The recently enacted federal surface mine law (P.L. 95-87) will increase further the complexity of securing a reclamation permit. This law intensifies the need to present the required reclamation plan in a thorough and comprehensive manner. One plan format, that used in construction performance contracts, offers promise of filling this need. Reasons for using the format of expressed, bilateral, negotiated contracts common to the contruction industry, and the salient aspects of an application which uses this format are reviewed. Advantages of this procedure are seen to be improved mine planning, awareness of the total design job, potential for improved speed of permit acceptance and improved cost control.

Introduction Alumina (aluminum oxide) is the material from which all the world's aluminum is produced. In the Western World, all the alumina is made from bauxite by the Bayer process. In the nearly 150 years since aluminum was first isolated by Oersted, the metal has grown from a laboratory curiosity to a position of major importance in the world's commerce. In terms of annual production rates aluminum is first among nonferrous metals. Oersted's discovery-reduction of aluminum chloride with potas¬sium amalgam-was improved on by Ste. Claire Deville, whose so¬dium amalgam reduction of aluminum chloride led to the commercial production of aluminum in France in 1855. Ste. Claire Deville's method prevailed until 1886 when Charles Martin Hall and Paul T. Heroult each invented a process for the production of aluminum by the electrolysis of alumina dissolved in molten cryolite. The inven¬tion by Karl Josef Bayer in 1888 of an economical process for making very pure aluminum oxide (alumina) from bauxite established the necessary link between known ores and the Hall-Heroult reduction process. Bayer's work completed the scientific base-the ore bauxite refined to alumina by the Bayer process (U.S. Patent No. 515,895), the alumina reduced to aluminum in the Hall-Heroult cell (U.S. Patent No. 400,766--upon which today's aluminum industry is founded. Small-scale production of aluminum in the U.S. began in 1888 utilizing the Hall cell. By 1903, bauxite properties and a Bayer process refining step had been incorporated into the production activities. On this base the aluminum industry in the U.S. has grown at an annual compounded rate of 15%. Since 1946 the annual growth rate has been 10%.1 The rapid growth of the industry is the result of many factors among which are the existence of widespread bauxite ore deposits; a sound and economic production technology; and the properties of the metal-lightness, strength, ductility, good electrical and heat con¬ductivity, and pleasing appearance, which lead to ever greater de¬mands for aluminum in an industrializing society. At the inception of the industry, the only market that could be found for aluminum was in the production of cooking utensils. How¬ ever, the rapidly accelerating industrial and technological development of the Western World soon created new needs for aluminum, and today aluminum is marketed in a broad range of industrial, commer¬cial, and consumer applications. The principal uses for aluminum are:' building and construction, 22%; transportation, 18%; electrical, 13%; packaging, 11%; consumer durables, 10%; machinery and equipment, 7%; other, 19%. The 1974 production of primary alumi¬num in the world was 14.5 million short tons, which at an approximate ingot price of 40¢ per lb puts a value of $11.6 billion on the industry product prior to fabrication. While aluminum is widely distributed in the earth's crust and is a major constituent of many rocks and soils, to date no method of extraction of aluminum from such nonbauxite material has been brought to commercial practice in the Western World. In the USSR alumina is produced by the complex processing of nepheline syenite, but elsewhere all commercial production of alumina is from bauxite. A brief discussion of recent developments and other processes for alumina is included in the subsection "Other Processes for Alumina," page 19-15. In early 1973, a major U.S. aluminum producer announced the successful development of processes for the production of aluminum from aluminum chloride. This achievement promises to exert a major influence on the future of the aluminum industry. In the initial com¬mercial application of this new technology, Bayer alumina will be chlorinated, and the aluminum chloride then reduced by electrolysis. Important claims for the new processes are lower energy requirements (one-third less than obtainable in Hall cells) and reduced labor costs. Capital costs are said to be no greater than for conventional plants. While the announced intention is to produce the aluminum chlo¬ride from Bayer process alumina, the new chloride reduction process will eliminate the other raw materials, carbon and fluorides, required by the conventional Hall cells. The electrodes in the chloride cell will not be consumed on the reduction process and the electrolyte will have, as the name indicates, a chloride rather than a fluoride base. 2. Bauxite Definition and Origin. Bauxite is a naturally occurring raw material composed principally of a mixture of one or more of the hy¬drated aluminum oxide minerals gibbsite (Al2O2 3H2O), boehmite (Al2O3 H2O), and diaspore (Al2O, - H2O), and impurities of silica, iron oxide, titania, and other various elements in trace amounts. It is an end or near-end product of chemical weathering. Depending on the amount of iron impurities, the color of bauxite varies from dark red and brown to pink to white. Some bauxite is finely divided, free digging earthy material, while other forms are dense and rocky, requiring explosives in mining. Many gradational forms exist. It is one of the most variable of mineral raw materials in chemical composition and physical appearance. It is generally believed that bauxite deposits resulted from intense chemical weathering of aluminum-bearing rocks or formations under tropical or subtropical conditions with alternating wet and dry sea¬sons. Topographic conditions were favorable for drainage and the in-situ accumulation of aluminum, iron, and titanium oxides. There was low to moderate topographic relief with a minimum of erosion during long quiet periods in earth history.2 The occurrence of bauxite is widespread and it has been found on all continents except Antarctica. Production was reported from 27 countries in 1974, at which time total world production was over 79 million metric tons. Of this production 76% was from seven coun¬tries-Australia, Jamaica, Surinam, Guinea, USSR, Guyana, and Greece-which ranked in that order of production. The importance of grinding as a unit operation in all industry has caused much effort to be expended toward improving the facility with which grinding can be done. Endeavor has continued nearly 100 years to formulate laws governing crushing and grinding. This has not been without controversy. However, grinding is an experimental science and our useful knowledge originates in experience. The recorded experience is grinding history. Today, many types of size reduction equipment, each with variations, are available to industry. Frequently, more than one type of grinding equipment will meet a requirement of grinding. However, an economic evaluation of installation and operating costs generally indicates a preferred type. The selection of grinding equipment requires' a consideration of the purpose in grinding, the characteristics of the material to be ground, equipment available for grinding, and the manner in which it can be applied best.

Machine-related injuries are one of the major safety concerns in underground coal mines. Severe injuries and fatalities occur when a miner is struck, crushed, or pinned by mining equipment such as a continuous mining machine (CMM), shuttle car, or a scoop. Proximity detection systems (PDSs) have been applied in mining to reduce these types of injuries and fatalities. All of the PDSs that are currently approved by the Mine Safety and Health Administration (MSHA) for use in underground coal mines are magnetic-field based and could be affected by metallic objects such as trailing cables. Researchers from the National Institute for Occupational Safety and Health (NIOSH) investigated the influence of trailing cables on the performance of PDSs. In particular, the magnetic field coupled from proximity system generators to a de-energized trailing cable was characterized. The results show that significant energy can be coupled from the proximity system generators to a trailing cable when there is a closed loop in the cable. The effect on PDS performance from the magnetic field radiated around an energized trailing cable was also quantified for different current amplitudes in the cable. It is shown that the magnetic field caused by the electric current in the trailing cable mainly consists of a 60-Hz signal and its harmonics which causes little interference to the PDS. The results presented in this paper can help PDS manufacturers to design better systems that are more immune to these effects.

The intersections of numerous joint sets at the surface of tunneling region of Abu-Tartour-Project in Egypt create blocks with irregular shape and size in the rock mass. Most of these blocks are not able to move into the free space of the tunnel. Few key blocks are in a position to move and as soon as they begin so, some restrained blocks will be liberated. The aim of this work is to find the (removable) key blocks for walls, floor, roof and corners of a portion of the tunnel under jointed surface rocks; and then determine the best tunnel direction.

INTRODUCTION Rapidly increasing capacities of equipment used to load and handle material at the face require improved haulage equipment and better methods of transporting the mined materials or "muck" to the shaft or slope and out of the mine to the processing plant on the surface. Increasingly, those transportation demands are being satisfied with underground belt conveyors. Such con¬veyors provide the most readily available, most efficient, and most reliable method of carrying materials in a continuous and rapid flow from the face loading equip¬ment to the surface plant. Almost universally, belt con¬veyors are used in coal mines and those nonmetallic and metallic mines operating in relatively flat bedded deposits. Belt conveyors are available in a wide range of capacities, mainly limited by belt width, belt speed, and weight of the material to be transported. They can be used on the level, on grades, on the surface, or under¬ground. They provide a rapid and constant flow of material, transporting the material as quickly as it is mined. Length of belt conveyors is almost unlimited. Where the haulage distance exceeds the practical capacity of a single conveyor unit, two or more conveyors can be used in series. Single conveyors more than 1.6 km (1.0 mile) long are common; multiple-unit conveyors in series operation are transporting materials over distances exceeding 16.1 km (10 miles). Depending upon mate¬rials being transported, job conditions, cost of the terrain being spanned, and alternative haulage methods avail¬able, conveyors can be conceivably economical for even greater distances. Table 1 lists maximum belt speeds recommended for most materials, relating belt speeds to belt widths. Table 2 lists capacities of typical conveyors of various widths and speeds, transporting commonly mined mate¬rials of various weights. ADVANTAGES OF CONVEYOR SYSTEMS For several years after their initial introduction, belt conveyors were available only with rigid side frames or a supporting structure of steel and concrete. That con¬struction limited underground applications, due to the cost and relative inconvenience of extending or retract¬ing the belt conveyor in the confined underground environment. However, during the last 20 years, wire-¬rope side-frame belt conveyors, as shown in Fig. 1, have become widely used in underground applications. Even wider use can be anticipated with their application to the fast movement of materials in surface mining operations. Advantages of the wire-rope side-frame belt con¬veyors were realized first in panel or section belt haulage in coal mines. Soon afterward, use of those conveyors was extended to gathering and main-line haulage. The mobility of the wire-rope side-frame conveyor is the principal reason for its success. The conveyor can be extended, retracted, dismantled, moved, and reassembled easily, even in relatively confined under¬ground spaces. The intermediate structure consists of rope support stands, wire-rope side frames, wire-rope tie-off stands, and the necessary carrying idlers and return idlers. An important and very attractive feature is the ability to suspend the conveyor from the roof in an underground mine, as shown in Fig. 2, leaving more room for improved housekeeping and allowing passage of face-service equipment, haulage vehicles, and other mining equipment. The conveyor's open construction allows quick and easy visual inspection of its com¬ponents for failures or malfunctions; it also facilitates checking and correcting conveyor-belt alignment. Other advantages contributing to the attractiveness and widespread application of wire-rope side-frame conveyors in main-line, slope, and surface installations include: lower capital costs, lower installation costs, lower maintenance costs, reduced impact on idlers and belting, reduced spillage and minimal cleanup, improved conformation to undulating terrain or mine bottoms, and the ability to span most obstacles without heavy structural support. CONVEYOR CLASSIFICATIONS Underground belt conveyors are classified normally according to their function. Generally, conveyors are classified into one of four main categories: 1) Panel or section conveyors normally receive the material to be transported directly from the face-haulage equipment. 2) Gathering conveyors are secondary haulage units that usually receive material from two or more panel conveyors. 3) Main-line conveyors transport all the material mined in the underground operations to the slope or shaft. Normally, they receive the material from two or more gathering conveyors. 4) Slope conveyors generally operate in tandem with the main-line conveyor, providing continuous Table 1. INTRODUCTION An average of 250 injuries occur every year during operation of Continuous mining machines (CMMs), and 43 miners have been killed by striking or pinning accidents involving CMMs in the U.S. from 1984 to 2015 (Mine Safety and Health Administration, 2015). In addition, there have been 10 fatal accidents involving mobile haulage equipped with trailing cables from 2000 to 2015 (Noll et al., 2017). In response to these fatalities and injuries the Mine Safety and Health Administration (MSHA) promulgated a regulation in 2015 requiring the use of a proximity detection system (PDS) on all CMMs except full-face machines and proposed a regulation in 2016 which would require a PDS on other mobile underground equipment. Current PDSs approved for underground use are magnetic-field based. The PDS contains machine-mounted magnetic field generators that create fields around the machine. The other part of the PDS is a miner-wearable component (MWC) that reads the flux density of the generators. These systems use the magnetic field strength readings from the MWC to determine whether a miner is at a safe distance from the machine. A stable magnetic field is essential for the accuracy of the system."

Introduction Autogenous, semi-autogenous, and conventional grinding circuits are used to process ores. Current emphasis, though, is towards the use of the first two systems. The reason is the generally lower initial investment required for an autogenous or semi-autogenous circuit as compared to a conventional comminution circuit. However, the effect of operating costs that will significantly affect overall comminution economics is not considered in this evaluation. About 70% of the energy in a mineral processing plant is used in the comminution circuit. Until the 1974 oil embargo, energy was relatively inexpensive. Since that time, the cost of energy has escalated 40-fold. As a result, energy cost now forms a significant portion of operating costs in comminution. According to a survey conducted by General Electric Co. (Powers, 1982), the price of electricity will continue to rise 15% to 20% per year, in spite of the current oil glut. Both autogenous and semi-autogenous grinding circuits consume more energy than the conventional comminution circuit. Higher consumption ranging from 16% to 35% has been reported in the literature (Bassarear, 1982; Gjerdrum. 1979; Betts, 1982; and Christie, 1979). Consequently, even a small increase in energy costs is likely to have a significant impact on operating costs. Therefore, the economic decision of selecting an optimal comminution circuit is important. More than ever before, it is now critical to include in the evaluation of communition circuits not only the capital costs, but also the operating costs; in particular, the expected energy cost over the life of the operation. Failure to do this may lead to a less than optimal comminution circuit. Design A comminution system should be designed only after bench-scale or pilot plant testing of a representative sample. Conventional crushing and grinding circuits can be designed on the basis of the Bond Work Index (Rowland and Kjos, 1980). Over the years, sizing of full-scale rod and ball mills from Bond Work Index data has become well established. Autogenous and semi-autogenous mills cannot be sized based on bench-scale tests. Pilot plant tests are necessary to determine the amenability of the ore, critical size buildup, and power requirements. For this study, conventional and semi-autogenous grinding circuits were designed for ore throughput of 12, 24, 36, 48, 72, and 90 kt/d (13,200, 26,400, 39,600, 52,000, 79,200, and 99,000 stpd). Rod and ball mills were scaled up on the basis of the Bond Work Index. A two-stage semi-autogenous grinding circuit was designed on the basis of pilot plant test results. Tunneling could be a major challenge to tunneling contractors as tunneling operations can be seriously affected by the Tunnel Boring Machine (TBM) performance. Specifying the appropriate TBM methodology, selection of systems and features, is critical for managing tunnel risks and contribute to successful tunneling project. The paper analyzes tunneling records from the recently completed City of Toronto’s Ashbridges Bay Treatment Outfall tunnel project and underlines the righteous selection of the TBM type and associated TBM systems in achieving good advance rates during tunnelling and managing project risks. The paper intends to draw attention of a few aspects of TBM technical specification importance and highlight the lessons learned from this process.

The control of quartz levels in the respirable dust requires an approach different from that used to control respirable coal dust. The unique physical properties of quartz have to be utilized when developing quartz dust control systems. Also, techniques that modify the surface properties of quartz dust so that conventional dust control measures are effective should be explored. For instance, the wetting characteristics of quartz can be modified so that the capture efficiency of the quartz dust can be improved. Foam sprays assist in modifying surface wetting characteristics. This paper summarizes the results of a study that was conducted in an operating mine to evaluate the effectiveness of a compressed air foam spray system installed under the boom of a continuous miner and directed so as to cover the pan and the gathering arm. The objectives of the study were to evaluate the effect of the foam underboom sprays on (1) the respirable dust concentration in the ambient air, (2) the quartz concentration in the respirable dust. The engineering design of the foam generation and delivery system is described in the paper, followed by a description of the mine and the dust sampling strategy. The data were analyzed to study the effect of foam on respirable dust and quartz concentrations at the miner cab, face return and the intake. The results of the data analyses and costs are presented in the paper.

Underground construction is a matter of dealing with the inherent uncertainty of subsurface geology. If the encountered conditions are less favorable than the expected ones, the execution of excavation, support, ground treatment or lining works is likely to require more or different efforts than anticipated, thereby delaying the works and increasing the costs. The 2019 first edition of the FIDIC Emerald Book model contract (FEB) addresses many of the issues to which underground works give rise, including those related to differing site conditions (DSC). This paper examines how under the FEB disputes arising from or in connection with DSC could or should be avoided.

The most abundant fuel resource in the U.S.A. is also the most under-utilized. Proven reserves of bituminous coal, sub-bituminous and lignite constitute from 60% to 90% of our total fossil fuel reserves -- dependent upon the parameters used by the analyst making the estimate. Despite this ample supply, bituminous coal provided only 20% of U. S. energy consumption in 1967 and 1968, this dropping to 17.57 in 1971 and 1972. By 1978, according to my projections, 16.7% of the Nation's mechanical energy will come from bituminous coal. However, our energy needs are growing at such a rate that the 20.6% provided by bituminous in 1967 equalled 480 million tons while the 16.7% of U. S. consumption visualized for 1978 will require nearly 650 million tons. In order to view coal's position with perspective in this developing energy crunch, it is necessary to examine the total energy situation. To this end, I have prepared a couple of tables which you should have before you. I chose this procedure rather than slides because I would need to utilize an entire wall to make the data visible to an audience. Therefore, I refer you to the long sheet entitled "U. S. Energy Consumption - Trillion Btu - 1967-1978." As you can see from the heading, I am confining my treatment of the problem to the intermediate term. In the long run, if we are willing to pay the cost, we can do a lot of things, including the complete conversion of coal into a sulfur-free fuel.

This paper describes the 6, 000 tpd, three stage haulage system at the Ozark Lead Company's mine in southeastern Missouri. It details the methods and problems pertinent to the loading, hauling, sorting, crushing, storing and hoisting of waste rock and ores obtained from underground development headings and production areas. The Ozark Lead Company is a wholly owned subsidiary of the Kennecott Copper Corporation. Its mine is located nine miles south of Bunker in Reynolds County at the south end of the "New Lead Belt" mining district. Development started in May, 1964, by drilling a seven foot diameter (six foot cased), 1, 250 foot development-ventilation shaft. Drifting began in August, 1965, to obtain a bulk ore sample, to test ore continuity, and to drive two mine levels while the pre-grouted production shaft was being sunk. Over 7, 900 feet of 12 by 24 foot drifting was done from this small shaft. In March, 1966, a 20 foot diameter, three compartment, concrete lined production shaft was collared. It intersected existing development headings at a depth of 1, 195 feet in April, 1967, and was completed along with a concentrator and other facilities in June, 1968. Mine production began that month, with 5, 000 tpd reached in 1970.\

"A longwall mining method is a productive mining method of coal extraction that involves the complete removal of large, rectangular panels of coal. Since this method causes deformations through the overlying strata to the ground surface, the surface- and ground-water regime above the longwall panels may be adversely affected and drained into the lower strata. The purpose of this study is to determine the effects of longwall mining subsidence on surface- and ground-water systems.This study is a site-specific hydrogeologic analysis conducted before, during, and after panel retreat at a site located over two selected longwall panels in the Pittsburgh coal seam in Greene County of Pennsylvania. Mine subsidence causes fractures in the overlying strata and enlarges bedding plane separations, increasing the effective porosity and storativity of the overlying strata. Generally, the water in deeper aquifers located in the lower fractured zone drains into the mine void due to the vertical fractures. Moreover, the water level does not recover after longwall mining (but may recover when the mine is flooded). The upper aquifers over the thick aquitard layers may maintain the water level or drop slightly during longwall mining and recover very quickly. The reason is that the underlying aquiclude layer has less change in porosity and permeability after longwall mining (Carver, 1994).A groundwater flow model-MODFLOW was used to predict the water table contours for the periods of pre- and post-mining conditions. The hydraulic gradients of post-subsidence became larger outside the panels and smaller inside the panels than that of the pre-subsidence. The groundwater hydraulic heads above the longwall panel dropped a maximum 50 ft in the study panels. The shallows monitoring wells that were less than 50 ft deep from the surface were deeply affected by longwall mining subsidence. For the intermediate wells that were more than 85 ft deep from the surface, where strata movement acted as a unit during longwall mining subsidence, there were little impacts of longwall mining on the intermediate wells in the study area. For the deep wells that were located below the Waynesburg sandstone, the water was drained to the underlying strata or even into the mine gob."

A preliminary model has been developed for autogenous pebble milling using information obtained from studies on ball milling and SAG milling. The model treats the breakage as the weighted sum of first-order breakage of smaller particles by tumbling pebbles, non-first order breakage of larger particles which are too large to be nipped properly by pebbles, autogenouS fracture and chipping of larger lumps to form pebbles, and autogenous fracture and abrasion of pebbles. The model includes the effects of residence time distribution, classification through the exit grate, and a mass transfer relation which describes the accumulation of fine material in the mill. Example simulations are given, based on breakage parameters determined from batch grinding tests in laboratory mills. fracture breakage and abrasion. In the development of these preliminary mass balance equations it will be assumed that breakage by fracture is first-order, but this assumption will be modified later in the paper. It will also be assumed that the residence time distribution of a long autogenous mill can be described by an equivalent series of m fully-mixed mills, with a classification action imposed on the mill contents by the discharge grate. Size distributions are expressed as a v2 geometric series, numbered 1 for the top size down to n for the fines, or "sink" interval. The Basalt Waste Isolation Project of the U.S. Department of Energy is a part of the National Was re Terminal Storage Program. Its mission is to assess the feasibility of siting a nuclear waste repository in the basalt formations which underlie the Hanford Site of the U.S. Department of Energy. The progress in all program areas is summarized in this paper. Activities conducted to date have led to the identification of possible repository candidate sites within the Hanford Site.

Rio Algom Limited are currently undergoing a major expansion of their mining operations in the Elliot Lake area. To date this has involved the increase of output at the Quirke Mine from 4080 to 6350 tonnes per mill day (4500 to 7000 tons), the rehabilitation of the Panel Mine to produce at the rate of 2990 tonnes per mill day (3300 tons) by 1980, and the rehabilitation of the Stanleigh Mine to produce 4540 tonnes per mill day (5000 tons) by 1984. In addition, the planning for the rehabilitation of the Milliken Mine to produce 4990 tonnes per mill day (5500 tons) is now underway. This major expansion is taking place at a time of increasing awareness of occupational health matters and has involved very high capital expenditures and detailed planning related to the ventilation system to endeavour the provision of an acceptable environment. The paper discusses the ventilation systems, established and proposed, and relates them to historical and current data on mine air contaminants.

The mineral price assigned in mining project design is critical to determining the economic feasibility of a project. Nevertheless, although it is not difficult to find literature about market metal prices, it is much more complicated to achieve a specific methodology for calculating the value or which justifications are appropriate to include. This study presents an analysis of various methods for selecting metal prices and investigates the mechanisms and motives underlying price selections. The results describe various attitudes adopted by the designers of mining investment projects, and how the price can be determined not just by means of forecasting but also by consideration of other relevant parameters.

As a follow-up to a laboratory study, a pilot scale column for the flotation of coarse particles was designed and then tested in two different applications. In the first test, the concentration of a coarse phosphate ore (normally beneficiated by skin flotation in spirals) was carried out in a flotation plant in Florida. In the second pilot test, the column was used as a scavenger cell in the coarse flotation section of a potash beneficiation plant in Saskatchewan, Canada. Particle size of the phosphate feed was of the order of 0.6-1.0 mm and the potash feed 1-3 mm. The column was 1 feet diameter and was fed at rates between 0.5 to 1.4 tph. The effect of operating variables such as air and water flow rates, bubble size, frother concentration, residence time, sparger, etc were evaluated. The most important factors in column performance were found to be bubble size, air flow rate and the thickness of the froth bed. Best results were obtained in the absence of a froth bed, with low air flow rates and with small bubbles. The paper presents comparative performance and discusses details of the column design. Phosphate recoveries in the column were better than 90% whereas the conventional skin flotation circuit normally yields about 60% recovery for a comparable concentrate grade. Potash recovery from the tailings of the conventional flotation circuit was as high as 42% recovery. Particle size distribution of the potash concentrate was coarse enough to meet requirements for potash fertilizer.
