This paper reviews the postwar changes that have occurred in the expenditure and financial behavior of mineral corporations, and in particular the relative importance of factors that affect the industry's supply and demand for funds. This quantitative statistical investigation of factors affecting sources and uses of funds of mineral corporations is achieved through the formulation of a simultaneous equation model of sources and uses of funds. After a description of the study sample in Section I, the postwar cyclical and secular financial behavior of mineral corporations is analyzed in detail in Section II. Section III formulates an econometric model of mineral corporate financial behavior which is then estimated and reviewed in Section IV. Section V discusses policy issues regarding depletion allowances, investment tax credits, and industrial organization of the mineral sector. Finally, the optimum financial structure of mining firms is discussed in Section VI, which analyzes the effect of corporate financial structure on the mining corporations' average Cost of capital.

The Oakfield, New York Hine of the United States Gypsum Company is a shallow, room and pillar mine developed in the Camillus Formation of Silurian Age on the up-dip edge of the northern Appalachian Basin. The gypsum comes to subcrop beneath a variety of glacial materials and is subject to solution activity by groundwater. A geologic environment unfavorable to mining activity is thus created. Since 1978 seismic studies have been used to supplement core drilling to determine a conservative boundary between normal and questionable mining environments. A single channel seismograph, originally in use, is now replaced by a twelve-channel unit and is used to determine bulk material velocity which is the basis for defining the mining limit.

The traditional impeller system for aeration and suspension of slurries, e.g. in bacterial oxidation plants, is the vertical flat blade turbine (VFBT) . This type of impeller is energy-intensive, which results in a heavy-duty design of shaft, gearbox and drive. The Mixtec BX04 agitator development programme is designed to evaluate the use of the new generation of hydrofoil impellers which consume less power and thus have potential for capital and operating cost savings as well as being possibly less damaging to the bacteria. The early tests on pyrite oxidation in a 300 litre laboratory pilot tank using the Thiobacillus ferro oxidans bacteria, showed that hydrofoil impellers had superior characteristics to the VFBT impeller and to air-agitated pachucas, with lower energy input. The geometry of the air sparge ring was found to be very important in optimizing the system. These early successes resulted in a prototype impeller and sparge ring beinq tested in a 9m3 tank where oxygen uptake in water, impeller cavitation at different impeller speeds and air flows were evaluated. Resulting from this work was the supply of an agitator unit to an operating bacterial oxidation plant where it has been successfully evaluated. Tabular uranium ore in the Grants uranium region, New Mexico, occurs as tabular layers of a urano-organic mixture suspended within host sandstones of the Morrison Formation. The intimate urano-organic association points to the organic material as the main ore control. Petrographic evidence indicates that the organic material was postdepositionally introduced into the host sandstone, probably as humic acids; however, the mechanism by which these acids precipitated from solution remains uncertain. A model, the cation scavenging model, is proposed in this paper to explain humic acid precipitation. The model, supported by evidence from regional alteration studies of the host sandstones, proposes that cations responsible for humic acid precipitation were scavenged from framework grains which altered during passage of the humic-rich fluids through the host sandstone. This process, coupled with the affinity of organic molecules for each other, caused flocculation of humic acids into tabular zones. The precipitated humic substances then continued to concentrate uranium to form the orebodies. The cation scavenging model requires only one solution, the humic-bearing solution, in the precipitation process. All cations necessary for humic acid precipitation originated in the host sandstones. This model contrasts with a previously proposed model--the brine interface or two solution hypothesis--in which it was proposed that a cation-rich brine introduced into the host sandstones provided the cations necessary for humic acid precipitation. The brine hypothesis has several drawbacks, one of which is unrealistic hydrologic reconstructions necessary to accommodate mineralization at various stratigraphic horizons in the Morrison Formation. Moreover, no mineralogic evidence exists to suggest a brine occupied the host sandstones at the time of mineralization. The proposed cation scavenging model for humic acid precipitation not only readily accounts for humic acid precipitation, but also is consistent with geologic observations and regional alteration studies.

Artificial groundwater recharge has been used successfully to mitigate water level drawdown in upper alluvial deposits during construction of the Milwaukee deep rock tunnels. Recharge wells in rock as well as soil were used. The effort reduced settlements from consolidation of compressible estuarine deposits, and has minimized damage to existing structures. The paper describes the geology that presented the consolidation problem, and the hydrogeologic conditions that caused the drawdowns. Also presented are the details of recharge well design, construction, operation and performance in an urban environment. The project design calls for grouting and lining of the tunnels to control groundwater in the long term.

Engelhard traces its roots back to 1870 when the Edgar family discovered kaolin behind their property in Bonhamtown, New Jersey. Today the company produces the broadest line of premium coating pigments with extensive sales throughout the world. The international scope of the company's business has led Engelhard to evaluate kaolin deposits throughout the world as possible grass roots production sites. Most kaolin products are used in the paper industry -- the largest volume end-user 80% of the total market -- as filler and coating pigments. Lower volume specialized applications include fillers and reinforcements for plastics and TiO2 extender pigments for paints and coatings.

he selection of mill design parameters to suit the applica­tion requirements can result in quite different operating parame­ters for each generic type of application, even though the basic mechanical layout of the mills may remain similar. The selection of the type and size of grinding media is very important to efficient and cost-effective operation, and to ensuring that the milled product achieves the required properties. Accordingly, the grinding media selection is seen as an integral part of the mill design. Consideration of the requirement for classification is important in order to achieve the optimum mill and circuit performance. This can lead to the circuit feed not being classified for a steady feed with minimal slimes and a low size reduction ratio. Feed containing on-size particles would be deslimed by open circuit classification. Closed circuit classification is performed where the feed fluctuates. The rheological characteris­tics of the circuit feed slurry can have an influence on mill performance, and needs to be allowed for. A common misconception frequently encountered is the belief that "a mill is just a mill". This is not the case with stirred types of mills, since the operating parameters selected for the mill can have a large effect on the product characteristics. For example, horizontal shaft high speed stirred mills have a com­pletely different grinding action to vertical shaft low to medium speed stirred mills, which results in large differences between the surface area produced at a given product size (Liddell, 1986). Hence, it can be misleading to apply test results or design procedures obtained from one type of mill to other types for scale-up. The Metprotech stirred mill, as applied in the mining and minerals industries, is a low to medium speed vertical shaft mill. The basic design has been discussed previously (Liddell, 1989). Currently, the largest mills that have been manufactured have an installed power of 400 kW. The largest chamber volume at this power is 6000 litres, containing IO t of grinding media. It is intended that the installed power will increase up to lMW as applications requiring larger sizes arise.

The risk of contamination of dumped tailings and ground water by coal flotation reagents has been investigated by using the 14C-radiotracer method for adsorption and desorption measurements. The results indicate, that a high amount of the reagent components adsorbed on the tailings if there was no coal in the pulp. In coal flotation however a competitive adsorption behaviour could be observed, with the effect that only a low quantity of reagents adsorbed on the tailings. Mobilization tests showed, that only small quantities of reagents could be desorbed by rinsing water. Therefore the contamination of ground water should be low.

Coal bumps have presented serious mining problems in the U.S. throughout the 20th Century. Fatalities and injuries have resulted when these destructive events occur at the working face. Persistent bump problems can result in abandonment of large reserves or lead to premature mine closure. Through the years, a1ternative techniques such as artificial supports, extraction sequencing, destressing, pillar design changes and specific pi1lar retreat practices have been successful1y imp1emented to mitigate coal mine bumps. Several techniques have evolved for room-and-pi1lar operations that control the way the roof rock breaks, regulating the manner in which stresses are redistributed in the mined section. Special mine layouts employed in longwall mines have also proved to be successful in safely redistributing or containing excessive loadings. However, with ever increasing production rates, greater overburdens and new mining systems, the need to evolve even more effective bump control designs will continue to challenge the U.S. coal mine industry.

"It is expected that more than 10 Billion USD will be spent in Istanbul in coming years on tunnel boring especially with EPB-TBMs. However, the geology of Istanbul is very complex. Geologic formations changing from Paleozoic to Cenozoic ages cause tremendous problems due to frequently changed rock formations and andesite and diabase dykes. This paper summarizes a universal model to predict the performance of EPB-TBMs which is created upon the data base collected from several projects. The model first is based on predicting field specific energy and power consumed of TBMs using geo-mechanical properties of the excavated material and TBM diameter. Later net production rate is calculated using field specific energy and power consumed by TBM. A methodology to predict machine utilization factor permits to calculate daily advance rates. The validity of the model is tested using the data obtained from two recent metro tunnel projects. 1. INTRODUCTION It is expected that in a near future a total length of 400 km will be excavated in Istanbul in a complex geology. Selecting proper tunneling equipment, organizing an effective operational management with the right tunneling crew will be a major concern for an efficient scheduling of the future projects necessitating to create a model to estimate daily advance rates. Several TBM performance prediction models with few on the prediction of machine utilization time were realized in the past. However, there is quite limited number of research studies on predicting the performance of EPB TBMs. Specially predicting daily advance rates in complex geology, in mixed face, in fractured rocks, in transition zones etc. are in big concern (Namli et al. 2013, 2014). The first experiences in Istanbul with a gripper type TBM was a nightmare, roof collapses caused big delays in tunnel excavation (Bilgin 1993). A typical example to EPB-TBM was Kadikoy-Kozyatagi tunnel, changing TBM from opened mode to closed mode with few modifications on the cutterhead resulted a tremendous increase in the daily advance rates (Bilgin et al. 2009). The data collected from several tunnelling projects served a basis to create a model to predict daily advance rates of EPB TBMs. Within the frame of a research program the validity of the model was tested in Uskudar-Umraniye–Cekmekoy-Sancaktepe metro project and very recently in Mecidiyekoy-Mahmutbey project."

This paper deals with the mining techniques employed at Canada Tungsten's northern Canadian operations, particularly with respect to their effect on productivity, safety, and stability of relatively large underground openings. The ore body was originally mined commencing in 1974 using conventional pneumatic jumbos in a topslice and horizontal benching room and pillar layout. Pillar stability became an increasing problem as mining progressed, leading to a re-examination and ultimately a conversion of mining method. Rock mechanics considerations and the effect of extraction rate on ground control costs and conditions are analyzed. Other areas discussed concern the results acheived through the use of large diameter I.T.H. drills, radio remote controlled L.H.D. units, and a unique system of hydraulic backfill placement.

Stabilization of slopes on abandoned mine land (AML) invariably involves some channelization to control surface drainage. Typically, these channels are lined with riprap or gabions, depending on gradient and expected flow rate. The conventional treatments pose a problem since they require frequent maintenance and replacement at times. Soil bioengineering presents an alternative to the conventional measures. In soil bioengineering, living woody plant material forms the main structural component in systems designed to prevent shallow mass slope failures, surface erosion, and channel bank erosion. An experimental application of soil bioengineering techniques was designed and implemented at an AML site in eastern Kentucky. The design consisted of live fascines and live stakes using willow branches installed with coir geotextile. Channel gradient, length, and cross-section were considered in the design.

"1.INTRODUCTIONThis paper is based on the Lee Tunnel project, which is part of the Thames Water’s Tideway Project.The client Thames Water has employed a Joint Venture of Morgan Sindall/Vinci Grand Projets and Bachy Soletanche to undertake the design and construction of the project under the management of CH2M Hill at a value in excess of £635 million ($990 million). The 3 main elements of the tunnel project are the permanent lining to the shafts, the precast segmental lining, and the secondary tunnel lining. All 3 are reinforced with different types of Dramix steel wire fibers and each element will be described in this paper. This paper will explain the basic structural design of FRC (Fiber reinforced concrete) based on the post cracking residual strength and will describe all the steps of this project, the testing program realized to support innovative design and the main technical learning point. 2.BASIC CONCEPT OF STRUCTURAL DESIGN OF FRCStructural design of FRC elements is based on the post-cracking residual strength provided by fiberreinforcement. Other cases, like early age crack-control or fire resistance, are considered non-structural use of FRC. For structural use, a minimum mechanical performance of FRC must be guaranteed. Fibers can be used to improve the behavior at SLS (Service Limit State) since they can reduce crack spacing and crack width, thereby improving durability and they can be used to improve the behavior at ULS (Ultimate Limit State) where they can partially or totally substitute conventional reinforcement in most conditions. In the design process, the definition of the performance expected from the material is a key factor and the mix-design of the material has to be optimized for the required structural performance.2.1 Testing Method In order to ascertain the structural requirements requested for the FRC segments, preliminary testing on samples will be required and the effectiveness of the proposed solution will also be assured by the testing of full scale specimens. Structural design of FRC elements is based on the post-cracking residual strength provided by fiber reinforcement. For structural use, a minimum mechanical performance of FRC must be guaranteed. Nominal values of the material properties can be determined by performing a 3-point bending test on a notched beam according to EN14651 (figure 1) or by performing the ASTM C1609 beam test:"

Stage open stope mining (SOSM) maintains the stability of excavation openings by leaving a large number of rib pillars. Affected by the strong unloading due to stage mining and the low width-to-height (w/h) ratio of the pillars remaining, large-scale destabilization disasters of rib pillars or excavation openings easily occur when the distribution of ground stress or the size of rib pillars is unreasonable. In view of these problems, a physical SOSM model test was carried out based on an underground metal mine in the city of Chifeng in China, revealing the deformation and failure characteristics of the SOSM pillar group by overloading.

Implementation of the Clean Air Act Amendments of 1990 is negatively affecting production of coal used for generating electric power in Indiana and elsewhere in the Midwest. Required reduction of sulfur compounds from gas streams, or flue gas desulfurization (FGD), as mandated by these laws has encouraged installation of wet limestone scrubbers at many generating plants. Increasingly stringent requirements that will begin in 2000 are expected to necessitate even more extensive use of such scrubbers. Indiana has large deposits of limestone-the major consumable alkaline raw material for scrubbers-that can meet an expected demand of several million tons per year. Limestones are not, however, all the same. Different limestone units behave quite differently when used as scrubbing agents under differing conditions in actual practice. Decisions about FGD scrubber details would be more meaningful if made with thorough knowledge of which rock units contain the most efficient FGD limestones and which sites of suitable stone are located nearest to power plants. Even though abundant carbonate rocks occur in Indiana, their suitability in scrubbing systems has received little attention, and few attempts have been made to match details of stone resources to the needs of various utility scrubbing systems. Optimization of the fit between geologic characteristics of the existing limestones and prospective scrubber systems should allow for greatly improved planning and operation of FGD systems with attendant lower overall costs. Electric utilities have developed computer models to predict FGD system operations (i.e., the FGD-PRISM model of the Electric Power Research Institute). These models require geologic data such as reactivity that are commonly unavailable. We generated data needed for the model during a cooperative effort among the Indiana Department of Commerce, the Indiana Geological Survey (IGS), The Indianapolis Power & Light Company (IP&L), and the Indiana Mineral Aggregates Association. Our goal was to provide missing geologic details of Indiana scrubber-stone raw materials and apply them to the FGD-PRISM model to provide general guidance to determine which geologic units can provide stone for most efficient sulfur removal. Results of the model for selected limestones and parameters specific to one IP&L generating plant were calculated. Geologic data generated may be applied to other generating operations, and our examples should help other utilities optimize their FGD strategies. Several hundred samples from more than 30 active quarries were collected and their physical properties determined. Grindability values ranged from 7.2 to 21.7 for 50 selected samples. Acid-insoluble residues of less than 1% to 13% were found. Dissolution rates as an index of reactivity varied over two orders of magnitude for the selected set of samples. These data plus chemical analyses and Ca/Mg ratios were entered into a generic scrubber model to determine rates of stone use and scrubber efficiency for various stone. Removal of SO2 was projected by this model to range from 89% to 98% with stone utilization rates from 91% to 93%. Excellent scrubber stone sources were found in Mississippian rocks in central and southern Indiana. Rocks of the Ste. Genevieve and Salem Limestones were especially efficient. Even small amounts of dolomite, clay minerals, and quartz diminished a stone's usefulness for FGD scrubbing.

There is no known, practical substitute for lead in the automobiles, communications systems, medical equipment and computers that Americans use every day. However, there are many who say lead should be stopped at its source -- banned. As America's largest lead producer, The Doe Run Company has ralized that it must do more than mine and reclaim lead efficiently and safely. It must also earn the public's consent to operate if it is to continue to be a viable business. LEAD - THE BRILLIANT PERFORMER: REFURBISHING AN IMAGE It's been an embarrassingly long time since I was a college student. However, I remember there was no course at the University of Missouri's School of Mines and Metallurgy that had anything to do with the public relations aspects of mining or, put another way, the politicization of mining. I haven’t perused the course catalog for Penn State’s College of Earth and Minerals Sciences. But I strongly suspect I wouldn’t find such a course there today, either. A statement by the chairman of one of the country’s largest chemical companies leads to the point I want to make. He described his business this way. He said, “We’re a public affairs company that just happens to produce and market chemicals.” Like chemicals, minerals and mining are politicized today. To the extent that we don’t understand that reality, we don’t understand that reality – and act on it – we’re less likely to survive in this business. Some of you may well be saying to yourselves, “This guy Zelms is an alarmist.” That’s fair enough. Because it is absolutely true that there’s n o known, practical substitute for lead today. And it’s also absolutely true that, knowingly or not, Americans use lead everyday. It’s in our automobile batteries. It’s an integral part of communications systems. High tech (and low tech) medical equipment contains lead. And lead is an essential component of computer and TV screens. But even with all these uses, lead has a negative image today. An image so negative that its very existence is threatened. If you doubt that, consider these two statements made in 1989. Statement one. “It is probably reasonable to argue that exposure is the single most important and critical environmental health problem in the U.S., and possibly also the world…” Statement number two. “Many of the uses of lead should be terminated. We need to go back to the ultimate source: that is, taking lead out of the ground and putting it into the product stream and we need to turn it off at the ultimate source. Not the approximate lead in gasoline, or lead in air, or lead in food. Go right back to the source and start cranking it down." (End quote.) Those are what I call strong statements. And they weren’t made by some celebrity spokesperson for the environment like Meryl Streep. Both these statements were made by Dr. Ellen Silbergeld, whose long list of professional and academic credentials includes: o Adjunct professor and research scientist at the University of Maryland Medical School and Johns Hopkins: o Chief toxic scientist and director of the Toxic Chemicals Program of the Environmental Defense fund; o and President of the Society for Occupational and Environmental Health. If Dr. Silbergeld were the only person making these kinds of statements, it would be one thing. But she’s not a voice in the wilderness, by any means. Also for those of you who say, well since there’s no known substitute for lead, how on earth could it be banned. Most commercial explosives contain from 70% to 94% (by weight) ammonium nitrate. When some of the explosives end up in shot rock and ore, through either spillage or incomplete detonation, ammonia and nitrates can leach into the ground water. In recent years, state and federal regulators have applied more stringent water-quality standards, particularly at new mines and development projects. When mining conditions permit, bulk ANFO, a mixture of ammonium nitrate and fuel oil, is the explosive of choice. ANFO is less costly than other explosives but it dissolves readily in water. Several case histories in the United States and Canada show a clear connection between uncontrolled losses of bulk explosives and high nitrate levels in mine effluents. Mining companies have tried several approaches to reduce ammonia and nitrate levels in groundwater. These approaches range from controlling explosive losses to treating the mine effluents. In this paper, controlling explosive losses is addressed For both packaged and bulk explosives, guidelines to limit losses during storage, handling and use are described in detail.

In August, 1977, the Federal Surface Mining Control and Reclamation Act was signed into law [I]. It stated that: "The Congress finds and declares that because of the diversity in terrain ... and other physical conditions in areas subject to min ing operations, the primary governmental res- ponsibility for developing, authorizing, issuing, and enforcing regulations for-surface mining and reclamation operations subject to the Act should rest with the States." Section 516 of Title V (Control of the Environ mental Impacts of Surface Coal Mining) of the Act deals with the surface effects of underground coal mining operations. "Each permit issued under any approved State or Federal program pursuant to this Act and relating to underground coal mining shall re quire tfieoperator to adopt izeasures consist ent with known technology in order to prevent subsidence, causing material damage, to the extent technologically and economically feasible, maximize mine stability, and main tain the value and reasonable foreseeable use of such surface lands, except in those instances vhere the mining technology used requires planned subsidence in a predictable and controlled manner: Provided, that nothing in this subsection shall be construed to prohibit the standard method of room and pillar mining. "

Researchers at National Institute for Occupational Safety and Health (NIOSH) are investigating how fiber-reinforced shotcrete mix designs can be extrapolated from proven designs employing wire mesh. This paper explains the results of round determinate panel tests and relates the flexural strength and toughness of fiber-reinforced shotcrete to known energy absorbing properties of wire mesh. The energy absorbed with central deflection is strongly influenced by the amount of fibres. The higher the energy absorption the more load cracked shotcrete can support. Two types of fiber-reinforced shotcrete were investigated, one with steel fiber and another with polyfiber. The residual load supported in Round Determinate Panel Tests can be matched with the strength of wire mesh, thus providing equivalent bag strength values for fiber reinforced shotcrete panels. There is also evidence of a panel crack width comparison to the load holding capabilities of the fiber in the shotcrete mixes. In practice, this provides designers with a method for comparing the ground support provided by fiber-reinforced shotcrete with that supplied by wire mesh.
