STATISTICAL evidence shows that continued efforts made by Government and industry to make mining safer during the last two decades have had most favorable results. In the copper-mining industry an accident frequency of 146 per million man-hours worked in 1925 dropped 71 per cent by 1945 to 43. This downward trend was relatively consistent except for a high period in 1937 which was probably due to a resumption of large-scale operation with many untrained miners. The iron-mining industry showed a similar trend, but at the relatively lower accident frequency of 66, which dropped to 24 in 1945. The close relationship between the steel and iron-mining industries may be one reason for the lower accident frequencies, because the steel industry is noted for its greater recognition of the fact that safe working conditions are an important part of labor-management relations.

This U.S. Bureau of Mines report describes the implications of in-mine ground control on the automated or remotely controlled operation of longwall mining equipment, Perhaps the greatest challenge to longwall automation researchers is the development of systems that will continuously function in the complex and unpredictable underground environment. The high degree of environmental variability, together with conditions brought about by the extraction process, makes complete automation of longwall mining a difficult task. The intellectual thought processes and split-second decision making required to avert disasters are lost when workers are removed from the face. As many mine operators can attest, minor problems, left unresolved, can eventually accumulate and lead to catastrophic consequences. The automation process will have to assess and manage various routine problems that are otherwise resolved through worker observation and experience.

According to the annual refinery-capacity survey of the Bureau of Mines, the number of refineries in the United States showed little change in 1940, increasing from 057 the first of the year to 562 at the close. Although a number of plants were dismantled in Texas and other States, more than compensating gains were made in California, Illinois, and other States. Low gasoline prices, competition for crude-oil supplies, particularly in Illinois, and the termination of a favorable distributing arrangement for independent plants in the Los Angeles area, forced about 50 refineries to close down in 1940. The number of operating plants accordingly declined from 461 on January 1, 1940 to 420 on January 1, 1941 and the number of idle plants increased from 86 to 136 in the same period. These developments were also reflected in the capacity data, the operating capacity declining from 4,196,694 barrels daily on January 1, 1940 to 4,180,588 daily on January I, 1941 and the idle capacity rising from 431,952 barrels to 53g8381 barrels in the same period. However, the completed capacity on January 1, 1941 (4,718,969 barrels daily) was 2 percent above the previous year.

I N the introductory chapter to "Man and Metals," T. A. Rickard wrote "Five hundred thousand years ago the first footfalls of man's oncoming echoed down the corridors of time." This phrase has always appealed to me, not only for its resonance but because it seems to place in some perspective man's place in the cosmos. As we go about our daily occupations and as we meet here tonight, we must agree that we have come a long way slowly at first through the ages of change but with a quickening pace that has brought to man's know-ledge and use, within the last hundred years, more ideas, more material advantages, more opportunities and more comforts than were ever imagined or dreamed of in those long corridors of time. Looking back to the dawn of his-tory, a mere five thousand years ago, there is one aspect of the birth and growth of civilization that has particular significance for the miner and the metallurgist.

The U.S. economy made significant progress in 1984. The current-dollar gross national product (GNP), the market value of the Nation's output of goods and services, increased almost 11 percent over that of 1983 to slightly more than $3.66 trillion (table 1), and the real gross national product increased almost 7 percent.2/ Such rapid growth in real GNP has not occurred since the early 1950's. Real final sales increased only 5 percent during 1984, and real business inventories increased $24.8 billion ($57.9 billion in current dollars). Total employment of 106.7 million was an all-time record, and the unemployment rate declined from 9.5 percent in 1983 to 7.4 percent in 1984. During 1984 the U.S. dollar showed great strength on international markets, contributing to large current-dollar negative net exports of goods and services (-$62.5 billion) and even larger negative net exports of merchandise (-$107.6 billion). The strong dollar and the substantial increase in net imports of goods and services helped reduce U.S. inflationary pressures and provided a major source of loanable funds for financing domestic private investment.

As the 2010 president of the Society for Mining, Metallurgy, and Exploration, Inc., I am pleased to present the 2010 issue of Transactions of the Society for Mining, Metallurgy, and Exploration, Vol. 328. A significant portion of the contribution that we as a professional society make is the publication of professional and technical papers that accelerate the advancement of scientific knowledge and enable transfer of technology. Communication within the mining community is the key to a successful society. Through books, magazines, meetings and electronic media, we accomplish the technology exchange that is fundamental to the existence of the Society. This technology exchange continues a tradition that dates back to the 1871 meeting of 22 mining engineers in Wilkes-Barre, Pennsylvania, that resulted in the founding of AIME; those individuals envisioned that these transaction volumes “would form a most valuable and greatly needed addition to our professional literature.” This volume certainly fulfills that pledge. The 2010 Transactions is the first Transactions to take advantage of new publication technologies. It appears solely as an e-book. The decision to go to an all-digital format for this longstanding publication was a difficult one, but one which will certainly better serve the mining community. I am excited about this development and the opportunities it presents. The 2010 Transactions also contain some of the most exciting research from the past year, including new developments in mineral processing, safety and exploration. Be sure not to miss the two Minerals & Metallurgical Processing issues on the subject of gold hydrometallurgy. This 2010 Transactions comprise of a total of 78 technical papers (582 pages including index), including all 21 papers (136 pages) that were published in 2010 in the Technical Papers Section of Mining Engineering magazine (Vol. 62) and all 34 papers (231 pages) that were published in 2010 in Minerals & Metallurgical Processing (Vol. 27). Addition, this volume contains 23 papers (194 pages) that are being published for the first time in this issue. The papers presented in this volume were written by some of the most distinguished professionals in the industry worldwide. All 78 technical papers were peer-reviewed. The process of review and publication requires much hard work by authors, reviewers and our publications staff. As the 2010 president of SME and on behalf of all our members, I would like to extend our gratitude to all whose volunteer efforts contributed to the publication of this volume.

BESIDES commanding increasing importance as an alloying element in combination with ferrous and other nonferrous metals, the variety of uses for pure nickel continues to widen. For coinage it is growing in popularity. These coins have been minted for 27 countries in 72 issues representing 69 denominations. Approximately 3,000,000,000 pieces have been struck, the aggregate weight, of which amounts to nearly 14,000 tons. . Danzig, Iraq and Japan are the most recent governments to adopt, pure nickel coinage. France is adding the denomination of five francs to its other nickel currency; they replace silver pieces. Germany is now minting a new issue of one Reichsmark coins of pure nickel. The Japanese program for 1933 called for the issue of 35,000,000 10-sen pieces and 30,000,000 5-sen pieces. "Auriferous quartz veins occupy zones of dilation. Foldgenerated dilation zones are systematically distributed and are dependent upon the folding mechanism. Comparison of natural and theoretical folds indicates that different mechanisms operated in the Halifax and Goldenville formations.In the slates of the Halifax Formation, the folds are of similar type and internal strain is most intense in the limbs. This internal strain is probably accommodated with little or no dilation.In the meta-sandstone and slates of the Goldenville Formation, a combined flexural and tangential longitudinal strain mechanism, modified by pure strain, produced the folds. Tension fissures produced by this mechanism are: (a) saddle 1'eef veins in slate horizons, (b) veins normal to bedding in meta-sandstone layers in the fold hinges,(c) veins along faults in the cores of tight fold hinges and (d) zones of en- échelon veins in slate honzons in the limbs of folds. Because veins in fold hinges (a, b and c above) account for most of the gold production in the Meguma Group, other factors controlling the distribution and size of these veins are summarized below.1. As set forth in the decision of the Trail Smelter Arbitral Tribunal, dated April 16, 1938 This Tribunal is constituted under and its powers are derived from and limited by the convention between the United States of America and the Dominion of Canada signed at Ottawa, April 15, 1935, duly ratified by the two parties and ratification exchanged at Ottawa, August 3, 1935 (hereinafter termed "the Convention") . . . The duty imposed upon the Tribunal by the Convention was to "finally decide" the following questions: (1) Whether damage caused by the Trail Smelter in the State of Washington has occurred since the first day of January 1932, and, if so, what indemnity should be paid therefor? (2) In the event of the answer to the first part of the preceding Question being in the affirmative, whether the Trail Smelter should be required to refrain from causing damage in the State of Washington in the future and, if so, to what extent? (3) In the light of the answer to the preceding Question, what measures or regime, if any, should be adopted or maintained by the Trail Smelter? (4) What indemnity or compensation, if any, should be paid on account of any decision or decisions rendered by the Tribunal pursuant to the next two preceding Questions? In this decision reported to the Government of the United States of America and to the Government of the Dominion of Canada, the Tribunal answered the first question in its entirety and reserved decision on the other three questions in accordance with the following extract from their decision

The placer gold industry has experienced a roller-coaster history incorporating four major boom eras. The first, 'hand-methods' boom arose in the mid-19th Century from application of an old idea in new places around the globe. The subsequent hydraulic mining, bucket dredging, and 'hydraulic excavator-portable plant' booms each arose from application of new ideas in old places around the globe, ie in places where gold had been found during earlier booms. The new ideas that heralded the second, third and fourth booms were all significant advances in excavation technology. These enabled the industry to target the known deposits that were too deep, too wet, too small, or too low-grade for recovery by earlier boom methods. Relatively few new deposits or new deposit styles arose from the 'history book' exploration approach, so the number of known deposits to which each of the boom methods were applicable was limited. Consequently, the first three booms were each followed by significant periods of industry decline, and the fourth boom is currently waning inNew Zealand. Further decline is not inevitable and can be avoided by changing to a knowledge-based exploration approach similar to that adopted by the hard rock gold industry in the 1970s. Such an approach could easily herald the next placer gold boom.   Most of the relatively coarse, easily won alluvial gold in proximal and medial reaches of the active placer systems is gone. However, a substantial alluvial gold resource remains in the distal reaches of active systems, and in ancient placers formed onshore and on the continental shelf during previous sedimentary cycles. The resource in these deposits probably exceeds the total New Zealand placer production to date. Successful development of these placers requires application of robust geologic models for the formation and distribution of the placers through time, and advanced exploration technology that has not been used before in New Zealand. Nevertheless, the knowledge and technology required to explore and mine these deposits is available now. Many of these deposits contain a large proportion of problematic gold types that are difficult to recover with the commonly used gravity technology without sustaining significant losses. Despite advances in recovery technology in last few years, too much emphasis is placed on the incorrect assumption that gold size is the primary control on recovery efficiency. Other gold particle parameters, especially particle shape, exert a much greater control on whether gold will be saved or lost to the tails, and must be considered in the design of recovery technology and configuration of recovery circuits.

Daring to try where others had failed, Herbert and Lou Henry Hoover translated from the Latin the principal (and first) textbook on the mining and metallurgical profession, De Re Metallica, 1556, which had been in use for two centuries and then had lain dormant for 350 years in a language unreadable except by a chosen few. Thus the Hoovers enriched the English tongue with a vitally important contribution to history in the fields of mining, metallurgy, and chemistry. To them it was a joint hobby, because they were actively interested in the beginnings of the mining profession in which they had both been trained. Illuminating the years of toil to perfect this translation shone their ideal of service to humanity, since, in the Preface, they refer to their task as "a labour of love", which had to find the moments for its execution in night hours, weekends, and holidays, extending over a period of about five years. And they add: "If the work serves to strengthen the traditions of one of the most important and least recognized of the world's professions, we shall be amply repaid". While a student at Stanford University, during the years of 1891-95, Herbert Hoover had become familiar with a copy of this Latin mineralogy classic, De Re Metallica, a rare book in the private library of Dr. John C. Branner, at that time head of the department of geology and mining. Another Stanford student in geology was also examining and studying the ponderous volume of twelve 'books'. She was Miss Lou Henry, of Monterey, who graduated in 1898, and the following year became Mrs. Herbert Hoover. Interwoven through the tapestry of their life experiences gleamed the silver thread of their interest in this mediaeval Latin textbook. Just nine years lacer, the Hoovers had commenced their translation, while they were in temporary residence in London after the seething years in China under the shadow of the Boxer rebellion.

The technique of remote sensing, used for many years by earth scientists, is being applied to the detection and monitoring of air pollution. Instrumentation being developed is of a very diverse nature and is effective, Fn varying degrees, at ranges from 1,000 meters to the altitude of a space satellite. This paper describes a number of the recent developments in this new field. Instruments based on spectroscopic, laser, and photographic systems are discussed. Sensors are being developed which utilize correlation spectrometry, interferometry, Raman scattering, Mie scattering, laser line absorption, and simple photographic detection.

People ask for information concerning its properties; they want to learn Whence it is derived, how it is produced, and to what uses it may be put. In consequence, the following paper has been written to give in simple terms an account of this most remarkable of gases. It has been thought desirable for purposes of analogy to include reference to All the members of the group of elements to which helium belongs, and, incidentally, to embody in the narrative certain other information pertinent to the subject.

Mercury has been used by mankind since prehistoric times. It has been, and is now, widely used in industry and medicine and has unique properties which make direct substitution difficult or impossible. At present its principal uses are for electrical apparatus, control instruments, electrolytic soda preparation, mildew-proofing paints, pesticides, and medical and dental preparations. Deposits of mercury are less common than those of other base and precious metals, but some of the deposits are very large and have been ample to meet the world's past demands. The price of mercury has had many sharp fluctuations, but in general, the limited number of producers has resulted in a more stable price structure than that of many other commodities. The United States has been one of the main producers of mercury, and from 1850 to 1961 produced 3,247,704 flasks. Yearly production since World War II has varied from 4,535 to 38,067 flasks. An estimate of domestic resources of mercury producible at various price ranges was prepared for each mercury mine by combining specific knowledge of mercury mineralization with estimates of potential, based on geologic information and past production history. The sum of the individual estimates for each price range is shown in a table. A parallel estimate of nationwide production potential was made from a study of past price and production relationships. These were analyzed by plotting yearly production figures against the previous year's price, expressed in dollars of constant purchasing power. An equation was fitted to the data by mathematical means and was used to extend the curve into areas of higher than historic prices. Potential production rates at various price levels were taken from this graph. The estimated yearly production rates were used to make an estimate of total potential based on the premise that production rates and reserves have a proportionate relationship. The rate of developing mercury reserves during the period from January 1944 to January 1962 is considered, and it is shown that if this rate can be continued, the mercury resources of the United States, at a constant dollar price of $500 per flask, are adequate to support a production of 60,000 flasks per year for 30 or more years. This publication contains a history and description of the mercury industry in every State which has had production and individual descriptions of all mercury properties which have reported significant production. Accompanying tables give the important facts about all known mercury occurrences.

The founder of social psychology is sometimes identified as Kurt Lewin. In a 1947 article, Kurt Lewin coined the term ‘group dynamics’. He described this notion as the way that groups and individuals act and react to changing circumstances. Lewin theorised that when a group is established it becomes a unified system with unique dynamics that cannot be understood by evaluating members individually. The discipline of social psychology really emerged out of World War II and tackled questions associated with human judgement and decision-making by the Nazis. For a comprehensive look at the development of social psychology look at Abelson, Frey and Gregg (2004).Social psychology is concerned with the way social arrangements affect human judgement and decision-making. What the author has done is apply the knowledge of this new discipline to an understanding of risk, safety and leadership. This paper will explain some of the developments in social psychology, such as the discovery of the bystander effect, Groupthink, bounded rationality, heuristics, risk homeostasis and the Milgram effect.The social psychology of risk tackles the way decisions are made about risk in their social context. Unless organisations understand that decision-making is socially conditioned, they are unlikely to be able to tackle the complexities of culture change or the development of risk maturity.The paper will offer a new understanding of why people do what they do, how risk makes sense and why a ‘dumb down’ approach to safety is dangerous. The pioneer work on pressure hydrometallurgy was conducted in Russia at the end of the nineteenth, and the beginning of the twentieth centuries, by Karl Josef Bayer (1847-1904) and Vladimir Nikolyevitch Ipatieff (1867-1952), both working independently in Saint Petersburg. Bayer was studying pressure leaching while Ipatieff was studying the precipitation of metals and their compounds by hydrogen under pressure. Gradually, industrial applications took place first in the aluminium and later in the nickel industry. Today, the technology is well established in a large number of industries, such as uranium, gold, zinc, titanium, tungsten, and more recently copper.

THE stock exchange and its functions is about as well understood by the average individual as the fourth dimension. What is a stock exchange? Divested of the rules and regulations by which it is governed, and the facilities it provides for the convenient handling of securities, it would be in its nude state nothing more or less than a meeting place for brokers. The stock exchange in America dates back to 1752, when a group of merchants of New York established a meeting place at the foot of Broad Street for the purpose of dealing in meal and slaves. The first definite orgarization, however, had its beginning in 1792 when 24 New York brokers signed an agreement not to buy or sell public stock for less than one quarter per cent. commission. From this small group has grown by gradual degrees, the greatest organized security market in the world, namely, the New York Stock Exchange. At the present time there are 27 stock exchanges in the United States and 5 in Canada. Based on the volume of business transacted, the Los Angeles Stock Exchange ranks 6th among them. This is attributable to the fact that strictly speaking Los Angeles has never been a stock exchange town, like some other large cities. Take for instance San Francisco, which supported one stock exchange from 1862 to .1882 and has since supported two. No city, by the way, should tolerate two stock exchanges at the same time. It is an economic folly and a senseless duplication that can be compared with rival telephone companies or competing street railway systems, paralleling each other's lines and always leads to trouble and confusion, and sooner or later one or the other falls by the wayside. While Los Angeles has had stock exchanges of one kind or another since 1896, none of them attracted much attention until 1899 when the present exchange was organized and it did not get well under way until along in 1906.
