Over 10 percent of the United States of America or 41 percent of the Federal lands is managed by the Bureau of Land Management (BLM) as Public Lands. The mission is to manage the use of these lands and their resources. The way in which BLM carries out its mission is being refocused under the concepts of biodiversity and ecosystem-based management for the benefit of various human needs including environmental, social and economic values. The Bureau is developing methods to integrate the renewable and non-renewable resources programs into the concepts of biodiversity and ecosystem-based management. Exploration, development and extraction of energy or mineral resources on Public Lands are affected. The statements that following the next few pages are my personal views as a scientist (economic geologist -mining technologist) who is and has been involved for the last twenty years in the multiple-use management of Public Lands. They are not necessarily the position of the Bureau of Land Management, although much of the information on which I base my views comes from my experience with the BLM. The Bureau of Land Management (BLM) manages over 10 percent of the United States (270 million acres or 108 million hectares) which is 41 percent of the Federal Lands. Lands managed by BLM are known as Public Lands as opposed to the National Forest Lands which are Federal Land Policy and Management Act (FLPMA) of 1976 which in Sec. 102 states ??that it is the policy of the United States (7) ?that management be on the basis of multiple use and sustained yield??, the mission of the BLM is rapidly refocused under the concepts of biodiversity, ecosystems, and ecosystems-based management for the benefit of the environment, human needs and socio-economic values.

This paper will cover the problems confronting an owner when planning and estimating the cost of a proposed tunnel. Three factors are known: the length, size and the time allocated for the completion of the work. In general the difficulties encountered when driving a tunnel in California are the greatest at the lower elevations and in the Coast Range and are minimal in the Sierra Nevada mountains particularly in granitic formation. The writer will discuss the experience gained from observing the driving of about 120 miles of tunnel in California as well as the repairs of some tunnels. SIZE OF TUNNELS It is known that a small tunnel may be more costly to drive than one of somewhat larger dimensions. This fact was found to be true when a tunnel about 4,000 feet long was constructed to eliminate 7 miles of canal. The formation was lava so it was anticipated the ground would be self supporting because of the small bore. Actually the tunnel required support for most of its length and working conditions were poor. It became apparent that a larger size could have been driven at no additional cost and probably in less time. Climax byproduct-plant tailing assayed 0.019% WO3. Pilot-plant and laboratory tests were performed to investigate the possibility of recovering additional tungsten values from the byproduct-plant tailing. The methodology used in the study and the results of this investigation are discussed.

The formation of surface films on pyrite has been studied through electrochemical techniques of cyclic voltametry and AC impedance measurements. The characteristics of the surface films depend upon the conditions of oxidation and the source of pyrite. At potentials near 0.0 V, some pyrites have large values of polarization resistance showing a certain degree of passivity. Some pyrites show more passivation than the others, however. On oxidation, metastable phases of Fe(OH2) and Fe(OH3) form which transform to more stable 3 phases on aging. The growth of surface films near the corrosion potential of pyrite follows a linear kinetics which is attributed to a chemical (or an electrochemical) reaction as the rate determining step. The surface film is considered to be a hydroxide or an oxide rather than sulfur because the later is expected to be limited to a monolayer in alkaline solutions. This study has also demonstrated that AC impedance measurements can be used to study the growth characteristics of films at mineral/ solution interfaces.

Silicon oxynitride, Si2N20, has many of the intrinsic properties of a potential high temperature engineering ceramic material. Some of these properties are similar to those of silicon nitride, which has been more intensively studied. However, although silicon nitride ceramics are approaching a state of microstructural refinement for various engineering applications, silicon oxynitride has received little attention. This has been mainly due to a lack of an economical and reproducible method of producing pure crystalline Si2N2O. Several reports exist on the preparation of crystalline Si2N2O from SiO2 and Si3N4, yet very little kinetic data exist. Even less is known about the carbothermic reduction of SiO2 in a nitrogen atmosphere to produce Si2N2O. In this paper, a review of the properties and methods of preparing silicon oxynitride will be presented. In addition, results obtained by reactively sintering SiO2 and Si3N4 will be discussed. Dragados USA is constructing the LA Effluent Outfall Tunnel, a 7-mile, 18 ft internal diameter effluent discharge tunnel, utilizing a 21.6 ft (6.585 m) Herrenknecht Mixshield TBM. This paper highlights the means and methods used for TBM launch from a 55 ft diameter shaft excavated in wet with diaphragm wall support of excavation. This included SEM excavation of jet grout blocks for starter and tail tunnels, temporary concrete structures and steel installations, TBM sealing system, umbilical management for TBM hydraulic, electric and bentonite circuits as well as complex segment delivery logistics. The many launching challenges were overcome thanks to the innovative approaches from the project team.

The Jordan Phosphate Mines Company is one of the world's major phosphate rock and phosphatic fertilizers producers (the second largest phosphate rock exporter), with ore reserves exceeding 2 billion tonnes, mainly located in the Eshidiya area. The Eshidiya phosphate deposits, 120 km north-east of Aqaba, are of sedimentary origin (as are all phosphate ore in Jordan). Three exploitable beds (Al, A2, and A3) with variable content of P205, CaO, SiO2, etc., are processed in order to produce 68-70,73-75, and 75-77% TCP grades. The A3 bed, which is characterized as the most siliceous containing 40-48% TCP, requires physical beneficiation using wet scrubbing, screening, and desliming by hydrocylone, followed by anionic conventional flotation to achieve 75- 77% TCP grade. For the last 15 years extensive laboratory and pilot tests (including physical, chemical, and mineralogical studies) were carried out. After operating the industrial plant, certain modifications were deemed necessary to adjust the operational parameters and the final flowsheet, which was followed to obtain the targeted quantity and quality of concentrate.

An interactive mine planning system that employs recent advances in 3D computer graphics capabilities and 3D geologic modelling to aid with the tasks involved in producing dragline mine plans was developed. As well as offering large potential saving in the time required to carry out the planning tasks, the system offers immediate visual feedback to the planning engineer. This can greatly aid in the conceptual understanding of complex geology and mine plans. The package incorporates the generation of a three dimensional Gridded Seam Model (GSM) as the basis for the development of the geologic database. This modelling method is capable of accurately representing rugged topography and multiple coal seams, including folding and faulting. The GSM is then integrated with an interactive graphics mine planning system in order to develop one model and one database for the generation of the mine design, the depletion of the coal resources and the movement of spoil material. The gridded structure of the model also provides the foundation on which all mine and spoil pile volumes are calculated.

Strategic Data Planning (SDP) is an emerging technique for the analysis and design of information systems. This paper describes the use of strategic data planning in the formulation of a complete integrated set of mining technical systems for the Koolan Island iron ore mine. Applications covered include hydrogeology, geology, mine planning, surveying, quality control, laboratory and mine production recording. Koolan Island is 13 kilometres long and 5.5 kilometres wide at its widest point. Its sole industry is an open pit iron ore mine of 3 million tonnes annual capacity, owned and operated by BHP Minerals. Some of the production is used by BHP Steel International, but most is exported. The orebody is steeply dipping and is mined bench by bench. Outturn grades for run-of-mine product are iron 66.5%, silica 3.0%, alumina 1.0%. Computer systems are run on Data General equipment, currently an MV10000. Computer applications, which are shared across mine sites, are developed and maintained by BHP Information Systems in BHP's Melbourne Office.

Nearly 30 estimates of the minimum earth stress were obtained from hydraulic stimulation tests in 5 boreholes at depths varying from 0.6 to 4.3 km in jointed granitic rock near the Valles Caldera in New Mexico. This site is located within the transition between the Colorado Plateau and Basin and Range provinces. Stresses were determined from open hole hydraulic fracturing experiments conducted with water at pressures up to 48.3 MPa (surface). The virgin bottomhol e temperatures ranged up to 327°C. Pressure records show no evidence of rock breakdown, indicating injection into pre-existing joints. A typical pressure response consists of an early wellbore storage period followed by linear fracture flow, which then evolves into a steady pressure, fracture extension mode. Shut-in behavior is characterized by a sharp pressure drop followed by a more gradual decay. The minimum earth stress shows a general linear trend with depth, increasing with a gradient of 19 MPa/km. A low stress anomaly occurs from 2490 to 3100 m where the minimum stresses are as much as 28 MPa lower.

A mine collapse severs communication with trapped miners. Landlines are crushed and commercially available radios cannot penetrate hundreds of feet of dense, conductive earth without the use of regenerative repeaters that may also be crushed. This paper describes a proof-of-concept device that uses seismic P-waves, instead of radio waves, to allow communication of a code that represents prearranged messages, including the safe haven location identifier, number of people and air quality, from trapped miners to aboveground rescue units. The transmitter designed is about 0.03 m3 (1 ft3) in size and can broadcast for four hours from its 27-kg (60-lb) battery pack. The receiver consists of a geophone and a 2.5-kg (5.5- lb) signal conditioning unit attached to a laptop computer, which displays the communication signal in real time. Testing in a bituminous coal mine with an MSHA representative revealed the device was able to transmit through 271 m (890 ft) of overburden, at 0° and 12° from vertical, using 500 W of power.

A new super-large 100 m3 (3500 ft3) pneumatic mechanical flotation cell is now available to meet today's mineral processing challenges. Several innovative design concepts represent a marked departure from conventional flotation cell designs. The radial discharge from the pump action rotor and the overhung vane type stator is contained in a conical bottom round tank with no dead comers. Peripheral launders collect froth overflowing the entire circumference of the tank and these launders are of a hexagonal design permitting cells to be nested together in a honeycomb fashion. The mechanism drive is either a customized right angle gear reducer or a conventional Vee belt drive. Both drive systems are available with an optional variable frequency control system that permits infinite speed adjustment of the rotor in each flotation cell or group of cells. Results of side-by-side comparative testing between three major manufacturers of super-large pneumatic mechanical flotation cells are discussed. These results were obtained at a large copper concentrator in Chile during several weeks of commercial scale testing.

Coal is the nation's most abundant fossil energy resource. However, its use is limited because of the nature and amount of associated impurities, such as mineral matter, sulfur, trace elements, and moisture. The moderate-to high- sulfur content of many U.S. coals is of particular concern as current and newer, potentially more stringent, regulations require reduction in sulfur oxide emissions. Release of particulates, NOx, and other pollutants during the coal-use cycle is also of concern. The current practice of controlling sulfur oxide emissions in the major steps of the coal- use cycle is limited mainly to coal preparation by physical beneficiation and, to a smaller extent, to post-utilization cleanup (flue gas desulfurization). Approximately two-thirds of the coal from states east of the Mississippi river is physically cleaned, whereas only 15% to 20% of the operating boilers in the utility industry are equipped with scrubbers to desulfurize the flue gas (Henzel, 1988). Physical beneficiation methods can be very effective in removing mineral matter, including pyritic sulfur, from coal. These processes take advantage of the differences in physical proper- ties between coal and mineral matter to achieve the separation. In a typical physical cleaning operation, raw coal is crushed to about a 50-mm (2-inch) top size. It is then screened into coarse, intermediate, and fine sizes. Crushing the coal liberates some of the ash-forming minerals, including a portion of the sulfur that is not chemically bound to the coal. The per- centage of impurities freed from the coal matrix generally increases as the coal particle size decreases. The coarse- and intermediate-sized coals are typically subjected to a cleaning pro- cess based on differences in specific gravity between coal particles and the associated impurities. Such cleaning processes used include jigs, dense-medium baths, cyclone systems, and concentrating tables. The fine-sized (typically less than 0.5-mm) coal, if beneficiated, is typically cleaned using a froth flotation technique based on the differences in surface proper- ties between coal and its associated impurities. At fine sizes, greater cleaning potential exists because a greater portion of the impurities is released from the coal matrix. However, this potential is not fully realized owing to inefficiencies in separating fine particles using state- of-the-art flotation technology. Overall, current commercial coal preparation processes are estimated to remove up to 60% of the ash and 10% to 30% of the sulfur, depending on the coal characteristics, with product weight recoveries rang- ing from about 60% to 90% and thermal recoveries of about 85% to 98% (Versar, 1985; Science Applications International Corporation, 1987; Hoffman- Muntner Corporation, 1978). For many U.S. coals, grinding to sizes finer than those used in current coal preparation plants is required to liberate most of the physically bound impurities from the coal matrix. As noted, conventional coal-cleaning methods are not very effective at these fine sizes. Accordingly, the expanded use of domestic coal requires the development of advanced coal cleaning technologies that can provide economic performance while reducing environmental impacts. Program Goals and Objectives The overall goal of the U.S. Department of Energy (D0E)'s Coal Preparation Program is to provide the scientific and engineering knowledge base that industry can utilize to produce economically competitive and environmentally acceptable clean-coal products for introduction as market conditions warrant. The coal preparation process(es) should remove undesirable components from coal and improve its handling characteristics, thus making the product coal technically, as well as economically, viable as a competitor with petroleum-derived fuels and natural gas, and with alternative environmental control technologies. The coal preparation process must be applicable to a wide variety of bituminous and low-rank coals. The cleaning process should reduce the variability among clean-coal products from various raw coals, thus significantly increasing the range of potential end uses for each raw coal. Introduction Diesel-powered vehicles are used extensively in underground mines throughout North America. The bulk of the diesel vehicles found in underground mining operations are used for loading and ore haulage, as well as for transportation of personnel and supplies. Along with the advantages of using diesels underground is the disadvantage associated with diesel-tailpipe particulate-matter emissions (DPM). The concentration of DPM in the ambient air of US underground metal mines is not now regulated by the Federal Mine Safety and Health Administration (MSHA). However, recent studies have shown DPM to be mutagenic (National Institute of Occupational Safety and Health, 1988), and the American Conference of Governmental Industrial Hygienists (ACGIH) has recommended that the exposures of per¬sonnel to DPM be limited to an 8-hr time-weighted average concentration (threshold limit value or TLV) of 0.15 mg/m3 (Anon., 1995). The authors, while making measurements in a number of US underground mines that use diesel haulage equipment, found mine air DPM concentrations ranging from 0.2 to 2.36 Mg/M3 (McCawley and Cocalis, 1986; Watts et al., 1989; Cantrell et al., 1991; Haney, 1992; US Bureau of Mines, 1992; Watts, 1992; Watts et al., 1995). If the proposed DPM TLV were to be adopted as a permissible exposure limit (PEL) for US underground mines, the proposed limit of 0.15 mg/m3 PEL would be lower than any of the concentrations measured in the earlier studies and would represent more than a 15-fold reduction from the maximum 2.36 mg/m3 concentration. A 0.15 mg/m3 PEL would also represent a 4.5-fold reduction from the average 0.68 mg/m3 measured mine ambient air DPM concentration reported in this paper. Other diesel tailpipe emissions that are now regulated underground include carbon monoxide (CO), with a PEL of 50 ppm; nitrogen dioxide (NO,), with a PEL of 5 ppm; nitric oxide (NO), with a PEL of 25 ppm; and sulfur dioxide (SO,) with a PEL of 5 ppm. Because the concentrations of these gaseous pollutants and DPM are affected by the state-of-maintenance (Waytulonis,1992), it is important that a means be developed to measure emissions from engines that are now in service to determine when maintenance is needed. The current study was the result of an inquiry by mine¬maintenance personnel who had been receiving complaints about high concentrations of diesel soot (DPM) in mine headings from load-haul-dump (LHD) vehicle operators. Mine-maintenance personnel were searching for an objective test to determine if the diesel tailpipe particulate emitted was excessive. The mine was also evaluating electronically controlled, two-cycle, naturally aspirated, direct-injection diesel engines on some of their JCI (John-Clark Inc.) load-haul-dump (LHD) vehicles. These LHD vehicles were used to haul freshly blasted ore from mine headings to a feeder breaker. The feeder breaker breaks down the larger chunks and feeds the broken ore onto a conveyor. Michigan Technological University, in past studies, developed an emissions-measurement apparatus (EMA) ca¬pable of measuring diesel vehicle tailpipe pollutant concentrations (Chan et al., 1992; Chan et al., 1993; Carlson et al., 1994). At the time of the study reported here, most of the mine's LHD vehicles used a 12-cylinder, four-cycle, naturally aspirated prechamber diesel engine. The study was undertaken in cooperation with mine maintenance supervisors from late 1992 through July 1993. The objectives were to compare diesel exhaust emissions between the 6-cylinder, two-cycle, electronically controlled, direct-injected diesel engine and the 12-cylinder, four-cycle, prechamber diesel engine and to, then, use the data collected, in conjunction with mine ambient air measurements, to demonstrate the application of the "deterioration factor" (Chan et al., 1992), which is a measure of the state-of-maintenance of mine-vehicle engines that are now in service. The information would be used to identify vehicles that need maintenance to reduce emissions. Thoron daughter WL&apos;s measured by alpha-spectroscopy and the Kusnetz method are about one-half those of radon daughter WL&apos;s in a uranium mine in Canada.1 A diffusion model can account for the relative concentrations.l Since the Kusnetz technique is most widely used for measuring radon daughter WL&apos;s in uranium mines, a general procedure is derived to extend this method to measurement of WL&apos;s of radon and thoron daughters in air containing their mixtures. Coté P. and Townsend M.G., 1981. A procedure is also suggested for counting radon and thoron daughters by 3-channel [a]-spectroscopy. Errors in WL(Rn) are calculated for standard radon daughter counting procedures when a-decay of both thoron and radon daughters is attributed to radon daughters alone. Providing overall counting times are short, [<]30 min, these errors are generally small. The precision of ß -counting methods is also investigated. A portable 3-channel alpha spectrometer for measurement of radon and thoron daughters in uranium mines or homes is described, Carson D.W., 1979. The computer programs for analyzing the data to give, depending on the mode employed, some or all of the concentrations RaA, RaB, RaC, ThB, ThC and WL of radon and thoron daughters by alpha spectrometric, modified Kusnetz, Rolle and Tsivolglov methods are presented.(l) A commercial apparatus, based on the above prototype, incorporating a microprocessor and built under contract to EMR is now available.(2) A number of personal radiation dosimeters for miners are now being tested in mines. One of these is the CEA dosimeter which uses the track-etch film method, Duport P., Chapuis A.M. and Pradel J., 1979. An apparatus for rapid reading of track-etch films by the spark technique has been described previously, Cross W.G. and Thomasino L., 1970 and Huang V.F., 1975. We have developed such an apparatus for rapid semi-automatic reading of films exposed to radiation from mixtures of radon and thoron daughters in CEA dosimeters. The films used, Kodak LR 115 Type II Strippable, may be stripped rapidly and easily, for counting after irradiation and developing, by use of a special punch and suction technique. The method promises to provide an inexpensive and rapid technique for reading large quantities of personal dosimeter films. However, the present CEA dosimeter has faults in design, leading to a contamination problem. Those films that show contamination cannot be read by automatic means. A commercial apparatus based on the above prototype spark counter and built under contract to EMR is now available.3 1. These computer programs are available on request. 2. Construction of the Cerro Colorado on-off leach pad in northern Chile required about 3 Mm2 (32.3 million sq ft) of fill over an area of about 600,000 m2 (6.5 million sq ft) in irregular terrain with relief of up to 40 m (130 ft). Earthwork construction was completed in about six months using mine waste, placed in 4 to 6 m (13 to 20 ft) lifts with mine haul trucks. The lift thickness was reduced and the compactive effort increased in the upper 10 m (33 ft). This was done to develop a mat for additional resistance to possible differential settlements due to the modest density of the fill and dynamic (earthquake) conditions. A single 2-mm (80-mil) high-density polyethylene (HDPE) liner was used below the leach pads. This was protected from the loading and unloading equipment by bedding and cover systems. It consisted of screened sand, gravel and silt as the bedding and cover layers and a heel of screened gravel and primary crushed low-grade ore.

The compositions and natures of the materials charged to a blast furnace, as well as their respective distributions within the furnace, are known to int1uence furnace performance. However, fifteen years ago, there was little reason to believe that any significant variation of these parameters had been overlooked. Nor was there any particular reason to believe that olivine might be a particularly useful raw material for blast furnace applications.

Historically, this area produced gold and silver from many well-known vein deposits, like Tayoltita, Topia, and San Jose de Gracia. Modern exploration identified three categories of deposits: 1) low grade porphyry golds in shallow level dacite porphyries; 2) batholith-related deposits; and 3) those formed in volcanic sequences of Late Cretaceous to Late Tertiary. At least four porphyry golds have been identified, of which Metates is best known. These are formed by and within dacite porphyries, associated hydrothermal breccias and sometimes within surrounding metasediments. Their ages are from mid-Cretaceous to Early Tertiary. Precious metal deposits associated with batholiths occur as veins, contact haloes in metasediments or volcanics, skarns, tectonic breccias, hydrothermal tourmaline breccias, dacite dikes or as disseminated or stockwork deposits such as La Fortuna. Several new gold discoveries were made in older Early Tertiary Volcanic Sequences and in the younger Tertiary volcanics within prominent structures exceeding 3 to 5 km in lengths. Some of these are open-pittable but most have to be mined by underground methods.

The PMott MacDonaldlane Train Tunnel West Extension (PTTWE) Project at HartsfieldJackson Atlanta International Airport includes the extension of the existing automated people mover system and terminal renovations at the baggage claim station. To assist with design, pricing, and assessment of risk on this progressive design-build project, 3D design models were prepared to increase visibility into realities of construction. This paper will focus on the original intent of the models and explore the additional, unforeseen value they provided throughout the design and construction process.
