Paper presented at the conference: Risk assessment in the extractive industries, held in Exeter, UK, 23-24 March 1994, and first published London: IMM, 1994, preprint volume, 20pp., 31 refs. Estimates of coal tonnage on UK open cast mining sites often vary from the recoverable tonnage. This is because the estimates depend on the geological variability of the coal measures. Geological parameters, such as thickness, quality and disturbance of the seam, have a direct control upon this variance. Risk analysis techniques have been applied using commercially available software to combine each parameter's variability into a cumulative variance, resulting in a tonnage distribution. Sensitivity modelling has also been used to identify the geological parameters which have the largest influence on the variance of the simulated tonnage distribution. An understanding of the relationship between the tonnage and geological variability has helped to focus exploration more efficiently. A cost to risk relationship can now be monitored, helping management to avoid negative consequences on site

The report provides guidance for determining those environmental impacts associated with the surface mining of steeply pitching coal seams. In addition to the environmental impacts, four additional issues are addressed, namely (1) Time and motion studies of those coal mining systems employed in mining seams which pitch in excess of 25°, (2) Assessment of those mining techniques, (3) Development of rationale for the mining methods employed, (4) Identification of the reclamation practices and determine whether these practices were in compliance with appropriate Federal and State regulations. Five surface mines located in three geologically distinct basins of the United States were analyzed during the period of August through November 1979. The three basins include the Hanna Basin of Wyoming, the North Park Basin of Colorado and the Southern Anthracite Field of Pennsylvania.

The following observations on the mineral composition of the lead-zinc ores at Captain's Flat, New South Wales, are based upon the examination of a collection of specimens made during a brief visit to the mine in January, 1942, in conjunction with earlier studies of specimens and mill products, which have 'been the subject of various Mineragraphic Reports, Captain's Flat is about 35 miles south of Canberra, and is connected with the main line from Goulburn to Bombala by a branch line to Bungendore, 23 miles away from the mine.The geology of the mine has been described by Kenny and Mulholland2 and by Harper.3 The country consists of Silurian sediments, which have been invaded by a composite sill of quartz-felspar-porphyry. Both sediments and sill have been folded gently, the axial lines of the folds trending north and south. In the vicinity of the orebodies the folds are steeper, and thru,st faults are associated with the anticlines. The intense compression and shearing that accompanied the faulting has converted the adjacent porphyry to schist. The Captain's Flat orebodies occur along such a zone of shearing and faulting, on the eastern limb of a steep, north-pitching anticline. At their southern end the orebodies are enclosed in the slates underlying the porphyry, but the northerly pitch of the fold carries the slate to greater depth in the northern part of the mine, where the orebody lies beween schistose porphyry on the hanging wall and massive porphyry in the footwall.THE OREBODIESThe orebodies occur along a N.-S. strike length of 4,200 ft., and from the point of view of mining, fall into three sections: the Elliot's Section to the north, the Central Section, and the Keating's Section to the south. The Keating's Section is separated from the Central Section by 500-600 ft. of mineralised ground of so low a grade as' to be called barren, and is offset about 125 ft. to the 'east of the Central body by an oblique fault striking N.300E. "It is widely accepted that the type of grinding media has an impact on the grinding chemistry and subsequent flotation behaviour of the sulphide minerals being separated. There are countless laboratory investigations demonstrating that inert grinding media produces more oxidising pulp potentials, reduced levels of grinding media corrosion products and superior concentrate grades and valuable metal recoveries. However, taking these results to industrial scale has proven difficult.Work conducted at the Ernest Henry Mine, in north western Queensland, Australia, at laboratory and pilot plant scale clearly indicated that using a high chrome grinding media resulted in significant improvements in both copper and gold recoveries. However, advancing this work to plant trial represented considerable financial and technical risk to the mine.This paper provides details of the protocol developed and used during the high chrome grinding media plant trial. It describes the test regime employed to measure changes in pulp chemistry, and the statistical methodology utilised to interpret the results. The work also highlighted the need for close cooperation between the metallurgists on site and the researchers conducting the trial.To date, the trial has produced excellent results: indicating that the copper recovery has improved by about 2 percent. The successful application of high chrome grinding media to the Ernest Henry ore has increased metal value by $18.7 million USD per annum based on current spot price for copper.INTRODUCTIONTheoryThe application of electrochemically inert grinding media to mineral systems has been extensively studied (Table 1). The Bureau of Mines, in connection with the investigations of war minerals it conducted, examined the graphite deposits of this country, studied the methods of mining and preparation used, and sought to devise more efficient methods for the preparation of domestic graphite, and to standardize the quality of the product. The graphite investigations covered three general phases, as follows: 1. An examination of the deposits in Alabama and other States, and a survey of the methods of mining and preparation used. In this connection methods of sampling and analysis were noted and experiments made to determine a standard method of sampling and a, rapid but accurate method of analysis. 2. Experimental work on the concentration and refining of domestic crucible graphite to improve the quality of the product and to lessen waste. 3. Experimental work in crucible manufacture to determine the properties of domestic flake and the maximum proportions that might be used without impairing the quality of the crucibles. This work was accompanied by photomicrographic study of crucible structure.

The basic study from which this paper was prepared was started as the result of the growing need throughout the world for increasing quantities of energy in all forms. Quite obviously, natural forms of energy that are readily available at low development cost are those in greatest demand. The underdeveloped countries — and particularly those having little or no petroleum resources — are the countries in which the most interest is being shown in the newer energy sources. One of the least expensive energy sources is natural geothermal steam.'-* Although this form of energy has been recognized for centuries, it has been only during the past 20 years that serious efforts have been made to harness it. Natural geothermal steam energy in Italy, New Zealand, Mexico, Japan, and California is now being produced through wells to drive turbines and generate electricity. Further, active exploration for natural geothermal steam is being conducted in Hawaii, Fiji, Taiwan, Chile, Russia, Greece, and Katanga. It is surprising to find that most geothermal steam exploration is in the "steam seep" stage. That is, surface studies are made and exploratory wells are drilled in the general area of steam seeps. However, in the larger geothermal steam areas, there have been efforts to apply the most modern geological and reservoir engineering principles in order to define the reservoir parameters, particularly those relating to estimates of reserves and future productivity. This paper is concerned with the development of appropriate equations and techniques to facilitate these estimates. Production of natural steam or hot water presents problems different from those experienced in the production of oil and gas. For example, steam or hot water systems may be essentially single-component systems, while hydrocarbon systems are most frequently multicomponent fluid systems. Heat effects are much larger for water than for hydrocarbon systems; and the natural steam production may or may not be isothermal, while production of petroleum reservoirs is considered normally to be isothermal. Petroleum reservoir engineering principles may be applied to natural steam or hot water reservoirs if the inherent differences in the systems are considered. The basic considerations involved in geothermal steam reservoir engineering are: thermodynamics, physical and thermal properties of water, materials and energy balances, fluid influx, and performance matching and predicting. On the Kinetics and Equilibrium Models for Biosorption of Ni(II) onto a Gram-Positive Bacteria Strain, Rhodococcus opacus, for Environmental Applications The aim of this fundamental study was to evaluate the biosorption of Ni(II) from aqueous solution streams onto a Rhodococcus opacus strain through kinetics and equilibrium isotherms studies. The biosorption of nickel achieved its highest value in a pH around 5. The experimental data evaluation was carried out focusing three two-parameter models, as: Langmuir, Freundlich, Dubinin - Radushkevich. In order to determine the best isotherm fit, three error analysis methods were used to assess the data: correlation coefficient (R2), residual root mean square error (RMSE) and Chi-square test. The error analysis established that the Freundlich model fits better the nickel biosorption data. Maximum uptake capacity of nickel reached a value around 7.63 mg.g-1 for R. opacus. The biosorption rate was fast and achieved a removal of around 79 per cent of Ni(II) in the first 5 minutes at room temperature (25 ¦ 2¦C). The experimental kinetics data was evaluated considering two models (pseudo-second order and pseudo-first order). The error analysis established that the pseudo-second order model better fits the data.

The recent 20 years witnessed a boom and bust in the nickel laterite industry. Most notoriously is the story of the first three Western Australian nickel laterite projects which all suffered major ramp-up issues. Many hard lessons were learned by the industry and it has been widely reported that the major contributing factors included insufficient testing as well as a limited understanding of the materials handling characteristics at the front-end stage of the flowsheet. This paper compares the current "race to production" in the REE industry to the laterite industry 20 years ago and addresses the fundamental question: ‘Have mining and exploration companies with rare earth projects learned from past lessons and are they doing sufficient and appropriate testwork to prevent failure’? The authors will provide the perspective of a commercial metallurgical laboratory that has gone through the laterite cycle and is active in the present REE cycle.

The Coronado Traffic Tunnel is a proposed two-lane, reversible, road tunnel, which will relieve severe peak hour congestion problems on surface streets. The tunnel will take traffic from the Coronado Bay Bridge to Naval Air Station North Island. The project will include 12.5 m (41 ft) inside diameter by 1,112 m (3,650 ft) of tunnel, 552 m(1,815 ft) of cut and cover box structure, and 400 m (1,315 ft) of open cut structure. The geology consists of predominately clean and silty sand, saturated sand, with some clay layers, requiring Earth Pressure Balance or Slurry Shield tunneling technology.

Dumper operators are frequently exposed to whole body vibration (WBV) in surface mines. Surface mining activities involve the amalgamation of comparatively high intensity of vibration and extended exposure durations. Efficient risk reduction mandates knowing of important phases of a task that poses a threat to health of dumper operators. So far in India very limited studies have been reported on WBV exposure with regard to surface mines. This paper evaluates WBV of dumper operators based on ISO 2631-1:1997 Standards and European Union (EU) Directive 2002 for different phases of job cycle. Six dumpers were considered for this study and the vibration measurements were made for all the four phases of the job cycle by placing the triaxial accelerometer on the operator’s seat-surface and at the seat-back, independently. The findings of the study revealed that the haulage task (loaded travel and empty travel) remains the chief contributor to vibration exposure according to seat-surface and seat-back measurements. Maximum frequency weighted root mean square (RMS) of 1.12 m/s2 and 1.09 m/s2 were reported for empty travel task for seat-surface and seat-back measurements, respectively. For seat-surface measurements based on RMS, Z axis remains as the dominant axis of vibration for all the dumpers during haulage task, whereas for seat-back measurements, the dominant axis varies between X and Y. Exposure action value (EAV) based on RMS has exceeded the threshold value of 0.5 m/s2 for all the dumpers during loaded travel and empty travel for seat-surface as well as for seat-back measurements.

The performance of the V-Day Mine near Danville, Illinois has been evaluated from data extending over about a 20 year period. The area included in this study involves over 16 acres. Essentially this entire area has progressively subsided. Extensive data has been collected on the geologic and mining conditions, the subsidence movements, as well as on the response of the surface structures to the subsidence. In this paper a detailed summary of the site conditions is given, and the mechanics of progressive failure of the studied room and pillar mine is postulated. These progressive long-term failures of the V-Day are then compared to other similar mine failures in Illinois. Some overall, but tentative, long-term strength evaluations are presented as well.

"Through the years, a wide variety of dust control methods have been utilized at mineral processing operations. While some have been successful, many have been highly ineffective. Dust Control systems currently in use include baghouse systems, fog systems, surfactant spray systems, and foam dust suppression. While baghouse systems can be effective, they are capitalintensive and costly to operate and maintain. Chemical dust control programs can be very effective. However, if applied incorrectly, they can have detrimental effect on mineral recovery. Thus, many operations utilize a combination of baghouses and water, often with limited success.Recent advancements in surfactant and polymer chemistry have resulted in substantially improved chemical dust suppression programs. These products range from non-corrosive surfactant/humectant combinations for road dust control to foam-based systems for crushers and transfer points, to advanced polymers for pile binding and soil stabilization. These advances are discussed in detail, citing results from fieldwork in the precious and base metals industries.INTRODUCTIONThe global nature of the mineral processing industry presents a unique set of challenges. Traditional thinking would tell us what works in one place should work in another. This could not be further from the truth in the area of dust control. We learn very quickly that there are a number of factors that can affect the efficiency and success of a dust control program and that these factors are not all chemical or equipment related. Some of these factors include facility maintenance, product selection, water quality and characteristics, and economic considerations.What has been learned from past experience is that each mineral processing plant presents a unique set of factors that will affect the ability to create an optimal dust control program. This paper presents a myriad of treatment options that will highlight the advancements in chemical dust suppression products and equipment."

Since early in 1940 the Bureau of Mines has been concerned with possible means of utilizing manganese-bearing materials from the Missouri Valley manganese deposit. During the period between July 1945 and August 1947, the Bureau of Mines undertook to complete certain phases of the problem by re-evaluating the results of earlier work and supplementing the findings by additional operations and field studies considered necessary to permit drawing of final conclusions. Distinctive discoloration marks the outcrop of the manganese deposit which is exposed on both flanks of the Missouri River Valley and its major tributaries for a peripheral distance of approximately 523 miles in south-central South Dakota. The apparent magnitude of the deposit, judged largely from observation of the outcrop, had led to much speculation as to its actual value in terms of tonnage and grade. Similarly, investigative work aimed at developing a means of winning a usable manganese-rich product from the deposit had reached no conclusion, except that certain methods showed more promise than others for accomplishing the final objective.

The U.S. Bureau of Mines, in cooperation with Carter Mining Co., conducted vibration tests of four off-road vehicle seats. The purpose of the tests was to determine which seat provided the best vibration attenuation under laboratory conditions. Laboratory tests were constructed to simulate the mining vibration environment within the limitations of the test equipment. The acceleration test levels and corresponding response of the seats were low compared to IS0 2631's fatigue-decreased-proficiency time limits. Two of the seats employed mechanical suspensions and two seats employed air suspensions. The seats were tested using a 22,241-N (5,000-lbf) electrodynamic shaker. Mechanical suspension seats were tested with various preload-to-mass ratios (PMR's) and cushion densities. Air suspension seats were tested with various air pressure levels and seat cushion densities. Air suspension seats provided good vibration attenuation if pressurized greater than 552 kPa (80 psi). Mechanical suspension seats' attenuation performance decreased if the PMR exceeded 9.8. Seat cushions of lower density provided less vibration damping.

The great variability of mineral and energy prices has motivated some governments to incorporate a windfall profits tax into their mineral taxation regimes. Windfall profits taxes are a means for governments to capture additional mineral revenue when mineral prices are considered higher than some historic level. Governments need to be aware of the effects of such contingent taxes on the exploration, development and operating decisions of mining companies. Mining companies need to be able to calculate the full impact of windfall profits taxes on the economics of their projects. This paper examines the valuation of a multi-phase copper-gold project in the presence of a windfall profits tax. Real options Monte Carlo simulation is used to characterise the different exposures of the mine owner and of the government to the risky cash flow streams that they receive from the project. The results highlight that Monte Carlo simulation paired with the real option valuation method is able to account appropriately for the differing risk exposures, while the traditional discounted cash flow valuation model is not. Our key conclusion for governments and mining companies is that the impact of contingent tax and royalty terms can and should be assessed using advanced valuation techniques, and the results used to improve contract designs under the constraint of actual and perceived fiscal system stability.

The evaluation is described in part within a companion volume entitled Benefit-Cost Analysis. The economic mine models outlined herein provide a quantitative basis for the assessment of program benefits. Reference is made to estimated oil shale mine costs to delineate the beneficial impacts that can be expected to accrue for the future implementation of program developed technology. Estimated mine cost data are provided for surface, underground, and modified in situ oil shale mining operations.
