Recent changes to environmental legislation and trends in the environmental regulation of mining in the Northern Territory are being driven by (among other factors) Federal Government policies and international agreements on the environment. These trends are discussed and the expected application of the NT Water Quality Management Strategy (based on the National Water Quality Objectives) over the next few years is examined with respect to mine environmental management practices. Some of the potential conflicts and changes in approach which may develop are identified and examples discussed. Proactive means of integrating trends in environmental legislation with mine planning and waste management are discussed.

Mochia mine, in culmination of depillaring operations, fired India's largest underground pillar blast consuming 145 tonnes of explosive and yielding 0.55 million tonnes of ore in June 1994. To protect main mine structures (situated at a distance of 250 to 350 m from the blast site) from resultant ground vibrations, the charge per delay was restricted to 2300 kg. The post-blast observations revealed that no damage was caused to these structures. However, the damage assessment survey of the mine workings situated in close proximity revealed a general trend in consonance with the distance from the blast and found to be well correlated with peak particle velocity.

In all metallurgical plants metallurgists require analyses of the various intermediate products, eg flotation feeds, flotation concentrates, tailings, mattes, slags, etc to monitor the efficiency of the plant processes and for plant control purposes. Traditionally these samples have gone to off-site laboratories and there can be some considerable delay before analytical data are received. On-line monitors have to be used for plant control purposes and these are difficult to maintain and can give poor quality data. Recent technological advances in automation in analytical laboratories now allow a far quicker turn-around time for analytical data so they can be of more use to the metallurgist. Automation, which involves the use of robots and fewer people in laboratories, has the added benefit of providing higher quality data as the possibility of human error and bias is minimised. Differences between conventional manual laboratories and automated laboratories are described. Automated analytical laboratories are now becoming the laboratories of choice for mining companies which require large numbers of samples to be analysed on a 24/7 basis on similar sample types using the same sample preparation methods and analytical procedures. Automated laboratories have now been installed in platinum, iron ore, copper and aluminium producing mining companies. A further advantage to metallurgical plants is now the possibility of siting automated analytical laboratories in-plant and designing the plant around the laboratory. Concentrator streams, slags, etc can be sampled by automated samplers, the samples transferred by automation to the in-plant laboratories and all sample preparation and analyses carried out by automated processes. These laboratories require a minimum of staff. Such automated in-plant laboratories have been installed on a platinum mine flotation plant, a platinum mine smelter and steel plants. One is in process of being installed on an iron-ore mine with the sampling being carried out by an automated sampling tower. The procedures followed in planning an automated analytical laboratory for a metallurgical plant are described in detail in the paper. The platinum plant smelter automated system which includes rapid transport of samples by air-tube to the laboratory for the analysis of the samples by XRFS is also described in the paper. It is concluded that automated analytical laboratories can be retro-fitted to most metallurgical plants but they are best suited to greenfield sites.

The BHP Billiton Cannington mine uses sequential flotation to treat a silver, lead and zinc ore supplied from an underground mine. The final products from the process plant are a silver rich lead concentrate and a zinc concentrate. Operational history of plant performance highlighted that the majority of valuable metal losses to final tailing occurred in the -5 ¦m fraction. Research completed on the flotation characteristics of this size fraction in plant feed resulted in the development of a split flotation process to improve the silver and lead mineral recoveries. Construction of a $A 9.5 million brownfield project to install the new split flotation circuit at Cannington was completed in July 2002. The circuit consists of three stages of cyclone classification to recover the ultra fine material to a final cyclone overflow stream, conditioning of this pulp to achieve optimal process conditions, and conventional rougher and three stage cleaner flotation to produce a silver rich lead concentrate. The rougher tail from the new circuit is recombined with the cyclone underflow streams and processed through the original lead-zinc flotation circuit. This paper discusses the circuit design, material properties, material selection for components of the circuit, operational practices and requirements to ensure the circuit succeeded in meeting production targets. The technology is subject of a number of patent applications including international application No PCT/AU02/00400.

Tailings facilities tell a story to the public about how the mining industry manages its activities. They also create a risk that must be managed for the long term. All the knowledge and technology is available to safely design, build, operate and decommission tailings facilities.   Tailings at Waikato North Head Minesite are pumped as slurry, over long distances and against high static discharge heads to backfill the excavated area. WNH is, under the mining licence, obliged to reconcile the topography of mined areas to the closest possible resemblance of the original terrain. The active tailings areas are located near main operational facilities and detailed plans and procedures have been developed to ensure a safe and continuous operation.   The concentration plant is designed as two identical and independent plants. Each plant has its own tailings slurry pumping system.   This paper represents a general overview of the tailings disposal practice at WNH mine site. It discusses tailings delivery, construction and water management.

This study examines the application of Landsat TM data to the identification of hydro- thermal alteration in the arid terrain of the El Salvador region of north Chile. Numerical reflectance values were extracted from the digital Landsat TM data for a variety of rock surfaces, including four parts of the El Salvador gossan, for each of six spectral bands. These reflectance values were analysed statistically in order to select the three spectral bands, combined as a colour composite image, that are most efficient in discriminating different varieties of alteration and for general geolog- ical interpretation. The most cost effective com- posite image for this area is a combination of bands 1,4 and 7 as the blue, green and red components respectively, with simple contrast enhancement. This image is superior to some much more expensive enhancement techniques and allows unambiguous identification of areas of hydrothermal alteration larger than about 50m. In the iron and steel manufacturing industries, efforts are being made to achieve carbon neutrality by 2050, and the transition from a coal-based steelmaking process to that utilising renewable energy is being pursued. An alternative process in which directly hydrogen-reduced iron is melted in an electric furnace is being investigated. It is known that foaming slag reduces heat loss from the steel bath in electric arc furnace, but iron loss due to the suspension of steel particles in the slag is indispensable. To improve the separation of steel particles from the slag, the control of the slag viscosity is important. Although the slag viscosity has been extensively studied, in those studies the slag was considered to be a simple liquid. However, in actual operations, slag is a multiphase fluid consisting of solid, gas and liquid phases. Therefore, in this study, by measuring the sedimentation velocity of titanium, stainless steel and glass spheres in an aqueous glycerin solution containing bubbles generated by the reaction between NaHCO3 and C2H2O4, the apparent viscosity of the gas-liquid fluid was evaluated based on Stoke’s law. It was found that the apparent viscosity of the gas-liquid fluid is larger than the viscosity of liquid phase and depends on both the bubble volume ratio in solution and the density of the falling solid sphere, and the apparent viscosity was different from that previously obtained by the rotation method. The apparent viscosity derived from the sedimentation velocity of solid spheres changed depending on the specific gravity of the ball. This is because the apparent viscosity is derived from the velocity of a ball falling in a static bubble in this method, whereas that is derived from the force applied by a stationary flow in the rotational method.

The concentrating plant of the Broken Hill South Limited was described in Proceedings No. 44, Australasian Institute Mining and Metallurgy, December, 1921, by Wainwright and Read. It was erected on the present site in 1907 and 1908.From that date, the plant has undergone various alterations consistent with metallurgical improvements. By 1925, the timber work of the gravity secti"on had seriously deteriorated, so much so, that, when the machinery was working, the floors and supports vibrated badly, causing heavy maintenance costs.In 1928, it was decided to erect a new gravity-treatment section, to be followed later by a new flotation section.

In July 2006, ten Mining Engineering students and Associate Professor David Laurence from the University of New South Wales (UNSW) participated in the universityÆs inaugural overseas mining field trip. The ten-day trip to western Canada involved visits to two mines in British Columbia, the Diavik Diamond Mine in the Northwest Territories and the Syncrude oil sands operation in Alberta. Importantly, the groupÆs main objective was to gain a global understanding of todayÆs mining industry by observing the different cultural, legal, social and environmental setting found in Canada. It should be noted that the entire trip was planned, organised and directed by the students and benefited from extensive industry support both in Australia and Canada. This report intends to provide an overview of the field trip and describe to a limited extent the Canadian approach to mining.

æMining + Health in DevelopmentÆ is a project funded by the International Mining for Development Centre (IM4DC, 2012) to develop a centralised database of corporate sustainability initiatives for managing and improving occupational and public health, based on information extracted from social and environmental reports of major mining, oil and gas (MOG) companies. This register of materials has the potential to increase stakeholder awareness of the unique health risks impacting the minerals industry, employees, their families and surrounding communities, as well as to inform stakeholders on global industry approaches to health management.Data and preliminary outcomes from analysis of different MOG corporate sustainability reports on public health and disease management are presented for six African countries (Democratic Republic of Congo, Ghana, Mozambique, Sudan, Tanzania and Zimbabwe) and six Asia-Pacific countries (Indonesia, Mongolia, Pakistan, Papua New Guinea, Philippines and Vietnam).With the minerals industry facing ongoing rapid growth worldwide, including continuous expansion into developing regions, the æMining+Health in DevelopmentÆ project will inform industry, civil society and regulators of current health management practices and programming among the different sectors of the minerals, oil and gas industries and across various regional operations. Surface subsidence resulting from "total extraction" of coal in the Collie Basin first occured in 1987 when Western Collieries Ltd trialled the Wongawilli mining method. Because very little quantitative subsidence data existed for the weak, Permian sediments, a research program was set up prior to the extraction of the first panel. The objective of the study was to be able to predict subsidence characteristics and effects prior to mining future total extraction panels. Attempts at predicting subsidence began using existing subsidence models from other coal mining regions, however, as more site information became available, it became clear that it was necessary to develop a separate, she specific predictive model for the Collie Coal Basin. Analysis of extensive field monitoring data for both surface and subsurface subsidence has produced a series of empirical models which can predict the shape of surface subsidence troughs and corresponding tilts, and strains for rectangular panels and describe the sequences of ground movement from the mine roof through to the ground surface.

It must be stressed that the following comments are offered only to assist mineral industry professionals in understanding the issues involved in personal liability. The information and views expressed herein are not intended to be a comprehensive guide or definitive statement of the law and they should not be regarded as a substitute for specific advice for individual situations. Readers should consult their own legal and other professional advisers before applying the content of this paper to their own particular circumstances. It is hardly news that work in the mining industry is governed by a complex regulatory and legal system which is constantly changing, but few realise just how directly they can be affected and become personally liable for any breaches. These may result in civil or criminal proceedings and personal assets are at risk. Owners, company directors, managers and now employees are at risk, together with consultants, contractors and suppliers of equipment or consumables, as well as government inspectors. They are liable for their personal decisions to act (or failure to act) in managing operations or carrying out directions, as well as for the actions of others under their control. This paper identifies the areas where such individuals in the open pit mining industry in Australia face the risk of personal liability and measures which can be used to minimise the risk or which can be used to make out a defence to legal action which could arise. There have always been a myriad of Commonwealth, State and Local Government laws and regulations with which to comply, and now international protocols are being used as a basis to impose greater obligations on all people. Once, the `corporate veil' gave some protection to the individual, but today there is negligible protection from the full force of the law. Not only are there various types of law enforcement officers, but public interest groups, shareholders, customers, suppliers, creditors etc may litigate. This paper is not intended to be an exhaustive discussion of the provisions of all the legislation or case law where individuals can be held) personally liable. These areas would include environmental, pollution and heritage law (including Aboriginal sacred sites); occupational health and safety (including workers' compensation) law; trade practices and fair trading law; contract law; corporations law (including the requirements of the Australian Stock Exchange [ASX] and Australian Securities Commission [ASC]); industrial relations law; anti-discrimination and sexual harassment law; taxation (including superannuation trustee) law; and the Common Law. The focus is on the following areas of regulation, which are outside the usual experience of those in the open pit mining industry (the Mining Acts and Regulations are specifically not dealt with here): ò Environment Law; ò Trade Practices Law; ò Occupational Health and Safety Law; and ò Corporations Law.

Flooding with surface water is the preferred technique for the abatement of acidification from pyrite oxidation in the lakes of abandoned Lusatian lignite mines. However, water resources of the region are limited and in addition, interruption of water inflow during the summer and the termination of the flooding process after reaching the final water level can lead to a re-acidification of the lakes. The development of three mining lakes with a surface-water flooding history of six to 28 years was analysed û in two lakes on the basis of fortnightly to monthly hydrochemical monitoring data. During summer flooding interruption, the younger lakes showed a decrease in pH from neutral down to pH 4. The degree of the pH decrease depended on the intensity of the groundwater inflow from the overburden dumps and this affected the hypolimnion more than the epilimnion. The third lake was flooded 28 years ago and up to now, interruption of the surface water inflow resulted in re-acidification. These three examples were able to show the benefits and limits of the surface water flooding technique for the abatement of Lusatian mining lake acidification.

In blasting, a few or many cracks are driven from the borehole into the rock. But what causes the cracks? The most common theory of breakage consists of two stages; first the shock wave causes radial cracks to form around the hole then the gases penetrate into the cracks, and widen them and make them longer. Another theory presented by Brinkmann suggests that the back damage is primarily controlled by shock and that the gas penetration is the mechanism controlling breakout of the burden. He did his experimental work using blasthole liners. Recent research at SveBeFo has examined this matter further. In a quarry a number of benching holes have been blasted simultaneously. In some of these holes tubular Swellex bolts were inflated and decoupled charges put inside the tubes without stemming. Other holes were identically charged but without the lining. Finally some holes were also stemmed. After blasting the cracks in the remaining rock were studied. There was no difference in crack lengths between holes charged normally (no stemming) and holes where the charges were inside the bolts. On the other hand when stemming was used, the crack lengths increased for some explosives but remained the same for an emulsion explosive. In another set up blasted granite blocks were charged in the same way as above. Then we could also measure the bore hole pressure. The pressure gauge consists of a small carbon resistor inside a steel cylinder. It is called LHM (Location-fixed Hydrodynamic Measuring Cup) and is placed at the bottom of the hole. A smaller exit hole from the bottom is drilled for the cables. The paper presents the technique and the results obtained from both the quarry blasting and the blasting of the blocks.

The geographic imperative of ore systems leaves mining, more so than virtually any other aspect of modern industry, heavily dependent on obtaining and maintaining social licence to operate. A prospective miner cannot arbitrarily walk away from a deposit in search of more favourable community perceptions – concentrations of mineral endowment represent highly specific and fixed elements of the landscape, and their development and extraction thus requires the acceptance and trust of a specific network of landholders and stakeholders, sometimes with diverse and even competing interests in the development and use of the local environment. Weakness or absence of such social licence can bring added costs and complexity to developing and operating a mine – and in extreme cases even result in project failure. Approval to operate Longwall No. 7 at Appin Colliery in 1979 was granted pursuant not only to the usual statutory provisions, but also that an adequate means of drainage of methane gas be incorporated. A methane drainage plant was subsequently designed and constructed some two km from the pit top at the site of the Colliery main upcast and down cast shafts. Modern plants of this nature are completely automated using programmable controllers and computers to provide control and management reporting functions. Complex mechanical systems are installed to extract the gas and in handling and storage processes. Gas utilisation plants exist which can generate power from methane. These plants are further enhanced by harnessing waste heat produced in the generation process. The installation, automation control and monitoring of these plants incorporates many facets of engineering from high voltage power supply and computer technology to complex gas handling procedures used in gas compression storage.and generation of electric power.

As part of the fundamental studies on the recovery of Au by solvent extraction, the synergism of combined extractants on the extraction of An from the sulphuric acid solution containing thiourea was investigated. Extractants tested were di-(2-ethylhexyl)phosphoric acid (D2EHPA), tri-n-octylamine (TOA), tri-n-butyl phosphate (TBP), and trioctyl phosphine oxide (TOPO). Four kinds of extractant combinations, D2EHPA/TBP, D2EHPA/TOPO, TOA/I'BP, and TOAITOPO, were tested to clarify the synergism on the extraction of Au in terms of various concentration ratios, diluents, the concentration of sulphuric acid, and the concentration of thiourea.

Natural gas is a comparatively new fuel in Australia. It was first used in small quantities in Queensland in 1965, but it was not until 1969 that natural gas reached the capital cities Brisbane, Melbourne, and Adelaide in that order; then in 1971 it reached Perth. By the mid seventies, natural gas had secured a significant proportion of the energy markets in Queensland, Victoria, South Australia and Western Australia and in 1976 supply commenced in Sydney. In that year - 1976 - gas supplied about 12.5% of the total demand for primary energy in Australia excluding transport. In the current financial year - 1981/82 - natural gas is expected to supply nearly 19% of the market and forecasts for 1990 range up to 25%. From a starting point in the late 1960's when manufactured gas supplied a small but important proportion of the non-transport energy market - less than 3% - we have exper- ienced an average growth of nearly 24% per annum up to the present time.

To learn more about the fundamental roof behaviour in South African coal mines, accurate underground measurements of roof deflection were conducted in bord and pillar panels during development and pillar extraction. To conduct these measurements a survey levelling technique was adapted. The overall system reading accuracy was established as being within 0,4 mm on a 15 m sighting distance. The underground sites were modelled and, for a roadway development, similar symmetrical curvatures were calculated by a linear elastic model, as were measured underground. In a pillar extraction panel, a significant amount of bed separation was measured and the roof underwent an a-symmetric movement due to the close presence of the mined out area at one side of the roadway.

The Wiluna mining operations are centred near the township of Wiluna 750 kilometres north-east of Perth and 600 kilometres east of Geraldton.The Wiluna gold mines produced over two million ounces of gold, predominantly by roasting the refractory sulphide ores, before closing in 1947. In the period 1984 to 1992, 668 000 ounces of gold has been produced from free milling oxide ores and the retreatment of tailing. A plant capable of treating the refractory sulphide ores using the bacterial oxidation, Biox technique was commissioned in March, 1993.The Wiluna lode deposits are hosted by a sequence of very low grade metamorphosed mafic flows at the northern end of the Norseman-Wiluna greenstone belt. A strike slip fault system provided conduits for fluid migration; ore deposition occurred at favourable sites along the faults. Satellite mines at Gourdis and Wiluna South provide laterite and lode style oxide ores.The different styles of deposit and ore types at the Wiluna mining operations require a flexible approach to resource estimation and grade control practices.
