"The South African ferrochrome industry has been faced with various challenges during the past few years, such as influences from the market, manpower strikes, China’s control over the demand for both ferrochrome and chrome ore from South Africa, and electricity supply constraints, placing increased pressure on the local industry to improve output in order to remain globally competitive. The year 2016 brought a dramatic change in the local ferrochrome industry, being marked by higher chrome ore prices and the takeover of some idle smelters.This study investigates the methods of technology acquisition used in various parts of the ferrochrome smelter value chain throughout a business cycle, and whether there is a preference for a specific acquisition in an explicit part of the value chain. The study also considers whether companies prefer to partner with local or global institutions for collaborative development, and the methods used by companies to protect their technologies.IntroductionSouth Africa holds the world’s largest chrome ore reserves and was the world’s largest producer of ferrochrome until 2012, when China became the leading ferrochromeproducing country. South Africa’s chrome ore (chromite) supply into the Chinese market has risen significantly from 36% of China’s total chrome ore imports in 2010 to more than 70% in 2016 (Fowkes, 2014; Creamer, 2017). China controls the demand for both ferrochrome and chrome ore from South Africa (Fowkes, 2014). China’s high import rate of chrome ore has resulted in ferrochrome prices being driven down and a depressed ferrochrome market. The South African industry meets the chrome ore demands but loses out on ferrochrome beneficiation.Furthermore, the local ferrochrome industry has been threatened with the overall poor competitiveness over the past few years, resulting in four of the eight producers ceasing operations at the beginning of 2016. Challenges experienced by the producers, some of which are directly linked to production costs, include influences from the market, productivity that was affected by wildcat strikes, China’s control over the demand for both ferrochrome and chrome ore, and electricity supply issues (Fowkes, 2014, 2013; Biermann, Cromarty, and Dawson, 2012). Ferrochrome production is energy-intensive and South African producers have faced higher electricity costs, electricity supply complications, and a weaker currency exchange rate since 2009."

MINUTES OF THE PREVIOUSGENERALMEETING As the Minutes of the General Meeting held on June 18, 1969 had not yet been published in the Journal, the Chairman moved that their adoption and the discussion thereof be deferred to the next General Meeting. This motion was adopted unanimously. CHAIRMAN'S ANNUAL REPORT 1968/69 At Mr Kirchner's request, Mr. R. C. J. Goode took the Chair during the presentation of the Chairman's Annual Report. (This report was published in the August 1969 issue of the Journal.) OFFICE BEARERS AND COMMITTEE MEMBERS FOR THE YEAR 1969/70 The Chairman announced that the outgoing Committee had elected the following office bearers for the coming year: Chairman: N. A. Honnet; Vice-Chairman: J. N. Saunders; Immediate Past Chairman: J. G. Kirchner. The Chairman then read a letter from the scrutineers reporting that the following had been elected to the Committee: M. S. Grobler, W. R. Lawrie, L. O. W. Leimer, A. T. Lewis, R. S. Pearson, T. Zadkin. The Chairman thanked the scrutineers for their services, and congratulated Messrs Lawrie, Leimer and Zadkin on their re-election and Messrs Grobler, Lewis and Pearson on their election to the Committee. The Chairman announced that he had heard, with regret, that Mr. T. Zadkin would be leaving the O.F.S. at the end of August, 1969. Mr Zadkin had served on the Committee continuously since the inception of the O.F.S. Branch and records showed that he had only failed to attend three General Meetings in over nine years. The Chairman expressed the gratitude of the Branch for Mr Zadkin's invaluable services to the Institute, congratulated him on his well earned promotion and wished him well in his new position. INDUCTION OF CHAIRMAN The Chairman introduced Mr N. A. Honnet to the meeting by briefly outlining his past career and, after congratulating him on his election, called upon him to take the Chair. In congratulating the out-going Chairman on a very successful term of office, Mr Honnet said that due to the absence of many Committee Members for a large portion of the year Mr Kirchner had carried a heavy burden, and he moved a vote of thanks and appreciation for Mr Kirchner's efforts. This was carried unanimously. GENERAL BUSINESS There were no points raised under this heading. MINING AND METALLURGICAL CONGRESS The Chairman called on Mr W. R. Lawrie to give his talk on aspects of the Mining and Metallurgical Congress recently held in Britain. This presentation was illustrated with photographic slides and proved of great interest to Members. Mr D. D. Waterman proposed a vote of thanks to Mr Lawrie and the Chairman then asked Mr R. C. J. Goode to contribute to Mr Lawrie's address. Mr Goode thanked Mr Kirchner for his efforts during his very successful term of office and congratulated the in-coming Chairman and Vice-Chairman on their election. He then gave a brief talk on aspects of the Congress not dealt with in Mr Lawrie's address. These included the industry's requirements of graduates, the necessity of their rapid advancement and the desirability of sending such young men to attend future Congresses. Mr Goode announced that two symposiums will be sponsored by the Institute next year, one on Tunnelling and the other on Open Cast Workings.

Growing global concern over the impacts of climate change, attributable largely to fossil fuel energy sources, has led to the widely shared goal for a ‘just transition’ to cleaner energy and reduced dependence on carbon-based fuels. As the world’s 14th biggest CO2 emitter and being particularly vulnerable to the impacts of climate change, South Africa must embark on a just transition pathway. This paper reviews expected coal mine closures and associated community vulnerabilities and local governance challenges in South Africa. Decommissioning schedules for all coal-fired power stations and operating coal mines are plotted, and 69 mining host communities and 21 municipalities are mapped, classified, and described. Community socio-economic profiles are measured using a set of SDG indicators and census data and municipalities assessed through financial audits. Our research shows that five coal-fired power plants (8.9 GW) and 15 coal mines (29.5 Mt/a) will probably close by 2030, and a further four plants (14 GW) and 23 mines (106 Mt/a) by 2040. Thus, the shift to cleaner energy will likely occur without the premature closures implied by the just transition. The impact of mine closure on the 2.5 million residents of host communities will be significant, particularly as levels of income, employment, and education are already very low and many municipalities are in financial distress. The South African approach to the just transition needs to take local realities into account and the narrative must support an effective transition that does not undermine energy security and economic growth.

This Spotlight gives a brief summary of the proposed 1991 tax amendments of relevance to mines and mining houses. It should be read together with the author's article South African mining tax in the 1990's', which appeared in the August 1990 issue of this Journal. A number of tax amendments of relevance to the mining industry were proposed by the Minister of Finance in his March 1991 budget speech. In addition, certain other measures that may be implemented were set out in the budget review document released at the same time. A word of caution is necessary: these measures will become law only if and when they are enacted in the appropriate legislation. When this legislation is tabled in June, it may not contain all of the measures discussed below, some of the measures may appear in modified form, and other measures not discussed at the time of the budget may well appear. Unless otherwise stated, the 1991 tax amendments will affect companies with years of assessment ending in the twelve-month period to 31st March, 1992.

Ongoing development work on ultra-fine grinding for various applications at the Group?s concentrators has been conducted by Anglo Platinum over the last few years. Current potential applications for mainstream grinding and concentrate grinding are the subject of a group-wide research and development programme. The first 10 000-litre 2.6 MW IsaMill was jointly developed by Anglo Platinum, Xstrata Technology and Netszch for installation at the Western Limb Tailings Re-treatment project in Rustenburg, South Africa. The unit was commissioned in late 2003/early 2004, and has operated in an intermediate concentrate regrind application successfully since. This paper describes the operational performance to date, as compared with the original duty specifications and objectives. The first mainstream M10 000 IsaMill with a 3 MW drive will be operational in November2006 at the Potgietersrus Platinum (PPL) ?Platreef? Sandsloot Concentrator in South Africa?s Limpopo Province. A Special General Meeting of the Institute was held in Kelvin House, Johannesburg on Wednesday, 29th September, 1971. The President, Prof. D. D. Howat opened the meeting at 9.55 a.m. The President read the notice of meeting which was as follows: "In order to bring industry into closer liaison with the work of your Institute and to place the Institute's finances on a sound basis your Council recommends that companies be admitted to membership of the Institute under clause 2.6 of the Constitution, that is, as Non-Corporate members. The designation for this class of member will be that of "Company Affiliate". 2 Membership: This clause to be amended as follows:- 2.6 "Non-Corporate members shall comprise the grades of:- Company Affiliate Honorary Fellow Graduate Associate Student" 2.6.1 This clause to be added:- "Companies involved in or associated with the mining or metallurgical industries are eligible to become company affiliates" 2.14 Add:- "A special certificate shall be issued to all company affiliates". After giving the background to the recommendation made by Council the President asked for a proposer and seconder for the resolution. Mr J. K. E. Douglas proposed and Mr D. G. Maxwell seconded the resolution. The meeting agreed that the constitution be amended as proposed. The meeting closed as 10.05 a.m.

Our mineral heritage - PRESIDENTIAL ADDRESS given by P. W. J. van Rensburg, Pr. Eng.. B.Sc. (Eng.)(Rand) INTRODUCTION Stone Age people were living in various parts of South Africa as recent,ly as a thousand years ago, when they were displaced by Iron Age people with a culture developed in the far north. These invaders brought farming, building, and the earliest mining developments to the Transvaal, thus ushering in the beginning of our great mineral heritage. It is of particular interest to record that, up to comparatively recent times, some of these people were excavating iron-bearing shale rocks for their smelting furnaces on the Melville Koppies in J ohannesburg. Although the most recent the iron-smelting furnaces discovered on these koppies is estimated to be some five-hundred years old, it believed that these Iron Age people were driven out, and their settlements destroyed, by Zulu impis only one-hundred-and-fifty years ago.

The mining industry has much potential for automation. A great deal of work has been done on this subject and is still ongoing. With automation comes the possibility for optimization, because more information is available and actions can be repeated with more accuracy. This paper looks at possible solutions to the problem of optimizing the autonomous vehicle dispatch system in an underground mine. Possible optimization strategies are evaluated using a simulated environment. The majority of the results indicate that improvements on current methods are possible. This paper describes mining industry funded research that is being undertaken to address the critical gaps and uncertainties in our knowledge so that we can develop new approaches and create more effective ways for predicting the reliability of rock slopes in large open pit mines. It is envisaged that this research will not only lead to more effective pit slope design but further reduce the potential for unforseen geotechnical risks by enabling the geotechnician to communicate the risks more effectively with management and to optimise site specific control measures. To achieve this, several research tasks are in hand. The first is to accurately represent the structured rock mass with a 3D computer model (Siromodel) that creates polyhedral blocks from structural distribution data characterised by position, orientation and persistence. Siromodel is being coupled with particle flow and other numerical codes to evaluate how the structured rock mass deforms in the stress environment of an open pit and how a candidate failure surface may propagate through the dilating rock mass along the path of the least shear and/or tension resistance. A beta version of the Siromodel software has been distributed to 20 Sponsor mine sites for technical evaluation. The end state is to develop methods of analysis that characterise the reliability of a described candidate surface, and the probability of the candidate surface propagating to failure, recognising that the rock mass strength may well be defined in a different way than before.

Between 2000 and 2006, platinum production from the South African mines expanded from 206 to 307 tonnes (DME, 2007). Most of this additional metal has come from traditional ?narrow? reef stoping, generally taken to mean stoping in working places with a mining height of less than 1,5 metres. It is well known that narrow-reef stoping presents safety, technological and ergonometric challenges (Pickering, 2007). In planning for the expansion, which is still continuing, the platinum mining industry realized that it could not simply continue with traditional methods of narrow-reef mining. Particular issues identified were: ? High labour-intensivity: caused by use of hand-held rock drilling machines, labour-intensive support installation and stope cleaning; ? Dependence on rock-drillers: this occupation is no longer an attractive one and there is a reducing flow of new recruits; ? Safety: most of the work is performed close to the new faces, where there is the greatest exposure to the hazards of falling rock.

This paper examines innovation in relation to the availability of anew material: the metal titanium. The paper aims to highlight the need for the inclusion of entrepreneurial innovation as a necessary focus area in the development of a titanium metal value chain. Both the Department of Science and Technology (DST) and the Department of Mineral Resources (DMR) have identified the creation of titanium metals production capabilities as a key growth area for South Africa. Using historical literature as a source of data, the activities of selected innovators who used titanium metal as a central component in their success, were investigated. The origin of the process innovation behind the titanium metals industry, and two titanium product innovations: namely, medical implants and sporting goods, were detailed as case studies. It was found that individual innovators were responsible for the creation, and rapid growth, of the titanium industry and titanium product applications. There is a need to link the current research and development into titanium metals production with individuals and organizations capable of commercializing innovative processes and products.

Introducing your Council. Mr J. S. Freer, Pr. Eng., after matriculating at Michaelhouse in 1944, obtained a B.8c. degree in chemistry and biology (1948) and a B.Sc. (Hons.) in chemistry (1949) from the University of the Witwatersrand. Mr G. C. Thompson matriculated at Dale College in 1951. He then attended the University of the Witwatersrand, where he obtained a B.8c. (Min. Eng.) in 1959. Mr P. T. Fewell was born and educated in the United Kingdom. After obtaining the degree of Bachelor of Engineering (Mining) in 1958 at Sheffield University, he emigrated to South Africa. DtP. R. Jochens, Pr. Eng., has been a member of Council since 1974, serving as President in 1980-1981.

High pressure grinding technology has gained further interest in various industries. So far in the mining industry, machines are in operation in diamond mines and iron ore applications. In gold and copper ore processing, test work has been conducted showing considerable operational and process benefits. Similar benefits can be expected from HPGR applications in the platinum industry due to the preferred ore breakage along grain boundaries, thus liberating the PGE particles. This paper will provide an update on the state of high pressure grinding roll technology. Developments in the design of high pressure grinding rolls, for minimized maintenance requirements and availability just as high as conventional mills, will be presented. Plant flow sheets and concepts will be discussed, which allow for a reduction of capital and operating cost in comparison to existing two-stage milling circuits.

In recent years, the quality of iron ores has decreased due to the increase in the content of impurities, namely quartz, aluminum, phosphorus, and sulfur. It indicates that the removal of impurities from iron ore is an extremely challenging task. In particular, the high amount of phosphorus in iron ore could be a problem for energy consumption and CO2 emission in the steelmaking process. To reduce the impact of phosphorus, mainly two approaches: the utilisation of low-phosphorus iron ore, or dephosphorisation of high-phosphorus iron ore using mineral processing technology, have been suggested. In this paper, the removal of phosphorus from a low-grade high-phosphorus iron ore containing 0.1 mass% P and 57.5% Fe by alkaline roasting and wet grinding is discussed. The iron ore consists mainly of hematite, goethite, and quartz. Effects of sodium hydroxide concentration used as an alkaline source, roasting temperature, grinding time, and particle size on the dephosphorisation of highphosphorus iron ore were investigated. The dephosphorisation efficiency, iron loss, and mineralogical components of low-grade high-phosphorus iron ore under various experimental conditions were characterised by using XRD, SEM-EDS, and particle size distribution analysis. Results showed that the phosphorus content was lowered from 0.1 mass% to 0.034 mass%, while the iron grade reached 59.8 mass% from 57.5 mass% by alkaline roasting with 0.05 w/w NaOH at 300 °C for 2 h, followed by wet grinding in an attritor with water for 30 seconds at room temperature. Under the experimental conditions, the dephosphorisation rate was about 54.7%, and the solution obtained by wet grinding contained 22.7 mg/L of phosphorus and 21.5 mg/L of iron. As a Demand Side Management (DSM) Project, money was granted for the procurement and installation of a 3-Chamber Pipe Feeder System (3-CPFS) at AngloGold Ashanti?s Moab Khotsong Mine in the Vaal River Area, Orkney. The first submission was done to ESKOM in December 2002 and the contract was signed in September 2006 at a cost of R 57-million with an envisaged reduction in power of 7 Megawatt per month based on a 90% utilization factor. The project was finally commissioned in December 2008. The technology is not new, but the intent of the paper is to share with others the experience gained by using the technology in a deep-level mine in order to reduce overall power consumption.

The process of initiating opencast blasts through long cables is onerous. An obvious alternative is to replace these with radio controlled firing apparatus. Such devices appear from time to time and with the advance of telecommunications, more are likely to appear. However, there are two crucial and seemingly intractable obstacles to overcome: firstly, the problem of malfunction of the system, which can either fire prematurely or go into a state of suspense in which it is unknown whether firing might unexpectedly occur, and secondly, the problem of terrorism, as such a system could provide the capability for an off the shelf remote bomb. The issues of accessibility and electronic reliability when linked to explosives in a mining environment have to be demonstrated to be adequately covered before serious consideration should be given to these systems, up to now largely confined to military applications.

Researchers at Natural Resources Canada (NRCan) CANMET Mining and Mineral Sciences Laboratories (CANMET-MMSL) and Mining Technologies International (MTI) have designed and built a hybrid diesel-electric mining loader that is the first of its kind to be developed for underground mines. Diesel equipment is popular because of its mobility and most mining operations are reluctant to replace it with tethered electrical equipment despite the obvious elimination of diesel contaminants and significantly lower heat generation (? 35% of an equivalent diesel). However, a diesel-electric vehicle, being currently evaluated by CANMET-MMSL, could be beneficial. In this unit, a constant load diesel generator feeds batteries which, in turn, powers electrical motors that drive the equipment. In a hybrid diesel-electric unit, the constant load diesel generator can be optimized for minimal emissions and hence lower dilution air requirements. This paper will present the project status and the anticipated benefits for mining operations through the application of this technology.

Zircon is a naturally occurring silicate of zirconium, which is used in large quantities (~1 million tonnes per annum) for its refractory properties and its extreme chemical inertness. All zircons contain uranium and thorium bound into the crystal lattice, generally at levels up to 500 ppm of uranium plus thorium. This paper focuses on one aspect of the zircon industry—the ability to safely transport large quantities of zircon sand. Currently zircon is not classified as a radioactive material for transport purposes. However, this is because of a factor used in the exemption clauses of the IAEA code on safe transport of radioactive materials. The objective of this study was to determine the validity of this factor, and was submitted as part of an IAEA Coordinated Research Project (CRP). The study is based primarily on measured rather than modelled data and covers the transport of large quantities of zircon from producers in South Africa to customers in Europe. Both occupational exposure of workers and exposure of members of the public have been considered. The transport routes studied cover rail, road, ocean-going ship and inland barge transport of unpackaged bulk products. The study showed that the most exposed member of the public would receive 10µSv/annum,while the most exposed worker would receive 144µSv/annum of exposure. It is concluded that these levels are well below all regulatory limits for such activities involving naturally occurring materials. The study also showed that normal operational exposures are higher than those in accident scenarios, a feature which does not occur with higher activity materials. It is further concluded that the study validates the use of the factor of 10 in TS-R-1, as applied to zircon sand. Additionally it is also concluded that the exemption currently applied to the transportation of bulk zircon sand is valid.
