Mining is a capital- and labor-intensive business, and profitability often depends on the ability to squeeze maximum efficiency out of every piece of equipment to achieve safe production. This means keeping every mechanized drill, loader, truck and bulldozer operating at all times, and having a system to coordinate the movements of people and personnel. Mines often use wireless radios to connect equipment with management systems. But growth and changes in a mine?s profile over time can require upgrades to the wireless network. In its openpit gold mine near Carlin, NV, Newmont Mining Corp. has recently upgraded to microwave radio systems to increase bandwidth while maintaining round-the-clock uptime on its wireless network. For many of its operations around the world, Newmont uses Minestar, an operational control software system that allows administrators to dispatch equipment operators and use GPS to track the precise position of every piece of equipment in an operation. Each of the approximately 150 pieces of equipment at the mine has a radio on board. These radios connect to a network backbone that carries information between the equipment and the mine?s operations center. When traffic began to bog down on this network, Newmont upgraded to Exalt microwave backhaul systems to carry dispatch, inventory and control information throughout its operation.

Extensive exploration is being undertaken throughout the world in search for heavy minerals, particularly rutile and other titanium minerals. The federal government is sponsoring research involving rutile ores and recovery of stockpile-grade concentrates from domestic sources. Producers are being forced to turn to deposits with a heavy mineral content as low as 0.50% (essentially rutile and zircon). The North Carolina State University Minerals Research Laboratory investigated the possibilities of recovering heavy minerals from the amine tailings of the Texasgulf Inc.'s phosphate plant at Aurora, North Carolina. One laboratory beneficiation procedure using gravity, electrostatic and magnetic processes, resulted in the recovery of 78.7% of the heavy minerals in the amine tailings. Based on this percentage recovery and the present rate of phosphate mining, approximately 13,000 tons per year of heavy minerals (principally ilmenite and zircon) with a potential value of approximately $1,045,000 (1977) could be recovered. The economic potential for recovery of these heavy minerals appears to be favorable. A flotation procedure for up-grading the heavy minerals content in the amine tailings has been developed at the Laboratory, which could allow for concentration of heavy minerals and storing them in tailings area other than main tailings for future processing.

This study examined the potential of mixing rotary kiln fines (RK fines), a waste product generated when limestone is converted to lime (CaO), with acid producing mine waste to provide 1) short-term mitigation by neutralizing acid produced by iron sulfide oxidation and 2) long-term mitigation by facilitating the passivation of iron sulfide mineral surfaces. Five loadings of RK fines were mixed with 75 g of Duluth Complex rock to produce neutralization potential (NP) added: acid potential (AP) quotients of 0,0.11,0.22,0.66 and 1.1. The mixtures were subjected to wet-dry cycling laboratory testing for 585 weeks. The rock alone produced acidic drainage, with pH decreasing below 4 after about 20 weeks of reaction and ultimately reaching the approximate range of 3.3 to 3.5; sulfate release did not decrease over time. The RK fines elevated pH and inhibited sulfate release for time periods which increased with the mass of RK fines present. The pH of drainage from the 0.11 quotient (NP added1AP) loading decreased below 6.0 after 75 weeks of dissolution and decreased to 3.6 after 117 weeks, at which time the reactor was terminated. The duplicate 0.22 quotient loadings of RK fines decreased below 6.0 after 95 and 170 weeks. The former was terminated after 117 weeks, and the latter reached a minimum pH of 2.8 after 512 weeks. Drainage pH from the 0.66 quotient decreased below 6 after 581 weeks. For the drainages which acidified, the cumulative calcium release prior to pH decreasing below 6.0 was 92 to 103 percent of that initially present as calcium carbonateloxide in the RK fines. The pH of drainage from the 1.1 quotient typically remained above 8.0 throughout the period of record. Sulfate concentrations in the drainages decreased while the neutralizing fraction of the RK fines was present, but increased after this fraction was depleted.

Two flat-lying trona seams 3-to 3.5-m thick, approximately 10 m apart, and at depths of 250 m are mined by room-and-pillar at OCI's Big Island Mine in Wyoming. Continuous miners and a yielding pillar system have contributed to improvements in resource recovery and productivity. Long-term stability with minimal subsidence is needed for a large portion of the mine beneath the Green River channel. This was investigated by computer modeling in 1990. Although results of the study indicated good long-term stability, recommendations were made for stress determinations to verify the model. Stress determinations made in 1997 showed pillar stresses 10% to 20% higher than the model stresses, and barrier pillar stresses 10% to 15% lower. This implies that higher panel stresses will be transmitted from the upper to the lower seam. A stability evaluation of the lower seam is planned before two-seam mining to assess entry widths and support requirements.

"INTRODUCTION Tunnel Boring Machine (TBM) operations require the injection of material into the annular tail voids as the machine advances ahead of the segmental concrete lining. This annular gap is created because the cutting diameter of the TBM has to be larger than the outer diameter of the concrete segments of the tunnel lining. Fundamentally, the two basic types of annular grout are thick, concrete like mortars and thin, mobile, two-component grouts. While some European countries seem to still favor the concrete like mortars, from a global perspective it is now the two-component type grouts that dominate the industry. Two-component type grouts are comprised of an “A” component grout (typically cement, flyash, bentonite and a retarder/stabilizer) and a “B” component accelerator (sodium silicate or water glass as it is sometimes known). They are thus sometimes referred to as A/B type or bi-component grouts and were pioneered by the Japanese over 30 years ago. They offer a host of operational benefits over thick mortars, such as reduced settlement (Feddema et. al., 2001), effective penetration of the void space, with less energy, and reduced strain on the segmented linings (Robinson et. al., 2007). Two-component grouts are highly mobile and can be pumped many kilometers. The use of a retarder/stabilizer can also extend the shelf life of the “A” component grout for several days while the early strength of the accelerated grout stabilizes the ground and supports the segmental liner almost immediately. The batch plants that prepare the two-component grouts use one of two possible mixing methods for preparing the “A” component grout. The simplest plants use paddle type mixers and numerous tunnels worldwide have been successfully grouted using this technology. However, a superior type of mixer is available, namely the high shear colloidal mixer. Keller Colcrete successfully pioneered the development of the colloidal mixer back in 1937 and for over 75 years colloidal mixers have been internationally recognised as the most efficient method of mixing cement based grouts (Houlsby, 1990). These mixers are used in grout preparation for radioactive waste encapsulation, hydro dam grout curtains, soilcrete jet grouting, soil nailing, and numerous other geotechnical applications. In tunnelling, these mixers are also used for ground treatment, compensation grouting and for the preparation of bentonite lubrication for pipejacking. It has been only within the last decade however that these high-shear colloidal mixers have been adapted for use in the preparation of two-component grouts."

U. S. Steel's coal mining research activities are directed toward providing new or improved hardware and techniques to increase productivity or reduce cost. Because more than 80 percent of U. S. Steel's coal production is obtained from continuous miner sections, most of our research efforts are focused upon that mining system. Current and historical time study data show that our continuous miners only operate about 30 percent of the available face time. This limited equipment utilization is the result of the delays or interferences imposed by the non-coal-cutting phases of the continuous mining cycle. The most time consuming of these delays are: waiting-on-roof-support, tramming between alternate work locations, waiting-on-haulage-capacity, and in some mines waiting for excessive methane concentrations to clear. Because waiting on roof support is our most time consuming delay, several programs are underway simultaneously to address this problem. In one of these we are developing a patented microprocessor-based control method and apparatus to improve roof drilling performance. This increase is attained by using the microprocessor to adjust electrohydraulic valves which control drill thrust and rotation speed. The microprocessor is designed to continuously search for an optimum combination of thrust and drill rpm to maximize penetration rate at all times.

Editor’s note: This is the first of two MINING ENGINEERING articles about the Grasberg deposit. The second, focusing on open pit mine development, will appear in the April issue of the magazine. The Grasberg porphyry copper-gold deposit of Freeport Indonesia Inc. lies within the Ertsberg Mineral District in central Irian Jaya, Indonesia. The Grasberg deposit was discovered during a drilling campaign initiated in the mid-1980s. Production at the open pit de- posit commenced in December 1989. The Grasberg copper-gold ore body is contained within a young igneous complex of dioritic composition that intrudes limestones of the Tertiary New Guinea Group. Alteration is typical of porphyry copper deposits worldwide except that higher grade primary chalcopyrite with significant gold values is associated with a centrally located zone of strong quartz stockwork. Irian Jaya comprises the western half of the island of New Guinea. The Ertsberg District lies 70 km (43 miles) inland from the Arafura Sea at an altitudeof3500 to45OOm (11,480to 14,764 ft). It straddles the Papuan fold belt. This belt forms the east-west trending chain of mountains that extend the entire length of New Guinea and is the site of numerous mineral districts.

During Hurricane Harvey over 60% of the 39 WWTPs, including the low-lying 25 MGD Sims North WWTP, and one third of the 382 lift stations owned and operated by the City of Houston were flooded resulting in extensive facility damage, loss of service and uncontrolled release of untreated wastewater into bayous and creeks. In response, the City has embarked on an effort to improve system resiliency by consolidating at-risk facilities with a network of deep sewer tunnels. These tunnels will provide secondary benefits to the collection system of augmenting the capacity of the existing 6,000 miles of sewer mains and lowering the collection system profile in poor performing areas. Investigations on the cost to mitigate the flood damages by raising the liquid stream processes at the Sims North WWTP is estimated at nearly $450 million. Instead of spending $450 million to raise the plant, the funds will be directed to providing a more robust and resilient wastewater system for the Sims basin area of Houston. The backbone of this new system is a 4.5-mile-long, 110 inch diameter deep gravity sewer tunnel that will convert a system heavily reliant on distributed lift stations to a majority gravity system with a deep consolidated lift station at the Sims South WWTP. This will also allow the City to address the flood prone infrastructure at Sims North and consolidate its operations into a single permitted outfall for this collection system. This approach is the outcome of a team effort focused on maximizing system resiliency and sustainability for the next 100 years. By thinking outside the box, the City of Houston will not only mitigate the flooding risk at Sims North WWTP, but also solve regulatory and operational challenges throughout the sewershed and deliver a winwin on multiple levels.

13.1 INTRODUCTION Cyanide is, a generic term indicating the presence of the cyanide ion (CN-). Cyanide is a very common, naturally occurring compound produced by many biochemical reactions. Many plant species synthesize organic compounds which contain cyanide in the form of cyanogenic glycosides (Knowles, 1976). For example, trace amounts of cyanide are present in the seeds and leaves of many members of the Rosaceae (rose) family (Kingsbury, 1964). Many common items such as lettuce, maize, sweet potatoes, kidney beans, (Oke, 1969) almonds, and cigarette smoke contain cyanide. As examples, a recent chemical analysis of chocolate-covered almonds measured a total cyanide content of about two ppm (Steffen Robertson and Kirsten, 1987); and the U.S. Surgeon General (U.S. Department of Health, 1964) has shown that cigarette smoke contains up to 1,600 ppm total cyanide. The chemistry of cyanide solutions is complicated because the cyanide ion forms compounds and complexes with many elements. Some cyanide species are highly toxic whereas others are relatively inert and harmless. Molecular hydrogen cyanide (HCN) is the most toxic form of cyanide. Under most conditions, HCN exists as a gas which readily dissipates or reacts with the environment to form less toxic or nontoxic forms of cyanide. Thus HCN is an ephemeral toxin, and many naturally occurring geochemical processes reduce the HCN concentration of a heap system with time. As discussed below, free cyanide includes the two species, ionic cyanide (CN-) and molecular hydrogen cyanide. Free-cyanide toxicity in man, mammal s, and aquatic species is we1 1 documented (Doudoroff, 1976; Ecological Analysts, 1979; Towill et al., 1978). The lethal doses reported for human adults vary with the type of exposure as follows: • One to three mg/kg body weight if ingested; • One hundred to 300 ppm if inhaled; and • One hundred mg/kg of body weight if absorbed. Acute toxicity of free cyanide to freshwater invertebrates ranges from 0.028 to 2.295 mg/l, depending on species and test conditions. Generally, free-cyanide concentrations greater than 0.1 mg/l are expected to kill sensitive species in freshwater or marine environments (Doudoroff, 1976;

Disc Cutter Wear is influenced by several geological and technical factors and excessive wear can have a major impact on the excavation efficiency of Tunnel Boring Machines (TBM). Disc cutter replacement events cause a disruption to the construction schedule and costs, and should be minimized throughout the project to the extent possible. A well-executed cutterhead inspection and maintenance plan can help mitigate abrupt cutterhead interventions and reduce its effect on project schedule and cost. This paper examines cutterhead inspection and disc cutter replacement events as well as subsequent wear data recorded in the first 7km of the 10.3 km long, 6.3 m diameter Coxwell Sanitary Bypass Tunnel (CBT) project in Toronto, Ontario. The CBT alignment is mainly through Georgian Bay Formation shale.

The author has known Professor Wadsworth since the 1960s, when interest in the application of microbial technology for metallurgical processes was beginning its rapid rise. The development of bioleaching and mineral biooxidation was advanced, in part, by Wadsworth's belief in the potential for its application, as well as by his numerous contributions to the understanding of the fundamentals of hydro-metallurgy. Wadsworth is recognized for fostering research and development of the field and adding credibility to microbiological-based metallurgical processes, now often referred to as biohydrometallurgy. This Wadsworth Award is recognition of the field of biohy-drometallurgy. It is an honor to serve as a representative for all those individuals involved in research and commercial development of this technology. Modern commercial application of biohydromctallurgy began with the bioleaching of copper from submarginal-grade. run-of-mine material. Kennecott Copper successfully developed this process in the 1950s at the Bingham Canyon Mine in Utah. Other mining operations around the world followed Kennecott's lead. Today, dump bioleaching remains a very low-cost process for scavenging copper from rock that cannot be economically processed by any other method. Despite the commercial success of dump bioleaching, little effort has been made to enhance the micro Biological component of this leach process. Expansion of biohydro metallurgy into recovery of other metals did not occur until the mid-1980s, when the first commercial plant for the pretreatment of refractory gold-bearing concentrate was commissioned at the Fairview operation in south Africa. Now, processes for copper bioleaching and refractory gold pretreatment are engineered specifically to promote the activity of the microorganisms. This paper reviews the current state of commercial applications of biohydrometallurgy. It examines potential future developments and portrays the role of the microbiologist in facilitating continued growth and commercial acceptance of the technology. The commercia1 examples in this paper illustrate the expansion of microbial processing in the mining industry during the last 20 years. The Tambomachay ore deposit (13°28'36.78"S, 71°57'35.98"W, about 6 km north of the town of Cuzco, Peru) consists of Cu hosted in arkosic red beds of the Kayra Formation (Lower Eocene). Bornite, chalcopyrite, chalcocite, covelite, digenite, malachite, and chrysocolla occur disseminated in thin layers and in veinlets. The occurrence of the copper ores in a part of the red bed sequence containing green reducing layers, the presence of organic matter in interstices between the hypogene sulfides, and the sulfur composition of the copper sulfides (δ34S values between -16.9 and -12.4‰ vs VCDT) pointing to bacterial sulfate reduction, are strong arguments to propose that mineralization was caused by copper-bearing oxidizing saline basinal fluids that precipitate copper sulfides when they meet reduced sulfur in an organic matter-rich horizon. Faults parallel to the regional Tambomachay Fault could have acted as feeders for oxidizing basinal copper-bearing fluids. Fluid migration was probably driven by tectonically-induced topography gradient. INTRODUCTION A number of red bed Cu occurrences are known in the Cuzco region in the early Eocene – early Oligocene San Jerónimo Group (Gregory, 1916; Carlotto et al., 1996, 2011; Loza et al., 2004). In the past, copper ores were extracted in several small-scale mines in the surroundings of Cuzco, including Tambomachay, Tipón, and Zurite in the Cusco province and Ushpa, Guilda, Giovanna, and Langui in the Sicuani Province. The abandoned Tambomachay Mine (13°28'36.78"S, 71°57'35.98"W), about 6 km to the north of the town of Cuzco (Romero et al., 2015; Salcedo et al., 2017, Fig. 1) was chosen as the main site for the present research aimed to better study the genesis of these copper occurrences. Results deriving from fieldwork, microscopic characterization of ore and host rock, and sulfur isotope determination suggest that the key factor for the genesis of the copper ores is that copper transported by oxidizing basinal fluids is trapped by reduced sulfur of bacteriogenic origin located in a part of the red bed sequence that shows intercalatins of green reduced horizons.

"The Confederation Line is phase one of Ottawa’s light rail transit, which consists of 13 stops and stations. The project’s center piece is a 2.5 kilometer (1.6 miles) long tunnel with three underground stations leading underneath downtown Ottawa and is constructed within feet of adjacent buildings. The downtown stations, Lyon and Parliament, are caverns approximately 16.5 m (54 ft) by 18 m (59 ft) in a horseshoe configuration constructed in rock, while the third station, Rideau, is approximately 22 m (72 ft) by 18 m (59 ft) in an oval configuration and constructed in mixed ground. The paper will discuss design decisions made early on in the project such as excavation method, unique construction sequencing, and equipment selection, and go on to include corresponding progress rates. The paper also documents design and construction challenges of large caverns in very close proximity to existing buildings and varying ground conditions. Finally, an overview of achieved construction milestones and a current construction progress will be presented. Station cavern excavation is expected to be completed in early 2016. INTRODUCTION The number of urban metro construction projects has certainly increased over the last decades. Cities are growing rapidly all over the planet and many are striving to keep up with the increased demand for public transportation. One of the most feasible types of inner-city transportation with the capacity for large quantities of passengers are metro (subway) systems. Still, large construction projects in dense urban areas often affect the city’s residents in mostly negative ways. During construction, residents face the obstacles of road closures, noise, dust, economic loss for businesses, and property value losses are common. In other words, individuals are directly affected by the way new infrastructures are planned, designed, built and operated. The tunneling industry offers unique opportunities of keeping these side effects to a minimum and possibly avoiding them all together. Although challenged by a variety of constraints (some of which will be discussed in this paper), urban tunneling applications offer a chance to keep cities environmentally, economically, socially, and culturally sound during construction."

Nearly all of the sulphur produced in the world today is converted to sulphuric acid and 49 % is used in the manufacture of fertilizers. In the last few years we have seen the beginning of another chapter in the volatile history of sulphur as the severe shortage of 1963:-67 has been transformed into present-day surplus. Prospects for further aggravation of this situation in the years ahead seem assured. In 1970, western world production showed a rate of increase of 4 -5%, which 1S somewhat less than that of 8% for the period 1963-1967. The rate of growth of consumption dropped considerably in 1968 when the demands of the fertilizer industry fell. During the same period of time, wide-spread demands have been set in motion for a clean environment which indicates that a fundamental change in sulphur supply, demand, and even sources, is likely to result from this upheaval. The sale of sulphur by Poland to the western world has increased and for 1970 was estimated at over one million metric tons. In the next few years, increase in Canadian sulphur supply will stern from two sources;

An asbestos substitute is any material that replaces asbestos in a commercial product. There are many asbestos substitutes, each with its own unique physical and chemical properties. Substitutes can be inorganic or organic, fibrous or nonfibrous, and natural or synthetic. They also can be used as a direct substitute for asbestos or as a replacement product. Probably in no other field is the diversity of substitute materials so great. The concept of asbestos substitutes is not new. The first major effort to develop asbestos substitutes was undertaken by the federal government. The United States has always been dependent on foreign sources for strategic-grade asbestos, and during World War II, the government was concerned that these supplies would be cut off. Strategic-grade asbestos was critical in many electrical and thermal insulation applications (electrical insulation, battery plate separators, flame-proof boards, insulation for rocket components, etc.). A reliable supply of nonstrategic-grade asbestos also was required for general civilian and military applications, such as in brakes, clutches, and construction materials. The government not only initiated a major search for deposits containing strategic-grade asbestos, it also funded research on synthesizing asbestos in the laboratory and developing products that did not contain strategic- grade asbestos. These efforts, as well as those conducted by the private sector, generally were unsuccessful. In the late 1960s and early 1970s, a second major effort to develop asbestos substitutes began because the general public was concerned about the health threat posed by the release of asbestos fibers during the manufacture, use, repair, and disposal of asbestos-containing products. Strict regulations covering the mining and manufacturing sector already had been enacted because of the issue of occupational exposure. The issue then became environmental exposures. Environmental regulations were enacted, and through time they became more strict. The combination of increasingly strict environmental regulation, maturing of some asbestos markets, and liability issues prompted many manufacturers to discontinue asbestos product lines or search for asbestos substitutes. As a result, asbestos usage dramatically declined from the 1970s to the present (Table 1).

Energy Developments Ltd. (EDL) has developed power plants at two Australian coal mines that featuring 94 gas-fueled Caterpillar G3516 engine/generator sets. They will convert to electricity 145 kt/a (160,000 stpy) of coal-seam methane gas for sale to a local utility. The $100-million project will cut the sites' methane emissions in half, provide a low-cost energy source and offset mine operating costs. The project began in May 1995. It is located at the Appin and Tower longwall underground mines, 80 km (50 miles) south of Sydney in New South Wales. The installation is one of the first to capture coal-seam gas from mine ventilation air and gas drainage systems. Coal- seam gas contains 40% to 60% methane, which fluctuates constantly. The system is expected to convert 578,000 m3/d (20.4 million cu ft/d) of coal-seam gas to 94 MW. It will also reduce greenhouse gas emissions by 3.5 Mt/a (3.8 million stpy) of CO, equivalent emissions. The Appin and Tower mines each produce 2 Mtla (2.2 million stpy) of clean coking coal. They operate around the clock with about 400 workers per site. The mines are owned by BHP Steel, Collieries Division, which will share the revenues from energy sales. "Performing risk analyses on tunnel projects has become common place and on many projects it is required from an owner or regulatory perspective. After the project is planned, designed and constructed, the data concerning identified risks, assumptions, costs, probabilities and mitigations is generally long forgotten and buried in some file somewhere. A study was performed comparing predicted risks versus actual events on four recently constructed rock tunnel projects in New York, Ohio, Georgia and California. Probabilities and costs for selectively common risks on tunnel projects have been studied and re-evaluated. Conclusions are presented that can guide future projects and the veracity of the tunnel risk analyses performed. INTRODUCTION Tunneling is a risky business. More than ever, attention is being paid to the risks associated with tunneled facilities and implications on project or program cost and schedule. Questions about why tunneling projects notoriously exceed budget numbers abound. Evaluations in retrospect and going forward have focused on the wide breadth of inherent risks associated with tunneling. More and more, these risks are being identified, studied and managed to a higher degree. As more and more scrutiny pervades the industry, little value is being obtained and leveraged on future projects. The industry seems to be headed in a direction of making the same mistakes over and over. The notion of risk evaluation has been around for decades and received wide notoriety with the U.S. Space Program and ambitious projects in the energy industry such as hydropower and nuclear power in the 1960s and 1970s (Stewart and Melcher, 1997). This led to the evolution of tunnel risk analyses with more rigorous identification of the unique risks in tunneling projects impacting cost and schedule. As tunneling risks became more readily identified, more attention has been paid to the frequency and impact of the occurrences unique to tunneling (ITIG, 2012). Currently, few tunnel projects are being planned, designed or constructed without a formal risk register that identifies the risks, mitigates the risks and quantifies the probable impacts of risks that cannot be mitigated. The areas of application, the limitations imposed by water chemistry as well as the advantages and disadvantages in the use of limestone for the treatment of coal mine drainage have recently been described by the authors (1),(2), (3). The process has been demonstrated in continuous, full-scale operation to yield a treated water meeting specifications established by the Pennsylvania Sanitary Water Board and containing excess alkalinity. Their final pH levels are usually less than seven, a condition which avoids consumption of excess neutralization reagents, but which occurs with lime-based processes and results from unwanted side reactions. Operating experience has been cited by Calhoun (4) using ferric waters while others (5), (6), (7), (8), (11), have reported on related research efforts. Despite the advantages including ?the relative simplicity, and minimal costs of the process, there have been very limited industrial applications of mine drainage neutralization with limestone. Although any treatment of these waters may be considered as a temporary control measure (9), the lack of feasible, immediate alternatives, the extensive magnitude. of the waters and the high cost of treatment requires that optimum processes should be utilized and that operating experience in their use be developed as is feasible. In the mid-1970's a major new prospect was proved in a previously unworked region of North East Leicester- shire, United Kingdom. Preliminary estimates from borehole information showed over 500 million tonnes of recoverable reserves. A special Planning Team was set up, to co-ordinate the work for the two local Areas, South Nottinghamshire and South Midlands (management of production of the UK National Coal Board is organised in twelve such Areas). The team was led by one of the authors as Deputy Director, Mining, North East Leicestershire Prospect (NELP). The remit imposed by the National Coal Board was to analyse the possible options of number, location and eventual rates of output of shaft or drift access; to select a recommended alternative in the light of geological, mining, topographical and environmental considerations; and prepare submissions in accordance with standard Board practice on major projects - such submissions including detailed engineering design, financial appraisal, and full risk assessment. To assist the Planning Team, surface and underground consult- ant engineers were appointed to prepare feasibility studies of specific civil and engineering problems.

SCHEME DESIGN London’s Heathrow Airport, as the world’s busiest international airport, is missing one vital aspect - a dedicated rail link which connects directly to the city. All this is about to change with the construction of Heathrow Express - a fast, high quality rail service between the airport and the centre of London. It was recognised in the mid 1980s that if Heathrow was to accommodate the forecast growth in passenger numbers and the resulting increase in road traffic, a dedicated airport rail service would be vital. The main access into the centre of Heathrow is via a road tunnel with a direct link to the M4 motorway. The airport has introduced a number of traffic management schemes, but these can only achieve so much benefit. Growth in air passenger traffic is predicted to continue at an average of 4% per annum well into the next century and it was clear that significant investment was needed. Heathrow Express at a cost of over £350 million will provide this when it starts its service in June 1998. The business case for the scheme is based on a rider ship of around 15% of air passenger traffic. The initial Heathrow Express service will be based on four trains per hour, up to 8 car train lengths, providing a high speed non-stop service between the airport and central London in just 16 minutes. Initially a joint venture between the British Railways Board and Heathrow Airport, by mutual consent of the two parties, Heathrow Airport recently purchased the British Railways Board share making this one of the largest private sector rail projects currently under construction in the UK. Leaving Paddington, the main rail terminus in West London, Heathrow Express trains will travel 12 miles on the newly electrified line to airport junction, north of the airport. At this point they will leave the mainline to enter a 5 mile tunnel section that runs underneath the heart of the airport. The railway companies are responsible for track work, signalling and electrification of the 12 mile main line section including a grade separated junction over the main tracks for the Great Western Railway which links London and South Wales.
