E: WINDSOR RICHARDS, Past-President, said that at a recent meeting of the Institution of Mechanical Engineers a paper was read on tool steel, and he called the attention of the members to the high-speed tool steel at the Bethlehem Works. They would have the pleasure of seeing those wonderful works and would see 60, 70, 80 and 100 tons oil lathe with half-a-dozen of these high-speed tools running. PROP. H. M. HOWE (Columbia University) said that they all looked upon these high-speed tool steels as of very great importance, particularly to the machine shop. One point occurred to hire : Had it really been shown that Swedish steel is necessary, or better than equally pure steel that is not Swedish; and is cemented steel really necessary, and is there any advantage in using that, rather than equally pure open-hearth steel'! It might be well if the author could indicate the kind of evidence on which lie bases his assertion that it is necessary to have cemented Swedish steel. Many were hoping for the development of high-speed steels from elements which exist in great quantities, such as silicon, manganese and chromium, rather than from rarer metals like molybdenum, vanadium and tungsten, the supply of which is likely to be soon exhausted. If the high-cutting speed was to last more than a generation, it. seemed to him that they would have to draw upon the common ele¬ments and not upon the rare ones. MR. Characteristics of metal/non metal mines were evaluated to determine the suitability of applying the U.S. Bureau of Mines electromagnetic location system to the problem of locating trapped mines in metal/non metal mines. Statistical distributions of mine depths and overburden conductivities show that the existing USBM EM system is inadequate for most metal/non metal mines. Alternate approaches to trapped miner location in deep mines were identified and subsequent field tests were conducted at six (6) mines to evaluate their feasibility. The approach considered to be the most promising is one which utilizes the existing manpack transmitting system, modified slightly for a dual frequency output, in conjunction with a sophisticated signal processing receiver on the surface. The main advantage of staying with a "through the earth" approach is that the underground equipment can be kept simple, easily maintained, light-weight and inexpensive.

This report presents the results of a research project that gathered detailed information on the composition of the population of mobile equipment used in U.S. coal mines. A computerized data bank containing over 19,000 pieces of coal mine equipment in use in 1976 was prepared with a data retrieval program. Operator protective structure technology is reviewed; field problems experienced with ROPS are discussed.

This paper reviews recent positive developments in Europe on the regulation of gold mining. However, it also examines the problem that while gold projects may be bankable and technically and environmental defensible, the odds tend to be stacked against granting of an environmental permit. The historic background to this situation is examined and current developments and initiatives are critically analysed. Standards and benchmarks for the industry have been established across the community and these have a strong influence in European Union accession (and aspiring) states as well. While this is welcome in regard to improving environmental performance, it also represents a significant milestone with mining (and particularly gold mining) now æon the mapÆ as a legitimate enterprise, a situation that was patently not the case prior to 2003. At the project level, very frequently, the difficult biophysical problems are addressed and satisfactorily dealt with according to the new regulations, but still there are problems regards trust and acceptance that underpin a æsocial licenceÆ. What goes wrong and how can companies deal with the social/environmental issues that lead to entrenched views and concerns, irrespective of any amount of demonstration of good practice and corporate social responsibility? What is the role of the non-governmental organisation (NGO) and are they as accountable and responsible as they should be? The findings presented draw upon recent experience with the environmental permitting of projects in Spain, Greece, Romania, Bulgaria and Serbia on behalf of Australian, Canadian and British companies as well as international funding institutions.

Recent theoretical, experimental, and field studies conducted by the Bureau of Mines suggest that rock failures may be predicted and, in some instances, controlled. Theoretical studies that were later corroborated by laboratory and field studies predict that a seismic anomaly will precede rock bursts and/or roof falls in mines. The seismic anomaly is predicted to consist of an increase in the number of seismic events occurring in the immediate vicinity where the failure 1s nucleated. This increase will then be followed by a dramatic decrease of seismicity in a broad region that surrounds the location of the impending failure. The dimensions of this region allow a preliminary estimate of the time to failure (measured from the time the seismicity increase began) as well as an estimate of the energy that will be released at the instant of failure. Field observations indicating that this predicted behavior does precede rock bursts and a roof fall are presented in this report. Implications of results to the problem of failure control in mines that experience massive rock failures are discussed.

Between 2002 and 2004, the performance of a six million ton per year iron ore beneficiation plant dropped significantly. In a classic case of “who done it,” was it the mine, the concentrator, an ore change, or something else? While average annual final product grade decreased 8% (indicated by an increase in silicate gangue from 2.76% to 2.99%), the weight recovery also decreased by 8% (from 37.92% to 34.79%). This represents a loss of 832,000 tons of iron ore worth about $16 million for the two year period! The concentrator had been optimized to produce a high grade wet concentrate as feed to the dry side of the plant. But, did optimizing an individual unit operation’s grade give the best overall plant performance? In this paper, the investigation and solution to this mystery will be revealed.

AT a meeting of the American Society for Testing Materials at Atlantic City, June, 1908, Dr.. C. B. Dudley, in his presidential address,' showed the vital necessity of not only making a steel rail as good as in the past, but of making it considerably better in order to meet the present and prospective require¬ments of railroads. Doctor Dudley requested the co-operation of all who from personal experience could give information that would result in bringing about the production of a steel rail that could be relied upon to meet the present requirements. I have had considerable experience in the practical manufacture of steel of almost every grade, during the past 40 years, and I shall suggest changes that will bring about the results desired. Doctor Dudley has had a long experience as chemical and metallurgical expert for the Pennsylvania railroad, but he frankly admits that up to the present time both he and other metallurgical experts lack the practical knowledge of steel-making that is necessary to state correctly the reasons for the unreliability of the steel rails now produced. The necessity is self-evident for more positive practical knowledge on the part of these experts of what is possible and what is impossible regarding the practical manufacturing of steel rails from the ingot to the, finished product. Chemical knowledge in steel-making is far in advance of what it was years ago, and might be said to cover every requirement (in that department) for producing reliable steel. In 2004, the engineers at the Deer Creek Mine located near Huntington, Utah initiated the ventilation planning to exploit a remote area of the mine?s reserves. This area was located under a mountain which would not allow for the incorporation of an additional shaft or portal access near the proposed longwall panels. With this constraint along with the desire to maintain a two entry gate road system and the expected condition of frequent coal wash outs a ventilation plan was established. Different options were examined that included; increasing the current exhaust fan power, adding another exhaust fan installation, converting the ventilation fans in the active portion of the mine to a forcing system, and modifying the ventilation system in the active area of the mine to a push-pull system. The push-pull ventilation system was ultimately selected. This paper details the design process of the ventilation system upgrade, the procurement process for the new fans, and the new fan startup testing.

A summary of a proposal to develop a 20 000 tpa underground gold operation in a Forest Park. The environmental constraints are severe and affected the mine development planning and choice of mining method. The mine will use trackless methods to access the narrow 1.5 m ore shoots, and to mine ore by cut and fill methods. The use of Microscoop and CT 1700 HE electric LHDs for mucking, together with special drilling attachments for drilling, is central to efficiency and small Kubota diesel haulers will be used for carrying ore to surface.

This report summarizes research into the root causes of failures in mine power systems which impact safety and reliability. Abnormally low fault currents, due to arcing faults, self-excited systems, and fallen trolley wires are examined and quantified. The reliability of components which are critical for safety is studied, as well as reliability of components which are crucial to the mining pro cess. Failure rates are found through in-situ tests, accelerated life tests, studies of mine maintenance, and fault-tree analysis. Reliability data is used to predict fatalities and lost-time accidents through computer-aided fault-tree analysis. Analytical support tasks reported include the deriving of trailing-cable ampacities under cyclic loading, and the measurement of connected ground beds.

This Bureau of Mines report summarizes the development of a protective operator compartment for a new generation thin-seam mobile bridge carrier. The developed compartment is commercially available and is currently employed on approximately 15 bridge carriers used in the mining industry. The design of the compartment, which employed human factors engineering and small- and full-scale mockup models, is fully described. Details of the compartment's fabrication, evaluation, and demonstration in a commercial low-seam coal mine are also provided.

This circular presents the results of a survey of research on jet fuel thermal stability jointly sponsored by the National Petroleum Refiners Association (NPRA), Tulsa, Okla., and the Bureau of Mines. The development of supersonic planes has led to many problems that did not exist in the operation of subsonic aircraft. One of the most important of these is rapid deterioration of the fuel at the high temperatures to which it is subjected. At higher speeds, aerodynamic heating of the airframe imposes severe thermal problems, and conventional techniques of rejecting the heat to the atmosphere become impractical. The fuel is the only material present in sufficient bulk to be used as a heat sink. Thus, the fuel is subjected to aerodynamic heating and also is used to dissipate heat from lubricating oil, hydraulic fluid, electronic equipment, wheel wells, and cabin air. Consequently, the fuels may have to withstand both moderate temperatures for sustained periods in the fuel tanks and higher temperatures for brief periods during transfer from the tanks to the combustion chamber. Because of high temperatures, insoluble residue or gum may form in the fuel and contribute to heat exchanger fouling and to clogging of the fuel manifolds, nozzles, control systems, and other components of the fuel system.

The Burnaby Mountain Tunnel was an integral part of the Trans Mountain Expansion Project. General Contractor, Kiewit Ledcor TMEP Partnership (KLTP), contracted with McNally Construction to build an underground tunnel between the Burnaby and Westridge Marine terminals under Burnaby Mountain. The pipeline was constructed within a 2.6-kilometre tunnel, eliminating the need to run the pipeline over the mountain and minimizing community impacts. The complexities of this Project led to multiple innovations, including the design of a Tunnel Boring Machine (TBM) capable of excavating through mixed-faced conditions concurrently thus allowing the Project team to complete the tunnel with limited geotechnical information.

New technologies, such as computer based learning, wireless computing, internet2, online courses, distance learning, and in general multimedia applications are being implemented in the higher education sector in an increasing manner. However, these implementations are not coherent, and lack standards. However, one example of the existing standards is the development and implementation of the virtual learning environments. These technology tools help in delivering the eLearning objectives. There is a major initiative in Europe (eEurope action plan) in promoting eLearning towards creating a knowledge-based society. Technology implementation is the major driver for achieving the eLearning objectives. A two-year pilot project on implementing technology tools including virtual learning environment (VLE), video-conferencing, and simulation and visualization was carried out for providing a blended learning environment for undergraduate and graduate students in Mining Engineering (undergraduate) and Mineral Deposit Evaluation (M.Sc.) course at the Imperial College London. The pilot project was funded by the Imperial College Centre for Educational Development (ICCED). The project did contribute towards activities for creating an institute-wide eLearning strategy in line with the eEurope action plan.

The search for modem casting plant concepts today focuses more and more on the harmonisation and optimisation of overall concept lines to obtain a continuous quality control and reduce the cost of production (Figure 1). Fin I As far as continuous casting plant concepts are concerned, this specifically requires an optimal adaptation and flexible operation when converting liquid steel into a directly processable product without any in-between treatment. Continuous casters need to fully satisfy the requirements of both the upstream steelmaking facilities as well as the downstream rolling facilities.

The EVINOS-MORNOS tunnel project with its 30 km of length is one of the longest hydraulic tunnel in the world realised with TBM method. The adverse geological conditions, the high cover and the short construction schedule were a great challenge for the successful construction of this tunnel. The paper will describe: the criteria adopted for the tunnel design, the selection of the construction methods and equipment, the productions of the 4 TBMs adopted and the comparison of the behaviour of the different type of TBMs in the various rock conditions, including special conditions, the characteristics of the adopted in situ and precast linings, a comparison between the foreseen and actual construction schedules, the contractual implications of realising a tunnel in such a severe and complex conditions.

MIM Holdings Limited has acquired a reputation for the successful application of R&D to develop break-through technologies for the mining industry. The Isa Process tank-house technology has been licensed to copper refineries throughout the world, and almost 40 per cent of the worldÆs copper is refined using this technology. Isasmelt copper and lead smelting technology is either in use, or is currently being installed, by eight companies in eight countries around the world. Jameson Cell technology is widely used in the coal mining industry and increasingly in the base-metal industry. The IsaMills developed at Mount Isa and McArthur River made it possible to develop the McArthur River and George Fisher orebodies. This paper will address the need for innovation and then discuss the development of the IsaMill and Isasmelt technologies. It will conclude with some comments about why MIM has been so successful in developing such technologies.

A dynamic gas-mixing system assembled by the Bureau of Mines for the generation of precise gas mixtures from sources of concentrated or pure gases and diluent gases is described. A set of electronic mass flow controllers with maximum flows ranging from 10 to 5,000 ml/min, a so-called Pure Air Generator, and gases in cylinders are used to generate differing gas concentrations. The repeatability of the delivery rate of a flow controller, measured on different days, has a precision of 0.3 pct of the setting. This dynamic gas-mixing system reduces the cylinder inventory and the demurrage charges for special gas mixtures. Gas mixtures that cannot be shipped commercially, such as flammable mixtures of methane in air, can be conveniently prepared by this system. The maximum dilution ratio is 2.5 x 104. Thus, gas mixtures can be made over a wide range of concentrations, from the percent region (by dilution of a pure single-component gas) to fractional parts per million (by dilution of a premixed standard, e.g., a 1,000-ppm mixture). This system is especially useful in determining the response of gas detection devices over the entire range of their measurement. Because the controllers are voltage controlled they lend themselves easily to automated control using computer-based systems.
