Part XI of the United Nations Convention on the Law of the Sea (UNCLOS or the Convention) (United Nations (UN) Division for Ocean Affairs and the Law of the Sea, 1982) establishes a comprehensive regulatory framework for the conduct of deep seabed mining (DSM) activities of mineral resources in the Area (defined in Article 1(1) of UNCLOS as ‘the seabed and ocean floor and subsoil thereof, beyond the limits of national jurisdiction’). Under that framework, DSM activities can only take place in the Area pursuant to an approved Plan of Work in the form of a contract with the International Seabed Authority (ISA) (the Authority), a 168-member international body created under UNCLOS to administer the Area. Private contractors can undertake DSM activities if they are sponsored by Member States of UNCLOS, providing a dual system of international and domestic regulatory control and oversight for activities in the Area.

The thermal conductivity of mold flux is crucial for optimising the productivity and quality of steels. This study investigates the thermal conductivity of molten oxides, including CaO-BO1.5-AlO1.5 (CBA), CaO-BO1.5-AlO1.5-SiO2 (CBAS), and CaO-MgO-BO1.5-AlO1.5 (CMBA) melts, using a hot wire method. Additionally, their structure is examined using Raman spectrometry and magic angle spinning nuclear magnetic resonance (MAS-NMR) to explore their relationship. Furthermore, first-principles calculations are employed to assess the covalency of each bond in the melts for a more quantitative analysis of their relationship. The study confirms that an increase in the CaO concentration of the CaO-BO1.5-AlO1.5 melts reduces the amount of bridging oxygen and consequently decreases thermal conductivity. The covalency of the B[4]-O bond is highest, especially when the second-nearestneighbour Al atoms transition from Al[6] to Al[4], forming the AlB3O7 structure with B[4]. The relationship between thermal conductivity and the structure of CaO-BO1.5-AlO1.5-SiO2 melts can be quantitatively assessed using the degree of polymerisation of the network structure and the variation of covalency as indicators. Furthermore, replacing CaO with MgO in the CaO-MgO-BO1.5-AlO1.5 melts reveals a mixed alkaline earth effect on thermal conductivity.

"Large-scale mine reclamation has taken place recently in response to the implementation of mining regulations in China. Effective monitoring of the progress of reclaimed land is a critical procedure to assess the quality of reclamation program and to ensure that mining enterprises fulfill their reclamation responsibilities. The present paper reports a preliminary study that examines the situation of mine land reclamation monitoring. Based on the monitoring, some general requirements for mined land reclamation have been proposed, including: the monitoring should be systematic and comprehensive the monitoring should be adapted to specific local conditions the monitoring should be reasonably optimised via scientific methods and technology the monitoring should stick to a variety of national technical criteria.The aim of land reclamation monitoring is to evaluate changes of critical indicators closely reflecting the development trend of the reclaimed mined land, to develop or improve the criteria and technical parameters specific to the site, and to prevent secondary environmental degradation. Based on these requirements and aim, the monitoring should cover the progress of reclamation, establishment of vegetation and plant community development; and recovery of land and water quality in the reclamation area. This paper investigates the causes of low effective utilisation of the production drill fleet at the Telfer Underground Gold Mine, as measured by the percussion hours per shift. The first part of this paper focuses on a site time and motion study conducted to accurately identify shift time allocation and optimal drilling parameters (manual versus automatic, and suitable flushing mediums for varying ground conditions) as well as quantifying the business potential for automated or remotely operated production drilling. The second part of the paper focuses on the rate of successful hole completion for automated production drilling during shift changes. Two main areas of drill optimisation were identified. Firstly, a site-specific drilling procedure was established so as to ensure that all operators were drilling using optimal parameters. Total production metres per rig increased by 10.7 per cent as a result of the implementation of this standard. It was observed that a 25 per cent faster overall drill cycle was achieved using air mist flushing, and that manual drilling achieves a 19 per cent faster overall drilling cycle in comparison to automated drilling. Secondly, routine provision to the maintenance department of automation reliability reports that outlined the principal causes of unsuccessful hole completion led to an increase in production metres of a further 4.1 per cent, measured between January 2007 and August 2007. First hole automation reliability increased from 39 per cent to over 77 per cent over the same time period. Second hole automation completion was increased to 74 per cent, leading to a higher proportion of production achieved through automated technologies.

It is estimated that substandard ground support installations and elements cost the Rio Tinto Copper Group millions of dollars between 2000 and 2014. These issues have also created significant safety and financial risks in Rio Tinto mines. As a result, Rio Tinto Copper has developed CaveCAD, an integrated system to collect, store and analyse all ground support-related data. The CaveCAD system stores geotechnical data and has the ability to automatically import data, collect data through tablet applications, report processed/analysed data and present this data through 3D visualisation software.The CaveCAD Ground Support module closes the design–implementation–verification loop by providing a method of verifying the compliance of all installed ground support, recording manufacturer specifications, recording quality control test compliance and rectifying any non-conformant areas. The module uses innovative technology to create value through cost saving, safety improvements and data collection efficiency. Cost savings will be achieved by a decreased need for excavation rehabilitation, less ‘waste’ due to faulty installation and quality assurance checks reducing the likelihood of substandard support units being used. Geological modelling provides a means of spatially representing the three dimensional distribution of geological information to downstream stakeholders. The geologist completing the modelling work intimately understands the varying degrees of confidence, assumptions and extrapolation required to honour the data. Geological models are often taken and used by stakeholders without fully understanding this modelling process. This can lead to confusion amongst stakeholders when the geological model shows variable reconciliation. A method for visually communicating the confidence of the spatial distribution of geological models has been created by the Rio Tinto Iron Ore structural geology group for use primarily in geotechnical engineering investigations. A numeric confidence rating is assigned to each geological data point used in the creation of a geological surface. This is based on data type, collection method and reliability to indicate potential error in distance from its modelled location. In regions of sparse data, confidence ratings are inserted based upon the geologistÆs experience and knowledge of the geology, whereas mapped geological contacts or drill hole intersections are assigned a higher confidence rating. A regular grid of points is registered to the geological surface and each of these grid points is assigned a confidence rating using an inverse distance weighting using a nearest neighbour approach. The resulting grid is colour coded according to the confidence rating to provide a visual representation of the variable confidence of the geological surface in three dimensions. Subjectivity and bias from the geologist is minimised by critically analysing the input geological data and then applying this methodology to represent the confidence in the spatial characteristics of geological models. Understanding of this confidence enables mining professionals to make informed decisions and identify areas that require further geological investigative work. A large number of mineral deposits contain regions in which it is economically beneficial to extract ore both via open pit and underground mining techniques. Current industry practice lacks an effective means to establish the extent of the open pit and underground mining areas for an individual deposit. We present a mixed integer programming model for scheduling both the open pit and underground mine that can be used to create a holistic extraction sequence for a specific deposit. The model considers both spatial and temporal elements of the open pit and underground mines in order to maximise the net present value of the entire deposit, while adhering to its production, processing and block sequencing constraints. The development and construction of the Grasberg block cave mine (GBC) is in progress, currently targeting initiation of caving in late 2018. Current production planning anticipates ramping up to full production of 130 000 to 160 000 t/d by 2027. As GBC approaches the production phase, there is a high priority on increasing the accuracy and level of detail in the production plan. The advance of the cave front directly controls the drawbell opening rate that is achievable. Therefore, an essential component of this plan is to produce an undercutting and drawbell sequence that honours the caving parameters that have been set for the mining blocks by the GBC production planning team.The PT Freeport Indonesia (PTFI) mine planning team and the Geovia caving business unit have developed a computational tool (Undercut Tool) capable of generating an undercutting sequence that follows a set of caving rules, such as advance rate per tunnel, maximum blasted area per period, control of lead-lag and shape of the undercut face. This tool also produces a drawbell sequence that honours the undercutting advance sequence, which is ultimately used to generate a life-of-mine production plan. This paper describes the inputs and outputs of the Undercut Tool that have been used to compute the long-term production plan for the GBC mine. It will further describe how the Undercut Tool takes into account operational constraints and geotechnical considerations that must be considered when developing a defendable production plan. New Caledonia is a major metallogenic unit of the south-western Pacific Rim. Its mineral production is of world significance and it has an unusually well diversified mining history. New Caledonia's main metallogenetic potential is, however, associated with its unique ophiolitic complex and its important mineral- izations of nickel, chrome, cobalt and iron. Gold has been found in all the four basic tectonic elements of New Caledonia: the Central Massif, the West Coast basalts, the ophiolitic complex and the Caledonian North. Some analogies are attempted. Only the Caledonian North has supported mining operations (213 kg Au). More recently tenuous gold indications have been found within the ophiolitic complex, possibly associated with Oligocene plutonism.

This paper presents initial findings of a project examining novel processes for the treatment of refractory sulphidic gold concentrates. Non-oxidative roasting of such concentrates for 12 hours at 750¦C resulted in the finely disseminated gold agglomerating to form discrete grains. The pyrite and arsenopyrite decomposed to form pyrrhotite, whilst the labile sulphur and arsenic driven off was collected on a condenser as a mixture of elemental sulphur, metallic arsenic and various arseneous sulphide compounds. As a result, the cyanide solubility of the gold contained in sulphidic refractory gold concentrate from the Emperor mine in Fiji improved from 54.5 per cent to 98.4 per cent; from the Fimiston mine in WA (65.2 per cent to 96.6 per cent), from the Windarra mine in WA (69.6 per cent to 91.3 per cent), from the Harbor Lights mine in WA (20.4 per cent to 60.7 per cent), and from the Wiluna mine in WA (12.6 per cent to 28.0 per cent). The non-oxidative roasting conditions have not been optimised for each of these minerals. Subjecting the non-oxidatively roasted minerals to mild oxidative acidic iron sulphate pressure leaching (with typical temperature of 100¦C and typical oxygen overpressure of 500 kPa) to remove iron and so further liberate finely disseminated gold, resulted in the cyanide solubility of the gold exceeding 96 per cent for each of these five concentrate types (including those from Harbor Lights and Wiluna). Thiourea leaching of the sulphur-rich residues under acidic conditions resulted in remarkably high gold extractions being achieved. These novel processing options need to be optimised, and their economic viability established.

In order to meet the increasing demand for coal for their Newcastle Steel Works, the Broken Hill Pty. Co. Ltd., on June 5, 1937, approved of a scheme to sink a tunnel to the Victoria Seam at their Burwood Colliery. This seam was virgin at this locality and lay nominally horizontal at a depth of 320ft. vertical from the surface.For the purpose of despatch of the coal produced it was decided that the tunnel be equipped with a rubber belt conveyor system.This was a comparatively new departure in Australia, and, indeed, was one of the first installations of its kind in the world, designed to raise coal from considerable depth by this means. Later the tunnel was extended to the Borehole Seam, which lay nominally horizontal at a vertical depth of 600ft. from the surface. The whole installation is the subject of this paper.In planning a project of this kind, consideration had to be given to the following:-1. Raiseboring is an attractive method of constructing shafts, being safe, fast and comparatively cheap. But this means back-reaming through weathered ground. However in the gravels and weathered near-surface rocks typical of the Western Australian goldfields, back reaming large diameter shafts through to the surface is risky and conventional sinking from surface has normally been required.An alternative construction approach has recently been used to stabilise the weak surficial materials and allow raiseboring through to the surface. The method is based on first installing rings of non-contiguous reinforced bored piles around the shaft perimeter, for temporary support, then back reaming shafts at full diameter through to the surface. Immediately after the reaming head is removed, the weak exposed materials are supported using remotely sprayed fibrecrete.The method has been successfully applied to four shafts since July 2007; 3 m and 4 m diameter shafts at Trident Mine, a 3 m diameter shaft at Wattle Dam and a 4.5 m diameter shaft at Athena Mine.Bored pile layout designs have varied from eight to 24 piles, of diameters 120 to 270 mm, in one or two rings. In one case, the top 10 m of the proposed shaft was pregrouted. Subsequent surveys have confirmed that fallout occurred in some shafts, out to the ring of piles, implying that the piles inhibited collapse.The practical implementation of the method was not always easy and many valuable lessons have been learnt. This paper documents key aspects of the method and the critical elements for its application.

A statistical investigation of folding at Mount Isa disclosed similar patterns in both the shales and the "silica dolomite" zones. Analysis of these patterns yields 3 groups of folds fully developed north plunging folds, fully developed south plunging folds, and flexuresrepresenting stages of development of folds. Interpretation of results indicates that a regional force from a southerly direction was responsible for the folding.The general pattern of shearing is allied to that of folding, with the exception of bedding-plane shearing. Many shears resulted from continued application of force on folds which ruptured after overthrusting. Other shears resulted from rupture of the more incompetent shale members, without associated folding. The shear pattern is consistent with the theory of a regional force from a southerly direction.INTRODUCTIONThe notes on folding and shearing presented in this paper are part of a current study of the structural geology of Mount Isa.FOLDING 1Measurement of FoldsInvestigation of folding underground involved the measurement of plunge, strike and dip of the axial plane, and the order of magnitude of each fold, together with its location and the rock type. The total number of folds measured was 701, of which 411 occurred in shale areas and 290 within the "silica dolomite" zones. All folds measured are located on main levels, from 7 level to 13 level inclusive. The sections of the mine involved are the Black Star, Black Rock and Racecourse. EcoTechnology refers to a series of potential metallurgical processes for complex ores, concentrates, tailings and slags that are all based on an initial chlorination step at low to moderate temperatures probably in a fluid bed chlorinator (FBC). Examples of the research and development (R&D) results are provided in this paper for a high grade Au/Sb Leach Tailings (EcoGold<sub>®</sub> Process), a very refractory sulphide Au concentrate, a refractory gold calcine tailings, a Cu/Au tailings (EcoCopper<sub>®</sub> Process), bulk polymetallic sulphide concentrates and polymetallic sulphide/oxide complex ores (EcoZinc<sub>®</sub> Process and EcoLead<sub>®</sub> Process). R&D on over thirty different ore types has been conducted at a bench scale as discussed. Latterly a dedicated pilot plant was designed and constructed by EcoTech Mining Pty Ltd (EML) and several of the different feed stock results have been confirmed by pilot plant testing. It is planned to scale up to a commercial demonstration plant. To demonstrate the versatility of EcoTechnology, bench and pilot plant test results on five of the projects are used as case studies as follows: Fosterville ‘leach tailing’, VIC; Wiluna flotation concentrate – BIOX Feed, WA; Wiluna calcine facility tailings, WA; Mt Morgan Cu/Au tailings, QLD; Polymetallic sulphide concentrates from Pegmont Deposit, QLD and Polymetallic sulphide/oxide ores from Commonwealth Mine Project, NSW. Linear interpolation of geo-related variables is important to different aspects of mining engineering such as long and short-term mine planning. The ore deposit description attained from spatial modeling of blast hole datasets has been widely taken into account, particularly, for short-term mine design and grade control, so as to define the ultimate destination of a mined block. It is approved in practice that making the wrong decision leads to losing a huge amount of money for choosing the destination of a mined block. In the case of complex ore deposits, the issue of estimation of variables in the region is questionable and somehow tedious. Due to this fact, modeling those complications in the co-spatial behavior of the grades in multi-element deposits prompts one to employ enhanced geostatistical techniques. Traditional approaches of this purpose such as polygon, inverse distance weighted and even (co)-kriging approaches, are incapable of reproducing those complexities such as non-linearity, heteroscedasticity and geological constraint that frequently exist among the variables of interest in those deposits. Another difficulty in employing those linear interpolations in grade estimation is smoothing effect, in which the estimated grades are over and under estimated. In 1939 at the annual meeting of the Australasian Association for the Advancement of Science, held at Canberra, a paper was contributed by E. de C: Clarke and H. A. Ellist in which a plea was made for more "facts" concerning metasomatism near ore-bodies in Western Australia. From time to time writers here, and in other parts of the world, have discussed the alterations in wall rocks of various reefs and lodes, but little has yet been attempted in the matter of accumulation of quantitative data, both chemical and mineralogical, and in the correlation and comparative study of this data. Such a detailed comparative study is needed to determine the economic value of a practical application of our accumulated knowledge of the phenomena of metasomatism.When in 1939 the opportunity offered for an examination of the core from 4 bores recently put down by the Big Bell Mines Ltd., to explore the ore-body of the Corinthian G.M. 10 miles N.W. of Southern Cross, Western Australia it was hoped that some small beginnings might be made of an accumulation of comparative and quantitative data regarding the metasomatism of the wall rock immediately adjacent to this ore-body.By the courtesy of the Big Bell Mines Ltd., the core from the 4 bores was delivered to Survey Headquarters, Perth;in the middle of June, 1939 and copies of assay plans of part of the underground workings at Corinthian, and of the results of assays of the bore cores, were also supplied by the management of the above company.It was not, however, until March, 1940, that it was 'found possible to investigate the core. At that time the writer's colleague, Mr. R. S. Matheson, conducted a: megascopic examination of all the bores and selected material from two of these for possible future chemical analyses. Despite increased expenditure, the global discovery rate of world-class ore deposits has been in decline for over a decade (Schodde, 2017). Mineral exploration has traditionally followed an empirical approach, searching for evidence of mineralisation upon the surface of the planet, then drilling to define the extent of an ore body beneath the surface. As outcropping deposits in well-defined areas are depleted, there is a need for exploration to extend to less well-explored search spaces. One popular new frontier is exploration at greater depths beneath the Earth's surface. However, exploring for deep deposits with limited surficial evidence requires the implementation of predictive targeting methodologies (Hronsky, 2011; McCuaig & Hronsky, 2014). The Mineral Systems Concept (Hronsky & Groves, 2008; McCuaig et al., 2010) provides a framework for predictive exploration targeting. Ore deposit formation is recognised to be a focused mineralising event. These events represent self-organising critical systems and are underpinned by the interaction of complex, non-linear processes. Through the collection and analysis of datasets that map mineralising processes, it may be possible to predict the size and location of resultant ore bodies. The Ok Tedi copper and gold mine is owned and operated by Ok Tedi Mining Limited (OTML) and is located in the Star Mountains of the Western Province of Papua New Guinea. Waste materials (both sulfidic and carbonate materials) from mining operations, comprising 55 Mt of waste rock and 31 Mt of tailings per annum, are discharged into the headwaters of mine area creeks where erosion and sediment transport carries significant proportions of the total waste into the Ok Tedi and Fly River systems. The tailings are potentially acid forming (PAF) while the waste rock has been strongly acid consuming with an excess of acid neutralising capacity (ANC) due to the high proportion of limestone waste. Tailings and waste rock are eroded into the river system and transported to the lower Ok Tedi and floodplains where deposition takes place. Because of concern due to vegetation die back, a dredging operation commenced in March 1998 to remove the sand fraction from the main river channel. OTML identified a potential future ARD risk from the stockpiled sands due to reduce limestone production at the mine and sulfide/carbonate mineral segregation in the river system and in the dredge sand stockpiles. This paper describes the structure and framework of an empirical model developed to assist OTML in planning ongoing mining operations to control ARD. Modelling identified the need to provide additional mined limestone to prevent future ARD generation from material deposited in the mine area creeks. With the additional limestone, the ARD risk in waste rock storage areas and in the Ok Tedi and Fly River sediments is predicted to remain low due to the combined effects of high ANC, high alkalinity of natural waters and high moisture contents (mostly fully water saturated). However, monitoring and modelling indicate that the ARD risk from the stockpiled sands will increase substantially during the remaining years of the operation. OTML have initiated programs to identify and evaluate options to mitigate this risk.

A novel explosive formulation that substitutes the use of ammonium nitrate (AN) with hydrogen peroxide (HP) as the main oxidising agent has been developed and tested as part of an Australian Coal Industry Research Program (ACARP) project. The main objective was to provide a step-change solution that has the potential to completely eliminate NOx fumes in blasting. The development of this HP/fuel-based explosive started with a comprehensive detonation characterisation program, consisting of unconfined velocity of detonation (VOD) measurements of samples at different diameters, densities and void sensitisation techniques. VOD results showed that the HP/fuel-based explosive mixtures behaved similarly to non-ideal commercial explosives; in that way mixtures could be tailored to achieve specific detonation performance targets. The next stage of testing in this development involved preliminary confined tests to evaluate the rock breakage potential of the HP/fuel-based explosive mixtures. Fully instrumented single-hole tests were conducted in a limestone quarry. Results from these preliminary trials confirmed the rock breakage performance of HP/fuel-based explosive mixtures. The confined VOD measured in one of the tests was 5100 m/s in a 102 mm diameter blasthole at a density of 0.96 g/ml. The corresponding borehole pressure measurement of this HP charge was 2.61 GPa with a detonation temperature of 2921°C. Based on near-field accelerations, both HP and ANFO charges displayed similar attenuation characteristics in the test conditions. Post-blast observations indicated that the breakage performance of the HP mixtures clearly reflected the in-hole detonation performance measurements obtained, confirming the ability of these explosive mixtures to both fragment and effectively displace the rock mass under evaluation. Further research work continues with the future commissioning of a prototype mixing and delivery unit, the successful completion and analysis of data from multiple-hole trials, and further characterisation work associated with product stability, reliability and performance under different geotechnical conditions.CITATION:Onederra, I and Araos, M, 2015. The resource estimation process for the underground Mount Isa Copper Mine has undergone significant change. Block models are now created using a commercial software package as opposed to the in-house software that was previously used. With mineralisation occurring over a strike length of more than 4 km, Mineral Resources for all categories totalled 190 Mt at 2.7 per cent Cu at 31 December 2002. Estimation is by ordinary kriging with two separate models generated to cover the X41 and Enterprise orebodies respectively. The underlying Upper Basement Contact and the silica-dolomite alteration envelope are both used as hard boundaries to constrain the modelling. From a validated block model, grade shells are generated at the appropriate cut-off grade for a given area. The grade shells are depleted for mined voids and subdivided into 30 metre strike length blocks. Application of a SMU criteria and crown and pillar constraints results in failed blocks being culled from the resource inventory. Mineral Resource blocks are further subdivided into resource categories (Measured, Indicated, Inferred) by the Competent Person on the basis of geological confidence, taking account of geological and grade continuity, drillhole spacing and structural complexity (JORC, 1999). A geostatistical æconfidenceÆ category is incorporated into the block model as an additional tool for the categorisation process. The shapes are assessed in concert with a mining engineer to determine whether a reasonable expectation of mining potential exists and if not they are removed from the resource. The final categorised blocks constitute the Mineral Resource inventory and form the basis for conversion to Ore Reserves. The resultant Mineral Resources and Ore Reserves are reported on an æinclusive ofÆ basis.
