A major share of the increase in the energy demands of Ontario province in the next decade will be supplied by bituminous coal mined in the U,S, To be competitive with alternative sources of energy, it is essential that the delivered cost of coal, inclusive of all transportation charges, be kept at a minimum. The Bessemer aid Lake Erie Railroad Company and the Pittsburgh and Conneaut Dock Company are currently building a shiploading terminal at Conneaut, Ohio, to service this tonnage, together with expected increases in coal consumption in the Eastern Lake Erie - Lake Ontario area, (see Fig, 1).

The Wing Hill Garnet Deposit, located near Rangeley, Maine, forsed through assimilation of Early Paleozoic metasediments by an intrusive Devonian gabbro. The resulting ore body is exceptionally large and high-grade, consisting of 50-70% almandine garnet. Following open-pit quarrying, the ore is trucked to Industrial Garnet Extractives' mill in West Paris for final processing. Two grades of abrasive are produced - a pure, premium grade INDUSTRIAL GARNET and the Lower grade co-product IGE UTILITY GRIT, both of which are available in a variety of sizes. INDUSTRIAL GARNET is marketed world- wide into a diverse marketplace including both loose grain and bonded applications.

PT Freeport's Mine in Irian Jaya, Indonesia uses a number of 500m long vertical ore passes to transfer ore from the open pit to the mill. The current tonnages moved are in the order of 125 ktpd and this will be increasing to 240 ktpd. This amount of falling rock generates high pressures in the ore bins, when ore feed is terminated the pressure is no longer constrained resulting in back blasting of materials and air up the ore passes. Three methods were tested to try and eliminate or reduce this problem; recirculation of the entrained air, widening of the orepasses and relieving the pressure of the back blast. The final method proved to be the most effective in the short term. As a long term solution the orepasses are currently undergoing widening.

"Ten years ago," said a mining industry personnel manager, "we used to wine and dine new mining engineering graduates. Now I can pick and choose among men with 10 years of experience." Comments like that are common throughout the industry today. During the 1970s, the US and Canada did indeed suffer from a severe shortage of mining engineers, especially experienced ones. Moreover, it seemed likely this North American shortage would worsen. Increased production of minerals and coal was pushing demand for mining engineers upwards, and there appeared to be substantial new employment prospects for them in the nascent synfuels industry. The oil majors entering the mining industry were pushing for an increased professionalization of mining management, heralding a trend towards higher intensity in the use of mining engineers. In response to the shortage, mining schools expanded their programs dramatically. By 1982, American schools were churning out more than 600 new mining engineers per year, compared to barely 200 in 1970 (Table 1). The timing of the explosion in the number of mining engineers could not have been worse. The downturn in the economy and the resulting slump in the mining industry coincided almost exactly with peak output of mining engineers. The market for mining engineers shifted from shortage to surplus with startling rapidity. The new crop of engineers, no longer courted by the mining companies, struggled to find any mining jobs. At the same time, experienced mining engineers found themselves thrown into the job market, some for the first time in decades. The current oversupply of mining engineers is assumed to be a temporary phenomenon. As the economy recovers, the demand for mining engineers is expected to pick up at least enough to absorb today's surplus. Not so, according to a recent study by Fenvessy and Schwab, a general management consulting and executive recruiting firm. In 1979, Fenvessy and Schwab was commissioned by a group of major mining companies to conduct a worldwide study of supply and demand for mining engineers to the year 2000*. The study began at the height of the North American shortage. One major objective of the study was "to identify means by which business and educational institutions may cope with and alleviate a future shortage of mining engineering talent." The findings, however, ran directly counter to expectations. The current oversupply will not disappear with economic recovery, the study concluded. In fact, the US and Canada are facing a massive oversupply that will probably last until the end of the century, unless enrollments in schools are reduced. Study Method Fenvessy and Schwab's conclusions are based on supply and demand models for mining engineers that it developed in the course of the study. Specifically, predictions for the supply of mining engineers are based on a survey of the 54 mining schools that account for about 90% of the world's annual output of mining engineering graduates. This survey asked for data on historical and projected number of graduates, obstacles to further expansion, changing trends in the use of mining engineers, and graduate career patterns. Fenvessy and Schwab developed three mining engineering supply scenarios from the survey data. The high case, considered unlikely for most of the industrialized world, is based on a continuation of the 1970's soaring growth rates. The middle case was established from the mining schools' own estimates of future growth in the number of graduating mining engineers. Finally, a "low growth" case for the US and Canada assumed that the number of graduating engineers will remain at current levels. Although gold's market price dropped considerably from 1980's all time high, exploration for the precious metal remained a particularly bright spot last year, especially in the western US. For example, in Nevada-the nation's largest gold producer-further exploratory drilling at Louisiana Land & Explorations Co.'s deposit at Round Mountain and Newmont Mining Corp.'s find near Carlin resulted in sharp boosts in estimated reserves at both sites. Louisiana Land said its deposit is well on the way to being one of the largest gold reserves in the US. Based on further drilling, Newmont said its Gold Quarry property near Carlin could now produce 4.7-6.2 t/a (150,000-200,000 oz/ year). Reserves at Newmont's two properties near Carlin and a third property in southeast California are reportedly at least 218 t (7 million oz), up from the previously announced 128 t (4.1 million oz). Gold exploration activities were brisk in many other states, including a noticeable effort to explore and reopen dormant properties. Although the return on investments didn't appear as favorable last year as they did in 1980, the gold price was apparently sufficient to spur healthy exploration activity. Outside precious metals, market conditions, and subsequent exploration activity, appeared much more bleak. In the molybdenum market, for example, prices continued to slide, and Amax Inc. tightened its exploration budget. (Amax supplies 60% of the domestic market and 45% of the world demand for molybdenum.) The company spent 16% less on exploration during the first six months in 1981, compared to the same period in 1980. Copper and many other base metal producers appeared in similar straits throughout the year. Uranium exploration activities continued to suffer last year also due to depressed market conditions. Among others, Gulf Minerals Resources and Amoco Minerals Co. suspended uranium exploration activities in the West. Despite current unfavorable conditions, some companies continue uranium searches, confident that market conditions will rebound. On a brighter note, interest in exploring for some industrial and strategic minerals appeared on the upswing last year. Minerals used for oil and gas drilling, such as barite and special sands, were especially noteworthy. In geophysical activity, significant developments were achieved for electromagnetic techniques in both frequency-domain and time-domain systems. Geophysical logging activity declined due to decreased uranium exploration, and computer hardware continued to impact the way mining geophysical data are being acquired. Many presentations and papers were given last year to help exploration geochemists develop new techniques to locate concealed ore bodies. Among techniques described were statistical and computer modeling for enhancing anomalies over blind deposits.

The recent recession has severely impacted the performance and results of virtually all of our natural resource companies. The depressing climate continues to linger and recovery maybe sometime away. Problems remain for resource companies in the steel and petroleum industries as well as the mining business. In February, at the AIME Annual Meeting in New York, an All-Institute session presented a variety of views on the situation. A. T. Yu, chairman of ORBA Corp., Mountain Lakes, NJ, organized presentations by top management personnel of four natural resource companies. This well attended session heard management strategems for the present and views for the future. A compilation and synthesis of these presentations, gathered by Dr. Yu, are presented here for ME readers. Leading off will be William A. Griffith, president and chief executive officer of Hecla Mining Co., Wallace, ID. Other speakers presented here include Wilfred P. Schmoe, executive vice president of Du Pont Co., Wilmington, DE; Frank W. Luerssen, chairman and chief executive officer of Inland Steel Co., Chicago, IL; and Adam H. Zimmerman, president and chief operating officer of Noranda Mines Ltd., Toronto, Ontario. First, then Griffith's remarks. Introduction The key to successfully managing a natural resource company in austere times is good management in good times. In other words, position the company during prosperous times to survive the times when the well dries up. Although we know how to manage properly, for various reasons we sometimes do not do it. We forget the lessons of history. We allow ourselves to be carried away by our egos. We fail to position our companies properly in good times. As a result, in bad times we find ourselves in deep trouble. We need constant reeducation in the things we already know. In the natural resource industries, proper positioning in good times involves becoming a low-cost producer, retaining the flexibility to pull in our horns, developing a lean and effective organization, and maintaining a healthy balance sheet. Nothing improves the chance of survival during austere times as much as being able to produce at a lower cost than your competitors. In our business, that means having low-cost mines - low cost because the ore bodies are high grade or favorably located, and because they are efficiently operated. It also means recognizing the competition. The key numbers are the cost to produce an ounce of silver or gold. Nothing else really counts. And our competition is every other precious metal mine in the world. Flexibility is important when one gets stuck with a high-cost operation, often because things do not work out as we expect. It is important to be able to shut down an operation quickly and easily, without high holding costs, and without disrupting the corporate organization. A lean and mean, effective organization of competent people is vital during bad times. A company will not have that if it is not developed and maintained during good times. The importance of underground stress instrumentation cannot be minimized. It was Lord Kelvin who said that unless you can assign a number to a quantity,, you know very little about it. Most engineers will agree although this kind of statement is resented by our friends in non-technical fields. Mining is undergoing a revolution from art to science. But how can mining methods be optimized if there is no way of measuring the effectiveness of a given mining method? Do we know how effective a' support is unless we can determine its reaction to the mine structure? How do we assess the need for modifications to existing systems and supports, and how do we measure the effectiveness of such changes? Cut and try techniques are too wasteful of time and energy, and rarely provide solutions to a given problem. The purpose of underground stress instrumentation is to provide answers to some of the above questions -- answers that cannot be obtained otherwise This does not mean that laboratory studies are not valuable -on the contrary. Laboratory and underground studies supplement one another. Rock mechanics had its conception with the study of stresses in homogeneous, isotropic, and elastic models subjected to various force systems. These analyses were valuable inasmuch as they pinpointed possible sources of trouble due to stress concentrations. If the results observed underground did not always agree with the experimental analysis, it was not an indictment of the latter. More probably, the discrepancy could be attributed to the lack of similitude between model and prototype. The more nearly one can simulate underground conditions in a model, the more apt one is to produce results which correlate well-with underground observations. It is impossible to completely simulate underground conditions because all of the significant design parameters have not been recognized and evaluated. What better way can one evaluate these parameters than by underground stress instrumentation?

Surface subsidence monitoring is the most effective means for investigating the nature of, and developing the techniques for predicting, the surface movement and deformation process. However, because of imperfection in survey equipment and field practices, the surface movement data collected from field survey are not error-free. Also due to lack of proper numerical techniques for computing surface deformation from the measured surface movement data, a relatively large portion of the subsidence data collected could not provide more information other than surface movement. In this paper, the sources and magnitude of errors in the measured surface movements and calculated surface deformation are discussed. Techniques for improving the accuracy of the calculated deformation indices (i.e., slope, strain, and curvature) are developed. The proposed techniques include: (1) proper selection of monument spacing for subsidence monitoring; (2) a data smoothing technique for data pre-processing; and (3) a number of numerical methods and/or procedures for calculating surface deformation indices from the measured surface movement data.

With the dramatic increase in world demand for basic raw materials, open pit mining is proceeding at an unprecedented rate. A viable demand is the ever tempting Siren's song for increased production or new facilities. When the Siren's lure is viewed against the panorama of today's world economic milieu the concomitant Scylla and Charybdis are seen in the form of high capital cost and high operating cost. If the economic realities of present day open pit mining are to show a proper return on investment, a clear and penetrating eye must be cast upon the area of mine planning. This paper deals with the problem of overburden removal. In almost every open pit mining operation overburden removal is a significant part of the capital cost and operating cost of the total operation. This paper deals with a new and unique method to affect economical overburden removal. Well known to all are the parameters surrounding draglines, shovels, and bucket wheel excavators. All of these machines require a reasonably stable soil to support them and the shovel and bucket wheel excavator require a reasonably stable bank in which to operate. Their reliability, portability and rate of production per dollar of invested capital are good.

Extensive exploration is being undertaken throughout the world in search for heavy minerals, particularly rutile and other titanium minerals. The federal government is sponsoring research involving rutile ores and recovery of stockpile-grade concentrates from domestic sources. Producers are being forced to turn to deposits with a heavy mineral content as low as 0.50% (essentially rutile and zircon). The North Carolina State University Minerals Research Laboratory investigated the possibilities of recovering heavy minerals from the amine tailings of the Texasgulf Inc.'s phosphate plant at Aurora, North Carolina. One laboratory beneficiation procedure using gravity, electrostatic and magnetic processes, resulted in the recovery of 78.7% of the heavy minerals in the amine tailings. Based on this percentage recovery and the present rate of phosphate mining, approximately 13,000 tons per year of heavy minerals (principally ilmenite and zircon) with a potential value of approximately $1,045,000 (1977) could be recovered. The economic potential for recovery of these heavy minerals appears to be favorable. A flotation procedure for up-grading the heavy minerals content in the amine tailings has been developed at the Laboratory, which could allow for concentration of heavy minerals and storing them in tailings area other than main tailings for future processing.

"Signs in underground mines are subject to variable airflow, which carries dust and moisture. Dust buildup reduces their visibility, hampering production efficiency and safety. Underground workers commonly must stop to clean signs in order to gauge their location, or find critical supplies or services. There are currently a variety of coating products, including dust and water repellants, available on the market that have the potential to reduce dust accumulation on sign surfaces. This paper describes a preliminary study to determine their effectiveness. The study involved a practical testing protocol using a trickle rock duster and samples cut from a clean, used road sign. Product effectiveness, under both dry and wet conditions, was evaluated based on photographic evidence by comparing changes in sign luminosity after a period of rock dust application. By analyzing the frequency of different pixel luminosities on the dust-covered samples, both uniformity of dust coverage and the total amount of accumulation was assessed. Results indicate that at least one product may reduce the amount of dust buildup on sign surfaces and increase visibility. INTRODUCTION In all underground mines, visibility of signage is critical. Signs inform miners of their location, direction toward escape routes, and location of supplies. Over time, sign surfaces can collect dust and can eventually become unreadable. The rate of dust accumulation on surfaces is often particularly high in coal mines, where both mining (e.g., cutting and drilling) and rock dusting activities can contribute significant amounts of dust to the airways. Several factors may contribute to dust buildup on sign surfaces. First, basic principles of fluid and particle flow are at play. When a fluid travels past a stationary surface, the velocity of the fluid at the surface boundary is zero. If a very small dust particle moving with air collides with a surface, it does not immediately fall off since the air velocity is zero at the sign surface. (This is the same reason that dust can collect on a rotating ceiling fan.) Further, once the collision occurs, other mechanisms may help keep the particle there – including friction that resists particle falling due to gravity, and adhesive forces due to humidity and/or static charges the particle and others already on the surface. Currently, the most common way to deal with reduced sign visibility due to dust buildup is for mine personnel (e.g., a compliance foreman, supply worker) to periodically clean sign surfaces – usually just by wiping them with a cloth. As a regular activity, this solution is inefficient; in cases of emergencies, it can also pose unnecessary risks. Application of an off-the-shelf coating to sign surfaces may represent a simple yet effective way to reduce the rate of dust accumulation. There are currently a variety of products on the market that may be suitable for this purpose, including dust and water repellants."

Abstract. World reserves of bauxite are abundant. Domestic reserves are limited and as a consequence the United States must rely on foreign suppliers for over 90 percent of its bauxite. Nationalization of many bauxite mining operations, levying of higher taxes, increased production and transportation costs, and attempts to create a uniform market price combined to place the United States in a vulnerable position. Alumina from kaolin, alunite, anorthosite, and oil shale have-been-or are being evaluated. World bauxite reserves are increasing and attempts to establish a uniform price have failed; therefore, it may be many years before domestic non-bauxite sources of alumina can compete with imported foreign bauxite.

In the last three years there have been four uncontrolled heating events in mines that have been attributed to the use of polyurethane foam as a void fill product. These heating events are due to the exothermic reaction that occurs during application of these polymeric products. These events led the Mine Safety and Health Administration to issue a safety alert on polyurethane products used in void filling and ground consolidation in mining, with the goal of educating the mining community about this potential hazard. This paper provides an overview of various types of polymeric products and best practices, the factors that contributed to the heating events, and case studies involving polymeric products.

In aging tunnels, wall and roof deterioration can eventually result in defects that must be detected and repaired to maintain safe structural conditions. In investigating tunnel defect conditions, a specialized FM radar system was developed with a programmable VHF and UHF operating sweep range for optimizing the penetration and measurement capabilities. The new FM radar technology was tested in two aging brick-lined tunnels in New York City. Test results showed that FM radar signals could penetrate eight courses of water-saturated brick and that the original steel liner outside the tunnel walls was intact.

"Risk management in tunneling is more important today than it was a few years ago, considering increasing demands for safety and environmental and socio-economic sustainability, which are now required by citizens, owners, lenders, and insurers. Moreover, our current risk management philosophy should not only address risk avoidance and mitigation, but should also be used as a means of value creation, benefiting the overall project. Given the strategic implications of risk management, the authors intend to present, in this paper, a comprehensive overview of references and experiences from current practice—e.g., what is missing or weak, as well as possible or necessary developments that can have a key role in implementing effective risk management, particularly for a project’s design and construction phases. Therefore, as God has set some things in broad daylight; as he has given us some certain knowledge, though limited to a few things so, in the greatest part of our concernments, he has afforded us only the twilight, as I may so say, of probability (John Locke) PREFACE Many large-scale engineering and construction projects suffer millions of dollars in cost overruns, delays in design and construction, and operability troubles once finally completed (Edward W. Merrow, 2011). The undesired effects of these problems can become disastrous for large-scale megaprojects (those that typically cost US$1 billion or more), particularly considering that these are increasingly used as the preferred delivery model for infrastructure (Bent Flyvbjerg, 2014), often in public-private partnerships (PPPs). McKinsey G.I. (2015) has estimated that bridges and tunnels average 35% in cost overruns, and roads 20%. Some of the values published by Flyvbjerg (ibidem, 2014) for projects with relevant underground elements are the highest, with cost overruns from 60% to 300%. The analysis of 32 other case histories (from 1994 to 2010) given by Hartmut, R. (2011, IMIA Annual Conference, Amsterdam) indicates an average increase of costs around $55 million, with a 20-month average delay."
