The past few years have seen a much greater concern about air pollution in this country. This concern has led to increased legislation restricting the discharge of many substances such as sulfur dioxide and particulate matter to the atmosphere. In the future, it is anticipated the present permissible emission levels will be lowered. Current and impending restrictions on the emission of sulfur dioxide have brought out the fact that there is a shortage of available low-sulfur fuel for power plants and industrial use which promises to have an economic impact on the nation's energy picture (1) The Pittsburg & Midway Coal Mining Co., under the sponsorship of the Office of Coal Research, has developed a process to produce a fuel capable of meeting the energy requirements of this nation (2) The process is called "The Pittsburg & Midway Solvent Refined Coal Process". The principle product from the process is Solvent Refined Coal which is an ashless, low-sulfur fuel with 16,000 BTU per pound regardless of the rank coal from which it is produced. The product can be burned as either a solid or a liquid fuel. The process appears to be economically more attractive than other methods of alleviating the pollution problems of this nation. In addition to reducing the air pollution caused by stack gases, the product produced is potentially useful as a source of electrode coke and electrode binder pitch, as a gas turbine fuel, in the production of metallurigical coke and pavement asphalt, and as the first step in the overall process to produce distillate fuels and pipeline gas (3).

Geologic features such as structure (faults, folds, fractures, etc.), water bearing zones, aquifers, pemeability variations, and porosity variations are important for mine planning and in situ energy recovery processes. Features important for planning a mine will be important for planning the recovery of energy by in situ processes. Various geophysical techniques might be used to obtain the necessary geologic information. In this paper, case histories will be discussed of the use of electromagnetic geophysical surveys at a potential underground coal gasification site and a potential tar sand oil recovery site to obtain pertinent geologic information. Results show that the controlled source audio- frequency magnetotelluric technique shows promise for mapping faults and natural fracture systems when there is a sufficient resistivity contrast.

GENERAL DESCRIPTION OF THE METHOD The original application of sublevel caving was in ground so weak that it would collapse even in small headings when the support was removed. Heavily tim¬bered drifts were driven across the ore body; the timber was removed at the end of the drift, and the ore caved and slushed out. When dilution became excessive the next set was removed and so on. This method gave high dilution and poor recovery and was slow, but it was the only way to mine this type of ore body at that time. In more recent times the method has been adapted to stronger ground which needs to be drilled and blasted, so it is not a caving method as far as the ore is con¬cerned. However, the method does rely on the walls to cave and so the name sublevel caving has been retained. The method as presently generally applied is shown in Figs. 1, 2, and 3. Sublevels are established at approximately 7.6 to 12.2-m (25 to 40-ft) vertical intervals. They are usually accessed from a ramp system. A haulage drift is driven down the strike of the ore body, but in the waste. Production drifts are turned off the haulage drift and driven across the ore body on about 10.7-m (35-ft) horizontal centers. This divides the ore body into a geometrical pattern. Slot raises are driven at the end of the drifts near the ore-waste contact and the slot is expanded to the shape of the fan drilling. Up holes are drilled to break towards the slot at burdens of 1.2 to 1.8 m (4 to 6 ft). They are drilled past the next sublevel to the production drift im¬mediately above. When a sufficient number of fans has been drilled, production can start by blasting one or two fans at a time towards the slot. Load-haul-dump (LHD) units are used to muck the ore, which rills out into the drift. At first, when only a small area is mined, the walls may not cave, and the operation will be similar to open stoping. Later, sloughing from the walls will fill any voids created, and the ore after blasting will be con¬tained by the caved waste and gravitate downwards as mucking proceeds. The ability to sense or detect the coal/non-coal interface during mining can provide numerous advantages for improving net coal recovery and quality, for increasing productivity, and for mining coal which would otherwise be ignored. This is particularly true when considering multiple, pitching, and thin coal seams. This paper discusses the application of coal interface sensing and examines several potential coal interface sensing techniques with respect to state-of- the-art, design, performance, and cost criteria. Four interface boundaries are considered: the roof, the floor, the rib, and the forward region.

High-value materials, such as gold, platinum and other precious metals, are subject to loss through unauthorized removal from mines, smelters, refiners and other places where such materials are processed. A study by Gastrow (2001) determined that between 1994 and 1998 an average of 603 kg/a (1,330 lb/year) of gold was stolen from South African mines and subsequently recovered. This does not include the gold that was stolen but not recovered. At 2011 prices, 603 kg/a (1,330 lb/year) of gold would be worth approximately $33 million. Mine security personnel believe that the unrecovered stolen gold far exceeds what is recovered (Gastrow 2001). Traditionally, metal detectors have been used to screen personnel leaving secure areas to discourage such unauthorized removal. However, with the current near-record prices of gold, platinum and other precious metals, it has become worthwhile for people exiting a facility to walk out with quantities of product that are too small for ordinary metal detectors to register, resulting in substantial financial losses.

"Mine safety training materials have long included pictures of mine conditions, equipment, hazards, etc. These images are invaluable to both the trainee and the trainer to convey many important concepts. The human eye takes in a tremendous amount of information, while the field-of-view from a consumer grade camera is, generally, 40 degrees to 90-degrees. This difference in field-of-view is a primary reason that pictures, especially of dark and dusty areas, don’t adequately describe the scene. For conveying information to a trainee, these images lack context. Today, 360-degree cameras are available with consumer-grade cameras costing a few hundred dollars. Also, the display technology is already owned by most trainees and trainers and is widely available. The resulting 360-degree videos and pictures can be readily viewed on smart phones and inserted into Microsoft PowerPoint slideshows. These images and videos can easily be included in existing training modules, disseminated using the internet, and used by trainees easily. We propose a methodology for utilization of 360-degree video and images with simple display technology for miner training. INTRODUCTION AND BACKGROUND In mining, as in other production-related industries, the safety of workers is dependent upon many interrelated factors. One of the more important safety factors is a miner's ability to recognize hazards in their workplace. The ability to perceive and identify hazards is perhaps more difficult to master in underground mining than in general industry because the work environment is confined, noisy, dark, and inherently dangerous because of the hidden unknowns created by the geological setting and the conditions created by the mine opening. Further complicating the situation is a setting that is continuously changing as mining advances (Barrett 1995) [1]. Hours of excellent mine safety training have been developed and utilized over the years. Pictures of mines, activities, hazards, etc., are included in many of these training courses. These photographs, especially those taken underground, often lack context because of the limitations of the cameras and lenses. Notable research by the US Bureau of Mines and then later by NIOSH showed that the use of stereoscopic three-dimensional slides in training exercises was an effective aid for improving the ability of miners to recognize hazardous ground control conditions (Barrett 1988) [2]. An example of type of three-dimensional slides and slide viewer is shown in figure 1."

INTRODUCTION "When there is an economic need for cleaning fine coal to low ash, the technical difficulties will be solved. The utilization of fines below 28 mesh will determine the degree to which beneficiation will be carried. Whenever these "fines" will be processed into smokeless fuels or used as new materials for the chemical industry or for hydrogenation, a higher degree of cleaning will be economically justified”.(l) This quote from the 1943 edition of Coal Preparation correctly anticipates the use of fines as "smokeless" fuel or as a future component of boiler fuel and a1 so as a raw material for the chemical industry or possible new uses such as for internal combustion engines. Fines utilization depends upon an economic need and possibly neglects to say an environmental need or a government funded development program as the prime mover for development. In any event, this conference is faced with the "need" to beneficiate fine coal and undoubtedly among the processes that will be discussed are the unit processes of future coal preparation facilities. HISTORY OF DEVELOPMENT It is interesting to look at where we have been, where we are now and where we possibly will be in the future. In order to put some limitations on this presentation, we will for the most part confine our remarks to this century and particularly developments since World War II. We also will limit our remarks to the preparation of bituminous coals in the United States, and for the most part, to wet processes. In the 1943 edition of Coal Preparation, clues to the processes being used to beneficiate coal are contained in the Chapter Titles. An extensive treatment of "Hand Picking" was contained in Chapter 8. Chapter 7 contained a description of methods for "Preparation at the Face". Chapter 18 dealt with "Slurries, Sludges, Slimes and Water Treatment" and defined this size of coal as being the size at which "Jigs and Chance Cones are usually dispensed with and other methods such as the hydrator, tables, and froth flotation are employed. Generally the limit is 1.7mm to 3.4mm. In the days before World War I1 the then modern bituminous coal preparation plant contained jigs or Chance Cones for the coarse material +6.35mm, concentrating tables, launders or some classifier type of coal washer for the fines (6.35 x 0.15mm), and froth flotation as the only method of cleaning minus 0.15mm coal which was used very sparingly.

Fluxes are used to promote pyrometallurgical processes that rely on adhesion (soldering or brazing) or fusion (gas and arc welding) to join metallic surfaces. In the adhesive processes, the metal surfaces to be joined are not melted; the join is formed using a filler metal with lower melting point than the base metal. Fusion welding involves use of heat in excess of the melting point of the base metal. The fused joint may be achieved either by simply fusing together metal surfaces brought in contact with each other or by introducing additional molten metal of similar composition to form a fused joint. ADHESIVE PROCESSES--SOLDERING AND BRAZING In order for molten filler metal, solder or braze, to spread in a manner that creates a successful join; the work surfaces on the base metal must be thoroughly cleansed. Fluxes remove stubborn oxide films and other surface contaminants, promote wetting of the work surfaces, add fluidity to the solder or braze, and enhance workability and ease of spreading. Brazing processes involve higher temperatures than those reached in soldering. Brazing fluxes, which must remain active and effective at the higher temperatures, differ from those employed in soldering. Some common fluxes used in adhesive processes are rosin for soldering tin and electrical connections, hydrochloric acid for use in soldering galvanized iron and other zinc surfaces, and borax for brazing. Soldering and brazing are similar processes, the primary difference being the temperature at which the joining operation is carried out. Soldered joints, produced with low-melting-point fillers (solders) that melt and flow at temperature less that 450°C (Althouse et al., 1988) can sustain loads of 1 to 1.7 MPa for extended periods of time (Anon., 1966). Brazing involves the use of filler materials with melting points commonly above 500°C and generally provides stronger joints than those obtained with solder. Both processes require local application of heat to melt and spread the filler so that the molten filler can wet (adhere to) the base metals by alloying and diffusion. Soldering Soldering is a means of joining metals by adhesion using a metallic bonding alloy as the filler, commonly a mixture of lead and tin. However, the adhesion of solder depends more on its ability to be keyed into minute surface irregularities than on alloying. The most familiar application is to provide and secure electrical connections. Soft solders can range from 1 to 70% tin with the remainder mostly lead. However, for general-purpose, soft-solder work, the alloy is commonly 50% lead-50% tin. Higher lead contents provide a wider range in the melting temperature and, for this reason, a 60% lead-40% tin alloy, which yields a mushy mixture, is used for wiped joints in lead sheet and pipe work. Conversely, 40% lead-60% tin alloys are used in soldering tin and other low- melting-point materials for which a narrower range of melting temperature is required. There are numerous other solder compositions such as tin-silver, 95% tin-5% silver and antimony-tin, 95% tin and 5% antimony (Carlin, Jr., 1992). Heat needed to melt and spread the solders is commonly provided by electrically heated, copper-tipped soldering irons or by means of torches; the solder is applied by hand, usually face-fed by means of wire. For wiped joints in plumbing and lead-cable splicing, the solder is manipulated with cloth pads. The molten solder wets the joint surfaces and is drawn, by surface tension, into minute fissures and capillary openings. Other applications involve use of induction heaters and furnaces with pre-shaped solder appropriately placed prior to fluxing and heating. In some processes, the joints are immersed in molten solder. Constituents and Role of Soldering Fluxes: Soldering fluxes generally fall into one of three categories: highly corrosive fluxes, intermediate fluxes, and noncorrosive fluxes. These same categories are sometimes designated inorganic, organic and rosin-based respectively (Althouse et al., 1988). Common constituents of each group are discussed briefly below. Corrosive Fluxes (Inorganic). Work with aluminum, magnesium, stainless steel, high alloy steel, aluminum bronzes, and silicon bronzes is carried out at temperatures in the upper portion of the range for solder operations. Soldering these materials requires use of highly active, corrosive fluxes to remove and prevent the formation of the especially stubborn, hard, oxide films that form on these materials upon exposure to the atmosphere. The corrosive fluxes consist of inorganic acids and salts that are applied either as pastes or dry. They are active at elevated temperatures and, since they remain active after the soldering is completed, must be completely removed. The main constituent of most corrosive fluxes is zinc chloride with a melting temperature well above the solidus temperature of most commercial tin-lead solders. It is made by the action of hydrochloric acid on zinc. When zinc chloride is used alone, un- melted particles of this corrosive salt get caught up in the joint and weaken it. For this reason, other inorganic salts such as ammonium chloride (NH4Cl) or sodium chloride (NaCl) may be added to lower the melting temperature. A mixture of zinc chloride and ammonium chloride is very effective because the excellent oxide reducing properties of ammonium chloride and the protective action of the molten zinc chloride combine to produce a fluxing action superior to that achieved when either is used alone. In order to provide a reference framework for discussing the applicability of drilling technology to shaft construction in coal mining ventures, it is meaningful to review the history and nature of United States coal mines relative to shafting. Coal mining in the United States is characterized by shallow depths relative to most of the coal mining world. While the trend is toward deeper and deeper mines, many new mines have shaft depth less than 800 feet, and a large number of operating mines are drift or outcrop mines utilizing shafts for ventilation and portals. In the past, shafts of 200-300 feet have been commonly constructed. The use of conventionally sunk shafts at present and in the past is due in part to the shallow shaft length required, favoring conventionally sunk shafts. Another factor is that large shafts are required for multipurpose and production shafts. A third has been the practice of utilizing shaft construction contractors who had been until recently very competitive with raise drilled shafts at shallow to moderate depths. Recently, however, the costs of conventionally sunk shafts have skyrocketed. Too, more shafts are being required. Several factors are responsible among which are: (1) The increasing depth of shaft required for new mines and for shafts in advance of old mines. This significantly affects unit costs, e.g. $/yd3,of conventionally sunk shafts. Moreover, more gas is encountered in the shaft sinking operation.

There are many different machine design parameters and variables that affect the production of cone crushers in a mineral processing plant. One of these variables is the speed at which the cone gyrates. In June 2012, pilot tests were conducted to determine the production and operating conditions over a wide spectrum of speeds. mining operations will have variations in the ore characteristics and feed rates that result in non optimal use of the crushing energy and inconsistent process control. This study documents the measured variation in production and energy efficiency with two operating modes. Overall, the results match the theory, and the capacity and power fluctuated by 25% and 17%, respectively, when operated at full capacity, with an overall trend of slightly coarser discharge size distribution as the speed decreased. Using a fixed feed rate, the crushers had 4-14% higher production when operating at the optimal speed. Secondary analysis showed that the power draw consistency and magnitude of power spikes could also be improved by optimizing the cone speed. Varying the speed of the crusher can be used to tune the crusher during commissioning, adapt to changing ore conditions over long periods of time or be used as a dynamic input into an advanced control system. each action above would serve to make the crusher(s) more productive, more energy efficient, impove process control and would also have mechanical benefits for the machine

Although the quantity of native sulphur associated with volcanism is large, production from such deposits represents only a very small percentage of total world production, This paper describes the location of the known deposits, the typical geology of these deposits and the nature of the sulphur mineralization. Methods of treatment are discussed and some comments are offered on the economic position of these occurences in world sulphur markets.

Lack of selectivity in mixed mineral flocculation can be attributed to one or more of the following factors: dissolved ion interference, heterocoagulation, mechanical entrapment in flocs and entrainment of fines between flocs. In a study of apatite- dolomite system, it was determined that dissolved ions do not have a significant effect on selectivity. Heterocoagulation was minimized by choosing proper process conditions and addition of a dispersant. Mechanical entrapment was proved to be insignificant and efforts were made to reduce entrainment by choosing an appropriate method of separation of flocs from fines. A new factor termed "polymer induced entrapment" which occurs due to limited affinity of the polymer to the mineral which is not flocculated is postulated to be the cause for the loss of selectivity.

Brockway Glass Company, Inc., manufactures glass containers at fourteen plants located in nine states. The relatively high place value of the major glass batch components dictates that raw material supplies be obtained from numerous sources in the United States and Canada. One objective of our central composition control program is to arrive at a glass composition with similar physical properties at each of our plant locations. This requires that adjustments be made in the batch compositions to compensate for chemical variations from one raw material source to another. Minor chemical variations will occur in sand, limestone, and dolomite from one source to another. Major variations are present in the alumina sources because of the diverse rock types utilized.

Although gold's market price dropped considerably from 1980's all time high, exploration for the precious metal remained a particularly bright spot last year, especially in the western US. For example, in Nevada-the nation's largest gold producer-further exploratory drilling at Louisiana Land & Explorations Co.'s deposit at Round Mountain and Newmont Mining Corp.'s find near Carlin resulted in sharp boosts in estimated reserves at both sites. Louisiana Land said its deposit is well on the way to being one of the largest gold reserves in the US. Based on further drilling, Newmont said its Gold Quarry property near Carlin could now produce 4.7-6.2 t/a (150,000-200,000 oz/ year). Reserves at Newmont's two properties near Carlin and a third property in southeast California are reportedly at least 218 t (7 million oz), up from the previously announced 128 t (4.1 million oz). Gold exploration activities were brisk in many other states, including a noticeable effort to explore and reopen dormant properties. Although the return on investments didn't appear as favorable last year as they did in 1980, the gold price was apparently sufficient to spur healthy exploration activity. Outside precious metals, market conditions, and subsequent exploration activity, appeared much more bleak. In the molybdenum market, for example, prices continued to slide, and Amax Inc. tightened its exploration budget. (Amax supplies 60% of the domestic market and 45% of the world demand for molybdenum.) The company spent 16% less on exploration during the first six months in 1981, compared to the same period in 1980. Copper and many other base metal producers appeared in similar straits throughout the year. Uranium exploration activities continued to suffer last year also due to depressed market conditions. Among others, Gulf Minerals Resources and Amoco Minerals Co. suspended uranium exploration activities in the West. Despite current unfavorable conditions, some companies continue uranium searches, confident that market conditions will rebound. On a brighter note, interest in exploring for some industrial and strategic minerals appeared on the upswing last year. Minerals used for oil and gas drilling, such as barite and special sands, were especially noteworthy. In geophysical activity, significant developments were achieved for electromagnetic techniques in both frequency-domain and time-domain systems. Geophysical logging activity declined due to decreased uranium exploration, and computer hardware continued to impact the way mining geophysical data are being acquired. Many presentations and papers were given last year to help exploration geochemists develop new techniques to locate concealed ore bodies. Among techniques described were statistical and computer modeling for enhancing anomalies over blind deposits.

This paper presents a rock mechanics investigation of the time-dependent behavior of the rock immediately surrounding the excavation in a hypothetical one-entry coal mine based on the geology of the Illinois coalfields Research in the area of time-dependency is almost nonexistent and, therefore, this research was performed to make inroads into this neglected research area. Numerical analysis of a typical one-entry coal mine in an Illinois basin was performed using the commercial finite difference program FLAC3D. The immediate roof of the coal entry was assumed to be a shale formation. Shale in other formations has shown a tendency to creep with time. Therefore, in this study the authors modeled the shale in the roof using time-dependent characteristics. The input properties were taken from laboratory creep tests performed on shale. Model runs were performed at different stages, mimicking the progressive excavation of the entry. The model results showed that stresses in the roof attained the limit of yielding. Using Mohr-Coulomb failure criteria, potential zones of failure were also predicted. The results showed that the current computational capacities are sufficient to explore this previously uncharted territory of ground control.

The coagulation of dispersed ultrafine weakly-magnetic oxide mineral particles (e.g., natural hematite and chromite) in an external magnetic field can be described by interparticle forces. Essentially, coagulation occurs when the short-range London-van der Waals interactions and the long-range magnetic forces outweigh the stabilizing electrical double-layer repulsion. Using the classical colloid chemistry theory, the various components of the potential energy for different-sized particles at a series of ionic strengths and magnetic field intensities were calculated. The results of this theoretical analysis were then related to the results obtained from experimental studies in which the magnetic field-induced coagulation of the ultrafines of natural hematite and chromite in aqueous suspensions were investigated using a laboratory-scale electromagnetic solenoid. The experimental results relate the coagulation process (as determined by magneto-sedimentation analysis) to the particle size, the slurry pH and the external magnetic field. In the magnetic fields, the maximum coagulation occurred near the pH of zero-point-of-charge (pHzpc) of the minerals (where the electrostatic double layer repulsion was reduced to a minimum) enabling the particles to enter the "primary minimum" energy sink. On the other hand, in cases where the electrostatic repulsion was not suppressed, the long-range magnetic forces enabled coagulation to occur in the "secondary minimum." This caused the formation of chains that appeared to be relatively stable during sedimentation.

A.B. Rushton The work and resulting publications of the Committee on Underground Coal Mine Safety and The President's Commission on Coal were appropriate at the time of publication. The statistics cited in the publications appeared to be valid, and the actions proposed by the committee had merit. Although the actions proposed to achieve further improvements in safety may have been worthy of repeating, to associate statistics (Table 1) that are seven to eight years old with company names is bad. Statistics are readily available from the Mine Safety and Health Administration (MSHA) and are usually within three months of being up to date. A review of the most recent Coal Controlling Co. Report will reveal significant changes in the rankings. The more recent statistics should have been cited, or at least compared with those used in the article. Westmoreland Coal Co. is listed as having a 21.1 disabling injury rate for the period (1/78-12/80). The disabling injury rate for the Company for the year ending 1985 was 7.4 for the underground mines and 6.25 for the total facilities. Through March 1986, the dis- abling rate for the underground mines was 2.86. The management and employees of Westmoreland Coal Co. are committed to safety. The improvements achieved over the past five years attest to that commitment. We are justifiably proud of the achievement and dislike being misrepresented as in the April 1986 article Reply by E.M. Spokes I regret that the lapse of time since the original work gives a picture of safety practice that is no longer true today. That Westmoreland has reduced its disabling injury rate by 65% to 7.4 in 1985 is most commendable, and I congratulate you for this accomplishment. It is typical of the progress sought by the National Academy of Science and National Research Council when they funded the original study and published "Toward Safer Underground Coal Mines" in 1982. If a significant number of companies do as well as Westmoreland, the report will have served its purpose. Since the paper was primarily a condensation of the original report, it would not have been appropriate to seek access to later statistics. The purpose in seeking its publication at the time of presentation was to reach those who might have missed the original report. The fact that publication was delayed has not voided that purpose and may have reminded some who were aware of the original that its recommendations still apply to improvement of underground coal mine safety

Waste solutions from sea water desalination processes are enriched in minerals by a factor of two or three. This suggests that extraction of selected mineral components from the concentrated brine might help pay desalination costs. The possible recovery of gold has received particular mention. Sonstadt, in 1872, reported the gold content of sea water as 65,000 micrograms per cubic meter, or 65,000 parts per trillion. At $35 an ounce, this is equivalent to $0.065 per ton of sea water. Fritz Haber, however, after his abortive venture to restore Post War I Germany to economic health by recovering gold from the sea, concluded the gold content was 4 micrograms per cubic meter. Haber's analysis is equivalent to 0.0004 cent per ton. In the past 10 years, investigators using advanced analytical techniques reported from 4 to 27 micrograms per cubic meter. Our brief experiments to determine a threshhold value for the gold in sea water employed solvent extraction for initial concentration, evaporation of the gold-loaded organic for further concentration, and atomic absorption analysis of the gold in the concentrated organic. Radioactive gold was used as a tracer for monitoring the gold through the concentration and analytical steps. Our method established that sea water contains about 11 parts gold per trillion parts sea water, or 0.001 cent worth per ton. This agrees closely with results of recent studies by other investigators employing ion exchange resins and neutron activation techniques.

Mineral production implies emissions of particulate matter (dust), noise and vibration that may cause conflicts with neighbors living nearby. In Norway a few conflicts has been brought to court, the latest in 2006. This paper discusses dust emissions and dust depositions (dustfall). The pollution authorities have accepted monitoring of dustfall instead of suspended dust as the first step in conflict cases concerning small and medium sized enterprises. In the case of exceeded limit values, the second step is to require monitoring of suspended dust and next the implementation of control actions to reduce dust emissions. Dustfall monitoring programmes carried out at six mineral production plants in Norway, show that the mineralogical rates of dustfall are rather low a few hundred meters away from the plants or the tailings disposal. They are mostly considerable lower than the limit value of 5 g/m²/30days accepted by the authorities. Seasonal variations between mineralogical and organic dust fractions can be observed in Norway, with higher content of mineral dust during winter time. Other sources to mineralogical dust can be recognized. During winter time wear of road pavement and sand on icy roads can give high emissions of mineralogical dust to the ambient air. Parallel monitoring of suspended dust and rates of dustfall indicate that dustfall can be used to estimate the level of suspended dust. A model for estimating suspended dust based on records of dustfall is presented.

The role of governments as a factor in the international non-metallic minerals industry can take several forms. Classically, the government acts as a taxing agent, collecting part of the economic rent on behalf of the country from private-sector mine operators. In addition to its taxation policies, the state can and does provide the practical commercial framework of regulatory and fiscal incentives and restraints that shape the activities of the mining firms. In addition to its functions as an agent of the public interest, the government can choose to take a more direct stake in the mining industry, and has done so in the instance of several industrial minerals that are actively traded on world markets. In this paper, the actions of three governments are reviewed and the consequences of their actions are examined.
