"It has long been recognized that mining workers subjected to high levels of hand-transmitted vibration may suffer from vibration-related complaints. Prolonged exposure to whole-body vibration may also result in adverse effects. In this study, the effects of vibration on mining workers are examined. Previous work documenting the occurrence of vibration-related disease is reviewed. From this work, it is apparent that operators of hand-held pneumatic rock drills are exposed to a significant risk of developing vibration disease. Vibration levels recorded on the rock drills now in use are presented and shown to exceed levels recommended by a proposed ISO standard.IntroductionThe possible harmful effects of exposure to excessive vibration levels have long been recognized, particularly among operators of hand-held tools. Numerous cases have been reported of a vasospastic disorder commonly known as vibration white finger disease (VWFD), which was a term coined by the Industrial Injuries Advisory Council in Scotland in 1970(1 ), Those suffering with the disorder have frequent vasospastic attacks in which the fingers, hand and, in advanced cases, the lower arm turn white and numb, usually after a cold stimulus. Advanced stages of VWFD have been reported in which the skin becomes ulcerated and gangrenousm. The incidence of the disease has been particularly serious in the forest industry due to the extensive use of chain saws. However, in recent years, the introduction of antivibration saws has resulted in a significant reduction in the occurrence of the disease.In a recent report for the Canadian Department of Supply and Services - Energy, Mines and Resources, Hutton & Brubaker considered the effects of vibration on workers in the mining industry. In this report, the physiological and medical effects of vibration were considered, relevant vibration standards were discussed, previous vibration measurements were documented and field measurements carried out. In the present paper, the results recorded in this study will be summarized, together with results that have been previously published relating to vibration levels existing in the mining industry."

"AbstractIn order to raise the enormous amounts of capital which will be essential for the development of Canada's mineral and petroleum resources, this country's resource industry must be permitted to earn an acceptable rate of return. The existing tax regime, with its high rates, complexities and misdirected incentives, presents a serious obstacle to our resource industries in their development of Canada's immense , but increasingly lean, resources. Government tax and other policies are not the only cause of the crisis now facing the resource sector in Canada, but a reformed tax system, with stable and reasonable tax burdens, is required if Canada's resources of minerals, oil and natural gas are to continue to contribute in the future, as in the past, to our national well-being.An independent task force, organized under the auspices of the Canada West Foundation, has recently completed a wide -ranging report: on the future development of Canada's mineral, oil and gas resources. This five-volume report, completed after almost two years of research and study, concludes that Canada •is facing a major crisis •in the development of our resources, It states that unless corrective action is taken now, mineral production and exports could decline drastically after 1985, at the same time that Canada would face massive bills for imported oil because of inadequate and declining production.The task force, chaired by the author of this article, has put forward recommendations for a fundamental shift in both federal and provincial policies in order that Canada's mineral reserves can be developed in the national interest. The present-day metallurgical community is quite familiar with the use of jarosites [MFe3(S04)2(0H)6 where M = K, Na, NH4, Ag, 1/2Pb, etc.] as a means of controlling iron, alkalis and sulphate in hydrometallurgical circuits. This modern precipitation technology has found an increasingly widespread application in the zinc industry111 and is gradually also being extended into the hydrometallurgical processing of copper and cobalt121 . The chief advantage of jarosite precipitation is that the iron precipitate settles and filters well, and gives low losses of divalent metals in the washed residue. Although this jarosite precipitation technology was developed only within the past twenty years, man's involvement with jarosites extends back to antiquity, and jarosites have played an important role as a source of silver in several ancient metallurgical centres. In the early days of this century, argentojarosite was an important local source of silver at the Tintic Standard mine, Dividend, Utah, where over 200 000 oz of silver were recovered from highgrade natural jarosite over a three-month period 131 . At the Matagente mine in Peru, pockets of argentiferous plumbojarosite up to 40 m thick were mined and processed by the Indians prior to the arrival of the Spaniards14-51 . In Cyprus there are vast jarosite deposits associated with the ancient mining sitesl51 , but exploitation of these jarosites has been insignificant because of their low silver values. The most extensive mining of silver-bearing jarosite, and certainly the oldest documented instance of such jarosite exploitation, was in the vast pre-Roman workings at Rio Tinto, Spain. This mine, the greatest single miningmetallurgical site currently known from the ancient world and also the oldest site of more or less continuous metal production, has witnessed many metallurgical firsts. Aside from the initial processing of jarositic ores for their silver values, the development of large-scale hydrometallurgy also seems to have occurred at Rio Tinto. As early as 1737, copper was recovered by cementation on scrap iron from the mine waters at Rio Tintol51 . Large-scale heap leaching of calcined ore commenced with the British operations in 1876 and, by 1900, raw pyrite was heap leached to recover associated copper values161 .

Fair market value, in the legal sense , is the price which a prudent and knowledgeable buyer and a prudent and knowledgeable seller, acting without constraint or compulsion , will agree upon to exchange an asset. In the ordinary commercial or engineering usage, the term may imply simply the market value or a reasonable and equitable price. The engineer evaluator who is called upon to express an opinion about the fair market value of an asset may be able to base his estimate on the sale price of similar assets or on the market values of stock. Frequently such indicators of value are not available and the evaluator must devise other means of appraisal. Mineral resource properties may be thought of as having value by virtue of the existing or potential ability to produce at a profit. Conventional procedures permit the computation of the present value of future revenues having due regard for the time value of money and the risks attendant upon the realization of the venture. Such computations have gained wide acceptance as a basis for the estimation of fair market value.

Construction projects are becoming more demanding both in terms of time and complexity. This necessitates intricate planning and sequencing of activities at the macro and micro level and continuous flow of resources across the project in order to achieve planned targets. Work and Resource planning need to be done in such a way that limited resources give optimal output. Currently dominant activity-based scheduling techniques like Critical Path Method (CPM) and Program Evaluation and Review Technique (PERT) do not model work-flow or resource-flow through a project life cycle. An extension to the conventional activity based planning is Location Based Management System (LBMS). LBMS has been explored and utilised in the case of repetitive and cyclic projects such as high rise buildings. This study focusses on the application of LBMS to repetitive and non-repetitive components of Power Transmission and Distribution (PT&D) projects involving construction of substation and cable laying. This paper presents the findings on comparing the current planning practice for cable laying with an LBMS based approach. A key finding of the study was that the conventional practice resulted in a schedule with several coordination issues that could not be identified in the planning reports. Using the LBMS based approach these issues could be identified and decisions required for resolving these could be made.

The Canadian steel industry is now in many ways a mature one, having achieved many technical successes during its hundred-year history. It is interesting to look back over this period, to learn something of the histories of the different producers and of the people and forces that shaped their development. The following article provides a thumbnail sketch of the Canadian steel industry as it exists today. It is intended for the general reader, not for the specialist who will want to consult the several books and theses written on the development of the industry during the last hundred years. The famous Les Forges du Saint-Maurice, an important iron producer for a century and a half, provides a natural historical starting point for a look at the four major players - Dosco, Algoma, Stelco and Dofasco - who have provided most of the hundreds of millions of tonnes of steel, in every form from horseshoes to tinplate, needed in the twentieth century. The smaller companies which have sprung up in the last 20 or 30 years are dealt with briefly - but only because their history is so recent. Not so long ago the mini-mill, based on scrap rather than on the blast furnace, was thought to be specially suited to the economies of the smaller developing countries of the Third World. However, recent history has made it evident that the small plant, specializing in a few basic products (e.g. reinforcing bar) or taking advantage of special circumstances, can successfully compete with the large blast furnace/primary steel producers.

ABSTRACT: The Victor diamond mine is located in the James Bay lowlands, 90 km west of the First Nations village of Attawapiskat. The project was the first of its kind in northern Ontario. The process plant was designed to produce a 95 to 98% by weight diamond concentrate through three stages of comminution, dense medium separation, and proprietary X-ray technology for final recovery. The plant was commissioned over a period of six months, commencing prior to substantial completion of construction. Through effective planning of the commissioning phase, the Victor mine start-up was safely completed nine months ahead of schedule.

Le déménagement d?un niveau à un sous-niveau devrait se faire dans un quart de travail de 8 heures. L?option de largeur permet au client de choisir un équipement adapté à son environnement de travail (1). La largeur de la table de forage peut être modifiée selon les besoins du client entre 48" et 96". Cette particularité permet une meilleure stabilité, et plus de précision dans le forage (2). Il y a 4 pattes hydrauliques à chaque coin pour la stabilisation lors de forage (3). La table de forage a 360° d?angle de forage sur 3 côtés du transporteur. La table peut sortir de chaque côté du transporteur de 40 ½" à partir du centre du transporteur pour faciliter la mise en place de la foreuse dans les endroits difficiles d?accès. La plage de forage est considérablement agrandie. Cette caractéristique qui fonctionne hydraulique, permet à l?opérateur de forer sans être obligé de changer la position du transporteur pour des changements de trous. Tous les types de foreuse peuvent être installés sur cette table de forage (4). Sa petite dimension lui permet d?accéder, par des monteries de 30" de diamètre, à des sites de travail de 2,5 mètres de hauteur et largeur. C?est un équipement adapté aux gisements filoniens. Ce genre de gisement est de moins en moins rentable pour les compagnies minières. La mécanisation des ces gisements va permettre de les rentabilisés en augmentant la productivité et la santé du travailleur, en réduisant la dilution (5). Les manettes de contrôle de la foreuse, les mouvements de la table de forage ainsi que le déplacement du transporteur ont été installés selon les recommandations d?un ergonome. Des recherches ont été effectuées par ce spécialiste sur les cas d?accident survenus avec l?utilisation de ce genre d?équipement. Il a déterminé les positions le plus confortable que l?opérateur doit prendre pour éviter les douleurs prolongées (6). Le système de roulement est composé de 4 roues pleines installées sur 4 planétaires de 9000 à 15000 livres de capacité munis chacun d?un moteur hydraulique. Des freins ont été installés sur les planétaires pour assurer la sécurité de l?opérateur et faciliter le positionnement du transporteur lors du forage. Des roues rétractables peuvent être installées pour faciliter l?accès sur rail (7). Ce transporteur peut être alimenté par une puissance électrique plutôt que par une puissance pneumatique. Cette puissance électrique est fournie par un Power Pack qui transforme l?énergie en puissance hydraulique. Ce type d?alimentation est employé lors du forage de développement, mais il peut aussi être utilisé pour le forage long trou. Cet avantage permet au client qui a un problème de pression d?air d?utiliser l?électricité. Par contre si vous utilisez l?électricité mais que dans un secteur isolé le gros courant électrique n?est pas accessible vous pouvez utiliser votre équipement en utilisant la puissance pneumatique. Le changement d?alimentation énergétique se fait facilement (8). Cet équipement est construit pour effectuer 4 types d?activités : forage de développement de niveau et sousniveau avec l?installation d?un bras porteur, forage et pose de câbles d?encrage pour soutènement de terrain, forage de production long trou et forage de monterie ascendante et descendante. L?avantage est que vous investissez dans un seul équipement au lieu de 2 ou 3. Cet avantage vous fait économiser dans votre budget d?équipement. En plus cet équipement est construit pour de dure travaux et ne contient aucun système électronique (9).

A mathematical model of a decision is represented by the table in Figure 4. The numbers in the matrix are a measure of the effectiveness of each alternate for an objective. In this case, it is the per cent of desired profit that is satisfied by each alternate for each objective. By adding all of the values in a row, we have a measure of which alternative is best for both objectives. However, if you think that alternate 1 is necessarily better than alternate 2, you are wrong. Why? Because the weight of the objectives may not be equal. It could just be that this plant can sell more than it can produce, so that the loss in profit represented by increased sales is more than twice as important as reductions in costs. (See Figure 5). In that case, let us weigh objective 1 as 30 per cent and objective 2 as 70 per cent. It must also be obvious that the sum of all the "objective weights" must equal 100 per cent. "IntroductionDuring and since• the war, it has been my privilege to work closely with those in Canada who are responsible for the vital raw materials needed in our co-operative atomic energy programme. The understanding which has developed between our two groups in this all-important enterprise has been a great source of pleasure. We in the United States are aware of the importance of the contribution made by Canada to this project, and we look forward to continuing our mutually advantageous relationship.The impact of World War II, and the decision by Canada, Great Britain, and the United States to join in a programme for the development of atomic weapons, created a sudden and immense demand for uranium minerals. Early in the raw materials programme, it was evident that sufficient raw materials to fulfill war-time atomic weapon requirements could be secured from three sources: the rich pitchblende deposits of the Eldorado , mine at Great Bear lake; the Shinkolobwe mine in the Belgian Congo; and as a by-product of the vanadium industry of the Colorado Plateau in the United States. In the early part of the programme, therefore, our joint efforts were directed toward obtaining immediate maximum production from these localities. The contribution made by Eldorado Mining and Refining (1944), Limited, both in supplying and refining raw materials, was and continues to be of vital importance.In addition, it was also obvious from the first that in this programme, as in any mining enterprise, exploration activities directed•toward the discovery and development of new sources of uranium ore were essential if production were to be maintained over an extended period of time. In order to satisfy obvious security requirements during the war, it was necessary to proceed with this exploration programme, both in Canada and the United States, as secretly as possible. With the end of the war, and the revelation that an atomic weapon had been developed, however, secrecy in exploration was no longer required. The important thing was to get on with a broadened exploration programme."

"The end of an era in zinc metallurgy took place on July 31, 1976 when the horizontal retort furnaces of the National Zinc Company in Bartlesville, Oklahoma were permanently shut down (1) . For more than a century, horizontal retorting had been the most common method of producing zinc in the United States; it was a thriving industry in many parts of that country, especially in the natural gas belts of Oklahoma and Texas. With the Bartlesville closure, yet another metallurgical process has become an object of historical interest for North American metallurgists. Although shrouded in controversy, the origins of zinc metallurgy seem to date back at least 2000 years. Pyrometallurgical methods with carbon reductants are capable of producing zinc from oxidic zinc ores, but only above the boiling point of the metal. Although slow cooling results in re-oxidation of the zinc vapour by air or carbon monoxide, quenching yields liquid zinc; some form of rapid cooling, either accidental or intentional, was likely used by ancient metallurgists to liquify the metal. Zinc metal found in Athenian objects of the Roman era was likely of accidental origin. The Romans employed brass extensively for coins and ornaments(2) , and this was intentionally produced by the calamine process whereby oxidic zinc ores were added to molten copper under strongly reducing conditions. Zinc appears to have been known in China and India as early as 1000-1300 A.D., and was probably smelted commercially in those countries from the 14th century. Although the early metallurgical procedures were probably inefficient, they were able to produce zinc metal in significant amounts. The large heaps of zinc residues with clay retorts bear testimony to an early smelting industry of impressive magnitude. It is estimated that the heaps at Zawar, India alone represent the extraction of 100 000 tons of metallic zinc(2) In the 1730s the smelting of oxidic zinc ores was developed in England using a vertical retort method. In 1788 a British patent was granted for making zinc from zinc blends (ZnS) by roasting the ore in a coalfired reverberatory furnace, mixing the calcine with charcoal and smelting the mixture with suitable zinc condensation. The English process was very energy intensive, however, and early in the 19th century the Belgians developed a horizontal retort process for the reductiondistillation of zinc that was more fuel efficient. This technique was gradually developed into what came to be known as the Belgian process, the forerunner of the ""modern"" horizontal retort furnace."

The Upper Devonian Kettle Point black shale of southern Ontario is poorly exposed. Structural maps pre-pared from the data of numerous wells show that the upper surface of the formation has low regular relief, and that the lower surface reflects domes in the Middle Devonian and also local subsidence of the Devonian rocks due to solution of salt in the Silurian Salina Formation. The appearance of minor amounts. of marcasite, pyrite, and calcite, m that order, as interpreted from the evidence of concretions from the type locality at Kettle Point is thought to have been influenced by a rise m the pH within anaerobic sediments preceding compaction.

Abstract - Quartz veins at the Mufferaw gold prospect and Komis gold deposit, northern Saskatchewan, are examples of oblique-extension veins that crystallized in shear and tensile fractures, which propagated and then opened oblique to their walls during a single continuous deformation event. The Mufferaw gold prospect consists of an interlinked mesh of conjugate shear fractures, tensile fractures, and veins. Oblique-extension veins crystallized in conjugate shear fractures, which opened during dilation of intersecting tensile fractures under the same far-field stress system. At the Komis gold mine, tensile and dextral shear fractures cut across granodiorite dikes. The tensile fractures formed perpendicular to the dike margins during stress transfer from the less-competent country rocks to the more-competent dikes. During extension of the dikes oblique to the bulk extension direction in the country rocks, the tensile fractures were reactivated as sinistral shear fractures. The reactivated tensile fractures and dextral shear fractures opened oblique to their walls, parallel to the bulk extension direction, and were sealed by the deposition of oblique-extension veins during the same deformation event.

TAXATION has become a major item in the operation of Canadian mines, and, as such, merits our most serious consideration. I feel it was a splendid idea for the Institute to set aside this time for a frank discussion of this important subject, and believe great benefit will result from a better understanding of the methods and underlying principles involved. Mining, as a great national industry, may quite properly be called upon to pay its fair share of the cost of running the country; and there is no tendency on our part to avoid this responsibility. There is, however, a very definite demand that the proportion be just, and fairly and sensibly applied. I believe that Mr. C. G. Williams, Secretary of the Canadian Metal Mining Association, and others, are giving details of the various Provincial and Dominion regulati6ns, so I shall not touch on that phase of the situation. However, there are some important factors to which I should like very briefly to call your attention. The first is the vital need for stability. As you all know, a considerable period must elapse between the preliminary stages of any mining venture and the time when it comes to production-or is finally abandoned as un-profitable. These early days are fraught with many unavoidable uncertainties. If, to these natural hazards, the apprehension of instability of governmental action be added, the risk becomes so great that capital seeks other and safer fields for investment, and many otherwise promising projects are thus discarded. There probably never has been a time in recent years when so much money was seeking investment as now. Under favourable conditions, the development of our great mineral resources would be a natural and attractive outlet for this money. The amount of taxation which the mining industry can properly absorb is of the utmost importance at this time, and it might be well to consider this question in its relation to the economic stability of our country, for it cannot be too greatly emphasized that direct taxation is only one item in the net return which our governments derive from the mining industry. Indeed, the many indirect benefits are so manifest that it would seem almost unnecessary to enumerate them! We almost invariably think of mine taxation as a direct company tax-overlooking the fact that sales tax, customs duties, acreage tax, income tax on mine dividends, foreign shareholders' dividend tax, and others, must all be taken into consideration. It would seem that the economic value of non-ferrous metal mining in Canada is not sufficiently understood and appreciated.

Daring to try where others had failed, Herbert and Lou Henry Hoover translated from the Latin the principal (and first) textbook on the mining and metallurgical profession, De Re Metallica, 1556, which had been in use for two centuries and then had lain dormant for 350 years in a language unreadable except by a chosen few. Thus the Hoovers enriched the English tongue with a vitally important contribution to history in the fields of mining, metallurgy, and chemistry. To them it was a joint hobby, because they were actively interested in the beginnings of the mining profession in which they had both been trained. Illuminating the years of toil to perfect this translation shone their ideal of service to humanity, since, in the Preface, they refer to their task as "a labour of love", which had to find the moments for its execution in night hours, weekends, and holidays, extending over a period of about five years. And they add: "If the work serves to strengthen the traditions of one of the most important and least recognized of the world's professions, we shall be amply repaid". While a student at Stanford University, during the years of 1891-95, Herbert Hoover had become familiar with a copy of this Latin mineralogy classic, De Re Metallica, a rare book in the private library of Dr. John C. Branner, at that time head of the department of geology and mining. Another Stanford student in geology was also examining and studying the ponderous volume of twelve 'books'. She was Miss Lou Henry, of Monterey, who graduated in 1898, and the following year became Mrs. Herbert Hoover. Interwoven through the tapestry of their life experiences gleamed the silver thread of their interest in this mediaeval Latin textbook. Just nine years lacer, the Hoovers had commenced their translation, while they were in temporary residence in London after the seething years in China under the shadow of the Boxer rebellion.

PCF?, or Penetrating Cone Fracture, is a propellant-based technique for rock excavation, which has significant potential for the mechanization of narrow-vein mining. The technique is currently being developed for use in the narrow-vein flat-dipping gold and platinum deposits in South Africa in conjunction with major mining companies. The technique is also applicable to steeply dipping vein deposits, such as those found in North America, Australia and elsewhere. The implementation of PCF? in South Africa to date is reviewed and plans for the introduction of PCF? excavation in other areas are highlighted.

RÉSUMÉ La conception des fosses ainsi que l'évaluation des ressources géologiques et des réserves minières sont désormais réalisées entièrement à l'aide d'outils informatiques spécialisés. Cependant, plusieurs analyses, pourtant essentielles à l'évaluation de la viabilité du projet, sont réalisées en parallèle sans véritable optimisation ni synergie avec l'ensemble des données disponibles. Cet article présente deux approches permettant d'intégrer certains types d'analyses aux modèles de blocs miniers. Ces approches permettent de quantifier la broyabilité du massif rocheux ainsi que d'étudier la stabilité des pentes minières à même les outils d'optimisation et de planification minières. Cette méthode permet dès l'étude de faisabilité d'un projet minier de maximiser les données disponibles, menant ainsi à une approche plus intégrée en conception minière. De plus, ces approches sont flexibles et permettent d'évaluer rapidement plusieurs scénarios, tout en laissant la possibilité de bonifier le modèle et de revoir la conception tout au long du projet minier.

"12.1. NO DEPRECIATION/GAAPAll calculations and computations relating to the Royalty shall be carried out in accordance with generally accepted accounting principles consistently applied to the extent that such principles are not inconsistent with the provisions of this Schedule and the agreement attached hereto, it being specifically agreed that nothing herein contained shall permit, or be construed to permit, the Operator to deduct any amount for depletion, depreciation, amortization or any deduction that represents a non-cash outlay.Comment: In cases like net profit royalties where recoupment of prior expenditures is permitted, care should be taken to avoid any implication that depreciation may also be taken. It is only logical and equitable that Property Owners should not be permitted an apparent ability to “double dip” with respect to deductions. A provision like this example should accomplish the task. It will be noted that the example specifically contemplates that the negotiated arrangements will prevail over any requirements of GAAP. Accordingly, if the parties agree to an unusual formula for recoupment, it will not be set aside to accommodate GAAP requirements. Under GAAP, revenues and expenditures are accounted for on an accrual basis.
