Your assessment of the minerals business. The global mining industry is strong. I am convinced it will continue meeting the mineral needs of the world population for the foreseeable future. Two developments have greatly enhanced the industry’s ability to produce low-cost minerals. Technological innovations have resulted in increased productivity. And there has also been a dramatic expansion of the number of favorable countries in which to explore and mine. Capital expenditures have flowed to the low-production-cost mines and development projects as well as to the exploration projects and stable countries having the best potential for valuable mineral discoveries.

Mining Engineering education is in trouble, if not in crisis. The most visible signs are the decrease in the number of programs that offer the degree, and the continued difficulties in attracting students to the discipline. Unless these trends are reversed, the future of the profession is uncertain, at best. Remedies have been proposed, and some are drastic. They range from consolidating mining engineering education into one or two national schools, to cooperative regional programs, to distance education programs, and to proposals to limit mining engineering to a graduate degree or specialization only. These alternatives deserve serious attention and merit discussion. I hope that one alternative that will remain on the table is the classical and traditional “School of Mines”. A reasonable number of such schools are needed to provide the educational diversity and the critical mass to maintain accreditation and professional registration for their graduates. Most importantly, such an approach is most likely to assure the continued existence of mining engineering as a profession. It also provides the best educational framework to teach mining engineers. However, such Schools are vulnerable, highly susceptible to university budget pressures, and probably can survive only with strong external support.

Researchers from the Office of Mine Safety and Health Research (OMSHR) of the National Institute for Occupational Safety and Health (NIOSH) completed field trials during coal mine rescue contests using simulated gas detectors in place of placards. The gas monitor simulator (GMS) devices replaced static, paper placards to deliver gas concentration data. Eleven teams were observed during the field contest, which was approved by the Mine Safety and Health Administration (MSHA). GMS devices were given to three team members, the captain, and both gasmen. Observation of teams revealed that team members changed behavior by acknowledging and sharing information more often while using the GMS. As a result of this research, it has been demonstrated that under the existing contest format, the newly developed GMS device may be used with no adverse impact on team contest performance. Furthermore, when GMS technology advantages are used, contest realism is improved. In the future, competency assessment may be incorporated.

The Cook Islands (CI) possesses within its Exclusive Economic Zone (EEZ) a massive field of polymetallic nodules representing one of the world’s largest undeveloped cobalt deposits, along with large quantities of other metals critical to achieving global energy transition targets. In February of 2022 the Seabed Minerals Authority (SBMA) of the CI granted Moana Minerals a license to conduct our nodule exploration program. This paper describes how Moana Minerals chose to approach conducting exploration activities, one of the greatest challenges to Deep Sea Mining (DSM) development and the securing of the social license to advance to eventual mining of the resources, in an unconventional manner. The remote location of the project poses logistical challenges in mobilizing to and operating in the region and is a significant cost driver. Historically, exploration campaigns mobilized large vessels from mainland Europe, the Americas, and Asia as this model works well when contemplating long duration and widely temporally spaced campaigns without the need to revisit. Moana Minerals, when considering these challenges determined a multi-year deep sea mining (DSM) exploration program conducted in such a remote location can be better optimized by the deployment of a smaller yet highly capable “exploration optimized” vessel that is dedicated to the task and is based full time in the Cook Islands. INTRODUCTION The paper describes the challenges of exploration in remote regions including the South Pacific, and how an unconventional consideration of the problem led to the solution. Completion of an Environmental and Social Impact Assessment begins with a detailed environmental scoping study, resource update sampling requirements, and engineering data and sample requirements, which identifies the exploration goals of the project and technology needed to accomplish those goals. The method walks the reader through vessel and technology selection, discusses the challenges of equipment selection considering size and capability, describes the final arrangement, and provides results from the initial exploration campaigns. We followed the project from conception through the shipyard conversion, mobilization, and initial operations in the Cook Islands. The result shows how a smaller vessel with limited budget makes a large impact on the exploration capabilities in the region while building public trust. The Anuanua Moana is the first dedicated deep sea minerals exploration vessel modified with a suite of technologies that allow it to compete technically with existing ships but operate locally in the smaller ports of the South Pacific. The unique combination of size and technical capability gives the Anuanua Moana advantages over other vessels. This paper shows the importance of the Anuanua Moana in the development of offshore exploration strategies in the emerging deep sea minerals space.

The innovative Soil-Cement Mixing Wall Technique, developed independently in Japan, consists of mixing in-place soils with cement grout using multi-axis augers and mixing paddles to construct overlapping soil-cement columns. The applications of overlapped soil-cement columns include cutoff walls for groundwater control and structural diaphragm walls for excavation support. The special features of this technique include water tightness, versatile strength design, and efficient installation in subsurface materials varying from clayey soils to cobbles or soft rocks. Through the introduction of two recent subway projects in Japan, this paper presents the design parameters, construction procedure, quality control and performance of soil-cement wall for excavation support and groundwater control.

The Heartland Corridor Clearance Improvement Project is part of a regional Public-Private initiative to allow double stack container trains a direct route from the Port of Norfolk through Virginia, West Virginia, Eastern Kentucky and into Central Ohio. The project involves clearance improvements to twenty-eight tunnels, twenty-one of which require structural modification. With construction of the first Package of tunnels just underway at press time, this paper summarizes the program implementation from design through the initial stages of construction.

Lebanon used a TBM for the firsttime to excavate a tunnel in the country. A main beam TBM, built in 1979, bored the 3.8 m (12.5-ft) diameter by 4,020 m (2.5-miles) Madiq Tunnel. The TBM bored through karstic terrain of dolomitic limestone, limestone and marly-limestone rock having near horizontal beds with more than twelve faults crossing the axis of the tunnel. The TBM also encountered more than six major karst features, filled with various combinations of boulders, clay, void space and water. The excavation through these collapsed-breccia zones drastically slowed the TBM?s progress. When complete, which the Madiq Tunnel is a part, the Kesrouane Water Project along the coast will bring fresh and irrigation waters to the parched and heavily populated region north of Beirut. A 220-meter (m) segment of the Henderson/ ML King Combined Sewer Overflow(CSO) consists of two 1.8-meter-inside diameter (I.D.) pipe-jacked tunnels that pass beneath Interstate-5 and the BNSF and UPRR railroads. A seismic tomography survey was conducted to develop a 3-dimensional profile of the tunnel zone and better define potential obstructions. The tomography was conducted through three 11 cm high-density polyethylene (HDPE) pipes installed in a triangular pattern around the future tunnel alignments using horizontal directional drilling methods. The pipe-jacked tunnels have been successfully completed, thus permitting a comparison between the predicted obstructions and those actually encountered. The top HDPE tomography pipe was also used to monitor settlements with an experimental horizontal profiler above the advancing tunnels during construction and located two areas of ground loss beneath I-5 that were subsequently grouted.

Introduction The growing role of Colombia as a major supplier of internationally traded steam coal has been widely discussed in the industry. Although Colombian coal has been produced and exported in small quantities for a number of years, the country's position as a major coal exporter began in earnest in 1985 with the first commercial exports from the Cerrejon North Block Project. The mine is located on the Guajira peninsula in northeast Colombia, about 145 km (90 miles) from the coast (Fig. 1). In addition to the mine itself, the project involves construction of a dedicated railroad and port. This forms a modern, efficient, and integrated system. The project is embodied in a 50-50 association contract between International Colombia Resources (Intercor), a wholly-owned subsidiary of Exxon, and Carbocol, the Colombian state coal company. Intercor and Carbocol share investment and operating expenses equally. Intercor has the additional responsibility of managing operations on behalf of the partners. Each partner is entitled to 50% of the coal produced, and each markets its share separately. The project is a multi-seam, truck and shovel operation, based on large reserves (2 to 3 Gt or 2.2 to 3.3 billion st) of high quality bituminous coal. Exports began in the first quarter of 1985, at modest levels through what is called Early Coal Facilities. The permanent coal handling system began operation in February 1986. Production will increase rapidly in each of the next few years, reaching the design capacity of 15 Mt/a (16.5 million stpy) in 1989. Based on available resources, however, the resource will support expansion, and continued growth in production into the 1990s is feasible. Importance of transportation The success of a new coal export venture, such as Cerrejon, depends heavily on efficient transportation. In the international coal industry, overland and ocean transport can in some cases account for 40% to 50% of the final value of the product. Many coals, such as western US subbituminous coals, cannot reach export markets at all because of their low heat content and great distance from export markets. By the same token, low-grade resources are often commercially attractive for local markets even in the face of competition with much higher quality coals from distant sources. Over the past several years, Svedala has developed a continuous charge monitor (CCM) for tumbling mills. It consists of a strain gauge embedded into a rubber lifter and associated electronics. This paper describes the results of a research program to evaluate the technical and economical merits of such a device on a SAG mill. The evaluation includes validation through discrete element modelling and comparison to measured static volumetric load. Inclusion of the measurement into a control strategy and its potential for condition monitoring is discussed.

Pacific Rim markets for export coal already represent a larger market than the total tonnage imported into the European Community countries and they will continue to expand. The largest importers will continue to be in the sector comprising Japan, Korea, Hong Kong and Tai- wan. It is likely that the total Pacific Rim markets will reach 206 m.t.p.a. by 1990 and 290 m.t.p.a. by 2000, with the major growth in steam coal demand. Australia has an efficient coal industry, represents a stable long term source of supply and is favourably situated geographically to continue to be the largest single supply source.

Increased TBM performance is leading the way for resurgence in tunneling activity in NYC. Tunnels will be excavated in the same geologic formations as previously excavated D&B tunnels whose construction records are providing valuable insight into the prediction of rock mass behavior. This report compares an eight mile stretch of NYC Water Tunnel #2 with the recently excavated eleven mile stretch of the TBM driven Water Tunnel #3. Comparisons of the type and amount of rock support installed as well as water inflows and grout quantities are made. Rock mass characteristics specific to TBM performance are also evaluated.

Rhenium, molybdenum and tungsten are the elements demanded by high-end technologies. These metals are found in process solutions in forms of their oxyanions: ReO4-, MoO42- and WO42-. The later two can exist in forms of iso- and/or heteropolyanions. Basically all three metals demonstrate very similar chemical behavior in aqueous solutions. Unfortunately, in their mineral sources these elements commonly accompany each other, like pairs of rhenium-molybdenum or molybdenum-tungsten. Their economical separation is a challenging task.

This paper was developed as part of an effort by the National Institute for Occupational Safety and Health (NIOSH) to identify risk factors associated with bumps in the prevention of fatalities and accidents in highly stressed, bump-prone ground conditions. Changes of failure mechanism with increasing confinement, from extensional- to shear-dominated failure, are widely observed in the rupture of intact specimens at the laboratory scale and in rock masses. In the previous analysis conducted in 2018, both unconfined and triaxial compressive tests were conducted to investigate the strength characteristics of some specimens of a Utah coal, including the spalling limits, the ratio of apparent unconfined compressive strength (AUCS) to unconfined compressive strength (UCS), the damage characteristics, and the post-yield dilatancy. These mechanical characteristics were found to be strongly anisotropic as a function of the orientation of the cleats relative to the loading direction.

Novel dewatering aids were tested on various coal samples from the U.S. and Canada in laboratory and pilot-scale filtration experiments. The reagents substantially improved the dewatering kinetics and reduced the cake moistures. The cake moistures were typically reduced from 20-30% by weight to 8-14% range in vacuum filtration. When the reagents were used in conjunction with a pressure filter, higher degrees of moisture reductions were achieved. In the present work, the novel dewatering aids were tested using different types of pilot-scale vacuum filters. The results were consistent with those obtained in laboratory experiments.

Machine guidance and control systems have become more pervasive in the mining industry in recent years but not always from mining-experienced providers. Dozers, motor graders, scrapers, excavators, shovels, draglines, drills and haul trucks are just a few examples of the types of heavy machinery now equipped with global positioning system (GPS)-aided guidance systems. While equipment manufacturers are offering their own software, many only supply solutions for the machines they produce. The proliferation of GPS equipment manufacturers entering the machine guidance and control arena has resulted in a multitude of makes and models of GPS receivers. Some of these companies also produce their own guidance software. But they usually just specialize in a narrow range of heavy machinery. So customers are forced to use multiple systems and face new challenges in implementation, training, reporting and inter-system communication.

It has been approximately four years since IARC reclassified crystalline silica as a “Group One” substance. Since that time, crystalline silica has been considered a human carcinogen. Silicosis is a preventable disease and several aggressive campaigns have been developed to increase awareness of silica dust related problems in the industrial environment. New analytical techniques are being developed to determine quantitatively the amount of crystalline silica in materials. Yet, still much is to be learned about the surface properties of silica and the way in which the disease progresses into full-blown silicosis. This paper will discuss the interaction of free radicals generated by the mineral particles and lung tissue. It is the cell injury and DNA damage that progresses to fibrogenesis. Freshly fractured surfaces of silica contain free radicals. These free radicals play an important role in the stimulation of the alveolar macrophage and the development of the inflammatory reactions leading to the fibrotic response caused by silica. Engineers, scientists, and physicians need to discuss the mineralogy of silica and the technical issues concerning the development of silicosis.

Perhaps the most significant development in China's base metal sector is the discovery of major copper porphyries in northern Jiangxi Province and the adjacent southern Anhui Province. At the center of the new exciting district is the proposed Dexing copper complex, located some 350 km east of Nanchang, the provincial capital of Jiangxi. This project represents China's first attempt to put together a major large-scale open-pit operation, comparable in magnitude to Arizona porphyry operations. With the aid of Fluor Mining and Metals, the Chinese plan to develop a 135-175 kt/d open-pit mine, a matching large-scale mill, and the infrastructure needed to accommodate the big operations. An operation of this magnitude would significantly reduce China's import requirements by some 75%. China imports of the red metal are running around 200 kt/a. Under the direction of the Ministry of Metallurgical Industry, the Chinese are currently operating a 10-kt/d mine and mill with equipment primarily of Chinese origin. Dexing engineers told ME that they are considering a possible scale-up to 20 kt/d. How this effort will ultimately jell with the major expansion program is largely a matter of conjecture. Fluor Mining and Metals received a $10-million contract in December 1978 to develop a preliminary engineering and design program. While the original plans called for a 175-kt/d capacity complex, the Chinese subsequently decided to scale it down somewhat. The current proposal is around a 135 kt/d, which would in- elude the existing operation, according to Dexing engineers. Completion of the engineering and design phase is expected by March 1980 and a go-ahead decision will likely be made at that time. The value of the engineering and construction contract is estimated between $800 million and $1 billion. At right, mined ore is dumped 150 m down the mountain to a holding pocket below for rail haulage to the processing plant. Reserves and Early History The Dexing mineralization consists of three principal ore bodies, including the Chushahung on the north mountain, and the Tungchang and Fuchiawu on the south mountain. Combined ore reserves are estimated by mine geologists at 1.7 Gt of 0.4-0.5% copper. As is characteristic of porphyries, the ore contains important associated values of molybdenum, rhenium, pyrite, gold, and silver. There is also some secondary calcocite and bornite with an oxidized capping. Historically, copper was recovered with iron from the pregnant solutions emanating from the Tungchang deposit as early as the Tang Dynasty (700 AD). THE PROBLEM Two and a half years have gone by since the December, 1976 Civil Engineering article on subway costs caused such a furore. What has happened in this interval? Even after discounting the crushing inflation rate, costs are still increasing, and there is no sign of a turndown, even in the rate of increase. Some steps outlined in the article have been taken. In April this year, the first D.O.T.-sponsored Peer Review Group, made up of managers of other transit properties, met in Boston to review MBTA's $500 million Red Line Extension-Northwest for cost effectiveness. While the impact of a review at the end of the design phase, with substantial segments under contract, cannot be as effective as a review early in the design phase, it is nevertheless a start. This first meeting will be followed by a review of Boston's Orange Line relocation, the final design for which is just underway. In the industry at large two facts are evident: 1. We are failing to reduce underground construction costs. 2. Underground construction is in danger of pricing itself out of the market place. It has always been a greater challenge to design a Chevvy than to design a Cadillac, but it is the Chevvy we need today. Much attention has been focussed in the past on engineering design in the narrow sense: areas such as ground loading conditions and concrete design. Extraction and separation of La, Sm and Dy ions from acidic sulfate-phosphate solutions was investigated using a cation exchange extractant, bis(2,4,4-trimethylpentyl) phosphinic acid, CYANEX 272, in kerosene. The influence of shaking time, equilibrium pH, extractant, sulfate and phosphate ion concentrations, diluent type and temperature was studied. The extraction was found to be pH-dependent, and increasing the phosphate ion concentration inhibited the extraction which was found to be endothermic. The stoichiometry of the extracted metal species was found to be MOH.H2OHSO4H2A.A2. Aliphatic diluents were found to enhance the extraction compared to aromatic diluents. The results showed that there was a separation mode between the metal ions when varying the hydrogen ion and sulfate ion concentrations, under the used experimental conditions. The investigated process was used for the recovery of La, Sm and Dy from the acid solution resulting from the leaching of low-grade monazite.
