A variety of environmental financial assurance instruments are in use across the globe. This paper reviews some of the more common forms currently used in New Zealand, Canada, USA and Australia. In order to be effective, the form of assurance instrument selected needs to be aligned with a countryÆs specific environmental objectives, geography and political climates and also allow for a healthy investment climate. Industry and Government both have a strong interest in ensuring financial assurance criteria meet these objectives.   Recently Golder Associates have been involved in financial assurance assessments for various mining and quarrying companies across the South Island. Multiple stakeholders and regulatory agencies can make the setting of effective and fair financial assurance criteria a complex exercise for both regulatory agencies and industry.  The author relates experience gained in assessing financial assurance under current New Zealand legislation (RMA, 1991), effectively dealing with issues such as ôdouble bondingö and overviews potential approaches to dealing with transitional issues for historic and existing operating mine sites.

The Golden Bar pit is part of the Macraes mine, the largest gold mine in New Zealand. The Macraes mine is mainly developed in the late metamorphic Hyde-Macraes Shear Zone. However, the Golden Bar pit was developed in a mineralised zone about 200 m structurally above the Hyde-Macraes Shear Zone. The host rocks are dominated by massive quartzofeldspathic schist (5 - 10 m layers) with minor intercalations (1 - 5 m scale) of micaceous schist. All the host schist has disseminated pyrite (micron to mm scale) from pervasive late metamorphic hydrothermal alteration.   In addition, there has been more localised (metre scale) relatively intense hydrothermal alteration controlled by shears subparallel to foliation. Gold occurs in three types of mineralised rock: silicified schist, which dominates, fissile black sheared rock, and cross-cutting quartz veins. There are three principal structural zones in the deposit: 1.   a strongly sheared micaceous and graphitic zone at the base of the structural sequence; 2.   a weakly deformed schist zone cut by relatively flat-lying (= 20¦ dipping) quartz veins; and 3.   a stack of imbricated schist pods and deformed silicified schist confined between two sub-parallel low-angle (ca. 30¦) shears.   These structural zones were juxtaposed during thrust deformation. The lower black shear zone has m-scale folding and over-thrusting packages, kink folding and foliation stacking with associated striations that imply west-directed thrusting. Striations and imbrication geometry between the upper two shears imply oblique thrusting that was directed towards the west. Post-mineralisation normal faults locally disrupt the mineralised zone. The Golden Bar pit mineralised zone has some of the structural and mineralogical characteristics of the main Hyde-Macraes Shear Zone, and may be genetically related.

Samples weighing 0·5 g are decomposed with hydrofluoric and other acids. Most elements are extracted ftom the acid, aqueous solution by Alamine 336 (tricaprylyl tertiary amine) and thorium is determined in an aliquot taken from the aqueous phase by means of its reaction with arsenazo III. Concentrations down to 4 p.p,m. may be determined at a rate of 100 samples per man-day of 8 hr.

Uplift of the antiformal ranges in Central Otago, New Zealand , has resulted in the progressive evolution of eluvial placer deposits in tectonic sediments on the range flanks and along their margins. The placers are derived from the reworking of fine-grained gold from the auriferous Manuherikia Group fluvial sediments which covered the basement prior to uplift of the ranges. Gold in the tectonic sediments at Matakanui shows a progressive increase in grainsize in successively younger sediments and nuggets in the youngest gravel sequence are up to two orders of magnitude larger than gold grains in the parent alluvial source. Most of the gold in the tectonic sediments is highly irregular in shape, commonly with delicate surface textures which could not have survived fluvial transport and are indicative of authigenic precipitation. Some coarse grains have been rounded by recycling, and further addition of authigenic gold has occurred. Placer gold values result from both physical and chemical enrichment during sedimentary recycling. Continued range uplift and back-thrusting of sediments on to the ranges results in recycling of earlier formed placer sediments. They also result in further enrichment of gold values through the incorporation of additional supplies of the parent alluvial source sediment The host sediments are widespread along the ranges and are not confined to sites of historic mining activity.

The rationale for the design of the Emergency Egress (escape andentrapment) strategy for one underground metal mine has beenpreviously described (Brake, 1999). Two of the key conclusionsfor this mine, which is equipped with 30 minute oxygen-generating self-contained self-rescuers (SCSR), were the need to ensure no person is ever more than 750 m from an emergency refuge station (ERS) and that it could take up to eight hours to rescue workers from undergroundå. These conclusions were based on a number of considerations including the non-availability of a credible, æpersonalÆ entrapment procedure at the workplace, the duration of self-contained self-rescuers when used for travel, the need for rapid æclearingÆ of mine personnel to effectively and safely target mine search and rescue resources and the maximum time to either put a fire out, or to rescue affected personnel. As there is no Australian standard for refuge stationsç (or for self-rescuers), this paper follows with guidelines for the location and specification of both fixed (permanent) and relocatable Emergency Refuge Stations (ERSs) that may be applicable to other underground Australian metal mines.

Recent exploration has identified the presence of detrital iron deposits (DIDs) associated with banded iron formation (BIF) units in the north-west of the Congo Craton, Gabon. The regional geology comprises a complex of granitoids and gneisses assigned to the Archaean Chaillu Complex, within which older slivers of lower amphibolite-grade greenstones are preserved including muscovite-biotite-garnet-bearing felsic schist, amphibolite and BIF. These units are typically overlain by several metres of residuum comprising colluvium, eluvium and duricrust. The residuum is overlain by a regionally extensive loess cover from 2 m to 10 m thick.The DIDs occur within the weathered residuum as mostly unconsolidated gravels with lesser canga (CAN) duricrust draped over deeply weathered hematite. Head grades are in the range of 45 to 52 per cent Fe. Fresh BIF, located from 30 to 50 m below surface, is comprised of magnetite-quartz±amphibole. The detrital iron gravels are comprised of rod- and plate-shaped clasts of hematite (martite)-maghemite-goethite composition, in a ferruginous sand to clay-sized matrix. The DID form ridges and plateaus that coincide with magnetic highs defined using high-resolution ground magnetic surveys.The field relations and petrography indicate that the detrital iron accumulations are the result of weathering (including enrichment) and erosion of primary BIF. This includes removal of quartz, further oxidation and re-cementation of BIF to form ferruginous caprock. This cap and the in situ oxidised BIF were subsequently disaggregated and liberated, and further weathered to form the detrital iron accumulations.Metallurgical test work on bulk detrital iron samples has shown this material can be upgraded to lump and fines iron ore products with grades of 62 to 65 per cent Fe using simple scrubbing and wet screening, followed by dense media separation of the -1 mm fraction, with overall mass yields from 75 to 85 per cent. The mining industry in its drive to optimise equipment use and minimise cost simply to remain profitable in an uncertain commodity market needs to develop a greater understanding of equipment capabilities and cost. The factors influencing mobile equipment fleet cost and performance commence at the time of mine planning and continue to exert an influence over the life of the mine. These factors must be understood at the early stages of any operationÆs planning process as they continue to impact both positively and negatively on fleet performance and operating cost throughout the life of the mine. The key factors examined in this paper include: grades; rolling resistance; fragmentation and truck loading.

In choosing such a threadbare subject for a paper I fear that I may in some measure be taxing your patience, yet as upon the accuracy with which the work is done depends the result of conclusions drawn as to whether a property will be profitable to work or otherwise. The subject cannot be too well threshed out, and I trust that upon certain points that have come within my own experience I may be able to give 'hints that will prevent others from making mistakes. First as to alluvial. Gold is often found from the grass roots down, often ill particular horizontal bands in the wash, but more generally concentrated either on a true or false bottom. When sampling dry ground for proposed hydraulicing I have obtained accurate results only by taking the whole of the dirt from measured shafts, stacking it as it was lifted on a tarpaulin, and putting the whole quantity through a carefully constructed box. In wet ground careful borings will in most cases give fairly correct results, but where it is possible to sink shafts, that should be done, as a guide is then also obtained as to the nature of the wash, whether it is bouldery, cemented, or free. Sampling in a face is a more difficult work in many respects than in new ground, as so many elements enter into action to spoil accurate sampling. Of course the great thing to avoid is sampling in any place where either natural or artificial concentration has taken place, and very much has to be left to circumstance and the sampler's own judgment. In passing I may mention that I have on several occasions seen diggers deceive themselves in wet ground where they were sinking and coping as best they might with water. They would take a dish of dirt from the bottom of their hole, pan it off, and take the result as a fair yield, and on the strength of it perhaps spend a lot of time and money in tail races and whereas in their sample there had been a process of concentration carried on, the movement and working in the water had caused the gold to work down, and anything like accurate estimations by the method pursued were out of the question.

Luossavaara-Kiirunavaara AB (LKAB) operates one iron ore mine, three concentration plants and three pelletising plants in Kiruna, Sweden. The current methods of separation at the beneficiation plants are low intensity magnetic separation (LIMS) and reverse apatite flotation, where the wet LIMS stage is regarded as the crucial part of silica separation from the ore. Because future silica levels are expected to increase in the incoming material to the beneficiation plants, geometallurgy has become an important area of development and research.A laboratory-scale methodology was developed for the systematic characterisation of the ore for mineral processing, with the focus on the high silica ore type B2 and newly discovered subtypes. This methodology combines mineralogical, geochemical and process mineralogical characteristics. Automated mineralogy (QEMSCAN®) is used to study the modal mineralogy, the distribution of silicate minerals in different particle size classes after comminution, the deportment of silicon (Si) between various silicates and the degree of liberation and intergrowth of magnetite and silicates. An essential stage in the systematic characterisation of the ore deposit for mineral processing is the estimation and simulation of different parameters from the laboratory scale to the full scale at the concentration plants. This is achieved by using empirical models based on the data collected at the mineral processing plants. As the first step to implement the geometallurgical information, the current geological model is reconstructed with the mineralogy and the two, newly defined subtypes of high silica ore type B2 are separated into different domains.To study the reduction of the SiO2 content in the magnetite concentrate, a large-scale reverse cationic silicate flotation laboratory test program was initiated in early spring 2016. This program investigated potential silicate flotation in the beneficiation plants at the Kiirunavaara site. The second target is to implant mineral processing parameters into the block model based on the new geological model. This information provides a good basis for making a prognosis for mine planning and a quality prognosis regarding the crude ore for mineral processing.CITATION:Niiranen, K, 2017. Though many mining and mineral processing companies have embraced the principles of sustainable development (SD), there is still a significant challenge of applying these in a practical sense, either in plant design or as part of day-to-day operations. The high-level nature of sustainability concepts often do not translate easily into workable activities or business case evaluations. This makes it difficult for engineers and company decision makers to understand whether their actions are making a contribution to sustainable development and a long-term business case. While several organisations have their own SD tools that can, to a degree, help identify these opportunities, they are largely ad-hoc and lack the necessary thoroughness to defensibly value these opportunities. Recognising these serious shortcomings, the Cooperative Research Centre for Sustainable Resource Processing (CSRP) has undertaken the development and trial applications of SUSOP« (SUStainable OPerations), a new concept that is somewhat analogous to HAZOP and the wider risk and safety frameworks used in projects today. The key goal of the SUSOP« research project is to produce a holistic, systematic and rigorous framework for project development, capturing, recording and evaluating SD opportunities and constraints against a chosen sustainability structure (eg Five Capitals). SUSOP« is being developed through an iterative process with input from research institutions and engineering companies. This integrated approach ensures that SUSOP«, in its final form, will have the academic rigour and industry realism required to assist the resource sector contribute to societal sustainability by embedding the concepts and processes into the design and operation of their assets in a meaningful and practical manner. SUSOP« has created much traction with both engineering companies and mining and minerals operators. This conference paper presents an overview of the SUSOP« framework and its current suite of processes as well as highlighting, through practical case studies, its capability to incorporate SD considerations at different phases of an engineering project's development.

For companies with assets around the Pacific Rim, there are arguably five key stock/securities exchanges that actively promote international minerals company listings, and these are located in Australia, Canada, Hong Kong, Singapore and the United Kingdom.Listing on any of these exchanges requires a range of technical, commercial, financial and legal documentation. Each exchange has specific rules and requirements for technical documentation to support the listing process. Once listed, each exchange also has specific rules for technical information to meet ongoing compliance requirements. Macraes Mining Company Limited operates a 2.1 million tonnes per annum gold processing plant at Macraes Flat, Otago. This uses a conventional CIL route to treat oxide ore, and a flotation, grind, CIL route for sulfide ore. This paper describes the design and operation of this process plant.

For the past 120 years, Portland cement manufacture has been undertaken on the shores of the Whangarei Harbour in northern New Zealand. Through a serendipitous conjunction of geo-chemistry, the argillaceous marl found on Limestone Island in the harbour and Tikorangi Hill provides a perfect mix of the various elements required for strong and durable cement. Golden Bay Cement, and its predecessors, have been the guardians and managers of the use of these minerals. As the demands of the concrete industry have increased, so have the needs of the manufacturing process. Careful mapping of the resource at both Portland and Wilsonville Quarries has been undertaken. This has allowed the Company to change the Quarry operation from a purely volume basis to one of selection and blending of constituent minerals. Within the manufacturing process, change has also been introduced. Analytical techniques, using x-ray fluorescence spectrometry, microscopy and the application of modem data collation, has allowed fine tuning of the process. The Company now produces an increasing diverse range of products for both the domestic New Zealand market and exports to various South Pacific countries. This paper discusses the processing of limestone and æcement rockÆ into cement clinker, an intermediate synthetic mineral ground into cement. It examines control and blending regimes, and some methods used in determining process efficiency. An important technique ærediscoveredÆ has been the application of microscopy to clinker.  Examination of the major silicate minerals enables interpretation of the kiln processing and feedback to process operators. It also enables a prediction of indicated performance when ground into cement. Examples this paper give an insight into the use of minerals from Northland in some of the more important construction projects in modem New Zealand.

Herbert Stream, a tributary of the Waimangaroa River on the Stockton Plateau, has elevated metal concentrations and low pH characteristic of acid mine drainage (AMD). Dissolved aluminium concentrations average 8.3 ppm, iron 1.4 ppm, manganese 0.69 ppm, and zinc 0.12 ppm and pH ranges from 2.8 to 3.2. Flow rates range from 2.3 to 26.6 L/s with an average of 5.3 L/s. To determine the effectiveness of different treatment strategies, a small amount of the AMD was diverted through three small-scale passive AMD remediation systems over an eight month period. These included a reducing and alkalinity producing system (RAPS), a limestone leaching bed (LLB), and an open limestone channel (OLC). Both the RAPS and the LLB performed well, effectively removing metals and restoring pH. The RAPS lowered aluminium concentrations by up to 99%, iron 97%, manganese 95%, and zinc 80% and the LLB lowered aluminium concentrations by up to 99%, iron 99%, manganese 92%, and zinc 91%. The pH was restored to between 6.4 and 7.4 by the RAPS and to between 7.3 and 7.9 by the LLB. The OLC performed well as long as the residence time was similar to that of the other treatment systems. OLC removal rates for aluminium was up to 99%, iron 94%, and manganese 21%, and the pH was restored up to 5.6. Due to its simplicity and effectiveness, it is proposed the LLB be constructed to fullscale size to treat the entire Herbert Stream.

For the past 3 years Waihi as a community has been actively engaged in consultation about its future with regard to the environmental, cultural, economic and social viability. This has been made possible through the implementation of the Waihi Community Vision (WCV) process which bought together a diverse range of people and interests.   Through their collaboration and collective energies, they produced a montage of possibilities for the future of Waihi, known as the 2020 Vision. A proceeding evaluation process was adopted by the group to enable the myriad of projects to be assessed and prioritised in terms of the communityÆs social, economic, cultural, environmental and spiritual values.   From this came the desire to be involved in the implementation of these ideas and create an organisation that could facilitate the successful manifestation of the 2020 Vision and other suitable projects.   The Vision Waihi Trust (VWT) was formed in February 2006 and is intended to be a tool through which the community can address issues about its future sustainability. They will work collaboratively with community groups, Hauraki District Council and Newmont Waihi Gold to develop and implement innovative and practical solutions. It should be acknowledged that such outcomes are subject to influence by both external and internal factors and it is important to consider this when looking at sustainability issues.   Waihi is now at a very interesting stage of its development and has the opportunity to proactively design and implement plans to determine its future rather than just let things evolve. A town with a strong sense of its roots and with a strong community identity may be a more attractive as a place live and work. There are additional business opportunities which may also be stimulated by a community that takes charge of its own destiny.   The process that has been worked through over the past three years gives a solid foundation on which to build and must be viewed as positive community development. Waihi certainly has a unique proposition to take to the marketplace, based on its rich gold mining heritage and current modern day mining operations. This requires investigation, refinement and implementation and Vision Waihi Trust looks forward to building to a vibrant and prosperous Waihi in the years to come.

This paper has been written collaboratively by members of the International Mining VR Group. It is the first of a series of papers. Mining in the 21st century is a high technology industry that strives to reduce risk and improve safety through the use of improved processes and procedures. This risk reduction process is aligned with the innovative use of technologies often developed for other industries. Computer-based visualisation systems and their content are such innovative technologies, in particular the use of virtual environment systems and mixed reality. A primary objective of developing virtual environment systems and the mixed reality content displayed in them for the mining industry is to allow mine workers and operators to practice mine processes and demonstrate competency in tasks that will be encountered in day-to-day mining operations at mine sites. It is anticipated that providing easy access to virtual environment systems will facilitate the avoidance of high-risk situations through improved knowledge, skills, understanding and decision making. Via virtual environment systems mine workers will also be able to practice infrequent or emergency events and maintain preparedness for such events. Day-to-day mining practices can also be evaluated. The rapid pace of technology innovation and the decreasing cost of simulation hardware and software present a plethora of technology to the uninitiated. This can be confusing. In this paper taxonomy is presented that classifies hardware, what it can display and also content that can be included or displayed on the various computer-based visualisation systems. The taxonomy provides insight into where technology can and may be implemented in the future as virtual environments are a dynamic and evolving technology. The taxonomy should also assist in the decision making process when scoping or selecting technology for a particular purpose.

The Telfer concentrator, located in the Great Sandy Desert of Western Australia, consists of a dual train gold/copper operation processing ore from one underground and, currently, two open pit mines with differing mineralogy. The flotation circuit of each train was designed to operate in several modes depending on the feed mineralogy. The majority of ore mined at Telfer is processed in a sequential mode where copper minerals are first floated into a saleable copper concentrate followed by the flotation of an auriferous pyrite concentrate which is treated in an on-site hydrometallurgical plant (carbon-in-leach (CIL)). Gold is recovered as a gravity product within the primary grinding circuit, to the copper concentrate, and to a lesser extent, the CIL circuit.Since Telfer was re-opened, with a new concentrator, in 2004, the processing plant has struggled with poor copper concentrate grades, partially due to the excessive entrainment of non-sulfide gangue minerals in the copper flotation circuit and, more recently, due to composite copper particles produced when processing ore from a supplementary satellite pit that has not previously been processed through the new Telfer concentrator. Gold recoveries in the CIL circuit have also been below industry standard. This paper presents the implementation of recent changes made to the circuit to address these performance issues. The reconfiguration of the circuit has involved the installation of the following major equipment items: two ISAMillsÖ in ultra-fine grinding applications (one in the copper circuit and one in the pyrite circuit), two Jameson Cells to improve fine gangue rejection and a bank of 5 + Outotec TC30s to recovery copper and gold from the reground pyrite stream. The Energy Authority of NSW has wide powers and responsibilities conferred by its Act which are pertinent to the State's coal industry and its development into the next century. With respect to coal, the broad objective is to maximise the benefits to NSW and its people derived from the State's coal resources. The initial focus of the Authority's coal-related activities in the late 70's and early 80's was on petroleum substitutes from coal. Research was supported, especially on hydrogenation, and the Authority participated in the Joint Australia/Federal Republic of Germany coal-to-oil feasibility study. It also co-ordinated a State Government initiative to involve the private sector in examining the possible establishment of a synthetic fuels industry based on Hunter Valley coal. With a short-fall in world-wide petroleum supply now seen as less likely for some years, the Authority is looking also at ways of working towards the broad objective in the field of coal utilisation on both domestic and export markets. Areas of interest include possibilities for using washery rejects, means of making NSW coal more competitive as an energy source, use of coal-seam gas and new or special technologies for burning coal. The future is expected to see renewed interest in producing petroleum substitutes, and coal - as the State's major energy resource - is seen as a strong contender as a basis for such an industry. Developments in coal-based power generation are also expected to have an impact, with advanced technologies having a possible place here as well as Overseas.

A gold mine in north-eastern Africa has expanded throughput from 5 to 10 Mt/y in recent years. The original carbon regeneration kiln was incapable of achieving required throughput or meeting process conditions to reactivate the carbon due to heavy fouling by high molecular weight frothers and collectors. A new high temperature kiln was required.The design criteria for the carbon reactivation kiln and associated equipment were revised, then implemented in close cooperation with a kiln vender who had previously supplied kilns operating successfully on highly fouled carbon. The result is a whole facility, holistically designed to achieve the technical criteria.The new carbon reactivation facility has been operating since 1 July 2014. What have we learned? What has performed to expectations? What could be done better?This paper presents lessons learnt regarding the design, implementation, operation and maintenance of the Ausenco Carbon Reactivation Kiln. ‘Lessons’ are associated with threats and opportunities (risks) that have that have been realised. Alkaline leaching with sodium carbonate solution adjusted to pH 9·5 to 10·0 preferentially dissolves thorium from a mixture of rare earth and thorium hydroxides. Rare earth sodium carbonates form in the alkaline leaching stage.These are converted to rare earth oxides for use as optical and ophthalmic polishing agents. Quadrivalent cerium is extracted under similar alkaline leaching conditions.INTRODUCTIONAustralia has made significant contributions to mineral chemistry and mineral dressing. As often happens with an industrially immature country, research investigations often outstrip the ability or desire of commerce to exploit them. It is wrong to think exclusively in terms of export of raw materials. Imagination assists in developing world trends. The chemical utilization of mineral sands has interested a group of investigators, chiefly at the Commonwealth Scientific and Industrial Research Organization (C.S.I.R.O.) and, more recently, in the mining industry itself. From an international point of view the highlight of this work was Newnham's (1960) process for the separation of hafnium from zirconium. Earlier work at C.S.I.R.O. investigated the chlorination of rutile, zircon, and monazite. Assuming that titanium tetrachloride would be available in large quantities in the post war years, extensive work was done by Kraitzer, McTaggart, and Winter (1948) on organic compounds of titanium. This work led to the development of heat resistant paints, plastic compositions, and improved organic protective coatings that predated overseas work by up to seven years. (Post, Shiihara and Schwartz, 1961; Anon, 1955). Contributions were made to the production of refractory hard metals (Kraitzer, 1949; Kraitzer and Newnham, 1956). Pilkington and Wylie (1947) and Urie (1947) investigated the production of rare earths from monazite by an acid process.
