Coal mine refuse handling traditionally has been the redheaded stepchild of the industry-a problem to be ignored as much as possible. During the past few years, however, mining companies have become more aware of the potential water pollution problem associated with refuse handling and storage. Planning for refuse disposal involves environmental protection and the economics of refuse handling. For over two years, Monterey Coal Co. has operated a non-polluting refuse disposal system at its No. 1 Mine located in Brushy Mound Township of Macoupin County 6 miles south of Carlinville, Illinois. Drainage goes to Spanish Needle Creek and eventually to the Illinois River. The mine produced 3.5 million tons of clean coal during its first two and one-half years of operation and is designed to produce 3 million tpy of clean coal at capacity.

A surfactant waterflood, using a block copolymer of ethylene and propylene oxide (PLURONIC L64*), wa., started in 1956 in Kansas to determine the commercial feasibility of such a process. The production formation was the Bartlesville sand at a depth of 1,400 ft. Leares in the test area had attained both primary and secondary production peaks, and were on a normal decline when the tests were initiated. The injection wells were taking water at a reasonable pressure and none of the operating conditions were particularly unusual. The leases were selected primarily because of normal operating conditions, and not because of any serious problems demanding remedie>,. Oil production and water injection data were recorded during the 10-year test period, and their compilation indicates that the surfactant resulted in an increase of about 9 percent in secondary oil production. Other benefits derived from the surfactant injection were lower injection pressure that resulted in reduced power consumption and reduced erosion of the pumps; and lower calcium scale buildup. These fringe benefits more than offset the cost of the surfactant used. Introduction During the past several decades, considerable research has been carried out on secondary recovery of crude oil that remains in the producing formation despite the most efficient, current primary production practices. Methods are constantly sought of increasing recovery of oil, while at the same time improving the economic efficiency of operations. One method that has received intensive study over the years is the use of a surfactant as a waterflood additive. Laboratory tests show conclusively that dilute solutions of surfactants remove considerably more oil from uncon-solidated sand cores than does water alone.'- The loss of surfactant by adsorption at solid-liquid interfaces has caused serious doubt that surfactants can be used economically as waterflooding additives. This is especially true with anionic and cationic surfactants, and to a lesser extent with nonionic surfactants. This work was undertaken to determine the effectiveness in increasing oil production by injecting water containing small quantities of a nonionic surfactant. The surfactant selected was PLURONIC L64*, a block copolymer based on ethylene and propylene oxide, having the following structure The selection of the test site, a typical shoe-string sandstone type of field located at Batesville pool, Toronto District of Woodson County, Kans., was made because of its normal primary and secondary recovery operating conditions, and not because of any serious operating problems. When the tests were begun, the field was experiencing the customary post-peak production decline of a waterflood. Using for the tests a field that was on a normal production decline, while maintaining constant all variables other than the addition of the surfactant. was of varamount importance if success or failure was to be attributed to a particular cause. It was reasoned that if a surfactant was added to the injection waters and nothing else was done to influence the oil production or injection of water, the effects of the surfactant on the flood could be determined precisely. Production History The first well in the tested field was drilled in 1935. Gas repressurization began immediately, but it was not until Aug., 1938, that the major portion of the field was developed. During the period of repressurization, 1,700 MMcf of gas was injected. As can be seen from the curves of Fig. 1, the production peak from gas injection was attained in 1937 and a normal production decline followed. SINCE the, beginning of the year 1928 the senior authors and their associates have applied a series of procedures which makes possible the detailed study in situ of the formations traversed by a drill hole before the casing has been landed. They have given the name "electrical coring" to the ensemble of these processes, which now replace in a large measure the mechanical coring performed by the drillers, and permit the gathering of bottom-hole data hitherto unobtainable. Three years have elapsed since the technique and interpretation of these measurements emerged from the experimental stage and entered the field of industrial application on a large scale. The total length of drill holes so far surveyed by the authors and their associates, all over the world, amounts to several millions of feet. Practical and strongly built equipment has been evolved, which permits the examination in a short time of an open hole several thousand feet long. No comprehensive paper has yet been published discussing the essential principles of the processes applied and bringing into evidence their economic interest. This is the object of the present paper.1 Numerous examples of field work performed under varied geological conditions are given, constituting a concrete illustration of the services rendered by the new methods.

In the analysis of a set of interesting furnace-products belonging to the metallurgical cabinet of the School of Mines, I placed in the hands of one of my students a sample of litharge which gave the results quoted below. The collection of specimens from which this was taken, represents the products obtained in the blast-furnace treatment of argentiferous lead ores, also samples from the zinc process, and those from the cupellation of the enriched lead. The sample, when received, was marked "bismuth litharge," and was that obtained during the last stages of cupellation. It gave upon analysis the following : Per cent. If I mistake not, it is usually assumed that silver exists in litharge in the metallic state; and it is, indeed, in the analyses of litharge, rarely expressed otherwise. This method of reporting the silver is, no doubt, due to the accepted statements that the oxides of silver are reduced to the metallic state at a temperature of 300' C. or less. In the use of the apparatus purchased for the new chemical laboratories of the university, no piece has given us more satisfaction, or has been a greater success, than a new still which is the subject of this paper. In the designing of this still I had two definite objects in view ; one, the utilizing of steam from the large 60 horse-power boiler used in heating the building, and the other, a provision for making distilled water with gas, when steam from the heating-plant was not available. The still is encased in wrought-iron, with a lining of asbestos, and is provided with a float which automatically regulates the flow of water from the supply-pipe. It was made for me by G. J. M?rrle, Pforzheim, Germany, and was imported by Messrs. Eimer & Amend, of New York City. It is a beautiful piece of apparatus, and the workmanship is excellent in every detail. The essential parts of this apparatus will be understood by consulting the accompanying figures, but a few words of explanation may be appropriate. The still has a capacity of seven gallons, and is made of heavy copper, tin-lined. It has a water-gauge showing the height of the water in the still, also an exit for steam, and safetyvalve, V; inlet for steam through a coiled perforated block-tin pipe; also an outlet, 0, for cleaning out the still; and there is also a heavy

A preliminary investigation was made to determine the time required to attain equilibrium within the equilibrium cell for this system. Experimental and smoothed data are presented for the solubility of ethane in water for temperatures of 100°, 160°, 220°, 280" and 340 °F at pressures to 10.000 psia. The minimum solubility phenomenon disappears at 10,000 psia within this temperature range. C.-In the service tests, the Advisory Committee on Aeronautics considered it highly necessary, particularly for seaplanes, to find out whether or not it was necessary to paint exposed parts; reports have been obtained but have not been pub-lished at the present time. Investigations were carried on at three Navy Yards. On just a hurried examination, the inspection was made about two weeks ago and the results are now being digested an examination shows that the aluminum alloys, whether painted or unpainted, stand up very well. It apparently is not necessary to paint, which, of course, is a very important item in the question of the weight of seaplanes. We will be able to report on that, I expect, probably at the next meeting.

For the early conservationists before the first decade of the twentieth century, conservation meant largely the planned preservation of water, forest, soil, and wildlife resources-renewable natural resources-through efficient use. Water was primarily thought of as a resource that must be kept available for humans to enjoy in a recreational sense and as a habitat for wild animals, birds, and fish. Little thought was given to conserving water for actual human or industrial needs. If industry entered the picture it was as an actual or potential polluter of water, which was the basic necessity for drinking and bathing and for outdoor recreation. Even the forests were only held worthy of conservation largely because they were areas in which wildlife could, or should, abound and in which human beings might find relief from the cares and problems of everyday life. Finally, the soil was to be preserved in its natural fertility through proper fertilization, cultivation, and crop rotation; in this the conservation program did enter the realm of the practical. For through soil conservation, the world was to be able to raise increasingly large crops of constantly improved organic foods which the steadily growing population of the earth was to need to survive and improve. Relatively little time, however, was spent on considering what profit the farmers of the world were to make from the scientific farming on which they were to embark. In short, the appeal of the early conservationist program was much the same as that of the entire era of Theodore Roosevelt of which it was a part; it was to the heart rather than to the mind; it was to emotion rather than to reason. Because of the way in which the problem was approached, conservation took on the character of a crusade rather than that of a practical plan for the betterment of man through economically sound methods of improving his environment and the uses he makes of it. Conservation had, then, all the advantages of a stirring appeal to the emotions, but it did not have the lasting results that would have been achieved by a program with a sound economic basis.

Development and production activity in Oklahoma during the year 1940 was of routine nature. Production, according to the Corporation Commission's figures, averaged 409,100 bbl. daily as compared with 421,000 bbl. for the year 1939. Discoveries were of minor importance except for the Cumberland pool in Marshall and Bryan Counties, in the southern part of the state. Maintenance of a relatively stable producing rate is attributable to the drilling of new wells and the recompletion of many old wells in the previously established producing areas. During the year 1785 new wells were drilled, a decline of approximately 10 per cent as compared with the previous year. Of the wells drilled, 962 were oil wells with a combined initial production of 241,000 bbl. daily, 172 were gas wells having aggregate capacities of 1205 million cu. ft., and 651 were dry holes. Wildcat activity increased 20 per cent over 1939 and 227 such wells were completed during the year; that isl 43 oil wells, 16 gas wells, and 168 dry holes. In addition to the new work completed, 603 wells were recorded as having been drilled deeper or plugged back to test new horizons; included were 334 producing wells with total initial production of 65,000 bbl. daily, 37 gas wells with initial aggregating 305 million cu. ft., and 232 abandonments. Footage drilled amounted to 4,730,000 ft., an average of 2650 ft. per well as com-pared with an average depth of 2600 ft. recorded the previous year. The principal new pools discovered as a result of the exploratory drilling were Cumberland; East Cromwell, in Okfuskee County, and Prague, in Lincoln County. At the end of the year Cumberland had 13 completed wells, which averaged 700 bbl. initial through tubing from the Simpson Bromide formation (Ordovician) at 4750 ft. East Cromwell had 10 wells with average initial of 435 bbl. in the Cromwell sand (Pennsylvanian) at 3460 ft. Prague had II wells with an initial average of 220 bbl. from the Senora sand (Pennsylvanian) at 3260 ft. There were notable extensions to the Dill pool, Okfuskee County, and to the Hewitt pool, Carter County. At the end of the year, 19 producing wells had been drilled in the former, with initials averaging 1000 bbl., and 63 wells averaging 150 bbl. daily in the latter. There were no notable changes in the policy of State conservation authorities with respect to proration. The Bureau of Mines recommendations for the year averaged 413,000 bbl. daily; the State author-ities fixed allowables at an average of 406,000 bbl. daily, while, as noted above, production averaged 409,100 barrels. The most important development in the older areas occurred in the following pools: Billings.—Seven oil wells with an average initial production of 2500 bbl. and two dry holes were completed during the year. Production from the Simpson horizon averaged 6025 bbl. daily as compared with 5950 the previous year. Production from this field has been almost steady since reaching its peak early in 1937. May 219t, 1872. THE Institute assembled in the rooms of the Geographical Society at the Cooper Union, Tuesday evening at 8 P.M. President Raymond called the meeting to order, and introduced Mr. Abram S. Hewitt, who welcomed the Institute to New York. President Raymond, in behalf of the Institute, replied. The President then read the following report of the Council for the past year. The Council respectfully report that the American Institute of Mining Engineers has held four meetings-at Wilkes-Barre, Bethlehem, Troy, and Philadelphia, respectively-all of which have been well attended, and socially and professionally most successful. The proceedings of these meetings having been published in the Engineering and Mining Journal, and sent to all members and associates, are sufficiently well known. Forty-four papers, by twenty-six authors, have been read. These papers embrace s wide range of subjects, and prove the practical character of the proceedings of the Institute. The finances are in a satisfactory condition. By the report of the Treasurer it appears that $1290.10 have been received, $519.90 expended, and that $770.20 now remains in the treasury exclusive of fees for 1872. This fund, it is hoped, will be so increased by voluntary subscriptions as to enable us before long to issue s volume of our most important transactions in a permanent form. The Council has made a favorable arrangement with the Scientific Publishing Company, publishing the Engineering and Mining Journal, by which that journal became the organ of the Institute for the first publication of the proceedings, papers, and notices to members. This arrangement it is proposed to continue through the present year unless the Institute shall otherwise direct. It is not intended to supersede the publication of an annual or occasional volume, but to maintain an interest in the Institute, and to serve the convenience of members while our funds do not permit s more ambitious publication.

RECENT development of high-temperature brazing alloys has required information regarding the eutec-tic temperature and composition of the Pd-rich section of the Pd-B system.. Literature on this subject was found to be scanty with no complete system yet determined. Buddery and welch1 report an inter-metallic compound occurring in the Pd-B system at 6.33 wt pct B (PdsBz). Another source, Sieverts and Bruning,2 indicates that after annealing at 700°C, a 1.6 and a 2.0 wt pct B alloy were two phase whereas a 0.75 pct B alloy was single phase. Recent work3 using a hot-stage microscope has proposed a eutectic temperature of 743OC. This method utilized the observation of the onset of incipient melting at grain boundaries. The eutectic composition, however, was not determined. METHODS AND PR0CEDURES Five alloys were prepared by triple inert arc-melting high-purity palladium (95.98 pct) with additions of 2 to 6 pct purified amorphous boron. The alloys were crushed within a hardened steel mortar with a steel pestle. The 2 pct alloy, however, was too tough to be crushed in the above manner so was crushed by successive reductions through a rolling mill. Approximately 17 to 18 g of the crushed alloy was used in the thermal analysis. The alloys were melted in pure quartz crucibles. The thermocouple protection tubes were also of quartz and fused along the inside wall of crucibles to prevent floating of the thermocouple. This was an expediency as centering of the thermocouple in the melt would have been preferable. Melting was done in a tube furnace with a slow flow of tank helium maintained as a protective atmosphere. Heating and cooling rates were maintained at 3.5OC per min through the critical temperature ranges by means of a synchronous motor hook-up to a furnace controller. All specimens were heated to 100°C over the indicated liquidus on heating prior to reversing to the cooling cycle. Specimens emerged from the furnace with mirrorlike brightness attesting to the protective quality of the helium atmosphere. Thermal arrests were detected by the differential thermocouple technique using chrome l-alumel couples and nickel as the reference specimen. Arrests were recorded on a Leeds-Northrup automatic X-Y recorder. The specimen temperature and temperature difference were read to + 7.5OC and ± 1.5OC, respectively. These readings were well within the sensitivity of the instrument amplifier. Chromel-alumel couples were used in lieu of Pt-Rh as very few arrests were contemplated in excess of 1200" to 1300°C, the approach of instability. No standardization was performed on these thermocouples subsequent to their use. RESULTS The thermal arrest temperatures obtained are plotted in Fig. 1 as a function of wt pct B. The composition function was obtained by chemical analysis of portions of the specimens after the thermal analysis was completed. TRENDS IN MINE FINANCE Reviewing historical trends may help in dealing with future funding strategies. The first trend is the increase in the use of debt to fund corporate America. Surprisingly, when comparing that with other corporates in the global marketplace, the U.S. does not look too poorly. Japanese, in particular, but also German companies, are much more leveraged than their U.S. counterparts. Note that in Japan and Germany the government and the consumer have shown substantial restraints when it comes to credit. Not so in the U.S. where the savings rate (4%) is much lower than that in Japan (20%) and in Germany (14%). As a result, the cost of leverage is substantially lower in Japan and in Germany than in the U.S. Lower debt costs in these countries allows one to obtain more of it for the same price. The close relationships between financial institutions, corporations and governments in Japan and Germany also make the risk of leverage more bearable and understandable. Also note that interest rate volatility in these countries is more subdued. The investor base in common stock is also changing. Private pension funds have been net sellers of equities during the last few years while public pension funds have been net buyers. Individuals are basically out of the market. It is estimated that over $330 billion of equity was retired in the U.S. through 1986-1988. The reasons are well known: restructurings, buy-backs, takeovers, mergers, and buy-outs. This de-equitization is likely to continue as the cost of equity capital is higher than the cost of debt capital, even on a before-tax basis. Because there has been no market for equity since October 19, 1987, junk bonds have replaced equity capital in the corporate finance structure. The non-investor-grade borrower has access to the public markets through high-yielding debt securities that often look like senior equity. Deregulation has also provided 24-hour markets; securitization can now liquify assets that before were rusting on balance sheets; information processing and communication tools give facts that are instantaneously available, creating the need for products to cover risk and exposures unknown before the start of the information and technology explosion. Thus we now have swaps, options, futures, options on futures, caps, as well as program trading, portfolio insurance, index funds, etc. Globalization will be unstoppable. Today's environment demands it. Corporations are now global competitors, even though they may have never shipped a product off-shore. Boundaries are disappearing and impediments have been removed. Stocks can be issued in a global offering with distribution in all major financial centers of the world. The high leverage of Japanese companies has made common stocks very scarce, which with the high savings rate, makes equity capital inexpensive in Japan. If markets were perfect everyone would issue stock in Tokyo and buy it back in New York. This would certainly stop the bleeding on the balance of payments. With the deficit balance of payments in America, it is no surprise that the cost of money is expensive here. The risk-return relationship on U.S. equity is not favorable enough to appeal to Japanese equity investors. The Tokyo-market, helped by a stronger yen, surpassed New York as the most important equity market in the world. The question is, will the Tokyo market hold up when Japanese domestic consumption increases at the expense of savings? In the U.S. debt markets, the plain vanilla debenture is making a comeback after a period of absence. Commercial paper has replaced short term bank borrowings for working capital funding by larger corporations. DURING the summer of 1875 I visited some of the iron mines of Houghton County, Mich., and was quite interested to observe the progress made there within a. few years. Working in open pits is gradually giving place to underground work in most of the mines where this system is practicable. In some cases, as in the Lake Superior Mine, the body of ore is so irregular, and the deposit so liable at any time to be pinched out, or nearly so, that it has been found impractical, if not impossible, to lay out any plan for systematic underground work. But in many other mines the deposit is so regular in character, that the work can be laid out in shafts at regu¬lar intervals, and a series of 60 feet levels. The Michigammi Mine, opened in 1872, and first worked in 1873, is arranged on this plan, though some quarrying is still done. But the men are being put at overhead stoping as fast as it can be got ready for them, and before long it will all be worked in this way. The New York Mine is undergoing a similar change to the pillar system, and several others have either been changed, or it is about to be done. My principal object in visiting this region was to obtain samples from some of the important mines, so as to be able to answer the question : "What is the average percentage of iron in the Lake Superior ores?" Most iron furnaces work on mixtures of ore, so that it is impossible to tell, from their records, just the percentage in each one.
