THE Grand Junction Pilot Plant, operated by National Lead Co. Inc., for the U. S. Atomic Energy Commission, is engaged in the amenability testing of orebodies to establish design and cost data for commercial mills and to test new processes for recovery of uranium from ores. Test work was performed to study the effects of several variables on leaching of uranium ores in carbonate solutions. Many of these variables had been investigated in the laboratory, but pilot plant tests were desirable to evaluate their importance in semi-works equipment and to predict optimum operating conditions for future commercial mills. The results of these tests should serve as a guide in selecting the most efficient and economical method of leaching uranium ores amenable to a carbonate process. This article is concerned with a process in which uranium is extracted from the ore by a hot Na2CO3- NaHCO3 solution; the uranium-bearing solution is separated from the solid residue by filtration, and uranium is then precipitated by chemical means.

THE territory covered in this discussion includes all the states west of the Mississippi river. Agriculture is expanding each year in this section, but until recent years the application of commercial fertilizers as an aid to crop production was not practised to any great extent. The use of commercial fertilizers has increased somewhat, but is still on a small basis as compared with the tonnages used else- where in the United States. During 1928 these western states used 665,100 tons of all classes of fertilizer as compared 'with 7,933,600 tons used in the whole United States; or this western area, compromising near- ly two-thirds the land area, uses about 5 per cent of the total fertilizer. To show how large a tonnage one state may consume, North Carolina for the year 192s used 1,349,360 tons of commercial fertilizer or about twice the amount used by 22 western states.

Through the generosity of Sir Robert Hadfield, Honorary Member, the Directors of the American Institute of Mining Engineers are enabled to announce the Hadfield Research Prize of $1,000 for the best contribution to the publications of the Institute upon the general subject of The Different Forms and Combinations of Carbon with Iron, including those in Iron Alloys. The prize will be awarded at the Annual Meeting of the Institute in February, 1916, to the best paper upon this subject which is presented to the Institute before Nov. 1, 1915, provided such paper is deemed worthy by the Institute's Iron and Steel Committee. The following suggestions are also added for the guidance of those who may take part in this research. While' it is not desired to define closely the exact lines or scope of the proposed research, as it is advisable to make these as broad as possible, the object in mind maybe said to be generally as follows: To elaborate and find out the best methods of determining the forms of carbon in steel or iron, including those in iron alloys. A portion of the work would probably be a continuation of the researches which have in the past been carried out by Jullien, Abel, Muller, Ledebur, T. Sterry Hunt, Akerman, Arnold, Stead, E. D. Campbell, Hogg, Parry, Upton, and others. In a generic way, metallurgists now speak of carbides, sub-carbides, double carbides, special carbides, and other combinations. It is very desirable that these should be accurately defined and understood. It is also desirable to know whether there are other or new forms; if so, can these be separated and their characteristics obtained. It may be interesting to point out that the carbon compounds now definitely known are stated to number over 80,000. It is very probable, therefore, that there is room for much valuable and useful research to be carried out with the object of increasing our knowledge of the various combinations of carbon with iron, as probably some of these are still unknown

INTRODUCTION For many tailings ponds, particularly those having substantial watershed areas, the control of pond water levels will be a major factor influencing the operation of the pond and the design and construction of the dam retaining the pond. This paper summarizes the basic factors affecting the control of water in tailings ponds, methods of water control, and methods of estimating the variables involved. The influences that pond water levels can have on the design, construction, and stability of tailings dams are explained in order to emphasize the importance of water control in the overall planning of mine tailings disposal systems. Two examples of pond water control planning conclude the paper. BASIC FACTORS The principal factors influencing the control of water in tailings ponds are illustrated on Fig. 1. Fig. 1 (a) shows the general disposition of the tailings solids and water in the pond; the solids settle from the slurry to form "slimes", deposits sloping down into the pond from the points of discharge; these slimes hold volumes of water in the voids between solid particles; water in excess of this "retained" water forms a pool of "free" water laying over the slimes deposits. In some cases, tailings solids (and water) go to the tailings dam for its construction. Fig. 1 (b) indicates those ways additional to tailings disposal in which the pond gains or loses water. These include surface and sub-surface runoff from the pond watershed, water reclaimed from the pond for ore processing, evaporation, and seepage. Seepage losses sometimes include water draining from tailings sand placed in the dam, but a portion of the total seepage flow is often collected and returned to the pond in order to avoid downstream pollution and to recover water for re-use. PRINCIPAL REQUIREMENTS In relation to the control of water in a tailings pond, the first requirement is usually to maintain a pool sufficiently large to ensure adequate clarification of the free water prior to its reclaim for use in the mill, or its discharge from the pond.

This paper outlines the trends in gold production since the discovery of America, in the world as a whole, and in the principal producing regions as well. World production climbed at an average rate of about 20,000,000 oz. per 5-year period until the record all-time output of 111,307,000 oz. in the period ending with 1915. Production fell off during the war period, but has been mounting since 1925, and will probably be nearly 100,000,000 oz. for the 5-year period ending in 1930. Total world production of gold from 1492 to the end of 1930, as closely as can be determined, is more than 1,061,000,000 fine ounces. More than one-half of this total, or about 575,000,000 oz., has been mined since 1900. In percentage of world production, the United States jumped from 4.8 per cent for the decade 1831-1840 to 44.5 per cent for the five years ending with 1855. This is the highest figure ever reached by this country, although, with the exception of the 10-year period ending 1865, it ranked first among the nationa from 1849 until the end of 1905. During the 5-year period ending with that year, the United States produced 24.7 per cent of the world's gold. The tremendous increase from South Africa following 1890 resulted in that country's becoming the largest contributor for the five years 1906-1910, a position it has held with increasing dominance ever since. Relegated to second place in the period 1906 to 1910, the United States produced nearly 20 per cent of the world's new gold until 1920. From 1921 to 1925 it averaged 13.6 per cent and since then it has continued to decline in relative importance, accounting for only 10.9 per cent in 1927. Final figures for 1930 may place Canada second among the gold producers of the world.

THE development of the natural resources of any district of any magnitude, inevitably gives rise to many problems off title, usually due to the greatly enhanced value of the land. The development of the mining industry in the Quapaw Agency has been no exception to this general rule. Our problems, how-ever, have not been many or particularly serious. The Quapaws were allotted and patents issued by the United States Government in 1895. These patents contained a restriction against alienation for a pe-riod of twenty-five years. The effect of the restric-tion was to prevent the Indian from selling, leasing, or in any way encumbering his land. The Govern-ment, in a paternalistic spirit, sought to teach the Indian thrift and industry and to insure him a place of residence. This is evidenced by the first Leasing Act passed by Congress, which permitted only incom-petents and those physically disabled to lease their land for either agricultural or mining purposes. The able-bodied Indian was denied the right to lease. It soon became apparent to the Government, how-ever, that this was a mistaken policy, and in 1897 a General Leasing Act was passed by Congress and it was under this act that the mining industry in the Quapaw Agency was developed. The act, reads as follows: "That the allottees of land within the limits of the Qua- paw Agency, Indian Territory, are hereby authorized to lease their lands, or any part thereof, for a term not ex-ceeding three years, for farming or grazing purposes, or ten years for mining or business purposes. And said al-lottees and their lessees and tenants shall have the right to employ such assistants, laborers, and help from time to time as they may deem necessary: Provided, That when-ever it shall be made to appear to the Secretary of the Interior that, by reason of age or disability, any such allottee cannot improve or manage his allotment properly and with benefit to himself, the same may be leased, in the discretion of the Secretary, upon such terms and conditions as shall be prescribed by him. All acts and parts of acts inconsistent with this are hereby repealed." It was the interpretation of this Act that gave rise to our first serious problems. It will be noted that the Act says that "allottees of land" within the limits of the Quapaw Agency are authorized to lease their land. Thus, the first question was presented by the use of the term "allottee," and the question was as to whether or not Congress intended to limit the Quapaw Indian to the leasing of his own allotment or did Congress mean that the term "allottee" was synonym-ous with "Indian" and intend to give the Indian a right to lease both his allotment and his inherited land and was an Indian without an allotment an "allottee" even though he was a member of the Qua-paw tribe and the owner of the Quapaw land by in-heritance, and not being an allottee, could he lease his inherited Quapaw land under the authority granted in this Act?

Approaching exhaustion of areas where traditional prospecting methods can pay off and sharply rising costs require increasing sophistication in planning exploration. Most outcrops, not only of ore and gossan but also of obvious zones of alteration, have been examined; many of the anomalies readily detectable by geophysical means have been drilled; geochemical surveys now cover extensive tracts. How should the explorationist proceed to find the ores that will keep his company in business and supply the world with the energy and raw materials it needs? Two courses are open to him: (1) saturation coverage by geology, geophysics, geochemistry, and drilling in the expectation that something will turn up or (2) critical analysis of the factors responsible for the concentration of valuable minerals in the earth's crust. The successful explorationist applies both methods to the limit of his resources. The second course, analysis of geologic factors, also comprises two principal lines of research: (1) ever more detailed study of the chemistry (including isotopic analysis) of the ore and gangue minerals of known deposits in an effort to understand how they were formed and (2) increasingly detailed mapping of their environment to determine the reasons for their localization. Again, both are very necessary.

For more than 200 years zeolites have been familiar minerals to geologists and mining engineers as minor, but ubiquitous constituents in vugs and fractures of most basalt and traprock formations. More than 35 different species have been recognized including several, such as chabazite, erionite, mordenite, and faujasite, whose adsorption properties rival those of many synthetic molecular sieves. Igneous occurrences of this type have never been mined on a commercial scale; they are generally small and low grade, and they commonly contain as many as four zeolite minerals, along with small quantities of calcite, quartz, and other silicate minerals. Their economic beneficiation to monomineralic zeolite products has also not been achieved and, for the most part, industrial applications of zeolites have relied primarily on synthetic molecular sieves that were crystallized from hydrous aluminosilicate gels. Assuming that rock behavior, during cutting with a single diamond, may be approximated by that of a rigid, Coulomb, plastic material, a theory of single diamond cutting action has been developed. Using this theory, the stresses on the diamond cutting surface and the components of the cutting force have been determined. Theoretical results agree reasonably well with available experimental data. The theory of cutting of single diamonds may be used as the basis for subsequent study of the perfonnance of surface set diamond drill bits and other surface set diamond cutting tools. INTRODUCTION For more than twenty years, surface set diamond bits have been used successfully in the mining and petroleum industries to drill and core rock formations that range from medium hard to the hardest known formations. Most extremely hard rock formations cannot be economically drilled or cored by any other means. In view of the growing use and importance of surface set diamond drill bits, it is reasonable to study the way in which these tools cut, and the factors that influence wear of the diamonds. Such knowledge will contribute to better bit design and will improve operating procedures. To analyze the cutting performance of these tools it is appropriate to consider the way in which an individual diamond cuts. Once this is established, the over-all performance of the bits can be determined by considering the total effect of the individual diamonds. In recent years there has been a growing interest in rock mechanics and there now exist several publications dealing with the deformation and failure of rocks. Notable experimental work has been reported by Bredthauer,1 Handin and Hager,2, 3 and Gnirk and Cheatham.4 An extensive collection of data pertaining to rock properties at low confining pressures has been given by Wuerker.5 Cheatham and Gnirk have recently presented an excellent review of the state of knowledge regarding analytical and experimental rock deformation and failure.6 Generally rocks are extremely weak in uniaxial tension, and weak or only moderately strong in uniaxial compression. Both tensile failure and compressive failure are generally brittle in nature. This means that there is little or no deformation or "flow" of the material before shear or tensile fracture occurs. Thus, until fracture occurs, rock behaves very nearly like an elastic material in uniaxial stress. Significant changes in behavior of rock occur under conditions of triaxial compressive stress. There is generally a marked increase in compressive strength and in ductility. It has been demonstrated that the failure becomes plastic (in a macroscopic sense) at sufficiently high values of confining pressure. Sharp wedge chisel indentation studies conducted by Gnirk and Cheatham indicate that many rocks behave in a plastic manner at relatively low triaxial compressive stress states.4 If "failure" under triaxial compressive conditions is considered to be either complete rupture or macroscopic plastic flow, then the general failure characteristics of a rock can be reasonably well represented by the commonly known Mohr envelope. This certainly is not a perfect failure criterion (since the effect of the intermediate principal stress is neglected) but it has been found to be adequate for most engineering purposes. Mohr envelopes usually are constructed graphically using experimental triaxial test data. For purposes of analysis it is convenient to represent the envelope in equation form. Among the several approximate forms appearing in the literature, a parabolic form is suggested by Cheatham,7 and an exponential form is suggested by Paone and Tandanand.8 The exponential form has been adopted for this study, and based on published data, appropriate parameters have been established for 19 rock types. The minerals barite (BaSO4) and witherite (BaCO3) are the chief sources of the element barium and its compounds needed for many industrial processes and products. Barite, the principal ore mineral, is found the world over and is abundant and widely distributed throughout the United States.3 Witherite is much less common than barite, though more desirable in many ways as a raw material for the production of barium chemicals. England is the chief producer of witherite. Witherite is not mined in the United States at the present time, but it has been mined with barite from a deposit at El Portal, California. Barite is also called barytes, tiff, cawk, or heavy spar. Ordinarily it is a heavy mineral that crystallizes in the orthorhombic system. It is colorless, white, or gray, and transparent to opaque. In some deposits barite is black, yellow, brown, red, green, or blue because of included impurities. The streak is white and the luster vitreous to resinous or pearly. The specific gravity of pure barite (65.7 pct BaO and 34.3 pct SO3) is calculated to be 4.5, but inclusions and impurities in natural barite may reduce this value considerably. Well-formed crystals are generally tabular and have three cleavages. The barite of many deposits, however, has an uneven fracture and an apparent cleavage caused by separation along planes between successively deposited layers. The hardness is 2.5 to 3.5 on Mohs' scale. Commercially the terms "hard" and "soft" are used to refer to ease of grinding. Barite is relatively insoluble in water and acid, and thus can be used as a chemically inert material. Witherite, the natural carbonate of barium (77.7 pct BaO and 22.3 pct CO2), crystallizes in the orthorhombic system. The fracture is uneven and the luster is vitreous to resinous. The hardness is 3 to 3.5. The specific gravity of the pure mineral is calculated to be 4.29. It is transparent to opaque. The color is ordinarily white, gray, yellow, brown, or green. Geology and Distribution of Deposits Workable deposits of barite are widely distributed throughout the world in many geologic environments in sedimentary, igneous, and metamorphic rocks. Most deposits can be classified into three main types: (1) vein and cavityfilling deposits; (2) bedded deposits; and (3) residual deposits. 1. Vein and cavity-filling deposits are those in which barite and associated minerals occur along faults, gashes, joints, and bedding planes, and in breccia zones and solution channels. They also occur in various collapse and sink structures in limestone. Sharp contacts of the veins and cavity fillings with wall rocks are common. Barite cements fault and collapse breccia by replacement of the matrix or by filling voids. Large-scale replacement of the wall rocks beyond ore-controlling structures is rare. Barite in vein and cavity filling deposits is generally dense, "hard," and white to gray. Associated minerals are fluorite, calcite, ankerite, dolomite, quartz, and many sulfide minerals, especially pyrite, chalcopyrite, galena, and sphalerite. Gold, silver, and rare earth minerals occur with barite in some deposits in the western United States. Barite is also a gangue mineral in metallic ore deposits but production as a byproduct from such deposits will be affected by many economic factors. Flotation of chalcopyrite from a low grade ore was studied by using different xanthates and dixanthogens as collectors and by conditioning the flotation pulp with oxidizing gaseous systems. The improvement in the recovery of chalcopyrite with the oxidizing systems was mainly due to the auto-activation of chalcopyrite, leading to the enhanced adsorption of xanthates and dixanthogens even when the latter were formed by oxidation of the xanthates. With air or oxygen as oxidizing system, the amount of ethyl xanthate required at pH 8.5 was much less than normally employed in the industry, the recovery being 97-99% of chalcopyrite with a concentrate of 24% copper. With isopropyl and isoamyl xanthates, the recovery was improved but the grade was lowered. By conditioning the pulp with air-CO2 or oxygen-CO2 mixture, the recovery was lowered with ethyl xanthate only, mainly due to the depressant action of bicarbonate formed. Flotation with dixanthogens gave cleaner concentrates of chalcopyrite. because iron pyrite did not float with these collectors. Of the dixanthogens tried, diisopropyl dixanthogen gave the highest recovery, 99% chalcopyrite with a concentrate containing 28.5 to 30% copper, when the pulp at pH 8.5 was condi-tioned with air. Isopropyl dixanthogen was found to be the best collector of all the xanthates and dixanthogens studied. It was found that the adsorbed ethyl, isopropyl and isoamyl xanthates at chalcopyrite surface, activated by cupric sulfate, and at iron pyrite surface were oxidized to the corresponding dixanthogens to different degrees in presence of air, oxygen, air-carbon dioxide mixture and oxygen-carbon dioxide mixture.' The dixanthogen formed at chalcopyrite surface was, however, firmly adsorbed while that at iron pyrite surface was easily desorbed. Since dixanthogens formed have greater hydrophobicity than the corresponding xanthates, as revealed by contact angles,1,2 the former were expected to improve the flotation results. It was, therefore, thought desirable to find out the effect of air, oxygen, air-carbon dioxide mixture and oxygen-carbon dioxide mixture on the selective flotation of chalcopyrite when individual xanthates were used as collectors. The effect of direct use of dixanthogens as collectors on the selective flotation of chalcopyrite was also investigated. For these studies, low grade chalcopyrite ore, received from the Indian Copper Corp., Ltd. (I.C.C.), Ghatsila, Bihar, was employed. At the milling plant of the I.C.C., chalcopyrite is floated at a pH of 8.5, employing ethyl xanthate as collector. EXPERIMENTAL Materials Employed: XANTHATES - Ethyl, isopropyl and isoamyl xanthates of potassium were prepared in a pure state by the methods described earlier.4 A 0.03% aqueous solution of a xanthate was freshly prepared in air-free distilled water for flotation studies. DIXANTHOGENS - Diethyl, diisopropyl and diisoamyl dixanthogens were prepared by the oxidation of xanthates by iodine and purified by extraction with petroleum ether. A 0.03% alcoholic solution of dixanthogen was used as a collector. FROTHER - A 0.2% solution of pine oil in ethyl alcohol was employed. SODIUM CARBONATE - A 0.4 N solution was used. ORE - The composition of the -100 +200-mesh size (Tyler standard) powdered ore, as determined by standard methods of analysis, was: copper 1.57%, iron 10.29%, sulfur 3.15% and acid insolubles 66.10%. Iron present as chalcopyrite (CuFeS2) was 1.38%, while that present as iron pyrite (FeS,) was 1.37%. Both chalcopyrite and iron pyrite were found to be liberated from the gangue minerals and from each other, as observed under a microscope. Flotation of Chalcopyrite with Xanthates in Presence of Different Gaseous Systems: Fifteen grams of -100 + 200-mesh size ore were shaken well with 100 ml of distilled water. The pH of the pulp was adjusted to 8.5 by the addition of sodium carbonate solution. Then 0.1 ml of xanthate solution (0.005 lb xanthate per ton of the ore) was mixed with the pulp, and the latter together with washings transferred to a

Environmental constraints can both delay and raise the cost of a major plant addition, often requiring a complete reevaluation of the plant site and the proposed project. In this case history, steps are presented which were followed in applying for environmental permits for a major addition to a lime plant. Methods are described for determining expected emission increases and for selecting the best control technology for each source. The description progresses through pre-application conferences with control agencies, the formal application procedure, computer modeling the air quality impact, and the methods followed in obtaining a favorable determination.

IN reality, the Butte district is the birthplace of the Anaconda Copper Mining Co., for it was here that strength was gathered and means provided for later expansions of the Company. The Butte district was organized at a miners' meeting on Aug. 20, 1866, primarily for gold placer-mining operations. Substantial amounts of placer gold were recovered from gulch gravels during the period 1862 to 1868. The earliest lode claim locations in the district were recorded in July and August 1864. ORE from the Minnesota iron ranges is transported from the mines to the loading docks on Lake Superior over four different railways: the Great Northern, Northern Pacific, Soo Line, and Duluth, Missabe and Iron Range, with hauls varying from 60 to 110 miles. For this service a large amount of specialized equipment is used. AN often repeated criticism of the profession of engineering is that it is as a whole it lacks solidarity. organization, co-ordination, and leadership. Significantly, the critic, are all engineers. Other members of the body politic either do not know about the absence of organization or they do not care. If engineers have no organization they have a plethora of organizations. There exist in the United State, today some 350 societies. institutes. clubs, associations, and councils of engineers and engineering technologists and this number excludes several hundred local chapters of national societies. trade associations, and local engineers' clubs of purely social character- Successful engineers must be proficient in analyzing, planning, and co-ordinating. but it is generally admitted that for their profession as a whole their success in this respect has been indifferent.

INTRODUCTION * The United States is fortunate in having abundant reserves of metallurgical-grade coals. Although these coals are better in quality and more accessible than most metallurgical-grade coals found throughout the rest of the world, the best grades of these coals are being depleted. Consequently, more efficient exploration tools and techniques, such as advanced methods of core drilling and logging, correlation by petrography, paleontology, palynology, † physical stratigraphy, and geophysical methods are being used to help assess the extent and quality of the remaining coal reserves. Exploration and assessment of new and existing coal properties become of utmost importance in determining ( 1 ) the economic justification for mining the coal, (2) the optimum design of the preparation plant, and (3) the most effective use of the coal. The physics and chemistry of the flotation process are not well understood. Many papers dealing with the theory of flotation have been published but most have been narrow in their viewpoint. No theory advanced has done more than explain, more or less satisfactorily, various isolated phenomena. Scientists have done little with the problem, doubtless because they have not seen sufficient of the practical side of the subject to have their interest aroused. Any attempt to explain the mechanism of flotation that considers only contact angles, surface tension, adsorption, the floating of needles, flocculation, or any other single and narrow phase of the question is sure to be disappointing. Flotation is a problem of colloid chemistry and must be studied as such. In a broad general way, flotation is a process involving and operating by virtue of surface reactions. The term "surface reactions" may be open to criticisms. Many chemists give the term "reactions" a definite and restricted meaning and to such the term may connote change in atomic grouping in strict stoichiometric ratios. While Langmuir looks upon adsorption as a reaction, and there is much evidence in support of this view, we may look on adsorption as a physcial process as far as this paper is concerned. The term seems well suited to the work in general. Presumably these reactions are reactions between the same kinds of forces (electrical) and differ only in degree and in the surface manifestations produced. This premise seems logical if we accept the theory that the atoms of dl elements are made up of grains of electricity, having mass and charge, called electrons; and that atoms differ from one another only in the number and arrangement of the electrons about a positive nuclear

FEBRUARY 15-18 will be the outstanding dates of the month for members of the A. I. M. E., for then the 141st Meeting of the Institute is to be held in the Engineering Societies Building, at New York. What with 41 technical sessions, the Annual Business Meeting at 4 o'clock Tuesday afternoon,, two sessions of the Section and Division delegates, minor committee meetings, and the many luncheons and dinners, the Dinner-Smoker, Informal Dance, President's Reception and the Dinner-Dance, the opportunity will be limited to do- more-than cast sheep's eyes at New York's other multitudinous attrac¬tions until the meeting is over. The technical program is diverse but well organized. The sessions are almost equally divided among the four days, with ten on Monday, Tuesday, and Wednesday, and 11 on Thursday. The meeting opens Monday morning with registration. Be sure to attend to this detail. Failure to do so may have its repercussions at the meeting and throughout the year.
