The important role of pit slope design in the overall economics of open-pit mining ventures has long been recognized and well documented.1 2 Any economic analysis of a pit slope design must reflect the trade-off between the benefits and the increased risk of slope failure inherent in steeper slope angles. The conventional practice in pit slope design is based on the factor of safety analysis.' The approach uses average values to arrive at a deterministic solution to slope stability. Past analyses based on this approach generally have had several drawbacks: 1. The risk from slope failure could not be quantified. 2. Only relatively simple pit wall geometries were considered. 3. The analyses were performed solely for the benefits of steeper slopes, seldom discussing the potential costs of slope failures. 4. Analyses were seldom considered in a year-by-year mine planning context. Recognizing that average values do not reflect the uncertainty in geomechanical parameters, a probabilistic philosophy to slope design has evolved. 4,5 However, this approach had not been fully developed to include complex slope geometries and mine planning consideration. In order to develop an integrated, pit slope design procedure, a research project was initiated at the University of Arizona during 1973 in conjunction with the Canada Center for Mineral and Energy Teleology. This research resulted in the development of a probabilistic design procedure. The remainder of this paper gives an overview of the probabilistic design procedure and a discussion of the requirements for the benefit-cost analysis of a pit slope design. Finally, the results of a case study undertaken at an operating mine are given.

The White Pine orebody is characterized by a high lateral stress or highly faulted and joined conditions. Because of these difficult conditions roof support has always been a main concern. Mechanical bolts were widely used in the early seventies; however, it became apparent that major improvements in ground control were required if safe operation at White Pine was to be continued. The first step was taken in 1973-1974 with the testing of resin bolting. Record of caves and roof-falls with either type of support demonstrated superiority of resin bolting versus mechanical bolting - Safety was dramatically improved which was the absolute first consideration; however resin bolting was still more expensive than mechanical bolting. In order to generalize resin bolt installation, the second step was therefore to acquire special roof bolters compatible with resin bolting. The machine was to enhance the safety of the operation. This was achieved by the acquisition of the Secoma bolting machine equipped with an automatic bolting turret. Being a "hands off" operation the safety of the operator is total. Using a fixed taped attachment of the drill steel on the chuck a front guide and an automatic regulator torque thrust on the steel drilling in small diameter was possible. Being a fully automatic process only one operator is required per machine versus two operators with the conventional machines. The two main objectives were reached enabling the extension of resin bolting to the whole mine.

The United States began exporting coal in the late 1800'5, at first in very small quantities to Canada and beginning in 1897 and 1896, to the east coast of South America. Shipments to European countries began on a very limited basis in 1902 and these shipments increased gradually until World War One when shipments overseas increased from the 8 million tons per year level to 22 million tons. After the war exports dropped as fast as they had increased and, with the exception of exports to Canada, remained at very low levels until just after World War 11 when the United States again emerged as a major coal exporter. World War II left the coal industries of Europe in ruin. As the United States was the only country able to supply the large quantities of coal at reasonable prices needed for reconstruction of the European economy, the U. S. coal exports overseas expanded rapidly to 42.5 million tons in 1947. Additionally, we shipped 25 -2 million tons of coal to Canada In that year for a total export of 68.7 million tons. Unfortunately, that level was not reached again until 1957 when exports reached an all-time high of 76 .4 million tons- -a high I might add that has not been reached since.

The United States has the largest total (364 billion metric tons) and recoverable (182 billion metric tons) coal reserves in the world.1 However, progressive coal utilization in this country has been hampered by environmental constraints, such as restrictions on sulfur dioxide, nitrogen oxides, and particulate emissions. New technologies are being pursued both to appease these environmental concerns and improve economic performance and process efficiency. These technologies, however, have not reached the level of effectiveness required for optimum operation. If more stringent emission standards are imposed, it is likely that the coal industry, and the industrial and utility sectors will look increasingly toward the successful development of new and advanced coal cleaning technologies in order to continue and promote the use of coal in this country. The EPA New Source Performance Standards In 1979, the Environmental Protection Agency in response to the amendments to the Clean Air Act of 1977 issued new source performance standards (NSPS) for utility and industrial boilers. The NSPS set emission standards for sulfur dioxide, nitrogen oxides, and particulates affecting boilers of 250 MM Btu per hour heat input or 'greater that started construction after September 1978. Plants starting construction or in operation before September 1978 remained subject to the provisions of the regulations promulgated in 1971, i.e., SO2 emissions of 1.2 15/MM Btu. The NSPS for SO2 emissions provides a sliding scale for SO2 reduction depending on the sulfur content of the run-of-mine coal, with an upper limit of 1.2 lb of SO2 per million Btu and a minimum emission level based on 70% SO2 removal. Table 1 summarizes the EPA NSPS for SO2 emission standards.

The study re-examines respirable coal mine dust samples using scanning electron microscopy (SEM) and thermogravimetric analysis (TGA). It finds that SEM tends to overpredict the abundance of dust from rock strata and underpredict coal content, possibly due to coal-mineral microagglomerates (MAGs). The findings suggest that MAGs could be valuable in improving dust controls in mines.

The recession that began in late 1980 has proved to be not only prolonged and severe, but in certain ways unique in its effect on the mineral industries among the periods of economic slowdown experienced in the Western world since the end of World War II. This time almost all minerals have been affected. In previous business turndowns, by contrast, some mineral sectors have with-stood economic adversity well. They experienced little or no adverse effect-thanks either to a strong secular expansion in the markets for their particular product or to specific factors that caused demand to be well maintained. For example, aluminum, molybdenum, and nickel are three metals that enjoyed extraordinary growth in applications during the years 1946-1973. These metals were little affected during the recessions that occurred in that era. Similarly, coal did not suffer a pronounced drop in sales in the 1974-75 turndown because, with the price of oil rising sharply, a switch away from oil and back to coal was clearly indicated for some energy-intensive applications. Oil itself was largely impervious to the ups and downs of the business cycle until very recently. And the precious metals, gold and silver, have often been regarded as benefiting from reduced economic activity because labor becomes more available, productivity rises, and operating costs diminish. In the current recession, however, no major mineral has escaped the broad trend. The secular growth factors that were previously so evident for aluminum, molybdenum, and nickel have disappeared, at least temporarily. The stable pricing behavior that previously characterized all three of these commodities has been replaced by extreme price weakness and apparent inability of the major producers to continue their roles as market leaders. Coal and oil both have suffered from a sharp drop in energy requirements. There are those who now anticipate a collapse of the market control over oil prices so clearly exercised by OPEC since 1973. If oil prices are no longer effectively controlled by the governments of the exporting countries, then coal prices are also certain to be affected. And the combination of high interest rates, tight money, and a change in public perceptions of precious metals put the skid under gold and silver quotations in 1981 and early 1982. Although inflation has been viewed as the scourge of most Western countries ever since the oil crises of 1973-74, prices-in constant dollars-of most minerals have not risen. On the contrary, with the exception of the precious metals and oil, for most minerals the prices that prevailed at the end of 1982 were close to the levels of the Great Depression of the 1930s in constant dollar terms. Table 1 compares prices for copper, lead, zinc, and aluminum at the end of 1982 with the average prices in 1934, stated in constant 1967 dollars. This emphasis on prices for mineral commodities reflects the fact that profits of mining enterprises vary directly with the level of prices. Manufacturing and retailing enterprises march to a different tune. They establish sales prices based on costs. Their profits tend to vary with volume. Commodities are for all practical purposes fungible, that is the advantages of known brands in marketing manufactured goods have little application in a commodity market. Thus the individual seller of minerals is unable to establish his sales prices. Except where a monopoly is present, he must sell at the going market. His option is to abstain from selling if he finds the price unremunerative. In past recessions, some mineral producers chose to do precisely that-either accumulating a substantial share of their output in inventory or, in prolonged downturns, abstaining from production. During the current recession, however, private-sector mining companies did not have the option of accumulating inventories to any great extent. Capital costs for new mineral projects or for expansion of existing facilities have escalated at an alarming rate since the early 1970s. Added to this has been the heavy cost of installing pollution control or safety equipment to comply with the regulations adopted in most industrialized countries (and particularly the United States) since 1968. The consequence has been that the financial position of most major mineral enterprises in mid-1980 was already strained. To finance increased inventories meant incurring additional funded debt at high interest costs, thus impairing the concern's credit rating. Management Choices Private-sector managements have had to face up to the alternative of either continuing to produce at an unchanged rate and marketing output at unremunerative prices or reducing output. During 1963 more than 200 million tons of coal was consumed by the public utility industry. Ash residual, from the burning of this coal has caused disposal problems. In order to prevent air pollution, dust collection systems have been installed to suppress the fine ash emitted from boilers before it is discharged into the atmosphere. The collected ash, called fly ash, must be removed from the dust collection facilities and disposed in some manner, usually at a substantial cost to the utility. Many years ago fly ash disposal was not a serious problem because the demand for power was relatively low and coarse coal was burned on stoker type traveling grate machines. The low burning rates utilized on these grates did not produce large quantities of air-borne coal ash while the mechanics of this system of burning resulted in a clinkered residue of cinders. Both of these conditions resulted in the production of only small quantities of fly ash. As the demand for electricity increased, a method of burning pulverized coal was developed and was introduced to the public utility industry in 1918 at Milwaukee, Wisconsin.1 This method of firing was considered a significant advance in steam electric generation as it (1) permitted the use of coals that could not be economically fired by other methods and (2) has generally resulted in improved efficiency, greater generating capacity and lower costs.2 The utilization of larger generating units using pulverized coal substantially increased the quantity of fly ash which resulted in a' more severe disposal problem.

One of the greatest environmental issues related to the development of the mining activity is the generation of Acid Mine Drainage (AMD). Many methods have been developed for AMD treatment, being wetlands a good option for heavy metal removal. In this sense, the implementation of artificial wetlands for the treatment of mining effluents would seem to be an environmentally friendly alternative. In this paper, we present the results on the elimination of heavy metals (Cu, Zn, Pb and Fe) using two Peruvian native species such as Schoenoplectus californicus (C.A. Mey.) and Phragmites australis (Cav.) Trin. Ex Steud. The results show that Schoenoplectus californicus preferentially removes copper (82 and 90%), lead (88 and 92%) and iron (28 and 69%), whereas Phragmites australis removes copper (68 and 87%) and zinc (53 and 95%). Likewise, it is observed that the Schoenoplectus californicus mainly retains the ions in its root, copper (89%), zinc (84%) and iron (76%). While the Phragmites australis accumulates iron (62%) and copper (74%) in the steam and root part respectively

In the present study, the use of horse residue as an alternative reducing agent in the roasting of a low-grade goethite ore containing 17.60% Fe was investigated. Additional roasting experiments were carried out with corn starch and without reducing agent for comparison. Each roasted product was characterized using X-ray diffraction (XRD) and magnetic hysteresis (MH) loops analyses. The optimum roasting conditions (roasting temperature [400, 500, and 600 °C], reducing agent/ore ratio [0.04, 0.08, and 0.12], and roasting time [10, 20, and 30 min]) were investigated based on the Taguchi approach. The magnetic susceptibilities of the roasted sample with the addition of reducing agents were higher compared to that of the roasted sample in the absence of reducing agent. Experimental findings indicate that the horse residue can be used as the reducing agent. Finally, an iron ore concentrate assaying a Fe grade of 62.12% with a recovery of 56.93% was prepared using wet magnetic separation at a magnetic intensity of 0.5 T from the ore roasted under the following roasting conditions: roasting temperature of 500 °C, reducing agent/ sample ratio of 0.08, and roasting time of 30 min.

By Sims Some two years ago we began investigating low coke button bituminous coal for use at our Bound Brook, New Jersey plant as a replacement for anthracite. Since August, 1957 the plant has been operating continously on this coal with the exception of a new 200,000#/hr, cyclone boiler. This study was motivated not from our desire to conduct combustion research, but for the sole purpose of reducing our steam costs, The indications were that the economics were greatly in favor of the use of the bituminous coal. The attempts to reduce the costs have developed some knowledge that has enabled this program to succeed reasonably well as will be discussed later by Mr. Ludden. The production of steam size anthracite is dependent upon either the reclamation of old culm banks or the breakage in the production of the domestic sizes. The anthracite industry has not as yet been able to cut, its mining costs to the point where the production of steam sizes has become a profitable business. This has resulted in two basic problems: (1) A constantly rising price in an attempt to have those sizes carry their share of the cost and, (2) Periodic shortages of supply when the demand is good but the market price prohibits the mining of anthracite to produce those sizes only, These conditions have made the long range forecast appear as though the price would go even higher and/or the supply at times be critically short.

The economics of open pit mine design are dictated by three basic elements: cut-off grade, stripping ratio and slope angle. Although these elements are functions of a number of independent parameters, they are interrelated through their influence on the overall economics. The optimum slope angle is the most uncertain element to determine, because rock mass properties are difficult to obtain. However, for preliminary estimation, the slope angle can be determined from the relationship between the probability of failure and the safety factor. The economics of the slope selected will depend on a profit versus risk judgment. In this paper, the author will present an actual case of application of this postulate.

Electrochemical methods have potential to treat waters impacted by mining, while simultaneously producing a recoverable metal product to off-set treatment costs. Mining-impacted waters may present challenges with electrochemical treatment due to low concentrations and complex solutions of numerous dissolved metals. This paper presents an evaluation of the potential strengths and limitations of abiotic electrowinning of mining-impacted waters. In particular the impacts of chemical composition on metals removal are evaluated. Results of bench-scale experiments demonstrate the potential to remove metals on the cathode (copper, cadmium, lead), as well as the anode (manganese). Pre-treatment for iron and aluminum may be needed and post-treatment pH adjustment would be necessary. INTRODUCTION Due to continually increasing demand for metals, new technologies and innovative applications of existing technologies are needed to recover metals from mining-impacted waters. Electrochemical methods have long been used for metallurgical processes with solutions containing high concentrations of the target metal. However, electrochemistry also has potential to treat waters with lower metal concentrations, while simultaneously producing a recoverable metal product to offset treatment costs. Electrochemical water treatment may have several benefits over traditional alkaline treatment for acid rock drainage (ARD). Sludge produced from alkaline treatment has high water content that is difficult to dewater, even for treatment plants producing a relatively high-density sludge. For example, the Argo Tunnel Water Treatment Facility (Argo Facility) in Idaho Springs, Colorado uses hydrated lime to produce a high-density sludge with a solids content of 20 to 25 percent and filter cake with solids content from 30 to 35 percent [1]. Furthermore, costs for managing the sludge are significant, approximately $90,000 per year for treating approximately 150 million gallons of water [1]. Although not the case for the Argo Facility, sludge produced from alkaline treatment of ARD has potential to be classified as hazardous. Disposal of sludge also opens up the potential for future liability depending on the sludge’s chemical stability and methods of disposal. In contrast to alkaline treatment, electrochemical treatment produces metals in elemental and other highly-dense forms on the cathode. If metals concentrations and flow rates are sufficiently high, the metals recovered may help offset overall treatment costs. In addition, sludge production would be reduced, if not eliminated altogether, thereby reducing both disposal costs and potential future liabilities as well.

Coal workers’ pneumoconiosis (CWP), commonly known as black lung, is caused by the inhalation of respirable coal mine dust and is a disabling and potentially fatal lung disease with no cure. Historically, CWP has taken a tremendous human and financial toll on the U.S. coal mining industry. Recent health surveillance data indicate that CWP continues to occur at elevated levels. Respirable coal dust exposure must be controlled to prevent the development of CWP. The Pittsburgh Mining Research Division of the U.S. National Institute for Occupational Safety and Health (NIOSH) conducts laboratory and mine-site research to identify control technologies that can be used to successfully reduce respirable dust levels. Various technologies, using multiple methods of control, can be applied to reduce dust levels. An overview of CWP’s impact and a general methodology for controlling respirable dust in underground coal mines are discussed in this paper.

The titanium industry is based on the unique properties of titanium dioxide and titanium metal. Because of its whiteness, high refractive index and resulting light scattering ability, titanium dioxide in its two main allotropic forms, rutile and anatase, is the predominant white pigment for paints, paper, plastics, rubber, and various other materials. Titanium metal, because of its high strength/weight ratio and resistance to corrosion, is widely used for aircraft, both in airframes and engines, for powerplant surface condensers, and a wide variety of chemical processing and handling equipment. U.S. production of titanium dioxide pigment in 1979 was about 658,000 tons - 2/, valued at about $770 million. Net shipments of titanium mill products were around 19,000 tons, worth about $380 million. These two major uses account for over 96% of domestic titanium consumption. The third largest application, the use of rutile for coating welding rods, required about 9,500 tons of rutile concentrate, worth about $4 million. Other applications of titanium-bearing raw materials include the manufacture of titanium carbides, ceramics, and chemicals, and the recently developed use of ilmenite as a substitute for barite in well-drilling muds.

Coal mining has been an important industry in the Appalachian area for many years. This is particularly true in the northern part of the area, namely, in Pennsylvania, West Virginia, and Ohio. Also, in the south a great deal of mining activity has been carried on in Alabama, Kentucky, and southwest Virginia. Some of the by-products of this activity has been the production of mineralized water from the mines in copious quantitites. The southern Appalachians have been somewhat more fortunate in that the water there has had a considerable amount of alkalinity in it, which has to a large extent eliminated some of the more undesirable aspects of mine drainage. Northern Appalachia, including central and western Pennsylvania, the Monongahela basin in West Virginia, and the Appalachian area in eastern Ohio have not been so fortunate in that coals in those areas and the top and bottom rock have, in many cases, shown considerable quantities of pyrite, and the water does not carry the carbonates found farther south.

"Bastnaesite is one of the important mineral resources for the production of rare earth materials, and it is typically associated with calcite and quartz as gangue minerals. Fatty acid or hydroxamic acid are recommended collectors for bastnaesite flotation. In this research, potassium lauryl phosphate was expected to provide a stronger flotation response for bastnaesite than for the calcite and quartz gangue minerals. Using potassium lauryl phosphate as collector, the results of captive bubble contact angle measurements, zeta potential determinations and microflotation experiments for bastnaesite, calcite and quartz are reported. Greater selectivity for bastnaesite was achieved using potassium lauryl phosphate than using octyl hydroxamate as collector. These results indicate that potassium lauryl phosphate might be a promising collector in the flotation of bastnaesite ores. The computation results of universal force field (UFF) interaction energies for the mineral-reagent interactions are also reported and were found to correlate well with the experimental microflotation results.IntroductionBastnaesite ((Ce,La)FCO3) belongs to the mineral class of semisoluble salt minerals, whose characteristics include ionic bonding and limited solubility in water. Bastnaesite, for the most part, contains the cerium subgroup or the lighter rare earth elements (Zhou et al., 2014). The Mountain Pass deposit in California in the United States and the Bayan Obo deposit in Mongolia in China are the two major deposits of bastnaesite (Azizi et al., 2016; Satur et al., 2016). Calcite and/ or quartz are common gangue minerals in these and many other rare earth deposits (Jordens et al., 2014)"

The U.S. Department of the Interior, Bureau of Mines investigated solvent extraction methods for recovering gallium from filtrates produced from sulfuric acid leaching of hydrometallurgical zinc residues. These filtrates typically had pH values of 0 to 0.5, too high an acid content for effective gallium recovery by traditional extractants. Of the nine extractants studied in batch tests, 0.3M octyl phenyl acid phosphate (OPAP) in a kerosene diluent was the most effective extractant for gallium recovery, extracting up to 99.9 pct of the gallium. This high extraction was possible when the iron in solution was maintained in the reduced ferrous state. Batch tests also showed that a 1.5M-H2SO4 strip liquor recovered 98 pct of the gallium from the loaded OPAP. A continuous solvent extraction system was designed and operated based on McCabe-Thiele analyses of equilibrium loading and stripping isotherms. When 12 L of leach filtrate containing 0.32 giL Ga and 20 giL Fe were pumped through the system in 32 hr, results showed that 95 pct of the gallium was extracted in four stages at an A:O ratio of 1:1. Stripping the loaded solvent with a 1.5M-H2S04 liquor recovered 94 pct of the gallium in four stages at an A:O ratio of 1:4. A two-stage, 50-pct-phosphoric acid strip successfully removed ferric iron from the OPAP, allowing high gallium extractions to be maintained.

The new OSH regulations concerning ground ward monitoring of underground coal mines has been the source of many concerns for the mining industry. Because the regulations were initially written at the federal level but are being administered at the state level, considerable confusion exists within the industry as to what is actually required. Based on the preparation and submission of over 30 monitoring plans for existing deep mines in Pennsylvania, West Virginia, and Ohio, we now have a very good feel for the detail the monitoring plans, as well as the costs to im plement the plans. We do not, however, feel confident in our evaluations of the long-term impact the ground water monitoring regulations may have on the industry.

Processing of various ores and materials in a reducing atmosphere has been done for many years. However, the typical device currently used is a large, often high maintenance, expensive piece of equipment; the rotary kiln. While it is a very reliable and a proven technology, the rotary kiln also has its limitations. It is limited by its ability to process very fine materials without creating a huge dust loss to the air pollution control equipment. This leads us towards the development of an alternate technology; the Gas Suspension System. Gas suspension preheating of various materials has been in commercial use since the early 1950's, but recently has been expanded to include Gas Suspension Reduction. Laboratory experience has proven successful on several materials; Nickel Laterite Fines, Iron Ore Fines, Fluorspar, and Clays. The gas suspension reduction system has many advantages over the conventional reduction kiln when processing fines. They are; lower cost, more fuel efficient, able to process fines, less real estate required, etc.

The development of Vitrokele™ Technology over the last 10 years is reviewed with reference to mine site piloting and com­mercial applications. The first mine site piloting was conducted in Australia in 1989 followed by a further six continuous site trials in Australia, Canada and the USA. These major pilot plant studies are complemented by over 50 laboratory scale batch and pilot testwork programmes. The first commercial plant using Vitrokele™ Technology was the Connemara project commissioned in Zimbabwe in 1995. Subsequent to this, three commercial scale projects have been designed using Vitrokele™ to recover precious metals, base met­als and cyanide. The various projects are discussed with relation to the differ­ing flowsheets applied to each particular case.
