TAXATION has become a major item in the operation of Canadian mines, and, as such, merits our most serious consideration. I feel it was a splendid idea for the Institute to set aside this time for a frank discussion of this important subject, and believe great benefit will result from a better understanding of the methods and underlying principles involved. Mining, as a great national industry, may quite properly be called upon to pay its fair share of the cost of running the country; and there is no tendency on our part to avoid this responsibility. There is, however, a very definite demand that the proportion be just, and fairly and sensibly applied. I believe that Mr. C. G. Williams, Secretary of the Canadian Metal Mining Association, and others, are giving details of the various Provincial and Dominion regulati6ns, so I shall not touch on that phase of the situation. However, there are some important factors to which I should like very briefly to call your attention. The first is the vital need for stability. As you all know, a considerable period must elapse between the preliminary stages of any mining venture and the time when it comes to production-or is finally abandoned as un-profitable. These early days are fraught with many unavoidable uncertainties. If, to these natural hazards, the apprehension of instability of governmental action be added, the risk becomes so great that capital seeks other and safer fields for investment, and many otherwise promising projects are thus discarded. There probably never has been a time in recent years when so much money was seeking investment as now. Under favourable conditions, the development of our great mineral resources would be a natural and attractive outlet for this money. The amount of taxation which the mining industry can properly absorb is of the utmost importance at this time, and it might be well to consider this question in its relation to the economic stability of our country, for it cannot be too greatly emphasized that direct taxation is only one item in the net return which our governments derive from the mining industry. Indeed, the many indirect benefits are so manifest that it would seem almost unnecessary to enumerate them! We almost invariably think of mine taxation as a direct company tax-overlooking the fact that sales tax, customs duties, acreage tax, income tax on mine dividends, foreign shareholders' dividend tax, and others, must all be taken into consideration. It would seem that the economic value of non-ferrous metal mining in Canada is not sufficiently understood and appreciated.

Today few in business would argue with the idea that we are living in a world that is Volatile, Uncertain, Complex, and Ambiguous. Coined VUCA by the US Army War College, these four words define the ?turbulence? and ?continuous white water? that the business literature has been documenting for the last decade. This VUCA world became even more relevant to business in 2007 when the Institute for the Future fellow Bob Johansen published the idea of transforming VUCA into Vision, Understanding, Clarity, and Agility. We call this VUCA Prime (VUCA'), and place an infinity loop (8) between them to show their dynamic interaction. This paper presents an exploration of the impact of VUCA 8 VUCA' on business and the conditions under which these dynamic forces help to successfully navigate change.

"The Sturgeon Lake Joint Venture volcanic massive sulpide deposit was discovered in 1970. Milling was started by Falconbridge Copper Ltd. at Sturgeon Lake in September 1974. The Sturgeon Lake pit and mill are located 88 kilometers by road northeast of Ignace, Ontario. IgnE1ce is a town of some 2800 people located on the Trans-Canada Highway, 241 kilometers west-northwest of Thunder Bay. The mill is treating an average of 1100 TPD producing separate concentrates of copper, lead and zinc. Initially, difficulties were experienced in achieving accept-able concentrate grades and recoveries but these were eventually overcome. This presentation describes current metallurgical strategy as practiced at the Sturgeon Lake mill.But first, a few words about the type of ore being treated. In geological terms the ore is classified into two main categories. They are the massive sulphides with underlying zones of stringer sulphides as illustrated in Fig. 1. The plan view is shown in Fig. 2. The areas of East-limb and North-limb are as shown. These last two ores have suffered enough alteration to cause problems during treatment. The massive sulphides consist of chalcopyrite, sphalerite, galena, tetrahedrite and small amounts of pyrrhotite among other gangue materials. The stringer ore is comprised of predominantly chalcopyrite intrusions into rhyolite and has lesser amounts of sphalerite and tetrahedrite. At present we are treating a predetermined blend of massive and stringer ores from zones that have been metallurgically tested to ensure compatibility with current treatment procedure in the plant. Ore responding to this treatment is classified as normal ore while the ore proving incompatible is classified as north-limb ore or east-limb ore."

The Thompson-Moak Lake nickel belt lies along the root of a Precambrian mountain range of the island-arc or alpine type. This range coin-. cides with the boundary between the Superior and Churchill blocks of the Canadian Precambrian shield. The nickeliferous peridotites and nickel ores occur along a negative gravity strip, which also coincides with strong thrust faulting and the axis of greatest deformation of the mountain range. Similar structures and highly nickeliferous peridotites occur in present-day island arcs. Much of the belt is covered by Paleozoic rocks, but a length of 270 miles may be explored by present-day methods. Nickel deposits have been located along 60 miles of the belt. The length of the favorable structure and the size of the known deposits suggest that this will be one of the world's major nickel regions. The regional gravity anomalies, which consist of a branching negative strip bordered by two positive strips, are best explained by major warps of a crust consisting of a granitic and basaltic layer. "The Iron Ore Company of Canada's Carol Lake Project is Located near the western boundary of Labrador, 960 air kilometers northeast of Montreal (Figure 1).The Concentrator operation was started in 1962 with a capacity to produce 7 million tonnes of concentrate per year. The bulk of the concentrate was pelletized at a 6 million tonnes per year pelletizing plant completed in 1963. The remaining concentrate was sold in the international market. The concentrator was first expanded in 1966 to 10 million tonnes per year capacity with the pellet plant also expanded in 1967 to match the increase in concentrate production. In 1973, the concentrator was further expanded to gear with the increase in concentrate sales. In 1977, more than 40 million tonnes of crude ore was processed to produce in excess of 17.4 million tonnes of concentrate and 10.4 million tonnes of pellets."

In conjunction with the research study of the Coronation Mine recommended by the National Advisory Committee on Research in the Geo-logical Sciences and coordinated by the Geological Survey of Canada, Canadian Aero Service Limited per-formed a detailed, low-altitude air-borne survey over a block of ground encompassing the .Coronation Mine. The in-phase/out-of-phase air-borne electromagnetic data are com-pared with "horizontal-loop" ground data with reference to: size and nature of conductors detected; criteria in selection of targets for drilling. In-formation provided by Hudson Bay Mining and Smelting Company on their drilling of the numerous conductors in the area is employed in this comparison. The merits of combining a sensitive airborne magnetometer with an air-borne electromagnetic unit are discussed. The magnetic data are considered very important in assessing conductors as prospects for commercial sulphida deposits in this area of numerous electromagnetic anomalies. The concept of sustainable development has been evolved into a working framework for sustainable manufacturing, in which the environmental requirements are introduced into product development at the design stage. This keynote paper is discussing a number of issues pertaining to the impact of manufacturing on the environment. The conflicting requirements of sustainable development, sustainable manufacturing (SM) and economical growth are presented in the light of successful case studies that were able to convert conflicts into opportunities. Integration of SM into the product life cycle is also presented. A number of concepts that are related to Ecoefficiency, e.g., inverse manufacturing, demanufacturing and re-manufacturing are also discussed. The paper underlines the fact that the positive impact of this new philosophy is equally applicable and beneficial to both; developed and developing countries. The paper concludes with an overview of Global trends in environmentally benign manufacturing (EBM); e.g., product-take back and emerging material and processing technologies. The state-of-the-art approach to Life Cycle Impact Assessment and integration of design for the environment DfE principles are demonstrated through some case study.

"The outlook for supplying the world's metal needs in the next twenty-five years is good, although in several cases basic costs are likely to increase with rising demand. Metal prices calculated at a constant dollar from 1900 to the present show that for nickel, copper, silver, lead, zinc and tin, prices -and presumably production costs -fell from 1900 to the early 1930s. Since then, they have generally risen, apparently reflecting some depletion in relation to demand. This tendency has been accentuated since the post-World War II adoption of managed, full-employment, growth economics, which have resulted in a sharp escalation in world demand for metals. (Abandonment of such policies, apparently now under consideration in North America, would, of course, affect the pre-dictions of this paper.) Nevertheless, metal prices generally are still below those prevailing in 1900. Exploration potential exists for disseminated ores of many metals still thought of as characteristic of lode and vein deposits. These include uranium, silver, gold, tin and nickel and, to a lesser extent, lead and zinc. Considering the discovery potential for some principal metals in relation to expected demand and prices, I would tend to rate them as follows: molybdenum, zinc, lead, uranium, silver, gold, tin, nickel and copper."

"IntroductionDuring and since• the war, it has been my privilege to work closely with those in Canada who are responsible for the vital raw materials needed in our co-operative atomic energy programme. The understanding which has developed between our two groups in this all-important enterprise has been a great source of pleasure. We in the United States are aware of the importance of the contribution made by Canada to this project, and we look forward to continuing our mutually advantageous relationship.The impact of World War II, and the decision by Canada, Great Britain, and the United States to join in a programme for the development of atomic weapons, created a sudden and immense demand for uranium minerals. Early in the raw materials programme, it was evident that sufficient raw materials to fulfill war-time atomic weapon requirements could be secured from three sources: the rich pitchblende deposits of the Eldorado , mine at Great Bear lake; the Shinkolobwe mine in the Belgian Congo; and as a by-product of the vanadium industry of the Colorado Plateau in the United States. In the early part of the programme, therefore, our joint efforts were directed toward obtaining immediate maximum production from these localities. The contribution made by Eldorado Mining and Refining (1944), Limited, both in supplying and refining raw materials, was and continues to be of vital importance.In addition, it was also obvious from the first that in this programme, as in any mining enterprise, exploration activities directed•toward the discovery and development of new sources of uranium ore were essential if production were to be maintained over an extended period of time. In order to satisfy obvious security requirements during the war, it was necessary to proceed with this exploration programme, both in Canada and the United States, as secretly as possible. With the end of the war, and the revelation that an atomic weapon had been developed, however, secrecy in exploration was no longer required. The important thing was to get on with a broadened exploration programme."

Until quite recently-practically up to the present time-all but an insignificant amount of the copper produced in Canada was shipped abroad in the form of ore, matte, blister, etc., there to undergo the further treatment necessary to bring it to the refined state in which it is required by fabricators of copper. Consequently, Canadian manufacturers were forced to import nearly all the copper required in their business; and a considerable portion of the ultimate value to be derived from a Canadian raw material was lost to the country of its origin. In the early days of Canadian copper mining, when both the production and consumption of copper in Canada were much smaller than now, such a condition of affairs was perhaps economically unavoidable, and, in any case, was not a matte~ of sufficient importance to attract general attention. Later on, however, when there had been large and rapid increases both in the production and consumption of copper in Canada, it formed the basis of much adverse criticism, deserved or not, of producers of Canadian copper-criticism that became intensified during the war and subsequent years. Happily, the chief grounds of complaint have now been removed, and there are today copper refineries in Canada, either operating or under construction, that are capable, in the aggregate, of turning out amounts of refined copper greatly in excess of any indicated Canadian consumption.

"AbstractIn order to raise the enormous amounts of capital which will be essential for the development of Canada's mineral and petroleum resources, this country's resource industry must be permitted to earn an acceptable rate of return. The existing tax regime, with its high rates, complexities and misdirected incentives, presents a serious obstacle to our resource industries in their development of Canada's immense , but increasingly lean, resources. Government tax and other policies are not the only cause of the crisis now facing the resource sector in Canada, but a reformed tax system, with stable and reasonable tax burdens, is required if Canada's resources of minerals, oil and natural gas are to continue to contribute in the future, as in the past, to our national well-being.An independent task force, organized under the auspices of the Canada West Foundation, has recently completed a wide -ranging report: on the future development of Canada's mineral, oil and gas resources. This five-volume report, completed after almost two years of research and study, concludes that Canada •is facing a major crisis •in the development of our resources, It states that unless corrective action is taken now, mineral production and exports could decline drastically after 1985, at the same time that Canada would face massive bills for imported oil because of inadequate and declining production.The task force, chaired by the author of this article, has put forward recommendations for a fundamental shift in both federal and provincial policies in order that Canada's mineral reserves can be developed in the national interest. Operations downstream of mining and beneficiation are still being subjected to increasing scrutiny as highly capitalized projects have been either slow to achieve their targets or have actually failed to do so. Leaching and smelting projects have fundamentally high calls on capital and technology as reaction rates are increased and the capture and disposal of unwanted products are subjected to greater restrictions. Separating value from waste inherently becomes riskier as the purification of the desired product imposes greater demands on the process to produce benign wastes. When we superimpose on the chemistry of the project severe predictions of throughput rates, that bring in facets of manufacturing, we are introducing complexities that the records show are not handled well. This paper discusses some of the more common challenges that operators face and what methods are available and are likely to be successful in preventing the loss of value as projects are brought on-stream. This thinking needs to start much earlier and at greater intensity than our industry has normally chosen to employ.

"The Red Dog Mine has increased mill throughput for most years since startup. Although flotation equipment has been added over the last 10 years, the Red Dog metallurgical performance has been restricted by a lack of adequate flotation capacity. Two reduced tonnage trials conducted in 1997 as well as numerous SAG relines have consistently indicated the potential to significantly increase both zinc concentrate recovery and grade with additional flotation capacity. Late in 1999, a new circuit was designed with increased flotation capacity while simplifylng the current circuit, providing for three stages of dilution cleaning, and creating a retreat section. The purpose of the retreat section is to target the more complex particles and allow the chemical environment to be fine tuned for improved iron depression. In total, twentyone (21) Outokumpu OK50 mechanical flotation cells and four (4) 3.66m dia. column cells will be added to the current flotation circuit. The VIP (Value Improvement Program) Mill Optimization project is also addressing thickening, water treatment and power issues and has a total budget of $US105 M. Startup of equipment will be phased in to minimize the impact on current operations and is expected to be complete by the end of Q3-2001.INTRODUCTIONRed Dog Operations started production in November 1989. The mine is located above the arctic circle in northwest Alaska. It is linked by an 80 km road to a port-site facility where the concentrate is stored. Concentrate is shipped to markets throughout the world during the one hundred (100) days of open seas. Typical of sedimentary exhalative deposits, the metallurgy proved to be challenging and coupled with many mechanical shortcomings, the initial few years were very difficult. The start-up issues were slowly resolved and in 1998, a major grinding expansion, the PRI (Production Rate Increase) project, was completed. The project was designed to allow a 40% increase over the 1995 throughput. In 2000 mill throughput was 3,050,000 tonnes to produce a total of 960,000 and 140,000 dry tonnes of zinc and lead concentrates respectively, making Red Dog the largest zinc concentrate producer in the world. To address a shortage of flotation capacity remaining from the PRI grinding expansion, a project designated as the VIP (Value Improvement Program) Mill Optimization project was initiated. The mill optimization project is targeted to produce 1,100,000 tonnes of zinc concentrate at 56% zinc grade and 87% zinc recovery. The project will add twenty-one (21) Outokumpu OK50 (50m3) flotation cells, four (4) 3.66mO column cells and address water treatment, thickening and power generation capacities."

Brass, a deliberate alloy of copper and zinc, has been known since before Roman times. There are two main methods of making brass: (1) Cementation or calamine process - crushed zinc ore (calamine, ZnC03 , or calcined calamine, ZnO), is mixed with charcoal and small pieces of metallic copper and heated to about 900°C in a closed crucible, (2) Alloying - metallic copper and zinc are melted together in a reverberatory furnace. According to most modern authorities (e.g. Smith and Forbes 1955), the calamine process was the only one used in western Europe prior to the 18th century. At that time, the alloying technique began to take over, because metallic zinc was successfully produced on a large scale for the first time. Previously, this had been a problem because zinc vapourizes at 906°C or about the same temperature at which it can be reduced from its ore. Thus, some means had to be devised to collect and condense the zinc vapour (Tylecote 1976). Metallic zinc was known, however, earlier than the 18th century A.O. Several early finds have been made, including a rolled sheet of metallic zinc found in excavations at the Athens Agora dating to the 3rd to 2nd century B. C. (Farnsworth et al. 1949). The Chinese were producing zinc by at least the 10th century A. D. and, by the 17th century, Chinese zinc ingots were being imported into Europe by the Dutch East India Company (Needham 1974). Metallic zinc is also mentioned in several European documentary sources from the 16th century (e.g. Paracelsus, Agricola). This study traces the changes in Western brass making methods from Classical to Renaissance times by examining documentary and archaeological evidence.

For the period January 1st, 1942, to January 1st, 1946, the American Bureau of Metal Statistics records the gold production of the world as 118,788,000 fine ounces. If we include 1946 at the same rate as 1945 (26,- 590,000), we arrive at a total of 145,378,000 fine ounces in the past five years . Included in these figures are estimates of Russian output at 4,000,000 ounces per annum for the five years, and 1,300,000 ounces per annum for Korea and Japan. The remaining 120,000,000 ounces represent the aggregate production from official reports of the other gold producing areas of the world, with the exception of the 1946 figures, as noted above. At $35.00 per fine ounce, this represents $5,188,230,000. According to the reports of the Federal Reserve System of the United States, on December 31st, 1941, the monetary gold reserves of the United States were $22,736,- 600,000 (at $35.00 per fine ounce) , while on October 31st, 1946 (latest available) , they had fallen to $20,402,000,000, a decline of $2,334,600,000. Adding this decline to the value of the new production for the five years, we have a total of $7,522,830,000, which has been absorbed by the rest of the world since Pearl Harbour, a rate of absorption of over $1,500,000,000 per annum. This has taken place at a rime when the advocates of purely managed currencies had convinced many people that gold performed no really essential function in the world's economy, and that we could get along perfectly well without it. It was pointed out that gold could not be eaten, it could not clothe our nakedness, it could not shelter us from storms, and, therefore, it was a non-essential, even though it could be used to settle international balances of trade. Apparently, the world as a whole still regards it as preferable to the paper promises of governments, however sound, relatively, they may appear. Actually, we have no way of measuring the true strength of this feeling, because the principal governments of the world have made it legally impossible for their citizens to own gold, except in the form of ornaments.

"In response to “Arctic Mineral Wealth —Equitable Participation with Aboriginal Landowners – A slow or fast process?”, this author’s impression is one that, to her, seems obvious — this is definitely going to be a slow process. To question this issue seems ridiculous, unless the mining industry is considering following the same patters of the past, thereby adding to the suppression and injustices to which the aboriginals are so accustomed. To make genuine progress, where trust and good communication has been achieved with time as a factor in proceeding, the author feels, without a doubt, that the triangle of industry, government and aboriginals will seriously have to be restructured or eliminated. Anytime you mix government with progress, along with other problems, you are looking at bureaucracy, and that takes time. Issues such as the settlement of land claims have not been resolved, and in all likelihood could take forty years to finalize. Aboriginals have been suppressed for centuries by governments and industries with ethnocentric ideologies, and now that they are in a position to reclaim their lands, attain their own economies and government, and truly secure a wealthy, self-sufficient legacy for their descendants, how can anyone imagine they’ll move quickly? This author also strongly disagrees to some sections of Mr. Wakefeld’s article and will expand on her objections.We question whether aboriginals under-stand the process of mine development. If we encounter an electrical problem in our home, o we not call an electrician without having to learn the trade ourselves? This comparison seems simplistic, but does convey a point. As cited, “there are now over 100 000 aboriginals who have completed post-secondary education.” Are the numbers revealed in Mr. Wakefeld’s paper there to scare us? Is he suggesting that without the industry’s haste, the aboriginal’s new found intelligence could pose a problem to the mineral explorer. While it is true that not all are highly educated, the aboriginals have specialists in market fluctuations, feasibility studies and the needed skills. They have specialists, such as their representative organization of COPE 1984, (the Committee for Original People’s Entitlement), who under-stand their cultures, language and desires. Their education should expedite the negotiations and end the power struggles equitably. Aboriginal people are not stupid. Once they have reason to be proud, regain their communities and know the direction that they’re headed, their self-determination will return."
