"INTRODUCTION Successful management of megaprojects, meaning delivery within budget, on time and according to expectations, is a fundamental requirement. Many projects have been successful, some have not. This paper reviews megaprojects1, drawn from the author’s projects over the last 50 years, with “lessons-learned” and a summary of recommendations that, if implemented, would improve megaproject management and delivery. Characteristics of these projects are summarized – including outcomes related to key factors such as politics, management, organizational structure, contracting methods, cost estimates, risk and other elements. The projects include the Washington D.C. Metro, Boston Southwest Corridor, LA Metro, Toronto Rapid Transit Expansion Program, BART San Francisco, MARTA Atlanta, London Underground and the Washington State Highway megaprojects – including the SR520 Floating Bridge and the Alaskan Way tunnel. Other projects that illustrate successful, innovative management and contracting methods include the Madrid Metro (low-cost delivery), the Sydney Northside Storage tunnel (outturn cost, alliancing) and the Lake Mead tunnel (working in partnership, risk management). KEY ISSUES A characteristic of megaprojects is that their complexity increases exponentially with size (Reilly 2010, Galloway et al. 2012). These projects are very visible politically, have many stakeholders who must be satisfied and generally span many years and political election cycles. To be successful they must meet expectations, function efficiently, and be delivered under, at or close to budget and schedule. There is a widely-based perception that large, complex projects are always delivered late, over budget and with problems. Specific examples include projects such as Tren Urbano in Puerto Rico – $1.28 billion over initial budget (+133%), the Silver Line Transitway Project in Boston – $286 million over budget (+90%), the London Jubilee Line Transit Project – 2 years late and £1.4 billion (+67%) over budget, the Channel Tunnel Rail Project – £3.7 billion (+80%) over budget, Denmark’s Great Belt Link rail and road link (54% over budget), the 2003 Woodrow Wilson bridge tender in Virginia (72% over estimate) and Boston’s Central Artery Project – several billion (perhaps 100%) over what would have been a realistic initial budget and years late (Reilly 2001c, 2004a; Salvucci 2003)."

Current competitive demands on the process industries stimulate the need for improved operating efficiencies and compliance to stricter governmental regulations. Emerging information technologies allow narrowing the gap between management business objectives and the process control level. Benefits come from enhanced energy management, operating costs reduction, enhanced scheduling of activities, reduced quality giveaway, enhanced market driven production and enhanced decision making. Plant management systems integrate economic performance monitoring by controlling the business rather than just throughput and product quality. Sound business based decisions about how to operate the plant can be achieved by adequate dynamic performance monitoring at the plant level and the enforcement of the desired targets at the process control level. This paper describes some of the key requirements to implement a process management system to meet stricter process performance standards. Extensions are made to facilitate conforming with regulations established by various governmental and industry monitoring agencies.

Utah produces a wide variety of industrial rock and mineral commodities, valued in 1998 at $534 million (28 percent of the total non-fuel mineral production of Utah). Major commodities produced in 1998 include: halite; potash and magnesium chloride; Portland cement; sand and gravel; car- bonates including lime, limestone, and dolomite; phosphate; crushed stone; clays; perlite; gypsum; and sulfur and sulfuric acid. Commodities produced in lesser amounts include: diatomite; pumice; silica; lightweight aggregate; gemstones, ornamental stone, and mineral and fossil specimens; byproduct sulfur and sulfuric acid; silica; and building stone. The years 1993 through 1998 were a period of steady growth in industrial rock and mineral production. However, some commodities have grown much more rapidly than others. The robust western U.S. economy has stimulated production of construction-related commodities like sand and gravel, raw materials for Portland cement, lime, and building stone, resulting in exploration for raw materials, development of new quarries, and expansion of existing plants. Noteworthy specific developments include: (1) opening of new aggregate operations and buyouts of small aggregate operations by large national and international firms, (2) expansion of a lime operation and two cement plants, and (3) development of several new gypsum mines. The future of the industrial minerals industry in Utah looks promising despite a more restrictive regulatory environment and a growing anti-development attitude among its citizens. While Utah has become less pro-development than it was prior to the 1990s, it is still moderate compared to strongly anti-development states, so companies have some motivation to choose Utah in their strategic mineral development plans. As long as the western states' economies continue to grow, Utah's industrial minerals industry should thrive.

This paper describes the geology of the Kalamazoo copper orebody discovered in the course of an exploration project carried out by Quintana Minerals Corporation under the author's direction in an area immediately southwest of the San Manuel mine, Pinal County, Arizona. In the period 1943-1947, exploration projects were carried out in the San Manuel area by the U.S. Bureau of Mines and Magma Copper Company which resulted in the development of the San Manuel underground block-cave mine which is now in production at a rate of 41, 000 tons per day. Mining claims covering the area immediately west of the San Manuel orebody were staked in 1946 by Frank F. Salas, R. A. Buzan, H. G. Buzan, and W. C. Buzan of Mammoth, Arizona. These claims were optioned to Martha Purcell in 1946, and in the period of 1947-1958 seven churn drill holes ranging in depth from 1,400 to 2,950 feet were drilled by Mrs. Purcell. These holes did not intersect ore and no further deep exploration was attempted prior to the Quintana Minerals project which began in August, 1965, and which is described in this report. The Kalamazoo deposit is in Sections 3, 4, 9, and 10, T 9 S, R 16 E, Pinal County, Arizona, and it is reached by driving seven miles east from Oracle, Arizona (Figure 1) . The writer is indebted to Corbin J. Robertson and Ronald B. Thompson who participated in the exploration planning of this project and to a number of other individuals who contributed to its execution and management. Petrographic work by J. M. In past years, water drainage control in coal mines has been primarily directed on the basis of water quantity rather than quality. Due to the recent intense interest in total ecology and environment, emphasis has shifted to the point where the water exiting from a mining operation may be of better quality than when it enters. In most operations this has meant the use of treatment methods (neutralization) while the technology for the prevention of acid drainage is being developed or refined. To date, underground abatement of acid formation has generally been less expensive but also less effective than surface treatment of the mine water. It seems probable that total mine water pollution control will have to include both underground abatement and surface treatment methods. The general acid producing reaction involving the oxidation of pyrite - 2FeS2 (pyrite) + 702 + 2H20 ? 2Fe2S04 + 2H2SO4 - is well known, even though the individual steps are not clearly understood. The major implication of this reaction, that acid production can be eliminated by not allowing the contact of pyrite with free oxygen or water, has been well substantiated both in the laboratory (1,2) and in practice. (3) Underground abatement or control processes can be generally classified into two types: (1) the effective control or elimination of acid causing reactions within the mine, and/or (2) the reduction or prevention of water flow into and out of the mine. Recognizing the fact that these two types may be directly inter-related, this paper will, for the purposes of clarity and simplification, discuss each separately.

The planning, installation and commissioning of the first scheme of controlled recirculation of air flow in a section of coal mine in Great Britain is described, together with the proposals for a second installation. The work updates a previous paper (Robinson and Harrison, l986) on the subject. The special problems of ventilating the increasingly distant faces of the undersea mines in the North East Area of the British Coal Corporation are discussed and the alternative solutions stated. The advantages of using a system of controlled recirculation of air are proposed together with the safety features considered necessary. Design and installation details of the recirculation fans and a new booster fan are described.

CYCLING WITH CEMENT "THE WHEEL IS COME FULL CIRCLE" Shakespeare's King Lear Act V, Scene 3, Line 176 The time clock of the cement industry has been turned back to the early 1950s. After the trials and tribulations of the decade of the Sixties, the hands now stand where they did just over twenty years ago. Cement shipments have steadily increased, with a record 419 million barrel level (78.8 million tons) being reached last year. Plants are operating at average utilization rates in excess of 85 percent of rated capacity. The spread between supply and demand has narrowed to where a definite shortage of cement now exists within the industry. The notable and unfortunate difference between the two periods however is that, back then, cement's returns were a respectable 14 to 18 percent, whereas today they stand at less than half those levels. Insufficient return forms the present foundation of the U.S. cement industry. This lack is destined to have a cumulative effect. Just as the industry's balance between supply and demand is returning to favorable proportions, promising a period that has historically and now should generate those profit levels required to modernize and provide for capacity addition, cement instead finds itself frozen by federal price controls into the semi-depressed condition that has existed for over a decade and from which it was just starting to emerge. Capital is not attracted to continued low returns, and increasingly restrictive pollution control measures are necessitating great non-productive expenditures be made as definite costs to stay in business. Even a clouded crystal ball would reveal that additional cement plant closings can be expected.

Dawsonite bearing oil shale of Colorado's Green River Formation offers a unique and vast (6.5 billion tons of Al2O3) resource of easily extractable alumina. The processing methods required by the thermal reactions dawsonite and its oil shale carrier also require production of shale oil, soda ash, and nahcolite as marketable coproducts. These production methods are presented. The alumina production process is contrasted with the Bayer process to describe technical advantages of extraction of alumina from oil shale which may offset the problems associated with processing a relatively lean ore. While alumina production from oil shale requires development of new technology, the technical problems appear solvable. Only the political problems arising from the now onerous and completely unnecessary Federal oil-shale withdrawal appear less solvable.

Mine production systems (MPS) are characterized, more or less, by the following properties: uncertainty, subjectivity, impreciseness, polysemy, instability, indefiniteness and lack of data. From modern study aspect these MPS mathematically belong to the class of fuzzy systems. With this in mind, the usage of fuzzy sets is recommended as a methodology that treats impreciseness, indefiniteness and complexity of mine production systems in a satisfactory manner. Fuzzy modelling, discussed in this pa- per, is applied as a mathematical implement. The objective of the paper was to show production optimization in practice on the ex- ample of bauxite open pits where fuzzy linear programming (FLP) was used following the criterion per income. The variables in criterion function are linguistic variables while both variables and variable restrictions are presented by triangular fuzzy numbers (TFN). "The earliest known use of cobalt was to make blue glass in Mesopotamia before 2000 B.C.E. Since then, innovations across many diverse industrial sectors transformed cobalt into an essential commodity for contemporary society. The physical and chemical properties of the element cobalt and its alloys and compounds make them indispensable for a variety of applications, including aircraft engines, hybrid electric vehicles, machine tools, missile guidance systems, petroleum refining and smartphones. As a major industrialized nation, the United States is a leading consumer of cobalt and cobalt-containing products. However, with few exceptions, U.S. cobaltcontaining ore deposits are of low cobalt grade. Historically, U.S. cobalt mine and refinery output have not met domestic cobalt demand. As a result, U.S. cobalt chemical and alloy producers need to procure most of their cobalt from the international market, which can become susceptible to supply risk.The 1978 Cobalt Crisis illustrates supply risk. At that time, the Democratic Republic of the Congo (DRC) (then known as Zaire) was the world’s leading producer of mined and refined cobalt. An insurgent invasion of the country’s copper-cobalt mining region during a period of high cobalt demand and low producer inventories caused a temporary supply shortage in the international market. The monthly average cobalt spot price increased from $18/ kg ($8/lb) before the crisis to $99/kg ($45/lb) seven months later. The high price and concern about potential disruptions in supply prompted manufacturers to reduce or substitute for cobalt where possible, and encouraged increased recovery of cobalt from scrap. The DRC has regained its position as the leading producer of mined cobalt globally and continues to be characterized by high governance risks (U.S. Central Intelligence Agency, 2015; World Bank, undated). This article will present current and historical world cobalt production trends, which can help inform discussion about the variety of international supply chain risks consequential to its trade."

Hamersley Iron Pty. Limited, one of the world's largest iron ore producers, operates a 3.0 million tonne per year pelletizing facility at Dampier in Western Australia. The plant produces pellets for the export market using a blend of natural hematite fines from the Company's two mines at Tom Price and Paraburdoo. Processing includes fluidised-bed drying of the ore feed, open circuit dry grinding, disc balling and pellet induration in a travelling grate furnace of Dravo-Lurgi design.

The concentration of mineral slurries by conventional thickening devices is discussed. The role of additives on the compression of mineral slurries is also examined. Results for a range of flocculation conditions are presented. The compression of flocculated mineral slurries is found to be highly dependent on the fundamental particle-particle interaction forces and hence, the rheology of the particulate fluid. It is demonstrated that a detailed knowledge of the properties of both the mode of operation of the thickening device and of the solid/liquid interface is required for improvement in the rate and in particular, the extent of dewatering.

The Bushveld Complex of South Africa contains almost 90% of the world’s reserves of platinum group minerals (PGMs). In the flotation of PGMs, there are significant challenges arising from the need to treat ever-decreasing grades of the relevant ore deposits. The major challenge in the flotation of these ore bodies is the control and management of the gangue minerals, particularly silicates such as orthopyroxene and plagioclase feldspar which are often rimmed with talc which makes them naturally floatable. It has been shown that various polysaccharide depressants such as CMC and guar have different properties in terms of depressing the gangue minerals. Since the PGMs are often associated with sulphides, copper sulphate is widely used as an activator in PGM flotation but can inadvertently activate the gangue minerals and reduce the recovery of PtTe2 which accounts for up to 40% of the Pt in the Platreef ore body. Depressants also reduce the mass of solids reporting to the froth and can thus destabilize the froth. This effect on the froth can be mitigated by using higher frother dosages or water of higher ionic strength. In summary due care needs to be taken to carry out site test work to develop an optimum ratio of collector, frother, activator and depressant to ensure that the highest grades and recoveries of the PGEs are obtained while reducing depressant dosage as much as possible. Chromite recoveries can be reduced through the application of gravity separation or reducing entrainment through reduced water recovery. INTRODUCTION The Bushveld Complex located in the north of South Africa contains the world’s largest deposit of Platinum Group Minerals (PGMs) (1). The so-called upper Critical Zone of the Complex hosts the largest concentration of platinum group elements (PGEs) in the world. The Zone hosts the Upper Group Chromitite No.2 (UG2) reef and Merensky Reef as well as the Platreef mineralization of the northern limb of the Bushveld Complex. The Merensky pegmatoid Zone contains the base metal sulphide grains and associated PGMs. Of particular importance to the topic of this paper is the occurrence in these reefs of various gangue minerals. The Merensky Reef consists predominantly of orthopyroxene (~60%), plagioclase feldspar (~20%), pyroxene (~15%), phlogopite (5%) and occasional olivine. Secondary minerals such as talc, serpentine, chlorite and magnetite have widespread occurrence. Of these, talc is the only mineral to show significant natural floatability (2,3). Although present in small amounts talc is closely associated with pyroxene and imparts significant floatablity to the high concentrations of pyroxene present in these ores (4). The base metal sulphides consist predominantly of pyrrohtite (~40%), pentlandite (~30%) and chalcopyrite (~15%). The major platinum group minerals are cooperite (PtS), braggite [(Pt,Pd)NiS], sperrylite (PtAs2) and PGE alloys. The UG2 consists predominantly of chromite (between 60 – 90% by volume) with lesser silicate minerals (5 – 30% pyroxene and 1 – 10% plagioclase). Other minerals present in minor concentrations, can include silicates, oxides and base metal sulphides. Total PGE varies by locality but on average range between 4 and 7 g/t. The PGMs present in the UG2 Reef are highly variable, but generally the UG2 is characterised by PGE sulphides such as laurite (RuS2), cooperite (PtS) and braggite [(Pt,Pd)NiS. The base metal sulphides consist predominantly of chalcopyrite, pentlandite and pyrrhotite. The Platreef is located in the northern limb of the Bushveld Complex. This reef consists of a complex assemblage of rock types, with pyroxenites, serpentinites and calc-silicates being the most abundant. Base metal mineralization and platinum group element (PGE) concentrations are found to be highly irregular, both in value as well as in distribution. Personnel at Utah Copper Division's Bingham Canyon Mine use current computing technology to compile pertinent production statistics and mining plans. Within hours after the day's work has been completed, concise reports summarizing the previous day's production statistics, actual production vs. budget statistics, the location of shovels relevant to the mining plan, the performance of equipment, equipment next scheduled for maintenance, etc. are available at the terminals located throughout the mine. Also, engineering personnel us e computerized systems, directly from their offices, to assist them in the timely development of mining plans. Timely and concise reporting and planning capabilities such as these assist mine personnel in their efforts to review mining progress and equipment performance, and as such they are in a better position to detect adverse trends early and to seek appropriate resources or make changes in plans or practices.

The United States potash industry had its beginning in the early Colonial days. Potash was initially manufactured by leaching of hardwood ashes in large iron pots. Production of potash was recorded as early as 1631 in New Hampshire, and in Maine a few years later. According to the census of 1850, the production of potash was America's most thriving chemical industry and, at that time, 569 plants were reported producing potash from wood ashes. Interest in potash was so great prior to the 1800's that the very first United States patent, signed by George Washing- ton, was granted for the production of potash on July 31, 1790. A new era for the production of potash began when potash was discovered by the analysis from a brine well in 1839 near Stassfurt, Germany while exploring for salt. The predominant use of potash at that time was in the chemical industry rather than agriculture. The discovery, by Justice von Liebig in about 1858, that potash salt contributed greatly to the essential plant food in soil opened up an enormous potential market for a suitable potash material.

Geologists take the role of mine geologist when they apply their science to the design and operation of a specific minerals project. In doing so, they use the entire spectrum of procedures in economic geology and engineering geology to deal with a specific system of orebodies and associated environment. The objectives are established by stages in the life cycle of a mining operation as it goes from a prospect to a development project and on to a mine. This paper summarizes the elements of a mining geologist's role, with examples highlighted from the preceding papers.

The TRAC™ Program was developed to provide our clients with a mechanism that allows them to better manage site remedia­tion and closure costs. This program provides a fixed-price contract for site remediation and case closure and is well suited for large pro­jects with multiple PRPs, such as Superfund sites. Because Kvaerner is a large engineering/construction firm and not a consult­ing firm, we can offer this type of contracting mechanism that envi­ronmental consulting firms are hesitant or unable to provide. With TRAC™, Kvaerner assumes financial and technical responsibilities for carrying a site through the closure process for a fixed price. Liabilities carried on our client's balance sheet for site closure can be removed when they sign up forTRAC™. In many instances, a profit can be realized as the liability on the balance sheet may exceed our TRAC™ fixed-price cost to close the site. Bonds and other sureties securing the site can be released and set­tlement with other involved parties can be quickly reached. For a project to be considered for this program, it typically meets the following criteria: 1) The project site should be physically separated from other contaminated sites 2) A reasonable quantity of site investigation data must be avail­able including site-usage history with or without a projected fea­sibility study(ies) and/or remediation design 3) Access to perform all necessary work must be available. After a review of all site data, K vaerner develops a "risk menu" to manage financial risks. In this "menu", each compo­nent of the project is assigned a level of probability that the costs will occur. Then the base cost of each activity is "weighted" by multiplying the potential cost growth by the probability. This analysis assures that the financial risks are appropriately defined, weighted, and mitigated and a realistic fixed price is developed. Upon acceptance of our proposal and conclusion of contract negotiations, Kvaerner takes over future responsibility for clos­ing your site. This allows the client to: 4) Release reserves obligated on financial statements for the site (and potentially realize a profit if the TRAC™ fixed-price cost is less than our client's booked obligation) 5) Finalize cost settlement with other responsible parties, insur­ers, etc. 6) Redirect resources involved in the environmental manage­ment of the site 7) Cap legal and administrative costs In addition to performing the site cleanup and closure work, at our client's request we are able to: 8) conclude lease obligations for property 9) dispose of equipment and buildings

A majority of continuous mining machines employ a water spray system and a machine-mounted flooded-bed scrubber to suppress and capture dust during coal mining. These machine-mounted dust control systems must be designed to function within the localized face ventilation system at the mining section to control both dust and methane. Spray systems can impede or improve the scrubber effectiveness in controlling dust or methane at the mining face. Laboratory experiments were conducted to examine the effect of spray type, spray pressure, machine body blocking sprays and scrubber airflow on dust and gas levels, while using a 12.2-m (40-ft) exhaust ventilation curtain setback from the face. These experiments were conducted with the mining machine positioned at the end of a simulated 6.1-m (20-ft) sump and slab cut. Results indicate that the hollow cone nozzles with blocking sprays best complement the flooded-bed scrubber performance in an exhaust ventilation system. This external spray system notably reduced dust and gas levels on the off-curtain side of the mining machine for both the sump and slab cut compared to the flat spray nozzles. Higher scrubber airflows reduced dust and gas levels on the curtain side and in the return of the continuous mining machine. The remote operator position, located on the off-curtain side and parallel to the inlet end of the exhaust curtain, sustained the most stable and lowest dust levels around the mining machine.

The iron ore slimes (d80 ~ 50 µm) generated at Noamundi iron ore washing plant (TISCO), assaying 57% Fe, 4% Si02 and 8.3% A1203, have been subjected to hydrocyclone studies. The effects of different design and operating parameters have been studied to get a product suitable for subsequent use in the sinter mix. The studies indicate that it is possible to obtain a product containing 64% Fe, 1.4% Si02 and 3.5% A1203 with a recovery of 49% iron. The process involves classification followed by separation in a hydrocyclone. By this method, the overall yield of iron ore production in the plant is expected to increase by 8%. Microscopic examinations and X-ray diffraction studies were conducted to elucidate the mineralogy and liberation characteristics of Noamundi iron ore slimes. This paper deals with the findings of the investigations.
