This paper will discuss the common trends existing in various Canadian jurisdictions for the closure and reclamation of mines. Included will be a discussion of the requirement to post security as well as its form and how security is calculated and refunded. Reclamation can no longer be left to the end of mine life. Progressive reclamation must occur throughout mine life and must be part of the mine plan from the beginning.

"Several plant studies have been conducted at the Zinifex Century Mine over the past 5 years. For each of the plant studies, surveys of the zinc primary circuit were conducted, characterisation measurements for each operating cell taken, and the floatability components of the ore mapped to develop a model of the circuit. The floatability components and machine parameters were then used to simulate changes in circuit configuration and operating conditions, enabling further potential improvements in circuit performance to be identified.This paper reviews the current flotation practice at the mine, as well as various circuit changes and developments implemented by site. The application of the methodology and the evolution of the standard procedure are also discussed.INTRODUCTIONBase metals were first discovered in the Lawn Hill region of Queensland’s North West in 1869 and the first mining lease in this area was pegged in 1887 over what is now known as the Silver King vein deposit. The area encompassing these veins, which includes the Century deposit, was proclaimed the Burketown Mining Field in 1899. Exploration titles were granted to CRA in 1987, precisely 100 years after the initial discovery at Silver King, hence the name ‘Century’.Century was commissioned by Pasminco in late 1999, with the mine becoming fully operational on 1 March 2000 and the official opening taking place in April. Pasminco had bought the Century and Dugald River deposits from CRA in 1997 for A$345 million, and invested some A$710 million in bringing Century into production. Today, Century is the world’s second-largest zinc mine in terms of its output, having reached full capacity in 2003.The Zinifex Century Limited (“ZCL”) lead-zinc-silver deposit is located approximately 250 kms north-north west of Mt Isa in north-western Queensland. The deposit is a large flat-lying ore body covering an area of some 1.2 by 1.4 km, the 45 m-thick stratabound sulphide orebody is hosted within an 850 m-thick sequence of Proterozoic siltstone, shales and sandstone, amenable to open-cut mining methods. The mine has ramped up to full production delivering five and a half million tonnes of ore per annum, yielding approximately 900,000 tonnes of zinc concentrate and 90,000 tonnes of lead concentrate. Mine life is expected to be about 8 years"

"In this work, we apply a method known as the attainable region (AR) technique in order to optimize the milling and leaching process of a low grade gold ore. No work on the application of the AR optimization technique has been done yet on a joint milling and leaching process. The advantage of the AR approach lies in its ability to simplify the optimization problem, as searching over a defined set for the maximum of an objective function is a fairly standard procedure. The objective function we selected was that of optimizing a linear function of the value of the recovered material minus the cost of both milling and leaching. Using the three variables (milling time, leaching time and recovery), we constructed a 3D plot and used it to obtain all the possible recoveries from the different milling and leaching times. The optimum for our chosen objective was then found by overlaying a contour plot of the objective function on the 3D plot. Our results show that the optimum was obtained at 90 % recovery with a profit value of 600, milling time of 30 minutes and leaching time of 1750 minutes.INTRODUCTIONAfrican countries are facing a general increase in demand for electrical power. In South Africa, the demand is now surpassing the supply from ESKOM, the main electric power provider of the country. This has resulted in load shedding strategies being implemented in many local communities in an attempt by ESKOM to cope with the high demand. A potentially better approach is to propose use of energy efficient technologies in the country’s largest power consuming industry; the mineral processing sector.In mineral processing, milling is the highest consumer of energy. The objective of carrying out milling is not merely to reduce the particle size of the feed material, but also to liberate the constituent minerals that make up an ore. This is done so that valuable minerals can be separated from the gangue, in downstream processes, such as leaching. However, the milling process is generally performed relatively poorly, and at a considerable expense in terms of electrical power utilization. Tomanec and Milovanovic (1994) estimated that milling accounts for more than 50 % of the total power used in the concentration process, but this can rise to as high as 70 % for hard or finely dispersed and inter-grown ores. Apart from being relatively wasteful of energy, the milling process is also inefficient with regard to mineral liberation because of the indiscriminate nature of the grinding force."

"The Cinola gold deposit in the northern Queen Charlotte Islands, British Columbia, is in a clastic sequence consisting of a lower shale of the Late Cretaceous Haida Formation and an overlying interbedded sequence of pebble conglomerate and coarse-grained sandstone of the Middle Miocene Skonun Formation. Both formations are intruded by a stock and dykes of porphyritic rhyolite. Two K-Ar model ages indicate mineralization and probably porphyritic-rhyolite intrusion at about 14 Ma (middle Miocene). A splay of the Sandspit fault system constitutes the footwall on the west of the deposit.The Cinola deposit can be classed as Carlin-type based on features such as (1) small particle size for gold, (2) Tertiary age of mineralization, (3) element abundances (e.g. high Hg), (4) dominantly argillic alteration, (5) a structural setting associated with major faults, (6) porosity of the host rock and (7) spatial and possibly genetic association with felsic intrusions. Gold is widespread and occurs mainly as grains of< 0.5 11-m in silicified sedimentary rock, and in quartz veins. Locally, coarse > 100 11-m particles of native gold occur in quartz veins, especially in strongly brecciated porphyritic-rhyolite. Ore minerals are mainly pyrite and marcasite, but include small amounts of chalcopyrite, sphalerite, galena, pyrrhotite, cinnabar, tiemannite (HgSe), rutile, magnetite, hematite and limonite in addition to native gold and electrum. No silver minerals have been found; silver was found in gold particles in amounts varying from 6.2 to 24.2 weight per cent. Alteration products are sericite, illite, kaolinite and chlorite, with abundant quartz of several stages.The host rocks, specifically the Skonun Formation, formed as an alluvial plain facies in a braided river system discharging into a marine basin in early Middle Miocene time. During the Middle Miocene, this sequence was intruded by a rhyolitic stock. The highly porous and permeable Miocene clastic sequence apparently provided an optimum setting for the development of a large geothermal system, the energy for which probably derived from the rhyolite stock. Mineral deposition followed a well-defined paragenesis, which, from oldest to youngest, is: (1) precipitation of iron sulphide minerals, and early quartz; (2) several stqges of quartz veins, with deposition of sphalerite succeeded by galena, chalcopyrite and visible gold. Micron-size gold was precipitated throughout these two stages of mineral deposition. Argillitization of the host rocks probably in part coincided with the mineralization and continued during cooling of the geothermal cell.In-situ reserves have been estimated at 41.1 million metric tons averaging 1.85 g Au/tonne using a cutoff grade of0.86 g Au/ tonne."

A description of the project geology, plant set up as well as exploitation results, including productivity and profitability curves, are given for a small scale mining operation in comparison with larger ones. Simulation tools are preferred for evaluating complex systems due to its ability to mimic reality and quickly evaluate many different what-if scenarios and find global solutions. A simulation model is capable of representing variable and dynamic disturbances that are typically encountered in day-to-day operations; this is where spreadsheet models or linear programs fall short because they cannot account for the dynamic behavior and relationships. The simulation model used for this work was developed by Xstrata-Nickel (previously Falconbridge). The simulation tool is very flexible and can be used to simulate different mining and development methods. The scope of the modeling included production mining, geology, equipment fleets, equipment maintenance and random failures, manpower, shift schedules, and cycle activity times. A case overview of the 170 Orebody will be presented along with the challenges associated with data collection for the model inputs. Results and lessons learned will also be discussed.

"Smelting of copper-gold ore from nearby Rossland mines started at Trail in the 1890s. As ore from the Rossland mines became exhausted, lead smelting of hand-sorted galena ore from other British Columbia mines was initiated. With the development of flotation technology for the separation of lead, zinc, and iron sulphides in the first two decades of this century, the large Sullivan orebody at Kimberley, British Columbia, became the f oundation for the growth of a major zinc and lead smelter at Trail. Lead smelting began in 1901, electrolytic zinc in 1916, and by 1984, the Trail metallurgical complex had produced 10 million tons of each metal. Its present capacity is 270000 tonnes per year of zinc and 110 000 tonnes/year of lead.This paper reviews the history of technological changes in the Trail production plants, emphasizing the zinc plant modernization program started in the 1970s, and also the planned introduction of the QSL oxygen lead smelting process in the late 1980s. Lead modernization will increase production capacity to a maximum of 160000 tonnes per year.IntroductionCopper-gold ore was discovered at Rossland, British Columbia, in the year 1890, starting a mining industry that was to last over three decade s. Selected ore was at first transported at high cost to distant U.S. smelters, so there naturally followed a decision to construct a small copper smelter to process the local ore to matte. It was built in 1896 at the mouth of Trail Creek on the Columbia River, about 10 km from Rossland. This little smelter was to develop and diversify in the next 90 years into the world &apos;s largest lead-zinc producer).The mining boom that occurred in the northwestern United States and southeastern British Columbia in the period of 1890 to 1910 saw the brief operation of many small local smelters. The only one to survive was the smelter at Trail. The circumstances that permitted its continued life and subsequent growth, form a fascinating history of business deals, litigation, andsteady technical progress.Early investment in local railway transportation and options by F.A. Heinze, the smelter&apos; s founder, attracted the attention of the Canadian Pacific Railway Company, which purchased Heinze&apos; s assets in 1898. This provided the capital base for survival and growth of the smelter, which remained and prospered under the Canadian Pacific umbrella for almost ninety years. It was registered as the Consolidated Mining and Smelting Company of Canada Limited in 1906; in 1966, this name wasshortened to Cominco Ltd.The Rossland mines continued to supply copper ore for the smelter until the late 1920s, but lead-silver ore also became available from the contemporary mining boom in the Slocan area, about 80 km away. In 1901, the Trail smelter diversified into lead; and when the CM&S Co. acquired the St. Eugene Mine at Moyie and the Sullivan Mine at Kimberley, the smelter was guaranteed a firm supply of lead ore. The company also purchased the West Kootenay Power and Light Company, which even before the turn of the century had constructed the first of four hydroelectric generating plants on the Kootenay River near Trail. This acquisition assured the CM&S smelter and its local mines of a stable power supply and the opportunity to diversify into power intensive technology."

Arsenic is a metalloid which has attracted great environmental scrutiny in recent decades. Moreover, its control and deportment is becoming increasingly important in the metallurgical processing of modern complex ores and concentrates. As such the authors of this publication have a combined professional experience of well over 100 years in the study and hydrometallurgical treatment of arsenic. Hence, this paper will cover arsenic fundamentals along with a review of technology for removal, fixation and stabilization. Finally, an application of industrial Alkaline Sulfide Leaching (ASL) of a copper enargite concentrate will be elucidated.

"Some non-flotation chemistries are added to flotation circuits directly and indirectly to control issues such as scaling and dust. Since the dosage levels are generally not very large, a standard laboratory float test may not be able to determine the effect a specific chemical has on the productivity of the flotation circuit. Hudbay and Ashland Water Technologies developed a laboratory testing protocol that uses kinetic float studies to test the effect of normal to extreme doses of antiscalant and dust chemistries (5 ppm to 500 ppm). Laboratory results indicate that this protocol helps to predict the potential interference that a particular chemistry will have on the flotation circuit.INTRODUCTIONFrom a chemical perspective, flotation is a very complex system involving more than the reagents used for flotation. Along with collectors, frothers, modifiers, suppressants and activators, there can be antiscalants for water treatment, dust suppressants used in the mining process, residual flocculants from recycled thickener overflows, grinding aids, and many other types of chemicals that are added upstream of a flotation circuit. Although these other chemicals are usually used at very low doses, it is important to know if they affect the flotation process detrimentally in the event of a spill or a build up from recycled water.Laboratory flotation testing of these chemicals characterizes their effects, but testing at expected doses in the float can mask the effects of the chemicals in the plant. Also, simple tests that do not measure the kinetics of flotation do not reveal the effects the other chemicals have on the flotation circuit. Thus, a new flotation protocol was needed to expose the full effects of chemical additives and to assist in choosing the chemical with the lowest potential for a negative effect.FLOTATION KINETICSMeasuring recovery kinetics in a laboratory flotation cell is a well-established procedure: analyzing concentrates taken in a timed sequence to determine the recovery rate of individual cells in a flotation circuit. The recovery from the early flotation cells are a true measurement of how well a flotation chemical is performing. "A campaign was undertaken during the greater part of 2001 at Noranda’s Brunswick Mine Concentrator to investigate the role of gas (air) superficial rate distribution (Jg profile) to the cells in the final Zn cleaning stage (bank of seven cells). Three profiles were tested: Balanced (each cell with same Jg), Increasing (from cell 1 to 7), and Decreasing, along with an “as found” profile in a parallel control bank. The experimental design allowed for two confounding factors, changes in ore type and circulating load. The Increasing profile consistently gave the best metallurgy (down-the-bank grade / recovery). The reason for improved performance was traced to the response of the first few cells. The Increasing profile gave the highest selectivity of sphalerite against non-sulphide gangue (NSG) in these cells with relatively even recovery per cell down the bank (10-15% based on feed to each cell). The other profiles gave lower selectivity and higher zinc recovery in the first cells (up to 25% in cell 1), which combined to reduce overall bank performance. The increased selectivity with the Increasing profile is attributed to the low gas rate in the first cells reducing water recovery and hence limiting entrainment of NSG gangue. The Increasing profile was subsequently configured for all four stages in the zinc cleaner circuit.INTRODUCTIONThe performance of a flotation circuit is largely the result of the operator’s response to visual clues. This includes manipulation of the gas (air) input and how it is distributed to cells in a bank. A lack of sensors prescribes this approach. Over the past ten years the Mineral Processing Group at McGill University have developed a set of gas dispersion sensors including one to measure gas superficial rate (or simply “gas rate”), i.e., volumetric gas rate per unit cell crosssectional area, Jg (Gomez and Finch, 2002). The device collects bubbles in a tube immersed in the pulp and infers Jg from the pressure-time curve generated after a valve is closed and air starts to accumulate. The usual units are cm/s. It is robust, reliable and suited for plant use.A version of the Jg sensor was tested extensively during 2000 at Noranda’s Brunswick Mine Concentrator (Dahlke et al., 2001). The results were sufficiently encouraging that a sensor was fabricated to suit local requirements (Insta-Jg). The sensor detected malfunctioning field instruments and flotation mechanisms, and demonstrated that gas distribution to cells in a bank “as found” had no particular pattern, or profile. Preliminary testing suggested that a balanced profile (i.e., all cells with the same gas rate) gave superior metallurgy (grade / recovery down the bank) than the “as found” profile. This observation prompted a focused campaign to explore the impact of the gas rate (Jg) profile, introducing the notion of “gas distribution management”."

As a growing mining company, ERAMET is looking for new positions on the strategic metals market. In this context, the Gabonese Maboumine pyrochlore deposit is currently being studied for the recovery of niobium, tantalum, rare earth elements (REE), and uranium. This ore shows mineralogical and chemical characteristics that make it challenging to process by already known practices, from both technical and economic points of view. In this context, ERAMET has developed since 2008 an innovative hydrometallurgical process which has been successfully operated at a pilot plant scale. While the upstream part of the process aims to dissolve the valuable elements in sulphuric acid, the downstream part of the process aims to recover them separately in a marketable form. The focus here will be on the recovery of the REE. The ore deposit contains approximately 1.4% of REE including 87% of light REE and 13% of medium-heavy REE. The challenge in this process lies in the fact that the major elements in the matrix are iron and aluminum. An innovative process has been developed in order to recover all of the REE in these unfavourable conditions, described in this paper.

Some of these lessons are: 1) Project leaders must have a leadership that fosters good communication and team work; and this leadership style must come from top management. 2) A good communication must exist between the personnel from Engineering, Construction, and Operation. "In the Bayer process, flocculants are introduced in the feed well to enhance the aggregation of red mud particles. To gain a better understanding of the flocculation process taking place in the feed well, shearinduced flocculation was achieved using concentric rotating cylinders (Couette system). Our previous work has shown the effect of the shear rate on the aggregate’s settling rate and on residual turbidity of the Bayer liquor. In this study, the data demonstrated that the aggregates at selected shear levels appear as a population with a widespread size distribution. By using an imagery apparatus, it was possible to measure the size, the shape, and the sedimentation velocity of the larger red mud aggregates. Marked differences were noticed in the characteristics of the aggregate populations obtained under various shear conditions. IntroductionIn the Bayer process, red mud particles are separated from the liquor in primary clarifiers and washing circuits under the action of synthetic polymers. The agitation in the feed pipe and in the feed well affects the flocculation since the aggregates are formed by the interaction between the red mud particles and the polymers. A minimum shear rate is needed to initiate the aggregation process of fine particles (Warren, 1975).Different systems have been used to study the effects of shear on the flocculation process (Tampo and Watanabe, 1979; Klimpel and Hogg, 1986; Scott et al., 1996; Biggs and Lant, 2000). The Couette flow system has been used in some studies on shear-flocculation (Oles, 1992; Farrow and Swift, 1996a, 1996b). The importance of the physical properties of the aggregates in determining the efficiency of the solid-liquid separation process within a given gravity thickener has been demonstrated (Farrow and Warren, 1989a)"

Reliable measurement and control of the pulp-froth interface (froth depth) in the flotation columns is critical to achieve the desired metallurgical performance. Shallow froths result in a reduction of grade because of particle entrainment and deep froths reduce recovery because of the drop back of entrained and weak hydrophobic particles to the pulp zone. The cleaner circuit at Miduk copper concentrator consists of three parallel MicrocelTM flotation columns 4 m in diameter and 12 m in height. The interface level of the flotation columns is measured by two pressure sensors located at 1.4 and 2.4 m from the cell lip (in the collection zone). In this study the performance of the level detection system at different operating conditions was evaluated. A calibrated float-ultrasonic location system was used for measuring the actual froth depth. The results indicated that the existing level control system was subject to considerable error. The absolute error was found to be 33.27 cm. This was mainly attributed to the constant set-point value assigned to the froth density (ρf=0.3 g/cm3), which actually varies with the operating conditions. The actual froth density at different conditions was calculated and its average value (ρf=0.12 g/cm3) was re-set in the control system. This resulted in substantial reduction in the level-detecting error. Recommendations for more accurate measurement of the interface level were presented. INTRODUCTION Froth flotation is a complicated process because of many involved variables. One of the most significant controlled variables in the flotation process is the pulp-froth interface (froth depth). The froth depth has a profound influence on the metallurgical performance parameters (i.e. grade and recovery). Shallow froths result in grade reduction because of particle entrainment and deep froths reduce recovery resulted from the drop back of entrained and weak hydrophobic particles to the pulp zone (Finch and Dobby, 1990). Various techniques have been developed for measuring the interface level of the flotation cells in the last few decades. These techniques can be classified as: Techniques based on hydrostatic pressure measurements (Finch & Dobby, 1990), Techniques based on the density gradient (float) (Moys & Finch, 1988), Techniques based on conductivity measurements (Uribe-Salas, 1991), Techniques based on temperature measurements (Moys & Finch, 1989).

This paper documents a field survey using long-range terrestrial digital photogrammetry at the Palabora open-pit mine, South Africa, for multi-scale characterization of rock mass discontinuities. Stereomodels covering the entire mine were generated based on photographs taken from a distance of 1600m across the pit, using a series of f=20-400mm lenses. Details on the methodology used and its accuracy are discussed. Preliminary results on discontinuity orientation, persistence and intensity are presented, highlighting the effect of observation scale. The potential uses of long-range terrestrial digital photogrammetry in open-pit mine and large natural rock slope environments is emphasized. The use of an f=400mm lens from distances larger than 1.5km may represent an important step forward in the geotechnical characterization of inaccessible remote rock faces.

The purpose of an undercut is to undermine a block of ore which will then proceed to cave into draw holes just below the undercut. Undercut-ting is the final and most vital phase in the development of an ore block. Since its purpose is to undermine and induce caving into a block of ore, great care must be exercised to avoid premature caving by removing only enough rock to permit undercut development to proceed. Several undercutting methods, used over a twenty-year period, are re-viewed and their suitability is com-pared with ideal requirements.

"Significant advances in mining and metallurgical operations have occurred over the last two decades, to define ore bodies via geological mapping, mineralogical analyses, geostatistical models and resource reserve modeling. Metallurgical process measurement, controls and modeling have also significantly progressed, with advanced instrumentation, control software, data capture systems and simulation tools. This progress together with development of the science of geometallurgy has allowed geologists, mineralogists, miners and metallurgists to start working together to define geometallurgical ore units and link these to mine planning and projected metallurgical performance. However, application of full geometallurgical programs into existing mine-processing operations or into new “greenfield” projects has been slow. This is mainly due to higher costs, limited dedicated technical resources and little or no corporate leadership. Additionally, life-of-mine cash flow models, the “dollars”, have been largely driven by ore tonnage rates, pay-metal grades and fixed pay-metal percentage recoveries, with few or no geometallurgical parameters included.Here defined, the “electrons” represent intrinsic ore characteristics embracing chemical composition, mineralogy, gangue components and their associated fundamental metallurgical processing phenomena. With its ever expanding treasure chest of measurement and modeling tools, geometallurgy paints a much clearer picture of the “electrons” for the geologist and metallurgist. But to fully understand and realize the real net value of ores over the life of a mine, a comprehensive link of “electrons to the dollars” is essential. Intrinsic characteristics of geometallurgical ore units are by definition linked to their metallurgical processing, but importantly need also to be related to operating costs, capital requirements and revenue.This paper discusses this important linkage under topics of ore geology and mineralogy, metallurgical processing, waste disposal, environmental issues, metal refining, project engineering and lifeof- mine models. Topics are illustrated by multi-metal references and by case examples from gold ore heap leaching and manganese ore smelting projects. 1"

Historical Sketch Occurrences of native copper have been known along the Arctic coast of Canada, especially in the vicinity of the. Coppermine river, since the early part of the eighteenth century (See map, Figure 2, insert). In 1769, Samuel Hearne, a clerk of the Hudson&apos;s Bay Company at Fort Churchill, was sent to explore the &apos;copper mines&apos; from which natives had been reported to secure copper for tools, fishing spears, etc. After two successful attempts, he reached the Coppermine river in 1771, accompanied by Indian guides. This hazardous trip was indeed a remarkable feat when one considers the vast distance covered, a great deal of which was barren lands. At Bloody falls, (See Figure 1) on the Coppermine river, Hearne&apos;s Indians swooped down on a party of sleeping Esquimaux, who gathered there each summer to fish, and murdered the entire band encamped on that side of the river. Hence the name of the falls. Hearne&apos;s knowledge of minerals was undoubtedly limited. He reported having seen the copper mines from which the natives were securing the copper, but he failed to prove the economic possibilities of the copper occurrences or to give an accurate description of any deposit. Sir John Franklin visited the area in 1821. He and other members of his expedition, namely, Richardson, Back, Kendall, and Hood, reported native-copper float to occur in the vicinity of the Coppermine river and Bathurst inlet.

"BHP-Billiton’s Cannington mine in Northwest Queensland produces a silver-rich lead concentrate and a zinc concentrate. The plant has the capacity to treat 3.1 mta and for the year to June 2006 mean feed grade was 10.3% Pb, 461 g/t Ag and 3.7% Zn. Recovery losses of lead and silver are primarily in the fine fractions. In 2001, the plant was modified when it was determined that splitting the lead feed into two size fractions, and floating the two fractions separately increased fine lead and silver recovery. The fine lead fraction (called the split float) is 80% <16µm and about a quarter of the lead and silver is in the finest fractions. In 2006 to further improve lead and silver recovery a statistical plant trial of magnetic aggregation conditioning of the split float feed was undertaken. While pure galena is diamagnetic the Cannington galena contains iron within the galena mineral resulting in the galena having a paramagnetic, magnetic susceptibility. The trial demonstrated to greater than 98% statistical significance an increase in lead recovery, and to 99% statistical significance an increase in silver recovery, and to greater than 97% significance an increase in the lead in concentrate in the split float circuit. These economic recovery benefits with magnetic aggregation of the split float feed, has led to the incorporation of this technology in the plant.INTRODUCTIONThe BHP-Billiton owned Cannington silver, lead and zinc mine is located in the Australian state of Queensland about 800 kilometres west of the coastal city of Townsville. This is a pastoral area characterised by large cattle farms, low population density and very little infrastructure. The area has two seasons, a wet, hot summer and a dry, mild winter. Because of its isolation and lack of infrastructure the mine has always operated on a fly in fly out basis.Geological drilling defined the resource as 43.8 million tonnes grading 11.6% lead, 4.4% zinc and 538 ppm silver (Walters and Bailey, 1998). At times during its history Cannington has held the crown as the single largest lead and silver mine in the world (Torrisi and Smith 2003). Another unique characteristic of the operation’s history is the rapid progress from discovery to operation. The first drill to intersect the ore body was in 1990 and the mine and plant was commissioned in 1997."
