Every automatic citizen is an automatic recipient of a miner's right under the present Mining Act (Chapter 195), but this alone does not entitle any automatic citizen to mine for minerals on any land, even his customary group's land. Without complying with requirements of the Mining Act, any automatic citizen who engages in mining solely on the basis of a miner's right would be mining illegally. He would also be engaged in illegal mining if he mines on customary or other non-government land. Even if mining is legally pursued by an automatic citizen, he does not acquire ownership of minerals without first making the required royalty payments to the State.

"The oil sands industry in northern Alberta disposes of the by-products of bitumen extraction into tailings ponds. The mix of tailings sand and mature fines, with gypsum added as a flocculent, constitute a waste stream called consolidated tailings or composite tails (CT). The two main challenges of the tailings disposal process are a chronic shortage of economical containment and the potential mobility of CT deposits in the event of breaching by, for example, long-term erosion, which makes abandonment of tailings ponds more complicated. Thick deposits of CT do not consolidate in adequate time to provide reassurance for abandonment of the CT containment facilities and that is why the containment must be adequately robust or the properties of CT improved for long-term stability. This paper addresses potential solutions to these problems by applying the gravity drainage of CT and quasi-homogeneous construction for containment facilities.Gravity drainage is suggested as a mechanism to facilitate the consolidation of CT in critical areas of the ponds by inserting internal sand layers within the body of the deposit. Critical CT areas are defined as areas around the perimeter of containment. The advantages of this solution are longterm stability of the disposal area by creation of stiff deposits around its perimeter and facilitation of reclamation efforts on its surface.The present solution for containment of CT deposits is not favourable from a materials balance point of view. In general, sand has become a valuable resource as it both forms the primary component of the CT matrix and becomes the containment building material. If sand is required for CT, less is available for dyke construction. This puts additional pressure on the industry as a whole to maximize the use of overburden and interburden for construction of tailings containment structures. Typically, only 50 percent of dry mine waste (overburden + interburden) is incorporated into dyke construction. The remainder of dry waste is stored either in waste dumps or in tailings ponds, consuming valuable in-pond space originally allocated to CT material. Quasi-homogeneous dykes are proposed to contain CT deposits rather than traditional minimum cross-section dykes built of overburden and/or cell sand. The quasi-homogeneous dyke may change the unfavourable material balance and lessen the construction constraints that are presently imposed on the mine/waste disposal process."

An epithermal gold-silver deposit is presently being developed at the Golden Cross Mine in the Waitekauri Valley, 8 km northwest of Waihi, New Zealand. Highest grade mineralisation underground is mainly confined to an elongate zone of strongly banded quartz veining on the hangingwall. Footwall veining is irregular, flatter lying, and of lower grade. Hydrothermal breccias in the ore zone may have economic grades where clasts of vein quartz are present. Jigsaw breccias, shingle breccias, and layered breccias with sedimentary type structures such as layering, crossbedding, and graded bedding have been identified proximal to, and within, quartz veins. Mineralisation in the open pit occurs in and adjacent to stockwork quartz veining.   Three alteration zones are recognised: a central silicic zone enclosing Au-Ag bearing quartz veins, an argillic zone above the stockwork zone and in the footwall of the underground ore zone, and a propylitic zone which is gradational with argillic zone. Intense shearing is confined to the less competent argillic zone.   Precious metal mineralogy consists of electrum (65% Au; 35% Ag) and argentiferous tetrahedrite, polybasite, pyrargyrite, argentite, and native silver. Pyrite is the dominant sulphide mineral. Marcasite, arsenopyrite, and rare chalcopyrite and sphalerite also occur. Oxidation ranges from a few metres in the argillic western stockwork zone to 100 m in fractured rock in the footwall of the stockwork.   The open pit contains a proved and probable reserve of 2.1 million tonne grading 3.5 g/t Au and 17 g/t Ag. The underground mine will produce 2.7 million tonne grading 7.8g/t Au and 27g/t Ag.

The high incidence of accidents and fatalities in the South African mining industry, in particular those associated with falls of ground, is often attributed to ineffective and/or inappropriate training methods and material. Recently introduced mine health and safety legislation in South Africa also requires that all mine workers receive appropriate and effective training to enable them to operate safely in their given mining environment. There can, therefore, be no doubt that methods to provide effective training, in particular safety related training, are urgently required in the South African mining industry. In the search for alternative and improved training approaches, attention has fallen on virtual reality (VR) technology as a possible solution. VR has found acceptance in a number of industries as an effective method of training for a variety of work place activities, including those of a safety related nature. VR has successfully been applied in a number of industries to improve the effectiveness of safety and hazard awareness training. The CSIR: Division of Mining Technology (CSIR Miningtek), in conjunction with the Safety in Mines Research Advisory Committee (SIMRAC), therefore evaluated the potential of VR to be used as a training medium in the South African gold and platinum mining industry. Aspects of the evaluation included an assessment of the technical capability of VR to represent a typical underground mining environment with sufficient realism and the relevance of the VR training concept for a largely illiterate workforce. For these purposes, a prototype PC-based VR hazard awareness training simulator has been developed by CSIR Miningtek, and a series of evaluation sessions conducted at a typical deep level gold mine. The conclusion from this evaluation work is that virtual reality technology has the potential to provide effective training systems that are relevant to the South African mining industry. "The adoption of high-pressure grinding throughout the cement industry has yielded enormous savings in energy and wear material costs. There are also a number of installations, which are applied in iron ore and kimberlite processing operations. High pressure grinding offers the same potential for energy and media savings, as well as opportunities for improved, downstream metallurgical performance, in hard rock mineral processing. This paper focuses on developments in machine design and wear surface engineering for high-pressure grinding of the hard rock ores in the mineral processing industry.INTRODUCTIONIn the early eighties 3.4 % of the world electric energy was consumed for crushing and grinding operations of minerals and 0.6 % in the ore dressing industry. During that time using a laboratory press Prof. Schönert found that interparticle comminution at high pressure requires remarkably less energy as conventional grinding technologies. In grinding of cement clinker he expected energy savings between 33 and 50 % compared to ball mills [1]. Piston presses are limited in throughput. Thus, the principle of interparticle comminution was adapted by the use of high pressure grinding rolls (HPGR) to a continuous plant process. Figure 1 shows the main components of a roller press: The roller nip of width s is formed between the floating roller (1) and the fixed roller (2). The diameter of the rolls will be denoted with D, the width with B. The total press force F can be adjusted using a hydraulic system with two or four pistons (3). The Torington Lodes.This paper describes investigations into mineralogical, petrological and structural associations of cassiterite in occurrences of economic value. The work was carried out in three mines, during a number of years, in the hope that the, data collected might be helpfulin the search for occurrences of cassiterite in stanniferous zones and reduce unproductive exploratory work. Tin-bearing lodes at Torington, in the New England district, New South Wales, have been worked since 1880, and the locality is the most important centre of lode tin occurrence in the, State. The township of Torington is 18 miles westerly from Deepwater, a station on the Great Northern Railway, 446 miles from Sydney.The tinfield forms part of the Mole Tableland, which has an altitude between 3,000 ft. and 4,000 ft. above sea level. The country rock, in which the stanniferous lodes occur, is granite of Permian age, which has been intruded into Carboniferous claystone. An inlierof claystone is exposed to the west of the stanniferous area, 'and in it, close to' its contact with the enclosing granite, are occurrences of wolfram and bismuth. These minerals, together with chalcopyrite, pyrite, arsenopyrite, zinc blende, galena and molybdenite, in very small quantity, are associated with cassiterite in lodes traversing the granite, particularly near the claystone, but decrease in amount with distance from the contact. Their occurrence is sporadic and usually causes no trouble in dressing the cassiterite concentrate, the final product containing less than 1% of total penalisable impurity. In Curnow's mine, pyrite, galena and molybdenite have been observed at 700 ft. from surface.The granite is of the biotite type and its structure may be divided into four groups, or classifications, arising from segregation processes during cooling and consolidation. The four classes, in order of extent of distribution, are:1. Granite of normal type, in which the constituent quartz felspar and mica, have a particle size approximately 14, in.2. Porphyritic granite, in which the felspar particles are from % in. to lin. in size, that of the quartz and mica approximately % in.3. A fine-grained granite, in which the particles of all constituent minerals are % in. or less in size;4. A rock of highly siliceous ground mass containing very small particles of felspar and almost negligible biotite.Type 1 is the general type of granite in all mines of the field; types 2 and 3 may occur as large masses, or all three classes may merge rapidly one into the other, and all be disclosed in 20 ft. of driving. Usually, however, the segregations are massive, but are not associated with any special horizon. For instance, a mass of porphyiiticgranite extends from surface to a depth of 440 ft., for a distance of 350 ft. south from the New England main shaft. The upper levels of Curnow's mine, 14" mile south-east, are in normal granite, but a restricted mass 'of porphyritic granite occurred between Nos. 5 and 6 levels, or 400-500 ft. below the collar of the shaft...

Plasma is partially ionized gas composed of ions, electrons and activated elements at high temperature. Some flying ash from incinerated municipal waste is melted to become glass by a transfer-type arc plasma furnace. As the glass is ionic silicate, when an electric current passes through anode to cathode, ions in molten slag electrochemically react with electron in plasma at the surface of molten slag. In case of molten Na2O-SiO2, sodium ions in the molten slag carry electric current and SiO2are reduced to evaporate as SiO gas by electron in plasma. The cases of Ag+in NaNO3-KNO3molten salt and Fe2+in FeO-SiO2slag were examined. The amount of cathodic reaction is larger than that of anodic reaction and not apparently according to the Faraday?s law on the electrochemical reactions.

Mechanization has been at the core of productivity improvements since the industrial revolution. During the past 20 years, mining has derived spectacular progress from mechanization. In the future, however, mechanization alone will not be enough. In the next few decades, automation will bring about new generations of highly productive and safe machines, with low operating costs. Increased use of new and better technology is generally accepted as the prime factor capable of closing the productivity gap. The productivity gap is the difference between inflation and metal prices. The three S-curves in Fig. I represent the evolution of technology in general, and mining in particular. TI represents incremental changes. the dominant sort of technology changes in the mining industry: - Better drills, electric hydraulic drills vs. pneumatic drills, the drilling rate is twice as fast. - Better steel and bits, to accommodate the higher performance drills. - Improved chemical explosives. - Bigger trucks in open pits.

Mine fires and/or explosions continue to occur. While these are unusual events, they comprise emergency situations. Whenever one of these events occurs, the Mine Safety and Health Administration (MSHA) responds with specially trained teams, mine fire experts, sophisticated scientific instrumentation, and trained instrument operators. In order to analyze mine air samples on-site, because time is of the essence, MSHA has a Mobile Gas Laboratory. The laboratory, which is stored near Pittsburgh, is totally self-contained. Sending air samples to a laboratory would take too long. Mine fire experts need the results of the latest analyses as soon as they are finished. The mobile laboratory is housed in the box of a diesel truck. Benches line both sides of the laboratory. Gas chromatographs are mounted on the benches. There is sufficient bench space for multiple bench top gas chromatographs. These instruments and their controllers are shock and vibration isolated to protect them during transit. The mobile laboratory can operate using on board diesel generators or line power. An uninterrupted power supply (UPS) supplies power to the instruments while switching from generator to line power or visa versa. Therefore, analysis of samples can proceed without interruption if a power failure would occur. In the rear of the mobile laboratory are racks that hold compressed gas cylinders. These cylinders contain carrier gas and compressed air. An air compressor is housed under the laboratory to operate the gas chromatograph actuators. Within several hours after arriving at a mine the instruments have stabilized and have been calibrated. The mobile laboratory is ready to begin analyzing air samples. The mobile laboratory has proved itself at many mine fires and explosions since its purchase.

Alberta is labouring, and has laboured, under serious difficulties in the marketing of ?her coals, due to a number of conditions which now obtain, but all of which appear capable of solution, and their elimination would insure a very largely increased market for the vast coal resources of that province. It is perhaps necessary to again mention the fact that 15 per cent of the world's coal resources are to be found in Alberta; 21 per cent of that of North America; 72 per cent of that of the British Empire, and 87 per cent of that of all Canada. While we talk largely of the great wealth of Canada, the immensity of her vast natural resources, it is axiomatic that the mere presence of any natural product in a country does not in itself constitute wealth for that country, unless these raw materials can find a market, either in their raw state, or by the process of manufacture. There are many factors, however, which enter into the marketing of any commodity. The chief of these, in my opinion, is price competition. High costs of production materially reduce the radius in which any product can be marketed, and this applies particularly to coal. Mining costs in the province of Alberta are necessarily high at the present time, due in a large measure to the ease with which the 'gopher hole' mine can be opened with small capital.

The stability of paste fill bulkheads forms an integral part of a successful paste fill system. Bulkheads are constructed at the draw points of open stopes to contain paste fill while the initial pour cures and forms a consolidated plug. Mobilization of uncured paste fill as a result of a bulkhead failure can lead to significant consequences, including endangering the safety of personnel, property damage and production losses and delays. The loading conditions in the paste fill and the resultant lateral loads on the bulkheads are complex and are dependent on many factors. This paper presents a case study of several paste fill bulkhead failures; the results of an in-situ pressure monitoring program to ascertain the pressure loads, and the subsequent paste fill bulkhead evaluation.

An expert system advisor consultant to assist a coal mine section foreman is described in this report. The system is designed for an underground continuous miner section that is being specifically used for longwall development. The system provides three methods of operation that include normal operational mode for use underground, a training mode for use in training section foremen under controlled classroom conditions, and a demonstration mode that is free running. The Face Decision Support System or FDSS, is designed to interface with section environmental monitoring equipment and section production monitoring equipment that may appear in the future. This provides automated reprioritzation of the section foreman's job list from the system. The system 1S written in LASER which is written in C and is operated under the UNIX operating system. The objective of the entire FOSS system is to ensure that no job or piece of information important to safety or to production is forgotten because of the immediate problems confronting the section foreman.

An understanding of the thermodynamics of smelting copper anode slimes is a prerequisite for improvements to the process. During slimes smelting, a silver-copper selenide matte is formed and subsequently oxidised to silver metal. As part of a series of investigations, molten silver selenide matte was oxidised at 1 100 degrees C with pure oxygen. The chemical potential diagram for the system was developed and used for qualitative prediction of the results of the experiments. A simple, computational thermodynamic model of converting is presented, the adjustable parameters of which were determined by matching the model with the experimental results. The practical usefulness of the model was demonstrated by predicting the effect on silver recovery of smelting temperature and of using either oxygen or air as the smelting gas

Mineral formations, accumulated during technogenic activities greatly influence an economic and ecological situation in the Kola North. On the one hand, the dumps from extraction of mineral resources, tailing ponds of beneficating plants, ash dumps, wastes of metallurgical and mechanical engineering productions destroy the regionÆs environment and require taking certain measures and costs to bury or protect from weathering, oxidation, etc. On the other hand, technogenic mineral formations contain a lot of valuable scarce components. The amount of solid wastes increases annually, causing damage to ecology and economy. Researches conducted in recent years showed a possibility and economic expediency of comprehensive processing of wastes from different enterprises in Murmansk region and their use for production of new competitive commodity output, possessing high consumer properties. Thus, involving mineral wastes from Khibiny apatite deposits into hydrometallurgical industrial processing provides the basis for setting up a large beneficating-metallurgical complex. In this case ores and wastes from other deposits on the Kola Peninsula, containing titanium, rare, rare-earth and other valuable elements, may be involved into processing. Establishing such a complex will allow to organise a deep processing of natural resources, utilise some production wastes, improve ecological security and supply production with competitive output. Expanding the complex implies not only involving new mineral raw material into processing, but mainly deepening raw material processing, maximum utilisation of local natural resources and obtaining a wider variety of prime products.

"Louvicourt Mine's concentrator, located near Val d'Or, Quebec, treats an average of 4,300 tonnes of ore per day composed mainly of copper, zinc, gold and silver. An analysis of concentrator revenues and metallurgical losses shows a potential for additional gain, particularly in regards to precious metals (kustelite) where recovery is usually around 67 -70 %. The planning, installation and trial operational period of two Outokumpu SK-240 flash cells at the underflow of the primary cyclones took two years. The use of (( flash flotation )) technology has made it possible to exploit the favourable conditions at the underflow of the primary cyclones such as precious metal concentration and the presence of liberated coarse chalcopyrite. These conditions permit early flotation (fresh surfaces) of the kustelite and the liberated copper. Since the start-up of the flash cells, the metallurgical gains have turned out to be very positive with increases in metal recovery reflected in appreciable NSR gains. Also, significant savings in reagent consumption and a coarser copper concentrate have made it possible to reduce the drying cycle of the Larox filter presses since the cells were put into operation.BACKGROUNDLouvicourt Mine is operated by Aur Resources Inc. (30% ownership) on behalf of its partners Novicourt Inc. (45%, subsidiary of Noranda Inc.) and Teck Corp. (25%). The mine is located in northwestern Quebec about 600 km north of Montreal and about 25 km east of the mining town of Val d'Or. The mine commenced commercial production in July 1994.The massive sulphide ore deposit lies at depths varying between 450 m and 900 m. Mining reserves (2% Cu equi. cut-off) as of Jan. Is', 2000 are estimated at 7.5 million tonnes of ore averaging 3.4% Cu, 1.8% Zn, 28.0 g/t Ag and 0.9 g/t Au. Delineated ore reserves permit the use of a mechanized transverse blasthole mining method. The extraction order is a typical 1.3.5 mining sequence. Primary and secondary stopes are 15 m wide, 15 to 70 m long (25 m long average) and 30 m high. Backfilling for pillar recovery and regional stability is required."

"Two iron deposits within the Precambrian mineral belt of Cameroon are described in detail for the first time: the Archean Metzimevin replacement iron deposit enclosed in Fe-enriched itabirite, and the Proterozoic granite-hosted, shear zone-related Mayo Binka magnetite deposit. In the Metzimevin de¬posit, quartz is corroded and microplaty hematite overprints martite-textured hematite. The Mayo Binka massive magnetite veins show evidence of deformation in magnetite (fracturing and microbrecciation) and in overgrowths of specular hematite (mechanical twinning and undulating extinction). The magnetite is partially replaced by hematite (martitization) and goethite. Ores from both deposits have >88% total Fe2O3 and low contents of contaminants such as SiO2, Al2O3, MgO, CaO, P2O5, and TiO2. They are also poor in Cu, Pb, Zn, V, Cr, and Ni. The Metzimevin massive hematite is characterized by an accentuated light rare earth element depletion relative to the Fe-enriched itabirite. It is suggested that the Metzimevin iron deposit is the result of hypogene leaching of gangue minerals from, and further hematitization of, an itabirite protore. Although the genesis of the Mayo Binka massive magnetite is unclear, it is spatially related to Neoproterozoic granitic rocks. The data allow some comparison of these little known, but pot¬entially economic iron deposits, with some of the world’s better investigated deposits, and are useful to the exploration efforts for iron ore currently underway in Cameroon and the Central African subregion.Deux gisements de fer de la ceinture minérale Précambrienne du Cameroun sont ici décrits en détail pour la première fois : le gisement de fer Archéen de Metzimevin formé par remplacement et encaissé par des itabirites enrichies en Fe, et le gisement de magnétite Protérozoïque de Mayo Binka as¬socié au cisaillement dans un granite. Au gisement de Metzimevin, le quartz est corrodé et de l’hématite en microplaquettes se développe au dépends de l’hématite a texture martitique. Les veines de magné¬tite massive de Mayo Binka présentent des évidences de déformation dans la magnétite (fracturation et microbréchification) et dans les surcroissances d’hématite spéculaire (Macles tectoniques et extinction ondulante). La magnétite est partiellement remplacée par l’hématite (martitisation) et par la goethite. Le minerai des deux gisements contient >88% de Fe2O3 total et un faible contenu en contaminants tels que SiO2, Al2O3, MgO, CaO, P2O5, et TiO2. Il est également pauvre en Cu, en Pb, en Zn, en V, en Cr et en Ni. L’hématite massive de Metzimevin est caractérisée par un appauvrissement relatif en terres rares légères relativement à l’itabirite enrichie en Fe. Il est suggéré que le gisement de fer de Metzimevin résulte du les¬sivage hypogène des minéraux de la gangue ainsi que de l’hématitisation poussée d’une préconcentration de fer dans l’itabirite. Bien que la genèse de la magnétite massive de Mayo Binka demeure obscure, elle est spatialement associée aux roches granitiques Néoprotérozoiques. Ces données permettent de comparer ces gisements de fer peu connus et potentiellement économiques avec certains des gisements mondiale¬ment mieux connus, aidant ainsi les efforts d’exploration présentement en cours en Afrique de l’ouest et au Cameroun."
