"Risk management in tunneling is more important today than it was a few years ago, considering increasing demands for safety and environmental and socio-economic sustainability, which are now required by citizens, owners, lenders, and insurers. Moreover, our current risk management philosophy should not only address risk avoidance and mitigation, but should also be used as a means of value creation, benefiting the overall project. Given the strategic implications of risk management, the authors intend to present, in this paper, a comprehensive overview of references and experiences from current practice—e.g., what is missing or weak, as well as possible or necessary developments that can have a key role in implementing effective risk management, particularly for a project’s design and construction phases. Therefore, as God has set some things in broad daylight; as he has given us some certain knowledge, though limited to a few things so, in the greatest part of our concernments, he has afforded us only the twilight, as I may so say, of probability (John Locke) PREFACE Many large-scale engineering and construction projects suffer millions of dollars in cost overruns, delays in design and construction, and operability troubles once finally completed (Edward W. Merrow, 2011). The undesired effects of these problems can become disastrous for large-scale megaprojects (those that typically cost US$1 billion or more), particularly considering that these are increasingly used as the preferred delivery model for infrastructure (Bent Flyvbjerg, 2014), often in public-private partnerships (PPPs). McKinsey G.I. (2015) has estimated that bridges and tunnels average 35% in cost overruns, and roads 20%. Some of the values published by Flyvbjerg (ibidem, 2014) for projects with relevant underground elements are the highest, with cost overruns from 60% to 300%. The analysis of 32 other case histories (from 1994 to 2010) given by Hartmut, R. (2011, IMIA Annual Conference, Amsterdam) indicates an average increase of costs around $55 million, with a 20-month average delay."

A 3.3 m (11 feet) diameter, 51 m (168 feet) deep temporary steel casing which had been sunk within glacial soils buckled and collapsed on July 29, 1985. The collapse occurred at the CT-8 Dropshaft site in Milwaukee while two workmen were contact grouting outside the casing in an attempt to stop groundwater inflows through a bottom plug. This paper describes the soil and groundwater conditions at the site, the casing design, the method of shaft construction, and probable causes of the buckling failure. Specific aspects of the paper include: slurry method of shaft excavation and casing installation, soil creep, earth pressure due to three dimensional arching, and buckling strength of a casing surrounded by slurry rather than grout and firm soil. The paper should be of interest to designers and constructors of temporary ground support systems for deep shafts.

Experiments conducted with limestone dusts and dolomitic marble dusts have indicated that when rock dust is wetted and subsequently dried, it becomes a solid, non-dispersible cake. However, in order to be effective, rock dust must be able to disperse as individual particles to inert. To counteract this, rock dust manufacturers created treated rock dusts that will resist caking after moisture exposure. National Institute for Occupational Safety and Health (NIOSH) researchers conducted a series of laboratory-scale experiments on four base rock dusts and their treated counterparts to assess the effectiveness of various anti-caking additives after being exposed to moisture and then dried. The dusts were exposed to moisture using humidity cabinets having a high relative humidity (99% RH) and by also exposing the rock dust bed to water through bottom wicking. The dusts were then evaluated for dispersibility after drying using the NIOSH-designed dust dispersion chamber. The anticaking additives were different concentrations of stearic acid, oleic acid, and xylene-based surfactants. All results were compared to a reference rock dust used to conduct large-scale experiments in the Lake Lynn Laboratory (LLL), Fairchance, PA. When the untreated dusts were dried after exposure to moisture for one day, no dispersion was measured. However, rock dusts treated with anti-caking agents were readily dispersible even after exposure to moisture for six months. This report details the analysis and characterization of anti-caking additives using the NIOSH-designed dispersion chamber and the 20-L explosion test chamber. INTRODUCTION In order for a coal dust explosion to propagate, five elements are required. In addition to the fire triangle in which three elements are necessary to sustain a fire—fuel (coal dust), heat (ignition source), and an oxidizer (oxygen in air)—a combustible dust explosion requires dispersion of a dust cloud (pressure wave) and confinement of a dust cloud (underground mine entry) (1). Coal dust explosions can originate anywhere in a mine. For example, when a small volume of a flammable methane and air mixture is ignited in a closed end, the high-temperature gases rapidly expand to create a pressure wave, sometimes referred to as a “pioneer wave,” that may steepen into a shock wave as it propagates away from the ignition source. The shock wave produces a wind that disperses the dust preferentially from any elevated and exposed surfaces (roof, ribs, belt structure, cribbing, etc.). Factors that are known to affect the intensity of an explosion are the dust particle size, the location of the dust within the entry, the dust dispersibility, and the volatility of the coal dust (1). Particles less than 75 μm (< 200 mesh) in size are most reactive (2). Dusts that are located on the roof, ribs, and elevated surfaces are more readily dispersed than dusts on the floor. Therefore, application of quality rock dust in sufficient quantities is essential to inert coal dust and to prevent continued flame propagation. 30 CFR 75.402 and 75.403 require 80% total incombustible content be maintained within 40 ft of the face, and 30 CFR 75.2 defines rock dust acceptable for use in underground coal mines. It also defined that “when rock dust is wetted and dried, will not form a cake”.

Understanding the nature of coal surface heterogeneity is a prerequisite to accurate characterization and efficient control of coal surfaces. New techniques based on the centrifugal immersion of particles from the liquid/ vapor interface and film flotation have led to independent estimation of surface energy distributions in individual coal particles. Changes in the distribution of surface sites due to oxidation and polyacrylamide adsorption on coal are studied here using the above techniques. New information on -possible conformations of adsorbed polymers is also obtained.

Mining methods used to protect the workings in underground salt mines against the destructive activity of natural factors are presented in this paper. Major hazards and methods of elimination of their impact on the stability of workings, were determined. Old and modern technical means and technologies used for protection and preservation of the selected most interesting sites were characterized. The results of surveys and studies allowed proposing the change of mine structure i.e. dividing it into monumental and not-monumental part, which should improve execution of necessary protective works.

Introduction In April 1998, AIS Sommer GmbH of Germany delivered the first laser-induced fluorescence (LIF) analyzer to the mining industry. LKAB&apos;s Kiruna iron ore mine in Sweden shared the costs and the risk of building the prototype. This marks the beginning of LIF analysis as a technique for quality control in mining and mineral processing. Photoluminescence analysis is well established. In most laboratories, fluorescence spectrometers are standard equipment for quality or pollution control. LIF is being used in several applications, including combustion studies and particle image velocimetry. However, it has mostly been used in laboratory environments. The availability of rugged lasers for industrial use brings this powerful tool to the forefront of production, even in the rough conditions found in mining and minerals processing. Laser-induced fluorescence Basics. Fluorescence of naturally occurring minerals has fascinated man since scientific investigation of this phenomenon commenced about 200 years ago. However, importance in industrial application and peripheral activities. Hand sorting of ore under ultraviolet (UV) lamps is seen as an archaic method. Long gone are the days when geologists set out at night with UV hand lamps to find valuable ore deposits, especially those of tungsten. Today, fluorescent minerals are considered collectors&apos; items and museum exhibits. In the late 1960s (Hemphill, 1968) and during the 1970s, attempts to use lasers for excitation of fluorescence in minerals led to the development of an airborne fluorosensor (Seigel and Robbins, 1980). However, this prospecting technology did not gain industry acceptance and vanished from the market. During the past seven years, ongoing research of the LIF of minerals resulted in new findings that give good reason to revive the interest in fluorescence and its use in the mineral industries (Broicher and Zydek, 1995; Broicher, 1998). Fluorescence is defined as the short-lived form of photoluminescence, in which matter emits visible radiation during and after irradiation with light – the fluorescence generally being of a longer wavelength than the irradiation. Fluorescence of matter is described by: • the absorption spectrum, • the emission spectrum, • the decay curve and • the quantum efficiency. The absorption spectrum shows the fluorescence intensity in a fixed spectral band as a function of the excitation wavelength, while the emission spectrum shows the fluorescence intensity at varying emission wave- lengths for a fixed excitation wavelength (Fig. 1). The decay curves describe the exponential decrease of the fluorescence intensity with time. The quantum efficiency is the ratio of irradiating energy to emitted energy. At 6,898 ft below surface, the historic No. 9 shaft at Resolution Copper near Superior, AZ is now the second deepest single lift mine shaft in the United States and connects to the deepest single lift mine shaft in the U.S., Resolution Copper’s No. 10 Shaft (6,989 feet). The shafts serve as ventilation and access for future underground development of what could one day become one of the most significant copper mines in the United States. It is from the base of No. 9 and No. 10 shafts that hundreds of employees of Resolution Copper, a joint venture of Rio Tinto and BHP, hope will soon be given the go ahead to begin driving lateral tunnels to reach a copper deposit that is estimated to contain 28 Mt or 40 billion pounds of copper. Copper was recently added to the U.S. Geological Survey’s (UGGS) critical minerals list, in large part because of increasing demand. A study by S&P Global Energy & Market Intelligence “Copper in the age of AI: Challenges of electrification” released on Jan. 8, 2025, “identifies a transformative trajectory for copper demand, projecting a surge from 28 Mt (31 million st) in 2025 to 42 Mt (46.3 million st) by 2040 – a 50 percent increase that underscores the metal's pivotal role in multiple technological and economic domains.” The surge in demand is driven in large part by the global energy transition, electrification of vehicles, growth of artificial intelligence and data centers, and most recently robotics. Meanwhile, geopolitical tensions have increased the focus on the need for the United States to secure more of its own mineral supply chain. S&P Global’s report is one of many warnings that while copper demand has accelerated rapidly, future supply is being held back. Resolution Copper stands out as one example of a known mineral deposit remaining locked in the United States’ complex and lengthy permitting slog.

The Xinglongzhuang Coal preparation plant project was a joint effort by American and Chinese engineers and for the most part designed to American standards. The plant owner and operator is the Yanzhou Coal Mine Administration, a division of the Shandong Coal Corporation. These are state owned companies which ultimately fall under the Ministry of Coal in Beijing. The new 3.0 million ton per year Xinglongzhuang mine is located in southern Shandong province in east-central China about mid-way between Beijing and Shanghai. This is an agriculture area, flat terrain, relatively dry climate with temperatures similar to Western Kentucky. During Confucius time (551-479 B.C.) this area was known as the state of Lu. Confucius home town of Qufu is about 20 kilometers to the north-east of the mine site.

Tunnels in the granitic Climax stock at the Nevada Test Site were inspected for keyblock occurrence. Thirteen relatively large pyramidal keyblocks were located in about 230 m (750 it) of tunnel. Orientations, dimensions, joint roughness coefficients, and joint compressive strengths were measured for the faces of nine keyblocks. The measurements were used to back-analyze keyblock stability to check the validity of a numerical model for keyblock behavior. A newly developed three-dimensional numerical model correctly predicted whether or not each keyblock failed in six of eight cases. The two exceptions involved stress conditions and keyblock locations that clearly violated the assumptions that underlie the stability model. The observations also allowed the effect of tunnel orientation on keyblock occurrence to be evaluated. Of the thirteen observed keyblocks, nine large blocks were found in less than 30 m (100 ft) of the Piledriver drift (which runs N56E) while only four blocks of comparable size were observed in 200 m (656 ft) of the Spent Fuel Test--Climax drifts (N61W). The orientations of the keyblock faces were checked against known discontinuity set orientations; some of the faces correlated well with mean set orientations, whi.le other faces were fringe members of sets. Stereographic techniques were used to examine the frequency of keyblock occurrence and to determine the maximum keyblock size that could be encountered with a given combination of discontinuities. Keyblock occurrence was found to be affected by tunnel orientation in a predictable way; this can be used to guide or improve tunnel design practices.

The use of service variables in geostatistics (grade-thickness) is common in industry when developing block grade models and geologic resource estimates. This is particularly true in the case of sedimentary and strata-bound-type deposits. The approach has proven merits when assessing ore reserves. However, there are cases where its application for preliminary data analysis produces biased estimates. One such case is encountered in uranium disequilibrium studies. This paper demonstrates the inadequacy of service variables when performing uranium disequilibrium studies. Disequilibrium analysis is a necessary pre-processing step when radiation counts are used as raw data to calculate uranium reserves. Typically, a probe is used to obtain the gamma counts from open drill holes. These counts are then regressed (and corrected) against chemical assays obtained from core samples. During this process, the grade-thickness variable produces an optimistic image of the relationship between probe grades and chemical (true) grades, causing overestimation of the final geologic resource. The problem is analyzed through a case study.

"The Central Bayside System Improvement Project (CBSIP) is a critical element of the Sewer System Im-provement Program (SSIP), a 20-year, $6.9-billion investment by the San Francisco Public Utilities Commis-sion (SFPUC) to upgrade San Francisco’s 100+ years old seismically vulnerable combined sewer system. The CBSIP’s centerpiece, a proposed 10,000-foot-long (3,048-meter-long) Channel Tunnel, will provide reliable and redundant gravity conveyance and storage of combined wastewater flows from the northern and central parts of San Francisco to the Southeast Water Pollution Control Plant (SEP) while ensuring compliance with regulatory requirements for combined sewer discharges to the Bay. A tunnel with a diameter of 23 to 30 feet (7 to 9 meter) is being planned using pressurized-face tunnel boring machine technology. Project challenges include tunneling through Franciscan Bedrock, mixed ground conditions in close proximity to the Bay, connector tunnels and shafts, construction in congested urban environment, and challenging real estate issues for shaft access. BACKGROUND AND NEED FOR TUNNEL The City of San Francisco is one of the most beautiful cities in the world. About 850,000 people live in the city and many more come to work, for tourism, and for attending conferences. The SFPUC is a department of the City and County of San Francisco that provides energy, drinking water and wastewater services to San Francisco, wholesale water to three Bay Area counties, and green hydro-electrical and solar power to San Francisco municipal departments. The SFPUC wastewater system includes tunnels, large storage/transport boxes, 1000 miles of collection sewers, 28 pump stations, and three wastewater treatment plants. San Francisco’s combined sewer system collects both wastewater and stormwater in the same sewers, which is then pumped, treated to stringent state standards and discharged into the San Francisco Bay and Pacific Ocean. After decades of service, much of the sewer system is nearing end of its working life. During the 1989 Loma Prieta earthquake, damage to SFPUC water and wastewater infrastructure was extensive. The 11,200-foot-long (3,400-meter-long), 66-inch-diameter (1,676-mm-diameter) Channel Force Main, built in 1976, and a critical component of the SF wastewater system was also damaged. This force main carries 70 percent of the bayside dry weather sewage flow from the northern and central part of the city to the SEP. The force main is at the end of its life and was not constructed to the current seismic code; in addition it has no redundancy. Figure 1 shows the project background and the force main that will be provided redundancy by the new gravity tunnel."

This paper is concerned with the problem of calculating ground movement that occurs as a consequence of mining. Solution to this problem is straight forward in principle but rather complex in practice. The complexities of the problem arise from the ever present constraints of technology and economics. However, the identity of these constraints is often obscured by a faulty understanding of the fundamentals of the problem and a lack of appreciation of current computational capabilities and costs. As a consequence much time and effort are sometimes wasted on gathering information that is of little direct value to ground control programs while important input data are neglected. This paper therefore reviews the essentials of the process of formulating the ground movement problem. Emphasis is upon application to longwall mining, although much of the discussion applies to other mining methods as well. In many instances, the hardrock term stope could be substituted for longwall panel because the fundamentals of the problem are independent of the excavation dimensions and numerical values of rock properties. The latter affect the outcome of a calculation, of course, but not the underlying formulation. Only the major features of the problem are discussed in this brief review. The objective of the discussion is the generation of a reliable basis for developing a technically sound ground control strategy. Any rational ground control strategy must be consistent with basic physical laws. For example, under static conditions, equations of equilibrium must be satisfied. Operational, that is, tactical, details may vary widely with local conditions, but the basic approach must be based on physical laws. The alternative empirical route is intrinsically unreliable and unnecessary as well. Empirical descriptions of ground motion caused by mining including recent statistical curve fits to specialized data sets (for example, surface subsidence data) as well as antiquated "theories" of ground pressure and so forth, however dignified with mathematical formulas, are hardly worthy of the label "theory". Extrapolation of statistical data is always accompanied by rapidly diverging confidence limits, while empirical equations simply lack predictive capability under circumstances even slightly different from those of the original development. For example, applications of surface subsidence curves generated empirically in the United Kingdom to coal mines in the United States generally result in considerably greater subsidence and wider subsidence troughs than actually observed. Locally, empirical criteria for specific ground control actions may be made practical through trial and error, but such tactics are no basis for the development of a general ground control strategy. In this regard, it is worthwhile to recall the traditional scientific distinctions between speculation, hypothesis and law, between the empirical and the proven.

Hamersley Iron Pty. Limited, one of the world&apos;s largest iron ore producers, operates a 3.0 million tonne per year pelletizing facility at Dampier in Western Australia. The plant produces pellets for the export market using a blend of natural hematite fines from the Company&apos;s two mines at Tom Price and Paraburdoo. Processing includes fluidised-bed drying of the ore feed, open circuit dry grinding, disc balling and pellet induration in a travelling grate furnace of Dravo-Lurgi design.

A long-term, large-scale, disturbance-recolonization experiment with relevance to the environmental effects of deep seabed mining is described. The study is funded by the German government and was launched in the abyssal eastern tropical South Pacific Ocean in February-March, 1989. After obtaining pre-impact baseline environmental data, a 10.8 km2 (4.2 sq miles) circular area of seafloor was disturbed using a specially designed "plow-harrow" device. An initial post-impact sampling series was carried out immediately after disturbance followed by a second post-impact sampling series six months after the disturbance. Plans call for repeated visits to the site at two year intervals to monitor the anticipated slow recolonization process until the area is inhabited by a new, stabilized community.

In June 2005 the Minerals Council of Australia signed a Memorandum of Understanding (MoU) with the Australian Government which states an intention ?for mining companies and government to work together with Indigenous people to build sustainable, prosperous communities in which individuals can create and take up social, employment and business opportunities in mining regions?. Implementation of the MoU has begun with demonstration sites established across Australia. All sites are using a Regional Partnership Agreement (RPA) model as a framework for enabling local people to find local solutions to local issues in partnership with mining companies, governments and Indigenous communities. Mining and resources companies can provide important input into regional economic development and capacity building by working through local partnerships. Company benefits include gaining a social licence to operate, access to a reliable skilled workforce, better longterm relationships with Indigenous communities and sustainable regional communities. All levels of government, Australian, State and Local, are working collaboratively to address unemployment and other issues in remote Indigenous communities. The Australian Government has adopted RPAs as one mechanism for implementing its whole-of-government approach to Indigenous affairs. This leading edge work is unique to Australia and the model has applications and significant learning for other countries and industries.

INTRODUCTION The finding or acquisition of ore bodies containing 200,000 opt gold and greater is becoming more difficult. There are more investors and small heap leach operators who have or can raise the capital to make the investments in the large ore bodies. Echo Bay Mines&apos; approach has been to regionally develop small ore bodies, two or three in the same geographic location, which when considered together contain over 200,000 opt gold. CONCEPT The "world class" ore body syndrome, which many large gold producing companies maintain, can restrict company growth if the finding or acquisition of these large ore bodies is not forthcoming. Another approach has been taken by Echo Bay Mines. The concept is to regionally develop two or three small ore bodies suitable for processing with portable equipment. The systematic scheduling of mining, processing with a single flexible processing plant using the same management/ operator team can reduce your overall investment. The initial selection of mining and crushing equipment suitable for sun11 open pit operations is essential. A very viable option in the mining sequence is to use contract mining/crushing/screening/agglomerating and stacking. This option also lowers your initial capital investment and increases the flexibility in mining as you move from one mining operation to another. LOCATION AND SEQUENCING One single small ore body of itself is not attractive enough for the large producer. The recovery of the initial capital investment, although very rapid, does not make a viable project. The only alternative is to find two or more small ore bodies close enough geographically to each other so that the same management/operator team can be used to run the operations as each is put into operation. Echo Bay Mines has regionally located several ore bodies ranging in recoverable ounces up to 100,000 oz. These small separate ore bodies, located within a 30-mile radius of each other, for planning purposes have been considered as one single ore body. The first small ore body has the initial burden to recover the capital invested in the office, laboratory, power plant and processing plant. Other capital investments such as water supply, access and haul road, fencing, septic system, pads and ponds are reoccurring at each mine site. The first small ore body must recover the initial capital investment in the movable structures as well as the reoccurring capital investment in the fixed structures very rapidly. A total capital recovery time of 6 to 9 months should be used as an economic decision point for both choosing which small ore body should be processed first, and what the plant design capability should be. The sequencing of the small mines is very critical. All the fixed structures mentioned above must be installed at the second mine site before the first mine has been mined out. The ideal sequencing will allow for only one month between shutdown of the first small mine and production from the second. SPECIFIC OPERATION Echo Bay Mines has completed the construction of the Illipah Mine located in White Pine County, Nevada, with this small mine sequence approach. The Illipah Mine is a 40,000 ounce recoverable gold ore body. This ore body met all the necessary requirements. On July 7, 1971, noise regulations for underground coal mines were implemented under provisions set forth in the Federal Coal Mine Health and Safety Act of 1969. These same regulations now also apply to coal mine surface facilities. In August 1971, in anticipation of these regulations, the Bureau of Mines, through the cooperation of the mine operators, conducted extensive noise surveys in three coal cleaning plants. The survey was conducted in an attempt to identify those occupations where exposures would exceed the proposed regulations.

Events of the mid-1970&apos;s have materially affected US coal production and transportation by railroad. Coal, as a replacement or substitute for petroleum fuels, has been hauled in significantly increased tonnages. Concurrent with the new demand, the railroad regulatory environment has undergone major changes, especially in "deregulation" activity. Those two events have produced considerable Litigation regarding coal rates. This paper discusses the factors involved with railroad rates and topics such as revenue adequacy, Ramsey Pricing, stand-alone cost, and differential pricing. In addition, an update on the western railroad merger situation and the implications for coal transportation are presented. The paper concludes with an evaluation of the current regulatory climate and future prospects.

Much of the land reclaimed since enactment of the 1977 Surface Mining Control and Reclamation Act is overcompacted. Research has shown that excessive compaction in replaced growing media is detrimental to the establishment of trees. If trees are to be grown on reclaimed surface mined sites, something must be done to alleviate this excessive compaction. Dry bulk density and penetration resistance are two soil parameters that can be used to indicate the level of compaction in reclaimed growing media. The University of Kentucky developed test cells on reclaimed areas at a surface mine in eastern Kentucky to determine the impact of tillage (ripping) on soil compaction and tree survival rate. The ripping methods being evaluated include shallow tillage using conventional farm equipment and deep tillage using a dozer with a ripping arm. Each test cell was planted with various species of trees, and for the first two years of tree growth, data were collected at these test cells for soil dry bulk density, penetration depth and resistance, and survival rate of trees. These data were statistically correlated to determine how ripping affects the relationship between soil compaction and tree survival rate.

The Manapouri Power Station, commisioned in 1969, is located in Fiordland National Park in the South Island of New Zealand. It is the country’s largest hydro power scheme and can generate 700MW of electricity. The power station utilizes the hydraulic head of Lake Manapouri, using an underground power station and a 10 km-long tailrace tunnel was constructed by drill-and-blast to allow discharge to Doubtful Sound. Power generation fell short of expectations due to higher than expected friction in the tailrace system. To remedy this a second tailrace tunnel was constructed between June 1998and May 2002. It consisted of a 10 m diameter, 10 km long tunnel in predominately gneissic rock and was excavated using an Atlas Copco Robbins TBM. High water inflows, Owner/Contractor production incentives and a major claim settlement were handled during the 5 1/4 year project. This paper discusses TBM advance rates, utilization factors that increased in the second half of the project plus an innovative method for sealing Tunnel 1 to construct the bifurcation.
