Over the past decade, the number of contractors working in underground coal mines has nearly doubled; however, the effect this has had on the industry's injury rates has been the subject of much speculation. The confusion exists because the U.S. Mine Safety and Health Administration (MSHA) database does not assign contractor hours to the individual mining operations where they worked. To better understand the safety record of the contractor segment of the industry, the National Institute for Occupational Safety and Health (NIOSH) undertook a comprehensive analysis of the data contained in the MSHA database. The first part of the study compared overall contractor and operator trends from 1983 to 2009 related to employment, hours worked and injury rate. One unexpected finding was that the larger contractors tended to have higher injury rates than the smaller ones. The second part of the study directly addressed the role of contractors on the safety record of 10 large underground coal mines. A detailed analysis provided both injuries and estimated contractor hours worked at these mines for the period 1992-2007. Comparison between the estimated contractor injury rates and the reported operator injury rates at these mines indicated that the contractor injury rates were significantly higher at most of the operations studied. However, the industry-wide data indicates that contractor and operator injury rates have converged since 2005 and are now equivalent. Mining Engineering, 2011, Vol. 63, No. 11, pp. 73-79. A goal programming-based worker scheduling model has been incorporated in the Mine Management Support System (MMSS) for assigning workers to prioritized jobs on a shift basis. In the model the accomplishment of each regular and non-regular job is a goal. The objective is minimization of the deviations away from the goals. A number of coefficients are used as premultipliers of the decision variables in order to address practical considerations associated with the utilization of workers and the requirements of jobs. Some of these premultipliers will be updated expertly within MMSS, timely updating the statuses of the dynamic parameters.

The final 1995 figures on industrial sand and gravel have not yet been compiled by the US Geological Survey (USGS). There is usually about a nine-month lag time in receiving and compiling this information. However, USGS estimates that domestic production of industrial sand and gravel will increase about 4% to 28.2 Mt(31 million st). The average unit price is expected to increase as well. The top five producers during 1995 were Unimin, US Silica, Fairmount Minerals, Oglebay Norton and Morie Co. Glass manufacturing for containers, automobiles and buildings was mixed during 1995. Containers, the largest consumer of silica sand, remained steady, with regional increases. However, silica use in glass containers face increased competition from plastic and recycled glass (cullet). It was reported that the Pepsi Cola announced plans to replace glass containers with plastic during 1996.

The 3RPORT Project, includes a 5-mile tunnel excavated by a 19-foot diameter slurry Tunnel Boring Machine below the city of Fort Wayne, IN. The Geotechnical Baseline Report (GBR) indicated vuggy to massive argillaceous dolomite within the tunnel alignment. During excavation of the first reach, the TBM encountered zones of cohesive clay and sandstone presented in full face and mixed face conditions. The occurrence of Sandstone was not a “Baselined Condition” described in the GBR for this reach of the alignment. This paper will discuss the methodology to investigate, mitigate and evaluate the DSC impacts on TBM performance.

Unlike most other minerals, electrokinetic measurements of calcium montmodonite (a clay mineral) and u1exite (a boron mineral) exhibit an unusual behavior. While the addition of monovalent salts such as NaCI and KCI is expected to compress the electrical double layer with a resultant less absolute charge, an opposite trend is observed. A set of systematic experiments with monovalent and multivalent ions has been carried out to understand the mechanism of this phenomenon Examination of the results reveals that the behavior of montmorillonite is dictated by the exchangeable divalent cations at the edges which undergo an exchange process with monovalent cations resulting in the reduction of positive charges. The solubility of ulexite, on the other hand, is found to decrease with increasing monovalent cation concentration leading to again an increase in the absolute negative charge.

A coupled finite element geomechanical- hydrology code is currently under development for application to the problem of predicting groundwater disturbances associated with mine subsidence. The structural-fluid coupling is addressed by calculating the subsided mine geometry, with emphasis placed on determining the strata disturbance and locating damaged regions, for input into a hydrology code, which determines localized volume flow rates and aquifer fluctuations. Benefits from coupling will be best realized when field measurements, an additional aspect of the study concurrent with analytical investigations, indicating the relationship between increasing rock strain and increasing permeability are incorporated into hydraulic material descriptions. Hydrologic and struc- tural calculations are presented to demonstrate computational capabilities applicable to mine subsidence

Following the recession of 2001, restrained consumer spending, declines in domestic manufacturing and industrial output, and increased unemployment led to a lack-luster year in the domestic economy. In 2002, the U.S. real gross domestic product (GPD) grew only 2.4%. Significant production declines in the U.S. metals industry were registered by copper, lead and zinc producers. Steel producers, despite a slight improvement in shipments, continued to face strong foreign competition, higher energy costs and lower prices for their products. Homebuilding and other domestic construction sectors— major consumers of nonmetallic mineral products such as cement, brick, glass and stone — remained strong enough to help raise the output of industrial mineral materials slightly above 2001 levels. A strong U.S. dollar relative to other national currencies continued to weaken the competitive stance of U.S. metal and non-metal mineral materials companies alike against foreign producers in markets at home and abroad.

INTRODUCTION How accurate are past and present employee radondaughter exposure records of underground uranium miners employed in the United States? This often-debated question is essential for future substantiation of safe exposure limits. An apparent discrepancy between company-reported exposures and Mining Enforcement and Safety Administration (MESA) projected exposures was detected in 1977. For these reasons a need for an updated comparison of these exposure data was indicated. This paper gives some of the conclusions of the earlier study and compares more recent exposure records compiled by the Atomic Industrial Forum, Inc., with projected exposures based on sampling by Federal mine inspectors. EARLIER STUDY In its 1977 Annual Report (U.S. Department of the Interior, 1978), MSHA's predecessor, the Mining Enforcement and Safety Administration (MESA), reported that there was "an apparent discrepancy between Federal inspection results and company records." Both company records and MESA's projections from samples taken during routine Federal inspections indicated reductions in the average exposure of underground uranium miners from 1975 to 1977, but the MESA projections were over 4 times higher than the company-reported averages. This apparent discrepancy however, was based on a comparison of exposure data reported for all U.S. underground uranium miners. This projection more closely represented the average exposure of U.S. underground uranium mine production workers who worked 1,500 hours or more during the year. Exposures of such workers are reported each year by the Atomic Industrial Forum, Inc. (AIF) in summaries of exposure data reported to the AIF by uranium mining companies throughout the United States. (The AIF exposure summary for 1979 appears as tables A-1 and A-2 in the appendix of this paper.) Assuming that the average exposure for each exposure range category is the midpoint of each exposure range category, table 1 compares the estimated average exposures for U.S. underground uranium mine production workers who worked underground 1,500 hours or more each year in 1975 through 1977 with the exposures projected by MESA for those years. Slade, 1977, explained some of the discrepancy between company records and MESA projections of miners' average radon-daughter exposures as follows: 1) Concentrations of radon daughters in some work areas can vary greatly during any one day. A variation from 0.3 WL to 17.0 WL has been measured in the same stope on the same day. 2) Seemingly simple abatement problems indicated by the regular Federal and State inspections were solved simply by manipulating the mine ventilation. 3) The methods used by mine operators to compute cumulative exposures were such that high radiation readings were seldom or never reflected in the records. For example, a work area sampled on Monday indicated a radon-daughter level equal to 0.2 WL and this was recorded. It was sampled again on Wednesday of the following week and the level was 2.2 WL. The miners were withdrawn or told to fix the ventilation, and when this was accomplished the area was sampled and found to be at 0.2 WL again. Although the miners could have been working in the higher concentration up to 6 days, this reading might never be reflected in their records. If it was recorded, only a fraction of the day on which it was discovered would be entered into the cumulative exposure calculation (time-weighted average). 4) Some of the mines visited used a mine average radiation concentration, and every employee working underground was given the same exposure per unit of time spent underground. As a result of the 1977 study, more stringent sampling and recordkeeping standards were proposed and public hearings held in 1977. The resulting new and revised health standards on radon-daughter sampling and exposure recordkeeping became effective August 30, 1979 (Mine Safety and Health Administration, 1979). Prior to these new regulations, radondaughter sampling requirements were on an "as often as necessary" basis (Code of Federal Regulations, 1978). The new regulations required practically all active work areas in underground mines to be sampled at least once every 2 weeks, with many areas requiring weekly sampling. Modifying the hydrophobicity of clay is necessary to accommodate large mycotoxin molecules such as zearalenone (ZEN). In this study, tricaprylmethylammonium (TCMA) chloride and common corn oil were used to modify clay. The results indicate that more than 90 percent of ZEN could be removed using clays modified by TCMA and corn oil at acidic and neutral pH due to the expansion of intergallery spacing as a result of TCMA surfactant intercalation within the clay-forming layers. The removal percentage depends on the pH and amount of clay used. Complete removal can be achieved at acidic pH and small clay amount.

"Slope failures that occurred in 2008 and 2009 at the Pikeview Quarry in El Paso County, Colorado, USA were investigated using three-dimensional discrete element modeling methods. Large scale block sliding failures occurred along weak bedding planes that dip steeply into an excavation located at the toe of the slope. Several mining sequences at the toe of the slope were simulated to evaluate the effects of various degrees of extraction and backfill on slope stability. Slope stability back analysis was conducted using pre-failure and post-failure conditions to determine the joint shear strength properties. Laboratory testing was also conducted to determine intact rock properties. Three-dimensional discrete element analysis was uniquely applicable to this evaluation because it allowed representation of shear stress of the basal sliding surface and it afforded evaluation of several scenarios of extraction and backfill at the toe of the slope. INTRODUCTION The Pikeview Quarry is an aggregate quarry located approximately five miles northwest of Colorado Springs in El Paso County, Colorado, USA. The quarry has been operated by several owners since the early 1900s. The Pikeview Quarry has been a major source of construction aggregate for the Colorado Springs area for many years (MSHA 1986). In the 1950s, the site was mined by Peter Kiewit and Sons to provide limestone for the construction of the nearby Air Force Academy. A large scale slope failure occurred on December 2, 2008, which stopped mining activity at the Pikeview Quarry. A second, related slope failure occurred on September 13, 2009. The second slope failure was located immediately adjacent to the initial December 2008 failure. The objective of this publication is to discuss the three-dimensional slope stability evaluation. The causal relationships of slope instability are not within the scope of this publication. However, omitting the precursors to slope failure would limit understanding of the nature of the slope stability evaluation. The regional and local geology and the history of slope instability at the Pikeview Quarry aid in understanding these precursors. Two main failure mechanisms were hypothesized during the failure investigation to explain the triggering of the 2008 and 2009 large slope failures at the Pikeview Quarry. Both mechanisms are given equal credence in this publication. Quarry excavation was a key factor in the slope instability for both failure mechanisms. The objective of the three-dimensional model was to evaluate the effects of extraction and backfill at the toe of the slope with respect to slope stability. GEOLOGY Regional and local geology are both important factors in slope instability at the Pikeview Quarry. Geologic structure at the quarry is related to regional mountain building and basin development associated with the Laramide Orogeny and the Rocky Mountains. Lithologies at the Pikeview Quarry are also related to regional trends. Localized geologic features, primarily related to weathering and erosion, have also been major contributing factors to slope instability at the Pikeview Quarry."

Exploration for ore deposits in southeastern Missouri in the 1950's resulted in the important discovery of lead, zinc, copper and silver in 1955. Further discoveries in the area led to the naming of the Viburnum trend. It has sometimes been referred to as the "New Lead belt" to distinguish it from older lead-producing areas to the east. As presently developed, the "trend" is 35 miles long, running north and south about 50 miles west of the Lead belt. Galena (lead) is the principal ore mined, with lesser quantities of sphalerite (zinc), chalcopyrite (copper) and silver recovered as economic by-products. The ore body is as much as 140 feet thick and 1,200 feet wide, and is found in the Bonneterre Dolomite (Upper Cambrian) at depths ranging from 700 to 1,200 feet. Since its discovery many companies have engaged in exploration and several major companies have developed new mines and constructed mills and a smelter in the area. The first mine in the Viburnum trend came on stream in 1960, but as more mines came on stream and others reached capacity, lead production increased to the point that the Southeast Missouri Lead district produced 432,576 tons of lead in 1970 to become the world's largest lead-producing region (Missouri Geological Survey and Water Resources, 1971). The Viburnum trend area with its rolling, heavily forested hills and numerous clear running streams is in the Clark National Forest of the Missouri Ozarks. Until the recent development of its mineral resources, the area was sparsely populated and nearly unmarked by the activities of man. A process for producing reductive bleach in-situ in kaolin slurries has been developed. The bleach is formed by mixing an iron sponge powder (-325M) with slurry treated with SO2. The process has been successfully demonstrated in production, and applied to several grades. The color, brightness, and viscosity of the bleached product is equivalent to or better than that of product bleached with commercial sodium hydrosulfite . The tested products can be bleached at a cost, which is 38-54% of those associated with the use of commercial bleach.

The U.S. Bureau of Mines recently conducted a limited-scope study on the use of lineament analysis and electromagnetic geophysics to better identify the surface expressions of faults at the Cimmaron Mine near Raton, NM, an operating longwall mine in the York Canyon mine complex. Two normal faults were encountered by the mine, one during gate road development and drilling and another only through drilling. The potential ground control problems and offsets associated with these faults will severely impact long-range development plans, so it is essential to know the lateral extent of these faults within the coal reserves. The surface topography at the site is fairly rugged, yet outcrop exposure is poor. There is no obvious visible geologic evidence to indicate that the faults identified at depth extend to the surface. Both the geophysical and remote sensing techniques provided information on the presence and extent of important geologic structures which could not be gained just from drilling and surface outcrops. The geophysical surveys also were invaluable in confirming the presence of subsurface geologic structures in the vicinity of the lineaments assumed to be associated with the faulting.

"Understanding ground control problems continues to remain a focus of the mining engineering community. To aid mine operators and engineers in identifying and responding to ground control issues, the Ground Observation System (GOS) is being developed. The GOS is an integrated, web-based graphical user interface that displays ground response data collected wirelessly from an underground mine. It presents data in an intuitive manner to assist mine personnel, who are on- or off-site, in quickly identifying hazardous areas. Geotechnical instrumentation will be connected to wireless transmitters that will relay data in real-time to a surface computer that stores the information in a database. The GOS website will then display the geotechnical data in graphical and tabular forms, as well as in conditionally formatted mine maps. Data from each measurement device will be able to be viewed in its entirety or within a time interval, and can be downloaded for further analysis. The ability of the GOS to quickly interpret and communicate mine hazards to personnel of varying technical ability should prove to be a useful tool in understanding ground control and thus improving mine safety.INTRODUCTION Computer-based data information centers that convey operating parameters and conditions are prevalent in modern underground mines. Today’s systems are popular in showing ventilation controls and monitoring equipment performance (Jyothi & Meena 2013). In ground control monitoring, Conover, Ross, and Bigby, 2010 have installed a wired telltale roof monitoring system that sends roof displacement data every ten minutes to a computer on the surface. The computer receives, stores, and displays the data in real time. Data can also be viewed remotely through a password protected internet connection. Additionally, an internet connection allowed for remote updates to the system which streamlined software development and maintenance by eliminating travel (Conover et al., 2010). Currently, no such system beyond Conover et al.’s design has been accomplished. The Ground Observation System (GOS) is being developed to fill the void of real-time geotechnical monitoring in underground mines. A wide array of data will be transmitted wirelessly and broadcasted to on- and off-site mine personnel through the internet. The GOS will incorporate geotechnical data from roof deformation, borehole scratch testing, photogrammetry, and seismic monitoring into one interface, all while achieving permissibility for the use in gaseous mines. As a result, a comprehensive view of rock movement due to mining will be available. The overall purpose of the GOS is to deliver warnings; to ensure reliable data is relayed to personnel for the identification of potential ground failures, provide mine engineers information to design more stable mines, and assist with further geotechnical research."

"A biodegradable flocculant was produced during growth of Bacillus megaterium. The major component of the bioflocculant was found to be a polysaccharide composed of some proteins. Fourier transform infrared (FTIR) spectra analysis revealed the presence of carboxyl and hydroxyl groups in the bioflocculant, and thermal characterization by differential scanning calorimetry (DSC) showed the transition and crystalline melting point at 90-105°C. The effects of bioflocculant dosage and pH on the flocculation of mineral suspensions were evaluated. The bioflocculant exhibited good flocculating capability on mineral suspensions and achieved flocculating efficiencies of 90 percent for kaolinite and 85 percent for hematite suspensions at a dosage of only 5 mL/L. The maximum arsenite removal was found to be 90 percent at a bioflocculant dosage of 2 g/L, which is better than traditional chemical flocculants. This study demonstrates that microbial bioflocculants have potential for application in environmental cleanup, such as in the flocculation of mineral fines and in the remediation of solutions that contain toxic heavy metals.IntroductionBioflocculants are biopolymers produced by microorganisms during their growths. The predominant components of a bioflocculant are extracellular polymeric substances such as glycoprotein, protein, cellulose and nucleic acid (Salehizadeh and Shojaosadati, 2001). Bioflocculants have gained much wider attention due to their biodegradability and safety. In recent years, the study of bioflocculants has attracted wide attention. Bioflocculants can be nontoxic, harmless and eco-friendly. Normally, they exhibit different functional properties, serving as stabilizer, dispersant or thickener. Among these properties, flocculation is of major interest. For example, Phormidium sp. strain J-1, isolated from a drainage channel, exhibited excellent flocculation activity for bentonite particles in liquid suspension (Fattom and Shilo, 1984). A protein bioflocculant produced by Rhodococcus erythropolis could efficiently flocculate suspended solids while losing their flocculating activity by enzymatic digestion (Kurane et al., 1994, Takeda et al., 1991). Klebsiella sp. strain S11 screened from activated sludge was unable to flocculate without the addition of calcium chloride (Dermlim et al., 1999)."

A gold and silver open-pit mine located in northwestern Chile contracted ACZ in 1991-92 to assess the stability of their spent ore pile and to determine the cause and magnitude of cyanide contamination associated with leaching operations. The mine is a conventional open-pit located at an elevation of approximately 4,800 meters (m.) (15,744 feet). A spent ore pile is located approximately 2,000 m. southwest of the mine and approximately 1,000 m. northeast of the active pad and plant facilities. The pile was constructed on a gentle northwest slope dipping 12 to 13 degrees. The pile is bordered by a small river to the northwest and by a larger river to the northeast. Both rivers eventually flow into Bolivia. Heap leaching and processing commenced at the mine in 1988. Since 1988, nearly 6.0 million tons of ore at an average grade of 1.96 grams/ton (0.07 ounces/ton) of gold and 52 grams/ton (1.83 ounces/ton) of silver have been treated by cyanide heap leach methods with zinc (Merrill Crowe) precipitation. In approximately three years of operation, the mine has yielded more than 225,000 ounces of gold and over 1.5 million ounces of silver. Currently ore is agglomerated and hauled to the leach pad by truck and is top loaded to produce a 5-meter lift height. Four contiguous reusable (on/off) leaching pads were constructed with an asphalt layer above a carefully compacted sub-base of High Density Polyethylene (HDPE) liner and screened fines. Leach solution of pH 10-11 containing 1.2 to 1.5 gram/liter of cyanide is applied to the heap at a rate of 10 liter/hour/square meter for a total active application period of 30 days. Leached (spent) ore is transferred to the spent ore pile located approximately 1,000 meters to the northeast. The pile currently contains approximately 6 million tons of spent ore. The pile liner, which has been constructed over a prepared sub-grade consists of three geosynthetic layers (geotextile/flexible membrane liner/geotextile). Long term objectives include washing the pile to recover an additional 3 to 4 percent gold and silver.

The design and construction of a new 140-ton-per-day R. O. M. phosphate rock scrubbing and washing plant was undertaken by Western Knapp Engineering Company, a Division of Arthur G. McKee and Company, for the J. R. Simplot Company, Minerals and Chemical Division, Pocatello, Idaho. The new plant replaces the owner's existing facilities at Conda, Idaho, seven miles northeast of Soda Springs in the southeast corner of Idaho. Replacement of the existing facilities became necessary because of loss in production and recovery. These losses were due in part to varying grades of raw ore from the mine and to the type of process equipment used in the old plant to upgrade the ore. Increase In production and grade was further necessary by demands created by expansion of facilities in Pocatello, Idaho, where all process ore from this plant is shipped. The new process scheme includes an ore-feeding system, scrubbing, screening, classification, wet cycloning, attritioning, filtering, drying, storage and shipping facilities. Space was also left for future increases of scrubbing and classification capacity and for heavy media separation. It is the purpose of this paper to take up some of the considerations necessary in the design of small mills in order to achieve the desired objectives of a successful plant, such as production, minimum operating cost and maintenance cost.

Mineral exploration in the United States relies heavily on theoretical geologic concepts and indirect methods such as geophysics and geochemical prospecting, as there are few exposed areas of mineralization which have not already been explored at least once. In Mexico ore-grade samples can be cut at the surface on vein, replacement, and disseminated types of deposits in many areas. Here the problem is not in finding a mineralized area but in deciding which mineralized area can be explored and developed at the least risk and cost, and have the greatest profit potential, within the framework of Mexican mineral economics and government policies. Mexico's min¬eral industry is regulated through a system of permits for various phases of mineral exploitation, and by taxes. This regulation and its effects are not unlike those which may be expected in the United States if present legislative and administrative trends continue.

Economic operation of a mine ventilation system must include some means by which operating costs can be quantified and evaluated periodically. Current practice at most mines relies upon the best judgement of foremen, engineers and managers to identify high cost or problem areas in the system and to estimate potential costs and benefits of work proposed to reduce inefficiencies. The problem with this is that significant savings can be overlooked or sub-economic projects may be undertaken when sufficient attention is not paid to the interrelationship between airflow characteristics and corporate financial criteria. In order to accurately determine costs and benefits it is necessary to view the solution of each potential ventilation problem as a separate economic opportunity.

This paper is intended to describe the utilization of Western subbituminous coal as used in a utility-sized steam generator. It compares this coal's characteristics with those of a typical Midwestern and Eastern coal as a base and reviews the various design considerations when blends of these coals are used. The effects of blending various low-sulfur Western coals with Midwestern or Eastern coals to achieve a predetermined sulfur dioxide emission and the resulting alteration in the coal characteristics as they apply to utilization are also reviewed. The blending of coals as one means of complying with sulfur dioxide regulations will take on increasing importance as the various deadlines for compliance with new and existing regulations approach. We must first consider the availability of these low-sulfur coals; and insofar as the Eastern low-sulfur coals have been mined for many years, we have focused our attention on the availability of the coal reserves west of the Mississippi River in the United States, as this is the area to which many people are turning in order to meet this requirement.
