"The East Side Access Project (ESA) involves the construction of geometrically complex underground structures including a large number of caverns and bifurcations. Initially conceived as dual lined structures with either traditional concrete or shotcrete final linings (SFL), construction economy, advances in concrete placement technology and scheduling among others led to a wide use of what is referred to as freeform or pneumatically applied concrete (PAC) for the construction of tunnel final linings. PAC is a method of applying concrete without using formwork, where a wet mix concrete is pneumatically installed to encase reinforcement to full lining thickness. PAC has been widely adopted at ESA well beyond initial expectations. The paper addresses the design and construction aspects of the PAC method and contrasts it to traditional SFL lining placement. The experience made provides guidance for future PAC and SFL applications. THE EAST SIDE ACCESS PROJECT AND USE OF FREEFORM CONCRETE The Long Island Rail Road (LIRR) currently transports commuters from Long Island into Manhattan, terminating at the already congested Penn Station on the west side of Manhattan. Once completed, the ESA Project will provide LIRR commuters direct access to the east side of Manhattan underneath Grand Central Terminal. The ESA Project will help alleviate the congestion at Penn Station, which currently accommodates New Jersey Transit, Amtrak, and LIRR lines; reduce travel time for LIRR passengers traveling to the east side of Manhattan and facilitate connections to the New York City Transit (NYCT) Subway System and Metro North Rail Road. The construction includes mining and lining of new tunnels and facilities under Manhattan and Queens. The tunnels run from Queen’s Sunny Side Yard through the existing 63rd St. Tunnel, underneath Manhattan’s Park Avenue until termination at 37th Street. Differing types of tunneling methods and final lining systems are being used depending on the ground conditions, geometry and size of the excavation, site constraints and functional requirements. Mining of the Queens segment of the ESA Project involved soft ground tunneling by pressurized face tunnel boring machines, cut and cover construction, and conventional tunneling. The Manhattan segment of the ESA Project involves mining in hard rock by tunnel boring machines, drill and blast, and road header."

If I told you tonight at the outset that my prognastications for the future of mine ventilation were imparted to me by a palm reader or inspired by a vision, you'd dismiss what I had to say before I said it! If, on the other hand, I told you that my forecasts were the result of an elaborate computer model, derived from a complex algorithm, which in turn relied on finite element analysis -- and the entire projection confirmed by on-site experiments with a turbo hybrid-flow mine fan -- you'd sit up in anticipation and hang on my every word!! All of which places me in a terrible dilemma, because my predictions really lie somewhere in between. My intent is to talk to you out of my background of forty years in mine ventilation, looking ahead to conditions that I expect to prevail in the next fifteen years. You may be curious why I picked an unlikely time span of 55 years for my overview, and my response is that it bridges a career lifetime. "The last forty", of course, corresponds with the period of my professional employment since graduating with a B.S. and M.S. here at Penn State. "The next fifteen" bridges the period I expect (the Lord willing) to remain professionally active -- and coincidently brings us into the beginning of the 21st century. (I must confess to stacking the deck a bit: Since it's infinitely harder to look ahead than to look behind, I purposely minimized the forecast period and maximized the history! Besides, "forty" and "fifteen" have a nice phonetic ring, perfect 20/20 vision sums to "forty", etc., etc.). With these disclaimers, I'll invite you to join me now in a fast 55-year overview of mine ventilation, of necessity limited to a broad-brush treatment of the subject. (After all, this is an after-dinner talk, not a marathon!) In each- segment, I've selected the seven topics that seem to me of paramount importance: in the first part, seven accomplishments in retrospect, and in the last, seven expectations for the future. (The number "seven" needn't confound you, either: In the bible, it signifies "wholeness" or "completeness".))

"This paper presents the evaluation Montana Tech completed for the Western Energy Company Rosebud Mine relating to the benefits of survey data collected using novel technologies over traditional methods for topographic surveys. These technologies include Unmanned Aircraft Systems (UAS), photogrammetry, and laser scanning/LIDAR. Utilizing these technologies, large areas such as reclamation areas and cast blasts can be surveyed in a timely manner for use by the mining operation. The areas that were evaluated were the improvements in the safety of employees and the time required to collect data. In addition, there is also a potential cost savings for the operation, all while not affecting the accuracy of the data that is collected. PROJECT BACKGROUND Accurate topographic survey data is critical to successful surface mining operations. It is used for mine planning and design as well as permit compliance. Currently, employees typically collect survey data using GPS equipment or total stations. These methods can be dangerous, as they require employees to work near large operating mobile equipment, edge of high walls, and on piles of stacked steep-sloped loose material. Aerial and satellite photographs, performed by a contractor, can be used to obtain some of this information, but it is expensive and may not be attainable during overcast conditions. Montana Tech, along with the Rosebud Mine, conducted research on the accuracy, cost, and other benefits of survey data collected using novel technologies. Some of the methods studied include, but are not limited to, Unmanned Aerial Systems (UAS) or Vehicles (UAV), photogrammetry, and laser scanning. These methods were evaluated to determine if these technologies provide mining companies with a safer, cost effective, and accurate method to collect data for surface mining operations. The project scope was to evaluate various surveying techniques to determine which techniques would be applicable for the Rosebud Mine and complete a trade-off study comparing the new techniques with currently used methods. The trade-off study included an analysis of the technological differences between the methods, safety and legal considerations for the new techniques, operational limits, and the costs associated with each technique. Working with the Rosebud Mine team, techniques were selected for field trial and accuracy comparison. This paper presents a literature review of applicable technical papers and a summary of the Federal Aviation Administration regulations for UAS, followed by a study comparing conventional GPS topographic surveys with UAS based systems and laser scanning systems. The comparison of the various methods was broken into the following four categories: operator safety analysis, time comparison, survey accuracy, and cost analysis. After all of these portions of comparison were completed a recommendation was provided based on the evaluation that was performed."

Core Laboratories, a division of Western Atlas International, maintains laboratories in all energy-producing areas of the United States, as well as in many foreign countries. Central to laboratory operations has been the incorporation of computers and computer software. Core has developed a mu1tiuser Laboratory Information Management System (LIMS) , which is currently installed in numerous company sites in the U.S., and is now undergoing installation in Canada. In addition, Core has provided custom soft ware to contract laboratories which Core operates on behalf of mining firms. The software development was done under the direction of the author in Denver, Colorado, and Casper, Wyoming. The intent of this paper is to pass some of the practical experience gained by our efforts on to those who wish to utilize computers more fully in the laboratory setting. The product of analytical laboratories is numbers. Nothing else comes from our work. We deal in information about samples. It is then reasonable to assume that the computer would be central to a laboratory operation. The hard part is to initially define what kind of computer the lab operation needs. The choices today can be very complex, and almost every hardware salesman is full of bad advice. Even the people in your own information services department may hold divided opinions. Since the advent of the personal computer, we have lived with a polarized data processing community. The PC boys consider their machines equal to any challenge, while the "save the mainframe" crowd view the PCs as limited toys that are only good for the things that clutter up a real computer. Management tends to lean toward whatever costs the least.

An alternative flowsheet was designed for the flotation treatment of a complex sulfide ore from the Sotiel Mine in Spain. The ore contains 0.71% Cu, 2.24% Pb and 5.63% Zn. Two specially developed synthetic collectors, methyl-mercapto-benzoxazole (MMBO) and 6n-propoxy-mercapto-benzo-thiazole (PMBT), were examined. MMBO exerts a specific action on copper and zinc minerals after treatment with copper sulfate, and PMBT exerts a specific action on Pb minerals. Flotation operating variables (pH, frother type, frother quantity and feed particle size) were examined by means of rougher flotation tests to determine the optimum conditions for the new collectors. Once the optimum conditions were determined, a series of open flotation circuits were run on feeds of various particle sizes (obtained by different types of grinding). The objective was to obtain high-grade Cu and Zn concentrates. The results of the open-circuit tests demonstrated that a Cu concentrate grading from 18% to 23% Cu and a Zn concentrate grading from 40% to 48% Zn can be produced.

Cost control is a lot like motherhood - everyone proclaims its need and its worthiness, but is it really appreciated and used to successfully complete a project on time and within budget? Good Cost Control is a yardstick - requiring fixed definition but this does not mean rigidity for the project. It provides the means for telling: 1. Where you are going 2. When you will complete and 3. What it will finally cost. Cost Control does not fix the price of dreams nor the cost of projects loosely defined. It does not control costs in itself but provides the tools whereby engineering decisions can be made which will ultimately affect the project cost It does not even guarantee that a project will be completed within the original funds - but only, if this reflects management desires.

The Masbate Province, Philippines, has been a gold producer for many years. Several gold properties were profitably operating until the outbreak of World War II in 1941. One of these properties was the Masbate Consolidated Mining Company that at the time showed an impressive production rate of more than 4,000 metric tons of ore per day and one of the lowest milling costs on record in the country at that time. Interesting enough, t was the milling equipment left abandoned at Masbate that gave birth to one of the giant copper producers in ASIA. In 1955, Atlas Consolidated Mining and Development Corporation started a new operation at its copper property in Cebu with the seven 2.4m 0 x 3m long (8'0 x 10' long) ball mills left abandoned at the old Masbate Gold Mine. Now, 25 years later, Atlas is processing over 100,000 metric tons of copper ore per day through its three copper concentrators, and, the seven old mills are still grinding, copper ores now.

Hydrogen (H2 ) gas released during battery charging can result in cross-interference for carbon monoxide (CO) sensors used for early fire detection and compromise the integrity of the mine atmospheric monitoring system. In this study, a series of laboratory-scale and full-scale experiments were conducted to evaluate the responses of different CO sensors to H2 gas. In the laboratory-scale experiments, H2 concentrations in the airflow are constant, while in the full-scale experiments, increasing H2 concentrations generated as a byproduct of charging the batteries at the battery charging station rise to the sensors under different ventilation scenarios. The H2 concentrations at the CO sensor location were measured using H2 sensors and were correlated with the CO sensor response. The effects of ventilation and sensor location on the CO sensors responses were also analyzed. The results of this study can help mining companies to select appropriate CO sensors and improve the deployment of these sensors to safeguard underground miners.

The objectives for closure of a hard rock mine include minimizing long term environmental liability, attaining regulatory compliance, and maintaining geotechnical stability, while closing as cost-effectively as possible. Proper planning for closure should come during the feasibility study, design and permitting phases, and during operations as updates. The lack of a proper or updated closure plan can result in severe environmental and economic consequences. Effective mine closure is the result of a combination of innovative concepts, long-term commitments, and multi-party cooperation. The purpose of this paper is to discuss concepts, commitments, and cooperation as they relate to an effective closure plan.

The Waste Isolation Pilot Plant (WIPP) is adding a third fan to operate in parallel with, and supplement, its two existing main fans. An engineering analysis conducted in 1995 identified the need for improved system availability and efficiency. The WIPP, located near Carlsbad, New Mexico, is a U.S. Department of Energy (DOE) Carlsbad Area Office facility designed to permanently dispose of U.S. defense-generated transuranic waste in a deep bedded salt deposit. Engineers at the WIPP performed a feasibility analysis for either modi tying, supplementing, or replacing its two main mine fans. Since the centrifugal fans were installed in 1988, multiple operational and performance concerns have been identified. A comprehensive engineering study was conducted (McDaniel, et al., 1997) to: identity and quantity operational concerns, evaluate possible alternatives, and recommend an optimum solution. The study indicated that adding a third single-duty centrifugal fan similar to the two existing fans, and equipping that fan with Inlet Van Controls (IVCs) was the best choice. This alternative provided the most desirable combination of operational readiness, and improving system performance. The fan installation project accommodates several operational and scheduling constraints. WIPP is scheduled to receive waste in May 1998. This milestone is proceeded by an operational readiness review. Fan installation could not be allowed to compromise the WIPP's ability to declare facility readiness and had to minimize operational disruptions during the system tie-in. All engineering for the project is completed and physical modifications started in July 1997. The project was completed in 1998.

The flotation behavior of pyrrhotite was investigated by using ethyl xanthate as a collector. Results showed that pyrrhotite had good floatability from pH 2 to pH 11, and poor floatability when pH was >12. The flotation of pyrrhotite was dependent on pulp potential on various pH values. The potential-pH range for pyrrhotite flotation was established. Cyclic voltammeny and FTIR spectroscopic analysis showed that the major adsorption product of ethyl xanthate on pyrrhotite was dixanthogen. The intensity of FTIR signals of dixanthogen adsorption on pyrrhotite and the anode current of a pyrrhotite electrode and flotation response of pyrrhotite are correlated with pulp potentials.

Agriculture in the United States today is becoming more and more a business, rather than a way of life. In the light of this, it behooves the farm-supply industries that provide the American farmer with his tools of production--feed, fertilizer, machinery, and the like--to give even greater attention than they have in the past to meeting the needs of the farmer-businessmen they are serving. Increasing competition among the companies that make up these industries merely accentuates this need for better service. An opportunity for such improved service, not yet fully realized, exists in the fertilizer industry today. That opportunity lies in the increased transportation of fertilizer ingredients by water. However, before the benefits inherent in this increased water movement of fertilizers can be fully realized, certain obstacles must be met and overcome. It is the purpose of this paper to outline the nature and magnitude of this opportunity, to point out some of the roadblocks and the steps that can be, or are being, taken to remove them, and to indicate some of the rewards that would logically stem from success in these efforts.

Mining activities in the small historic mining camp of La Colorada in the state of Sonora, Mexico can be traced back to the mid eighteenth century when gold was discovered and exploited by Jesuit missionaries. Following one hundred and twenty six years of activity, the mines were shut down due to the Mexican revolution. Very little activity took place until 1989 when a company, Minera Las Cuevas, spent US $350,000.00 in mapping and sampling and diamond and reverse circulation drilling over a period of three years. During 1991 HRC Development Corporation entered into a joint venture agreement with Minerales de Sotula, S.A. de C.V. that allowed an earn in of 70% interest. Exploraciones Eldorado, S.A. de C.V. and it's parent company, Eldorado Corporation Ltd. were subsequently incorporated by HRC to hold the La Colorada project. Property evaluation ensued and a thirty thousand tonne Run of Mine test heap was leached from August of 1992 until May of 1993. Full scale commercial production commenced in late November, 1993 and the first gold/silver doré bar was poured early in January of 1994. Pre-production costs were a total of approximately four million dollars U.S. During the fall of 1994 a buyout of the venture partners' interest gave Eldorado one hundred percent ownership of the property. The first two years of mining have utilized a local contract mining fleet and have placed nearly two million tonnes of ore on a run of mine heap. Low cost ripping and dozing mining methods have been employed in conjunction with drip irrigation leaching. An initial pilot plant carbon adsorption circuit was supplemented with a Merrill Crowe recovery circuit in June of 1994 and was completely replaced with the construction of a second Merrill Crowe circuit in July of 1995. Approximately fifty thousand troy ounces of gold and over one hundred thirty thousand ounces of silver will have been poured by year end 1995. Ongoing, on site exploration continues to increase mineable reserves in the known deposits. A feasibility study is ongoing concurrent with the operations and will provide the basis for future elevated production levels. Exploraciones Eldorado continues to explore outward from the current operations and several anomalous outlying zones may play part to the long term economic growth of the company in Mexico.

Designing an underground nuclear waste repository is a complex process. Although many decisions are involved before the design is complete, the first three--what the target horizon is, what the underground boundary is, and where the entry point will be located--are important because they establish the basis for the entire repository design. Even more important than these decisions, however, is the data on which the decisions are based. Because the current data are limited, an aggressive data gathering program is needed during the next design phase to augment information about the intricate interplay among all facets of the repository design and the geologic medium in which the proposed repository is to be developed. Although unique to modern engineering enterprises, the challenges involved in designing a repository in the unsaturated zone are within current technology and engineering practices.

Laboratory testing for flotation circuit design is carried out on a routine basis in a large number of lab- oratories throughout the world. Usually a sample of ore, assumed to be characteristic of the material to be processed in a future plant, having a mass of the order of a few kilograms, is ground in a batch ball or rod mill, in the presence of water and some re- agents (for pH control, etc. .. ); after dilution to the adequate solid concentration, the resulting slurry is transferred into a laboratory batch flotation machine, having a volume which can vary from 0.5 to 8 10 -3m3. Various types of machines are in common use, manufactured by the same companies that market industrial size flotation machines. The operation of flotation in the laboratory is carried out by an experienced technician, who uses parameters such as impeller rotation speed, air flowrate addition, froth height, froth removal rate, in conjonction with reagent addition sequence, to "test" the ore. After flotation, the froth products ("concentrates"), and the solids remaining in the cell are filtered, dried, and analyzed for the various elements of interest. For flotation circuit design, a kinetic test is usually carried out, in which the froth products obtained at various times are collected to assess the time response of the ore in the laboratory machine with the combination of reagents used. Although this description is rather sketchy, it enables to outline some of the major difficulties in using laboratory data for flotation circuit design: 1. ore sample representatively 2. feed preparation procedure (laboratory compared to industrial scale) 3. laboratory procedures (type of ma- chine, type of operation, experimental errors. . . ) 4. flotation machine scale-up 5. flotation kinetic scale-up 6. flotation circuit design using laboratory data These various points will be discussed in the present paper, in order to stress the problem areas as well as possible solutions. ORE SAMPLE REPRESENTATIVITY It has been stated many times that one of the major problem in designing a flotation circuit is the representatively of the sample to be taken. Introduction A computer program was developed for analyzing drum-type hoists before modifying an existing system or designing a new one. Its use permits the preliminary evaluation of a system before seeking technical assistance from mine hoist designers and manufacturers. The user-friendly program accepts a variety of data and analyzes hoisting systems for any balance state. The program can be used to calculate skip capacity to yield a desired production rate, solve for drum face width, select a permissible wire rope, estimate total horsepower of the hoist plant, and estimate annual power cost. Whether required for a large mining complex or for a relatively small operation, a hoisting system must be carefully designed to ensure the efficient, reliable, and safe flow of material. Because shaft sinking and hoist installation can total between 2.5% and 3% of the cost of opening a deep mine, proper hoist selection is critical. Today's mining engineer has at his disposal the most powerful design and analytical aid ever, the micro- computer. There is, unfortunately, limited software for the study of hoisting systems, unlike that for other materials handling equipment (Manula and Albert, 1980; Prelaz et al., 1964; Bucklen, 1969; Thompson, 1985). HOIST reduces a time-consuming set of calculations to a concise package of interrelated subprograms. A literature review revealed no common-user pro- grams to analyze hoisting systems, although at least four major hoist designers/manufacturers/installers have their own in-house programs. To provide a tool with which the mining engineer could preliminarily analyze a materials hoisting system or could check the calculations of a hoist contractor, a computer program was developed. HOIST was written in BASIC for the IBM-PC for ease of program adaptation and to en- courage field use on compatible systems. Details of program development are omitted, since the basic principles of hoisting analyses are relatively straightforward, simple, and readily accepted (Har- mon, 1973; Nordberg, n.d.; Adler, 1957). Program features, intended usage, and benefits of the com- puterized solution are emphasized over theory development and mathematical rigor. Background The mine hoist system that is selected and installed at a mine is the "lifeline" of that mine, with installations lasting 20 years or more. Thorough study is warranted to ensure that productivity demands are met at a minimum cost per ton. The increased cost of a large, powerful, high-speed hoist must be offset by increased production to justify its selection. To optimize this tradeoff, an extensive hoisting analysis should be performed. The analyses to properly size the skip (or cage ) , the drum, and the hoist drive are conducive to computerization, permitting rapid evaluation of changeable operating and design parameters, such as velocity, acceleration, state of balance, and productivity demand. The program is particularly useful in conducting sensitivity trials, such as investigation into the effect of change of productivity on skip capacity and on horsepower of the hoist drive. HOIST is currently limited to the study of drum-type hoists with cylindrical drum(s). However, only minor changes to the program would permit analysis of friction hoists and conical drum configurations. Model development and testing The program is based on accepted equations and physical relationships. Examples of manual calculations formed the basis for decision points and program branching. Data is input in the order that it would be needed if the problems were solved manually. The choices are arranged likewise. HOIST was developed in sections, with manual solutions performed to check program logic. The testing became more rigorous as sections were completed. Output from one section becomes input for following sections, as appropriate. The simplified flow diagram of HOIST is given in Fig. 1.

Bituminous coal dust was repeatedly placed into one lung lobe of anesthetized Macaca nemestrina monkeys using a flexible fiberoptic bronchoscope. Radiographs taken at 15 day intervals showed a focal radiographic density after 90 days time when a total of 1 gram of dust had been instilled. The radiographic density progressed slightly in size until 12 months by which time 3 grams of dust had been instilled and the animals were euthanized. At necropsy, the only significant gross lesion detected was the focal black pulmonary lesion located at the dust instillation site. Histologically, the lesion was composed of coal dust laden macrophages located primarily within interstitial tissue and interspersed with a slight amount of reticulum and connective tissue fibers. The distribution of coal dust was limited to the instillation site in the right caudal lung lobe based on radiographic, gross and histologic examination. Bronchoalveolar lavage of both right and left caudal lung lobes was performed 8 times during the 12 month long experiments without significant complications. More macrophages were found in lavage fluid from the right lung than the left, and most macrophages from right lung contained coal dust particles. Based upon a limited physical examination and complete blood count at 15 day intervals the animals remained normal during the experiment. We conclude that the primate lung's response to focal experimental bituminous coal dust resulted in a marked focal increase in pulmonary alveolar macrophages, which can be recovered regularly in high numbers by bronchoalveolar lavage. The model described has significant potential for investigating the pathogenesis of various respirable dust-induced pneumoconioses, for evaluation of new therapeutic approaches, and for refining experimental and clinical diagnostic applications of bronchoalveolar lavage. Longwall coal mines are frequently located in steep mountainous areas with narrow valleys. In order to protect surrounding watersheds and residential structures, support areas are left under the valleys. However, the indirect subsidence effects to the residential structures due to the potential topography effects can be a serious problem. The present study examines a longwall mine in southern West Virginia located in an area with an average slope of about 30°, or 58%, and with an overburden depth that varies from 49 to 376 m (160 to 1,235 ft). A comprehensive investigation was carried out to assess the subsidence and topography effects, as well as other ground control issues at this site. Surface and subsurface movements and deformation were predicted and their direct effects on nearby streams and structures were assessed. The potential and indirect subsidence influences of surface topography effects were assessed. The techniques and results of this investigation are presented in this paper. It shows that the direct and indirect subsidence effects on the streams and residential structures should be insignificant. The post-mining observations agreed well with this study.

A study of the application of mine tailings as precast construction materials through alkali activation was carried out, focusing on efficiently activating mine tailings, reducing alkali consumption, decreasing curing time and improving compressive strength. Test results showed that unconfined compressive strength of 40 MPa was achieved. In addition, to elucidate the geopolymerization mechanism of mine tailings, microscopic and spectroscopic techniques including scanning electron microscopy with energy-dispersive X-ray (SEM/EDX) analysis, Fourier-transform infrared (FTIR) spectroscopy and X-ray diffraction (XRD) spectroscopy were used to investigate the microstructures and elemental and phase compositions of the reaction products. The findings of the present work provide a practical method for applying mine tailings as precast construction materials through alkali activation.

A paper in the 1985 RETC proceedings presented the background and planned usage for the cavern, site investigation and rock conditions, contract documents, and a bid summary. This is a follow-up paper describing construction of the cavern. The Soudan 2 excavation, 71.8 m long by 13.9 m wide by 11.6 m high, was excavated by drill and blast methods and mucked by crawler tractor and mine hoist. The excavation sequence consisted of twin top-heading pilot tunnels followed by removal of the top heading pillar and finally the bench. Various blasting designs were used to achieve adequate breakage and acceptable levels of blast damage control at the cavern perimeter. The geologic conditions exposed in the cavern, and the support needs of the rock encountered, are compared to the conditions interpreted from the site investigation. The influence of specific geologic features on cavern performance will be described. Initial support and final lining consisted of full length grouted rockbolts and reinforced and plain shotcrete. Trials were conducted with steel-fiber reinforced shotcrete and microsilica additives.
