"Accurately modeling and predicting long term mill throughput is one of the challenges facing metallurgists, geologists and mine engineers in their quest to consistently deliver accurate life of mine business plans.Batu Hijau has systematically improved long and short term mill throughput predictions since feasibility and commissioning in 1999. This has been achieved through a combination of ongoing improvement to the geology ore hardness and grade characterisation model, drill and blast optimisation and, by application of these data to model mill throughput.Batu Hijau has demonstrated the ability to consistently estimate long term mill throughput within ±2% accuracy. Aside from reliably predicting expected production rates with the existing plant configuration, this predictive ability provides a solid foundation for identifying operating and design criteria for short term grinding circuit optimisation and future expansions.This paper discusses ongoing throughput prediction model development at Batu Hijau based on geo-metallurgical characterisation. Also discussed are tools used for day to day production performance management. This includes on line ""Mine to Mill"" variable monitoring to improve operations parameter decision making and performance assessment."

Underground caverns stability and excavatability of rock masses are of significance in geotechnical engineering, in both design and construction stages. Risks associated with underground group caverns of Houziyan hydropower station in southwestern China are growing as a result of continuous excavation-induced unloading. To improve our understanding of the underground caverns instability and resolve the complex subsurface conditions of the highly fractured rock mass, a high resolution microseismic monitoring system was established in the deep underground caverns, pursuing the relationship between the measured data about microseismic activity and excavation damage zones of surrounding rock mass. Through analyzing the tempo-spatial distribution of microseismic activity, excavation damage zones and potential risk regions in underground caverns were identified. Furthermore, the correlation between microseismic activity and pre-existing geological structures, as well as traditional monitoring was analyzed. In order to validate the correlation between seismicity and potential slip surface of underground caverns, a model was implemented into numerical code to further evaluate the deformation and stability of surrounding rock mass. The monitoring results demonstrate that microseismic events mainly occur at high stress concentration regions, which coincides with the results obtained from numerical analysis. Therefore, the comprehensive method incorporating microseismic monitoring and numerical analysis, as well as traditional monitoring and filed observation has been proven to be very promising in deformation and even instability prediction of surrounding rock mass in underground caverns subject to delineation of potential slip surfaces and excavation damage zones.

The construction and use of the B.E.T. (gas adsorption) apparatus is described. Examples are given for the determination of large and small surface areas using nitrogen and krypton. Introduction A NY study of the milling of ores from crushing to grinding, classification, and concentration and finally dewatering of the products involves solid particles which are either in contact with a gas or a liquid phase. The surface area of the solid and its characteristics constitute important parameters in all mineral dressing operations. The success of any particular operation is dependent on the interaction of the surface of the solid particles with the gas or the liquid phase. Particle size and specific surface (surface area per unit weight) continue to be important parameters in the flotation research associated with the adsorption of collector molecules or ions on mineral particles, as in the early years of mineral dressing research (1). In order to understand the mechanism of the flotation process, it is essential that the surface properties of the adsorbent be known.

"TioMin Resources Inc. is evaluating the feasibility of exploiting the heavy mineral sands deposit at Natashquan on the north shore of the Gulf of St-Lawrence, Quebec. TioMin holds the exploration rights to 180 square kilometres, on which 1.6 billion tonnes of sands grading approximately 6% heavy minerals were outlined. The heavy minerals of value include magnetite, ilmenite/hematite, garnet, and zircon. An important part of this evaluation is the development and testing of a mineral separation flowsheet. Under a comprehensive mandate from TioMin, the Centre de recherches minerales (CRM) provided technical assistance to build and operate an on site primary concentrator pilot plant. This plant produced a 93 tonne concentrate, providing over 60 % heavy minerals. This concentrate was shipped to the CRM pilot plant in Quebec City. It was used for further flowsheet testing and for preparation of products and concentrates of heavy minerals with regard to marketing possibilities. This paper presents the flowsheet developed to produce these concentrates.IntroductionIn late 1992, an 11 tonne bulk sample of sand was collected from within the mineralized zone of the Natashquan deposit. This sample was processed over conventional spirals and wet tables at the pilot plant facilities of the Centre de recherches minerales (CRM) in Quebec City. A primary concentrate was produced, from which several 20 kg samples were forwarded to five research laboratories in North America and in Australia. Their tasks were to determine the mineralogical composition of this concentrate and the potential for recovery of marketable minerals from the heavy mineral sands. Satisfactory results obtained from this approach encouraged TioMin to proceed with a more detailed pilot plant program."

Understanding energy performance of existing buildings is vital to increasing their efficiency and reducing the overall energy consumptions. This entails facility managers to systematically monitor building energy performance and reliably identify and analyze potential problems. Currently, infrared thermography is widely used as a primary diagnostic tool for the detection of building performance problems. Nonetheless, applications of thermal images for building inspection are mainly restricted to manual and labor-intensive identification and qualitative assessment of heating or cooling loss. Automated identification of potential problems and reliable cost analysis of the associated energy loss can help homeowners to minimize financial risk of retrofits and maximize energy savings. To that end, this paper presents a new automated method for calculating the cost of energy loss for building diagnostics. In the proposed method, first, using a hand-held thermal camera, the auditors collect digital and thermal imagery from the buildings under inspection. Then, using a recently proposed method for Energy Performance Augmented Reality (EPAR) modeling, an actual 3D spatio-thermal model is generated and superimposed with a computational fluid dynamics (CFD)-based expected energy performance model. The resulting EPAR model is placed into the method proposed in this paper for cost analysis of the energy loss. Through a new 3D thermal mesh modeling using k-d tree structure and nearest neighborhood searching, performance deviations between these models are automatically calculated. Using a temperature threshold, the areas associated with potential performance problems are detected in the EPAR model and are visualized using a metaphor based on traffic light colors. Then, the actual R-values of the detected areas are measured at the level of 3D points. Based on the measured R-values and the estimated air change rate for the detected air leaks, (1) the heat loss or gain caused either by poor insulation or air infiltration/exfiltration and (2) the associated energy costs are automatically calculated. The proposed method is validated on several locations of existing residential buildings. The preliminary results show the potential of the proposed method for minimizing the inspection time as well as the risk associated with the cost analysis of retrofitting potential building performance problems.

"The availability and reliability of large grinding mills and their Gearless Mill Drives (GMDs) are of paramount importance for the grinding process. Although GMDs have been in service for decades, and are known for their operational efficiency (reliability and robustness with reduced operating cost per ton), compared to conventional drives, in the last decade due to certain reasons some failures led to serious unscheduled shutdowns and significant insurance events.The majority of these notable ""insured"" failures have happened on GMDs installed on relatively large mills, as the financial impact of a failure is proportional to the through-put of the mill. Despite the occurrences of these events, as mining operations are driven by lower ore grades and the ability to continue reducing operating costs per ton, the trend for having larger mills is still very present and there is no reason why this trend should not continue.It is obvious that if not handled correctly, the possibility of large value GMD loss events, coupled with the continuing increase in mill size or required availability and reliability targets, could potentially lead to major conflicts as it becomes difficult for the insurance companies to judge the risk and hence may result in hesitation to insure these grinding circuits. This paper will not only describe the conflicting situation from both an insurer's perspective and from an equipment supplier's perspective, but also how these conflicting challenges can be successfully mastered. It has to be noted that not only the mining companies themselves, but also their insurance companies and the involved equipment suppliers have a common interest: to reach the highest availability and reliability in order to avoid or at least minimize unscheduled shut down times, and most importantly prevent unplanned events that result in extended production stoppages or reductions in through-put of GMD driven mills.From the very beginning onwards, the complete service concept together with emergency plans must be integrated on every level in the design of the grinding circuit. This approach must be implemented continuously and without compromises by all involved parties during all following stages, such as basic design, detail design, manufacturing, quality inspection and testing, packing, transportation, storage, installation, commissioning, operation and maintenance. The concept of formal risk analysis related to mill operations, maintenance and spare parts strategies must be an integral part of mining companies’ decisions related to the selection for installation and continued use of large mills powered by GMDs. The service concept in place for operating mills shall also have a clear focus on very early detection of any abnormalities, so that the risk can be mitigated and unscheduled shutdown times avoided. However, if a major failure occurs, then procedures and tools shall already be available in order to ensure that production impact is minimized."

In this paper, the compressive strength and failure patterns of reinforced cemented paste backfill (CPB) were studied aiming to promote the stability of backfilled stopes. The concept of ductile backfill was proposed and a series of unconfined compression tests were carried out on both non-reinforced and reinforced cemented paste specimens. Portland cement (3% to 5% by weight of tailings) and five different types of ductile materials (0 to 0.5% by weight of solids) were employed in this experiment for the specimen preparation. The test results showed that inclusion of ductile materials enhanced the unconfined compressive strength (UCS), reduced the post peak stress loss and transformed the failure behaviour of specimens from classical brittleness to ductility. The strength of CPB reinforced with different proportions of polypropylene fibres was compared. The stress-strain curves illustrated that both cement and fibres contributed to the increase of UCS, but higher strain values at the peak stress were achieved by fibre reinforcement. CT sliced images acquired from X-ray computed tomography (CT-scan) demonstrated that the reinforced specimen developed irregular crevices at the edge of cross sections and gained the capacity of bearing large displacements owing to the mobilised tensile strength of fibres. It leads to the potential of avoiding unexpected falling blocks of CPB when adjacent mining occurs. This finding highlights a strategy to improve the self-supporting capacity of the fill mass with less cement usage and reduce the ore dilution rates when excavating to adjacent stopes.

A petroleum well that is not in use because it has ceased to produce oil/gas economically and dry holes are referred to as abandoned wells. Once a well is abandoned it is plugged with cement and can take anywhere from two days up to a week to cure depending on the number of plugs in the well. Since plugging a well costs capital, most wells are abandoned at the lowest possible cost and with the minimum obligations set by regulation agencies. These wells can present an enduring liability to petroleum companies. However, the depth and abundance of abandoned petroleum wells makes them an economically attractive source of geothermal energy. Geothermal energy harvested from an oil/gas well is a renewable energy source as long as it is extracted in a sustainable manner. The energy can be used to generate electricity, used directly for heating, incorporated into a water desalination process, or used by a heat pump for heating/cooling applications. In this paper we examine the possibility of extracting geothermal energy from abandoned oil/gas wells by studying the heat transfer in underground geothermal heat exchangers installed in these wells. The design configurations for the geothermal heat exchangers embedded inside a petroleum borehole can be a u-tube design or a shell and tube design (i.e. double pipe). Using in-situ gathered information from some representative petroleum boreholes, the effects of key parameters such as geothermal gradient, ground temperature values, and the flow inside of the tubes are evaluated. In order to provide a constant power production the inlet temperature can be adjusted to keep the difference between outlet and inlet temperatures equivalent. Higher differences between inflow and outflow temperatures will result in a less sustainable load put on the in-situ geothermal energy. Adding insulation to certain sections of the designs can minimize the transfer of thermal energy from the fluid to the surroundings. Insulation can also limit the thermal loss between the inflow and outflow tubes in the shell and tube design. Minimizing the energy loss of these designs leads to an increase in the outlet temperature, meaning a higher grade of heat. The sustainability of long term geothermal heat extraction is a balance between the rate at which geothermal energy is extracted and the rate at which the ground formation can replace this heat. Higher outlet temperatures can lead to a larger amount of power generation, and a higher coefficient of performance for heat pump applications.

Ground movement is normal in open cut mining operations, mainly caused by excavation response and blasting. Movement of the ground can be acceptable provided it is not unexpected and catastrophic. However, in steep mine walls and the very large open pits being developed today the consequence of slope collapse can be catastrophic. Such risks can be minimized at the planning stage by reducing slope angles, but this carries a very high cost. Also, instabilities which develop whilst mining can lead to ore reserves being quarantined, which represent a high cost to the mining operation. In spite of such safety measures, unexpected failures have occurred in the past. These issues motivated the development and production of the slope stability radar (SSR). There are currently over 80 GroundProbe SSR systems deployed in metalliferous and coal mines in 17 countries. The unexpected failure of rock walls at mining sites is a major cause of death and serious injury. Slope failure is also one of the major causes of economic and production losses. An unexpected wall failure can bury critical equipment. It also disrupts the mine plan. It is common to cease mining for several days or weeks following a wall collapse due to uncertainty over stability. Direct economic losses in remediation alone can easily exceed $1,000,000 per incident. The economic costs of injury or fatality are much higher including closure of mines during the incident investigation process. Massive wall failure can result in direct and indirect costs measured in millions of dollars. This paper will present some recent case studies of the SSR operation in open cut mines in North America, including Thompson Creek Mining Company (Idaho), Smoky Canyon Mine (Idaho), and a general case study on extreme cold weather use of the SSR.

"IntroductionIndustrial applications of mica utilize two commercially important varieties of mica: muscovite and phlogopite. Muscovite mica is a potassium mica with a general chemical formula, H2KA1(Si04)3 h, and is sometimes referred to as a potas hsilicate. Phlogopite is a magnesium mica having a general chemical formula, H2KMgSi(Si04)3, and is distinguished from the muscovite mica by its decomposition in sulphuric acid.Canada is one of the major natural mica producers in the world. A large tonnage of the mica powders is at present mined and processed in the Eastern Townships of Quebec. This Canadian mica is of the phlogopite type. A closely related mineral of the mica family which is widely used in the construction industry is vermiculite. It is a dehydrated magnesium-aluminum-iron silicate characterized by a foliated structure. Expanded vermiculite, which is often referred to as exfoliated mica, is used as many types of thermal and acoustic insulation, as loose fill in buildings, as an aggregate in concrete, as an ingredient in plaster and insulating concrete , and in fire-proofing compositions. Natural phlogopite and muscovite mica powders are used extensively as reinforcing agents in organic polymers. They also have a wide range of applications in commerical products. For example, dry-ground mica powders are used in large tonnage as a surface finish in roofing materials and as a bonding agent in wallboard joint cement. Common products such as paint, rubber, plastics and welding rods contain mica. Recent studies have also shown that mica powders can be added to portland cement in the preparation of concrete products, as they could improve the tensile strength of the concrete products. Realizing the potential of cutting greenhouse gases (GHGs) associated with mining, a variety of approaches has been proposed for their mitigation. The Clean Development Mechanism (CDM) under the Kyoto Protocol to the UN Framework Convention on Climate Change (UNFCCC) has been a key mechanism to assist in implementation of mitigation measures. The objectives of CDM are not only to assist Annex I countries in meeting their GHG emissions reduction targets with cost-effective reduction but also to achieve sustainable development in non-Annex I countries. However, apart from China, India, Brazil and Mexico, many developing countries are still in the stages of formulation or realizing CDM strategies. Projects associated with methane capture and flaring are the fourth most prevalent type of CDM project internationally. This research primarily has addressed emissions abatement and sustainable development aims and effectiveness of registered CDM projects associated with coal mining in China. The paper reviews 30 currently registered CDM projects in China on the UNFCCC database and six other non- Chinese projects. Systematic evaluation involving content analysis of documentary evidence regarding coal mining CDM projects is presented in relation to firstly, quantitative reduction of GHG emissions and secondly, sustainable development outcomes. The projects have been assessed via a set sustainability criteria. Overall it was found that sustainable development goals are only briefly referred to in Project Design Documents, Letter of Approvals and validation documents. Varying types of sustainability initiatives have been implemented with weak to strong indications of effectiveness. This has implications for the future effectiveness of CDM projects in the mining sector, the proposed new market mechanism under UNFCCC, and for assessment of projects under mechanisms established outside the UNFCCC.

"TOF-SIMS (Time-of-flight secondary ion mass spectrometry) was used to detect collectors sorbed onto the surface of mineral particles in concentrate and tailings samples from the Brunswick, Matagami and Kidd Creek concentrators. This technique uses ion beams from either Cs or Ga sources to sputter the particle surface, a method which reduces fractionation of the collector molecule during sampling.In the Brunswick Zn circuit, sphalerite particles lost to the scavenger tails had less amyl xanthate and isobutyl xanthate compared to sphalerite recovered to the Zn final concentrate. Xanthates were detected on the surface of sphalerite particles floating to the CuPb final concentrate.At Matagami, significantly more isopropyl xanthate and isobutyl dithiophosphate were detected on sphalerite recovered to the Zn final concentrate, compared to sphalerite lost in the Zn rougher tails.In the Zn circuit of Kidd Creek, sphalerite lost to the tails had on average ten times less xanthate compared to sphalerite recovered into the Zn final concentrate. Xanthate was also detected on the floated pyrite particles. In addition to isobutyl xanthate, amyl xanthate was also detected on the floated sphalerite and pyrite particles.This preliminary investigation has (a) demonstrated the ability of TOF-SIMS to detect individual collectors on particle surfaces from plant samples and (b) shown that TOF- SIMS is an excellent tool, complimentary to TOF-LIMS, in establishing the surface chemistry of minerals as related to mineral processing."

"The Eustis mine, which was discovered in 1865, lies about 6 miles southwest of the city of Sherbrooke, Quebec, in lots 2, 3, and 4, range 9, Ascot tp. The mine was operated almost continuously from 1865 to 1937, under vanous owners.The ore was pyrite with varying amounts of chalcopyrite, a small amount of zinc blende and galena, and a low content in gold and silver. Parts of it ran quite high in copper, but the mine average would probably have been between 3 and 4 per cent. The high percentage of pyrite made it profitable to separate the ore into a copper concentrate and a pyrite concentrate. The latter was shipped away for manufacturing sulphuric acid, or was treated in a plant erected in 1887 at Capelton by the Nichols Chemical Company.The ore is a replacement of mica schist, which in turn was formed by the shearing of rhyolite flows. Ore also replaces the 'green rock', a term locally applied to carbonatized mica schists. The ore contained numerous 'horses' and smaller fragments of country rock, in all stages of replacement, ranging from those whose character was quite distinct to those whose ancestry could only be detected by an indefinite banding preserved in the sulphides."

"Fractures are the key channels for fluid flow and mass transport in fractured rocks of low/negligible matrix permeability. In single rock fractures, surface roughness causes fluid flow in tortuous paths, and reduces the overall fracture conductance. A number of empirical models have been proposed to relate the reduced hydraulic aperture to the mechanical aperture due to surface roughness, which were revisited and compared. Using two of those relationships between hydraulic apertures and mechanical apertures, we studied the influences of local surface roughness of fractures on fluid flow and solute transport processes at the macroscopic scales of fracture networks. The results show that fracture roughness can affect the flow rates and residence time to varying extent, mainly depending on the empirical models between hydraulic apertures and mechanical apertures. However, fracture roughness has negligible influences on the general patterns of fluid flow (channeling) and solute migration (e.g., travel paths and shape of breakthrough curves). This is because the connectivity of a fracture network is mainly determined by other geometrical parameters (fracture positions, orientations, and lengths), rather than roughness or apertures. INTRODUCTIONIn fractured crystalline rocks of low or negligible matrix permeability, fluid flow and contaminant migration mainly occur within the connected fractures. An understanding of fluid flow and contaminant migration in fractured rocks is a crucial issue in many deep underground projects, e.g. underground repositories for radioactive waste, CO2 sequestration, enhanced geothermal systems, oil and gas production, etc. Rock fractures are typically rough-walled, and surface roughness appears to have first order control on the mechanical and hydraulic behavior of single rock fractures (Boutt et al., 2006).It is well known that the mechanical aperture of a rock fracture is usually larger than its hydraulic aperture, due to fracture surface roughness (Tsang and Witherspoon, 1983). However, for naturally fractured rocks including numerous discontinuities, the effects of this reduced hydraulic aperture in local fractures on macroscopic fluid flow and solute transport in complex fracture systems still remain unclear. Many previous studies assumed identical hydraulic and mechanical apertures in discrete fracture network models for simplicity (Min et al., 2004; Zhao et al., 2011). Therefore, the main objective of this study is to evaluate the influences of local surface roughness of fractures on fluid flow and solute transport processes at the macroscopic scales of fracture networks, by employing the empirical models that relate the hydraulic aperture to the mechanical aperture."

Compañía Minera Antamina is a polymetallic mining complex that produces copper and zinc concentrates as primary products and molybdenum and lead/bismuth/silver concentrates as by-products. In 2007, Metso Process Technology and Innovation (PTI) was contracted to increase SAG mill throughput by integrating and optimising blast fragmentation, crushing and grinding for the harder M4/M4A (CuZn) ores. Following the implementation of recommendations provided by Metso PTI, the SAG mill throughput increased from 2750tph to reach an average of 3600tph for the remainder of 2007. Due to continued application of mine to mill integration and optimisation philosophy, by 2010, the concentrator consistently exceeded the target of 4400tph while processing harder CuZn ores.

"The Quebec Mining Association has for many years been supportive of the activities of the Centre de recherches minérales which were initiated to ensure regular production hoist and cable inspections to maintain safety and productivity standards in underground mines in Quebec. CRM and CANMET have agreed to fund a Quebec Mineral Development Agreement contract to capture this accumulated knowledge. Using VP-EXPERT to process the information and subdirectories to store regulations, the prototype access D-BASE III records on hoist information and LOTUS 123for simulating working conditions that meet local regulations and expert rules of thumb criteria. Objectives are to improve safety in emergency operating procedures, maximize hoist productivity and safety, and promote knowledge transfer to operators."

"A series of flotation tests was carried out on Brunswick Mining ore with various pH modifiers (soda ash, lime, KOH) and added ions (ferric, nitrate, sulphate) in the copper lead rougher circuit. The main objective was to identify downstream effects on sphalerite activation and subsequent zinc rougher flotation. Some significant differences in zinc flotation were obtained. Most notably, soda ash and nitrate ions had a positive impact and ferric ions a pronounced negative effect on selectivity.Selected products from the flotation tests were deslimed at 400 mesh, washed with methanol, air dried, placed in teflon vials purged with nitrogen and stored at -15 degrees C. Numerous liberated sphalerite and pyrite particles were selected under a stereoscope and placed in rows on indium foil. The surface compositions of the particles were analyzed with an innovative laser probe (LIMS). The very small analysis area of the LIMS enables the surfaces of individual grains to be characterized. In addition, the rapid analysis time allows a statistically significant number of grains to be analyzed quickly.Surface lead appears to play a major role in zinc activation/flotation. "In 1986, anomalous sampling results for heavy minerals were obtained at various sites in Namaqualand on the west coast of the Cape Province. Drilling in 1987 at Graauwduinen penetrated up to 35 meters of heavy mineral-bearing Tertiary sands which extend several kilometers inland from the coast. The heavy mineral suite includes ilmenite, rutile, leucoxene, zircon and monazite, along with gamet, pyroxene and amphibole. Three deposits are recognized, two of which comprise the resource to be mined by Namakwa Sands Limited, a recently formed Anglo American Corporation subsidiary company.Mineable reserves in excess of 500 million tonnes have been delineated, sufficient to sustain mining for over 35 years at projected production rates. During the feasibility study, on-site investigations included test mining at various sites to assess rnineability and to provide material for metallurgical testing in a pilot plant located at the site. llmenite produced at the mine will be smelted at a new facility to be built at Saldanha Bay. "The Jinfeng gold mine is one of the three gold mines that Eldorado Gold has in China and it is the second largest gold mine in China. The mine is located in a relatively remote and mountainous area in the southwestern Guizhou province. The orebody is similar to the Carlin type deposit in Nevada. The mill throughput was designed to treat 3,600 tones per day. The ore comes from open pit mining and underground mining, and is fed to one-stage jaw crushing. The crushed ore is stockpiled, reclaimed and then fed to the SABC grinding circuit. After classification with hydrocylones, the ore is floated, and the resultant concentrate is oxidized biologically in a process known as BIOX®. The oxidized concentrate is then washed in a CCD circuit and finally leached with cyanide in a CIL circuit for gold extraction. Jinfeng produces about 180,000 oz of gold per year.This paper introduces operations and modifications of SABC circuit over the past three years, and then describes some technical characteristic of the SAG mill and other circuits in the processing plant.Major modifications and improvements on the SABC circuit are described in the paper, including:1. Impacts of grinding ball and mill liner with respect to material selection, quality, hardness, manufacturing methods, and interactions between mill liner and grinding ball.2. Effect of milling operation parameters on milling efficiency.3. Impacts of SAG mill scats and modifications of grate size to improve mill throughput.4. Design and construction of a pebble crushing system, and recycle the crushed scats to the SAG mill to improve mill throughput.With the above-mentioned modifications, 20% increase over the design in mill throughput has been realized over the past three years, and operating cost has been significantly reduced. However, some issues still remain, and thus process modifications and technical innovations are still needed."

"Finance Minister Paul Martin's first budget disappointed almost everyone. The business sector was disappointed at the some what feeble attempt to grapple with the country's deficit. The mining industry was disappointed by tax proposals regarding mine reclamation that fall short of the industry's needs. Has anybody been happy with a federal budget? Federal Budget DisappointsThe federal government's budget papers that were tabled on February 22, 1994, contained a rather bizarre mixture of unrelated tax proposals. The budget signals an unexpected attack on the tax treatment of debt settlements, on certain types of corporate reorgani2ations, and on income earned by foreign affiliates. This is an old style budget, which proposes a pot pourri of technical changes and policy initiatives. Mine ReclamationEffective February 23, 1994, a taxpayer's contributions to a prescribed mine reclamation trust fund will be deductible as a current expense. The budget papers do not provide a definition of what will constitute a ""prescribed"" trust: this definition will surface in due course. However, the budget papers indicate that:• income earned in such trusts will be subject to tax each year;• all withdrawals from the trust (including income already taxed) will be included in computing the income for tax purposes of the recipient;• reclamation costs will continue to be fully deductible at the time incurred; and • contributions, trust earnings, and withdrawals will not be taken into account for the purposes of determining a taxpayer's resource allowance."
