in the United States. The special features of their construction and performance makes them ideally suited for structural underpinning applications in difficult ambient and geological conditions. This paper describes the underpinning of part of a major industrial facility near Mobile, Alabama. In addition to being a most interesting and successful case history, per se, the paper also describes in detail a fundamental test pile program which has afforded a unique insight into the basics of load transfer mechanisms.

Ongoing development work on ultra-fine grinding for various applications at the Group?s concentrators has been conducted by Anglo Platinum over the last few years. Current potential applications for mainstream grinding and concentrate grinding are the subject of a group-wide research and development programme. The first 10 000-litre 2.6 MW IsaMill was jointly developed by Anglo Platinum, Xstrata Technology and Netszch for installation at the Western Limb Tailings Re-treatment project in Rustenburg, South Africa. The unit was commissioned in late 2003/early 2004,and has operated in an intermediate concentrate regrind application successfully since. This paper describes the operational performance to date, as compared with the original duty specifications and objectives. The first mainstream M10 000 IsaMill with a 3 MW drive will be operational in November 2006 at the Potgietersrus Platinum (PPL) ?Platreef? Sandsloot Concentrator in South Africa?s Limpopo Province. A shortage of technical skills in all areas of the mining industry is being experienced worldwide. This has significant consequences for design, operations, productivity and safety and, therefore, needs to be seriously addressed, both in the short and longer term. It is therefore both a strategic and a tactical issue. Importantly, however, since mining is a long-term business, the shortage of skills must be dealt with from a strategic point of view to ensure the supply of the necessary skills for future mining. This paper will deal specifically with the provision of high level technical skills, that is, university graduates in mining engineering, and the outlook for the institutions that are currently producing such graduates.

"The Underground Research Laboratory (URL) is located in southeastern Manitoba, in the Lac du Bonnet granite batholith of the Canadian Shield. It was constructed by Atomic Energy of Canada Limited (AECL) to conduct geotechnical research for the Canadian Nuclear Fuel Waste Management Program, assessing the concept of permanent disposal of nuclear fuel waste deep in plutonic rock.One of the primary objectives of the research program at the URL is to develop a nondestructive rock mass characterization method that can be used during siting, design and construction of a used fu el waste disposal vault. An experimental program was established to assess radar reflection profiling as a technique for fracture characterization in granite. The highly resistive, homogeneous nature of the Lac du Bonnet granite is ideal for the propagation of electromagnetic energy at the radar range of frequencies and water-filled fracture zones act as excellent reflectors because of their contrasting electrical properties.Radar reflection profiling was undertaken to characterize a major fracture zone located between 5 m and 10 m below Room 211 on the 240 m level of the URL. The profiling was done at a frequency of 120 MHz, on a 1m grid laid out on the bare rock floor of the room. Reflectors identified in the analog data were correlated between the profile lines, digitized, and a three-dimensional surf ace for each recognizable reflector was constructed. These surf aces were then compared with data obtained from the examination of numerous cores from adjacent boreholes intersecting the fracture zone. A very good correlation was found between the major radar reflectors and the most intensely fractured regions of the zone. Modelling studies also showed that a series of prominent shallow radar reflectors were caused by a borehole drilled close to Room 211."

"The AMEC Oakville office is involved in the design and construction of an iron ore concentrator located in Liberia. Currently, the site ships Direct Shipped Ore (DSO) to overseas customers. The DSO mine-site and port can experience heavy annual rainfalls. The IMSBC Code requires that cargoes are only accepted for loading when the moisture content of the cargo is less than its Transportable Moisture Limit (TML). The moisture content of the DSO has, on occasions, risen to near or above its TML. AMEC was asked to advise whether the concentrate produced from the new concentrator would or would not have the same problems with moisture content and ship loading as the DSO.INTRODUCTION Liberia was, at one time, the world’s sixth largest exporter of iron ore and used some of the most modern mining operations of their time. However, the country has not produced iron ore over the past seventeen years because of civil unrest. The return of stability to the country has allowed the redevelopment of the iron ore industry. ArcelorMittal Liberia (AML) obtained a concession for mining in the Nimba County area of Liberia (Figure 1) in December, 2004 and has studied the known iron ore deposits and former mining operations in this area. It began phase 1 operations in June 2011 with the direct shipping of high grade ore at a rate of up to 4Mtpa. The processing of the lower grade ore in phase 2 of the project requires additional processing capability to produce at the design rate of 15Mtpa. DSO and Concentrate The DSO in the first phase is selectively mined at an average grade of 60% Fe, and then crushed and screened to -10 mm with no washing or concentration. Testing of samples has indicated a size distribution that is finer than typical sinter feed material, although critical material below 0.10 mm is low in most cases, and overall the ore is coarser than typical concentrates or ultrafine products (Feasibility study report, 2011). The phase 1 DSO facility will cease operation after the phase 2 concentrator comes into operation."

As the new millennium approaches, it is appropriate to assess the progress that has been made in mine health and safety, a matter of concern to management, labor and government. One can hardly look at the major events of the last century — from the birth of the US Bureau of Mines through the enactment of the modern health and safety laws — without realizing that the march has been relentless toward eradication of health and safety threats in mining. The progress is spectacular in mine safety and significant in mine health. In looking at the future, it is safe to assume that societal demands will increase for improved health and safety conditions in the workplace. So will the demands for greater technological leaps. The standards will for measuring success and the expectations of progress in creating a safer and healthier mine environment will grow. The possibilities are enormous of meeting these exacting requirements in the 21st century.

Advanced Process Control (APC) has been one of the most beneficial tools in the past decades available to minerals processing industry. Low capital cost together with significant improvements in process optimization have made APC an attractive investment option for nearly all mineral processing units. During economic downturns, importance of process optimization becomes even more relevant as metal producers tend to target de-bottlenecking and process efficiency improvements rather than large-scale capacity upgrades. APC project clearly has a lot of potential to improve process performance but there are also some pitfalls to be identified and avoided in order to achieve a desired outcome. Above all, APC project implementation is collaboration between the system vendor and user. Targets for the optimization must be agreed together with the customer and process performance must be defined before and after the optimization project. Most importantly, performance of the process must be monitored on a continuous basis during and after the project and potentially improved further. This paper discusses Outotec’s experiences from various concentrator optimization projects. Some examples are discussed in more details; however, the main target is to present general guidelines enabling a successful APC project implementation.

This work presents and discusses the influence of the surface tension (gLV) of methanol/water mixtures on the flotation response of apatite versus gangue minerals conditioned with flotation reagents (75 g/t cornstarch and 100 g/t Berol 867) at pH 10.6. Berol 867 is a collector composed of sodium alkyl sarcosinate plus nonionic surfactant. The highest Schulz efficiency of separation (recovery of apatite minus recovery of gangue) was achieved at ?51.0 mN/m. The critical surface tension of wettability (gC) of apatite was found to occur at 34.7 mN/m when determined by means of gamma flotation experiments, and it was 33.9 mN/m when determined by Zisman?s approach.

Probably one of the most significant departures in tunneling practice is the introduction of Diesel locomotives far haulage (Diesel trucks have been used for some time). The fallacy of the belief that they do not generate carbon monoxide or toxic gases and can be used indiscriminately has been proved by the authors through observation for several years of atmospheric conditions surrounding the use of Diesel engines in tunnels. Diesel locomotives haves been introduced in tunnel haulage for reasons other than safety or health. Except to the extent that they replace trolleys, with their danger of causing electrocutions, modern Diesel locomotives do not increase safety Or remove any ordinary hazards to safety or health. In fact, they create such hazards, the extent of which is limited entirely by the carbon monoxide-content level set, method of ventilation, adequacy of the measures.

St. Peter sandstone is very different from the minerals and rocks that have been studied extensively in mining. On the one hand, it is brittle as characterized by an unusually high friction angle and steeply curved failure envelopes. On the other hand, it is friable, possessing extremely low, and in most cases zero cohesion. The scarcity of the ground control techniques for this particular mining environment has created many difficulties for the mine operators. In order to resolve these problems, the geotechnical properties of the St. Peter sandstones were investigated through a comprehensive research program, which included uniaxial test, triaxial test, porosity test, thin section, X-ray diffraction (XRD), and scanning electron microscope (SEM). The specimens used for the uniaxial and triaxial tests were specially prepared because of the highly friable nature of the St. Peter sandstone. Thin section, XRD and SEM were utilized to examine the effect of the microstructure of the St. Peter sandstones on its strength characteristics.

On the basis of the Law on Financing Hard Coal Mining dated 28 December 2007, the subsidized German hard coal mining industry will be shut down to the end of the year 2018 in a socially acceptable manner; in 2012 this decision will be reassessed. Even after the abandonment of all mining activities subsequent burdens are inevitable. In this paper, the possible long-term effects resulting from a mining industry history, which is spanning more than 200 years, and their possible consequences are pointed out, in particular in connection with the abandonment of mine water drainage measures which is economically meaningful in the long term. According to the decision situation as it presents itself today, this point in time will be far beyond 2018. In preparation for this, an action framework is to be developed in areas possibly affected.

A recent analysis of 145 TBM tunnels of more than 1000km total length has helped to quantify the time dependence of utilization (U). In fact U = Tm, where T is time in hours and m is a negative gradient of deceleration. In poor quality ground, gradient m has a strong dependence on rock mass quality Q, for example m ˜ -0.5when Q = 0.1. Good investigation is critical for ensuring faster TBM tunneling then drill-and-blasting, which tends not to slow down (in m/hr) as the tunnel length increases. Anew design model called QTBM allows more reliable prognoses be made, and occasionally will disqualify the TBM solution.

The New Zealand microcontinent is relatively well endowed with gold deposits; its past gold production per unit area of 3.2 kg/km2 ranks high on a world scale. Total recorded production (1857 - 1986) is about 854 000 kg and most of this gold was mined between 1861 and 1920. There has been a strong revival in gold exploration and mining since 1979, with exploration expenditure of around $15 million per annum and a declared gold production in 1986 of 1265 kg (886 kg in 1985). In addition to numerous alluvial gold recovery plants working small to medium sized deposits (mainly in Westland and Otago), there are five medium to large projects that have started production (Martha Hill), or have reached advanced stages of construction (Grey River dredge), permitting (Golden Cross and Macraes) or exploration (Globe-Progress). The development of an effective belt-cleaning system for a new conveyor system seemed a fairly conventional assignment. But a closer examination of the project showed a number of “fine print” details: •High altitude location (with resulting cold weather and low humidity conditions). •Long conveyor length. •Troublesome material (very sticky and capable of hardening like concrete). •Limited water. These difficulties are spelled out the challenge of developing a cleaning system for the production conveyor2 (PC2) belt at Climax Molybdenum’s Henderson Mine.

"The economic and strategic importance of PGE bearing deposits is fuelling renewed exploration and development efforts in the precious metals mining sector.This paper presents a review of the various techniques used in the processing of PGE bearing ores, from primary benificiation to processing routes for the different flowsheets that have been developed amongst current producers. Recent innovations such as preconcentration of ore using gravity separation, recent trends in flotation circuit design and the development of hydrometallurgical routes for the direct treatment of flotation concentrates without the need for smelting will be discussed. Data from recent projects will be presented to illustrate common characteristics of PGE ores and concentrates.INTRODUCTIONThe six platinum-group elements (PGE): ruthenium, rhodium, palladium, osmium, iridium and platinum, together with gold and silver, are considered to be ""precious"" metals. The recent spike in platinum and palladium prices coupled with the projected increase in demand for the metals has fuelled a spate of exploration and new projects in the PGE sector. Historically primary producers of PGE metals have controlled the flow of information relating to the mining and processing of these ores into the public domain. Very little published information relating to individual operations and processes is available in comparison to the abundant literature relating to other metals.The purpose of this paper is to provide a general overview of the issues relating to the processing of PGE ores. Each topic discussed could easily be the topic of a paper or book and so in many cases only the surface of the topic will be scratched. An attempt has therefore been made to provide as many references as possible.This paper discusses the classification and location of PGE ores, the mineralogical factors that affect recovery of PGE's, methods currently used for recovering PGE's and process trends in PGE metallurgy."
