"The National Institute for Occupational Safety and Health (NIOSH) recently developed a series of validated models utilizing computational fluid dynamics (CFD) to study the effects of air-blocking shelves on airflows and respirable dust distribution associated with mediumsized surface blasthole drill shrouds as part of a dry dust collector system. Using validated CFD models, three different air-blocking shelves were included in the present study: a 15.2-cm (6-in.)-wide shelf; a 7.6-cm (3-in.)-wide shelf; and a 7.6-cm (3-in.)-wide shelf at four different shelf heights. In addition, the dust-collector-to-bailing airflow ratios of 1.75:1, 1.5:1, 1.25:1 and 1:1 were evaluated for the 15.2-cm (6-in.)-wide air-blocking shelf. This paper describes the methodology used to develop the CFD models. The effects of air-blocking shelves and dust collector-to-bailing airflow ratios were identified by the study, and problem regions were revealed under certain conditions. IntroductionSurface blasthole drilling can generate considerable amounts of respirable silica dust. These high dust concentrations can be exacerbated by the high silica content as drilling cuts through silica-bearing materials such as sandstone and shale, causing overexposures for miners to respirable silica dust. These overexposures can lead to silicosis, an occupational lung disease that has no cure and is often fatal. A review of the Mine Safety and Health Administration (MSHA) respirable silica dust sample database from 2010 to 2016 for metal/nonmetal mining shows the following overexposure rates for occupations related to blasthole drilling: • 14.1 percent of rotary air drillers were overexposed to respirable silica dust (22 out of 156 samples).• 5.8 percent of rotary drillers were overexposed to respirable silica dust (nine out of 155 samples).• 7.3 percent of drill helpers were overexposed to respirable silica dust (three out of 41 samples).• 7.5 percent of blasters/shotfirers were overexposed to respirable silica dust (three out of 40 samples)."

Panel caving is an underground bulk mining method that uses gravitational force to mine massive, steeply dipping and deep-seated ore deposits at lower operating cost. To control dust and gas emissions entering the production level during the extraction of ore from the draw points in a panel cave, relatively negative pressure is created in the cave by installing an exhaust fan in the exhaust drift located on top of the cave. As caving is a dynamic process, designing an effective ventilation system is challenging; therefore, estimating the airflow resistance offered by the broken rock inside the cave is critical. This study investigates the effect of changes in the bulk porosity of the broken rock on the cave airflow resistance using the computational fluid dynamics (CFD) approach. The results show an inverse relationship between the cave airflow resistance and the bulk cave porosity. The pressure-quantity characteristic curves presented in this paper provide valuable information for sizing and operating an exhaust fan used for a mature panel cave ventilation.

The Paso Diablo coal project is located in the Guasare Basin in the northwestern region of Venezuela near the border with Colombia. In 1987, Carbones del Guasare SA, a joint venture comprised of Carbozulia and A.A. Antilles Coal (an Arco and AgipCoal joint venture) was formed to develop the Paso Diablo coal reserves for world markets. Regional drilling has indicated a coal resource of more than 6 Gt (6.6 billion st). Further exploration has delineated the Paso Diablo deposit as an area particularly suited for cost-effective surface mining. The calculated economically minable reserves of this area (200 Mt or 220 million st) and the coal quality characteristics are based on extensive core drilling programs. Initial coal mining operations began in August of 1987 and the mine is presently producing at a rate of 1.5 Mt/a (1.65 million stpy). The coal is hauled about 85 km (53 miles) to a barge loading terminal at Santa Cruz de Mara using highway-type haul trucks. "Quartz Dust is a major health hazard in underground works, wherever the ground contains quartz and depending on the chosen method of excavation. A research project initiated by the Swiss Tunnelling Society and realized by the Swiss Federal Institut of Technology, Zurich, established a correlation between the potential of quartz dust generation during excavation and well known geotechnical characteristics – the Cerchar Abrasivity Index CAI and the Uniaxial Compressive Strength UCS - of ten typical Swiss rocks. The results are at the center of a new guideline by the Swiss Society of Engineers and Architects on the requirements for early project stages regarding ventilation and logistics in function of the quartz dust related risk of the expected ground type of the project. The approach presented could be applied worldwide, contributing to more effective health protection as well as to better cost stability in underground works. CONTEXT Respirable quartz dust (aerodynamic diameter of particles < 10 micron) is universally recognized as a major workplace health hazard. Chronic bronchitis, silicosis and lung cancer can be caused by excessive exposure to quartz dust, as has been proved by many medical studies. Therefore, the legislations of many nations specify a maximum workplace concentration (Maximale Arbeitsplatzkonzentration MAK, Occupational Exposure Level OEL). In Switzerland, for example, the Threshold Limit Value TLV for respirable Quartz or Crystalline Silica imposed by the Federal Committee on Exposure Levels (Grenzwertkommission) is 0.15mg/m3 air. Some nations refrain from establishing a OEL because of the carcinogenic nature of quartz."

Significant quantities of nuclear wastes were first generated in 1944 as a byproduct of the national defense program. To establish the current inventories and future projections of nuclear waste products is not a simple task. The Oak Ridge National Laboratory recently issued a report which now constitutes the official basis for nuclear waste inventories and projections. Radioactive wastes originate from five major sources (U .S. Department of Energy, 1980b) : (1) From the commercial nuclear fuel cycle related to the production of electricity , (2) From defense related activities, (3) From institutions such as hospitals, universities, and research foundations, (4) From industrial uses of radioisotopes, and (5) From mining and milling of uranium ores.

Because of the nature of the breakage in the Barmac vertical spindle impactor, the 80% reduction ratio is very small, so that when an energy efficiency is calculated from Bond&apos;s method, it appears to be very low. However, the product size distribution contains a high proportion of fines. It is argued that the production of these fines accounts for the high energy consumption, and Bond&apos;s method is modified to account for this, by considering the crusher to be, effectively, a number of smaller crushers in parallel, each having a different reduction ratio.

Maintenance and inventory are usually the last items considered in mine development. They need to be addressed properly and early. The micro-computer brings sophistication within the reach of even the smallest mines. Maintenance and inventory programs, if properly installed, will reduce costs 15 to 25% and allow management time to address the mining and metallurgical problems at start up. Shops and warehouses are rarely designed properly. Large engineering firms spend 5 to 20 times more than is necessary for first class facilities. There is an optimum design, size, and layout. Take the time necessary to assure you get the right people, programs, and facilities in that order. Maintenance, inventory, and inventory control must be addressed early if a small mine is to have a chance at optimizing costs during the first two years of operation. This is hard work and is usually put on the back burner until the mine is in some degree of trouble. Hiring an experienced maintenance superintendent is important but it is not the complete solution. Maintenance systems, design of facilities, and use of computers are not skills that maintenance people usually have. In addition, the work of ordering spare parts and working with erection people is a full time job and any maintenance people on site during construction are quickly recruited. The end result is that few mines start up with an adequate Maintenance or Inventory System in place. The months, and in some cases years, that the mine attempts to operate without a system are both painful and expensive. Designs of successful integrated maintenance and inventory programs are virtually 100% supported with some outside assistance. Our system is the approach that we are most familiar with and this paper will isolate how Rushton International would go about setting up systems and designing support facilities. Micro-computers are the only way for a small mine to go. ~ini-computers cost more originally and operating costs are many times higher than even the most sophisticated micro system. Micro- computer software is developed further and recent advances in hardware makes medium priced units equal to most mini&apos;s in RAW COMPUTER POWER. Mines in general, and especially small mines, have no need for main frame power. MAINTENANCE A good maintenance program has: 1. Equipment Master List a. Equipment Detail Reports 2. Work Order and Backlog Control Program 3. Component Control Program 4. Tire Program 5. Wear Materials Program 6. PM Control Program 7. Maintenance History Program 8. Performance Program We also track miscellaneous items such as MSHA training and inspections, timekeeping, etc. Rather than going through the program step-by-step, it makes more sense to go through a typical Maintenance Day and show how the programs are used. A micro-scale investigation was carried out by applying an atomic force microscope (AFM) and attenuated total reflectance Fourier transform infrared (ATR-FTIR) spectroscopy to study in situ the adsorption of three different collectors — oleic acid, octanohydroxamic acid (HA) and salicylhydroxamic acid (SHA) — on bastnaesite in aqueous solutions. The results show that all three collectors adsorb on bastnaesite. The hydroxamic acid collectors — HA and SHA — adsorb on bastnaesite mainly in the form of insoluble metal hydroxamate. Their specific adsorption mechanism indicates that high selectivity will be achieved with a hydroxamic acid collector for the flotation of bastnaesite.

The literature in operations research centered on mineral exploration has been comparatively limited in view of the significant implications of mineral discoveries upon the national economies in general and mineral industries in particular. Much of what has been published is of somewhat unsure academic nature, indicating to a certain extent the scarcity of industrial applications. Mineral exploration activities present quite difficult operational and conceptual problems. The purpose of this paper is to discuss the principal characteristics of decision problems encountered in planning an exploration program, to indicate an optimization approach to a certain class of allocation problems, and to suggest directions for future research effort.

Laguna del Rey is the name of a dry lake bed located in the State of Coahuila, Mexico in a semi-desertic terrain typical of the basin and range physiography. Química del Rey, S.A., a subsidiary of Industrias Peñoles, has been producing sodium sulphate since 20 years ago, from brines pumped from the sub-surface of the present playa. The spent brine is used as raw material for the production of magnesium oxide. An extensive, lenticular deposit is found just below the playa. It consists mostly of glauberite (sodium-calcium sulphate) and blöedite (sodium-magnesium sulphate). The glauberite occurs as thin crystals oriented at random and leave many void spaces among them. These intercrystalline spaces are partly filled with mud, but the whole mass of the evaporite is still very porous. A brine that contains in solution ions of sodium, magnesium, sulphate and chlorine occupies the voids of the sponge-like evaporite body.

Oriented borehole data provide the means to characterize a rock mass. In this paper, the geomechanical caving potential of a hard rock mine project is investigated. In particular, the influence of random joints to the resulting block size distributions is addressed. The implications of this approach in preliminary investigations on the choice of mining methods are discussed with reference to one site.

In the Western Coal Region, successful reclamation of surface-mined areas includes the protection of groundwater sources. To accomplish this, a complete understanding of the geohydrology of the affected area is imperative. Successful mine design also calls for careful attention to geohydrology. Because the Western Coal Region is semi-arid land used mainly for farming and grazing, groundwater is a particularly sensitive topic. It is especially sensitive where the lignite scheduled for mining is itself the aquifer supplying the farms and ranches. Such is the case throughout much of the Western Coal Region, particularly where there are no near-surface sand and gravel aquifers that are commonly found in the glaciated portions of the Region. Just as mining can adversely affect groundwater supply, so can groundwater adversely affect mining. Mine flooding and highwall instability are examples of this. But, mine operators must realize that procedures they use to remedy geohydrologically-related mining problems can have a dramatic effect upon ground- water conditions in areas adjacent to the mine. A logical precaution is to require the acquisition of complete baseline data prior to making the first cut. We recommend that the mining plan not only incorporate the reclamation plan, but that they be developed as one plan.

Polychlorinated biphenyls (PCBs) are a group of chlorinated chemicals that were used in many different fire resistant hydraulic fluids, heat transfer fluids, and in electrical equipment as dielectric liquids. PCBs were manufactured primarily by Monsanto Chemical Company under the tradename Aroclor, and were used by many different electrical equipment manufacturers. PCBs are noted chiefly for their extreme chemical inertness. This resulted in exceptional fire resistance and long life in applications involving exposure to high temperatures and intense electrical fields. This combination of properties resulted in PCBs being widely used in electrical equipment used in mines, including transformers, capacitors, and some electric motors. PCBs were also used as working fluids in some heat transfer and hydraulic sys terns. The same chemical resistance that gave PCBs long life in industrial applications give PCBs essantially eternal life when they are released into the environment. PCBs are not highly toxic in the sense that exposure does not cause immediate health problems. However, PCBs accumulate in the human body and neither degrade nor are eliminated from the body, and long-term exposure to PCBs can result in changes in liver function which may increase susceptibility to the carcinogenic effects of other chemicals. PCBs also accumulate in the food chain; the concentration of PCBs in fresh water fish may be several hundred thousand times as high as in the water the fish are taken from.

The Haile Gold Mine is one of the earliest gold discoveries in the eastern United States as well as one of the largest gold producers from that region. Gold was first discovered in the gravels of what is now known as Haile Gold Mine Branch in 1828 on lands then owned by Colonel Benjamin Hale (spelling not the same). Small placer workings were immediately started and it was not long before the surrounding residual soils and saprolites were also found to contain gold. Following the presence of gold in the residuum eventually lead to the discovery of the underlying gold-bearing lodes that actually outcropped in saprolite form where not masked by heavy vegetation or a thin veneer of Coastal Plain sand. The earliest attempts at production, immediately after discovery, utilized slave labor, washing gravel and residuum from leased tracts that were 15m (50 ft) square. Several at- tempts at small milling operations were made during the en- suing decades, but there was really no substantial or successful production until the 1880s.

Perhaps the hottest item on the agendas of most state legislators this year is the state budget. The main question: Where will all the dollars come from to finance health care programs, state jobs, unemployment compensation programs, and on and on? This is especially so since people are out of work, business bankruptcies are up, sales are down, and incoming revenues from some sources have decreased or dried up. A sure bet is that state taxes will be increased in some form or another. The mining industry could face increased income taxes, property taxes, severance taxes, or even a host of new taxes (if the state does not already have them) like a gross receipts tax, investment tax, or tax on revenues made outside state borders. That&apos;s bad news for an already depressed industry, even though increased taxes may be the least of the industry&apos;s worries in the current economic climate. While reopening existing mines and developing most new mineral projects depends primarily on higher commodity prices, new taxes still could pose long term concerns for mine project development. Just how mineral tax law impacts a project is not easy to figure. It involves a complex set of calculations based on interpretations of numerous federal, state, and local tax laws that change almost annually. At best, projections of tax effects for the life of a mine are educated guesses. At the same time, projections are necessary to evaluate the economic feasibility of a mineral project. At a recent Technology Transfer Seminar, the US Bureau of Mines introduced a computer software program designed to evaluate the feasibility of a mineral project and to determine the tax effects on the project&apos;s discounted cash flow rate of return (DCFROR). The program, called MINSIM, began in 1967 as a 200-statement FORTRAN II program for evaluating a hypothetical large-scale open-pit gold mine. This single-commodity oriented program employed discrete simulation techniques and a continuous DCFROR was used to measure the effect of changes in revenues and costs. Over the past 15 years, MINSIM has developed into a program 70 to 100 times larger than the original. Basically, it will analyze costs and parameters specific to an identified deposit, then determine the DCFROR. Or by using a specified DCFROR, it will determine the primary commodity price required to attain that specified rate of return. MINSIM, which is explained in detail in this article, is available from the Division of Minerals Availability, USBM free of charge. Written in FORTRAN IV, it comes on punch cards or magnetic tape and is compatible with most major computer systems. The MINSIM Program The main objective of any freeenterprise mining venture is to make a profit. To determine profitability of a given project, alternate methods of operating and financing must be evaluated. That is the purpose of MINSIM. While there are a number of methods of evaluating the economic profitability of a mining project, MINSIM uses the Discounted Cash Flow Rate of Return (DCFROR) method as its major criterion because DCFROR considers the time value of money and gives the truest measure of profitability. One disadvantage is that the calculations are deposit oriented. In other words, MINSIM analyzes only those costs and parameters specific to the deposit. It cannot be used to evaluate the overall corporate picture. The program is designed to simultaneously handle five different commodities and a leach operation for any type of mining project. For example, analysis of a coal project would include only one commodity-coal at the mine mouth. Analysis of a copper operation might include numerous commodities-from the raw material to the refined product. Input MINSIM considers capital investment-recoverable exploration, acquisition, and development costs; depreciable capital investments such as mine plant and equipment, mill plant and equipment, and infrastructure costs; all general and commodity specific operating costs; and the cost of alternate financing methods. The program has the capacity to incorporate different types of depletion allowances, numerous commodity-dependent severance taxes, variations of property taxes, and many methods for calculating state or provincial taxes. There are even many different ways to calculate federal and national taxes. The capacity to handle tax variations is generated from an internal subroutine in the program called the "open file." The user can reconstruct, customize, or evaluate any kind of tax desired. Outputs Given this kind of capacity for numerous input parameters, MINSIM is capable of the follow¬ing major outputs:

The Bellavista Gold Deposit lies 75 Kms north west of San Jose, the capital of Costa Rica, Central America and 3 Kms north east of Miramar, in the Province of Puntarenas. The total road distance from San Jose to the deposit is 120 Kms all paved road except for a 2.5 Km graded, gravel road on the property (Figure 1). Infrastructure services in the Miramar-Puntarenas area are well developed with electrical power distribution, a modern port facility and community services being available. The deposit lies on the south west flank of the Tilaran Mountain Range between an elevation of 550 and 800 meters above sea level. The local topography is steep, originally covered with pre-montaine, tropical wet forest vegetation which has been largely destroyed due to clearing for cattle grazing. The annual rainfall is approximately 2,950 mms, 90% of which occurs between May and October.

New or improved technology will continue to drive productivity improvements through the next decade. In January 1988, I presented a paper titled, "Large Underground Mines of the 1990s? before the SME. I will follow some of the themes developed in that paper as modified by our experience in the past two years. In order for a coal company to be profitable today, it has had to reduce unit costs experienced in the past. This is because the current average realization, even accounting for a recent strengthening, remains below that of a few years ago. Doing business as was done in the past is not good enough. The coal industry needs to increase productivity in the range of 5-10% annually merely to stay even with rising costs. Underground productivity has been increasing more rapidly than that for surface mining. With the exception of the Powder River basin of Montana and Wyoming, underground productivity has caught up with that for surface mining in many regions of America. There are a number of technological factors which have attributed to increases in underground productivity and which should be factors in the future.
