Monitoring of the slopes of surface mines can prevent loss of life, loss of equipment, loss of production and possibly the loss of the mine. The effectiveness of such monitoring depends on the extent to which slopes give adequate advanced warning before failing, and on the ability of the monitoring system to detect such warning. In this paper an overview is given of slope monitoring requirements, from both the geotechnical and survey points of view, as well as the types of equipment and instrumentation that are available. Legal issues relevant to slope monitoring are also dealt with. It is concluded that conventional geotechnical and survey instrumentation will continue to have their place in slope monitoring. However, the slope monitoring scene has changed substantially in recent years. A real and volume-based monitoring equipment is now available and this has provided, and will continue to provide, the means to improve safety, and to enhance productivity in mining. Its benefit to slope management is substantial. In the near future it is expected that data obtained from such equipment will add a much needed new dimension to slope engineering, and be used to improve slope designs and to optimize slope angles.

Automation of the conventional grinding circuits of Palabora Mining Company (PMC) required that adequate instrumentation and a control system had to be put in place, after which extensive testing had to be done to evaluate different grinding control strategies. The objective was either to optimize the particle size from the grinding circuit, or to increase milling circuit throughput while maintaining particle size at existing levels. Prior to automation of the process as described below the circuits were controlled manually. No on-line information on cyclone feed densities, cyclone feed flow or cyclone overflow particle size was available. This type of control relied heavily on interpretation of the process parameters by the operator and on his ability to make informed decisions on what the set points should be. An integral component of the automation process was the installation of a SCADA package (SysCad SDX) for implementing the on-line control strategy. A self-correcting model for prediction of cyclone particle size was developed and implemented on the SDX. The model is calibrated using values from the particle size analysers while they are operational. If the particle size analysers choke or fail for any reason, the model continues to provide a good estimate of the particle size. This technique ensures that a continuous particle size indication is available compared to the intermittent reading from the instrument. The continuous signal allows particle size to be used as a process variable for control purposes. A strategy was developed and implemented which allows for the production of a controlled grind size from the conventional milling circuit to the flotation circuit. The grinding control strategy allows for the control of particle size from the individual cyclone overflows. This strategy allows the operator of the process to increase or decrease production rate by specifying a coarser or finer grind size required for flotation.

Rockbursts continue to be a scourge in the mining industry, being responsible for accidents and damage to mining excavations. Although the problem has been present for more than a century, and although much research has been carried out, a solution is still elusive. Determination of, firstly, the demand on the support system imposed in the rockburst and, secondly, the capacity of the support system, cannot be carried out with any confidence, and therefore rockburst support cannot be designed using a conventional design approach. In contrast with the conventional approach, observations of rockburst damage in a mine have revealed a possible alternative approach to rockburst support ? sacrificial support. It was observed, in rockburst events, that a support system consisting of concrete panels restrained by grouted cables was destroyed, and the concrete panels were ejected. However, the rock behind the panels remained apparently undamaged and in place. This behaviour reignited the concept of sacrificial support, conceived more than 20 years ago, and which is described in this paper. The remedial solution implemented on the mine, involving cables wrapped over the panels and retained by grouting into boreholes, has been subjected to rockburst loading and has confirmed the validity of the sacrificial support concept. The concept of sacrificial support may be controversial, but is deliberately presented here with the aim of generating discussions and contributions, and with the ultimate aim of improving safety and reducing rockburst damage in mines. The new South African Mineral Policy has major implications on the way mineral rent will be collected and shared between the stakeholders in future. Although the policy does not supply details on how this will be done, drastic departures from practices under the previous dispensation require a new approach. For example, there introduction of the ?right to mine? principle implies that the repealed lease consideration concept will be expanded to all minerals. The new policy also makes provision for predetermined standard terms and conditions for all prospecting and mining permissions. It also states that, regardless of whether the mineral rights are state or privately-owned, all prospecting fees and mineral royalties will be determined by state officials after consultation with the registered holder of the mineral rights. This paper proposes a standard mineral royalty formula that complies with the principles mentioned in the White Paper and has been shown to be internationally competitive.

The major proportion of South African coal is extracted by the bord-and-pillar mining method which requires that the overlying strata be supported by pillars of coal. The stability of the pillars is a major safety concern. One of the factors which affects the strength of coal pillars is the intensity and nature of discontinuities in the coal seams. Current design methods for pillars assume that al the coal seams have equal strength and are equally disturbed by natural discontinuities, resulting in over-designed pillars in some cases and potentially unstable pillars in others. Research was carried out to determine the nature of discontinuities in coal seams and to assess their potential effect on pillar strength. It was found that large variations exist in the intensity of discontinuities in the different coal seams being mined. In addition, numerical model studies showed that the discontinuities could significantly reduce pillar strength if the width-to-height ratio of the pillars is small, but the effect decreases as the width-to-height ratio increases.

By making use of genetic programming, empirical models for metallurgical processes can be evolved that are more cost-effective than models determined by means of classical statistical techniques. These methods explore populations of candidate models assembled from sets of variables, parameters and simple mathematical operators, and do not require explicit specification of model structures. The application of the proposed strategies is illustrated by means of a case study pertaining to the leaching of nickeliferous chromite ores. Modelling of the nickel and cobalt extraction from the ores yielded models of similar accuracy compared to those obtained by non-linear regression and artificial neural networks. However, in the case of the iron extraction from the ores, the genetic programming model was significantly more accurate than both the regression and neutral network models.

The South African Coal Industry had its beginnings in the Eastern Cape in 1859 when coal was mined to satisfy the fledgling settlements in the Eastern Cape. The growth in the industry was relatively slow up to the early 1970s when, firstly, the export business was expanded coupled with a major increase in the quantity of coal converted to liquid fuels and utilized for power generation. To meet this increased demand the industry developed many new operations employing the latest mining technology and systems. Coal production in South Africa reached 204 million tons in 1996 and revenue from exports reached R8 billion making it the second-largest foreign exchange earner after gold. In his address Rick P. Mohring describes the role coal plays in the international energy scene and outlines South Africa?s position as a producer and consumer of coal, and the challenges facing the industry. A wide range of steam-coals are produced to satisfy both the local market (power generation, coal conversion and the metallurgical industry) and the export steam-coal market. South Africa is in a unique position regarding the export market as it is still a relatively low-cost producer and is geographically well-placed to play in both the European and Far East markets. There are, however, a number of challenges facing the industry. To retain our competitiveness in the international market, ways of minimizing the cost pressures caused by high-cost inflation, increased environmental protection obligations and a decreasing quality resource base need to be sought. Locally the coal mining industry has a major role to play in Eskom?s goal of reducing the real cost of electricity by 15% in the next three years. Safety and health, productivity and the adaptation of the latest technology are issues being addressed by the industry to maintain its dominant position within the South African economy.

Globalization creates investment opportunities for enterprises around the world. Attracting foreign investment has been a key challenge for economic growth in developing countries. Corruption, political instability, armed conflict, and other internal problems affect foreign direct investment (FDI) inflows negatively. A framework of criteria provides a basis for comparing non-commercial risk (NCR) among twenty-three mineral economies. Countries competing for foreign direct investment inflows are ranked from least to most risky. This study compares Inward FDI Performance Index (IND) with NCR ratings in developing countries and shows that risk is increasingly mitigated by means of appropriately structured insurance. Given the option for countries with similar mineral potential, investors will generally invest in the country that offers lower non-commercial risk. The development of the modern State and the growth of capitalism involves a complex process of interaction between cross-cutting structural dimension: first between politics and economics and, second, between market and hierarchy. Central to such developments are political economies of scale. Mineral specialization in the Third World developed within the framework of an international extension on oligopolistic structure of the advanced capitalist economies of Western Europe and North America. Up to the late 1960s, the world mineral and metallurgical industry was closely controlled by a handful of Western mining and industrial groups. To the extent that, foreign control of the mining sector was seen in the Third World producing countries both as the essence of foreign domination and as its major symbol. In some newly industrializing countries, the State took a more direct role in tying the economy and society together. Central to this process was the growth of large-scale finance capital. From early 1959to the mid-1970s, metal consumption in industrial countries expanded well beyond their domestic mineral endowments. And a free access to Third World minerals was a major element of the economic dynamism of these countries throughout that period. With the change in the characteristics of international investment, Africa has become less important as an outlet for capital exports of European countries. Actually, the African continent now receives only a very minor share of direct foreign investments of Western enterprises. International political economy is concerned first of all with the relationship between the economic and political domains across territorial boundaries. Second, attention should be drawn to the role of the State as the focus of decision-making in a system of competitive States, that is in turn, interdependent with a trans-national market economy in which mining and metallurgy are essential activities that affect the politics of the State, and how this in turn, rebounds on the politics of the international system. Understanding the role of the State must go beyond the glib pronouncements on the ?national interest?. How, and whose interest, the ?national interest? is determined, is precisely the problem. This implies a third theoretical problem that must be addressed: the linkage between the domestic and international domains (or levels of analysis), given that political-economic processes clearly cut across the lines of political decision-making constituted by the institutional structures of the State. Situating the State and economic interests within this vast ?state-society? complex that we call the global order will be a crucial problem for any theoretical approach that involves mining and metallurgy.

Mud rushes are hazardous occurrences that have occurred frequently in mines in South Africa, and have been the cause of numerous fatalities in the past. Mud rush incidents not associated with accidents are believed to be common occurrences that are not generally reported. Many such incidents are probably associated with the operation of chutes and box fronts. This paper describes the conditions necessary for mud rush occurrences, postulated mud rush mechanisms, and methods of combating the mud rush hazard.

A number of challenges face platinum concentrator plant operators. These challenges include the increase in operating costs, the increase in smelter cost for the processing of concentrate, the shortage and cost of power, and the tightening of specifications on concentrate quality by the toll-smelting operations. Over the years the focus has moved from extracting the platinum group metals (PGM) from the Merensky Reef to the UG2 reef. This has a number of advantages, including the higher ?basket price? for UG2 concentrate, reduced mining cost per unit volume as a result of the higher density of UG2, and the reduction in overall concentrate tonnage to be smelted. In many cases the Merensky ore has been fully exploited and it makes sense for the focus to shift to the UG2 ore that can be accessed through the Merensky shaft infrastructure. The presence of relatively high levels of chromite in UG2 concentrate is, however, a major disadvantage due to the problems associated with smelting such a concentrate in conventional submerged arc furnaces. In addition to increasing the specification on the minimum PGM grade of concentrates, smelters have had to impose strict specifications on the levels of chromite in the concentrate. The threat of high penalties has forced concentrators to change their modus operandi, often resulting in a significant loss in recovery. The final concentrate grades and PGM recoveries are shown to vary significantly throughout the industry. The reasons for this include varying ore mineralogy and different operating philosophies. This would therefore imply that the opportunity exists to optimize the operations by considering fundamental aspects such as the PGM mineralogy and the application of appropriate technologies. By returning to the fundamentals of flotation and applying the findings of detailed process reviews, it has been possible to increase the concentrate PGM grade, reduce the concentrate chromite grade, and in some cases increase the recovery of PGM to concentrate. This paper presents case studies where this approach has been used to successfully optimize concentrator performance, resulting in lower operating cost and higher PGM production. The processes by which particles and bubbles interact capture many of the central concepts of colloid science and hydrodynamics. This area of research embraces hydrodynamics, interfacial(including capillary) forces, particle and bubble behaviour and solution chemistry. In this review, we discuss collision, attachment and stability efficiencies. We deal with the identification of a flotation ?domain?, the deformation of a bubble surface upon interaction with a solid surface, the kinetics of three phase contact line expansion and the determination of attachment efficiencies through to the direct measurement of bubble-particle interaction forces. We have recently carried out a test of collision theory where the latter embraces both inertial and centrifugal forces. The real challenge is now to quantitatively describe the behaviour of real systems and to incorporate a reliable description of the behaviour of particles in flotation froths. The approach described is very robust when applied to flotation, both from qualitative and quantitative points of view, providing an intellectual foundation for understanding this complex process in separation science and technology.

Bateman, like other engineering contractors, carries out or participates in many studies of potential projects in the Minerals Industry. This paper aims to explain the contracting approach to feasibility studies as practiced by Bateman, particularly where this differs from a traditional mining company approach. A brief description is provided of the usual phases of a project and the types of estimate needed to proceed from one phase to the next. Possible organizational structures involving different forms of association between owner, contractor and consultants are then outlined. The bulk of the paper then demonstrates that the cost estimates prepared stem directly from the mining plan, metallurgical process design and engineering design philosophy. The steps to be followed in order to prepare a credible estimate which accurately reflects the design constraints are described. The importance and the methodology of carrying out value engineering and of preparing contingency estimates based on a thorough risk analysis exercise are then discussed. Financial modelling techniques are described briefly. The paper concludes with short summary case studies of two recent investigations of potential projects in Africa.

The leaching of zinc and copper from Nigerian bulk sulphide ore with sulphuric acid in the presence of hydrogen peroxide was studied. The aim of the study was to investigate the effectiveness of hydrogen peroxide as an oxidant for the sulphuric acid leaching of zinc and copper from a complex sulphide ore. Distribution of elementals within the various particle sizes was initially determined by ICP-OES and XRF to provide a basis for explaining the dissolution process. The effects of concentration of hydrogen peroxide, particle size, stirring speed, and leaching time at a constant temperature of 298K were studied. There were variations in elemental and mineralogical composition within the different sizes. The concentrations of zinc and copper reduced as particle size decreased while silica, sulphur, iron and lead contents increased. Dissolution results showed that the leaching rate of copper was lower than that of zinc. The highest recoveries of zinc and copper were obtained at a leaching time of 180 minutes, stirring speed of 160 rpm, particle size of 75 µm and a concentration of 1M H2SO4/1MH2O2. It was observed that the leaching rate of zinc and copper increased with increasing hydrogen peroxide concentration. Increased stirring speed had a negative leaching effect as it promotes hydrogen peroxide decomposition. The Bafokeng Rasimone Platinum Mine (BRPM) is a joint venture between Rustenburg Platinum Mines Limited and Royal Bafokeng Resources (Pty) Ltd (Bafokeng). The mining lease has been granted over Boschkoppie 104JQ and is located approximately 10 km south of the Pilanesberg Alkaline Complex. The Merensky Reef, which constitutes the principal orebody, is geologically complex. A relationship between its geological variability and the associated mineralization has been established by defining a number of facies types. The Merensky Reef has been subdivided into seven distinct facies types: the pegmatoidal facies, contact facies, FW1 potholefacies, FW3 pothole facies, FW6 pothole facies, and FW7 pothole facies. The Merensky Reef, which does not form part of the potholed reef, has a large component of footwall mineralization. The pothole facies, in contrast, has mineralization located in the hangingwall. Statistical analysis of the facies types indicates that they are unique populations and hence need to be evaluated independently. The mining lease has distinct structural domains that have added additional complications to evaluation of the Merensky Reef. The Merensky facies on BRPM exhibit unique geological and statistical characteristics within well-defined structural blocks. Due to the extreme variability of the Merensky Reef on BRPM a unique approach has been developed, within Anglo Platinum, to evaluate the deposit. Mining cuts are defined and composited for the individual facies types, and then modelled individually by applying known geological controls. The resultant grade models are weighted based on statistical and local geological knowledge. The object of weighting the facies is to replicate the variability observed in the orebody. The introduction of stringent geological controls to the evaluation process has resulted in increased confidence in the in situ grades estimated as an input to the mine planning process.

Billiton Process Research has carried out extensive research over the past four years to develop new process technology using bioleaching for extraction of copper and nickel from their sulphide concentrates. Continuous pilot scale and laboratory batch testwork has been carried out with adapted mesophile bacterial cultures at40°C?45°C, moderate thermophile cultures at 50°C?55°C and thermophile cultures at 65°C?85°C. Pilot scale work has demonstrated the commercial viability of mesophile cultures for bioleaching of secondary copper sulphide and nickel sulphide concentrates. Moderate thermophiles offer benefits in terms of reduced cooling requirements for commercial reactors and, in the case of bioleaching of nickel concentrates, some selectivity over bioleaching of pyrite. Continuous pilot scale testwork has shown that thermophiles achieve efficient bioleaching of primary copper sulphide and nickel sulphide concentrates, giving much higher recoveries than achieved by bioleaching with a mesophile or moderate thermophile culture.
