The electric utility industry is the largest customer of the U.S. coal industry, consuming nearly 50% of present coal production. By 1980, the electric utilities are expected to burn over 500 million tpy of coal or 75% of total coal production. When coal is burned in electric utility plants, ash is produced in one of several forms. These include fly ash, bottom ash and bottom slag. At the present time, approximately 20 million tons of these ashes are produced and must be disposed of by the utilities at a cost of 50[c] to $2 per ton. In 15 years, more than double this quantity will be produced. Only a small quantity of this ash is put to any practical use. Much remains to be done about expanding uses for fly ash and bottom slag.

The solubility of oxygen in a iron has been determined in the range between 700° and 900°C. The solubility is a function of temperature and varies from about 0.008 pct oxygen at 700°C to atureandabout 0.03 pct at 900°C. The heat of solution is approximately +15,500 cal per mol. AS pointed out in a recent paper by Kitchener et al.,1 there has been a lack of agreement among many investigators even as to the order of magnitude of the solid solubility of oxygen in the various forms of iron. This lack of agreement is attributable in large part to the difficulties in the determination of a small oxygen solubility; but because the problem has remained so long unsettled, it also indicates a lack of interest which is rather surprising when the demonstrated importance of small amounts of soluble nonmetallic impurities in iron is considered. The work of Kitchener et al. apparently leaves the solubility of oxygen in iron in a satisfactory state, but no attempt was made to investigate the solubility in a iron. The solubility of oxygen in a iron is actually of greater interest, since it is in this form that iron and mild steels are employed ordinarily. That the effect of oxygen in iron is of more than theoretical interest has been well established by Fast,' and more recently by Rees and Hopkins," who demonstrated that oxygen in the range between 0.0008 and 0.27 wt pct has a pronounced effect upon the mechanical properties. Previous Work and Methods Used To report in detail the literature relating to the solubility of oxygen in a iron would require an inordinate amount of space. For those interested in reviewing this work, a bibliography4-13 of the more significant papers is appended. In general, two methods of studying this problem have been used. One is the gas-metal equilibrium method where the H2O-H2-Fe or the CO2-CO-Fe equilibria have been used. The other is the more direct approach of the oxidation of thin strips of pure iron by packing in mill scale or by air or gaseous oxygen at some desired temperature. In this method oxygen is allowed to oxidize the surface and then to diffuse inward until saturation is obtained. In the gas-metal equilibrium method the oxygen dissolved in solid iron at a given temperature is proportional to the ratio of the water vapor-hydrogen pressures or the CO2-CO pressures over the sample for small ratio values. If the ratio becomes higher than a critical value, then an oxide phase makes its appearance (the solution becomes supersaturated). In principle, it is possible to use a series of H2O/H2 or CO2/CO ratios and to find by analysis the corresponding amounts of oxygen in solid solution at constant temperature. At the point where a very small increase in the gas ratio (increase in oxidizing powder) produces a large increase in oxygen content, the solid solubility limit is reached. Alternately, if the critical ratio is known, it is possible to use the procedure of Kitchener et al.1 and to use a ratio which is near but below the critical one. The solubility corresponding to this lower ratio will not be the saturation solubility at the temperature employed, but the saturation solubility can be calculated by multiplying the measured solubility by the critical ratio over the ratio used. However, in the case where oxygen gas is the oxidizing medium, the saturation solubility is not a function of pressure, providing the pressure exceeds the dissociation pressure of FeO in equilibrium with iron. This is 1.2x10-16 mm at 800 °C, according to Dushman." As pointed out by Darken17 in discussing the FeO phase diagram, most of the possible errors tend to yield high values of oxygen solubility. For example, one circumstance which evidently caused the reporting of many high values was the use of finely divided or powdered iron in the gas equilibrium method. Because of the large surface area of such a sample, and the likelihood of some surface contamination if only by exposure to air, the results tended to be high. The direct oxidation method which was used in this work has the advantage in that it is simple and direct, but it suffers from one disadvantage: equilibrium can only be approached from the low oxygen side. Reynolds Jamaica Mines, Ltd., has received a $3+ million loan from ECA for the development of what are termed the largest bauxite deposits in the world in Jamaica, B.W.I. This amount is in addition to $11 million already provided. The new agreement calls for delivery of 750,000 tons a year beginning in early 1952. Inco has announced a new alloy containing 35 pet Ni which can be used for many purposes served by the old alloys which ran up to 70 pet Ni. The new alloy "Incoloy" is 35 pet Ni, 20 pet Cr, and the balance iron.

A simple solution model, based upon the formation of molecular species, is developed for strongly electronegative dilute solutes in liquid binary-metallic solvents. Two approximations are considered for the relative concentrations of the species: the random and the quasi-chemical. Equations are presented for the partial molar free energy, enthalpy, and entropy of mixing of the solute. An experimental study has been made of equilibrium in the reaction H2 6) +0 (dissolved) = H2O(g))for the liquid Cu-Co alloys. The standard free energy of solution of oxygen is presented as a function of composition for the alloys at 1550°C and as a function of temperature for five of the alloys. The experimental results for these alloys and also for Cu-Ni alloys are shown to be in reasonable agreernent with the theory in the random approximation. A knowledge of the thermodynamic behavior of dilute solutes in liquid metals and alloys is of importance in understanding and designing refining and alloy-making processes. Accordingly, several attempts have been made to derive suitable solution models to forecast the effect of a third component on the activity coefficient of such a solute in a metal. Alcock and Richardson' reviewed the literature prior to 1958 and also showed that a regular solution model gave a reasonable description in the case of metallic solutes but failed to account for the behavior of the more electronegative solutes sulfur and oxygen. These same authors2 later modified their model by using the quasi-chemical approximation3 to calculate the average composition of the first coordination shell surrounding each solute atom. This modified model was shown to lead to a better qualitative description of the behavior of the electronegative solutes; however, quantitative agreement with experimental data for oxygen in alloys could only be achieved by assuming a very small coordination number. The authors concluded that the major source of error in the model was the assumption that pairwise interaction energies were independent of composition. Substitutional and interstitial random solution models by Wada and saito4 are essentially similar to the first model except that the required interchange energies were derived from the modified solubility parameter equation of Mott, instead of from experimental binary data. Most recently Hoch5 has presented a statistical model for interstitial solutions and has applied the model to the Fe-C-O system. However, as the various interaction energies needed in the model had to be derived from the ternary data, the model does not promise well as a means of forecasting ternary behavior. Each of the above models carries the assumption that the strongly electronegative solutes have the same configurational environment as metallic solutes; i.e., the solute can be treated as a substitutional or interstitial atom in a quasi-crystalline lattice and is surrounded by a normal coordination shell of solvent atoms. There are, however, a number of facts which suggest that this is unlikely. First, the heats of solution are large, being more typical of molecule formation rather than alloying. For example, the heats of solution of monatomic oxygen and sulfur in liquid iron are -90 kea16,8 and -74 kea1,7, 8 respectively. These are to be compared with maximum heats of solution of metallic solutes in liquid iron of about -13 keal (silicon is an exception with -28.5 kea17). The large depression of the surface tension of liquid iron by trace amounts of the electronegative solutes oxygen, sulfur, and selenium9 suggests, by analogy with aqueous systems, the possible existence of polar molecules in the liquid. The effect of these solutes is at least three orders of magnitude greater than normal metal solutes.10 As has been pointed out by Richardson,11 the electron affinities and ionization potentials of oxygen and sulfur are such that it is likely that they exist in metallic solution as negatively charged ions. If this is so, and it is assumed that electrostatic forces play an important role in determining the configuration, it is unlikely that the stable configuration will be that of an isolated ion surrounded by a symmetrical coordination shell of solvent ions. It is more likely that the energy of the system would be lowered by the formation of solute-solvent screened dipoles. The above arguments suggest the formation of "molecular species" between solute and solvent atoms. The idea of the existence of molecular species in such solutions is not new, however', for Marshall and chipman12 have explained in a semi-quantitative manner the C-O equilibrium in liquid iron by postulating the species CO. Chen and Chip-man13 interpreted their measurements on the Cr-O equilibrium in iron in terms of the species CrO. Zapffe and sims14 have also postulated the existence of such species in liquid-iron alloys.

(communication to the Secretary) : I wish to thank Mr. Webster for the copious quotations he has made from my writings, as he has given nearly all the arguments I wish to advance. It is necessary to note, however, his statement that most of his experiments were made on universal-mill plates, and that these were not subject to my condemnation of irregularity. I think this is a mistake. It is well known that universal-mill plates are finished under very different conditions of temperature, with the express purpose of regulating the tensile strength. This is a perfectly legitimate practice; but it renders almost worthless any calculations on the relations of the chemical and physical equations when the influence of such finishing is omitted. Another important point Mr. Webster has not answered at all. I have shown by an excerpt from his own table that two entirely different formulæ may be constructed; and it is undeniable that one is as valid as the other, since Mr. Webster started with no premise at all save an assumption that the effect of carbon was constant. This was an assumption pure and simple, and hence has no special virtue. The whole result of Mr. Webster's investigation is not that the effect of carbon is a constant, and that those of phosphorus and manganese are variables. On the contrary, there are two answers, with nothing to show which is right. We learn that if carbon is a constant, then phosphorus and manganese are variables; but that if phosphorus and manganese are constants, then carbon is a variable. This is a distinct advance over complete ignorance, but it is not final and satisfactory from either a mathematical or metallurgical standpoint. Regarding my own formulæ, I would say that they are used regularly in the testing-laboratories of the Pennsylvania Steel Company. The tensile strength of every heat is calculated

New Mexico produced 38,882,342 bbl. of oil in 1943, and regained seventh place among the oil-producing states. This production was an increase of 6,968,526 bbl., or 21.8 per cent, over the figure for 1942. The maximum per-well allowable on Jan. I, 1943, was 38 bbl. daily and at the end of the year this figure had been increased to 48 bbl. Allocations as set by the New Mexico Oil Conservation Commission closely followed recommendations by the Petroleum Administrator for War and the average daily pipe-line runs were 106,476 bbl., being within 2.2 per cent of these allocations. Production for Lea County was 33,043,925 bbl.; Eddy County, 5,405,-967 bbl.; northwestern New Mexico, 432,070 bbl., and Chaves County, 380 barrels. Drilling activity for New Mexico in 1943 was only 75 per cent of that in 1942, with 255 completions. Of these completions 180 were oil wells, 10 gas wells and 65 dry holes. The ratio of dry holes to producers, more than I to 3, was the greatest in recent years. Of these dry holes, 46 were drilled within the boundaries of proven . areas while 19 were wildcats. Wildcat drilling during 1943 was responsible for the discovery of four new oil fields and one new gas field, as well as three extensions to existing proration areas. At the close of the year the New Mexico Oil Conservation Commission had designated 64 areas as proven for oil and/or gas. The Monument area was again New Mexico's largest producing oil field, with an annual production of 7,228,855 bbl. Next was Eunice, with 6,461,044 bbl., followed by Vacuum with 4,946,110 bbl. IIobbs, ranking fourth, with 3,799,114 bbl., was the leader in total recovery with an accumulated production of 104,180,53I bbl., or more than 10,000 bbl. per acre to date. Drilling activity in Lea County accounted for completion of 67 oil wells, 2 gas wells and 24 dry holes. One of these oil wells was the discovery well of a new area and three extended proven areas. The most active drilling campaign in the county was again in the Maljamar area, where 18 oil wells were completed. The Maljamar Cooperative Repressuring Agreement affected 141 producing wells, and operations were a decided success, more than 85 per cent of the gas produced being returned to formation. The new oil field for Lea County was designated as the San Simon area although boundaries have not been established to date. Discovery well for this area was the Skelly Oil Company's State U. No. I, in theNE. NE. K of sec. 5, T.22 S.,R.ssE. This well was drilled to a total depth of 4183 ft. and plugged back to 4138 ft. after encountering bottom-hole water. Initial production was 124 bbl. per day on the pump. This oil is 37.4' gravity and has a sulphur content of I per cent. Productian is from Yates sand of Permian age. The Lynn area of southern Lea cbunty was extended 145 miles to the northwest

A general awakening of interest among mill men concerning the mechanical efficiencies of their crushing machines is evident from a perusal of the recent files of mining publications. Considering the large part of the power bill which must be debited to the crushing department, such interest is natural. When, however, the articles on the subject are read, the only statement upon which the writers agree is that fine grinding consumes a large amount of power, and that the machine which, from a concentration standpoint, offends as a slime producer is, for that reason, a serious offender in wasting power. When the mill man attempts to find a method for measuring the power wasted, or to compare the efficiency of one machine with that of another for the same work, he is confronted with a choice of methods which lead to conflicting results. There are two reasons why the work of crushing is not more generally understood. In the first place, experimental data are difficult to obtain; and in the second place, before these data can be put in general form certain assumptions must be made. A difference in these assumptions by different investigators has led to conflicting conclusions. This conflict has resulted in the proposal of two laws. The first of these is the so-called Rittinger's law, which is variously stated as follows: "The work of crushing is proportional to the reduction in diameter."—R. H. Richards: Ore Dressing, p. 304 (1903). "The work required to crush rock is very nearly proportional to the reciprocals of the diameters crushed to."—A. Del Mar: Engineering and Mining Journal, vol. xciv, No. 24, p. 1129 (Dec. 14, 1912). Enactment of Public Law 91-173 (Federal Coal Mine Health and Safety Act of 1969) has placed new responsibilities on the mining industry. The new law, aimed at eventually solving the problem of pneumoconiosis, sets new respirable dust standards at 2 mg per cu m. Techniques employed to date have been shown to lack total effectiveness in meeting the prescribed standards. Since it is possible that even the new standards will eventually have to be lowered to effectively attack the medical problem, the need for new and more reliable methods of assuring clean respirable air will intensity. This paper presents, in a preliminary manner, both the present technical capability and growth potential of cryogenic technology for supplying miners with clean breathing air. Work with two sizes of prototype supplied-air (cryogenic-liquid) respiratiors in Union Carbide's Fawn Coal mine, will be described. Other potentially fabricable systems will be discussed and a preliminary assessment made of the potential cost of introducing cryogenic air breathing systems in coal mine service.

If a democracy prepare done year and the war came later, all that it had one would have to bed one over. All that England has today in the way of effective armament has been invented, designed, made, and the crews trained since the war began, because the totalitarian aggressor introduced new types of equipment and new techniques.

Long range expansion plans begun in 1966 by The International Nickel Co. of Canada, producer of over 50% of the free world supply of the white metal, are so mammoth as to give rise to the speculation that something might have to burst at the seams. From an annual level of capital expenditure of $35 to $70 million, the company jumped in 1967 to $145 million in new capital investment and will come close to $200 million in 1968. Inco expects to spend $700 million in the next five years, beginning in 1968, for new mines and surface facilities in Canada. The program involves the opening of nine new mines within the next 3 1/2 years, expansion of producing mines, and construction of new plants and modernization and expansion of established ones to process the increased ore production. Beyond this, the company is committed deeply in developing new sources of nickel abroad. Any one of these new projects, if proven economic, would necessitate expenditures of about $100 million or more. For Inco, the economic strain was relieved without a rupture this spring when Henry S. Wingate, company chairman, reported' at the stockholders annual meeting that $150 million had been raised by the sale of bonds. This marked the first time in 32 years that the company had gone into debt.

In the early months of the year the price of Pennsylvania crude oil, $4.00 to $4.50 a barrel, was sufficiently high to cause operators to lay plans for rather extensive drilling opera-tions. But when, in August, the price dropped to $2.85 a barrel, there was no inducement for new work and drilling was curtailed. In spite of the curtailment, however, the combined production of the two states for the year showed a slight increase over 1923, the production being 8;859,000 bbl. in 1923, and 8,901,000 bbl.1 in 1924. The increased production was due entirely to. the continued development of flooding operations in the Bradford field, all other oilfields showing a decline for the year. TABLE 1. Natural gas in Pennsylvania is fast being recognized at its true worth and the increased prices allowed 'the gas companies for their product induced quite a bit of new work. The relative importance of natural gas compared with manufactured gas is shown in Table 2.2

During the year 1936 improvement in the oil industry in Kentucky continued at about the same rate as shown by that of the year 1935 over the year 1934. The development of several new pools in western Kentucky and the increase in the application of repressuring methods to the old fields of eastern and to a lesser extent of western Kentucky increased the total production to 5,481,227 bbl., as compared to 5,175,054 produced in 1935. The principle sources of this increased production are the Livermore field and the new Bates Knob field in McLean County, in western Kentucky, and the result of repressuring operations in the " Corniferous" pools of Lee, Powell, Wolfe, Morgan and Estill Counties and the "Weir" sand (of Mississippian age) fields of Magoffin, Lawrence and Johnson Counties in northeastern Kentucky. The last named fields have a producing sand especially adaptable to these methods. Drilling No new fields were opened in eastern Kentucky during the year. All new drilling was codned to pressure wells and new oil wells to complete patterns around the intake wells. Owing to the relatively low "initial" or flush production of the wells in this section—even though the ultimate recovery per acre is as large—higher prices for crude will have to prevail before extensive search for new fields is begun; as in northwestern Kentucky, where active exploratory work has been carried on as in the several preceding years, resulting in numerous new and prolific, although comparatively small fields. In this section approximately 500 new oil wells drilled in the Owensboro field, embracing several pools in Ohio, Hancock, Daviess, McLean, Henderson, Webster and Nuhlenberg Counties in the northwestern part of the state. The total oil production for this field during 1936 exceeded by many thousand barrels the 2,821,722 bbl. produced in 1935. In these fields the producing sands range from the middle Missis-

It has recently become fashionable to talk about the new life for old "King Coal," and how we will have to double or even triple our coal production by 1985, or how the US will become energy-independent by 1980. Since coal represents over 80% of our proven energy reserve, the nation will turn to coal as a savior in our time of energy crisis, so goes the argument.

This camp is just now startled by the alarming suggestion that unless there shall speedily be an appreciation in the value of silver, and a decrease in the cost of salt, it will be prudent business policy to close the Alice mines and mills until the conditions of production are more favorable. Such an event would be a great blow to the prosperity of Butte. It would throw some hundreds of men out of employment, and it might lead to the adoption of the same policy by other companies, which, like the Alice, have not been able to pay dividends to their shareholders for a long time. The question arises, and becomes emphatic: If, under the present adverse conditions, the mines and mills cannot be made to pay a proper profit, why should they continue to be worked ? The owners mentally ask: Shall we go on exhausting our mines, pouring out a stream of silver for the maintenance of the community, and the support of the rail ways, or shall we husband our reserves, withdraw the miners from our slopes, and wait for more favorable conditions ? This is the impending question, and all concerned dread to meet and answer it. Let us briefly review the situation and forecast, if possible, what the solution of' the problem will be. It must be understood that the discussion does not include, or refer to, the immense copper-producing interests of the camp, which may or may not be upon a very much more satisfactory basis. It will be confined chiefly to the operations of the Alice company, sta tistics of which are at hand, without involving the other silver com panies in the conclusions beyond those inevitable from well-known facts, patent to all. There are at present in Butte and in its vicinity in the principal mills an aggregate of 290 stamps dropping upon silver-ores: Alice,...........80 stamps. H OWEVER extensively water-lines may be laid in the mine for fire fighting purposes, there are still, usually, points being worked temporarily, development, stoping or other work of a temporary or incidental nature where it is considered that the expense of laying fire-lines is not warranted. While the laying of water-lines in some sections of the mine may not be warranted, in most metal mines it is necessary to lay an air-line to all working places. In the mine of the United Verde Extension Mining Co., at Jerome, Ariz., advantage has been taken of this fact by providing a means of by-passing the water at the end of the water-line into the air-line in case an emergency arises. By this means the 2-in. air-line can be quickly converted into a water-line for fighting fire which might otherwise be beyond the reach of the water-lines.
