Without a doubt, the scope of China?s coal boom has been nonstop. Despite the world economic slowdown, China?s year-on-year gross domestic product (GDP) jumped 10.3 percent year-on-year in 2010, boosted by a faster than expected 9.8 percent expansion in the fourth [ ] quarter. And, the first quarter of 2011 expanded another 9.7 percent. According to a frequently cited statistic, the country is building two mid-sized coal plants each week. This amounts to a yearly increase equivalent to the entire power grid in the United Kingdom. China?s coal production was doubled in the last 10 years, from 1.044 Gt (1.15 billion st) in 1999 to 3.2 Gt (3.52 billion st) in 2010. This is 3.2 times the U.S. production (986 Mt or 1.085 billion st) and nearly half (46.3 percent) of the world?s total coal production (6.91 Gt or 7.6 billion st). This rapid increase of demand for coal has made China the world?s largest coal importer in 2009. With the economic situation improving, this trend is expected to continue.

The Leadville District has been a prominent metal producer since its discovery in 1860. Veins and replacement bodies both have contributed to district production. The latter have been the major metal sources and are hosted within the Paleozoic Leadville, Dyer, and Manitou Dolomites. Igneous bodies representing eight separate events cut the sedimentary section. The main intrusive complex within the district occurs in the Breece Hill area and was the thermal center about which the vein and replacement ores exhibit mineralogical zoning. Precious metal-pyrite-quartz veins (quartz Th= 422 to 469°C; salinity < 4.2 wt. percent eNaCI) occur within or peripheral to the Breece Hill Intrusive Complex, whereas base metal veins and replacement bodies extend from the complex margins outward as much as 2 mi. Pre-ore and post-ore igneous bodies occur, but Fragmental Porphyry dikes immediately post-date the ore event. The Fragmental Porphyry grades downward from a heterolithic breccia with rock-flour matrix to one with a dark, glassy, sulfide- and phenocryst-bearing matrix, commonly with quartz-feldspar porphyry selvages on the dike. Two types of replacement bodies are recognized in the district: 1) the Leadville-type (LTM), massive sulfide (> 60% sulfides) bodies with recoverable Zn, Pb, Ag, and Au, and 2) the Sherman-type (STM), sulfide bodies (low total sulfide) with barite, galena, sphalerite, argentian tetra.hedrite, and minor pyrite. The latter type occurs only within the Leadville Dolomite and is found throughout the Mosquito Range and extending into the Alma District. The Leadville-type replacement bodies are zoned with a pyritic margin and base metal core. Wallrock alteration and trace Pb-Zn dispersion are strongly developed in igneous wallrocks but are weakly developed in carbonate wallrocks. Cu:Zn, Ag:Zn, and Au:Fe ratios increase outward from the center to the margins of LTM. Some of the sulfide bodies are localized on earlier-formed magnetite skarns. Pyrrhotite, pyrite, and marcasite are the earliest formed sulfide phases while chalcopyrite, marmatite, and galena developed later. Tetrahedrite and electrum occur in vugs and fine veinlets cutting the sulfides. Late-stage barite, dolomite, and fluorite occur as minor phases. Pressure-corrected Th for quartz (375-410°C), sphalerite (374-387°C), barite (320-360°C), and dolomite (310-314°C) fluid inclusions with salinities < 5.2 wt. percent eNaCI characterize the fluid responsible for the formation of the Leadville-type orebodies. These values clearly demonstrate the high temperature and low salinity of the ore fluids. Sulfur isotope analyses for galena and barite from LTM are - 1.9 to + 0.9%o and 7.8%o, respectively. Proximity to feeder veins and favorable dolomite hosts are the principal controls on ore localization. The Sherman-type bodies are not internally zoned but commonly have host rock silicification near the orebody margin or in the footwall rocks adjacent to fluid flowpaths along faults. Early quartz, pyrite, dolomite, and white barite precede base metal-silver minerals which are followed by late quartz and golden barite. It is not clear whether the early quartz and the late quartz and barite are part of the STM-forming process. Fluid inclusion analyses yield trapping temperatures as follows: early quartz, 316-341 °C; barite, 264-347°C; low-iron sphalerite, 215-265°C; and late quartz, 260-278°C. All inclusion fluids have salinities < 8.1 wt. percent eNaCI. Sulfur isotope values for barite and galena from STM range from 13.2 to 24.00/00 (avg: 18.4%o) and -6.8 to -3.8%o (avg: -5.5o/00), respectively. A hydrothermal fluid d34SSS of about 15%o is needed in order for galena and barite in equilibrium to exhibit the observed sulfur isotope compositions. Equilibrium sulfur isotope fractionation between barite and galena indicates a 300°C temperature of deposition. Two separate hydrothermal events appear to have taken place to form the distinctive Leadville-type orebodies and those of the Sherman-type assemblage. The STM is known to be older than the LTM. The latter is likely mid-Tertiary in age, post-dating emplacement of the Johnson Gulch Porphyry. LTM is clearly related to meteoric leaching of sulfur and lead (and other metals) from the upper portions of the Breece Hill Stock. Fluids were transmitted along faults, bedding planes, and contacts, and cooled away from the intrusive complex. Early ore fluids were weakly acidic and developed argillic assemblages in the igneous rocks adjacent to the fluid conduits. Reaction/replacement of carbonate rocks occurred where fluids encountered dolomite, but rapid neutralization prevented any wide-spread alteration beyond the ore-carbonate host contact. Pressures based on sphalerite geobarometry and stratigraphic reconstruction were 1.0-1.2 Kb. The high temperatures of vein and replacement ore fluids indicate that chloride complexing was more effective in metal transport than bisulfide complexes. Cooling, dilution of ore fluids, and reaction with carbonate rocks were the major factors in LTM ore deposition. STM formed over wide expanses of the Leadville Dolomite terrain adjacent to (and possibly capping) the Sawatch uplift. Sedimentary sulfur was derived from Pennsylvanian evaporite-bearing sequences adjacent to the uplift. Ore leads are strongly radiogenic (J-type) and are compatible with a crustal-leaching model. Temperatures of ore formation are higher, and ore-fluid salinities are lower than Mississippi Valley-type ore fluids. Superimposed upon dark-gray, diagenetic Leadville Dolomite are several stages of hydrothermal dolomite regionally distributed astride intrusive centers of the Colorado Mineral Belt. The presence of these later dolomites argues for dolomitization and later ore deposition in response to an abnormal thermal gradient caused by emplacement of Laramide batholiths and their generation of convective flow of meteoric fluids.

The title of the paper which I have been asked to present is somewhat misleading it infers in fact that there is a definite coalbed height below which raps or canopies cannot be applied to electric face equipment. Although this may be so with regard to certain pieces of existing equipment under certain conditions, to date we do not have enough experience to determine this magic number. Therefore MESA is continuing to hold the line on the time frames stipulated in Section 75.1710-1 of the Mandatory Safety Standards - Underground Coal Mines, which at this point in time requires these protective structures in mining heights of 60 inches or more. In order to give you an idea why we are taking such a firm stand on this matter, I believe it is necessary to describe some of the background work that was done prior to promulgation of the regulations and to give a resume of our experience since the requirements have become effective. Initially MESA made field investigations of all underground mines to determine what the state of the art was in the use of cabs and canopies for protecting equip¬ment operators from falls of roof. These studies revealed that the application was basically in its infancy and what progress had been made was due to the impetus of the mine operators themselves. Manufacturers of electric face equip¬ment provided these structures only on the direct order from the mining company and built them to their specifications. In talking to the operators and the miners in mines where cabs or canopies were in use, it was the consensus that these structures did improve safety and that although originally there was some reluctance on the part; of the miners to work in the confines of a cab or canopy, mast would not work without them once they had been adapted to the equipment.

Production at Freeport Indonesia&apos;s Ertsberg open pit copper/gold mine started in 1972 at a rate of 7500 t/d. Mill throughput remained at that rate for a number of years until the discovery of the Ertsberg East (GBT) orebody. This discovery prompted three successive expansion stages from 1981 to 1988 that boosted production to 20,000 t/d. The discovery of the huge Grasberg porphyry copper deposit in 1988 launched a new era of much larger expansions. The first of these involved installation of a fourth primary mill in 1989 to bring production up to 32,000 t/d and was immediately followed by an expansion of the crushing and screening plant and the addition of a new south concentrator to bring production to 57,000 t/d in 1991. The addition of a primary ball mill and the changeout of the original Denver flotation cells in 1993 has served to optimize current production at a level of 66,000 t/d. A major expansion is now in progress. This includes construction of another new concentrator to house a SAG mill circuit and large Wemco flotation cells in an area created by the removal of 6,000,000t of glacial material. This current expansion, with a planned completion in 1995, will take production to 115,000 t/d. This paper describes the evolution of the Freeport Indonesia (FI) concentrator to-date and will then go into an in-depth discussion of the 66,000 and 115,000 t/d expansions.

The Mine Safety and Health Administration (MSHA) has received several reports of filters igniting when high-temperature disposable filters were used on non-cooled diesel exhaust systems in underground coal mines. Based on laboratory testing (to determine the ignition temperature of these filters, which were loaded in the field with diesel particulate matter, or DPM), MSHA determined a maximum safe operating temperature for high-temperature disposable filters. When the results of the laboratory filter ignition testing were reported to the Coal Diesel Partnership (comprised of members of the Coal Industry, Labor, NIOSH and MSHA) the Partnership charged NIOSH with investigating the safe use of high-temperature disposable filters. This paper reports on the design, fabrication and testing of a unique exhaust gas cooling device and the ability of this device to successfully lower filter inlet temperatures and thus reduce the potential for fires.

For the past 30 years there has been a gradual evolution of mechanical excavating systems in underground hard rock mining applications. This paper traces many of the tests of various tools and methods to break hard rock, up to the present. The tools include impact hammers, boring machines, disc on boom mining machines, disc on revolving wheels and drums, picks and drag bits on revolving hubs, rock splitters, slot cutting systems, and with customized explosives/powder mini-blasting. While the progress has been slow, successes are being achieved in hard rock and more opportunities exist today than ever before.

The concept for a Mine Escape Vehicle (MEV) is motivated by the desire to enable personnel to evacuate a mine rapidly as the first and most desirable response to any underground emergency. Under a NIOSH contract, Raytheon UTD developed a conceptual design for a vehicle that coal miners could use to facilitate their rapid exit from an underground coal mine in the case of emergency, including fire or explosion. The vehicle requirements include the capacity to provide life support functions for a number of miners, operate in an oxygen deficient, low or no visibility atmosphere, and travel at speeds faster than miners can walk out of the mine. To develop the MEV concept, three primary tasks were identified and executed. The first task focused on developing a realistic concept of operations (CONOPS) and associated high level vehicle requirements. The second task identified and evaluated currently available equipment and technologies that could be applied to address the CONOPS. The final task developed a design concept that integrated the identified components for the five (5) MEV sub-systems to provide the foundation for future detailed engineering design and prototype construction. The resulting MEV design concept is centered upon retrofitting existing mine personnel carrier chasses with available, mine-worthy equipment capable of addressing the MEV requirements. This approach offers a practical and economic avenue to prototype development and delivery with minimum lead-time and risk. Furthermore, by integrating familiar and available equipment into the design and CONOPS, the resulting Mine Escape Vehicles should also be more readily accepted by the mining industry.

Wollastonite is recognized as one of the most unique, non-metallic minerals in the world. Its history for use in industrial applications is recent compared to other minerals, however, its distinctive physical properties, such as acicular particle shape, and alkaline pH creates incorporation possibilities ranging from bowling balls to automotive fascia, from ceramic tiles to automotive brakes, and from thermal insulation board to industrial and trade sale coatings. Its future use will be impacted by the exploitation of deposits which will ensure maintenance of the acicularity and purity of this naturally occurring mineral. Additionally, closely held surface treatment technology will open up additional niches requiring highly engineered performance.

This discussion deals with the geology o£ the Tennessee-Kentucky ball clay deposits; their mineralogy and chemistry; methods of finding, mining and refining; and makes observations on reserves of and future prospects for these clays. Ball clays appear in ceramic formulas for manufacture of vitreous china sanitary-ware, electrical porcelains, floor and wall tile, dinnerware and artwares(l). This type of clay is used for refractory (2) and abrasive products(3), and as a suspending agent for ceramic glazes(4), engobes(5) and porcelain enamel slips(6). Although some ball clay is imported, probably 85-90 percent of ball clay used in the USA(7) is obtained from deposits in Weakley, Henry and Carroll Counties in Tennessee(8), and in adjacent Graves County, Kentucky(9). The term "ball", as applied to clay, probably derives from former mining practice in England whereby conveniently-sized blocks of clay were cut from moist clay beds by spading(10), The expression "ball" has no other technological significance. ASTM(11) defines ball clay as "a secondary clay, commonly characterized by the presence of organic matter, high plasticity, high dry strength, long vitrification range, and a light color when fired." This, and similar(12) definitions, applies to English ball clays but is not satisfactory for many American ball clays. Geology of the Tennessee-Kentucky Ball Clay Deposits Figure 1 shows that most commercial clay areas of the eastern United States lie near the edge of the Coastal Plain; a skew-shaped configuration of its landward boundary outlines the Mississippi Embayment(13), Near the apex of this basin a broad plain, with a rolling, Bullied topography(14), dips gently westward from the Tennessee River to bluffs at the edge of the Mississippi River flood plain.

The importance of geology in ore reserve estimation has been stated by several authors. King et, a1 (1982) reported that the geological factor was the key deficiency where serious weaknesses in ore reserve estimation appeared, especially in grade. The foundation for a successful mining operation is an ore reserve estimate that neither overstates nor understates the true situation as to tonnage and grade. Overestimation of reserves can have devastating economic results. Overestimation of tonnage may lead to wasting money on an overbuilt plant or worse yet, if grade is seriously overestimated also, to undertaking an operation that is doomed to economic failure from the outset. Understated ore reserves can result in building a plant that is smaller than optimum which may result in higher unit costs. At worst, understated tonnage of ore reserves can result in a missed opportunity for a profitable operation. Failure of the ore reserve estimator to properly take into account all geologic and allied factors pertaining to the deposit can result in an ore reserve estimate that is overstated either as to tonnage or grade or both. This paper will focus on these factors and will not discuss rules about distances above or below a drift that should be given a classification of proven or probable, etc. Each deposit has its own particular characteristics which often require modification of general rules for defining limits of proven and probable ore blocks that work satisfactorily in another deposit. A number of references are included which discuss some of these problems. Definitions of ore reserve classifications and an illustration are given in the Appendix.

Most of the production of copper in the United States comes from a few large companies. Often overlooked, however, are the more numerous small mining operations, which collectively produce a significant portion of the nation&apos;s copper. The objective of this paper is to describe the operations of a small mining company - Ranchers Exploration and Development Corporation - how it views its place in this industry of giants, how it exploits the advantages offered by its relatively small size, and how it protects itself from the hazards being small introduces. Environment is, of course, a critical factor for such a company because it does not have the resources which help large companies weather periods of financial stress. Ideally, this environment is characterized by a heal thy economy, strong product demand, relatively stable prices , adequate grades and tonnages of ore commensurate with depth and over-burden, ready access to utilities, a dependable labor pool, and suitable technical "know how". When the environment is right, properties which were previously uneconomical to operate attract the attention of companies whose primary interest is a return on investment commensurate with risk over a reasonable period of time. Naturally, the amount of the investment and the duration of operation determines the size of the company which would be interested in such a venture. Such is the case with Ranchers Bluebird Mine at Miami, Arizona - a small property operated by a small company in a favorable economic environment.

An industrial minerals review involves an attempt to assemble field and statistical data which are obscure, elusive and incomplete. Often, when me statistical data are available, combining or lumping of commodity values conceals the value of specific items. Personal knowledge of the minerals known to occur in the area of concern, combined with whatever available published data may be compiled, together with careful use of several extrapolation methods, may yield an acceptable summary review of the industry. However, it is particularly hazardous to speculate on future trends and economic aspects because of the many unpredictable variables which may affect the industrial minerals business. Among these variables are the effects of diverse geological conditions, the impact of technological changes (including new uses for minerals not formerly considered industrial types), changing socio-economic factors (including growing environmental controversy), use of substitutes and even recycling of some of the industrial minerals (for example, building materials, lime, etc.). My main objectives are to reveal, as accurately as I can, the state of the in¬dustrial minerals situation, and the effects of possible future developments on this industry in Idaho. Where the words...industrial-tyke minerals, .are used in this discussion, reference is made to selected metallic and nonmetallic minerals and related materials, as well as rock (Table I). Industrial minerals known to be present in Idaho may be listed under general use categories as in Table 1. Some of these commodities are being marketed, have been marketed in the past, or occur in potentially marketable quantities. Mineral fuels are neither mentioned, nor are they considered important in Idaho. Based upon our present knowledge and lack of known, economically valuable occurrences of these commodities, they are considered insignificant (Idaho Bur. Mines and Geology, 1964). "INTRODUCTION Project Background The U.S. Army Corps of Engineers (USACE)/Port Authority of New York & New Jersey (PANYNJ), as part of their New York and New Jersey Harbor Deepening Project, will dredge this shipping channel to a depth of 16.5 m below mean low water (MLW). By deepening the channel, the new generation of larger, “post-panamax” container ships coming to U.S. waters as a result of the expansion of Panama Canal can be accommodated in local marine terminals, helping to retain the nearly 300,000 jobs and $12 billion in annual wages the PANYNJ provides to the region. The existing siphons are situated at a depth that could be compromised by the planned dredging of the channel (nycedc.com). The purpose of this project is to build a new 1.83 m diameter water main inside a 3.66m diameter tunnel replacing the two existing siphons in order to provide the necessary backup water supply to Staten Island across the Anchorage Channel within the Upper New York Bay from Brooklyn. The proposed tunnel is approximately 2.9 km long and at a depth of at least 26 m below MLW. The project is funded jointly by New York City’s Department of Environmental Protection (NYCDEP) and PANYNJ and is managed by New York City Economic Development Corporation (NYCEDC). The contractor of the project is Tully/OHL JV, the designer is CDM/HMM JV, and the CM is LiRo/PB JV. History of New York City’s Soft Ground Tunneling The New York City area has a relatively long history of soft ground tunneling, commencing in the late 19th century. Construction of the first Hudson River tunnel crossings was begun (but not completed) in 1874 for the Hudson & Manhattan Railroad using compressed air supplying a shield. The work continued intermittently until the project finally opened for service in 1907. These 1.72km long tunnels (maximum depths of 29 m) are still in operation and now operated as the PATH Tunnels. They are approximately 5.5m diameter utilizing cast iron segments. The river bed consisted of primarily silt with shallow rock near the New York side. Air “leaks” occurred during the compressed air excavations resulting in some serious “blows” with water and soil entering the tunnel, including one incident with 20 deaths."

"How Wall Street Darling Molycorp Undermined the U.S. Economy, Degraded our National Security and Distorted the Global Economic Balance and How These Falsehoods Continue to be Promoted Even Today INTRODUCTION & SUMMARY In 2007 the Molycorp Mountain Pass rare earth mine was resurrected from its desert-grave in California by its then-owner Chevron Mining. Responding to elevated rare earth prices Chevron began processing on-site rare earth concentrates left over from past mining operations that were terminated in 1998i. Chinese demand had sparked what was being described as a commodities super-cycleii. Commodity prices were on the move. Wall Street smelled opportunity. In 2008 Goldman Sachs, Pegasus Partners, Resource Capital Funds, Traxys North America LLC and Carint Group LLC acquired the mining assets from Chevron. In an environment of ever-declining ethical standards and regulatory consequences the private capital group and their investment bankers would bring Molycorp to market. Molycorp, with its high powered investment banking team of Morgan Stanley and J.P. Morganiii, easily dominated the contest. Molycorp promoted itself, largely based on its past operating history and proven reserves, as the best company to challenge China’s monopoly control over the production of rare earths: a group of elements critical to most advanced technologies and U.S. defense systemsiv. Most of Wall Street’s hottest investment sectors were dependent on these materials: alternative energy, green technologies, computing, personal communications, advanced electronics and defense systems. By late 2010 there were dozens of prospective rare earth start-up ‘mining companies’ seeking capital. Eventually the number of prospective rare earth mining companies seeking capital exceeded 400, despite the reality that supply requirements of this market were disproportionally small when compared to other natural resource sectorsv. In the world of finance ‘smart money’ picks the winners. Consequently just twovi projects attracted nearly all of the capital (Molycorp and Lynas). Wall street picked Molycorpvii. This paper will primarily focus on Molycorp. By early 2010 the words “Molycorp” and “Rare Earths” electrified many people in the mining industry, most non-Chinese manufacturing technology companies, U.S. & allied defense contractors, technocrats in the U.S. national security community and eager investors across most of the world’s stock markets. It was the hottest story of the yearviii. The financial, technology and defense press coverage verged on euphoric: heaping fuel on fuel until the highly combustible Molycorp-pyre cast a long shadow over all of its rivalsix. When the IPO match was lit the spectacular flaming pyre sucked all of the oxygen out of the rare earth spacex. Molycorp was ranked the most lucrative IPO of 2010, resulting in record breaking profits to its private investors and massive returns for its early stock holding investors."

The behavior of non-sulphide gangue in chaloopyrite flotation circuits has been investigated. Plant and laboratory tests were carried out on five different ores, and linear relationships were found to exist between the rates of recovery of water and free nonsulphide gangue in the concentrates although there was evidence from pilot plant tests that these were linear approximations to parabolic curves over the limited regions which were observed. There was evidence that the free non-sulphide gangue enters the concentrate by hydraulic classification and a classification function has been proposed to define this behavior. This function is suitable for inclusion in a mathematical model of the process.

In 1997, Central Contra Costa Sanitary District undertook the design of the Martinez East Side Trunk Sewer Improvements Project. Microtunneling was specified for approximately 1,035 meters (3,400 feet) of 600-mm (24-inch)diameter pipeline to be installed through estuarine soil deposits (San Francisco Bay Mud) and alluvium beneath the congested city streets of downtown Martinez, California. Directional drilling was specified for approximately 275 meters (900feet) of 200-mm (8-inch) diameter pipeline in four separate segments to be drilled through bedrock within narrow utility easements between residential properties. This paper presents a case history for the design and construction of themicrotunneling and directional drilling aspects of the project.

Using powerful database management software, nested-field analysis and microanalysis of narratives have been made of West Virginia accident data, resulting in a new approach for targeting and prioritizing safety interventions by county, mine size, specific mine, job title, type injury, etc. and combinations of these parameters. The analyses have been useful in focusing training and discussion sessions on specific work problems, trends, conditions, and situations for targeted groups of miners. Application of the technique will be presented in this paper, along with comparisons of various mine performance measures.

The engineering company&apos;s participation in quality assurance in the mining industry is twofold. Not only must it have such a program to ensure the necessary high standards for its own design and construction of a minerals processing plant, but it is also responsible as the "engineer" for both the selection and the quality of purchased equipment which goes into that plant. It is in this latter role that the engineer finds the most difficulty, or controversy, since while it is relatively easy to control his own performance, this is not ncessarily so when dealing with companies, all with their own ideas or standards. The engineer has perhaps rather reluctantly become more involved with the quality assurance of purchased equipment. This is because he has been used to writing performance type specifications and expecting the equipment manufacturer to provide the degree of quality, and control of that quality, for the product to meet the specified operating conditions. However, this has sometimes placed the manufacturer in a difficult position since to remain competitive in today&apos;s market conditions, he cannot always insist on product improvements or options which may in the long run be vital to reliable operation of the equipment.

Pacific Rim markets for export coal already represent a larger market than the total tonnage imported into the European Community countries and they will continue to expand. The largest importers will continue to be in the sector comprising Japan, Korea, Hong Kong and Tai- wan. It is likely that the total Pacific Rim markets will reach 206 m.t.p.a. by 1990 and 290 m.t.p.a. by 2000, with the major growth in steam coal demand. Australia has an efficient coal industry, represents a stable long term source of supply and is favourably situated geographically to continue to be the largest single supply source.

Mining claims must have a discovery of a valuable mineral deposit to be valid. When required, a Federal government mineral examiner makes a determination of validity and recommendations thereof to authorized management officials. The examiner should show whether or not an existing mining operation, or a proposed operation have economic viability. This is accomplished through an analysis of legal entities, land status and use, geologic and mineralogic relationships, and mining, milling and processing techniques considered in an appropriate economic evaluation framework. A framework involves market and market entry studies, reserve analyses, all costs analysis, royalty buyouts, tax structure, discount rate of return, and escalation and risk factors. An income approach to value is then used by means of a simple or complex discounted cash flow (DCF) analysis to certify validity. Whether one claim is owned by a single miner, or hundreds of claims are owned by a large corporation, thorough, fair, consistent, and appropriate economic concepts should be applied by the mineral examiner.
