During the last few years, there has been a flood of local, state, and Federal government regulations concerning blasting. Many of the laws and regulations were written by individuals who know little about explosives, the purpose of blasting, or blasting vibration and damage. I feel that the special interest groups responsible for some of these regulations are not trying to regulate blasting, but to stop it completely by unreasonable, non-flexible, regulations. The most recent being the Office of Surface Mining regulations that are already spreading to the quarry industry and will, no doubt, spread to all blasting involving disturbance of the surface.

Construction of a dock facility for the Lake Erie Development Project of Stelco Steel involved underwater blasting in commercial fishing waters near Port Dover, Ontario. The most stringent environmental constraints were imposed and a monitoring program involving water overpressure recordings, using equipment developed specifically for this assignment, correlated with observation of caged fish specimens at various distances from the blast source, was undertaken to determine the effects on fish life and to establish whether a protective air-bubble curtain system should be installed around each blast area.

Both theory and experience tell us that spatially distributed energy sources generate a more complex family of seismic waves than do point sources. The resulting effects in the near field (for close-in blasting) are significantly different than those from point sources although, at great distances from the source, the seismic waves take on many of the characteristics of point sources and can often be treated as such.

The advent of more powerful explosives, increased bench heights, and larger diameter blastholes has necessitated the use of presplitting techniques in sub-bituminous coal mines. The combination of these factors has increased the energy concentration during blasting, producing severe overbreak problems in the final pit walls. Presplitting with large diameter blastholes has proven to be the most viable method of reducing back break in sub-bituminous coal mines.

A joint Federal Government-Industry research project on the effect of geology on the fragmentation of rock excavated by blasting in underground developments was conducted at the CANMET Experimental Mine, near Val d'Or, Québec. A total of thirteen (13) blasts were studied from November 1994 to February 1995. The analysis of each blast was divided into three stages: pre-blast characterization, including structural mapping, assessment of Rock Mass Ratings (RMR), Tunneling Quality Indices (Q), blast design documentation; blast characterization comprising blast vibration monitoring and analysis; and post-blast assessment comprising fragmentation assessment by digital photoanalysis, calculation of half cast factors and measurements of bootlegs.

Computer software has been developed which uses fast Fourier Transform (FFT) techniques to analyze the frequency spectrum associated with peaks in ground vibration time histories. The procedure consists of filtering the FFT of a time history into individual frequency components.

Accurate assessment of blasting near an object (organism or structure) requires recording of the damage parameter for low-valued scaled distances. Seismograph recordings of particle velocity are a well established, common procedure for land-based blasting. Similarly, pressure recording of the absolute waveform needs to be a more common procedure for sensitive, underwater resources.

With the ever increasing public sensitivity to our environment, the blasting industry can no longer be concerned with just drilling and blasting. Government regulations, augmented by public pressure, require that the industry must be more diligent in preventing spills, disposing of distressed products and packaging materials, controlling fumes and dust, preventing product contamination, developing environmental impact studies, and preventing unnecessary regulations. These liabilities in conjunction with those of vibration, air overpressure and flyrock will continue to greatly impact the industry.

Modern blast engineering involves the use of modern technology to provide more efficient blasts. Through the use of improved measurement techniques more information can be obtained on many of the physical variables of a quarry rock face. By employing this information, a more efficient production shot can be designed and loaded. Along with improvements in production, greater safety and improved environmental impact can be achieved. This paper concerns the employment of modern blast engineering at a granite quarry in the Southeastern United States. The test period extended over a period of approximately six months, and this paper will show the results achieved in that time span.

"Ajax Contracting was awarded the project to drill, blast and crush 100,000 tons of quarryrock for the Forest Service In Elk City, Idaho, during the summer of 1992. Cable charges are theoretically endless. Practically,they are composed of very long sausage like explosive charges. They are primarily used for excavating ditches in soils. Blasted ditches are necessary in agriculture for irrigation purposes and for canals. Horizontal cable charges can be made by using a single or double strand of detonating cord. They can be placed into the mud at the bottom of ditches and used to clean or deepen the already existing ditch. They can also be used for soil compaction. Cable charges have been used for blasting soil in the Soviet Union, Czechoslovakia, Poland, the German Democratic Republic and Hungary. Their use was first mentioned in the first edition of Weichelt's handbook on blasting (German Democratic Republic, 1949).

In instrumented model rock blasting experiments in granite blocks, best fragmentation results were obtained when delays between holes were 1 to 2 milliseconds per ft. of burden and when a rectangular shothole pattern was used with spacings larger than the burden. Effective fragmentation in multiple hole blasts seemed to depend primarily on the full development of the crack network around each hole before the charge in the next hole was detonated. The test results showed that simultaneous or almost simultaneous initiation of shotholes in bench blasting resulted in poor fragmentation.

The demolition of structures with explosive though most rapid, safe and efficient requires planned blast design parameters with respect to geometric and strength properties of the structure to be demolished. The paper, here deals with successtil demolition of three old bridge piers by different blast designs. These piers were 11 m tall and very close to the existing bridge, The plan distance of the old piers from the existing bridge varied between 43 m and 14,25 m. The paper also deals with the mathematical concepts for the causes of such action of demolition/dismantling of structures.

The impact sensitivity of hot emulsion matrices was examined to investigate the safety assessment in the emulsifying equipment which forms the emulsion matrix in a water-in-oil type emulsion explosive. The sensitivity could not be evaluated by the small fallhammer test device commonly used in Japan. Therefore, a large fallhammer test device was used. It was confirmed that an explosion, a decomposition, or a no-reaction took place according to the degree of the impact. When a decomposition took place in the hot emulsion matrix, the behavior of it was investigated further by a DDT test. It was found that a decomposition, or a no-reaction occurred according to the degree of confinement.

The efficiency of the loading system in a mine depends upon the characteristics of the muck pile, the loading machine specifications and the loading practices. The focus of this paper was to look specifically at the size distribution of blasted material, and to quantify its effects on loader productivity. A scale model of LHD was designed and fabricated to represent machines currently employed in the industry. The experiments were performed using crushed Gabbro, which was mixed in various proportions according to Rossin-Rammler size distribution to give five different characteristic particle sizes and five different size distribution constants for each characteristic particle size. The effect of the size distribution constant on peak and mean penetration forces, work done and bucket fill factor was examined. In addition, the influence of mean particle size, 80% passing size (D80) and % oversize on the penetration force and bucket load was investigated.

This paper changes the section of copper of copper to aluminum adapter bar into aluminum plate covered one face or double face with copper coat, and changes the conductor material of knife switch, fuse box, plug and socket into steel plate covered one face or double face with copper plate, and manufactures the composite (two layers or three layers) metal plates by means of explosion welding with the plates installed horizontally. Introduced in this paper are the blasting designing technique, manufacturing process and the electrical performances of the explosion bonded products. Besides, this paper presents the designing and manufacturing technique of cumulative charges and their time detonating units for cutting off the retired nuclear submarine pipes. Experiments on cutting off the stainless steel pipes by cumulative flow and on the time detonation are made.
