"This paper deals with the varions methods for the rapid Joading of unit trains which are being: used by ore procossors to move their product to dock-s1de storage facilities or their ultimate customer. Some of the techniques that have been used include (1) volumetrie loading, both in motion and static, (2) batch weighing into moving cars and (3) batch weighing into cars that have been stopped. Particular emphasis shall be placed on the two systems now in use at the Adams Mine facility of Jones and Laughlin Steel Corporation and at Cliffs of Canada's Sherman Mine. Typical ""turnaround"" times, loading rates, types of cars, weighing accuracies, material handling concepts and maintenance considerations shall be discussed."

"The last thirty years have seen enormous changes in all aspects of the gold industry, from the technologies of mining and extracting gold to the role it has played in the fiscal policies of nations. In this time, the market price of gold has increased ten fold and mine production has more than doubled. However, the cost of mining and extracting gold has also increased exponentially, and the industry has struggled with declining ore grades and increasingly refractory ore bodies.With the major economic powers of the world shrugging off the uncertainties of the post cold war era and moving into a period of unprecedented political stability, economic growth and low inflation, gold is also losing its lustre as a hedge against inflation and a backing for national currencies. Consequently, countries that had accumulated and hoarded gold for decades are now disposing of these non-performing assets, resulting in major swings in supply of the metal. Fortunately, this has coincided with the end of communism in many parts of the world and a tentative move to free market economies in most of the developing nations. As a result, people are becoming wealthier, and this is creating more demand for gold, principally in the form of jewelry.On balance, the shift in the role of gold, from one in which a significant portion of new gold production lay dormant in bank vaults as insurance against political or fiscal instability, to one in which most new gold is now freely traded as an industrial commodity, responding to normal market forces of supply and demand, has had a negative impact on the price of gold over the last fifteen years. In that time, the gold price has declined from a peak of $850/oz in 1980 to an average price of about $400 through the rest of the l 980's, to a price of -$320/oz today (1997). In large measure, this has been due to the enormous inventory of gold metal that was held by central government banks in vaults around the world, and which has been dumped on the market as soon as the price has started to trend upwards. Even today, after ten years of fairly steady selling by central banks, about 3 0, 000 tons of gold (or -8 years' supply at the present rate of consumption) is still retained in vaults (Murray et al., 1997).The downward pressure on the price of gold has created exciting opportunities for the development and implementation of new technology. Increasing the efficiency of gold recovery from more and more refractory ore bodies, whilst at the same time lowering production costs, have become critical to survival in this industry. These challenges have been met by the development and implementation of new technologies such as heap leaching, carbon in pulp, resin in pulp and the sulphide ore pre-treatment process of pressure leaching, bacterial leaching and fluid bed roasting. For an industry that saw very little technological change in the first seventy years of the twentieth century, the pace of change over the last thirty years must have seemed bewildering at times."

"There are a number of nitrate-containing wastewater sources, as concentrated as 30 wt % NO3 and as large as 2000 m3/day, in the nuclear fuel cycle. The biological reduction of nitrate in waste water to gaseous nitrogen, accompanied by the oxidation of a nutrient carbon source to gaseous carbon dioxide, is an ecologically sound and cost-effective method of nitrate waste disposal. These nitrate-containing wastewater sources can be successfully biologically denitrified to meet discharge standards in the range of 10 to 20 g N(NO3-)/m3 by the use of a fluidized bed bioreactor. The denitrification bacteria are a mixed culture derived from garden soil; the major strain is Pseudomonas. In the fluidized-bed bioreactor, the bacteria are allowed to attach to 0.25- to 0.50-mm-diam. coal fluidization particles, which are then fluidized by the upward flow of influent wastewater. Maintaining the bacteria-to-coal weight ratio at approximately 1:10 results in a bioreactor bacteria loading of greater than 20,000 g/m3,This paper describes the results of a bio denitrification R&D program based on the use of fluidized bioreactors capable of operating at nitrate levels of up to 7000 g/m3 and achieving denitrification rates as high as 80 g N(N03-) per day per litre of empty bioreactor volume. IntroductionThe discharge of wastewater containing nitrate at concentrations greater than stipulated by the Environmental Protection Agency (EPA) creates an environmental hazard and constitutes a civil and/ or criminal legal liability.(I.2) At present, we have three options: (1) recycle and reuse of nitrate streams the total economic and technical balance should be Closely examined; (2) use of an alternative acid, which may pose an entirely different set of problems ; or (3) disposal of nonreusable nitrate sources by an environmentally acceptable procedure."

"The paper discusses coal research in relation to the special needs of Western Canada, with its large resources of lignite and subbituminous coals. Research programs are presented under the following headings: Coal Liquefaction, Pyrolysis, Fluidized-Bed Technology, Underground Coal Gasification and Supporting Investigations. Typical processes are presented and their relevance to Canadian coals is described. The longterm plan of the Alberta Research Council for coal research and the steps taken for its implementation are discussed. Finally, some innovative concepts arising from basic research in coal chemistry are discussed.Canada's Coal ResourcesCanada is richly endowed with coal reserves. With estimated ultimate reserves of 600 billion tons in O.76-m (2.5-ft) thick seams under less than 762 m (2500 ft) of overburden, Canada rank s fourth after the USSR, the USA and Chinatu (see Table I) . Canada's reserves are incompletely explored and estimates are constantly being upgraded. Preliminary information from deeper test-hole logs suggest that similar , if not larger, tonnages occur at depths greater than 762 m (2500 ft).The types of Canadian coals and their regional Distribution(2) is shown in Figure 2. Alberta's subbituminous Plains coal represents about 70% of estimated national reserves. A large portion of the coal can be mined at relatively low cost by surface mining techniques, and it is currently being used exclusively for power generation in conventional thermal plants. This coal, however , also represents a large potential .source of liquid fuels which could equal or exceed that of oilsands and heavy oil. Table 3 compares Federal Government estimates for resources and reserves of fossil fuels in Canada and their recoverable oil content or equivalent.A conservation estimate of only the reserves of thermal coal represents an oil equivalent of 27.6 billion barrels , which equals the recoverable reserves of oil-sand bitumen and heavy oil. A more realistic estimate is probably several times this amount. Although coal can be converted to many other end products, such as fuel gas and synthesis gas for hydrogen and ammonia production, liquid fuels remain the most desirable product mainly because they can be transported more cheaply over long distances and their high energy density makes them uniquely suitable as fuels for transport and agriculture."

"The expansion undertaken at Selbaie in 1985 necessitated an adaptation and expansion of the equipment maintenance system. This paper relates briefly the stages of transformation of the maintenance administrative structures, work methods and tools. The maintenance in a mechanized mine requires an expenditure level in the order of 20% of the total operating cost of the enterprise. Thus, the maintenance organization was modified to apply more computerized planning and follow-up, and the role of preventative maintenance was further advanced.IntroductionAs far as maintenance is concerned at Selbaie, the scenario described herein is a resume of the current situation. Although positive results have been obtained, this outline is in no way a detailed account of a fail-proof maintenance system.Once zone A-I was put into production, the expansion the mine experienced in 1985 had a direct impact on the equipment maintenance system. As centralized as it was in the beginning, the system is now partially decentralized.The over-all changes to the maintenance department demonstrate the flexibility required by organizations in new situations. In spite of the exceptional results obtained before the expansion, it became evident that both the maintenance and production sectors would have to be combined. In doing so, a more appropriate coordination of maintenance work could be obtained and the maintenance staff would obtain a more detailed knowledge of the equipment in each sector. In addition, by keeping the general and specialized departments centralized, it was possible to offset the negative effect s of a decentralized system, namely too much manpower."

"Since 1976, Cardinal River Coal s Ltd. has completed mining in eight pits. In each of these pits, at least one wall has failed, none by design, although not totally unexpected, yet there was no loss of production nor risk to personnel or equipment. Cardinal River Coals Ltd. has been successful in implementing a program to cope with failures and now feels justified in adopting more optimistic design parameters.The wall control program at Cardinal River Coals Ltd. is based on the premise that the walls are going to fail, monitoring is to confirm when. The program consists of monitoring slope movements and piezometric levels as well as structural mapping and visual inspections. In case of excessive movement, the frequency and intensity of the monitoring is increased. If a failure is impending, suitable remedial action is undertaken such as cutting down the crest, building up the toe, depressurization of the wall, artificial support, or a combination of the above. If remedial action is not possible, monitoring permits operations to continue up to near the time of failure.At the design stage, the emphasis is on identifying the potential failure mechanisms and the con sequences of failure. Once the potential failure mechanisms are identified, a monitoring system can usually be employed to give sufficient response time, and providing the consequence of failure is not severe and/ or remedial action can be taken to arrest the movements, then it is practical to mine pit slope s which have a higher probability of failure."

"This paper presents the results of a detailed feasibility study carried out to investigate whether a low-grade deep underground mine of Falconbridge Nickel Mines Ltd., closed since 1975, could be made more productive and profitable by the introduction of new mining technology. For this purpose, recent advances in mine design and development concepts, larger and better designed machines, such as hydraulic drills, high-pressure down-the-hole machines, LHDs, new blasting concepts, more efficient and improved stoping methods, and ground control technology were considered. Technical and economic analyses incorporated the latest computer-based techniques. The mine was reopened in 1979 and the paper concludes with an assessment of actual progress and performance compared with that planned and forecast.IntroductionThe East Mine orebody, located between the Falconbridge Mine and Inco's Cryderman Mine in the Sudbury District of Ontario, has been in production since 1956. From 1956 to 1978, about 5.6 million tons of ore had been mined from this ore zone. The ore body is low grade and was developed as a cut-and-fill operation. Due to high operating costs, the mine has been shut down several times during economic downturns. The latest closure was in 1975 due to a lower demand for metal.In 1978, investigations were initiated to assess the economic and technical feasibility of mining this ore using new developments in mining technology. In this study, consideration was given to the application of bulk mining methods with a potential for higher productivity, trackless development utilizing efficient LHD machines and hydraulic drills, new blasting and fragmentation concepts, and new ground control technology. Advanced computer techniques, such as finite element, for mine design and rate of return with discounted cash flow analyses for the economic comparison- of various mining options were utilized for a rapid and comprehensive assessment during the feasibility stage."

The Gibraltar Mine and Mill facility were commissioned in 1972 by Gibraltar Mines Ltd utilizing a flowsheet consisting of two stages of crushing followed by a rod mill / ball mill grinding circuit. During operations a number of opportunities were evaluated to expand the mill capacity; however, the economics of the day did not allow any of these projects to proceed. The mine continued to operate until late 1998 when it was shutdown and put on care and maintenance due to low commodity prices. Taseko Mines acquired Gibraltar in 1999 and in 2004, with the improvement in the metal markets, made the decision to restart operations. During the restart planning a number of opportunities for mill improvements and upgrades were identified and, after operations were successfully restarted, the decision was made to once again review expansion opportunities for Gibraltar. Taseko evaluated various expansion alternatives eventually deciding to install a SAG Mill, convert the existing rod mills to ball mills and distribute the SAG discharge to the resultant six 6 parallel ball mills. This paper discusses the design, implementation and commissioning of the SAG mill grinding circuit.

"This paper describes a methodical approach to the estimation of the orientation and the magnitude of in-situ stresses. The study was performed at the Ruttan Mine, Sherritt Gordon Mines Ltd. , a 6,000 T.P.D. underground operation, located in northern Manitoba, Canada. It involves an initial estimate to be made based upon: structural interpretation • virgin stress measurements conducted in other areas (world wide, regional)The verification of the prevailing stress regime was made by conducting CSIRO hollow inclusion(1) overcoring measurements. The current cost for a virgin stress determination is about $7000 per measurement(2) and the difficulty encountered in attaining a good reading is high. This paper will describe the analytical procedures employed at Ruttan in evaluating the in-situ stress magnitude and orientation based on three overcore tests. It is proposed to perform an additional six measurements in order to verify the following results:Vertical stress = av (MPa) = 0.027 by depth (m)Major principal stress = o! "Parameters f or design and development of an emergency hoist system (Fig. I) were submitted to Timberland Equipment Limited of Woodstock, Ontario by the Potash Corporation of Saskatchewan Mining Limited.The unit is the first of its kind in Canada. Not only does it comply with the province of Saskatchewan's mining regulations, but has the added advantage of being completely mobile and self-contained.As well as being useful in the mining industry, the mobile hoist unit could be used in other emergency situations such as rescuing people trapped in wells.JustificationRevisions to the Mines Regulations under Section 13 of the Occupational Health and Safety Act, 1977, of the Province of Saskatchewan stipulate as follows:"" Section 410 .04(4) The Mine Employer shall make adequate provision at every mine where any worker is hoisted in a shaft not equipped with a manway to enable an y such worker trapped in a conveyance in the shaft to be rescued . "" It was not possible to equip the shafts at PCS Mining' s Divisions with "" manways"" and therefore an alternative was required.BackgroundThe Potash Corporation of Saskatchewan Mining Limited, a subsidiary of the Potash Corporation of Saskatchewan, operates four potash mines. Of these, three, Cory, Rocanville and Lanigan Divisions are wholly owned while the fourth, Allan Division, is 40% owned by Kidd Creek Mines Ltd., but managed by PCS Mining. The four underground operations all have a service and production shaft.From 1979 to 1981 the PCS Mining Division, along with Central Canada Potash, were developing an idea to use the existing ground-mounted timberland hoist at Lanigan as an emergency hoist. This hoist was used in the past for rope-up work at both Rocanville and Lanigan and other potash mine s. The Department of Labour at this time had concerns about the time it would take to load, t ran sport and re-install the hoist on a foundation when needed for an emergency. Weight and size made this particular unit very cumbersome for transporting.In addition, the speed at which this hoist operates is too slow for rescue work. When the Department of Labour expressed concern that this unit would be unsuitable for these rea sons, a search for a suitable unit was initiated.The project responsibility for procuring an emergency hoist for the Potash Corporation of Saskatchewan Mining Limited was assigned to the author, a shaft/ hoist specialist a t PCS Mining."

"Plant owners and operators, plant designers and grinding mill manufacturers are giving much attention to the design and manufacture of autogenous and semi-autogenous grinding mills, particularly the mills that have large diameters and draw power up to 10,000 hp and greater. Reliable designs giving long operating lives are required in today 's ore processing plants.This paper reviews bench-scale and pilot-plant testing to determine first if the ore is suitable .to be ground by these methods and then reviews the data obtained from pilot-plant testing that is used to select the mills and the grinding circuit. The paper then discusses the use of the pilot-plant results to design the mills. The most important pilot-plant data used for mill design are power and the amount of ball charge to be used. The mill size selected is a combination of these factors. Pilot-plant data not only establish power requirements, but can be used in the selection of the type of drive, variable speed or fixed speed, and the operating procedure to be followed. This leads into the mill control circuit to be used. The total charge in the mill, the type of drive and mill discharge arrangements are needed in the calculation of stresses and bearing loads. Conclusions reached from pilot-plant work are used to obtain data for process design, and autogenous and semiautogenous mill design should be part of any test program incorporating either or both of these grinding methods."

"Kidd Creek Mines places approximately 10 000 tonnes of consolidated rockfill on a daily basis. Consolidated rockfill is comprised of sized aggregate mixed with different ratio and amounts of binders. Consolidated rockfill, with closely controlled specification, is employed for subsequent pillar recovery and improved passive active/ ground support. With the same amount of cementing agents consolidated rockfill mass yields a higher, compressive strength, modulus of elasticity, cohesion, and angle of friction compared to a typical cemented hydraulic fill mass.The consolidated rockfill at Kidd Creek Mines is designed to sustain not only the gravitational loading of the overlaying fill material, but also to some extent the dynamic loading applied during blasting of the adjacent stopes and/or pillars.The quality control of materials used in Kidd Creek's rockfill system could be effected in three stages of handling: (1) at the surface backfill plant; (2) during transportation; and (3) placement of the fill.The emphasis in this paper is placed on individual stope backfill design and quality control measures at Kidd Creek Mines to place fill in large-scale open stopes which eventually could be exposed on all four walls during pillar recoveries."

The importance of the Rabbit Lake operations - past, present and future.LocationThe Rabbit Lake operation is located in northeastern Saskatchewan (Fig. 1)- 805 km north of Saskatoon, Saskatchewan, and 814 km northeast of Edmonton, Alberta. OwnershipGulf Minerals Canada Limited discovered the Rabbit Lake deposit in 1968. Mining operations began in 1975and were operated by Gulf until purchased by Eldorado Nuclear Limited in 1982. In 1988, Eldorado merged with Saskatchewan Mining Development Corporation (SMDC) to form Cameco-A Canadian Mining &. Energy Corporation. The new corporation is one of the world 's largest uranium companies.Cameco's $1.5 billion in assets include the Rabbit Lake uranium mine (Cameco 100010); the Key Lake uranium mine (Cameco 66.67%; Uranerz Exploration and Mining Limited 33.33%); the Cluff Lake uranium mine (Cameco 20%; Amok Ltd. 80%); the Fuel Services Division at Blind River and Port Hope, Ontario (Cameco 100%); and a 100%); and a 48.75% interest in the Cigar Lake uranium deposit which is now at the test mining stage (Cogema Canada Ltd . 32.625% ; Idemitsu Uranium Exploration Canada Limited 12.875%; Corono Grande 3.75%; Korea Electric Power Corporation 2%). "Cluff Mining has successfully operated a gold recovery plant at its Cluff Lake operation in northern Saskatchewan to recover gold f rom Phase 1 uranium leach tailings. The operating circuit consists of tailings repulping, grinding, cyanidation, carbon-inpulp, gold recov ery, and cyanide destruction by acidification, volatilization and re-neutralization. The process is described and operating data and metallurgical results from the operation are provided.INTRODUCTIONCluff Mining, a Saskatchewan partnership, is owned 20 per cent by Cameco and 80 per cent by Amok Ltd. /Ltée. (Amok), manager and operator of the partnership.The current operation includes the Phase II uranium mining and milling facilities, located at Cluff Lake, 700 km north of Saskatoon, capable of processing 300 000 tonnes o f ore to produce about 4 000 000 lb UPs (1500 tonnes of uranium) per year.The Phase I operation was initially established to process the very high grade ""0"" uranium orebody from 1980 to 1983. The leach tailings from the Phase I mill operation were found to contain elevated level s of gold . These high gold values were partially due to the gravity pre-concentration step included in the uranium recovery circuit, and to the naturally high levels of gold associated with the uranium mineralization in the""0"" orebody .During the Phase I operation some 6475 tonnes of leach tails were produced and stored in a total o f 2916 large concrete containers (vaults). This method of storage was, at the time, deemed to be the preferred method of temporary storage for the tailings.This temporary storage of high-grade gold tailings facilitated the reclamation and reprocessing of the leach tail s for gold recovery. The primary reason for reprocessing the Phase 1 leach tails was to provide for long-term permanent disposal of the material as an admixture with Phase II tailings in the Cluff Lake tailings disposal area. Although there was limited tonnage, the high gold content in the material made the in stallation of a gold recovery circuit economically justifiable."

"The jointed roof of underground mine openings in stratified rock can be analyzed in terms of a voussoir beam. Because of the essential indeterminacy of the structure, previous attempts of theoretically solving the equilibrium equation have been unsuccessful. Numericalanalysisby the finite element method taking the geometrical and joint non-linearity into consideration combined with the experimental method has been adopted to study the performance isopara of the voussoir beam. Deformation and failure mechanism is analyzed in relation to the failure modes. Equations are proposed to estimate the elastic buckling strength and the crushing strength of the voussoir beam and to verify the failure mode of shear sliding. For application of the mechanism of the voussoir beam in mining operations, methods are described to predict the stability of a jointed roof and to design the dimensions of mining openings.IntroductionThe roof stability of an underground mine opening has direct effects on the selection of support methods, opening dimensions and, more importantly, on the safety of mining personnel. The prediction of the roof stability can be of importance in the design of a mining method and in mining operations. The jointed roof of mine openings in stratified rock can be stable under transverse load depending on the roof geometry and properties of the roof material and joints. The stability of this type of roof can be analyzed in terms of a voussoir beam which was introduced by Evans (1941) to study the strength of underground strata. Brady and Brown (1985) analyzed the voussoir beam and suggested that the mechanism of the voussoir beam could be used in the design of underground mine openings in stratified rock instead of the traditional continuous beam theory."

"An analysis of the number of industrial injuries shows that the mining sector is particularly affected, since mining is one of the most dangerous industrial activities in Canada. This has led to numerous inquiries, and supports the need for an in-depth study aiming at the identification of factors responsible for these accidents. One possible factor often pointed at is the small crews incentives and this paper presents a scientific approach applied to check a potential link between bonus and accidents at two mining companies located in northwestern Quebec.The data required to do so were the accidents, the salaries and the number of hours worked at each mining site by the hourly paid personnel for the period from June 1979 to January 1982. The analysis of the results derived from the initial information shows different behaviours of the frequency rate vs the bonus rate at these mines. The number of days lost per accident is independent of the bonus rate at both mine sites, as shown by Khisquare tests on contingency tables.IntroductionA wide variety of opinions has been pinpointed by a survey of the literature related to individual or small crew incentives and industrial accidents in sectors of activity where it applies. In addition, various formulae of mining contracts take place in the industry on one part, and statistics from this sector indicate a high accident frequency rate on the other part. These fact s have lead to this scientific investigation which does isolate the direct impact of the bonus on workers' accidents. "Nos travaux de terrain dans le Grenville, effectués dans le cadre d'un projet d'inventaire des gîtes de wollastonite, ont démontré qu'il existe un secteur exceptionnellement favorable à l’exploration pour la wollastonite. Ce secteur s'étend de la municipalité de Grenville jusqu'au pare du Mont-Tremblant (nord de St-Jovite). D'autres secteurs favorables a 'exploration pour la wollastonite ont été délimités dans les regions du Lac-Saint-Jean, de Shawinigan et de la Gatineau. Neuf categories litho-structurales de gites de wollastonite furent identifiées. L'importance d'un système ou vert pour la formation des gîtes de hautes teneurs fut établie. Un guide de prospection pour la wollastonite propre à la province tectonique de Grenville fut développé. Plusieurs des indices sont prometteurs et mériteraient des travaux de raise en valeur afin de determiner s'ils représentent une source de wollastonite exploitable à profit. Deposits may be classified into nine categories depending on their relationship to intrusive rocks, discordant or concordant contacts with the host rocks, morphology, and major structural controls. Deposits consist mainly of wollastonite, calcite and clinopyroxene. They may contain one or several of the following minerals: feldspar, scapolite, quartz, titanite sulphides, zoisite, clinozoisite, garnet, idocrase and prehnite. Wollastonite content may reach over 70%. Some deposits are associated with graphite veins. Better understanding of the geology, combined with the proposed classification provides new exploration guide for wollastonite. Several deposits have grades of economic interest. Further work is needed to determine if any of these deposits can be exploited for profit."

"A sample of flotation feed from Bakertalc Inc., High water, Quebec was subjected to flotation evaluation to improve the recovery of talc. A number of alternative frother/collectors and depressants as well as flotation parameters including pH, conditioning time, frother/collector concentration and pulp density were assessed. In addition, the possibility of using a size coarser than that currently employed for flotation (95% minus 50 um) was investigated.As far as possible, a laboratory duplication of the present circuit arrangement was folio wed so as to minimize the cost of any changes. The best results obtained were a concentrate analyzing 95.96% acid insol for a recovery of 65.98% after four stages of cleaning. With recirculation of cleaner tailings, the recovery would be higher.The possibility of using an alternative method, based on the natural ability of talc to float unaided by a frother/collector, was briefly explored with encouraging results.IntroductionBakertalc lnc ., located in the eastern townships at Highwater, Quebec, Is approximately 140 km east of Montreal near the Vermont, U.S. border. Originally called Baker Mining and Milling Co. Ltd., it has produced pulverized talc products since 1938(1 ), although records show that talc was mined in the area as early as 1871(2). Feed to the mill originally was obtained from local deposits, but since 1952 the van Reet mine near south Bolton, approximately 25 km from Highwater, has been the source of ore .In 1957 a Raymond high -side roller mill was installed which enabled production of a greater range of talc products and, in 1960, new crushing equipment and a dryer were added. Other additions to the mill were the introduction of wet magnetic separation, although this was later discontinued, and flotation to produce high-grade talc concentrates."

"This paper presents a preliminary assessment of the technical and economic feasibility of a caustic leach - electrowinning process for the recovery of zinc and lead from electric arc furnace baghouse dust at a mini-steelplant. Recent studies and literature are referenced briefly as they pertain to the formation and characterization of dust, toxicity considerations and alternative dust treatment and disposal options.Laboratory testwork results, published data, pilot plant experience and anticipated influences resulting from recycling residues are used for the purpose of developing a conceptual design for a caustic leach - electrowinning plant to treat 15,000 tonnes/year of dust at a one million tonnes /year capacity steelplant in Canada.Target economic studies, comprising preliminary estimates of capital and operating costs, revenues and rate of return are presented. Economic and commercial considerations concerning the relative merits of dust treatment at a centralized facility compared with an on-site plant are discussed.IntroductionThe treatment or disposal of mini-steelplant electric arc furnace (EAF) baghouse dust has been given increasing attention in recent years for two principal reasons. Firstly, the dust is now classed as a hazardous waste material under V.S. EPA regulations which prohibit its disposal in dumps other than controlled landfill sites. Secondly, the dust contains certain metal values, notably zinc and lead, which may be economically recoverable, depending on the costs associated with disposal resulting from enforcement of the EPA regulations. Other metallurgical dusts and waste materials, from both ferrous and non-ferrous operations, may require the same considerations as EAF baghouse dust.Several studies have been carried out to examine various aspects of dust treatment but few commercial plants are in operation. Technology employed uses pyrometallurgical techniques. Commercial-scale hydrometallurgical plants are not known to exist although small-scale plants are frequently more economically attractive than their pyrometallurgical counterparts which generally require economies of scale to be viable.The concentration of mini-steelplants in northeast V.S.A. and southeast Canada merits study to determine whether or not dust treatment for metals recovery is a commercially feasible alternative to disposal.This paper examines the technical and economic feasibility of a caustic leach - electrowinning process for the recovery of zinc and lead from EAF baghouse dust at an on-site ministeel plant processing carbon steel scrap and discusses economic and commercial considerations pertaining to dust treatment at a larger, centralized facility."
